Present paper highlights various coastal issues and management strategies in India for effective environmental management for the sustainable development. The priorities for coastal management were selected based on the available date and material related to various international and national conferences. On the basis of secondary data, various strategies are suggested for the prioritized issues. These strategies include institutional strengthening, capacity building, policy plan, management plans for areas highly degraded, education and awareness; all these issues are discussed under the ecosystem-based management framework which gives better direction and is crucial for India??s costal management.  相似文献

This article focuses on the problems of water governance at a river basin level, and on the role of institutional coordination, participation and partnerships between multiple stakeholders towards sustainable water management. Its approach presupposes that institutional capacity building, strengthening coordination between government institutions (vertical and horizontal), on the one hand, and broadening participation and consolidating partnerships between public, private and civil society actors, on the other hand, is among effective tools in integrated water resource management in river basins. It explores environmental challenges, problems, emerging trends and recent institutional innovations in the Volga basin in Russia—the largest river basin in Europe. Transfer and adaptation of good practices in good water governance between the EU and Russia are discussed. This article presents some research findings and lessons learned from practice by the EC international project ‘CABRI—Cooperation along a big river: Institutional coordination among stakeholders for environmental risk management in the Volga basin’, which is assessed as one of the selected success stories of the European research.’  相似文献

Mainstreaming climate change adaptation (CCA) into plans and programs is still a new approach in adaptation and thus there is limited information on how to operationalize it on-ground. This paper addresses this gap by investigating the challenges in mainstreaming CCA into the local land use plans in the province of Albay, Philippines. Specifically, this paper developed 20 quantitative “mainstreaming indicators” to assess the state-of-play and the challenges for local mainstreaming. These indicators were classified under three groupings, namely, the information, institutional, and resource capacities of systems. Qualitative analysis of the indicator scores suggested that developing the institutional capacities of local governments is crucial in the local mainstreaming process. Likewise, the results highlighted the “institutional issues” indicator as the primary barrier in operationalizing the approach. These institutional issues are: fragmented laws and regulations; overlapping policy requirements; and the lack of guidelines for mainstreaming CCA into the local land use plans. Meanwhile, the “leadership” indicator, as signified by a climate change champion in Albay, was evaluated as an opportunity for local mainstreaming. The champion effectively led the CCA efforts because the existing institutional mechanisms supported the champion’s capacity to influence the behavior of people and produce collective action towards CCA.  相似文献

While methodological choices are critical for solution-oriented adaptation research, the current debate on these is underdeveloped and characterized by simple dichotomies such as bottom-up and top-down as well as vaguely defined concepts such as vulnerability. Adaptation challenges and approaches for addressing them are more diverse than these labels suggest. This paper addresses this deficit by developing a diagnostic framework that helps to identify approaches suitable for addressing a given adaptation challenge. The framework was developed out of the necessity to discuss diverse approaches from natural science, social science and practice in a set of adaptation case studies conducted within the European funded MEDIATION project. Based on these case studies complemented by the literature, we iteratively abstracted typical adaptation challenges researched, typical approaches taken, and empirical, theoretical and normative criteria applied for choosing a particular approach. Our results refine the methodological debate by distinguishing between the three general adaptation challenges of identifying adaptation needs, identifying adaptation measures and appraising adaptation options. Adaptation challenges are further classified according to private and public interest involved, individual or various types of collective action involved, data/model availability, decision-making time horizon, etc. For each type of challenge and approach, we give examples and discuss salient issues. Our results point to the opportunity to apply institutional and behavioural research to support the identification of measures and possibly avoiding barriers in practice. The diagnostic framework also serves as the basis for the forthcoming guidance for assessing vulnerability, impacts and adaptation to be published by the UNEP programme of research on climate change vulnerability, impacts and adaptation.  相似文献

Integrated water resources management (IWRM) assumes coherence between cognate aspects of water governance at the river basin scale, for example water quality, energy production and agriculture objectives. But critics argue that IWRM is often less ‘integrated’ in practice, raising concerns over inter-sectoral coherence between implementing institutions. One increasingly significant aspect of IWRM is adaptation to climate change-related risks, including threats from flooding, which are particularly salient in England. Although multiple institutional mechanisms exist for flood risk management (FRM), their coherence remains a critical question for national adaptation. This paper therefore (1) maps the multi-level institutional frameworks determining both IWRM and FRM in England; (2) examines their interaction via various inter-institutional coordinating mechanisms; and (3) assesses the degree of coherence. The analysis suggests that cognate EU strategic objectives for flood risk assessment demonstrate relatively high vertical and horizontal coherence with river basin planning. However, there is less coherence with flood risk requirements for land-use planning and national flood protection objectives. Overall, this complex governance arrangement actually demonstrates de-coherence over time due to ongoing institutional fragmentation. Recommendations for increasing IWRM coherence in England or re-coherence based on greater spatial planning and coordination of water-use and land-use strategies are proposed.

In this paper, we provide an assessment of the challenges of water, waste and climate change in the city of Quito by performing the City Blueprint Approach consisting of three assessment frameworks: (1) the Trends and Pressure Framework (TPF), (2) the City Blueprint Framework (CBF) and (3) the water Governance Capacity Framework (GCF). The TPF summarizes the main social, environmental and financial aspects that may affect urban water management. The CBF provides a clear overview of sustainable urban water management performance and its bottlenecks in municipalities and regions. The GCF comprises nine governance conditions which each consist of three indicators. The GCF provides insight in the most effective improvements to increase the governance capacity to address the identified urban water challenges. Our results show that poor wastewater treatment and long-term drinking water security are Quito’s main water challenges that may be jeopardized given the city’s rapid urbanization and economic pressure. The GCF analysis reveals that cooperation between stakeholders, implementing capacity and citizens’ awareness are the most important conditions for further development to find adequate solutions for Quito’s long-term drinking water security. We also suggest that more attention should be drawn to the transparency, accountability and participation principles. The results of Quito show that the City Blueprint Approach can serve as an affordable quick-scan to facilitate cities in their strategic planning to reach their sustainable development goals.  相似文献

The EU Water Framework Directive (WFD) is novel because it integrates water quality, water resources, physical habitat and, to some extent, flooding for all surface and groundwaters and takes forward river basin management. However, the WFD does not explicitly mention risks posed by climate change to the achievement of its environmental objectives. This is despite the fact that the time scale for the implementation process and achieving particular objectives extends into the 2020s, when climate models project changes in average temperature and precipitation. This paper begins by reviewing the latest UK climate change scenarios and the wider policy and science context of the WFD. We then examine the potential risks of climate change to key phases of the River Basin Management Process that underpin the WFD (such as characterisation of river basins and their water bodies, risk assessments to identify pressures and impacts, programmes of measures (POMs) options appraisal, monitoring and modelling, policy and management activities). Despite these risks the WFD could link new policy and participative mechanisms (being established for the River Basin Management Plans) to the emerging framework of national and regional climate change adaptation policy. The risks are identified with a view to informing policy opportunities, objective setting, adaptation strategies and the research agenda. Key knowledge gaps have already been identified during the implementation of the WFD, such as the links between hydromorphology and ecosystem status, but the overarching importance of linking climate change to these considerations needs to be highlighted. The next generation of (probabilistic) climate change scenarios will present new opportunities and challenges for risk analysis and policy-making.  相似文献

Climate change impacts affecting coastal areas, such as sea-level rise and storm surge events, are expected to have significant social, economic and environmental consequences worldwide. Ongoing population growth and development in highly urbanised coastal areas will exacerbate the predicted impacts on coastal settlements. Improving the adaptation potential of highly vulnerable coastal communities will require greater levels of planning and policy integration across sectors and scales. However, to date, there is little evidence in the literature which demonstrates how climate policy integration is being achieved. This paper contributes to this gap in knowledge by drawing on the example provided by the process of developing cross-sectoral climate change adaptation policies and programmes generated for three coastal settlement types as part of the South East Queensland Climate Adaptation Research Initiative (SEQCARI), a 3-year multi-sectoral study of climate change adaptation options for human settlements in South East Queensland, Australia. In doing so, we first investigate the benefits and challenges to cross-sectoral adaptation to address climate change broadly and in coastal areas. We then describe how cross-sectoral adaptation policies and programmes were generated and appraised involving the sectors of urban planning and management, coastal management, emergency management, human health and physical infrastructure as part of SEQCARI. The paper concludes by discussing key considerations that can inform the development and assessment of cross-sectoral climate change adaptation policies and programmes in highly urbanised coastal areas.  相似文献

Many smallholder farmers in vulnerable areas continue to face complex challenges in adoption and adaptation of resource management and conservation strategies. Although much has been learned from diverse experiences in sustainable resource management, there is still inadequate understanding of the market, policy and institutional failures that shape and structure farmer incentives and investment decisions. The policy and institutional failures exacerbate market failures, locking smallholder resource users into a low level equilibrium that perpetuates poverty and land degradation. Improved market access that raises the returns to land and labor is often the driving force for adoption of new practices in agriculture. Market linkages, access to credit and availability of pro-poor options for beneficial conservation are critical factors in stimulating livelihood and sustainability-enhancing investments. Future interventions need to promote joint innovations that ensure farmer experimentation and adaptation of new technologies and careful consideration of market, policy and institutional factors that stimulate widespread smallholder investments. Future projects should act as ‘toolboxes’, giving essential support to farmers to devise complementary solutions based on available options. Addressing the externalities and institutional failures that prevent private and joint investments for management of agricultural landscapes will require new kinds of institutional mechanisms for empowering communities through local collective action that would ensure broad participation and equitable distributions of the gains from joint conservation investments. This paper reviews the progress in climate change adaptation (CCA) policies both under the United Nations Framework Convention on Climate Change (UNFCCC) and in major regions and countries, including the EU and its major member countries, the influential developed countries in the Asia-Pacific region, the emerging economies and the least developed countries (LDCs). The progress made in China in CCA policies is also reviewed and compared with that in other countries. Finally, good international practices are proposed for China’s policy development. It is found that adaptation has been given the same priority as mitigation since the twenty-first century with regard to climate change-related actions. The topics related to adaptation in the international climate change negotiations under the UNFCCC have evolved from mechanisms for finance and technology development and transfer exclusively in the early stages to implementation of practical adaptation programs and actions. Since 2006, major developed and developing countries have frequently set forward specific CCA policies or general climate change policies involving adaptation in the form of laws, frameworks, strategies, and plans. The LDCs have also been working on National Adaptation Programmes of Action and subsequent National Adaptation Plans with the support from the financial mechanisms under the UNFCCC. Therefore, globally, it has become a common practice to develop national or regional policies to plan and guide CCA actions. China has established climate change policies involving adaptation at the national, regional, and sectorial levels since 2007. However, these policies have strong limitations in their knowledge base, strategic positioning, contents, and implementation mechanisms, e.g. lack of a sound knowledge base, an international perspective, clear responsibilities for policy implementation, and appropriate monitoring and evaluation mechanisms. It is recommended that China should further strengthen its technical capabilities in climate change projections as well as impact, vulnerability, and risk assessment, and develop methodologies and techniques for the preparation, impact assessment and implementation of CCA policies. Furthermore, future CCA strategies or plans should be developed with an emphasis on China’s vision and strategic position on the world stage.  相似文献

This study deals with regional climate change in five low mountain areas in Eastern Germany and assesses the awareness of tourism professionals towards climate change, its impact on winter tourism and adaptation options. Favourable conditions for winter tourism decreased over the last decades in the Saxon low mountain ranges. A change from predominantly snow-based to a wider variety of winter tourism options appears indispensible as climate models project continuing warming. Diversifying touristic options provides opportunities to develop new business fields and to attract new target groups. This paper reveals obstacles and opportunities to adapt and develop winter tourism in the central European low mountain ranges and to increase the competitiveness of regional tourism. A survey explored the current awareness of representatives of most of the Saxon downhill skiing areas and of selected winter tourism municipalities towards climate change and its implications on their business. Awareness is essential to successfully implement adaptation measures. About half of the interviewees were not aware of the regional changes in natural snow conditions projected for the next 15–20 years. Nevertheless, the majority recognized climate change as a serious issue. Yet, stakeholders repeatedly emphasized their uncertainty about related scientific facts. They attributed their perception to mass media reports that suggest a lack of scientific consensus on climate change issues. Adaptation options for slope-based and general winter tourism are developed and presented, involving ideas of the interviewees. To successfully move towards adaptation, supply and marketing of alternative offers need to be strengthened. A survey of tourist expectations is planned to ensure a successful implementation of new (winter) touristic offers in the Saxon mountains.  相似文献

Much current work on climate adaptation options vis-à-vis water management in rural sub-Saharan Africa has tended to focus more on technological and infrastructural alternatives and less on institutional alternatives. Yet, vulnerability to climate variability and change in these contexts is a function not just of biophysical outcomes but also of institutional factors that can vary significantly at relatively finer scales. This paper seeks to contribute towards closing this gap by examining institutional options for sustainable water management in rural SSA in the context of climate change and variability. It explores challenges for transforming water-related institutions and puts forward institutional alternatives towards adapting to increasingly complex conditions created by climate change and variability. The paper suggests revisiting the Integrated Water Resources Management approach which has dominated water institutional debates and reforms in Africa over the recent past, towards actively adopting resilience and adaptive management lenses in crafting water institutional development initiatives.  相似文献

Rapid change in climate is set to alter the delicate balance that exists between man and nature. It is more so for the region which are ecologically fragile. The literature to this effect points out that the poorest countries and communities are likely to suffer the most because of their geographic locations, low income and low institutional capacity, as well as their greater reliance on climate-sensitive sectors like agriculture. Even if climate mitigations plans are implemented properly there will be some degree of warming due to inertia of emissions already released. As such, there is a strong consensus about the need of adaptation to changing climatic conditions. Adaptation is believed to enhance the resilience against increasing climate variability. In this backdrop, the objective of the present paper is, therefore, to systematically and critically review the existing literature on the impacts of climate change and choice of adaptations across countries and draw insights for suggesting a comprehensive policy framework particularly for developing countries in this regard. The paper finds that the role of government and civil society is crucial for enabling efficient adaptation methods. Development policies and programs having synergy effect with climate change initiatives help adapt with the changing climate better. However, the availability of clean technology in developing countries will play the decisive role in controlling their growth rate of emission. This will be made feasible only when there is a better understanding of the problem between the developed and developing world about the eminent danger arising out of climate change.  相似文献

Climate change will affect all sectors of society and the environment at all scales, ranging from the continental to the national and local. Decision-makers and other interested citizens need to be able to access reliable science-based information to help them respond to the risks of climate change impacts and assess opportunities for adaptation. Participatory integrated assessment (IA) tools combine knowledge from diverse scientific disciplines, take account of the value and importance of stakeholder ‘lay insight’ and facilitate a two-way iterative process of exploration of ‘what if’s’ to enable decision-makers to test ideas and improve their understanding of the complex issues surrounding adaptation to climate change. This paper describes the conceptual design of a participatory IA tool, the CLIMSAVE IA Platform, based on a professionally facilitated stakeholder engagement process. The CLIMSAVE (climate change integrated methodology for cross-sectoral adaptation and vulnerability in Europe) Platform is a user-friendly, interactive web-based tool that allows stakeholders to assess climate change impacts and vulnerabilities for a range of sectors, including agriculture, forests, biodiversity, coasts, water resources and urban development. The linking of models for the different sectors enables stakeholders to see how their interactions could affect European landscape change. The relationship between choice, uncertainty and constraints is a key cross-cutting theme in the conduct of past participatory IA. Integrating scenario development processes with an interactive modelling platform is shown to allow the exploration of future uncertainty as a structural feature of such complex problems, encouraging stakeholders to explore adaptation choices within real-world constraints of future resource availability and environmental and institutional capacities, rather than seeking the ‘right’ answers.  相似文献

This paper identifies a line of reasoning based on a number of concepts and tools to facilitate river basin management, which have been applied in a case study. For long-term sustainable river basin management, a balance is needed between the human use of the river and its basin, the ecological functioning of the river and receiving waters, and the river's capacity to supply goods and services. To find such a balance a framework is needed that illustrates and clarifies possible trade-offs between economic use and environmental supply by integrating scientific information on cause–effect chains on a catchment scale. A number of concepts and tools are proposed as a basis for this framework. The tools are: (1) indicators that describe the complex interactions and processes in rivers; (2) a suite of linked models that predict the economic, environmental and ecological effect of management measures; (3) an evaluation framework to rank different management alternatives on the basis of three objectives: economic efficiency, spatial equity in costs and benefits and environmental quality of the river and receiving lakes. The concept of environmental quality defines the potential of the river environment (i.e. natural capital) to contribute to human welfare. The concept of environmental functions is used to identify societal interest in natural capital. The concept and tools have been applied in a case study involving the evaluation of four management strategies on nutrient abatement in the Rhine basin. The result of the case study is that economic efficiency is in conflict with spatial equity and environmental quality. Spatial equity is in agreement with environmental quality. A regional experiment in co-management is underway in the Lower Amazon that is developing the basic policy and institutional elements for an ecosystem-based approach to floodplain management. This initiative grew out of the grassroots movement of floodplain communities who, concerned with excessive commercial fishing pressure on local fisheries, took control of local lakes and implemented collective agreements regulating fishing activity. This paper describes the main elements of the evolving regional management system. This process has focused on four main dimensions of floodplain settlement and resource use: development of sustainable management systems for floodplain resources, policies and institutions for fisheries co-management, collective agreements for grazing cattle on floodplain grasslands, and a land tenure policy consistent with the objectives of the evolving co-management system. Over the last year INCRA, the National Institute for Colonization and Agrarian Reform, has begun implementation of a comprehensive new land tenure policy that could resolve structural deficiencies in the existing co-management system and provide the basis for the ecosystem-based management of the Lower Amazon floodplain. This paper describes a new model of sustainable development planning based on a case study of a successful planning process for the Great Bear Rainforest on Canada’s west coast. The planning region is an area of international ecological significance that contains one-quarter of the world’s remaining ancient coastal temperate rainforest. An innovative collaborative planning process was initiated in 1996 to develop a plan for the region that balances social, economic, and environmental values. The plan, which was accepted by consensus agreement of all stakeholders in 2006, uses a new model for sustainable regional development that is based on collaborative planning, collaborative implementation, informal conflict resolution, contextual adaptation incorporating comanagement with indigenous peoples (First Nations), joint fact finding, ecosystem-based management, and integration of social, economic, and environmental objectives.  相似文献

Adaptation strategies to reduce smallholder farmers’ vulnerability to climate variability and seasonality are needed given the frequency of extreme weather events predicted to increase during the next decades in sub-Saharan Africa, particularly in West Africa. We explored the linkages between selected agricultural adaptation strategies (crop diversity, soil and water conservation, trees on farm, small ruminants, improved crop varieties, fertilizers), food security, farm household characteristics and farm productivity in three contrasting agro-ecological sites in West Africa (Burkina Faso, Ghana and Senegal). Differences in land area per capita and land productivity largely explained the variation in food security across sites. Based on land size and market orientation, four household types were distinguished (subsistence, diversified, extensive, intensified), with contrasting levels of food security and agricultural adaptation strategies. Income increased steadily with land size, and both income and land productivity increased with degree of market orientation. The adoption of agricultural adaptation strategies was widespread, although the intensity of practice varied across household types. Adaptation strategies improve the food security status of some households, but not all. Some strategies had a significant positive impact on land productivity, while others reduced vulnerability resulting in a more stable cash flow throughout the year. Our results show that for different household types, different adaptation strategies may be ‘climate-smart’. The typology developed in this study gives a good entry point to analyse which practices should be targeted to which type of smallholder farmers, and quantifies the effect of adaptation options on household food security. Subsequently, it will be crucial to empower farmers to access, test and modify these adaptation options, if they were to achieve higher levels of food security.  相似文献

Participation is usually regarded as a good practice in environmental policymaking, but its effects on policy strategies are unclear. Based on literature research, surveys, and interviews with participants, the present paper assesses whether decisional participation in formulating Austria’s National Adaptation Strategy (NAS) was worth the effort. Assessed against the goals of the participation process, we find that it raised awareness for adaptation and facilitated an exchange among the participants and that it improved the content of the NAS. However, regarding the goal of enhancing the acceptance of and commitment to the NAS, we find that this has been achieved among those who participated but not among high-level policymakers who are responsible for implementing the NAS. We conclude that (decisional) participation has its benefits in formulating comprehensive policy strategies but that it is most likely not able to overhaul their well-documented weaknesses, among them weak political commitment and implementation failures.

The agriculture industry is significantly exposed to the impacts of climate change, and is also responsible for contributing extensive greenhouse gas emissions. As a way of responding to both adaptation and mitigation challenges within the industry, this article examines how community-based climate change adaptation initiatives might provide mitigation outcomes in the agriculture sector in Timor-Leste. Beginning with an exploration of nation-wide institutional responses to climate change, the study utilises interviews, field observations and document analysis to examine an extensive community-based adaptation program in two districts in Timor-Leste focused on increasing the resilience of the agriculture sector and the livelihoods of poor rural farmers. Analysis of this program reveals a largely synergistic relationship between adaptation measures focused on land and water management and agriculture and their corresponding greenhouse gas mitigation potential, including co-benefits such as soil/atmospheric carbon sequestration, reduced emissions, soil nitrification and reduced use of inorganic fertilisers. Community-based adaptation programs in the agriculture sector have a significant influence on mitigation outcomes, which is often overlooked in community-based programs. The adaptation program in Timor-Leste has provided useful insights into the inter-relationships between adaptation and mitigation at the community level, which could be further supported and scaled-up in other Southeast Asia countries and elsewhere.  相似文献
