基于神经网络的民航安全态势评估模型及仿真   总被引:3,自引:0,他引:3  
民航安全态势评估可以向管理者提供民航安全态势和未来态势变化的信息,帮助管理者作出科学的决策,是预防事故发生的关键。航空器事故征候、事故征候率和灾变的科学预测评估是民航安全态势评估的核心内容,分析选取影响民航安全态势的安全运行因素,尝试建立了民航安全态势评估模型,结合BP神经网络和Elman神经网络进行民航安全态势评估。2008-2010年民航安全态势评估结果如下:民航安全态势整体良好但事故征候较多,其中2009年的民航安全态势相对严峻,需要密切注意民用航空器事故的发生,同时应对2010年民用航空器事故进行高度关注,希望管理者采取积极措施进行事故预防。结果表明,基于神经网络建立的民航安全态势评估模型是可行的,可以作为我国民航安全态势评估的有效工具。  相似文献

研究表明,有相当大比例的工程事故原因可以追溯到规划设计的不当。将工程的规划设计纳入施工安全管理全过程,就是将事故防控的"关口前移"和"源头管理"的创新思路。本研究以桥梁工程领域为例,探讨了我国在规划设计阶段进行施工安全风险评估的发展思路,包括:完善基础理论、将工程实践和立法推动相结合、从在建工程的施工安全现状反推其规划设计等,为提升我国工程建设施工安全提供借鉴。崇启大桥及泰州大桥工程实践表明,安全是可"构建"的,通过施工风险评估,能够改善规划设计,降低施工安全的风险,从而减少施工过程人员的伤亡或健康危害。  相似文献

In recent years, construction safety has been a hot topic in Hong Kong. The Government of the Hong Kong Special Administrative Region (HKSAR) has launched different safety measures to improve the prevailing safety performance of the construction industry. The Pay for Safety Scheme (PFSS) has emerged as one of the major safety initiatives launched within the public sector construction industry since 1996. It aims to encourage the safety awareness by taking the contractor’s pricing for safety-related items out from the consideration of competitive bidding. The objective is to provide a concise review of the prevailing application of PFSS in Hong Kong in general, and to identify and analyse the key benefits of PFSS in construction through an industry-wide empirical questionnaire survey in particular. Altogether, 145 industrial practitioners who have derived extensive hands-on experience with the PFSS construction projects participated in the survey to indicate their levels of agreement to those 14 key benefits identified which were measured and analysed by factor analysis. The results of factor analysis indicated that the 14 individual benefits of implementing PFSS were consolidated under four underlying factors: (1) Enhancing safety climate and attitude; (2) Promoting effective safety-related communication; (3) Streamlining the safety procedures; and (4) Ensuring adequate safety training. A wider application of PFSS should be encouraged with a view to achieving better safety performance within the industry. It is recommended that a similar scheme to PFSS currently applied in Hong Kong may be developed for implementation in other regions or countries for international comparisons.  相似文献

近年来 ,香港特区的建筑业安全状况有了长足进步 ,由于香港的发展既长期受到西方国家先进技术和知识的影响 ,同时又具有中国的传统文化背景 ,因此 ,研究其成功的经验对内地的建筑安全工作有着十分重要的借鉴意义。笔者主要从香港政府部门 (劳工处和环境运输工务局 )对建筑安全的管理和非政府机构 (职业安全健康局、绿十字会等 )对建筑安全的作用两方面进行探讨 ,总结香港特区在建筑安全方面的成功做法 ,最后对内地的建筑安全工作提出了一些建议。  相似文献

This study examines the extent to which employee judgments about distributive and procedural justice predict job satisfaction, intent to stay and evaluation of supervision in Hong Kong. Distributive and procedural justice each plays a role in determining work outcomes of Hong Kong employees. However, some effects of these justice variables differ from results of previous studies in the United States (U.S.). First, in previous U.S. studies, procedural justice moderates the relationship of distributive justice with evaluation of supervision, but not with job satisfaction or intent to stay. For Hong Kong employees, procedural justice moderates the effects of distributive justice on job satisfaction and intent to stay, but not on evaluation of supervision. Second, previous U.S. studies have shown that procedural justice has a larger effect on work outcomes for women, while distributive justice has larger effects on outcomes for men. For Hong Kong employees, the effects of procedural and distributive justice are about the same for men and women. Differences in the effects of distributive and procedural justice between Hong Kong and the U.S. may reflect cultural dimensions, such as collectivism/individualism and power distance, as well as the relative availability of rewards for women in the work force. Using data from 739 U.S. managers and professionals and 593 Hong Kong Chinese managers and professionals we examined the moderating effects of gender on the relationship between changing employers and compensation attainment. While there were no gender‐based compensation differences early in the careers of these individuals (in 1991), large pay differences favoring men were observed in 1999 only among those who had followed an external labor market strategy. These results demonstrate that this phenomenon is not isolated to labor markets of the United States and strengthen the view that much of the observed pay differential favoring men has its origins in extra‐firm mobility, not intra‐firm gender discrimination. Promoting occupational safety and health in Hong Kong,Special Administrative Region of China is an important and ongoing mission. As the major organization with statutory responsibilities,the Occupational Safety and Health Council understand the importance to strengthen and cultivate our safety culture. It is widely believed that numbers of occupational related diseases and injuries could be prevented with the improvement of the awareness and attitudes of the employees and the public. Therefore,a comprehensive and in-depth study to monitor the occupational health and safety level and status of the community and working population is needed. Objectives: Our Council has developed the Occupational Safety Culture Index ( OSCI) to measure the current level of community and workplace safety and health awareness,knowledge and attitude. Benchmarking measures of the key safety performance indicators are to be derived thereof. Methods: A territory-wide random telephone survey was conducted to assess the community and employees’awareness,attitude and knowledge in 2008. A structured questionnaire was designed with the content validity and reliability assessed before the survey administration. A series of quality control approaches were also applied to assure the quality of the fieldwork and the reliability of the data. Results: 1,531 eligible participants’data were collected and computed into 2 types of composite indices,Occupational Safety Culture Index ( Community) ( OSCIC) and Occupational Safety Culture Index (Workplace) (OSCIW) . With the maximum score of index at 100,the overall score of OSCIC is 66. 9 and the OSCIW is 61. 3 in Hong Kong. Achievements: OSCI served as an effective management tool to measure the safety culture in Hong Kong. With a representative sample and high quality study control and validated assessment approaches,the OSCI and the sub-indices are reliable indicators to assess the effectiveness of safety culture enhancement strategy and the OSH intervention measures.  相似文献

This paper presents a multi-criteria model for prioritizing highway safety improvement projects, in which a set of criteria related to the project’s technical, economic, and social impacts are properly weighted in consideration. The proposed model features an Analytical Hierarchy Process (AHP) framework to tackle the multi-criteria decision making problem. Different from the conventional AHP, this paper adds a fuzzy scale level between the criteria level and the alternative level, which offers the advantage of preventing the vagueness and uncertainty on judgments of the decision-maker(s). Such a unique modeling feature is further embedded with a non-linear optimization formulation to maximize the consistency in pair-wise comparison and weight estimation for each criterion. Case study results reveal that the proposed model is efficient not only for selecting the most suitable project for a specific site, but also for determining the priorities for implementing those suitable projects among multiple sites given the budget constraint. Comparative study between the proposed model and the existing ranking methods has also indicated its capability to capture the comprehensive impacts of all contributory factors which have been neglected by most existing single multi-criteria approaches during the safety project selection process. The clarity of model inputs, ease of synthesizing the final score of each candidate project, and the interpretation of results with respect to different selection criteria offer its best potential to be used as an effective tool for highway safety managers to assess and refine the safety improvement investments.  相似文献

Although safety management is known to be vital to construction projects, very few studies have solicited views from construction practitioners about their perceptions of which safety management practices (SMPs) are important to construction projects and related to project performance. An empirical study was undertaken in Hong Kong in order to shed more light on this topic. In the study, the importance levels of 15 popular SMPs and five project performance criteria were rated by 232 respondents. An exploratory factor analysis was conducted, and three SMP categories - information, process, and committees - were extracted. Of these three categories, safety management process was perceived by the construction practitioners as being the most important, followed by safety management information and committees. Moreover, the effect of the three SMP categories on a composite project performance variable was tested using hierarchical regression analysis. Results indicate that the “information” and “committees” categories were associated with project performance positively and significantly. One of the major conclusions of the study is that the construction industry has paid relatively less attention to safety management committees, which were empirically analyzed as having a strong perceived impact on project performance. In order to improve project performance, construction companies should promote the criticality of safety management committees.  相似文献

Previous cross-cultural research in distributive justice has neglected the situational and individual determinants of allocation preferences. This study incorporated the cultural value of Individualism–Collectivism (I–C), situational demands of task interdependence and system goals, and individual achievement motivation to examine their effects on the allocation decisions made by U.S. Americans and Hong Kong Chinese. It was found that the Americans and the Chinese in the study responded to situational demands in a similar fashion, i.e. equity was preferred under circumstances of low interdependence and the productivity goal whereas parity was preferred under circumstances of high interdependence and the solidarity goal. It was also found that in the U.S., I–C had no significant relation with the allocation differential (between the bonus amounts for the highest and the lowest performer), and the achievement motivation interacts with levels of interdependence and with goal priorities; in Hong Kong, both I–C and the achievement motivation related negatively to the allocation differential. IntroductionIn the 1980s, the safety management system (SMS) was introduced in the construction industry to mitigate against workplaces hazards, reduce the risk of injuries, and minimize property damage. Also, the Factories and Industrial Undertakings (Safety Management) Regulation was introduced on 24 November 1999 in Hong Kong to empower the mandatory implementation of a SMS in certain industries including building construction. Therefore, it is essential to evaluate the effectiveness of the SMS in improving construction safety and identify the factors that influence its implementation in Hong Kong.MethodA review of the current state-of-the-practice helped to establish the critical success factors (CSFs), benefits, and difficulties of implementing the SMS in the construction industry, while structured interviews were used to establish the key factors of the SMS implementation.ResultsResults of the state-of-the-practice review and structured interviews indicated that visible senior commitment, in terms of manpower and cost allocation, and competency of safety manager as key drivers for the SMS implementation. More so, reduced accident rates and accident costs, improved organization framework, and increased safety audit ratings were identified as core benefits of implementing the SMS. Meanwhile, factors such as insufficient resources, tight working schedule, and high labor turnover rate were the key challenges to the effective SMS implementation in Hong Kong.Practical applicationsThe findings of the study were consistent and indicative of the future development of safety management practice and the sustainable safety improvement of Hong Kong construction industry in the long run.  相似文献

Introduction

The Government of the Hong Kong Special Administrative Region (SAR) has implemented different safety initiatives to improve the safety performance of the construction industry over the past decades. The Pay for Safety Scheme (PFSS), which is one of the effective safety measures launched by the government in 1996, has been widely adopted in the public works contracts. Both the accident rate and fatality rate of public sector projects have decreased noticeably over this period.

Method

This paper aims to review the current state of application of PFSS in Hong Kong, and attempts to identify and analyze the perceived benefits of PFSS in construction via an industry-wide empirical questionnaire survey. A total of 145 project participants who have gained abundant handson experience with the PFSS construction projects were requested to complete a survey questionnaire to indicate the relative importance of those benefits identified in relation to PFSS. The perceived benefits were measured and ranked from the perspectives of the client and contractor for crosscomparison.

Results

The survey findings suggested the most significant benefits derived from adopting PFSS were: (a) Increased safety training; (b) Enhanced safety awareness; (c) Encouragement of developing safety management system; and (d) Improved safety commitment. A wider application of PFSS should be advocated so as to achieve better safety performance within the construction industry.

Impact on Industry

It is recommended that a similar scheme to the PFSS currently adopted in Hong Kong may be developed for implementation in other regions or countries for international comparisons.  相似文献

PROBLEM: Safety in the construction industry is a major issue in Hong Kong, representing about 46% of all occupational injuries in 1998. This study explored linear and curvilinear relations between age and safety performance (accident rates and occupational injuries), as well as safety attitudes, in construction workers in Hong Kong. METHOD: A Chinese version of the Safety Attitude Questionnaire (SAQ by Donald & Canter) was developed and administered to a sample of Chinese construction workers (N=374, 366 males, 8 females) from 27 construction sites. RESULTS: Accident rates were not related to age. Occupational injuries were related to age in a curvilinear manner, with injuries at first increasing with age, then decreasing. Two safety attitude scales were related to age with older workers exhibiting more positive attitudes to safety. If age and tenure are controlled, some attitude scales are predictors of safety performance. IMPACT ON INDUSTRY: Management/supervisors, team leaders, and workers are all responsible for safety, and any negative bias toward older construction workers is unfounded.  相似文献

This study addresses the behaviors of project managers under various conditions of cognitive and affective trust, and the implications for obtaining client loyalty. Theoretical foundations were drawn from interpersonal and interorganizational trust literature. A test of the proposed theoretical framework was conducted in a field setting utilizing a matched design of both project managers and their clients. The results show that reliable project performance positively impacted client loyalty intentions and service‐oriented OCBs positively impacted client secondary retention. An interaction showed that in low cognitive trust situations the project manager behavior of reliable project performance facilitated the obtainment of client loyalty intentions. INTRODUCTION: While there is some evidence of the influences of personal knowledge and organizational factors on workers' hearing protection, a causal model examining relationships between these variables is lacking. METHOD: To create and test such a model, this study collected data from 1,701 workers in Hong Kong through a random sample telephone survey. RESULTS: Fitting the model to the data revealed that organizational regulation of occupational noise protection was a root cause of workers' protective behavior, whereas workers knowledge about the protection exhibited only a minimal effect. CONCLUSIONS: These findings cast doubt on the significance of personal knowledge as a unique factor contributing to noise protection. The study also finds that organizational regulation was predictable by a number of organizational and industrial factors. IMPACT ON INDUSTRY: To prevent occupational deafness, organizational regulation accompanied by regular inspection and a norm of noise protection is important.  相似文献

OBJECTIVE: Despite the potential benefits that fleet vehicle purchase decisions could have on road safety, the role that vehicle safety plays in fleet managers' purchase decisions is poorly understood. METHODS: In this study, fleet managers from Sweden and Spain completed a questionnaire regarding the importance of vehicle safety in the new vehicle purchase/lease process and the importance that is placed on safety options/features relative to other convenience and comfort features. RESULTS: The findings of the current study suggest that vehicle safety is generally not the primary consideration in the vehicle purchase process and is consistently outranked by factors such as price and dependability/reliability. For example, when asked to indicate the vehicle factors that are included in their company's criteria for purchasing/leasing a new vehicle, fleet managers from both Sweden and Spain were more likely to list the vehicle's price, reliability, running costs, size, and fuel consumption than the vehicle's safety (defined as the vehicle's EuroNCAP rating/other safety reports). In addition, the findings of this study suggest that the importance of vehicle safety did not differ across the two countries. For example, there was no significant difference in the proportion of fleet managers who indicated that EuroNCAP ratings were part of their official policy across the two countries. CONCLUSION: The findings highlighted the need to educate fleet managers about vehicle safety in the new vehicle purchase/lease process. In addition, vehicle safety information, such as EuroNCAP results or other crash test results need to be promoted more widely and effectively so that they play a more prominent role in their new vehicle choices.  相似文献

本文以一日处理生活垃圾2250t的生活垃圾焚烧发电厂为例,根据其重金属的排放量,预测重金属随大气扩散、迁移,最终通过自然降水和自然沉降进入土壤后,对土壤环境的影响。结果表明,项目建成后的20年内,大气评价范围内土壤中重金属的累计值满足《土壤环境质量建设用地土壤污染风险管控标准(试行)》 (GB36600-2018)表1中第二类用地筛选值要求。  相似文献
