Waste treatment facilities are often shared among different municipalities as a means of managing wastes more efficiently. Usually, management costs are assigned to each municipality depending on the size of the population or total amount of waste produced, regardless of important environmental aspects such as per capita waste generation or achievements in composting or recycling. This paper presents a feebate (fee+rebate) system aimed to foster urban waste reduction and recovery. The proposal suggests that municipalities achieving better results in their waste management performance (from an ecological viewpoint) be recompensated with a rebate obtained from a fee charged to those municipalities that are less environmentally sound. This is a dynamic and flexible instrument that would positively encourage municipalities to reduce waste whilst increasing the recycling.  相似文献

Delisting (up-front or not) of hazardous waste streams (with or without stabilization or any other form of treatment) can be an effective approach for reducing high sludge disposal costs because a nonhazardous classification of the waste will alleviate the financial burden associated with the disposal costs. Facilities may petition EPA to remove individual waste streams from regulation as listed hazardous wastes under the Resource Conservation and Recovery Act (RCRA). EPA encourages the use of up-front delisting petitions because they have the advantage of allowing the applicant to know what treatment levels for constituents should be sufficient to render specific wastes nonhazardous before investing in new or modified waste treatment systems. Thus, up-front delisting allows new facilities to receive exclusions prior to generating wastes that, without upfront exclusions, would unnecessarily have been considered hazardous. On July 18, 1991, EPA proposed to use the EPA Composite Model for Landfills (EPACML) when considering delisting petitions and evaluating the impact of the petitioned waste on human health and the environment. The use of the EPACML provides consistency in delisting decisions. Further, this new model allows a two-to-three-times higher dilution than the previously used Vertical and Horizontal Spread (VHS) model. This article presents case studies from several industry sectors where stabilization and delisting were used to manage wastes in a reliable, cost-effective, and environmentally sound manner.  相似文献

The shortcomings in the management practices of hospital solid waste in Limpopo Province of South Africa were studied by looking at two hospitals as case studies. Apart from field surveys, the generated hospital waste was weighed to compute the generation rates and was followed through various management practices to the final disposal. The findings revealed a major policy implementation gap between the national government and the hospitals. While modern practices such as landfill and incineration are used, their daily operations were not carried according to minimum standards. Incinerator ash is openly dumped and wastes are burned on landfills instead of being covered with soil. The incinerators used are also not environmentally friendly as they use old technology. The findings further revealed that there is no proper separation of wastes according to their classification as demanded by the national government. The mean percentage composition of the waste was found in the following decreasing order: general waste (60.74%)>medical waste (30.32%)>sharps (8.94%). The mean generation rates were found to be 0.60kg per patient per day.  相似文献

Upgrading a crude dump site into a sanitary landfill is a very challenging task; Matuail landfill site in Dhaka posed just such a challenge. From the very beginning, the existing disposal site had been used for the crude dumping of solid wastes. All types of solid wastes were haphazardly disposed of all over the site. The existing drainage channels of the dumping ground were not operational due to blockage by indiscriminate waste dumping. A large amount of leachate oozing out from the waste mixed with storm water and made the site esthetically very displeasing and environmentally unsound. This adverse situation sometimes caused disruption of the waste vehicular movement. Step-by-step improvement measures have been taken in the open dump to make it controlled and sanitary by adopting simple and locally available materials, technical guidelines, and construction techniques.  相似文献

Until recent years, waste oil and oil-contaminated waters commonly ended up in landfills. At some dump sites, ponds of oily liquids and leachate were formed. To remediate such ponds, an interdisciplinary approach is now required, keeping costs at an affordable level, particularly in countries with changing economies. From 1974 to 1993, liquid oily wastes taken to the Laguja landfill, in Estonia, were disposed of in a pond with a surface area of 9800 m2. It was estimated that the pond contained 4500-6000 m3 of oily water and 3500 m3 of oil-containing bottom sediments. This study aimed at developing an environmentally sound and cost-effective method for remediation of the oily liquids, leachate and contaminated underlying sediment material, to meet the existing legal demands. It was concluded that treatment of contaminated water is well established and the procedures carried out to meet the regulatory demands achieved satisfactory results. However, regarding treatment of sediments it was concluded that legal and technological aspects, as well as monitoring procedures are not fully established and are usually underestimated. Laboratory investigations can provide valuable information in decision-making, and contribute to effective full-scale remediation planning.  相似文献

Japan's basic approach to municipal solid waste (MSW) is (1) waste reduction, (2) promotion of recycling, (3) volume reduction by intermediate treatment, and (4) environmentally sound final disposal. A brief history of legislative trends in waste management is given as background for current waste management and recycling activities. The material recovery rate for MSW collected by local municipalities was only 5.6% in 1996. More than half of MSW, on a volume basis, consists of containers and packages, while great amounts of landfill space are also taken up by bulky wastes such as electric appliances. Therefore, in order to promote recycling and decrease landfill waste, Japan is targeting containers, packages, and electric appliances. A law promoting separate collection and recycling of containers and packages (Packaging Waste Recycling Law) and a law requiring the recycling of specific home electric appliances into new products (Home Electric Appliance Recycling Law) were introduced in June 1995 and June 1998, respectively. The paper examines the role of domestic waste landfills as anaerobic bioreactors for industrial wastes. Data are given for phenols, cyanides, acids and heavy metals. In Helsinki, Finland, new guidelines have been adopted for the management of wastes from healthcare facilities. The purpose has been to rationalize waste management, reducing the amount of waste needing special treatment and lowering costs, while at the same time maintaining occupational safety and preventing environmental hazards. The changes are mainly due to the new definition of infectious waste, based on practical assessment of the possibility of spread of infection via the wastes. As a result, it has been possible to omit one chain of waste handling which has led to simpler practices and economic benefits. Sanitary landfill has been accepted for disposal of clinical waste, except for the biological waste to be incinerated for ethical reasons and infectious waste contaminated by class 4 viruses,Yersinia pestisorBacillus anthracis. Diseases caused by these micro-organisms are not a practical problem in Finland.  相似文献

Municipal solid waste disposal sites in arid countries such as Kuwait receive various types of waste materials like sewage sludge, chemical waste and other debris. Large amounts of leachate are expected to be generated due to the improper disposal of industrial wastewater, sewage sludge and chemical wastes with municipal solid waste at landfill sites even though the rainwater is scarce. Almost 95% of all solid waste generated in Kuwait during the last 10 years was dumped in five unlined landfills. The sites accepting liquid waste consist of old sand quarries that do not follow any specific engineering guidelines. With the current practice, contamination of the ground water table is possible due to the close location of the water table beneath the bottom of the waste disposal sites. This study determined the percentage of industrial liquid waste and sludge of the total waste dumped at the landfill sites, analyzed the chemical characteristics of liquid waste stream and contaminated water at disposal sites, and finally evaluated the possible risk posed by the continuous dumping of such wastes at the unlined landfills. Statistical analysis has been performed on the disposal and characterization of industrial wastewater and sludge at five active landfill sites. The chemical analysis shows that all the industrial wastes and sludge have high concentrations of COD, suspended solids, and heavy metals. Results show that from 1993 to 2000, 5.14+/-1.13 million t of total wastes were disposed per year in all active landfill sites in Kuwait. The share of industrial liquid and sludge waste was 1.85+/-0.19 million t representing 37.22+/-6.85% of total waste disposed in all landfill sites. Such wastes contribute to landfill leachate which pollutes groundwater and may enter the food chain causing adverse health effects. Lined evaporation ponds are suggested as an economical and safe solution for industrial wastewater and sludge disposal in the arid climate of Kuwait.  相似文献

Inconsistencies are present in the management options for healthcare wastes in Mongolia. One of the first critical steps in the process of developing a reliable waste management plan requires the performance of a waste characterization analysis. The objectives of this study were an assessment of the current situation of healthcare waste management (HCWM) and characterization of healthcare wastes generated in Ulaanbaatar. A total about 2.65 tonnes of healthcare wastes are produced each day in Ulaanbaatar (0.78 tons of medical wastes and 1.87 tons of general wastes). The medical waste generation rate per kg/patient-day in the inpatient services of public healthcare facilities was 1.4-3.0 times higher than in the outpatient services (P<0.01). The waste generation rate in the healthcare facilities of Ulaanbaatar was lower than in some other countries; however, the percentage of medical wastes in the total waste stream was comparatively high, ranging from 12.5% to 69.3%, which indicated poor waste handling practices. Despite the efforts for the management of wastes, the current system of healthcare waste management in Ulaanbaatar city of Mongolia is under development and is in dire need of immediate attention and improvement. It is essential to develop a national policy and implement a comprehensive action plan for HCWM providing environmentally sound technological measures to improve HCWM in Mongolia.  相似文献

The main objective of this paper is to evaluate environmental impacts of construction wastes in terms of the LIFE 98 ENV/E/351 project. Construction wastes are classified in accordance with the Life Program Environment Directive of the European Commission. Three different scenarios to current waste management from a case study in Catalonia (Spain) have been compared: landfilling, recycling and incineration, and these scenarios were evaluated by means of Life Cycle Assessment. The recommendations of the Catalan Waste Catalogue and the European Waste Catalogue have been taken into account. Also, the influence of transport has been evaluated.Results show that in terms of the Global Warming Potential, the most environmentally friendly treatment was recycling, followed by incineration and lastly landfilling. According to the influence of treatment plants location on the GWP indicator, we observe that incineration and recycling of construction wastes are better than landfilling, even for long distances from the building site to the plants. This is true for most wastes except for the stony types, than should be recycled close to the building site.In summary, data from construction waste of a Catalan case study was evaluated using the well established method of LCA to determine the environmental impacts.  相似文献

This study analyzed the recycling potential of plastic wastes generated by health care facilities. For this study, we obtained waste streams and recycling data from five typical city hospitals and medical centers and three animal hospitals in Massachusetts. We analyzed the sources, disposal costs and plastic content of medical wastes, and also determined the components, sources, types and amounts of medical plastic wastes. We then evaluated the recycling potential of plastic wastes produced by general city hospital departments, such as cafeterias, operating rooms, laboratories, emergency rooms, ambulance service and facilities, and animal hospitals. Facilities, laboratories, operating rooms, and cafeterias were identified as major sources of plastic wastes generated by hospitals. It was determined that the recycling potential of plastics generated in hospital cafeterias was much greater than that in other departments. This was mainly due to a very slight chance of contamination or infection and simplification of purchasing plastic components. Finally, we discuss methods to increase the recycling of medical plastic wastes. This study suggests that a classification at waste generating sources, depending upon infection chance and/or plastic component, could be a method for the improved recycling of plastic wastes in hospitals.  相似文献

A one-year survey was conducted in the greater region of Crete (located at the lower region of the Aegean Sea) for the purpose of identifying waste composition (including chemical and physical characterization), as well as any seasonal variation. The investigation was carried out repeatedly at seven landfills and one transfer station in Crete, in four phases. Each sampling phase corresponded to a season (autumn, winter, spring, summer). ASTM D5231-92(2003) standard method and RCRA Waste Sampling Draft Technical Guidance were used. Hand sorting was used for classifying the collected wastes into the following categories: plastics, paper, metals, aluminium, leather-wood-textiles-rubbers, organic wastes, non-combustibles and miscellaneous. Further analysis included proximate and ultimate analysis of combustible materials. Metals such as lead, cadmium and mercury were also investigated. The results show that there has been a significant decrease of organic wastes during the last decade due to the increase of packaging materials, as a result of a change in consumption patterns. Three main waste categories were determined: organic wastes, paper and plastics, which combined represent 76% of the total waste in Crete. Furthermore, a high fraction of glass and a seasonal variation of aluminium indicate a strong correlation of waste composition with certain human activities, such as tourism. There is also a variation between the municipal solid waste (MSW) composition in the region of Crete (2003-2004) and MSW composition suggested in the National Solid Waste Planning (2000) [National Solid Waste Planning, 2000. Completion and particularization of Common Ministerial Act 113944//1944/1997: National Solid Waste Planning, June 2000]. The results of this survey are to be utilized by the regional solid waste authorities in order to establish an integrated waste treatment site, capable of fulfilling the regional waste management demands.  相似文献

This article presents a proposal of methodology for conducting such research and development. The data/statistics waste collection statistics phase must cover geographical distribution, seasonal variations on production rates, waste management practices, current applications and their related costs and revenues. Waste characterisation must be comprehensive with physical, environmental and chemical aspects, including waste variability and waste contamination from shipping, handling and storage activities. Based on the previous results a broad forecast of potential applications must be developed based on very simple rules like minimisation of transportation distances and energy consumption, etc. Marketing evaluation is a very important step, frequently neglected when choosing the best applications for a particular waste. Other steps are product development and performance evaluation. Environmental evaluation of the new technology is very important because not all recycling is environmentally sound. This evaluation must be based on the life cycle assessment (LCA) and has to consider the environmental benefit of avoiding landfill disposal of the waste, and could include leaching or other specific tests or simulations. Also, the technological transference phase must be carefully planned and developed. Each proposed step is discussed, examples are given and needs for further research emphasised.  相似文献

Carbonization is a kind of pyrolysis process to produce char from organic materials under an inert atmosphere. In this work, chars derived from various solid wastes were characterized from the standpoint of fuel recovery and pretreatment of waste before landfilling. Sixteen kinds of municipal and industrial solid wastes such as residential combustible wastes, non-combustible wastes, bulky wastes, construction and demolition wastes, auto shredder residue, and sludges were carbonized at 500 degrees C for 1h under nitrogen atmosphere. In order to evaluate the quality of char as fuel, proximate analysis and heating value were examined. The composition of raw waste had a significant influence on the quality of produced char. The higher the ratio of woody biomass in waste, the higher heating value of char produced. Moreover, an equation to estimate heating value of char was developed by using the weight fraction of fixed carbon and volatile matter in char. De-ashing and chlorine removal were performed to improve the quality of char. The pulverization and sieving method seems to be effective for separation of incombustibles such as metal rather than ash. Most char met a 0.5 wt% chlorine criterion for utilization as fuel in a shaft blast furnace after it was subjected to repeated water-washing. Carbonization could remove a considerable amount of organic matter from raw waste. In addition, the leaching of heavy metals such as chrome, cadmium, and lead appears to be significantly suppressed by carbonization regardless of the type of raw waste. From these results, carbonization could be considered as a pretreatment method for waste before landfilling, as well as for fuel recovery.  相似文献

This study includes a survey of the procedures available, techniques, and methods of handling and disposing of medical waste at medium (between 100 and 200 beds) to large (over 200 beds) size healthcare facilities located in Irbid city (a major city in the northern part of Jordan). A total of 14 healthcare facilities, including four hospitals and 10 clinical laboratories, serving a total population of about 1.5 million, were surveyed during the course of this research. This study took into consideration both the quantity and quality of the generated wastes to determine generation rates and physical properties. Results of the survey showed that healthcare facilities in Irbid city have less appropriate practices when it comes to the handling, storage, and disposal of wastes generated in comparison to the developed world. There are no defined methods for handling and disposal of these wastes, starting from the personnel responsible for collection through those who transport the wastes to the disposal site. Moreover, there are no specific regulations or guidelines for segregation or classification of these wastes. This means that wastes are mixed, for example, wastes coming from the kitchen with those generated by different departments. Also, more importantly, none of the sites surveyed could provide estimated quantities of waste generated by each department, based upon the known variables within the departments. Average generation rates of total medical wastes in the hospitals were estimated to be 6.10 kg/patient/day (3.49 kg/bed/day), 5.62 kg/patient/day (3.14 kg/bed/day), and 4.02 kg/patient/day (1.88 kg/bed/day) for public, maternity, and private hospitals, respectively. For medical laboratories, rates were found to be in the range of 0.053-0.065 kg/test-day for governmental laboratories, and 0.034-0.102 kg/test-day for private laboratories. Although, based on the type of waste, domestic or general waste makes up a large proportion of the waste volume, so that if such waste is not mixed with patient derived waste, it can be easily handled. However, based on infections, it is important for healthcare staff to take precautions in handling sharps and pathological wastes, which comprises only about 26% of the total infectious wastes. Statistical analysis was conducted to develop mathematical models to aid in the prediction of waste quantities generated by the hospitals studied, or similar sites in the city that are not included in this study. In these models, the number of patients, number of beds, and hospital type were determined to be significant factors on waste generation. Such models provide decision makers with tools to better manage their medical waste, given the dynamic conditions of their healthcare facilities.  相似文献

Hazardous waste generators have a duty of care in ensuring that their wastes are disposed of in an environmentally acceptable manner. Increasingly, generators are being made liable for environmental damage at the site of a waste disposal contractor if their wastes have been accepted by that facility. An audit procedure is described, that permits generators to examine the performance of waste vendors and to assess their potential liability as a result of using the site. Post-audit decisions in estimating the degree of risk and selecting appropriate waste contractors are also discussed.The purpose of this paper is to guide the prospective auditor through the site assessment procedure, highlighting areas of particular concern in relation to present or future potential liabilities. The audit procedure that is described, applies to all types of waste disposal operations in all countries, since the principles of good waste management do not vary.  相似文献

A new model has been developed for evaluating the overall resource consumption and environmental impacts of municipal solid waste management systems by the use of life cycle assessment. The model is named EASEWASTE (Environmental Assessment of Solid Waste Systems and Technologies) and is able to compare different waste management strategies, waste treatment methods and waste process technologies. The potential environmental impacts can be traced back to the most important processes and waste fractions that contribute to the relevant impacts. A model like EASEWASTE can be used by waste planners to optimize current waste management systems with respect to environmental achievements and by authorities to set guidelines and regulations and to evaluate different strategies for handling of waste. The waste hierarchy has for decades been governing waste management but the ranking of handling approaches may not always be the most environmentally friendly. The EASEWASTE model can identify the most environmentally sustainable solution, which may differ among waste materials and regions and can add valuable information about environmental achievements from each process in a solid waste management system.  相似文献
