There is a growing availability of climate change information, offered to scientists and policy makers through climate services. However, climate services are not well taken up by the policy-making and planning community. Climate services focus on primary impacts of climate change, e.g., the disclosure of precipitation and temperature data, and this seems insufficient in meeting their needs. In this paper, we argue that, in order to reach the spatial planning community, climate services should take on a wider perspective by translating climate data to policy-relevant indicators and by offering support in the design of adaptation strategies. We argue there should be more focus on translating consequences of climate change to land-use claims and subsequently discuss the validity, consequences and implications of these claims with stakeholders, so they can play a role in spatial planning processes where much of the climate adaptation takes place. The term Climate Adaptation Services is introduced as being a stepwise approach supporting the assessment of vulnerability in a wider perspective and include the design and appraisal of adaptation strategies in a multi-stakeholder setting. We developed the Climate Adaptation Atlas and the Climate Ateliers as tools within the Climate Adaptation Services approach to support decision-making and planning processes. In this paper, we describe the different steps of our approach and report how some of the challenges were addressed.  相似文献

Climate change increases the vulnerability of low-lying coastal areas. Careful spatial planning can reduce this vulnerability, provided that decision-makers have insight into the costs and benefits of adaptation options. This paper addresses the question which adaptation options are suitable, from an economic perspective, to adapt spatial planning to climate change at a regional scale. We apply social cost–benefit analysis to assess the net benefits of adaptation options that deal with the impacts of climate change-induced extreme events. From the methods applied and results obtained, we also aim at learning lessons for assessing climate adaptation options. The case study area, the Zuidplaspolder, is a large-scale urban development project in the Netherlands. The costs as well as the primary and secondary benefits of adaptation options relating to spatial planning (e.g. flood-proof housing and adjusted infrastructure) are identified and where possible quantified. Our results show that three adaptation options are not efficient investments, as the investment costs exceed the benefits of avoided damages. When we focus on ‘climate proofing’ the total area of the Zuidplaspolder, when the costs and benefits of all the presented adaptation options are considered together, the total package has a positive net present value. The study shows that it is possible to anticipate climate change impacts and assess the costs and benefits of adjusting spatial planning. We have learned that scenario studies provide a useful tool but that decision-making under climate change uncertainty also requires insight into the probabilities of occurrence of weather extremes in the future.  相似文献

Climate change impacts affecting coastal areas, such as sea-level rise and storm surge events, are expected to have significant social, economic and environmental consequences worldwide. Ongoing population growth and development in highly urbanised coastal areas will exacerbate the predicted impacts on coastal settlements. Improving the adaptation potential of highly vulnerable coastal communities will require greater levels of planning and policy integration across sectors and scales. However, to date, there is little evidence in the literature which demonstrates how climate policy integration is being achieved. This paper contributes to this gap in knowledge by drawing on the example provided by the process of developing cross-sectoral climate change adaptation policies and programmes generated for three coastal settlement types as part of the South East Queensland Climate Adaptation Research Initiative (SEQCARI), a 3-year multi-sectoral study of climate change adaptation options for human settlements in South East Queensland, Australia. In doing so, we first investigate the benefits and challenges to cross-sectoral adaptation to address climate change broadly and in coastal areas. We then describe how cross-sectoral adaptation policies and programmes were generated and appraised involving the sectors of urban planning and management, coastal management, emergency management, human health and physical infrastructure as part of SEQCARI. The paper concludes by discussing key considerations that can inform the development and assessment of cross-sectoral climate change adaptation policies and programmes in highly urbanised coastal areas.  相似文献

Climate change is predicted to have a range of impacts on Pacific Island ecosystems and the services they provide for current and future development. There are a number of characteristics that can make adaptation approaches that utilise the benefits of ecosystems a compelling and viable alternative to other adaptation approaches. The objective of this paper is to determine what level of relative influence technical and planning considerations currently have in guiding the recognition and application of ecosystem-based adaptation (EbA) approaches in the Pacific Islands context. The technical feasibility of EbA in relation to the expected impacts of climate change and the compatibility of adaptation planning processes of the Pacific Islands with EbA requirements was considered. The main barrier to fully implementing EbA in the Pacific Islands is not likely to be financial capital, but a combination of stable technical capacity within government departments to advise communities on EbA opportunities and the compatibility of planning frameworks.  相似文献

Mozambique, like many African countries, is already highly susceptible to climate variability and extreme weather events. Climate change threatens to heighten this vulnerability. In order to evaluate potential impacts and adaptation options for Mozambique, we develop an integrated modeling framework that translates atmospheric changes from general circulation model projections into biophysical outcomes via detailed hydrologic, crop, hydropower and infrastructure models. These sector models simulate a historical baseline and four extreme climate change scenarios. Sector results are then passed down to a dynamic computable general equilibrium model, which is used to estimate economy-wide impacts on national welfare, as well as the total cost of damages caused by climate change. Potential damages without changes in policy are significant; our discounted estimates range from US$ 2.3 to US $7.4 billion during 2003?C2050. Our analysis identifies improved road design and agricultural sector investments as key ??no-regret?? adaptation measures, alongside intensified efforts to develop a more flexible and resilient society. Our findings also support the need for cooperative river basin management and the regional coordination of adaptation strategies.  相似文献

Information helps decision makers to address and to decide about environmental problems. In the context of climate change adaptation, often knowledge is missing on how the available information from impact models affects the decision-making process. The main aim of this study was to explore the extent of ambiguity and how new climate change information influenced decision of forest planners. We investigated changes in decisions of planners about forestry actions representing species choice and forest tourism and expiry dates of these actions leading to environmental constraints in the provision of ecosystem services. Forest planners evaluated expiry dates using four forest ecosystem services: forest production, stand yield class, sequestered carbon, and potential tourism. Data were collected during workshops with eleven forest planners from three forest districts in Scotland. Presented climate change information modified the understanding and frames of planners about forestry actions assessed with accompanying expiry dates. Changes in the frames of planners often result in both earlier and later expiry dates. Ambiguity of planners was found to be dependent on diversity in frames and difficulty in evaluating multiple ecosystem services. These findings imply that due to ambiguity forest planners might find it hard to choose climate change adaptation measures and researchers can struggle to convince planners with new research findings.  相似文献

Climate change will affect all sectors of society and the environment at all scales, ranging from the continental to the national and local. Decision-makers and other interested citizens need to be able to access reliable science-based information to help them respond to the risks of climate change impacts and assess opportunities for adaptation. Participatory integrated assessment (IA) tools combine knowledge from diverse scientific disciplines, take account of the value and importance of stakeholder ‘lay insight’ and facilitate a two-way iterative process of exploration of ‘what if’s’ to enable decision-makers to test ideas and improve their understanding of the complex issues surrounding adaptation to climate change. This paper describes the conceptual design of a participatory IA tool, the CLIMSAVE IA Platform, based on a professionally facilitated stakeholder engagement process. The CLIMSAVE (climate change integrated methodology for cross-sectoral adaptation and vulnerability in Europe) Platform is a user-friendly, interactive web-based tool that allows stakeholders to assess climate change impacts and vulnerabilities for a range of sectors, including agriculture, forests, biodiversity, coasts, water resources and urban development. The linking of models for the different sectors enables stakeholders to see how their interactions could affect European landscape change. The relationship between choice, uncertainty and constraints is a key cross-cutting theme in the conduct of past participatory IA. Integrating scenario development processes with an interactive modelling platform is shown to allow the exploration of future uncertainty as a structural feature of such complex problems, encouraging stakeholders to explore adaptation choices within real-world constraints of future resource availability and environmental and institutional capacities, rather than seeking the ‘right’ answers.  相似文献

International aid is increasingly focused on adaptation to climate change. At recent meetings of the parties to the United Nations Framework Convention on Climate Change, the developed world agreed to rapidly increase international assistance to help the developing world respond to the impacts of climate change. In this paper, we examine the decision-making challenges facing internationally supported climate change adaptation projects, using the example of efforts to implement coastal protection measures (e.g. sea walls, mangrove planting) in Kiribati. The central equatorial Pacific country is home to the Kiribati Adaptation Project, the first national-level climate change adaptation project supported by the World Bank. Drawing on interview and document research conducted over an 8-year period, we trace the forces influencing decisions about coastal protection measures, starting from the variability and uncertainty in climate change projections, through the trade-offs between different measures, to the social, political, and economic context in which decisions are finally made. We then discuss how sub-optimal adaptation measures may be implemented despite years of planning, consultation, and technical studies. This qualitative analysis of the real-world process of climate change adaptation reveals that embracing a culturally appropriate and short-term (~20 years) planning horizon, while not ignoring the longer-term future, may reduce the influence of scientific uncertainty on decisions and provide opportunities to learn from mistakes, reassess the science, and adjust suboptimal investments. The limiting element in this approach to adaptation is likely to be the availability of consistent, long-term financing.  相似文献

Climate change is expected to be a major driving force of landscape in the coming decades. It will have a multitude of potential impacts that vary in intensity and effect according to region and sector. In the context of global warming, the climate of China has changed significantly in the recent 100 years. The reason for climate change in China is mainly due to irrational land use caused by human activities, which chiefly results in the rapid industrialization and urbanization process. Based on an assessment model, this research represents a picture of the impacts of climate change in six districts of Hangzhou region. The aim of this paper is to conclude, on the one hand, some of Hangzhou sensitivities in relation to the primary effects of climate change. On the other hand, a reflection is made on a methodology to formulate preconditions on a scientific basis for further research by design of integrated adaptation options for the future spatial developments in function to upgrade Hangzhou resilience in relation to climate change challenges.  相似文献

To be effective, climate change adaptation needs to be mainstreamed across multiple sectors and greater policy coherence is essential. Using the cases of Malawi, Tanzania and Zambia, this paper investigates the extent of coherence in national policies across the water and agriculture sectors and to climate change adaptation goals outlined in national development plans. A two-pronged qualitative approach is applied using Qualitative Document Analysis of relevant policies and plans, combined with expert interviews from non-government actors in each country. Findings show that sector policies have differing degrees of coherence on climate change adaptation, currently being strongest in Zambia and weakest in Tanzania. We also identify that sectoral policies remain more coherent in addressing immediate-term disaster management issues of floods and droughts rather than longer-term strategies for climate adaptation. Coherence between sector and climate policies and strategies is strongest when the latter has been more recently developed. However to date, this has largely been achieved by repackaging of existing sectoral policy statements into climate policies drafted by external consultants to meet international reporting needs and not by the establishment of new connections between national sectoral planning processes. For more effective mainstreaming of climate change adaptation, governments need to actively embrace longer-term cross-sectoral planning through cross-Ministerial structures, such as initiated through Zambia’s Interim Climate Change Secretariat, to foster greater policy coherence and integrated adaptation planning.  相似文献

Planning for adaptation to climate change is often regarded to be a local imperative and considered to be more effective if grounded on a solid evidence base and recognisant of relevant climate projections. Research has already documented some of the challenges of making climate information usable in decision-making but has not yet sufficiently reflected on the role of the wider institutional and regulatory context. This article examines the impact of the external institutional context on the use and usability of climate projections in local government through an analysis of 44 planning and climate change (adaptation) documents and 54 semi-structured interviews with planners in England and Germany conducted between July 2013 and May 2014. We show that there is little demand for climate projections in local adaptation planning in either country due to existing policy, legal and regulatory frameworks. Local government in England has not only experienced a decline in use of climate projections, but also the waning of the climate change adaptation agenda more widely, amidst changes in the planning and regulatory framework and severe budget cuts. In Germany, spatial planning makes substantial use of past and present climate data, but the strictly regulated nature of planning prevents the use of climate projections, due to their inherent uncertainties. Findings from the two countries highlight that if we are to better understand the usability of climate projections, we need to be more aware of the institutional context within which planning decisions are made. Otherwise we run the risk of continuing to provide tools and information that are of limited use within their intended context.  相似文献

Climate adaptation is a complex task surrounded by uncertainty. To support climate adaptation policies, a new scenario approach is pursued to explore possible discontinuous future developments of societal perspectives on climate adaptation issues. The scenario approach was tested for a case study on Dutch river management. In a series of scenario development workshops, a select group of stakeholders explored the perspectives on the management of the River Meuse in the past, present, and future. The process was supported by an analytical perspectives mapping tool to illustrate and analyze the development of perspectives over time. The process and analytical tools contributed to insight into the drivers of perspective change for the case study at hand. Moreover, the stakeholders highlighted the potential of the approach for water management policy for creating awareness about the plurality of perspectives and the dynamics of perspective change, monitoring perspectives and perspective change as part of a flexible policy approach, and anticipating on the occurrence of shock events. Further work is required to better represent the social dynamics of perspectives change, to better empirically ground the perspective change model, and to apply integrated water models in the scenario development process to assess water–society interactions.  相似文献

Climate change is projected to have serious environmental, economic, and social impacts on Ghana, particularly on rural farmers whose livelihoods depend largely on rainfall. The extent of these impacts depends largely on awareness and the level of adaptation in response to climate change. This study examines the perception of farmers in Sekyedumase district of Ashanti region of Ghana on climate change and analyzes farmers’ adaptation responses to climate change. A hundred and eighty farming households were interviewed in February and October 2009. Results showed that about 92% of the respondents perceived increases in temperature, while 87% perceived decrease in precipitation over the years. The major adaptation strategies identified included crop diversification, planting of short season varieties, change in crops species, and a shift in planting date, among others. Results of logit regression analysis indicated that the access to extension services, credit, soil fertility, and land tenure are the four most important factors that influence farmers’ perception and adaptation. The main barriers included lack of information on adaptation strategies, poverty, and lack of information about weather. Even though the communities are highly aware of climate issues, only 44.4% of farmers have adjusted their farming practices to reduce the impacts of increasing temperature and 40.6% to decreasing precipitation, giving lack of funds as the main barrier to implementing adaptation measure. Implications for policymaking will be to make credit facilities more flexible, to invest in training more extension officers and more education on climate change and adaptation strategies.  相似文献

Global warming is perceived as one of the biggest global health risks of the twenty-first century and a threat to the achievement of sustainable (economic) development; especially in developing countries, climate change is believed to further exacerbate existing vulnerability to disease and food security risks, because their populations are, for example, more reliant on agriculture and more vulnerable to droughts and have a lower adaptive capacity. Furthermore, the health-related impacts of climate change are threatening to undo decades of development policies. The interactions between climate and non-climate factors are of vital importance in shaping human vulnerability to global warming. Climate change cannot be seen as ‘a stand-alone risk factor,’ but rather as an amplifier of existing health and food security risks and an additional strain on institutional infrastructures. In order to avoid a multiplication of health risks in the developing world, there is a need to better understand the multifaceted and complex linkages involved. This is further illustrated for two important climate change–induced health risks, namely malnutrition and malaria. As the amplification of existing and emerging health risks in the developing world might become the greatest tragedy of climate change, adaptation ranks high on developing countries’ agendas. Of particular importance are the discussions about the ‘Green Climate Fund,’ which aims to administer billions of dollars for mitigation and adaptation. Of course, making funds for adaptation available is an important first step, but we also need to ask ourselves the question how such adaptation policies and projects should take shape. This paper demonstrates that an adequate response to climate change health risks should take a systems approach toward adaptation, acknowledging the importance of the local context of the most vulnerable.  相似文献

Understanding the importance of cross-sectoral implications of climate and socio-economic change in Scotland is essential for adaptation policy. This study explored the direct and indirect sectoral impacts of future change using the CLIMSAVE Integrated Assessment Platform. There is great spatial diversity in projected impacts across Scotland, and increasing uncertainty in the direction of change of impacts from the national to regional scale associated with climate uncertainty. Further uncertainty associated with socio-economic change results in 6 out of 13 indicators (artificial surfaces, biodiversity vulnerability, forest area, land-use intensity, irrigation usage and land-use diversity) with robust directions of change at the national scale and only three (artificial surfaces, forest area and irrigation usage) that are robust across all regions of Scotland. Complex interactions between socio-economic scenario assumptions (e.g. food imports, population and GDP), climatic suitability and agricultural productivity and profitability lead to significant national and regional changes in the distribution and extent of land cover types, with resultant cross-sectoral interactions with water, forestry and biodiversity. Consequently, stakeholders characterised robust adaptation policy options, within the CLIMSAVE participatory process, as those beneficial to society (and the country) in all scenarios, irrespective of the direction of change of the impacts. The integration in CLIMSAVE of a participatory scenario development process and an integrated participatory modelling framework has allowed the exploration of future uncertainty in a structured approach and better represented the importance of qualitative information and the social and institutional contexts within adaptation research.  相似文献

Climate change can cause significant (un)foreseen changes in the fisheries sector. However, adaptation has the potential to moderate some of the impacts. This paper explores the challenges faced by both freshwater and marine fisheries sector in addressing climate change and teases out intervention measures from 21 African countries. The paper uses document analysis and draws selected analysis parameters from the grounded theory. The data are obtained from the United Nations Framework Convention on Climate Change National Communication reports. Among the key adaptation measures emerging from the analysis are: fish breeding, integrated coastal management, putting in place appropriate policies, water and flood management as well as research and development. The study concludes that adaptation in the African fisheries sector should be prioritised, an aspect that could also apply elsewhere in the world to enhance food security.  相似文献

Knowledge of climate change vulnerability and impacts is a prerequisite for formulating locally relevant climate change adaptation policies. A participatory approach has been used in this study to determine climate change vulnerability, impacts and adaptation aspects for the Kangsabati River basin, India. The study approach involved engaging with stakeholders representing state (sub-national), district and community levels, through an interactive brainstorming method, to understand stakeholder perceptions regarding (a) local characteristics which influence vulnerability, (b) climate change impacts and (c) relevant adaptation options. The study reveals that vulnerability varies across upstream, midstream and downstream sections of the river basin. Suggested adaptation options, in this predominantly agricultural basin, are found to be applicable across spatial scales. Stakeholder perceptions, regarding vulnerability and impacts, vary with the level of interaction, academic background and type of experience. Interaction confirms the notion that stakeholders have inherent knowledge regarding adaptation, reveals their preferences and ability to think unconventionally. We discuss limitations of the approach while demonstrating its ability to deliver locally relevant and acceptable adaptation options, which could facilitate implementation. We conclude that engaging stakeholders at multiple levels was highly effective in assessing locally relevant aspects of climate change vulnerability, impacts and applicable adaptation options in the Kangsabati River basin. Based on this assessment, a sub-basin scale is recommended for evaluating these aspects, especially for water resources and agricultural systems, through multi-level stakeholder input.  相似文献

Identifying effective adaptation strategies for coastal communities dependent on marine resources and impacted by climate change can be difficult due to the dynamic nature of marine ecosystems. The task is more difficult if current and predicted shifts in social and economic trends are considered. Information about social and economic change is often limited to qualitative data. A combination of qualitative and quantitative models provide the flexibility to allow the assessment of current and future ecological and socio-economic risks and can provide information on alternative adaptations. Here, we demonstrate how stakeholder input, qualitative models and Bayesian belief networks (BBNs) can provide semi-quantitative predictions, including uncertainty levels, for the assessment of climate and non-climate-driven change in a case study community. Issues are identified, including the need to increase the capacity of the community to cope with change. Adaptation strategies are identified that alter positive feedback cycles contributing to a continued decline in population, local employment and retail spending. For instance, the diversification of employment opportunities and the attraction of new residents of different ages would be beneficial in preventing further population decline. Some impacts of climate change can be combated through recreational bag or size limits and monitoring of popular range-shifted species that are currently unmanaged, to reduce the potential for excessive removal. Our results also demonstrate that combining BBNs and qualitative models can assist with the effective communication of information between stakeholders and researchers. Furthermore, the combination of techniques provides a dynamic, learning-based, semi-quantitative approach for the assessment of climate and socio-economic impacts and the identification of potential adaptation strategies.  相似文献
