There has been a shift in natural resource management worldwide. This paper describes how modern institutions and policies influence management and shape access to and utilization of resources by rural communities in the Okavango Delta, Botswana. It is rooted in the framework of adaptive co‐governance within social‐ecological systems, and employs a critical literature review to analyse access to and use of natural resources in rural Botswana. Prior to the establishment of community‐based natural resource management (CBNRM) in Botswana in 1989, resource governance was dominated by strong traditional institutions that were responsible for natural resource management and decision‐making. Contemporary natural resource governance is characterized by a bureaucratic system that invariably undermines the role of traditional institutions in natural resource governance. Findings indicate that policies and regulatory instruments deny rural communities adequate access to and utilization of resources available within their immediate environment. In spite of an orientation towards an anthropocentric approach to natural resource management (as in the case of CBNRM), the current governance system continues to undermine the inclusion of local resource users as legitimate stakeholders in the decision‐making process.  相似文献

There has been a recent move by development professionals away from formal “scientific” attempts to address problems caused by changing environmental conditions, towards a greater reliance on the innovative ability and indigenous knowledge of local people. This has necessitated a greater understanding of the way in which communities respond to environmental and socio-economic change. Using a model that predicts community responses to pressure on local natural resources, and data collected in three villages in south-eastern Nigeria, an attempt is made to document the way in which people react and adapt to change. It is concluded that with sufficient time communities will usually develop new resource management and agricultural systems. However, where change is occurring rapidly, a facilitator is required to encourage and accelerate local innovation so that farming and natural resource management systems can be appropriately adjusted before severe environmental degradation takes place.  相似文献

When local resource users detect, understand, and respond to environmental change they can more effectively manage environmental resources. This article assesses these abilities among artisanal fishers in Roviana Lagoon, Solomon Islands. In a comparison of two villages, it documents local resource users’ abilities to monitor long-term ecological change occurring to seagrass meadows near their communities, their understandings of the drivers of change, and their conceptualizations of seagrass ecology. Local observations of ecological change are compared with historical aerial photography and IKONOS satellite images that show 56 years of actual changes in seagrass meadows from 1947 to 2003. Results suggest that villagers detect long-term changes in the spatial cover of rapidly expanding seagrass meadows. However, for seagrass meadows that showed no long-term expansion or contraction in spatial cover over one-third of respondents incorrectly assumed changes had occurred. Examples from a community-based management initiative designed around indigenous ecological knowledge and customary sea tenure governance show how local observations of ecological change shape marine resource use and practices which, in turn, can increase the management adaptability of indigenous or hybrid governance systems.  相似文献

An evolving understanding of ecological processes, together with ambiguities in National Park Service policy, have led to multiple interpretations of the role of management in our large natural area National Parks. National Park Service management policies must be dynamic and responsive to changes in scientific knowledge and societal values. We propose that the principal aim of NPS resource management in natural areas is the unimpeded interaction of native ecosystem processes and structural elements. The case of the changing role of natural fire management is used as an example in developing this rationale.  相似文献

自然资源的科学管理与永续利用,不仅关系到多个产业部门的发展,还是习近平生态文明思想的重点关注问题。生态文明建设背景下的自然资源治理,应满足并促进多元主体参与下的不同利益诉求与协同发展。经济发展新形势下资源约束愈发显著,产业供给端的自然资源治理问题是可持续发展的关键要素。本研究结合两山论,通过对自然资源治理与人类活动发展间的内在关系进行分析,指出坚守两条底线的贵州实践是两山论持续深化生态文明建设的理论演进与验证。进而结合利益相关方的需求满足,梳理三者间联系与特性,以其核心理念为主线,围绕"生态系统服务、生态系统保护、区域经济发展"的目标功能实现,构建一种多元主体下的自然资源治理体系,并分析其约束条件与运行模式,以区域实践探析其目标功能实现与重要理论延展。最后提出应在产业发展与多方参与层面上统一思想认识,有利于新型治理途径的构建与探索。  相似文献

This article discusses how the concept of integrated learning systems provides a useful means of exploring the functional linkages between the governance and management of public protected areas. It presents a conceptual framework of an integrated learning system that explicitly incorporates learning processes in governance and management subsystems. The framework is premised on the assumption that an understanding of an integrated learning system is essential if we are to successfully promote learning across multiple scales as a fundamental component of adaptability in the governance and management of protected areas. The framework is used to illustrate real-world situations that reflect the nature and substance of the linkages between governance and management. Drawing on lessons from North America and Africa, the article demonstrates that the establishment and maintenance of an integrated learning system take place in a complex context which links elements of governance learning and management learning subsystems. The degree to which the two subsystems are coupled influences the performance of an integrated learning system and ultimately adaptability. Such performance is largely determined by how integrated learning processes allow for the systematic testing of societal assumptions (beliefs, values, and public interest) to enable society and protected area agencies to adapt and learn in the face of social and ecological change. It is argued that an integrated perspective provides a potentially useful framework for explaining and improving shared understanding around which the concept of adaptability is structured and implemented.  相似文献

The lack of knowledge regarding social diversity in the Wildland Urban Interface (WUI) or an in-depth understanding of the ways people living there interact to address common problems is concerning, perhaps even dangerous, given that community action is necessary for successful wildland fire preparedness and natural resource management activities. In this article, we lay out the knowledge and preliminary case study evidence needed to begin systematically documenting the differing levels and types of adaptive capacity WUI communities have for addressing collective problems such as wildland fire hazard. In order to achieve this end, we draw from two theoretical perspectives encompassing humans' interactions with their environment, including (1) Kenneth Wilkinson's interactional approach to community, (2) and certain elements of place literature. We also present case study research on wildfire protection planning in two drastically different California communities to illustrate how social diversity influences adaptive capacity to deal with hazards such as wildland fire. These perspectives promote an image of the WUI not as a monolithic entity but a complex mosaic of communities with different needs and existing capacities for wildland fire and natural resource management.  相似文献

Conservation organizations rely on conservation easements for diverse purposes, including protection of species and natural communities, working forests, and open space. This research investigated how perpetual conservation easements incorporated property rights, responsibilities, and options for change over time in land management. We compared 34 conservation easements held by one federal, three state, and four nonprofit organizations in Wisconsin. They incorporated six mechanisms for ongoing land management decision-making: management plans (74 %), modifications to permitted landowner uses with discretionary consent (65 %), amendment clauses (53 %), easement holder rights to conduct land management (50 %), reference to laws or policies as compliance terms (47 %), and conditional use permits (12 %). Easements with purposes to protect species and natural communities had more ecological monitoring rights, organizational control over land management, and mechanisms for change than easements with general open space purposes. Forestry purposes were associated with mechanisms for change but not necessarily with ecological monitoring rights or organizational control over land management. The Natural Resources Conservation Service-Wetland Reserve Program had a particularly consistent approach with high control over land use and some discretion to modify uses through permits. Conservation staff perceived a need to respond to changing social and ecological conditions but were divided on whether climate change was likely to negatively impact their conservation easements. Many conservation easements involved significant constraints on easement holders’ options for altering land management to achieve conservation purposes over time. This study suggests the need for greater attention to easement drafting, monitoring, and ongoing decision processes to ensure the public benefits of land conservation in changing landscapes.  相似文献

Environmental governance and management are facing a multiplicity of challenges related to spatial scales and multiple levels of governance. Water management is a field particularly sensitive to issues of scale because the hydrological system with its different scalar levels from small catchments to large river basins plays such a prominent role. It thus exemplifies fundamental issues and dilemmas of scale in modern environmental management and governance. In this introductory article to an Environmental Management special feature on “Multilevel Water Governance: Coping with Problems of Scale,” we delineate our understanding of problems of scale and the dimensions of scalar politics that are central to water resource management. We provide an overview of the contributions to this special feature, concluding with a discussion of how scalar research can usefully challenge conventional wisdom on water resource management. We hope that this discussion of water governance stimulates a broader debate and inquiry relating to the scalar dimensions of environmental governance and management in general.  相似文献

Understanding the environmental consequences of changing water regimes is a daunting challenge for both resource managers and ecologists. Balancing human demands for fresh water with the needs of the environment for water in appropriate amounts and at the appropriate times are shaping the ways by which this natural resource will be used in the future. Based on past decisions that have rendered many freshwater resources unsuitable for use, we argue that river systems have a fundamental need for appropriate amounts and timing of water to maintain their biophysical integrity. Biophysical integrity is fundamental for the formulation of future sustainable management strategies. This article addresses three basic ecological principles driving the biogeochemical cycle of nitrogen in river systems. These are (1) how the mode of nitrogen delivery affects river ecosystem functioning, (2) how increasing contact between water and soil or sediment increases nitrogen retention and processing, and (3) the role of floods and droughts as important natural events that strongly influence pathways of nitrogen cycling in fluvial systems. New challenges related to the cumulative impact of water regime change, the scale of appraisal of these impacts, and the determination of the impacts due to natural and human changes are discussed. It is suggested that cost of long-term and long-distance cumulative impacts of hydrological changes should be evaluated against short-term economic benefits to determine the real environmental costs.  相似文献

长期相对滞后的自然资源治理体系,是造成我国资源环境问题的主要原因之一。目前生态文明建设再次对我国自然资源治理体系提出了新的要求。本文按照生态文明的规范内涵,揭示了生态文明建设与自然资源治理体系建设间的内在联系和对治理体系的现实需要。在对已有自然资源治理体系的相关研究进行梳理的基础上,揭示了我国现行自然资源治理体系中存在的主要问题。本文旨在通过设计资源治理的框架设计填补这些现实需要与主要问题。按照将自然资源系统嵌入动态社会经济-生态系统并纳入相互影响与关联的思路,本文从自然系统与社会经济系统互动、科学的评估体系与信息传递,多主体参与和多中心治理途径以及制度保障等方面设计了有机自然资源治理体系框架的核心内容与结构。  相似文献

A plethora of terms are used to describe the form of governance of complex social‐ecological systems, such as multi‐level governance, polycentricity and network governance. This plethora of terms is associated with a diffuse literature from which it can be challenging to identify which variables are important for investigation of the governance system and what questions could be asked. The purpose of this article is to present the development of a guide for the analysis of the complex governance systems of renewable natural resources, informed by a breadth of literature from which key characteristics, challenges and concepts are identified. The guide consists of three dimensions: multiplicities of levels, actors and institutions; the existence, opportunities for, and challenges of, interactions within and between levels (vertical and horizontal interactions); and an assessment of governance performance through application of governance principles. The guide is applied to a case study of mangrove forests in Kenya, to illustrate its utility in generating understanding and identification of challenges and opportunities for more effective multi‐level governance. It is proposed that the guide could be beneficial to researchers and practitioners seeking to develop an understanding of structures, performance and outcomes of multi‐level governance.  相似文献

This paper examines household livelihoods in highland and lowland communities of the Kali-Khola agricultural watershed in western Nepal on the basis of economic, ecological and social security indicators. Significant differences were found in soil fertility status, pests and diseases management, risk and uncertainties, use of agrochemicals and access to social services. No remarkable variations were found in crop diversification, annual agricultural income and food sufficiency. However, uncertainty and risk in agricultural production is relatively low in highland communities. The findings reveal that agriculture production alone is not a viable livelihood option for agricultural watershed communities in Nepal. The households growing crops with hired labour have relatively sustainable livelihoods in Nepal's agricultural watersheds. Insufficient agricultural land, insufficient working manpower within a family, and lack of access to ecological agricultural services are prime factors in being livelihood insecure in agricultural watershed communities. Therefore, long-term policies and plans need to be developed for the empowerment of local farmers and to support rural livelihoods with adaptable and flexible income-generating strategies, resilient resource management institutions and enhancement of knowledge, skills and social capital.  相似文献

Adaptive Comanagement for Building Resilience in Social–Ecological Systems   总被引:19,自引:4,他引:15  
Ecosystems are complex adaptive systems that require flexible governance with the ability to respond to environmental feedback. We present, through examples from Sweden and Canada, the development of adaptive comanagement systems, showing how local groups self-organize, learn, and actively adapt to and shape change with social networks that connect institutions and organizations across levels and scales and that facilitate information flows. The development took place through a sequence of responses to environmental events that widened the scope of local management from a particular issue or resource to a broad set of issues related to ecosystem processes across scales and from individual actors, to group of actors to multiple-actor processes. The results suggest that the institutional and organizational landscapes should be approached as carefully as the ecological in order to clarify features that contribute to the resilience of social–ecological systems. These include the following: vision, leadership, and trust; enabling legislation that creates social space for ecosystem management; funds for responding to environmental change and for remedial action; capacity for monitoring and responding to environmental feedback; information flow through social networks; the combination of various sources of information and knowledge; and sense-making and arenas of collaborative learning for ecosystem management. We propose that the self-organizing process of adaptive comanagement development, facilitated by rules and incentives of higher levels, has the potential to expand desirable stability domains of a region and make social–ecological systems more robust to change.Published online  相似文献

Marine protected areas are not established in an institutional and governance vacuum and managers should pay attention to the wider social–ecological system in which they are immersed. This article examines Islas Choros-Damas Marine Reserve, a small marine protected area located in a highly productive and biologically diverse coastal marine ecosystem in northern Chile, and the interactions between human, institutional, and ecological dimensions beyond those existing within its boundaries. Through documents analysis, surveys, and interviews, we described marine reserve implementation (governing system) and the social and natural ecosystem-to-be-governed. We analyzed the interactions and the connections between the marine reserve and other spatially explicit conservation and/or management measures existing in the area and influencing management outcomes and governance. A top-down approach with poor stakeholder involvement characterized the implementation process. The marine reserve is highly connected with other spatially explicit measures and with a wider social–ecological system through various ecological processes and socio-economic interactions. Current institutional interactions with positive effects on the management and governance are scarce, although several potential interactions may be developed. For the study area, any management action must recognize interferences from outside conditions and consider some of them (e.g., ecotourism management) as cross-cutting actions for the entire social–ecological system. We consider that institutional interactions and the development of social networks are opportunities to any collective effort aiming to improve governance of Islas Choros-Damas marine reserve. Communication of connections and interactions between marine protected areas and the wider social–ecological system (as described in this study) is proposed as a strategy to improve stakeholder participation in Chilean marine protected areas.  相似文献

Amenity migration to attractive and accessible non-metropolitan areas changes social and environmental relations with consequences for natural resource management and landscape composition and trajectories. Lifestyler oriented rural landholders are often cast as a problem for land management and extension. Managers and some researchers see them as a cause of landscape and social fragmentation and report difficulties in engaging such landowners on natural resource management issues and responsibilities. In contrast, limited existing research indicates that lifestylers do join and form networks of personal and other contacts for advice and support in land management. We contribute to this research with a survey of rural landholders in southeastern New South Wales (NSW). We explicitly compare the sources of advice for land management for lifestylers with those of farmers. We focus on the types of sources available to rural landholders in Australian regions and their relative importance to these two landholder groups. We find that lifestylers and farmers are different in their sources of advice but that both prefer personal sources rather than sources such as agencies. We reflect on the significance of the differences for engagement with lifestyle oriented rural landowners and for understanding landscape change.  相似文献

We conducted a natural resource assessment at two national parks, New River Gorge National River and Shenandoah National Park, to help meet the goals of the Natural Resource Challenge—a program to help strengthen natural resource management at national parks. We met this challenge by synthesizing and interpreting natural resource information for planning purposes and we identified information gaps and natural significance of resources. We identified a variety of natural resources at both parks as being globally and/or nationally significant, including large expanses of unfragmented, mixed-mesophytic forests that qualify for wilderness protection, rare plant communities, diverse assemblages of neotropical migratory birds and salamanders, and outstanding aquatic recreational resources. In addition, these parks function, in part, as ecological reserves for plants in and wildlife. With these significant natural resources in mind, we also developed a suite of natural resource management recommendations in light of increasing threats from within and outside park boundaries. We hope that our approach can provide a blueprint for natural resource conservation at publically owned lands.  相似文献

Complex relationships exist between human nature and needs, cultural evolution and ecological dynamics. The purpose of this paper is to present a working hypothesis that explores how we may reverse worsening underdevelopment, poverty and unsustainability trends world-wide. Empirical evidence from cultural history and contemporary project experience are used to suggest a development process that combines three critical dimensions: ethics, productive social interaction and knowledge integration. Logic dictates that the process should be applied in any given country to mobilize investment in supplies of natural, human and economic capital, principally biodiversity, soil and water conservation, education and public health. A sociopolitical theory of underdevelopment is presented to suggest that unethical virtual cartels control social interaction, knowledge integration and resource mobilization, precipitating negative feedback effects on human development, ecological stability and, ultimately, cultural evolution. The hypothesis was formulated using observations over 5 years in Mexico and case-study experience to initiate an alternative process of water resource conservation.  相似文献

Coastal communities experience a wide array of environmental and social changes to which they must constantly adapt. Further, a community's perception of change and risk has significant implications for a community's willingness and ability to adapt to both current and future changes. As part of a larger study focusing on the adaptive capacity of communities on the Andaman Coast of Thailand, we used Photovoice to open a dialogue with communities about changes in the marine environment and in coastal communities. This article presents the results of two exploratory Photovoice processes and discusses prospects for using the Photovoice method for exploring social and environmental change. Changes examined included a number of broader environmental and social trends as well as ecological specifics and social particularities in each site. Participants also explored the social implications of environmental changes, the impacts of macro-scale processes on local outcomes, and emotive and active responses of individuals and communities to change. Photovoice is deemed a powerful method for: examining social, environmental, and socio-ecological change, triangulating to confirm the results of other scientific methods, revealing novel ecological interactions, and providing input into community processes focusing on natural resource management, community development, and climate change adaptation.  相似文献

The governance activities of capital and the state include attempts to control the timing and spacing of social activities such as the production of environmental risks and settlement of different social groups. The supervisory activities that have shaped the environmental and social history of the Botany/Randwick area are identified here, to examine how the HCB waste risk developed in that community. The analysis shows that multiple environmental risks and an ethnically diverse, working class community have been brought together in space to create environmental injustice. Analysing the governance of one environmental risk like hexachlorobenzene (HCB) waste may not increase understanding about communities facing multiple environmental risks or the supervisory processes that lead to the unfair accumulation of risks for particular places or social groups. Lessons from the environmental justice movement suggest that reframing problems like HCB waste management at Botany/Randwick as distributive justice issues may contribute to governance arrangements that better manage multiple risks and pollution sources in space affecting marginalised communities.  相似文献
