Large nuclear waste management, laboratory and electric power generating complexes are a daunting challenge for state, regional and local planners. A survey of 2101 residents who lived near 11 nuclear power plants and US Department of Energy (DOE) nuclear waste management sites and laboratories was conducted to determine how much nearby residents worried about accidents and chronic emissions at the nuclear sites, how much they trusted the sites’ responsible parties, and actions that they wanted responsible parties to take to reduce public concern. Six hundred other people who lived elsewhere in the US were a comparison group. Nuclear site-related issues were a greater concern among the 2101 who lived near the sites than the comparison group. Yet many were more concerned about global warming, traffic congestion, and loss of open space than nuclear technologies. Monitoring the environment and people were the actions deemed most likely to reduce public concern. The results pose a challenge to owner-operators of nuclear facilities, government entities and especially to locally based environmental planners and managers to establish partnerships with each other and diverse communities that will allow them to manage some of these risks for decades and in some cases into perpetuity.  相似文献

Citizen involvement in environmental policy setting is important for insuring policy viability. However, traditional public meetings are criticized for being an ineffective means of conveying information, especially for complex policy issues such as watershed management. An interactive technology-based approach to public meetings provides a promising alternative. This pilot study compares knowledge, commitment and satisfaction levels of two groups of participants at a watershed meeting: one group attended a traditional meeting format and the other attended a technology-based format. Group survey results show technology-based participants report a higher level of meeting satisfaction and a stronger influence of the meeting on watershed attitudes. Comparisons of knowledge and commitment levels may require a multiple meeting format to highlight group differences.  相似文献

A trend is presently under way to streamline the compliance requirements of the National Environmental Policy Act of the United States through cooperative assessment procedures. Since the law was enacted in 1970, however, participants in the assessment process have tended to settle disagreements by adversarial rather than cooperative means. This study focuses on a highly acclaimed environmental assessment procedure undertaken by the U.S. Steel Corporation for its proposed $4.0 billion Lakefront Steel Plant. Survey research data were gathered to measure the underlying management philosophy perceived by interorganizational representatives, who attended a series of Technical Team meetings designed to coordinate the assessment effort and to open communication channels. A social psychological scale of behavioral dimensions was adapted from Likert to define the composition and the extent of cooperation at these meetings. A newly constructed scale was used to measure the quantity and quality of representation by each of the major organizations involved. Informal interviews were conducted with project participants to obtain further insight into member interaction. Results indicate that democratic problem solving was in evidence but also suggest a preference by respondents for improved procedures. The paper outlines areas of concern voiced by respondents and offers the means for improving the operating procedures of similar interorganizational environmental assessments.  相似文献

Many countries are confronting climate change that threatens agricultural production and farmers’ lives. Farmers’ perceived risks of climate change and factors influencing those perceived risks are critical to their adaptive behavior and well-planned adaptation strategies. However, there is limited understanding of these issues. In this paper, we attempt to quantitatively measure farmers’ perceived risks of climate change and explore the influences of risk experience, information, belief in climate change, and trust in public adaptation to those perceived risks. Data are from structured interviews with 598 farmers in the Mekong Delta. The study shows that perceived risks to production, physical health, and income dimensions receive greater priority while farmers pay less attention to risks to happiness and social relationships. Experiences of the events that can be attributed to climate change increase farmers’ perceived risks. Information variables can increase or decrease perceived risks, depending on the sources of information. Farmers who believe that climate change is actually happening and influencing their family’s lives, perceive higher risks in most dimensions. Farmers who think that climate change is not their concern but the government’s, perceive lower risks to physical health, finance, and production. As to trust in public adaptation, farmers who believe that public adaptive measures are well co-ordinated, perceive lower risks to production and psychology. Interestingly, those who believe that the disaster warning system is working well, perceive higher risks to finance, production, and social relationships. Further attention is suggested for the quality, timing, and channels of information about climate change and adaptation.  相似文献

The accelerating pace of waste generation from used electrical and electronic equipment is of growing global concern. Within this waste stream, computer hardware is quite significant in terms of both volume and risk to the environment because of the hazardous materials within it. The waste management hierarchy of prevention, reuse, recycle, treatment and disposal in landfill is accepted as a universal guideline for waste management. The contemporary concept of integrated solid waste management is very complex comprising of not only the environmental aspects or the technical aspects of the waste management hierarchy, but also incorporating economic, institutional, perceived risk and social issues in the context of complete life cycle of waste. Moreover, when to shift from one stage of hierarchy to another, is an involved decision warranting inclusion of several case specific issues. This paper presents a life cycle based multi-objective model that can help decision makers in integrated waste management. The proposed model has been applied to a case study of computer waste scenario in Delhi, India, which apart from having computer waste from its native population receives large quantities of imported second hand computers. The model has been used to evaluate management cost and reuse time span or life cycle of various streams of computer waste for different objectives of economy, perceived risk and environmental impact. The model results for different scenarios of waste generation have been analyzed to understand the tradeoffs between cost, perceived risk and environmental impact. The optimum life cycle of a computer desktop was observed to be shorter by 25% while optimizing cost than while optimizing impact to the environment or risk perceived by public. Proposed integrated approach can be useful for determining the optimum life cycle of computer waste, as well as optimum configuration of waste management facilities, for urban centers where computer waste related issues are of growing concern.  相似文献

Conflicts between industrial development and environmental conservation can be particularly acute when such development occurs in the vicinity of World Heritage sites. A key example is the Great Barrier Reef World Heritage Area (GBRWHA) in northeastern Australia, where a 2012 review by the World Heritage Council found that rapid port development inshore of the coral reef posed significant risks to local marine ecosystems. Such instances pose pressing challenges for decision‐makers seeking to manage World Heritage sites for multiple values and needs, including those of key stakeholder groups, such as local communities. There is increasingly a societal expectation that public decision‐making takes into account local views and priorities, and that companies seek a ‘social license to operate’. This research explored local community attitudes toward port development associated with the export of liquefied natural gas (LNG) and coal through the GBRWHA. Using data drawn from a survey and interviews, the research examined how a range of geographical factors, including proximity to gas infrastructure and the perceived impacts and risks of development to the local community, economy and environment shape community perceptions of the industry. Findings suggest that local attitudes toward gas and coal terminal development inshore of the GBRWHA are shaped predominantly by community perceptions of environmental impacts and risks associated with such infrastructure, in contrast to a broader public narrative that focuses largely on economic benefits. A complex combination of other factors, including social impacts, personal environmental values, community trust in industry, and equity in decision‐making and distribution of the risks and benefits of industrial development also contribute. Placed in a broader, global context, the findings have important implications for public decision‐making processes in Australia and elsewhere as they suggest that, for local communities, the perceived impacts of gas development on the environment may overshadow the benefits of industry.  相似文献

ABSTRACT: Public information, an important contributer to citizen involvement in the governmental decision making process, has traditionally been given a low priority by government agencies. However, citizens are becoming increasingly concerned about governmental decisions that affect their lives and are demanding more information about governmental activities, including information about water resource issues, Because of this active citizen interest and involvement, the role of public information in increasing citizen awareness is becoming more important. Government officials and professionals should recognize that public information efforts also play an important role in achieving increased credibility and respect for their agencies. Once an agency recognizes the importance of public information and decides to initiate a public information program, careful planning is required to develop a program that addresses the needs of both the citizens and the agency. Two of the most flexible and cost effective ways to get information to the publié are through publications and public meetings. Both can be easily adapted to suit the needs of specific audiences and projects. A successful public information program can be carried out at a relatively low cost, but it requires a substantial amount of time and energy. The commitment of time and energy for this purpose is a good investment, however, because an effective public information program can play a significant role in improving the quality of governmental decisions through the increased involvement of the citizenry.  相似文献

Four Illinois communities with different sociode-mographic compositions and at various stages of planning for solid waste management were surveyed to determine the influence of sociodemographic variables and planning stages on the factors that motivate recycling behavior. A factor analysis of importance ratings of reasons for recycling and for not recycling yielded five factors interpreted as altruism, personal inconvenience, social influences, economic incentives, and household storage. The four communities were shown to be significantly different in multivariate analyses of the five motivational factors. However, attempts to explain these community differences with regression analyses, which predicted the motivational factors with dummy codes for planning stages, a measure of self-reported recycling behavior, and sociodemographic measures were unsatisfactory. Contrary to expectation, the solid waste management planning stages of the cities (curbside pickup, recycling dropoff center, and planning in progress) contributed only very slightly to the prediction of motivational factors for recycling. Community differences were better explained by different underlying motivational structures among the four communities. Altruistic reasons for recycling (e.g., conserving resources) composed the only factor which was similar across the four communities. This factor was also perceived to be the most important reason for recycling by respondents from all four communities. The results of the study supported the notion that convenient, voluntary recycling programs that rely on environmental concern and conscience for motivation are useful approaches to reducing waste.  相似文献

Increased concern about potential losses of phosphorus (P) from agricultural fields receiving animal waste has resulted in the implementation of new state and federal regulations related to nutrient management. In response to strengthened nutrient management standards that require consideration of P, North Carolina has developed a site-specific P indexing system called the Phosphorus Loss Assessment Tool (PLAT) to predict relative amounts of potential P loss from agricultural fields. The purpose of this study was to apply the PLAT index on farms throughout North Carolina in an attempt to predict the percentage and types of farms that will be forced to change management practices due to implementation of new regulations. Sites from all 100 counties were sampled, with the number of samples taken from each county depending on the proportion of the state's agricultural land that occurs in that county. Results showed that approximately 8% of producers in the state will be required to apply animal waste or inorganic fertilizer on a P rather than nitrogen basis, with the percentage increasing for farmers who apply animal waste (approximately 27%). The PLAT index predicted the greatest amounts of P loss from sites in the Coastal Plain region of North Carolina and from sites receiving poultry waste. Loss of dissolved P through surface runoff tended to be greater than other loss pathways and presents an area of concern as no best management practices (BMPs) currently exist for the reduction of in-field dissolved P. The PLAT index predicted the areas in the state that are known to be disproportionately vulnerable to P loss due to histories of high P applications, high densities of animal units, or soil type and landscapes that are most susceptible to P loss.  相似文献

This paper compares the public attitudes of three southern Chinese cities/towns, namely Guangzhou, Dongguan, and Yuanzhou on waste recycling and avoidance, and the New Environmental Paradigm (NEP). The latter describes the concept of treating the resources and the ecosystems on Earth as things having their own rights rather than being subordinate and subservient to humans. These three places are chosen to represent areas in different stages of urbanization in the Guangdong province. As Hong Kong is also a southern Chinese city, where data of similar nature are available, comparison with Hong Kong is also made. It was found that the support for source separation of household waste in the rural and urban areas in mainland China was greater than that found in Hong Kong. Concerning actual practices on waste separation, about 85% of the respondents in the cities and almost all of the rural household surveyed have the habit of saving up and selling the recyclables. It is estimated that about 11-13% of the household waste was diverted in such a way. This is higher than the estimated 8% household waste recovery rate of Hong Kong. The majority of the respondents in the three surveyed cities have recovered household recyclables in the past but with higher family incomes, it was now less common. On the contrary, the lower income group tended to recover greater portion of their waste for selling to the waste depots. These findings have implications on the future waste management policy formulation in China. Regarding the acceptance of the New Environmental Paradigm, it was found that the rural population scored better than the urban population and they tended to agree more frequently with the NEP. However, the rural population perceives a greater potential for industrial and urban development without dampening environmental quality. It was also found that the NEP scores of the mainland Chinese are higher, in general, than their Hong Kong counterparts as measured in early 1990s. Insufficient public support has often been a concern for source separation programmes in all countries despite the obvious waste management benefits of recycling. This study shows that there is overwhelming support for source separation of waste in Mainland China, whether it is in rural or urban communities, and that most people are already undertaking source separation due to the redemption value of the recyclables. Therefore, for policy-makers, the concern should not be on whether the public knows how to separate the waste but rather on how to motivate them to separate waste for the good of society, and how to maintain an effective market for recyclables.  相似文献

The governance activities of capital and the state include attempts to control the timing and spacing of social activities such as the production of environmental risks and settlement of different social groups. The supervisory activities that have shaped the environmental and social history of the Botany/Randwick area are identified here, to examine how the HCB waste risk developed in that community. The analysis shows that multiple environmental risks and an ethnically diverse, working class community have been brought together in space to create environmental injustice. Analysing the governance of one environmental risk like hexachlorobenzene (HCB) waste may not increase understanding about communities facing multiple environmental risks or the supervisory processes that lead to the unfair accumulation of risks for particular places or social groups. Lessons from the environmental justice movement suggest that reframing problems like HCB waste management at Botany/Randwick as distributive justice issues may contribute to governance arrangements that better manage multiple risks and pollution sources in space affecting marginalised communities.  相似文献

In order to meet the recycling and recovery targets set forth by the European Union's (EU) Waste and Landfill Directives, both the Irish and Czech governments’ policy on waste management is changing to meet these pressures, with major emphasis being placed upon the management of biodegradable municipal waste (BMW). In particular, the EU Landfill Directive requires reductions in the rate of BMW going to landfill to 35% of 1995 values by 2016 and 2020 for Ireland and the Czech Republic, respectively. In this paper, the strategies of how Ireland and the Czech Republic plan to meet this challenge are compared. Ireland either landfills or exports its waste for recovery, while the Czech Republic has a relatively new waste management infrastructure. While Ireland met the first target of 75% diversion of BMW from landfill by 2010 and preliminary 2012 data indicate that Ireland is on track to meet the 2013 target, the achievement of the 2016 target remains at risk. Indicators that were developed to monitor the Czech Republic's path to meeting the targets demonstrate that it did not meet the first target that was set for 2010 and will probably not meet its 2013 target either. The evaluation reports on the implementation of Waste Management Plan of Czech Republic suggest that the currently applied strategy to divert biodegradable waste from landfill is not effective enough. For both countries, the EU Waste Framework and Landfill Directives will be a significant influence and driver of change in waste management practices and governance over the coming decade. This means that both countries will not only have to invest in infrastructure to achieve the targets, but will also have to increase awareness among the public in diverting this waste at the household level. Improving environmental education is part of increased awareness as it is imperative for citizens to understand the consequences of their actions as affluence continues to grow producing increased levels of waste.  相似文献

ABSTRACT

This article departs from the concept of environmental citizenship. Focus is on the experiences of representatives for Slovenian municipal waste management companies and business sector service companies engaged in the collection and recycling of electronic waste, and their attempts to increase the amount of separately collected municipal waste. They do so by engaging the Slovenian citizens to undertake separate sorting. Theoretically, the focus is on the processes of negotiating citizen engagement and, more specifically, attempts to incentivise the separate sorting of municipal waste which, it is argued, also helps foster the image of a particular kind of citizen. This article understands the informants’ experiences as being intimately linked to, and constitutive of, contemporary waste management discourses where attention is increasingly paid to the activities and behaviours of individual citizens. Noteworthy, while the concept of environmental citizenship can be said to allow citizens to practise sustainability (a concept that is otherwise seemingly quite abstract), the waste management policies of today seem to be increasingly relying on this active citizenship. It is at the intersection of these phenomenon that the negotiation practices of Slovenian waste management authorities happen.  相似文献

Participatory processes for obtaining residents' input about community impacts of proposed environmental management actions have long raised concerns about who participates in public involvement efforts and whose interests they represent. This study explored methods of broad-based involvement and the role of deliberation in social impact assessment. Interactive community forums were conducted in 27 communities to solicit public input on proposed alternatives for recovering wild salmon in the Pacific Northwest US. Individuals identified by fellow residents as most active and involved in community affairs ("AE residents") were invited to participate in deliberations about likely social impacts of proposed engineering and ecological actions such as dam removal. Judgments of these AE participants about community impacts were compared with the judgments of residents motivated to attend a forum out of personal interest, who were designated as self-selected ("SS") participants. While the magnitude of impacts rated by SS participants across all communities differed significantly from AE participants' ratings, in-depth analysis of results from two community case studies found that both AE and SS participants identified a large and diverse set of unique impacts, as well as many of the same kinds of impacts. Thus, inclusion of both kinds of residents resulted in a greater range of impacts for consideration in the environmental impact study. The case study results also found that the extent to which similar kinds of impacts are specified by AE and SS group members can differ by type of community. Study results caution against simplistic conclusions drawn from this approach to community-wide public participation. Nonetheless, the results affirm that deliberative methods for community-based impact assessment involving both AE and SS residents can provide a more complete picture of perceived impacts of proposed restoration activities.  相似文献

The management of plastic waste through various methods such as landfilling, recycling, and incineration has several inherent shortcomings, such as a lack of resources, preparation, motivation, financial power, and expertise. Additionally, these methods are unable to handle the quantity and types of plastic waste, nor do they increase the public's interest in plastic waste management practices. According to research, environmental, economic, and social factors are the main drivers for reducing plastic waste. Experts from around the world have identified four significant areas of concern for which solutions have been proposed: methods of plastic waste reduction and management, the amount of plastic waste, the quality of waste/plastic, and awareness of plastic waste management/cost of plastic waste management. However, individual solutions proposed for these key areas of concern are facing several challenges, leading to delays in their adoption or less popularity globally. The review has identified the reasons for the less popularity of existing plastic waste management methods, which are less environmentally friendly and have a complex process, hence requiring serious reconsideration from technocrats and researchers to develop more sustainable and efficient procedures that do not produce more hazardous by-products. This study also found that financial incentives are one of the main drivers to ensure the mass participation of lower and working-class people.  相似文献

Nuclear and chemical waste facilities can be successfully sited, despitenimby responses, if siting programs account for the sources of public concern. Irrational fear is not the main source; instead, waste managers must deal with perceived inequities in the distribution of benefits and costs, and concern about facility safety. Benefit-cost inequities may be dealt with in part by keeping wastes where they are generated, through political restrictions, or by providing economic compensation and political incentives (for example, a local veto). Assuring people of facility safety includes allowing local control (monitoring, health assessment, regulation), and enhancing trust of facility managers through such means as rectifying past mistakes, individual-oriented education campaigns, and negotiation of compensation packages with local residents. These means should reduce —without eliminating—public opposition to local siting of nuclear and chemical waste facilities.  相似文献

ABSTRACT: Global climate change is examined from the perspective of its relevancy and urgency as a public policy issue. Interpreting from literature specific to investigations into public awareness and concern, climate change is seen as a legitimate though less than urgent issue. The literature reveals that the general public holds surprising misconceptions about the processes contributing to climate change, including failure to grasp the fundamental connection to CO2. General ambivalence is also suggested from the results of two surveys conducted by The Groundwater Foundation. They first asked participants in a recent Groundwater Guardian Conference to rate levels of discussion and concern for water resources implications in the participants' communities. A second survey polled national water resource organizations about the extent climate change has been a focus of their educational, investigative, or advocacy efforts. The paper concludes by describing basic barriers to stimulating public response to climate change, which education about the issue should address, and by offering a model to educate and involve citizens based on the Groundwater Guardian program developed by the The Groundwater Foundation.  相似文献

Working rangelands and natural areas span diverse ecosystems and face both ecological and economic threats from weed invasion. Restoration practitioners and land managers hold a voluminous cache of place-based weed management experience and knowledge that has largely been untapped by the research community. We surveyed 260 California rangeland managers and restoration practitioners to investigate invasive and weedy species of concern, land management goals, perceived effectiveness of existing practices (i.e., prescribed fire, grazing, herbicide use, and seeding), and barriers to practice implementation. Respondents identified 196 problematic plants, with yellow starthistle (Centaurea solstitialis L.) and medusahead (Elymus caput-medusae L.) most commonly listed. Reported adoption and effectiveness of weed management practices varied regionally, but the most highly rated practice in general was herbicide use; however, respondents identified considerable challenges including nontarget effects, cost, and public perception. Livestock forage production was the most commonly reported management goals (64% of respondents), and 25% of respondents were interested in additional information on using grazing to manage invasive and weedy species; however, 19% of respondents who had used grazing for weed management did not perceive it to be an effective tool. Across management practices, we also found common barriers to implementation, including operational barriers (e.g., permitting, water availability), potential adverse impacts, actual effectiveness, and public perception. Land manager and practitioner identified commonalities of primary weeds, management goals, perceived practice effectiveness, and implementation barriers across diverse bioregions highlight major needs that could be immediately addressed through management–science partnerships across the state’s expansive rangelands and natural areas.  相似文献
