DOI: 10.1111/j.1752‐1688.2011.00601.x Abstract: Market‐based approaches to address water quality problems have resulted in only limited success, especially in trading programs involving both point and nonpoint sources. We analyze one of the largest point‐nonpoint trading programs – the Great Miami Trading Program in Ohio, administered by the Miami Conservancy District (MCD). Our evaluation focuses on the economic and institutional aspects of the program, including cost effectiveness, efficiency of bidding, transaction costs, trading ratios, and innovation. We use a unique dataset consisting of all bids from agricultural nonpoint sources and interviews of soil and water conservation district (SWCD) agents in the watershed. We find that the MCD’s reliance on county‐level SWCD offices to recruit and advise farmers has been essential to achieve relatively high rates of farmer participation. Additionally, the MCD is able to partly free ride on the administrative costs that SWCD offices receive to assist federal conservation programs, which is helpful to lower costs for a fledgling trading program. However, the involvement of SWCD offices reduced the potential cost savings from the reverse auction structure because some agents were able to learn about the threshold price over the six rounds of bidding and help farmers bid strategically. Overall, the program structure serves as an effective model for future trading programs in other regions that seek to involve agricultural nonpoint sources. 相似文献

ABSTRACT: Controlling agricultural nonpoint source pollution from livestock grazing is a necessary step to improving the water quality of the nation's streams. The goal of enhanced stream water quality will most likely result from the implementation of an integrated system of best management practices (BMPs) linked with stream hydraulic and geomorphic characteristics. However, a grazing BMP system is often developed with the concept that BMPs will function independently from interactions among controls, climatic regions, and the multifaceted functions exhibited by streams. This paper examines the peer reviewed literature pertaining to grazing BMPs commonly implemented in the southern humid region of the United States to ascertain effects of BMPs on stream water quality. Results indicate that the most extensive BMP research efforts occurred in the western and midwestern U.S. While numerous studies documented the negative impacts of grazing on stream health, few actually examined the success of BMPs for mitigating these effects. Even fewer studies provided the necessary information to enable the reader to determine the efficacy of a comprehensive systems approach integrating multiple BMPs with pre‐BMP and post‐BMP geomorphic conditions. Perhaps grazing BMP research should begin incorporating geomorphic information about the streams with the goal of achieving sustainable stream water quality. 相似文献

In the United States, new legislation has given regulatory authorities greater oversight of municipal stormwater management programs. However, estimating the impact of greater oversight on municipal actions is difficult due to the uncertainty in current compliance efforts and their associated costs. This paper seeks to fill this gap through a case study of NPDES stormwater runoff permit reports from municipalities in Southeast Wisconsin. Specifically, this study evaluates the reported actions and expenditures against socioeconomic variables to identify the relationships between cost, socioeconomics, and the best management practices (BMPs) used for compliance. Results indicate that there are distinct differences between municipalities with and without financial and personnel resources, clear high- and low-cost BMPs, and large variation in the practices municipalities implement to meet regulatory requirements. Furthermore, results suggest that regulators should take a flexible and pragmatic approach that considers individual municipal constraints and limitations when exercising greater regulatory authority. 相似文献

ABSTRACT: The contribution of agriculture to nitrate pollution of 8Urface and ground water is a growing concern throughout the world. The objective of this article is to evaluate the current environmental policy governing nitrate contamination of ground water in the South Platte alluvial aquifer. In particular, the “best management practice” approach is assessed in its relationship to optimal policy design. First, the current physical environmental problem and existing institutional arrangements are described. Second, legal and economic criteria are brought to bear on the question of appropriate policy design. Finally, the strengths and weaknesses of the existing policy are evaluated in this context and changes in policy that would increase effectiveness are recommended. Considerable justification is found for state-initiated control because victims of ground water pollution are dispersed and risk assessment is technically demanding. However, ex post elements of existing policy must be improved, perhaps through targeting and some devolution in monitoring and enforcement responsibilities. 相似文献

This paper investigates farmers' willingness to participate in Best Management Practices (BMPs) through a proposed Water quality trading (WQT) program in Kentucky. This analysis includes two parts: the first part is to investigate the factors influencing farmers' current usage of BMPs; the second part is to estimate farmers' willingness to implement BMPs given different levels of compensation given in a survey. The results show that farmers who participate in the conservation programs are more likely to use BMPs, but these farmers may not accept the offer to implement additional BMPs. Farmers' experiences about BMPs are more likely to persuade them to adopt additional BMPs than the level of compensation. The results find that using riparian buffers, fencing off animals and building up waste storage facilities are responsive to the levels of compensation offered. 相似文献

Legally, wastewater dischargers must not discharge any increased loading of phosphorus (P) into receiving waters. New wastewater systems are now choosing trading instead of traditional P removal technology, and point source dischargers are buying P credits from rural landowners, primarily farmers. These credits are generated by constructing nonpoint source pollution control measures. Mathematical formulae are used to calculate the credits of P removed by each measure. A successful trading program requires several conditions, including community agreement, legislative backing, credit and cost certainty, simplified delivery and verification, written instruments, and legal liability protection. South Nation Conservation, a community‐based watershed organization, is the broker handling the transactions for these P credits. The program is run by a multi‐stakeholder committee, and all project field visits are done by farmers and not paid professionals. An independent evaluation showed higher opinions for the broker and regulatory agency, and most farmers were willing to, or had already, recommended the program to other farmers. 相似文献

DOI: 10.1111/j.1752‐1688.2012.00688.x Abstract: Clean Water State Revolving Fund (CWSRF) loan programs for water quality have traditionally funded infrastructure projects at the community, municipality, or state level. They are increasingly being used to support individual landowner adoption of agricultural best management practices (BMPs) for nonpoint source pollution abatement. In 2005, the Iowa CWSRF initiated the Local Water Protection Program (LWPP) to increase the scope, scale, and rate of agricultural BMP establishment. This research examines the effectiveness of that program through a comparison of survey data from LWPP participants and state cost‐share recipients who were eligible for loans, but did not take them. Loan recipients’ assessments of the program were overwhelmingly positive, with near‐universal satisfaction with both the loan product and process. Results of statistical analyses indicate that loan recipients invested substantially more in conservation than nonrecipients. Evidence suggests that by helping program participants to overcome financial constraints, loans are facilitating larger and accelerated investments in conservation. Although findings indicate that conservation loans can play an important role in funding conservation, loan recipients also still depend on cost‐share. Loans are not necessarily a substitute for traditional forms of conservation funding, but rather another tool that landowners and conservation professionals can employ to facilitate investments in BMPs. 相似文献

There is an increasing need to document the impacts of conservation‐related best management practices (BMPs) on water quality within a watershed. However, this impact analysis depends upon accurate geospatial locations of existing practices, which are difficult to obtain. This study demonstrates and evaluates three different methods for obtaining geospatial information for BMPs. This study was focused on the Eagle Creek Watershed, a mixed use watershed in central Indiana. We obtained geospatial information for BMPs through government records, producer interviews, and remote‐sensing aerial photo interpretation. Aerial photos were also used to validate the government records and producer interviews. This study shows the variation in results obtained from the three sources of information as well as the benefits and drawbacks of each method. Using only one method for obtaining BMP information can be incomplete, and this study demonstrates how multiple methods can be used for the most accurate picture. 相似文献

In mountainous landscapes with high climatic and geomorphic variability, how do rural land uses and exurbanization alter hydrology and water quality? We evaluated effects of rural land use and exurbanization on streamflows, suspended sediment concentrations and loads, specific conductance, and summer water temperatures in 12 streams and rivers within the Upper Little Tennessee River basin in the southern Appalachian Mountains. Eleven streams featured low levels of development (>61% forest cover) but differed in land use patterning, basin size, annual precipitation, and watershed morphology. One urban stream, located within the largest town in the basin, provided the high development comparative endpoint. Even low levels of rural development and exurbanization were associated with substantial increases in suspended sediment concentrations, sediment loads, and summer stream temperature daily maxima and diurnal variation. Observed summer temperature increases were much larger than would be expected due to global climate change over the next century. Specific conductance was idiosyncratic among the smaller streams. These water quality changes were not accompanied by streamflow changes that were discernible amid the high natural variation in precipitation and geomorphology. The water quality findings suggest the need for applying the best management practices, including riparian buffers, to even low levels of rural development. 相似文献

ABSTRACT: The implementation of various bioretention systems was analyzed, including rain gardens, vegetated swales, trenches, and infiltration basins in the St. Francis subdivision, Cross Plains, Wisconsin. Through the examination of archival data and interviews with key participants, it was found that although regulatory and political pressures encouraged the inclusion of bioretention, current standards for storm water management prevailed. The developers had to meet both existing requirements and anticipated rules requiring infiltration. As a result, bioretention systems simply supplemented, rather than replaced, traditional storm water practices. The confusion surrounding dual standards contributed to substantial delays in the negotiations among relevant stakeholders in the watershed. It is concluded that the St. Francis subdivision serves as both a cautionary tale and a bioretention success story. As a caution, this situation demonstrates the need for careful review and refinement of existing storm water ordinances to incorporate water quality improvement technologies, such as bioretention. The demonstrated success of the St. Francis development, however, is that it became a positive prototype for best management storm water practices elsewhere in the region. In addition, the water quality monitoring data from the site has contributed to development of a new county ordinance, the first in Wisconsin to address both quantity and quality of storm water runoff. 相似文献
