Loss and damage (L&D) from climate change has threatened the sustainable development of humankind, while the progress of mitigative and adaptive measures carried out under the international multilateral framework has been slow. The scientific community and policymakers have placed increasing emphasis on the international L&D response mechanism as a potential direct solution. This paper reviewed the origins of such a mechanism, with an in-depth analysis of the related connotations. A review of the existing situation in China on work related to L&D arising from climate change was conducted, followed by a summary of the findings. Finally, measures and recommendations to improve China’s efforts were proposed in this issue.  相似文献

Sub-Saharan Africa is particularly vulnerable to climate change. Multiple biophysical, political, and socioeconomic stresses interact to increase the region’s susceptibility and constrain its adaptive capacity. Climate change is commonly recognized as a major issue likely to have negative consequences on food security and livelihoods in the region. This paper reviews three bodies of scholarship that have evolved somewhat separately, yet are inherently interconnected: climate change impacts, vulnerability and adaptation, food security, and sustainable livelihoods. The paper develops a conceptualization of the relationships among the three themes and shows how food security’s vulnerabilities are related to multiple stresses and adaptive capacities, reflecting access to assets. Food security represents one of several livelihood outcomes. The framework shows how several research paradigms relate to the issue of food security and climate change and provides a guide for empirical investigations. Recognizing these interconnections can help in the development of more effective policies and programs. The framework is applied here to synthesize findings from an array of studies in sub-Saharan Africa dealing with vulnerability to climate change, food security, and livelihoods.  相似文献

A survey documenting how climate change is perceived, experienced, and responded to in the Canadian mining sector was administered to industry practitioners at the Prospectors & Developers Association of Canada annual meeting. Nine key findings from the survey are discussed: (1) The Canadian mining sector is sensitive to climate-related conditions. (2) Climate change is perceived to be having a negative impact on mining operations. (3) Companies are taking action to manage the current impacts. (4) Cost and uncertainty are commonly identified barriers to adapting to current climate change. (5) Future climate change is expected to have impacts for the industry. (6) Climate change projections are perceived as threats by the majority of respondents. (7) Despite the perceived threat, companies are not currently taking action to plan for future impacts. (8) Cost and uncertainty are commonly identified barriers to adapting to future climate change impacts. (9) The mining sector is currently making efforts to reduce greenhouse gas emissions. The survey is exploratory in nature, establishing a baseline for targeted research to assess in greater detail the vulnerability of mining to climate change.  相似文献

There is growing concern in Sri Lanka over the impact of climate change, variability and extreme weather events on food production, food security and livelihoods. The link between climate change and food security has been mostly explored in relation to impacts on crop production or food availability aspects of food security, with little focus on other key dimensions, namely food access and food utilization. This review, based on available literature, adopted a food system approach to gain a wider perspective on food security issues in Sri Lanka. It points to several climate-induced issues posing challenges for food security. These issues include declining agriculture productivity, food loss along supply chains, low livelihood resilience of the rural poor and prevalence of high levels of undernourishment and child malnutrition. Our review suggests that achieving food security necessitates action beyond building climate resilient food production systems to a holistic approach that is able to ensure climate resilience of the entire food system while addressing nutritional concerns arising from impacts of climate change. Therefore, there is a pressing need to work towards a climate-smart agriculture system that will address all dimensions of food security. With the exception of productivity of a few crop species, our review demonstrates the dearth of research into climate change impacts on Sri Lanka’s food system. Further research is required to understand how changes in climate may affect other components of the food system including productivity of a wider range of food crops, livestock and fisheries, and shed light on the causal pathways of climate-induced nutritional insecurity.  相似文献

Abstract

To determine the climate changes that are due to natural variability and those due to human activities is quite challenging, just like delineating the impacts. Moreover, it is equally difficult to ascertain the adaptive strategies for coping with the climate changes and in particular for developing countries like Kenya. While climate change is a global phenomenon, the impacts are more or less specific to local areas such as observed in Kenyan case. Therefore climate change impacts adaptation strategies are appropriately applicable to a given local perspective. The study investigated the main indicators of climate change and effective adaptive strategies that can be employed in Kenya. Based on online questionnaire survey, the study established unpredictable rainfall patterns as the major indicator of climate change in the country, while water harvesting and change of cropping methods are the best adaptive strategies.  相似文献

Small island developing states (SIDS) have been identified as some of the most vulnerable countries to the impacts of climate change due to inherent environmental, economic, and demographic characteristics. As SIDS experience impacts of climate change and reach their limits to adaptation, the identification and management of loss and damage is essential. Monitoring and evaluating loss and damage, and implementing effective responses to address these impacts, becomes even more important in a 1.5 °C or warmer world, as impacts from climate change increase. As global agreements on climate change are implemented and mechanisms to manage impacts continue to be negotiated and established, the existing ability of SIDS to monitor and respond to loss and damage must be evaluated to determine gaps that must be addressed in a 1.5 °C or warmer world. This research utilizes interviews with UNFCCC climate change negotiators for SIDS and analysis of Intended Nationally Determined Contributions, to assess the state of loss and damage management in SIDS. The research provides an assessment of loss and damage already being experienced in SIDS, the status of existing mechanisms to actively monitor and evaluate loss and damage, and the existence of policies and mechanisms in SIDS to address loss and damage. Three areas of concern appear to be common for SIDS: lack of data relating to loss and damage, gaps in financial assessments of loss and damage, and a lack of policies or mechanisms targeted at loss and damage. These issues appear to be most acute in relation to slow onset impacts. Cumulatively, these challenges may present difficulties in detection and attribution and in obtaining a holistic understanding of the extent and costs of loss and damage for SIDS.  相似文献

气候变化已成为不争的事实.减缓和适应是人类应对气候变化的两类主要措施,在气候变化减缓行动难以很快奏效的情形下,采取具有针对性的适应战略已经成为世界各国更为紧迫的选择.一个有效的适应行动机制需要全社会的广泛参与,而公众和决策层对气候变化的认知是适应行动机制的形成基础.本文以银川阅海湿地适应气候变化能力建设为研究案例,从政府部门和社会公众两个层次进行讨论,比较其对气候变化的认知程度及其对适应措施的评价和需求,以期对适应气候变化策略的认知基础研究提供依据.研究结果表明,无论社会公众和决策层,适应气候变化的意识基础均已基本形成,但公众的认知基础要弱于决策层,并且在认知的准确程度上低于决策层;公众和决策层对气候变化适应政策的实施都做出了正面的评价,但决策层的评价普遍显著高于公众;对于适应政策的需求,公众的政策需求主要集中在公共服务方面,而决策层的适应策略是多方位的,也包括通过限制个人行为来获得公共利益.  相似文献

The present research established a preliminary indicator assessment system satisfying Chinese characters for exposure, sensitivity, and social adaptive capacity related to climate change. The 31 province-level administrative regions in mainland China were considered in our research. We developed three dimensions of indices related to climate change, including primary, secondary, and tertiary indicators. We chose all variables and indicators based on a literature review and used principal component analysis and the varimax method to develop a weighted assessment index system. Districts in central China scored higher on the overall exposure index than other sample districts, western China generally exhibited higher sensitivity, and eastern China exhibited comparatively higher social adaptive capacity than the other regions. This study also provides perspective for adaptation policies that all regions in China could adopt to determine development direction decision-making based on their specific conditions and diversified comparative advantages to enhance adaptive capacity in response to climate change.  相似文献

The search for strategies to address ‘super wicked problems’ such as climate change is gaining urgency, and a collaborative governance approach, and adaptive co-management in particular, is increasingly recognized as one such strategy. However, the conditions for adaptive co-management to emerge and the resulting network structures and relational patterns remain unclear in the literature. To address these identified needs, this study examines social relationships from a network perspective while initiating a collaborative multiactor initiative aimed to develop into adaptive co-management for climate change adaptation, an action research project undertaken in the Niagara region of Canada. The project spanned 1 year, and a longitudinal analysis of participants’ networks and level of participation in the process was performed. Evidence of support for climate change adaptation from the process included the development of deliberative and adaptive responses to opportunities presented to the group and the development of a strong subgroup of participants where decision-making was centered. However, the complexity of the challenge of addressing climate change, funding constraints, competing initiatives, and the lack of common views among participants may have contributed to the group, highlighting the finding that beneficial network structural features and relational patterns are necessary but not sufficient condition for the development of an adaptive co-management process. The context of climate change adaptation may require a different social network structure and processes than other contexts for adaptive co-management to occur, and there may be limitations to adaptive co-management for dealing with super wicked problems.  相似文献

Understanding how individuals perceive their ability to adapt to climate change is critical to understanding adaptation decision-making. Drawing on a survey of 483 smallholder farmer households in the Loess Plateau region of China, we examine the factors that shape smallholder farmer perceptions of their ability to adapt to climate change and their stated intent to do so. We apply a proportional odds ordered logistic regression model to identify the role that determinants of adaptive capacity play in shaping smallholders’ perceived self-efficacy and adaptation intent. Our study provides further evidence that self-efficacy beliefs are a strong, positive predictor of adaptation intent. Our study suggests that human capital, information and technology, material resources and infrastructure, wealth and financial capital, and institutions and entitlements all play an important role in shaping smallholder perceived self-efficacy, while state-society dependencies may reduce smallholder perceived self-efficacy. In addition, our study suggests that perceiving climate change risks and impacts do not necessarily lead to an intention to adapt. Overall, our findings highlight the importance of incorporating both the objective determinants of smallholders’ adaptive capacity and their subjective perceptions of these objective determinants into future climate change adaptation programs and policies in order to facilitate adaptive actions. Identifying factors that cause individuals to have a low estimation of their adaptive ability may allow planned adaptation interventions to address these perceived limitations and encourage adaptive behavior.  相似文献

Sustainability is achieved only when there is full reconciliation between: (1) economic development; (2) meeting, on an equitable basis, growing and changing human needs and aspirations; and (3) conserving the limited natural resources and the capacity of the environment to absorb the mulitple stresses that are a consequence of human activities. The linkages between climate and sustainability are examined in the context of both the wider Asia-Pacific region and local level climate risks and adaptation responses. These findings are used to underpin and illustrate several implications for sustainability science. Climate change is seen as both an impediment to increasing sustainability and as an opportunity, though in most cases the former far outweighs the latter. Assessments of climate change vulnerability and risk are shown to be of critical importance because they inform decisions as to where resources for adaptation are best invested. They also show whether global efforts to reduce greenhouse gas emissions need to be strengthened because of limits to adaptation. In practice, adaptation takes place at many levels, essentially ranging between tangible interventions at community and enterprise level and national and international efforts to strengthen the enabling environment for adaptation. It is informative to undertake regional assessments of adaptation, even though most adaptation interventions need to reflect local conditions, including local adaptive capacities. The foregoing findings, based in part on a series of regional and local case studies, lead to several recommendations for further research that will help reduce barriers to implementing responses that reduce climate related risks, including adverse consequences for sustainability. The recommendations relate to such themes as making optimum use of predictive capabilities, characterising the linkages between climate change and sustainability, implications of the required rates and magnitudes of adaptation, institutional responses that enhance adaptive capacity, use of new and traditional technologies, the multiple dimensions of social responsibility, and enhancing the enabling environment for adaptation at the community and enterprise level. If these recommendations are acted upon they will, in turn, help address much needed improvements in quantifying the costs and benefits of adaptation, prioritising adaptation options, assessing sustainable development tradeoffs, and monitoring the success of adaptation initiatives. Such improvements will have even greater utility if they are incorporated into user-friendly decision support tools for adaptation.  相似文献

This article studies the relationship between the ideology of newspapers and their climate change coverage. Previous research has focused on the British press (Carvalho, 2007; Carvalho & Burgess, 2005). Our research broadens this scope to the French and Dutch media. The results show that the ideology of newspapers in the Netherlands is not related to climate change coverage, while in France the ideology of newspapers is related to some key aspects of climate change coverage, i.e., the presentation of the necessity of actions against climate change and the tone of climate change coverage. The findings suggests that ideological cultures play a role in the coverage of climate change in countries in which global warming has brought about much discussion in the political field and that are characterized by a highly competitive media landscape which is historically related to the political field.  相似文献

Meteorological-driven processes exert large and diverse impacts on lakes and their water quality; these impacts can be hydrologic, thermal, hydraulic, chemical, biochemical, or ecological. The impact of climate change on Lake Tahoe (California–Nevada) was investigated here as a case study of climate change effects on the physical processes occurring within lakes. The already published trends of meteorological variables were used to assess the effects of global warming on Lake Tahoe dynamics. Records from the period 1969–2002 show that Lake Tahoe has became warmer and more stable. A series of simulation years into the future (i.e., 2000–2040) was established using flows, loads, and meteorology data sets for the period 1994–2004. Results of 40-year simulations show that the lake continues to become warmer and more stable, and mixing is reduced. Possible changes in water quality because of global warming are discussed through inference, although these are not specifically simulated. Many existing problems may be exacerbated due to climate change, yet extreme uncertainty depends on the rate and magnitude of climate change. Therefore, shifts in water quality and quantity due to climate change should be integrated into contemporary planning and management in an adaptive manner, and the research and development of impact assessment methodology should focus on approaches that can handle extreme uncertainty. The general alternatives for lake management due to climate change are discussed. Depending on the specific case, further intensive research is suggested to restore lake water quality.  相似文献

Drylands are home to more than two billion people and are characterised by frequent, severe droughts. Such extreme events are expected to be exacerbated in the near future by climate change. A potentially simple and cost-effective mitigation measure against drought periods is sand dams. This little-known technology aims to promote subsoil rainwater storage to support dryland agro-ecosystems. To date, there is little long-term empirical analysis that tests the effectiveness of this approach during droughts. This study addresses this shortcoming by utilising multi-year satellite imagery to monitor the effect of droughts at sand dam locations. A time series of satellite images was analysed to compare vegetation at sand dam sites and control sites over selected periods of drought, using the normalised difference vegetation index. The results show that vegetation biomass was consistently and significantly higher at sand dam sites during periods of extended droughts. It is also shown that vegetation at sand dam sites recovers more quickly from drought. The observed findings corroborate modelling-based research which identified related impacts on ground water, land cover, and socio-economic indicators. Using past periods of drought as an analogue to future climate change conditions, this study indicates that sand dams have potential to increase adaptive capacity and resilience to climate change in drylands. It therefore can be concluded that sand dams enhance the resilience of marginal environments and increase the adaptive capacity of drylands. Sand dams can therefore be a promising adaptation response to the impacts of future climate change on drylands.  相似文献

Images of animals, particularly polar bears, harmed by climate change are often used in environmental campaigns, despite warnings of potential reactance and resultant perceived distance from the issue. As an alternative to these emotional appeals, environmental campaigns could encourage an objective (i.e., emotionally detached) perspective on climate change impacts. The present research tests the effects of a message that encourage empathic vs. objective perspectives toward polar bears harmed by climate change on emotions and subsequent support for climate change activism among 241 American adults through an online survey. Contrary to popular warnings, the present research found no reactance toward portraying harm to polar bears from climate change and no benefits of taking an objective perspective toward the polar bears. Instead, portrayals of polar bears harmed by climate change motivated both environmentalists and non-environmentalists to donate money to environmental activist groups when they took an empathic perspective toward the animals. Empathy and hope explain effects for environmentalists and empathy, hope, worry, personal guilt, and boredom explain effects for non-environmentalists.  相似文献

Abstract

For the adverse impacts of climate change, China government should place the problem of adaptation to climate change on the agenda. It is time to institute and implement a state adaptive strategy to reduce the adverse impacts on economy, community and people's health and life by international cooperation and our own endeavor. A state strategy of adaptation to climate change should be closely linked with other current interrelated national strategies, and they should be supplemented and improved by each other. This paper discusses the roles of the state strategy of adaptation to climate change in the state climate change integrative strategy, the environmental protection strategy, and the sustainable development strategy in China. Drought is a part of the normal climate variability and the life and livelihoods of the Western United States. However, drought can also be a high impact or extreme event in some cases, such as the exceptional 2002 drought that had deleterious impacts across the Western United States. Studies of long-term climate variability along with climate change projections indicate that the Western United States should expect much more severe and extended drought episodes than experienced over the last century when most modern water law and policies were developed, such as the 1922 Colorado River Compact. This paper will discuss research examining regional socio-natural climate vulnerability and adaptive response capacities to the 2002 drought in the Yampa–White Basins region of Colorado across sectors and will demonstrate how a bottom-up or “toad’s eye” approach to understanding drought is paramount to complement top-down, instrumental data-driven analyses of drought. The results of empirical observations through interviews and participant observation in combination with analysis of drought indicators will be presented. Implications for adaptation research and planning for climate variability and change will be discussed.  相似文献

Climate change strongly affected the structure and functions of natural ecosystems, e.g. the vegetation productivity decreased in the Northeast permafrost region due to the higher temperature and less precipitation, whereas in the Tibetan Plateau, the vegetation productivity increased, owing to the improved thermal resource. Climate change led to reduced precipitation in North and Northeast China and thus the reduced surface runoff. The public needs for energy were changed because of climate change, e.g. the shorter heating period in winter. Climate change profoundly influenced human health, pathophoresis and major projects by increasing extreme events, including frequency and magnitude, and causing more serious water shortage. Under the background of climate change, although the improved thermal resources can be helpful for extending the crop growth period, more extreme events may resulted in more instability in agricultural productivity. Not only did climate change indirectly affect the secondary and tertiary industries through the impacts on agriculture and natural resources, but also climate change mitigation measures, such as carbon tax, tariff and trading, had extensive and profound influences on the socioeconomic system. Further analysis indicated that the impact of climate change presented significant regional differences. The impact had its pros and cons, while the advantages outweighed the disadvantages. Based on the above analysis on the impacts of climate change, we put forward suggestions on coping with climate change. First, scientifically dealing with climate change will need to seek advantages while avoiding the disadvantages of climate change in order to achieve the orderly adaptation to climate change, which is characterized with “Overall best, long-term benefit.” Second, quantitative adaptation should be given more attention, e.g. proposing operational schemes and predictable goals and using uncertainty analysis on adaptation measures. Third, more active coping strategy should be adopted to enhance China’s future comprehensive competitiveness. The strategies include but are not limited to gradually adjusting the industrial structure, intensifying the research and development (R&D) of emission reduction technology and actively responding to the influence of carbon tax, tariff and trading on socioeconomic development in China.  相似文献

Corals and coral-associated species are highly vulnerable to the emerging effects of global climate change. The widespread degradation of coral reefs, which will be accelerated by climate change, jeopardizes the goods and services that tropical nations derive from reef ecosystems. However, climate change impacts to reef social–ecological systems can also be bi-directional. For example, some climate impacts, such as storms and sea level rise, can directly impact societies, with repercussions for how they interact with the environment. This study identifies the multiple impact pathways within coral reef social–ecological systems arising from four key climatic drivers: increased sea surface temperature, severe tropical storms, sea level rise and ocean acidification. We develop a novel framework for investigating climate change impacts in social–ecological systems, which helps to highlight the diverse impacts that must be considered in order to develop a more complete understanding of the impacts of climate change, as well as developing appropriate management actions to mitigate climate change impacts on coral reef and people.  相似文献

To examine the factors that support adaptation within a regional and sectoral context, this article explores five climate-sensitive sectors in North and South Carolina (Forestry, Government Administration, Tourism, Water Management, and Wildlife Management) and the role of partnerships, collaborations, and networks in facilitating climate adaptation and related activities. Drawing from 117 online questionnaires and interviews with sector leaders across the Carolinas, the article highlights several key functions of networks in regard to supporting adaptation—intra-sector information sharing; monitoring, data collection, and research; and education and outreach. Furthermore, the analysis examines how climate networks in the region have facilitated the development of bonding, bridging, and linking social capital while also noting factors that have constrained the growth and success of both intra- and cross-sector collaboration. Although no formal, or discrete, state or regional cross-sector climate change network exists in the Carolinas, climate adaptations and capacity-building efforts have been supported by ad hoc and decentralized networks, emerging collegial partnerships within and across sectors, and collaborative efforts to pool expertise and resources. The role of different forms of social capital within these networks is discussed in the context of a contentious political environment where support for activities designed to address climate change is limited. These findings enhance our understanding of the social factors and relational processes that shape and influence capacity to adapt to climate change.  相似文献
