This paper explores the circumstances in which communities may effectively reduce risks. It draws on the example of two ‘Risk and Resilience Committees’ (RRCs) that were established in Nepal as part of an action research project: one in Panchkhal in the central region, operating as a community‐based organisation (CBO); and the other in Dhankuta in the eastern region, embedded in municipal government. In‐depth interviews were conducted with RRC members. Wider community preferences for risk reduction were examined through a questionnaire survey. In Dhankuta, the RRC obtained further funding, developed strong upward and downward institutional links, and applied a ‘disaster risk reduction lens’ to existing local government responsibilities. In Panchkhal, RRC activities have been limited by funding and have focused on the strengthening of livelihoods. It may be concluded tentatively that community‐based disaster risk reduction activities are more successful when they are institutionally embedded in local government structures.

This paper develops a framework based on procedural, methodological and ideological elements of participatory vulnerability and risk assessment tools for placing individual approaches within the wide range of work that claims a participatory, local or community orientation. In so doing it draws on relevant experience from other areas of development practice from which the disasters field can learn. Participatory disaster risk assessments are examined for their potential to be empowering, to generate knowledge, to be scaled up, to be a vehicle for negotiating local change and as part of multiple-methods approaches to disaster risk identification and reduction. The paper is a response to an international workshop on Community Risk Assessment organised by ProVention Consortium and the Disaster Mitigation for Sustainable Livelihoods Programme, University of Cape Town. The workshop brought together practitioners and academics to review the challenges and opportunities for participatory methodologies in the field of disaster risk reduction. In conclusion the contribution made by participatory methodologies to global disaster risk reduction assessment and policy is discussed.

In this paper a large-scale community-based disaster risk-assessment project, undertaken in the Dr Kenneth Kaunda District Municipality in the North-West Province of South Africa, is evaluated. In contrast to other disaster risk management consultancy projects in South Africa, this project included a significant skills transfer component to the at-risk communities and local government officials. In this evaluation, the authors draw on their own experiences in implementing this and similar projects, a review of the project management documents is undertaken, and a focus group interview with facilitators involved in the project is used as a primary source. The discussion is further contextualised in terms of community-based disaster risk assessment theory and the existing literature on disaster risk assessment in South Africa. Logistical and data quality issues as well as staff turnover were found to be concerns during the project. From the findings, it is argued that the common practice of outsourcing disaster risk-management projects is not conducive to effective disaster risk management. Local government entities should take responsibility for disaster risk assessment as a continual activity. This is in contrast to the view currently manifesting in South Africa as a set of bureaucratic actions undertaken by consultants to achieve ‘legislative compliance’ for municipalities.

As a result of the increase in natural disaster losses, policy‐makers, practitioners, and members of the research community around the world are seeking effective and efficient means of overcoming or minimising them. Although various theoretical constructs are beneficial to understanding the disaster phenomenon and the means of minimising losses, the disaster risk management process becomes less effective if theory and practice are set apart from one another. Consequently, this paper seeks to establish a relationship between two theoretical constructs, ‘disaster risk reduction (DRR)’ and ‘vulnerability reduction’, and to develop a holistic approach to DRR with particular reference to improving its applicability in practical settings. It is based on a literature review and on an overall understanding gained through two case studies of post‐disaster infrastructure reconstruction projects in Sri Lanka and three expert interviews in Sri Lanka and the United Kingdom.

One would be hard‐pressed nowadays to find any practitioners and scholars in the field of post‐disaster reconstruction who would argue against the virtues of community participation. In practice, however, the legacy of community participation has been mixed. This paper pursues this line of inquiry by examining the manifestations of participation in three communities affected by Typhoon Haiyan that struck the Philippines on 8 November 2013. The findings suggest that different governance logics emerge in each of the three case studies: authoritarian; communitarian; and deliberative. These logics promote particular understandings of who should participate in the reconstruction process and the appropriate scope of action for citizens to express discontent, provide feedback, and perform democratic agency. The paper contends that design interventions in participatory procedures, as well as contingencies in wider social contexts, shape the character and legacies of community participation. It concludes by comparing the legacies of these three ‘governance enclaves’ and imagining possibilities for participatory politics in post‐disaster settings.

How do disasters shape local government legitimacy in relation to managing climate‐ and disaster‐related risks? This paper looks at how local authorities in Central Vietnam perceive their social contract for risk reduction, including the partial merging of responsibilities for disaster risk management with new plans for and investments in climate change adaptation and broader socioeconomic development. The findings indicate that extreme floods and storms constitute critical junctures that stimulate genuine institutional change. Local officials are proud of their strengthened role in disaster response and they are eager to boost investment in infrastructure. They have struggled to reinforce their legitimacy among their constituents, but given the shifting roles of the state, private sector, and civil society, and the undiminished emphasis on high‐risk development models, their responsibilities for responding to emerging climate change scenarios are increasingly nebulous. The past basis for legitimacy is no longer valid, but tomorrow's social contract is not yet defined.

The promulgation of the South African Disaster Management Act No. 57 of 2002 and the National Disaster Management Policy Framework of 2005 placed South Africa at the international forefront by integrating disaster risk reduction into all spheres of government through a decentralised approach. Yet, good policy and legislation do not necessarily translate into good practice. This paper provides a critical analysis of the Act and Policy Framework. Using qualitative research methods, it analyses the attitudes and perceptions of senior public officials on all levels of government, the private sector and academia. The study finds that one of the weakest aspects of the Act and Framework is the absence of clear guidance to local municipalities. The placement of the disaster risk management function on all tiers of government remains problematic, funding is inadequate and overall knowledge and capacities for disaster risk reduction are insufficient.

The paper outlines a concept and proposal for the formation of ‘community based adaptation committees’ (CBACs) at the micro-level, and it explains how such local committees would act with respect to the existing organisation of disaster management in Bangladesh. It examines how the CBACs would be sustained locally without colliding with the present system of government. The main objective of this is to identify how the CBACs could act independently as per local demands, without any conflict with the existing system, in order to ensure sustainable adaptation in future. To achieve these objectives the author conducted interviews with key informants at both local and national levels, and also conducted eight participatory rapid appraisal sessions at eight coastal communities. The author finds that severe corruption is impeding the existing system of relief and rehabilitation at community levels. The paper emphasises that the government of Bangladesh urgently needs to formulate a national adaptation policy, and that within that policy the concept of CBACs at community level should be prioritised. This would provide the government with guidelines for the use, at community level, of adaptation funds from developed countries in order to reduce future vulnerability in Bangladesh.

This paper explores how social networks and bonds within and across organisations shape disaster operations and strategies. Local government disaster training exercises serve as a window through which to view these relations, and ‘social capital’ is used as an analytic for making sense of the human relations at the core of disaster management operations. These elements help to expose and substantiate the often intangible relations that compose the culture that exists, and that is shaped by preparations for disasters. The study reveals how this social capital has been generated through personal interactions, which are shared among disaster managers across different organisations and across ‘levels’ within those organisations. Recognition of these ‘group resources’ has significant implications for disaster management in which conducive social relations have become paramount. The paper concludes that socio‐cultural relations, as well as a people‐centred approach to preparations, appear to be effective means of readying for, and ultimately responding to, disasters.

It is frequently argued that, at the parcel level, 1 stakeholders are capable of and well supported in managing their land‐related risks. Yet, evidence from the contemporary Australian context suggests otherwise: numerous large‐scale disaster events have revealed that citizens are ill‐prepared to respond and recover adequately. This paper begins with the premise that information, specifically land information, could better support parcel‐level risk preparation, mitigation, response, and recovery. State land administration organisations in Australia primarily maintain this information and make it accessible. Land information is used regularly across all levels of government to support risk management activities; however, such application has not always occurred at the parcel and citizen level. Via a case study approach, this paper initially explores the land information available in Australia to stakeholders interested in parcel‐level detail, and then goes on to propose how the utilisation of parcel‐level land information could serve to enhance risk management practices.

It is generally recognised by the disaster risk management and development communities that disasters have a negative impact on development, and indeed can set back development by years. This realisation led to a new paradigm for the management of hazards and their impacts, namely an integrated approach which emphasises disaster risk reduction being incorporated into national development planning. Awareness, however, does not necessarily translate into implementation. ‘Reduce the underlying risk factors’, Priority for Action 4 of The Hyogo Framework for Action 2005–2015, reported the lowest average score for progress of the five priority areas. Challenges to progress, as reported by Governments included inappropriate development practices, high levels of poverty and other factors which increase vulnerability. Various authors have recognised the difficulty of consistently and successfully integrating disaster risk reduction into development planning. This integration is particularly challenging for Small Island Developing States (SIDS) which face high exposure to hazards, vulnerable populations and limited resources, often both human and financial. The efforts of Jamaica, a Caribbean SIDS, at integrating disaster risk reduction into national development, and some factors which proved to be important in making progress are presented here. This retrospective paper is written from the perspective of a participant observer and traces developments in disaster risk management over three decades, 1980–2010. Integration and inclusiveness, use of quantitative methods and application of risk assessments are identified as being important in gaining acceptance for disaster risk reduction.

The islands of Fiji, in the Western Pacific, are exposed to a wide range of natural hazards. Tropical storms and associated floods are recurring natural phenomena, but it has been regularly alleged that Fijians lack preparation, over‐rely on state assistance in post‐disaster situations or engage in risky behaviours that aggravate the negative impact of floods. Risk reduction strategies, which are now implemented by government authorities and international organisations, heavily promote the principle of ‘community preparedness’. Both community awareness programmes and capacity‐building programmes are conducted throughout the country in the most vulnerable communities. This paper analyses how the inhabitants of Lomanikoro village, in the low areas of the Rewa Delta, perceive and manage existing flood risks. It examines social and cultural factors that contribute to shape risk response locally—in particular, why villagers may be reluctant to adopt some recommended preparedness measures and resettle in higher, safer zones.

Increased attention has recently been given to the possible role of financial services in the management of natural disaster risk. Local communities have been at the forefront of developing innovative disaster risk finance strategies and implementing risk-oriented incentive programs. In view of increasing risks, including the impacts of climate change, such programs will become more important. This paper examines four models and some recent experiences in using financial services at the community level. The paper offers an overview of advantages and limitations of each model to manage disaster risk in communities. Examples include a federal government initiated scheme of social protection funds, a local government risk reduction scheme, an insurance product provided by a non-governmental organization, and a micro-insurance scheme. Finally, the paper offers some directions about specific ways that the public and private sectors, in collaboration with other partners can improve finance alternatives for disaster management at the community level. It appears that a range of follow-up studies and further dialogue is needed, in order to expand the knowledge on what types of risk finance models can help manage and reduce the financial impacts of natural disasters.

This paper examines local government and non‐governmental organisation (NGO) engagement in disaster response in the wake of the M/T Solar 1 oil spill in Guimaras, Western Visayas, Philippines, on 11 August 2006. It assesses the response activities of these two entities as well as the institutional factors that affected their interaction on the ground. Local government and NGO engagement was shaped by multi‐layered, overlapping, and oftentimes contending government‐designed response frameworks. Within these frameworks, government actors played the role of primary implementer and provider of relief, allowing them to determine who could be involved and the extent of their involvement. The absence of formal roles for NGOs in these frameworks not only undermines their ability to work in a setting where such institutional set‐ups are operational but also it reaffirms their ‘outsider’ status. This study of the Guimaras oil spill illustrates the complexity and the institutional difficulties inherent in disaster response and coordination in the Philippines.

Risk communication plays an increasingly central role in flood risk management, but there is a variety of conflicting advice about what does – and should – get transmitted, why, how, and to whom. The aim of this paper is to elucidate the underlying normative and conceptual models on which those competing assessments of ‘good’ risk communication depend. To that end, the paper identifies four broad models, or approaches, to risk communication: a risk message model of information transfer; a risk instrument model of behavioural change; a risk dialogue model of participatory deliberation; and a risk government model of self-regulation and normalization. These models differ in their theoretical and disciplinary origins and associated philosophical and political commitments, and consequently they define the basic purpose, practice, and future prospects of flood risk communication in quite different ways. Unless these different models of ‘good’ risk communication are acknowledged and understood, efforts to identify best practice for flood risk management are likely to produce inconsistent, if not contradictory, recommendations.

The ‘build back better’ (BBB) concept signals an opportunity to decrease the vulnerability of communities to future disasters during post‐disaster reconstruction and recovery. The 2009 Victorian bushfires in Australia serve as a case study for this assessment of the application of core BBB principles and their outcomes. The results show that several BBB measures were successfully implemented in Victoria and are relevant for any post‐disaster reconstruction effort. The BBB initiatives taken in Victoria include: land‐use planning determined by hazard risk‐based zoning; enforcement of structural design improvements; facilitated permit procedures; regular consultations with stakeholders; and programmes conducted for social and economic recovery. Lessons from the Victorian recovery urge the avoidance of construction in high‐risk zones; fairness and representativeness in community consultations; adequate support for economic recovery; the advance establishment of recovery frameworks; and empowerment of local councils.
