The insurance industry is important for facilitating climate change adaptation. Insurance companies’ involvement is, however, influenced by national adaptation policy. The literature suggests that especially policy factors – government interventions, political priorities and public–private cooperation – and market factors – cost offset, cost mitigation, planning flexibility and business opportunities – shape private actor approaches. To increase the understanding of insurance company involvement in adaptation, this study examines how insurance companies’ approaches are influenced by policy and market factors in three countries: Denmark, Norway and Sweden. The study found that the policy factors tested significantly shaped the approaches of the companies assessed, while market factors currently appear less influential. This is likely due to the absence of climate risk and adaptation in political debates and among insurance policyholders. The study discusses the potential role of the insurance industry in adaptation governance and suggests how barriers facing insurance companies could be overcome.  相似文献

Megacities in low- and middle-income countries face unique threats from climate change as vulnerable populations and infrastructure are concentrated in high-risk areas. This paper develops a theoretical framework to characterize adaptation readiness in Global South cities and applies the framework to Dhaka, Bangladesh, a city with acute exposure and projected impacts from flooding and extreme heat. To gather case evidence from Dhaka we draw upon interviews with national and municipal government officials and a review of planning documents and peer-reviewed literature. We find: (1) national-level plans propose a number of adaptation strategies, but urban concerns compete with priorities such as protection of coastal assets and agricultural production; (2) municipal plans focus on identifying vulnerability and impacts rather than adaptation strategies; (3) interviewees suggest that lack of coordination among local government (LG) organizations and lack of transparency act as barriers for municipal adaptation planning, with national plans driving policy where LGs have limited human and financial resources; and (4) we found limited evidence that national urban adaptation directives trickle down to municipal government. The framework developed offers a systematic and standardized means to assess and monitor the status of adaptation planning in Global South cities, and identify adaptation constraints and opportunities.  相似文献

There is a pressing need for municipalities and regions to create urban form suited to current as well as future climates, but adaptation planning uptake has been slow. This is particularly unfortunate because patterns of urban form interact with climate change in ways that can reduce, or intensify, the impact of overall global change. Uncertainty regarding the timing and magnitude of climate change is a significant barrier to implementing adaptation planning. Focusing on implementation of adaptation and phasing of policy reduces this barrier. It removes time as a decision marker, instead arguing for an initial comprehensive plan to prevent maladaptive policy choices, implemented incrementally after testing the micro-climate outcomes of previous interventions. Policies begin with no-regrets decisions that reduce the long-term need for more intensive adaptive actions and generate immediate policy benefits, while gradually enabling transformative infrastructure and design responses to increased climate impacts. Global and local indicators assume a larger role in the process, to evaluate when tipping points are in sight. We use case studies from two exemplary municipal plans to demonstrate this method's usefulness. While framed for urban planning, the approach is applicable to natural resource managers and others who must plan with uncertainty.  相似文献

Progress in formulating and implementing effective adaptation policies is often hampered by a wide variety of barriers that are well documented in the literature. Among the barriers are lack of awareness, certainty, resources and political commitment. Since these and other barriers can be overcome (e.g., by raising awareness, closing knowledge gaps, and increasing resources), numerous decision‐support frameworks (mainly written guidelines) have been developed for this purpose. The present paper takes stock of both the barriers in adaptation policymaking, as documented in the literature, and the guidelines that aim to facilitate public policies on climate change adaptation. It then compares to what degree selected adaptation guidelines serve as knowledge‐brokerage tools that provide guidance on how to overcome the barriers addressed in the scientific literature. The comparison shows that adaptation guidelines address barriers of adaptation policymaking neither comprehensively nor systematically. Since most adaptation guidelines focus on (subjective) experiences with good practices than on empirical research findings, we conclude that they represent a missed opportunity of scientific knowledge‐brokerage in climate change adaptation.  相似文献

The biophysical features of small islands (SI) distinguish them from other territories; isolation, small size and several anthropogenic pressures reduce the resilience of ecosystems and increase their vulnerability to global changes. Many SI have a shortage of infrastructures, institutions and technical/financial resources that hinder planning and require different integrated solutions. In Portugal, the National Ecological Reserve (NER) is legally binding for spatial planning instruments. It aims to defend natural values and areas of ecological value, or sensibility, or susceptible to natural hazards. However, the criteria for the design of NER are strictly set for mainland territory, not taking into account specific features of small islands. A case study of the Azores Archipelago is used to demonstrate that spatial planning instruments should be adapted to island contexts. Such adaptation will increase the effectiveness of their implementation in relation to the protection of natural resources, stability of biophysical structures and prevention of natural hazards. Observing the main differences between mainland and the Azores Archipelago it is possible to define a methodological transposition of the NER aims and goals into an island context. This approach is an answer to the constraints in effective adaptation of spatial planning instruments for islands.  相似文献

Adaptation to climate change has been reviewed in several developed nations, but in none where consideration of the effects of climate change is required by statute and devolved to local government. We examine the role of institutional arrangements, the players operating under them, the barriers and enablers for adaptation decision-making in the developed nation of New Zealand. We examine how the roles and responsibilities between national, regional and local governments influence the ability of local government to deliver long-term flexible responses to changing climate risk. We found that the disciplinary practices of law, engineering and planning, within legal frameworks, result in the use of static mechanisms which create inflexible responses to changing risk. Several enablers are identified that could create greater integration between the different scales of government, including better use of national policy instruments, shared professional experience, standardised information collection and risk assessment methods that address uncertainties. The framing of climate risk as dynamic and changing that differentiates activities over their lifetime, development of mechanisms to fund transitions towards transformational change, are identified as necessary conditions for delivering flexible responses over time.  相似文献

This paper aims to understand the role of organizational routines as possible barriers to the mainstreaming of climate adaptation at the implementation stage. While the mainstreaming of climate adaptation into policy documents is relatively easy, the implementation of these policies seems to be more problematic. Barriers to climate adaptation often occur during this stage as the implementation of the policies is generally undertaken by other actors than the policy-makers. These actors act based on organizational routines. As organizational routines aim to provide stability, they tend to be reaffirmative. Reorganizing the resources and practices of these actors to initiate mainstreaming then proves difficult. Consequently, the routines could prevent change that might be necessary to address new policy objectives such as climate adaptation. An analytical framework consisting of four self-reinforcing mechanisms is used to understand and explain why and how organizational routines can hamper the mainstreaming of climate adaptation during implementation. A case study is used to illustrate organizational routines as possible barriers. The paper concludes by stating that to optimize the possibilities of mainstreaming climate adaptation, a change in routines is necessary. In order to stimulate change in organizational routines, the focus should be on reflecting on existing routines, legitimacy building and learning.  相似文献

Climate change adaptation strategies that aim to minimize harm and maximize benefits related to climate change impacts have mushroomed at all levels of government in recent years. While many studies have explored barriers that stand in the way of their implementation, the factors determining their potential to mainstream adaptation into various sectors are less clear. In the present paper, we aim to address this gap for two international, six national, and six local adaptation strategies. Based on document analyses and 35 semi‐structured interviews, the 14 case studies also explore in how far the factors facilitating climate change adaptation are similar across levels of government or level‐specific. Although located at three different levels of government, we find that the 14 adaptation strategies analyzed here represent “one‐size‐fits‐all governance arrangements” that are characterized by voluntariness and a lack institutionalization. Since adaptation strategies are relatively weak coordination hubs that are unable to force adaptation onto sectoral policy agendas, they rely mainly on sectoral self‐interest in adapting to climate change, largely determined by problem pressure. We conclude that one‐size‐fits‐all governance arrangements are rarely adequate responses to complex challenges, such as climate change. Although climate change adaptation depends more on framework conditions such as problem pressure than on administrative or governance features, the findings presented here can help to understand under what circumstances adaptation is likely to make progress.  相似文献

ABSTRACT

Climate adaptation is a complex policy domain, spanning multiple sectors, scales and actors, and wherein those most at risk have the least power. The influence of linear positivist models of science uptake are proving ineffective in a world with increasingly concentrated wealth and power, institutional barriers, and rapidly growing risks facing the many. A plurality of approaches is needed to better examine those dynamics of climate adaptation which are often invisible in models of science uptake – equity, the value of contestation, path dependency – and to consider how to empower communities to find solutions. In this conceptual paper, we argue that bridging existing positivist and interpretivist methods with insights from post-foundational theory so as to underpin pluralism and re-orient ethical principles of justice, strengthens the capacity of social research to support transformative climate adaptation. Moving towards a more sustainable adaptation process requires closer integration of policies related to the environment. An important actor in this is the local government. This paper examines to what extend adaptation is currently being integrated into Dutch local policies, and what the role is of a municipality's size, risk and experience in the encountered manifestations of adaptation. First, it was determined that adaptations taking place only anticipate currently perceivable weather extremes – mostly increasing precipitation. Second, it was determined that the realisation of further adaptations is hindered by a strongly sectoral divided reality. Adaptation is now heavily dominated by the water department, while spatial planning and the environment are only limitedly involved. Finally, it was observed that the contextual factor size proved to most important for horizontal policy integration, whereas the contextual factor extreme-weather experience was the most definite for the realisation of adaptations. We conclude that a more sustainable adaptation should first tackle the sectoral divides which requires administrative efforts, for example, professional training. These would preferably be initiated from a vertical direction.  相似文献

This paper investigates the extent and the nature of how the urban planning literature has addressed climate change adaptation. It presents a longitudinal study of 157 peer-reviewed articles published from 2000 to 2013 in the leading urban planning and design journals whose selection considered earlier empirical studies that ranked them these journals. The findings reveal that the years 2006–07 represent a turning point, after which climate change studies appear more prominently and consistently in the urban planning and design literature; however, the majority of these studies address climate change mitigation rather than adaptation. Most adaptation studies deal with governance, social learning, and vulnerability assessments, while paying little attention to physical planning and urban design interventions. This paper identifies four gaps that pertain to the lack of interdisciplinary linkages, the absence of knowledge transfer, the presence of scale conflict, and the dearth of participatory research methods. It then advocates for the advancement of participatory and collaborative action research to meet the multifaceted challenges of climate change.  相似文献

The climate change literature emphasises the importance of geographical understanding for guiding adaptation, in which “place” perspectives are particularly significant. After “scale”, the term “place” within the climate change adaptation literature is most often implicitly used in reference to a delineated and localised region, such as place-based risk assessment or place-based adaptation planning. Here, we use a case study of the Australian island-state of Tasmania to demonstrate the importance and particularity of place in the formation of climate change adaptation issues, problem definition and framing, and the dynamics of knowledge and praxis development across a range of research and industry sectors. We describe the significance of the place Tasmania with regard to its geographical location; its portrayal as an island place; and its cultural meaning and relations. Through a synthesis of climate change adaptation research, policy literature and engagement with researchers and stakeholders, we identify three emergent thematic place characterisations of Tasmania. We find that these characterisations have contributed directly or indirectly to the: initiation and extent of research and practical activities; the framing of adaptation issues and perspectives on potential adaptation responses in different sectors including the marine biodiversity and resources sector, small business and human health sectors. Exposing these influences is essential for focusing future adaptation activities, including research, planning, investment and practice, in Tasmania and other locations where place is a central issue.  相似文献

This article reviews and analyses the advancement of renewable sources of energy in Bangladesh and Thailand in terms of policy intervention and institutional settings. Since renewable forms of energy emit far smaller amounts of greenhouse gas compared with fossil fuels, their use should mitigate climate change impacts while contributing to the provision of energy services. The article turns first to a review of energy–environment trends and the potential for renewables in these two nations. It then discusses strategies for the advancement of renewables. It is argued that further significant efforts can be made towards the advancement of renewables in Bangladesh and Thailand. These two nations could also learn from the experience in industrialized nations and other developing nations with regard to requisite policy instruments and processes. A number of barriers remain to the advancement of renewables, especially in terms of policy arrangements, institutional settings, financing mechanisms and technologies. Resources, cooperation and learning are required in order to overcome such barriers and to foster the development of necessary policy measures. Implementation of the clean development mechanism (CDM) under the Kyoto Protocol, and replication and adaptation of effective strategies from other settings are possible avenues for this.  相似文献

This study describes the different coping and adaptation strategies used by smallholder farmers to mitigate the adverse impacts of climate change and variability in the central highlands of Ethiopia. A distinction was made between coping and adaptation strategies, respectively, as short-term and longer term measures. The study surveyed 200 farm households in three districts, and three focus group discussions and three key informant interviews were conducted in each district. All the surveyed farmers perceived at least one aspect of change in the local climate. Their perception of an increasing trend of temperature was supported by meteorological records, while their perception of declining annual rainfall was not supported by actual records in two of the three districts, where positive trends in rainfall were observed. Farmers identified changes in rainfall and drought as their major climate change-related risks. In response, farmers used different strategies to mitigate the adverse effects of climate change and variability. The most widely used coping strategy was selling livestock (85% of the respondents), followed by changing consumption pattern (76% of the respondents). Changing crop planting dates was the most preferred adaptation option (89% of the respondents), while irrigation as an adaptation strategy was used only by 10% of the surveyed farmers. Shortage of water for irrigation (83% of the respondents) and shortage of money to buy necessary inputs (77% of the respondents) were the major barriers to effective adaptation frequently cited in the study area. We conclude that adaptation policy should build on existing coping and adaptation strategies and focus on addressing barriers to the adoption of coping and adaptation measures at different scales.  相似文献

Based on a case study of the Stadshaven port redevelopment in Rotterdam, this paper explores whether existing spatial planning mechanisms and processes can be used to facilitate local-level investment in climate-resilient public infrastructure and/or whether new processes and mechanisms are required to encourage investment in climate adaptation. The study reveals several key findings. First, a lack of conventional funding sources or formalised regulatory framework allowed room for experimentation with existing mechanisms and flexible strategies. Second, project planners are currently ambivalent towards introducing new mechanisms as a means to overcome implementation challenges. The case provides evidence about the role of the governance process, not simply as a means of system coordination that exists in isolation from institutional norms and values, but rather as a space for innovation, which can contribute towards reducing the financial gap associated with climate adaptation.  相似文献

As local climate adaptation activity increases, so does the number of questions about costs, benefits, financing and the role that economic considerations play in adaptation-related decision-making and policy. Through five cases, covering a range of climate risks and types of adaptation measures, this paper critically examines Swedish project coordinators’ perceptions of costs and benefits in already-implemented climate adaptation measures. Our study finds that project coordinators make use of different system boundaries – on temporal, geographical and administrative scales – in their cost/benefit evaluations, making the practice of determining adaptation costs arbitrary and hard to compare. We further demonstrate that the project coordinators interpret costs and benefits in a manner that downplays the intangible environmental and social costs and benefits arising from the adaptation measures, despite their own experience of how such measures negatively impact upon social value. The exclusion of social and environmental costs and benefits has severe implications for justice, as it can bias decisions against people and ecosystems that are affected negatively. Based on the findings, we propose three tentative social justice dilemmas in local climate adaptation planning and implementation: 1. Cost and benefit distribution across scales; 2. The identification and valuation of non-market effects; and 3. The equitable allocation of costs and benefits.  相似文献

This paper attempts to analyse the role of building energy efficiency (BEE) in China in addressing climate change mitigation. It provides an analysis of the current situation and future prospects for the adoption of BEE technologies in Chinese cities. It outlines the economic and institutional barriers to large-scale deployment of the sustainable, low-carbon, and even carbon-free construction techniques. Based on a comprehensive overview of energy demand characteristics and development trends driven by economic and demographic growth, different policy tools for cost-effective CO2 emission reduction in the Chinese construction sector are described. We propose a comprehensive approach combining building design and construction, and the urban planning and building material industries, in order to drastically improve BEE during this period of rapid urban development. A coherent institutional framework needs to be established to ensure the implementation of efficiency policies. Regulatory and incentive options should be integrated into the policy portfolios of BEE to minimise the efficiency gap and to realise sizeable carbon emissions cuts in the next decades. We analyse in detail several policies and instruments, and formulate relevant policy proposals fostering low-carbon construction technology in China. Specifically, Our analysis shows that improving building energy efficiency can generate considerable carbon emissions reduction credits with competitive price under the CDM framework.  相似文献

Major disasters, such as bushfires or floods, place significant stress on scarce public resources. Climate change is likely to exacerbate this stress. An integrated approach to disaster risk management (DRM) and climate change adaptation (CCA) could reduce the stress by encouraging the more efficient use of pooled resources and expertise. A comparative analysis of three extreme climate-related events that occurred in Australia between 2009 and 2011 indicated that a strategy to improve interagency communication and collaboration would be a key factor in this type of policy/planning integration. These findings are in accord with the concepts of Joined-up Government and Network Governance. Five key reforms are proposed: developing a shared policy vision; adopting multi-level planning; integrating legislation; networking organisations; and establishing cooperative funding. These reforms are examined with reference to the related research literature in order to identify potential problems associated with their implementation. The findings are relevant for public policy generally but are particularly useful for CCA and DRM.  相似文献

Climate change may result in reduced water supply from the Alps – an important water resource for Europe. This paper presents a multilingual platform that combines spatial and multi-criteria decision-support tools to facilitate stakeholder collaboration in the analysis of water management adaptation options. The platform has an interactive map interface that allows participants to select a location of their interest within the Alpine Arc. By utilising the decision-support tool, stakeholders can identify suitable adaptation solutions for different geographical units, according to their experience and preference. The platform was used to involve experts across Alpine borders, domains and decision-making levels, as well as a group of university students. The experts favoured the planning instruments for saving water, while the students inclined towards the measures that would improve water conservation. The initial results confirmed the suitability of the platform for future involvement of decision-makers in spatio-temporal analyses of adaptation pathways in the Alps.  相似文献
