A formal model for consensus and negotiation in environmental management   总被引:8,自引:0,他引:8  
Environmental management decisions typically lie at the interface of science and public policy. Consequently, these decisions involve a number of stakeholders with competing agendas and vested interests in the ultimate decision. In such cases, it is appropriate to adopt formal methods for consensus building to ensure transparent and repeatable decisions. In this paper, we use an environmental management case study to demonstrate the utility of a mathematical consensus convergence model in aggregating values (or weights) across groups. Consensus models are applicable when all parties agree to negotiate in order to resolve conflict. The advantage of this method is that it does not require that all members of the group reach agreement, often an impossible task in group decision making. Instead, it uses philosophical foundations in consensus building to aggregate group members' values in a way that guarantees convergence towards a single consensual value that summarizes the group position. We highlight current problems with ad hoc consensus and negotiation methods, provide justification for the adoption of formal consensus convergence models and compare the consensus convergence model with currently used methods for aggregating values across a group in a decision making context. The model provides a simple and transparent decision support tool for group decision making that is straightforward to implement.  相似文献

Studies of urban metabolism provide important insights for environmental management of cities, but are not widely used in planning practice due to a mismatch of data scale and coverage. This paper introduces the Spatial Allocation of Material Flow Analysis (SAMFA) model as a potential decision support tool aimed as a contribution to overcome some of these difficulties and describes its pilot use at the county level in the Republic of Ireland. The results suggest that SAMFA is capable of identifying hotspots of higher material and energy use to support targeted planning initiatives, while its ability to visualise different policy scenarios supports more effective multi-stakeholder engagement. The paper evaluates this pilot use and sets out how this model can act as an analytical platform for the industrial ecology–spatial planning nexus.  相似文献

Abstract: The increasing availability of web mapping tools creates new opportunities to bridge decision‐makers’ climate information needs with technical capabilities. These new tools, however, raise familiar, unresolved issues related to cartographic representation. Using an on‐line drought mapping tool, this study seeks to understand which spatial unit best meets the desire drought managers have for “local” information, their comprehension of uncertainties introduced in mapping information at local scales, and their willingness to trade off accuracy for information at a desired unit. We found that the most useful local map information includes regional context and boundaries which present their local area of interest. Even among this experienced, well‐educated, professional group, those who had not taken a GIS or cartography class did not fully recognize the role of interpolation in creating and introducing uncertainty to some drought maps. Those who did recognize the uncertainty introduced by interpolation still strongly favored maps that provided estimated values for all areas vs. station point accuracy. Mapping poses a unique set of challenges to communicating risk and uncertainty. As more decision‐support efforts incorporate web mapping, greater attention is needed to assure that users understand the tradeoffs between accuracy and precision in creating local information, the imprecision of boundaries, as well as the limits of forecasts. Clearly conveying spatial accuracy and uncertainty is a challenge that merits greater attention in using maps to communicate drought and other environmental risk information.  相似文献

Procedures are discussed for the interpretation of historical aerial photographs for salt-marsh vegetation mapping, as are techniques for computer-assisted analysis of digital vegetation maps. The mappings indicate an increase in the coverage by the low marsh speciesSpartina alterniflora Loisel. at three marsh sites studied in photographs from the period 1934–1981. It is hypothesized that changes in salt-marsh vegetation may be in response to natural tidal fluctuations or to management practices.  相似文献

Sustainable development indicators (SDIs) have emerged as a tool to measure progress towards sustainable development for a number of fields. However, no indicator initiative to date has been aimed at biosolids management at local authority, regional or national levels. This paper presents a study where stakeholders involved in the management of biosolids in Ireland participated in the development of SDIs for managing biosolids at the local/regional level. A significant 81% of participating stakeholders find SDIs either 'useful' or 'very useful' as a tool for managing biosolids. A suite of 22 indicators has been developed and arranged according to the driving force-pressure-state-impact-response (DPSIR) indicator framework. The indicators address all the domains of biosolids management namely, production, quality, cost, legislation/regulation, training/research and recycling/disposal. The stakeholder approach is recognition that no effective indicator set can be developed without the input of stakeholders.  相似文献

Increasing oil transportation and severe oil accidents in the past have led to the development of various sensitivity maps in different countries all over the world. Often, however, the areas presented on the maps are far too large to be safeguarded with the available oil combating equipment and prioritization is required to decide which areas must be safeguarded. While oil booms can be applied to safeguard populations from a drifting oil slick, decision making on the spatial allocation of oil combating capacity is extremely difficult due to the lack of time, resources and knowledge. Since the operational decision makers usually are not ecologists, a useful decision support tool including ecological knowledge must be readily comprehensible and easy to use. We present an index-based method that can be used to make decisions concerning which populations of natural organisms should primarily be safeguarded from a floating oil slick with oil booms. The indices take into account the relative exposure, mortality and recovery potential of populations, the conservation value of species and populations, and the effectiveness of oil booms to safeguard different species. The method has been implemented in a mapping software that can be used in the Gulf of Finland (Baltic Sea) for operational oil combating. It could also be utilized in other similar conservation decisions where species with varying vulnerability, conservational value, and benefits received from the management actions need to be prioritized.  相似文献

ABSTRACT: This study was designed to give insight into the values considered in environmental policy and illustrate the respondents' personal constructions related to creating policy through the development of a graphic tool. Using both qualitative and quantitative methods, this study anonymously captured the intensity of values currently held by decision makers and tracked changes in values over time. Data were acquired through observations of and interviews with stakeholders in a five‐year wetland mitigation bank permitting process at the Galveston District of the U.S. Army Corps of Engineers. The study included public and private sector respondents in both governmental and nongovernmental roles. The resulting representations of professional and personal stakeholders' values can be used as a tool for improving information exchange in policy negotiation and provides insight into the complexity of individual and corporate perceptions of a policy issue.  相似文献

While the cybersecurity field has focused primarily on software and network security, threats and vulnerabilities of hardware device supply chains are growing concerns. Of particular importance and interest in this vein is the way in which semiconductors and other electronic devices are increasingly deployed to support energy distribution, storage, and control at a variety of scales. Future smart grid supply chains must be secured to prevent cyber attacks from affecting energy infrastructure, and the societal and economic functions on which they depend. This perspective paper calls for a multiscale approach to address modeling and decision-making for energy system hardware supply chains. A multiscale approach, as discussed in this paper, can facilitate resilience of supply chains across the life cycles of these systems, through low- and high-tech techniques to monitor and act on the supply chain. This can incorporate both qualitative and quantitative factors to suit the variety of stakeholders, geographic scales, organizational levels, and planning and operational time horizons.  相似文献

As part of the planning process, maps of natural factors are often superimposed in order to identify areas which are suitable or unsuitable for a particular type of resource management. Overlay maps may also be used to identify analysis areas for predictive modeling of resource productivity and ecological response to management. Current interest in applying computer-assisted mapping technology to making overlay maps is drawing attention to geographic information systems for this purpose. The resultant maps, however, may be so inaccurate or unable to capture significant units of productivity and ecological response that they could lead to imperfect or false conclusions. Real‐time flood inundation mapping is vital for emergency response to help protect life and property. Inundation mapping transforms rainfall forecasts into meaningful spatial information that can be utilized before, during, and after disasters. While inundation mapping has traditionally been conducted on a local scale, automated algorithms using topography data can be utilized to efficiently produce flood maps across the continental scale. The Height Above the Nearest Drainage method can be used in conjunction with synthetic rating curves (SRCs) to produce inundation maps, but the performance of these inundation maps needs to be assessed. Here we assess the accuracy of the SRCs and calculate statistics for comparing the SRCs to rating curves obtained from hydrodynamic models calibrated against observed stage heights. We find SRCs are accurate enough for large‐scale approximate inundation mapping while not as accurate when assessing individual reaches or cross sections. We investigate the effect of terrain and channel characteristics and observe reach length and slope predict divergence between the two types of rating curves, and SRCs perform poorly for short reaches with extreme slope values. We propose an approach to recalculate the slope in Manning’s equation as the weighted average over a minimum distance and assess accuracy for a range of moving window lengths.  相似文献

This paper describes the experiences and lessons learned in applying a multi-agent systems (MAS) model to study the dynamics and complex interactions among stakeholders in the management of community-based forests. The MAS model is developed using the companion modelling (ComMod) approach, which allows for a collaborative development of the model between the stakeholders and researchers. This approach involves the development and application of role-playing games (RPGs) and computer simulation as learning tools and to validate the model. Inferences are drawn from the learning and negotiation processes that the stakeholders and researchers underwent in the collaborative development of the MAS model. These processes ultimately led to the development of a collaborative resource management plan. The approach and the MAS model were applied to a case study involving a community-based forest managed by three villages in the island of Palawan, Philippines.  相似文献

ABSTRACT. The Spring 1973 Mississippi River flood was investigated using remotely sensed data from ERTS-1. Both manual and automatic analyses of the data indicate that ERTS-I is extremely useful as a regional tool for flood management. Quantitative estimates of area flooded were made in St. Charles County, Missouri and Arkansas. Flood hazard mapping was conducted in three study areas along the Mississippi River using pre-flood ERTS-1 imagery enlarged to 1:250,000 and 1:100,000 scale. The flood prone areas delineated on these maps correspond to areas that would be inundated by significant flooding (approximately the 100 year flood). The flood prone area boundaries were generally in agreement with flood hazard maps produced by the U. S. Army Corps of Engineers and U. S. Geological Survey although the latter are somewhat more detailed because of their larger scale. Initial results indicate that ERTS-1 digital mapping of flood prone areas can be performed at 1:62,500 which is comparable to some conventional flood hazard map scales.  相似文献

While deterministic forecasts provide a single realization of potential inundation, the inherent uncertainty associated with forecasts also needs to be conveyed for improved decision support. The objective of this study was to develop an ensemble framework for the quantification and visualization of uncertainty associated with flood inundation forecast maps. An 11‐member ensemble streamflow forecast at lead times from 0 to 48 hr was used to force two hydraulic models to produce a multimodel ensemble. The hydraulic models used are (1) the International River Interface Cooperative along with Flow and Sediment Transport with Morphological Evolution of Channels solver and (2) the two‐dimensional Hydrologic Engineering Center‐River Analysis System. Uncertainty was quantified and augmented onto flood inundation maps by calculating statistical spread among the ensemble members. For visualization, a series of probability flood maps conveying the uncertainty in forecasted water extent, water depth, and flow velocity was disseminated through a web‐based decision support tool. The results from this study offer a framework for quantifying and visualizing model uncertainty in forecasted flood inundation maps.  相似文献

While planning resource management systems in rural areas, it is important to consider criteria that are specific to the local social conditions. Such criteria might change from one region to another and are hence best identified using a participatory approach. In this work, we propose a participatory framework to identify such criteria and derive their weights. These identified criteria and their weights are used as parameters to develop a quantitative model for evaluating efficiency of each system. Such a model can serve as a support tool for stakeholders to simulate and analyze “what‐if” scenarios, evaluate alternatives, and select one which best satisfies their requirements. We use existing systems to test the model by comparing efficiencies evaluated by the model to efficiencies perceived by the stakeholders. The model is calibrated by repeating the process until statistically significant correlation is achieved between evaluated and perceived efficiencies. The novelty of the proposed framework lies in treating efficiencies perceived by the stakeholders as the ground truth since they know these systems well and are their ultimate users. The framework is successfully demonstrated using case study of rainwater harvesting (RWH) systems in an Indian village. The resulting calibrated model can be used to plan new RWH systems in this region and similar regions elsewhere. The framework can be used to plan other resource management systems in various regions.  相似文献

Roads, bridges, causeways, impoundments, and dikes in the coastal zone often restrict tidal flow to salt marsh ecosystems. A dike with tide control structures, located at the mouth of the Herring River salt marsh estuarine system (Wellfleet, Massachusetts) since 1908, has effectively restricted tidal exchange, causing changes in marsh vegetation composition, degraded water quality, and reduced abundance of fish and macroinvertebrate communities. Restoration of this estuary by reintroduction of tidal exchange is a feasible management alternative. However, restoration efforts must proceed with caution as residential dwellings and a golf course are located immediately adjacent to and in places within the tidal wetland. A numerical model was developed to predict tide height levels for numerous alternative openings through the Herring River dike. Given these model predictions and knowledge of elevations of flood-prone areas, it becomes possible to make responsible decisions regarding restoration. Moreover, tidal flooding elevations relative to the wetland surface must be known to predict optimum conditions for ecological recovery. The tide height model has a universal role, as demonstrated by successful application at a nearby salt marsh restoration site in Provincetown, Massachusetts. Salt marsh restoration is a valuable management tool toward maintaining and enhancing coastal zone habitat diversity. The tide height model presented in this paper will enable both scientists and resource professionals to assign a degree of predictability when designing salt marsh restoration programs.  相似文献

Ecotourism is widely promoted as a conservation tool and actively practiced in protected areas worldwide. Theoretically, support for conservation from the various types of stakeholder inside and outside protected areas is maximized if stakeholders benefit proportionally to the opportunity costs they bear. The disproportional benefit distribution among stakeholders can erode their support for or lead to the failure of ecotourism and conservation. Using Wolong Nature Reserve for Giant Pandas (China) as an example, we demonstrate two types of uneven distribution of economic benefits among four major groups of stakeholders. First, a significant inequality exists between the local rural residents and the other types of stakeholder. The rural residents are the primary bearers of the cost of conservation, but the majority of economic benefits (investment, employment, and goods) in three key ecotourism sectors (infrastructural construction, hotels/restaurants, and souvenir sales) go to other stakeholders. Second, results show that the distribution of economic benefits is unequal among the rural residents inside the reserve. Most rural households that benefit from ecotourism are located near the main road and potentially have less impact on panda habitat than households far from the road and closer to panda habitats. This distribution gap is likely to discourage conservation support from the latter households, whose activities are the main forces degrading panda habitats. We suggest that the unequal distribution of the benefits from ecotourism can be lessened by enhancing local participation, increasing the use of local goods, and encouraging relocation of rural households closer to ecotourism facilities.  相似文献

Abstract: The U.S. Federal Emergency Management Agency (FEMA) flood maps depict the 100‐year recurrence interval floodplain boundary as a single line. However, because of natural variability and model uncertainty, no floodplain extents can be accurately defined by a single line. This article presents a new approach to floodplain mapping that takes advantage of accepted methodologies in hydrologic and hydraulic analysis while including the effects of uncertainty. In this approach, the extents of computed floodplain boundaries are defined as a continuous map of flood probabilities, rather than as a single line. Engineers and planners can use these flood probability maps for viewing the uncertainty of a floodplain boundary at any recurrence interval. Such a flood probability map is a useful tool for visualizing the uncertainty of a floodplain boundary and represents greater honesty in engineering technologies that are used for flood mapping. While institutional barriers may prevent adoption of such definitions for use in graduated flood insurance rates (as most other insurance industries use to account for relative risks), the methods open the door technically to such a reality.  相似文献

/ This paper presents an approach for producing aquifer sensitivity maps from three-dimensional geologic maps, called stack-unit maps. Stack-unit maps depict the succession of geologic materials to a given depth, and aquifer sensitivity maps interpret the successions according totheir ability to transmit potential contaminants. Using McHenry County, Illinois, as a case study, stack-unit maps and an aquifer sensitivity assessment were made to help land-use planners, public health officials, consultants, developers, and the public make informed decisions regarding land use. A map of aquifer sensitivity is important for planning because the county is one of the fastest growing counties in the nation, and highly vulnerable sand and gravel aquifers occur within 6 m of ground surface over 75% of its area. The aquifer sensitivity map can provide guidance to regulators seeking optimal protection of groundwater resources where these resources are particularly vulnerable. In addition, the map can be used to help officials direct waste-disposal and industrial facilities and other sensitive land-use practices to areas where the least damage is likely to occur, thereby reducing potential future liabilities. Abstract: A decision support system for sustainable water resources management in a water conflict resolution framework is developed to identify and evaluate a range of acceptable alternatives for the Geum River Basin in Korea and to facilitate strategies that will result in sustainable water resource management. Working with stakeholders in a “shared vision modeling” framework, sustainable management strategies are created to illustrate system tradeoffs as well as long‐term system planning. A multi‐criterion decision‐making (MCDM) approach using subjective scales is utilized to evaluate the complex water resource allocation and management tradeoffs between stakeholders and system objectives. The procedures used in this study include the development of a “shared vision model,” a simulated decision‐making support system (as a tool for sustainable water management strategies associated with water conflicts, management options, and planning criteria), and the application of MCDM techniques for evaluating alternatives provided by the model. The research results demonstrate the utility of the sustainable water resource management model in aid of MCDM techniques in facilitating flexibility during initial stages of alternative identification and evaluation in a basin suffering from severe water conflicts.  相似文献
