Safety performance has a direct effect on employees' productivity and quality of work life, and on company profits and image in the community. Enormous human and financial losses can result from poor safety performance, and all such losses are preventable. To prevent these potential losses, safety performance must be continually improved across all levels of the organization. Effective safety programs are the key to improved safety performance. But how do we know when a safety program is effective? How can we measure safety performance and set goals for improvements? How can we track progress toward these goals? This article demonstrates how a powerful performance management tool —performance indexing— can be used to help improve safety performance throughout your company. I have seen a number of corporations accept the philosophy of TQEM and start the process of total quality environmental management with great enthusiasm. I believe that many organizations are attracted because TQM principles demand measurements of success and results that are definable for the environment. It reduces the emotionalism that frequently tends to surround environmental issues. Emotionalism has perhaps been the bane and boon of efforts by corporations and advocacy groups to incorporate environmental issues into the day-to-day functions of organizations. Abt Associates, a well-known research-based consulting firm, recently completed a study of U.S. Fortune 250 firms' environmental management programs. Abt found evidence that environmental performance is a competitive issue. Benchmarking is hotly pursued to develop firm-wide indices of performance. One third of the benchmarking is against competition, another third is against worldwide firms. There is a race to develop “Best in Class” standards now. E2M and Abt Associates have combined resources to study corporate Canada's environmental management programs and compare these with those of the United States. This research will help companies benchmark activities and will build a strong North American data base. Unfortunately it will not be ready in time to answer TQEM's question for this issue. Benchmarking can be a useful tool for understanding energy consumption patterns in an industrial facility and for designing policies to improve energy efficiency. Energy benchmarking for industry is a process in which the energy performance of an individual plant is compared against a common metric that represents ‘standard’ or ‘optimal’ performance. While benchmarking provides insights into the relative energy performance of the plant, it is also a good starting point for analysis of further improvement opportunities. In this paper, the development of an integrated benchmarking and energy efficiency evaluation tool, named BEST (Benchmarking and Energy Savings Tool), is described. The tool is based on a process-step benchmarking approach that allows for a wide variety of differences in feedstocks and products to be included in a fair comparison. BEST has been developed to support two Chinese integrated iron and steel plants in designing a strategic energy management program. BEST has been successfully applied to develop strategic energy-efficiency improvement targets. We describe the tool and report on its use.  相似文献

It views the industrial world as a natural system, embedded in local ecosystems and the global biosphere. It provides a fundamental understanding of the value of modeling the industrial system on ecosystems to achieve sustainable environmental performance. Benchmarking is a powerful management technique that can help improve an organization's environmental performance on a number of dimensions. Benchmarking is not a cookbook solution but a systematic process of searching for the organization that is the best at a given process (“best-in-class”) and continually adopting or adapting new processes to accelerate improvement. As a continual process including planning, analysis, integration, action, and maturity phases, benchmarking should be integrated into the planning stage of the management system. Once processes are strategically identified, they can be improved within the company's Total Quality Management program. Many benefits, such as teamwork and job satisfaction, accompany benchmarking, but the greatest companywide advantage is becoming more competitive. Finding a suitable partner is crucial to the success of the benchmarking process. This article shows the traditional one-on-one approach is the most effective because it saves time and money that allows organizations to learn from each other. In addition, examples of where benchmarking partners may be found, as well as several success indicators in the benchmarking process, are presented. Since the ultimate intent of benchmarking is positive change, the difference between reengineering and continuous performance improvement and the role benchmarking plays in each is also discussed.  相似文献

Recent years have seen the environment emerge as one of the most pressing issues facing American business. Eventually, environmental costs will affect the bottom line of every American company. A recent study in the National Law Journal estimates that cleanup of the nation's known hazardous wastes sites will cost $752 billion over thirty years under current environmental policies. Environmental legislation and regulations impose annual compliance costs estimated by the Environmental Protection Agency at more than $30 billion. In the near future, environmental expenses for cleanup, regulatory compliance, and management are anticipated to grow to between 2.5 and 3 percent of GNP. Corporations that wish to be competitive must successfully manage these costs while maintaining or improving their role as responsible corporate citizens. Implementing a comprehensive system for identifying and managing environmental costs requires a multidisciplinary team effort. Environmental costs impact product selection, design and pricing, capital budgeting, and future strategic direction. In order to make informed and meaningful managerial decisions on environmental programs, real cost data are vital. An environmental management systems (EMS) requires information to set goals and then monitor progress towards those goals over time. This article will discuss the current cost accounting systems (CASs) available to support the myriad goals of environmental management systems. In addition, the article will outline a framework for plotting the location of your current EMS on a matrix of regulatory and information requirements and evaluating whether your corporation's CAS is adequate to support the goals and objectives set by your environmental management program. By anticipating future regulatory and information requirements, flexible systems can be developed to adapt to new and more stringent regulations and more complex information requirements.  相似文献

The long-term ecological recovery of an impaired stream in response to an industrial facility’s pollution abatement actions and the implications of the biological monitoring effort to environmental management is the subject of this special issue of Environmental Management. This final article focuses on the synthesis of the biological monitoring program’s components and methods, the efficacy of various biological monitoring techniques to environmental management, and the lessons learned from the program that might be applicable to the design and application of other programs. The focus of the 25-year program has been on East Fork Poplar Creek, an ecologically impaired stream in Oak Ridge, Tennessee with varied and complex stressors from a Department of Energy facility in its headwaters. Major components of the long-term program included testing and monitoring of invertebrate and fish toxicity, bioindicators of fish health, fish contaminant accumulation, and instream communities (including periphyton, benthic macroinvertebrate, and fish). Key parallel components of the program include water chemistry sampling and data management. Multiple lines of evidence suggested positive ecological responses during three major pollution abatement periods. Based on this case study and the related literature, effective environmental management of impaired streams starts with program design that is consistent across space and time, but also adaptable to changing conditions. The biological monitoring approaches used for the program provided a strong basis for assessments of recovery from remedial actions, and the likely causes of impairment. This case study provides a unique application of multidisciplinary and quantitative techniques to address multiple and complex regulatory and programmatic goals, environmental stressors, and remedial actions.  相似文献

There is no simple recipe for success in implementing environmental accounting. Day-to-day needs and strategic objectives will determine how an organization can benefit from environmental accounting. Our previous article listed many potential applications of environmental accounting and discussed common environmental accounting objectives.1 This article is geared toward organizations that want to start implementing environmental accounting and create a foundation of success on which to build. In this context, the questions are (1) What are some logical starting points? and (2) Where do companies go from there? Local authorities are increasingly undertaking policy initiatives which aim to achieve local sustainability. Indeed, the rapid development in this area since its first tentative steps in the late 1980s is very impressive. However, it is legitimate to question whether any real progress has been made in improving local environmental conditions. This is almost impossible to determine as very few have translated policy rhetoric into measurable environmental achievement. Although the development of sustainability indicators will, in the long term, provide some means of measuring success, few authorities have the necessary precursor for its achievement in place: performance-based environmental programmes. This important stage of development has been all but missed in the rush for national and international credibility, often at the expense of local communities and their environment rather than for their benefit. This paper examines the activities of one local authority, the London Borough of Hackney, and its efforts to translate policy principals into practical Action for the Environment through the mechanism of performance review. It is concluded that performance review has a valuable role to play in achieving environmental improvements to help move society towards sustainability but, like any mechanism, there are limitations in its use which need to be acknowledged if it is to be used effectively. These are explored in detail in the paper in the hope that they assist others when developing similar performance-based environmental programmes.  相似文献

Electric utility companies in the United States and Canada are participating in a unique environmental benchmarking program (EBP) designed to comparatively assess environmental performance. Each company annually provides data on emissionslwastes, compliance, and other environmental aspects to an independent consultant, Research Triangle Institute (RTI), whose staff compiles the data and computes approximately 80 discrete environmental performance metrics for each company. RTI provides a confidential report for each participant presenting the results of the assessment. In addition, RTI conducts a follow-up assessment to determine “best-practices” of each of the top performers for each metric. The EBP provides each participant with useful information on its strengths and weaknesses relative to the other companies in the program as well as ideas on how to improve its environmental performance. Annual participation in the program allows a company to measure improvement in performance on an annual basis. This article summarizes the evolution of the EBP and describes the study methods and reporting approach. Our goal in sharing this information is to demonstrate the usefulness of the program and encourage further participation by all major North American electric utilities.  相似文献
