如今,已经很难想象,当人们第一次开始运用化肥、农药、催熟剂、催红剂、膨大剂……等各类化学药剂时,曾经有过怎样的喜悦心情。这些化学药剂增加了产量、减少了病虫害、提高了农民收益、节约了人工投入、改善了各类农产品的商品卖相、降低了农业生产所存在的很多不确定风险。所以,"化学农业"替代了"传统农业",恐怕是一个必然的结果。尽管,"化学农业"给自然环境和人类健康带来了巨大的风险和危机。然而,人类社会的发展是一个永不停歇的过程,任何必然的结果都不可能因为其必然性而不被否决。事实上,只要当事物的结果不符合发展的内涵时,都必须予以反思,并寻找新的出路。  相似文献

系统搜集了汉中、安康、商洛2002—2008年旅游收入、旅游客流量和GDP数据,利用"速度、质量、效益"模型,基于经济贡献率、增长弹性、拉动系数、产业结构和旅游就业5个指标,对陕南汉江走廊旅游开发带动区域发展进行了实证研究。结果显示,陕南3市旅游发展刺激陕南需求、拉动陕南内需,带动了相关产业的发展;3市旅游发展优化了陕南产业结构,促进了城市化进程,增加就业机会、促进了社会公平;3市旅游发展带动了陕南的经济增长;3市旅游发展对区域经济发展的带动程度各有不同,体现在不同层面,揭示了旅游发展带动区域经济的动态过程。  相似文献

复杂的地质构造、多期次的岩浆活动形成了内蒙古赤峰丰富、独特的地质遗迹.在对整个赤峰地区地质遗迹进行详细调查的基础上,论述了主要地质遗迹形成的地理、地质条件,提出了赤峰市地质遗迹的分类方案,并进行了分类.探讨了赤峰市地质遗迹的保护与利用方法.赤峰市现已建有世界地质公园1处、自治区级地质公园1处、国家矿山公园1处.简述了各公园的主要地质遗迹、规划与建设、已取得的社会经济效益等.在分析目前地质遗迹保护、地质公园建设情况的基础上,对存在的主要问题进行了剖析,并提出了保护开发的建议.  相似文献

We reviewed the scientific literature on non‐floodplain wetlands (NFWs), freshwater wetlands typically located distal to riparian and floodplain systems, to determine hydrological, physical, and chemical functioning and stream and river network connectivity. We assayed the literature for source, sink, lag, and transformation functions, as well as factors affecting connectivity. We determined NFWs are important landscape components, hydrologically, physically, and chemically affecting downstream aquatic systems. NFWs are hydrologic and chemical sources for other waters, hydrologically connecting across long distances and contributing compounds such as methylated mercury and dissolved organic matter. NFWs reduced flood peaks and maintained baseflows in stream and river networks through hydrologic lag and sink functions, and sequestered or assimilated substantial nutrient inputs through chemical sink and transformative functions. Landscape‐scale connectivity of NFWs affects water and material fluxes to downstream river networks, substantially modifying the characteristics and function of downstream waters. Many factors determine the effects of NFW hydrological, physical, and chemical functions on downstream systems, and additional research quantifying these factors and impacts is warranted. We conclude NFWs are hydrologically, chemically, and physically interconnected with stream and river networks though this connectivity varies in frequency, duration, magnitude, and timing.  相似文献

ABSTRACT: This paper defines types of water losses in irrigated agriculture and outlines potentials for water conservation. Recoverable water “losses” (seepage, leakage, and spillage during storage and conveyance, and surface runoff and deep percolation during irrigation) and irrecoverable losses (evaporation from water and soil surfaces and transpiration from plants) are described and illustrated. Some conservation terms are defined, particularly the distinction between on-farm irrigation efficiency and areawide efficiency. Briefly reviewed are agricultural water conservation technologies and their applicability. The biggest untapped potential for water conservation may be a reduction in irrecoverable losses, especially evapotranspiration. The advantages and disadvantages of reducing recoverable and irrecoverable water losses are described, including possible effects on ground water, energy, salinity, crops, wildlife, and in-stream uses. Such information may be useful in several policy and management issues, e.g., ground water overdraft and possible constraints on crops and sites to be irrigated.  相似文献

This article attempts to delineate women's roles in natural resource management by highlighting their roles in management of water, agriculture, livestock, forestry and fishery. The article is based on the findings of case studies in rural areas of India and Nepal done during 2003 and 2004 by the author as well as by other researchers. Taking women as primary respondents, empirical work used participatory techniques, such as in‐depth surveys, focus group discussions and participant observation. Findings suggest that women clearly outdo men in terms of their involvement in use and management of all the studied sectors, i.e., water, agriculture, livestock, forestry and fishery. Yet, they face categorical exclusion and denial of equal sharing of benefits from natural resources. In order to ensure sustainable use of these resources, the article recommends that policy makers, planners and development workers must have a better understanding of the relative and often shifting roles of men and women in natural resource management, including division of labour, access to resources, decision‐making and traditional knowledge and practices. Use of off-road vehicles (ORVs) in permafrost-affected terrain of Alaska has increased sharply over the past two decades. Until the early 1960s, most ORV use was by industry or government, which employed heavy vehicles such as industrial tractors and tracked carriers. Smaller, commercial ORVs became available in the 1960s, with the variety and number in use rapidly increasing. Wheeled and tracked ORVs, many used exclusively for recreation or subsistence harvesting by individuals, are now ubiquitous in Alaska. This increased use has led to concern over the cumulative effects of such vehicles on vegetation, soils, and environmental variables including off-site values. Factors affecting impact and subsequent restoration include specific environmental setting; vegetation; presence and ice content of permafrost; microtopography; vehicle design, weight, and ground pressure; traffic frequency; season of traffic; and individual operator practices. Approaches for mitigating adverse effects of ORVs include regulation and zoning, terrain analysis and sensitivity mapping, route selection, surface protection, and operator training. We regret the untimely death of Gunars Abele on August 27, 1989; he was a valued colleague and good friend.  相似文献

Much of Sub‐Saharan Africa is burdened with water scarcity and poverty. Continentally, less than four percent of Africa's renewable water resources are withdrawn for agriculture and other uses. Investments in agricultural water management can contribute in several ways to achieving the Millennium Development Goals of eradicating extreme poverty and hunger and ensuring environmental sustainability. Increased yield and cropping area and shifts to higher valued crops could help boost the income of rural households, generate more employment, and lower consumer food prices. These investments can also stabilize output, income and employment, and have favourable impacts on education, nutrition and health, and social equity. Investments in agricultural water management can cut poverty by uplifting the entitlements and transforming the opportunity structure for the poor. The overall role of investments in agricultural water management in eradicating hunger and poverty is analyzed. This paper contributes to the present debate and efforts to identify strategies and interventions that can effectively contribute to poverty reduction in Africa. It provides an overview of population growth, malnutrition, income distribution and poverty for countries in three case study river basins — Limpopo, Nile, and Volta. With discussions on the contribution of agriculture to national income and employment generation, the paper explores the linkages among water resources investments, agricultural growth, employment, and poverty alleviation. It examines the potential for expansion in irrigation for vertical and horizontal growth in agricultural productivity, via gains in yield and cropping area to boost the agricultural output. Factors constraining such potential, in terms of scarcity and degradation of land and water resources, and poor governance and weak institutions, are also outlined. The paper argues that increased investments in land and water resources and related rural infrastructure are a key pathway to enhance agricultural productivity and to catalyze agricultural and economic growth for effective poverty alleviation.  相似文献

Contemporary socio-economic transformations in South Asia are creating increasingly serious water problems (scarcity, flooding, pollution) and conflicts. Conflicts over water distribution, water-derived benefits, and risks often play out along axes of social differentiation like caste, wealth, and gender. Those with least power, rights, and voice suffer lack of access, exclusion, dispossession, and further marginalisation, resulting in livelihood insecurity or increased vulnerability to risks. In this paper we propose analysing these problems as problems of justice – problems of distribution, recognition, and political participation. Drawing on wider environmental justice approaches, a specific water justice focus needs to include both the specific characteristics of water as a resource and the access, rights, and equity dimensions of its control. We argue that recognising water problems as problems of justice requires a re-politicisation of water, as mainstream approaches to water resources, water governance, and legislation tend to normalise or naturalise their – basically political – distributional assumptions and implications. An interdisciplinary approach that sees water as simultaneously natural (material) and social is important here. We illustrate these conceptual and theoretical suggestions with evidence from India.  相似文献

ABSTRACT: Sustained interest in and concern about the health status of the aquatic environment has resulted in extensive research focused on (1) effects of pollution on survival, growth, and reproduction of resource species at all life stages; (2) diseases of fish and shellfish, as they may be related to pollution and as they may serve as indicators of environmental stress; and (3) contaminant body burdens in fish and shellfish - their effects on the aquatic animals and their potential effects on humans. Effects, lethal and sublethal, of pollutants on life history stages of fish and shellfish have been documented, as have impacts on local stocks in badly degraded habitats, but as yet there has been no adequate quantitative demonstration of effects on entire aquatic species - probably because of the difficulty in sorting out relative effects of the many environmental factors that influence abundance. Sublethal effects, especially those that result in disease, have been examined intensively, and some diseases and disease syndromes have been associated statistically with pollution. Other pollution indicators (biochemical, physiological, genetic, behavioral, and ecological) have also received some attention, as have body burdens of contaminants in aquatic species. Research, especially that conducted during the past decade, has done much to clarify the many pathways and toxic effects of contaminants on aquatic animals, and has also helped to identify mechanisms for survival of fish and shellfish in the presence of environmental changes caused by human activities.  相似文献

ABSTRACT: Drought management depends on indicators to detect drought conditions, and triggers to activate drought responses. But determining those indicators and triggers presents challenges. Indicators often lack spatial and temporal transferability, comparability among scales, and relevance to critical drought impacts. Triggers often lack statistical integrity, consistency among drought categories, and correspondence with desired management goals. This article presents an approach for developing and evaluating drought indicators and triggers, using a probabilistic framework that offers comparability, consistency, and applicability. From that, a multistate Markov model investigates the stochastic behavior of indicators and triggers, including transitioning, duration, and frequency within drought categories. This model is applied to the analysis of drought in the Apalachicola‐Chattahoochee‐Flint River Basin in the southeastern United States, using indicators of the Standardized Precipitation Index (for 3, 6, 9, and 12 months), the Palmer Drought Severity Index, and the Palmer Hydrologic Drought Index. The analysis revealed differences among the performance of indicators and their trigger thresholds, which can influence drought responses. Results contribute to improved understanding of drought phenomena, statistical methods for indicators and triggers, and insights for drought management.  相似文献

The Akaki River, laden with untreated wastes from domestic, industrial, and commercial sources, serves as a source of water for irrigating vegetable farms. The purpose of this study is to identify the impact of waste-water irrigation on the level of heavy metals and to predict their potential mobility and bioavailability. Zn and V had the highest, whereas Hg the lowest, concentrations observed in the soils. The average contents of As, Co, Cr, Cu, Ni, Zn, V, and Hg of both soils; and Pb and Se from Fluvisol surpassed the mean + 2 SD of the corresponding levels reported for their uncontaminated counterparts. Apparently, irrigation with waste water for the last few decades has contributed to the observed higher concentrations of the above elements in the study soils (Vertisol and Fluvisol) when compared to uncontaminated Vertisol and Fluvisol. On the other hand, Vertisol accommodated comparatively higher average levels of Cr, Cu, Ni, Zn, etc V, and Cd, whereas high contents of Pb and Se were observed in Fluvisol. Alternatively, comparable levels of Co and Hg were found in either soil. Except for Ni, Cr, and Cd in contaminated Vertisol, heavy metals in the soils were not significantly affected by the depth (0–20 and 30–50 cm). When the same element from the two soils was compared, the levels of Cr, Cu, Ni, Pb, Se, Zn, V, Cd at 0–20 cm; and Cr, Ni, Cu, Cd, and Zn at 30–50 cm were significantly different. Organic carbon (in both soils), CEC (Fluvisol), and clay (Vertisol) exhibited significant positive correspondences with the total heavy metal levels. Conversely, Se and Hg contents revealed perceptible associations with carbonate and pH. The exchangeable fraction was dominated by Hg and Cd, whereas the carbonate fraction was abounded with Cd, Pb, and Co. conversely, V and Pb displayed strong affinity to reducible fraction, where as Cr, Cu, Zn, and Ni dominated the oxidizable fraction. Cr, Hg, Se, and Zn (in both soils) showed preference to the residual fraction. Generally, a considerable proportion of the total levels of many of the heavy metals resided in non residual fractions. The enhanced lability is generally expected to follow the order: Cd > Co > Pb > Cu > Ni > Se > V and Pb > Cd > Co > Cu > Ni > Zn in Vertisol and Fluvisol, respectively. For the similar wastewater application, the soil variables influence the status and the distribution of the associated heavy metals among the different soil fractions in the study soils. Among heavy metals that presented relatively elevated levels and with potential mobility, Co, Cu, Ni (either soil), V (Vertisol), Pb, and Zn (Fluvisol) could pose health threat through their introduction into the food chain in the wastewater irrigated soils.  相似文献

DOI: 10.1111/j.1752-1688.2010.00420.x Abstract: Biogeochemical and hydrological processes in riparian zones regulate contaminant movement to receiving waters and often mitigate the impact of upland sources of contaminants on water quality. These heterogeneous processes have recently been conceptualized as “hot spots and moments” of retention, degradation, or production. Nevertheless, studies investigating the importance of hot phenomena (spots and moments) in riparian zones have thus far largely focused on nitrogen (N) despite compelling evidence that a variety of elements, chemicals, and particulate contaminant cycles are subject to the influence of both biogeochemical and transport hot spots and moments. In addition to N, this review summarizes current knowledge for phosphorus, organic matter, pesticides, and mercury across riparian zones, identifies variables controlling the occurrence and magnitude of hot phenomena in riparian zones for these contaminants, and discusses the implications for riparian zone management of recognizing the importance of hot phenomena in annual solute budgets at the watershed scale. Examples are presented to show that biogeochemical process-driven hot spots and moments occur along the stream/riparian zone/upland interface for a wide variety of constituents. A basic understanding of the possible co-occurrence of hot spots and moments for a variety of contaminants in riparian systems will increase our understanding of the influence of riparian zones on water quality and guide management strategies to enhance nutrient or pollutant removal at the landscape scale.  相似文献
