Federal and state environmental agencies conduct several programs to characterize the environmental condition of Chesapeake Bay. These programs use different benthic indices and survey designs, and have produced assessments that differ in the estimate of the extent of benthic community degradation in Chesapeake Bay. Provided that the survey designs are unbiased, differences may exist in the ability of these indices to identify environmental degradation. In this study we compared the results of three indices calculated on the same data, and the assessments of two programs: the Chesapeake Bay Program and the Mid-Atlantic Integrated Assessment (MAIA). We examined the level of agreement of index results using site-based measures of agreement, evaluated sampling designs and statistical estimation methods, and tested for significant differences in assessments. Comparison of ratings of individual sites was done within separate categories of water and sediment quality to identify which indices summarize best pollution problems in Chesapeake Bay. The use of different benthic indices by these programs produced assessments that differed significantly in the estimate of degradation. A larger fraction of poor sites was classified as good by the Environmental Monitoring and Assessment Program’s Virginian Province and MAIA benthic indices compared to the Chesapeake Bay benthic index of biotic integrity, although overall classification efficiencies were similar for all indices. Differences in survey design also contributed to differences in assessments. The relative difference between the indices remained the same when they were applied to an independent dataset, suggesting that the indices can be calibrated to produce consistent results.  相似文献

The United States funds a number of national monitoring programs to measure the status and trends of ecological and natural resources. Each of these programs has a unique focus; the scientific objectives are different as are the sample designs. However, individuals and committees, all well aware of the cost of ecological monitoring, have called for more effective monitoring programs. The objective of this paper is to summarize existing programs' statistical designs and discuss potential alternatives for improvement in national monitoring. Can we improve the current situation by providing an overall framework for the design or analysis of data from these disparate surveys? First, the paper summarizes the objectives of these surveys, compares and contrasts their survey designs as currently implemented, and determines what variables they collect. Through this process we identify commonalities and issues that impact our ability to combine information across one or more of the surveys. Three potential alternatives are presented, leading to comprehensive monitoring in the United States.  相似文献

Our environmental concerns prompt launching large monitoring programs. Examining the history and accomplishments of similar endeavors is the best way to avoid errors. One lesson taught by the oldest and largest survey of national renewable resources in the United States, the Forest Inventory and Analysis Program, is that the program itself is not capable of learning from its errors. Among other problems that beset big programs are unrealistic promises. It is not possible to inventory every animal and plant species in the United States and their habitats as the newly created National Biological Survey vows to do. Even if it were possible, this would hardly help to attain the ultimate goal of the Survey, survival of all species. In his request to fund the Survey, Secretary of the Interior, Bruce Babbitt, compared the conflict between economic development and environmental integrity with train wrecks. This metaphor is as brilliant as it is deceitful. Its brilliance, attested by the success with the press and legislature, is in a vivid and blithe image suggesting that, given sufficient information, the conflict could be averted. After all, railroad accidents are rare and avoidable exceptions. This hopeful situation cannot be honestly compared with the plight of our environment. The crucial piece of information — that there is no spare track for economic development — is readily available. Our population and economic growth take place in the same space that has already been fully occupied by other species. To be trustworthy, monitoring programs should face the reality that development necessitates environmental degradation.  相似文献

The U.S. EPA has prepared a State of the Region Report for Mid-Atlantic Estuaries to increase knowledge of environmental condition for improved environmental management. Sources of information included the National Estuary Programs, the Chesapeake Bay Program, the state monitoring programs in Delaware, Maryland, and Virginia, Federal programs such as National Status & Trends, National Shellfish Register, National Wetlands Inventory, the Environmental Monitoring and Assessment Program, and other primary literature sources. The state of the estuarine environment was summarized using indicators for water and sediment quality, habitat change, condition of living resources, and aesthetic quality. Each indicator was briefly discussed relative to its importance in understanding estuarine condition. Wherever possible, data from multiple programs were used to depict condition. Finally, an overall evaluation of estuarine condition in the region was determined. The usefulness of monitoring programs that collect consistent information with a well-defined sampling design cannot be overemphasized.  相似文献

We present a planning framework that structures thelarge amount of interrelated information involved indeveloping regional monitoring programs. By regionalwe mean programs that recognize the importance ofprocesses that occur on larger geographic scales andthat cut across more than one ecosystem component. Theframework helps visualize functional relationshipsamong qualitative ingredients such as public concernsand more concrete details such as individual dataelements. It portrays the flow of information amongthe components of a regional program and ties eachaspect of the program to management decision-makingneeds. This makes it easier, during the planningprocess, to ensure that monitoring will actuallyproduce useful information. Further, the frameworksnovel, graphically oriented, and readily accessibleformat makes key information equally available to thewide range of participants (regulators, scientists,managers, public) whose input and support arenecessary for program success.  相似文献

Riparian condition is commonly measured as part of stream health monitoring programs as riparian vegetation provides an intricate linkage between the terrestrial and aquatic ecosystems. Field surveys of a riparian zone provide comprehensive riparian attribute data but can be considerably intensive and onerous on resources and workers. Our objective was to assess the impact of reducing the sampling effort on the variation in key riparian health indicators. Subsequently, we developed a non-parametric approach to calculate an information retained (IR) statistic for comparing several constrained systematic sampling schemes to the original survey. The IR statistic is used to select a scheme that reduces the time taken to undertake riparian surveys (and thus potentially the costs) whilst maximising the IR from the original survey. Approximate bootstrap confidence intervals were calculated to improve the inferential capability of the IR statistic. The approach is demonstrated using riparian vegetation indicators collected as part of an aquatic ecosystem health monitoring program in Queensland, Australia. Of the nine alternative sampling designs considered, the sampling design that reduced the sampling intensity per site by sixfold without significantly comprising the quality of the IR, results in halving the time taken to complete a riparian survey at a site. This approach could also be applied to reducing sampling effort involved in monitoring other ecosystem health indicators, where an intensive systematic sampling scheme was initially employed.  相似文献

As all environmental programs also programs monitoring the biotic aspects of our environment (dealt with in this article) should contribute to a more effective and efficient environmental policy. These programs have to function therefore (as no other type of environmental information does, according to the authors) as cheap and efficient early warning and early control systems, providing decision makers with important and reliable monitoring results.How these monitoring programs should function in the decision making process is illustrated in abstract in this article by a simple control system with feedback (as shown in Figures 1, 2 and 3).The monitoring programs dealt with in this article should enable us to detect and forecast changes in the most important biotic aspects of our environment and-by continuous monitoring-to control whether the use of policy instruments has been effective or not in averting or diminishing unwanted changes (problems).Two options of decision makers with respect to monitoring results are shown (either to disregard unwanted changes as a problem or to accept these changes as a problem and to do something about them). To contribute to an effective and efficient environmental policy monitoring results therefore have to be important and reliable enough to react upon.The question is raised which biotic aspects in our environment are (or have to be considered as) important (because of their own value, as indicators and/or as biotic conditions) and how reliable monitoring results can (have to) be obtained.It is discussed how environmentalists could try to make it more difficult for decision makers to duck the problems (by monitoring only important aspects and by using only perfectly clear targets and standards) and how they could try at the same time to make it easier for them to take action (by setting up integrated environmental monitoring programs in order to find out how desired and undesired changes can be influenced). Concepts, planning and design procedures are examined that are needed in the development of long-term stream monitoring programs in forested regions. A long-term stream monitoring program is viewed as the key component for bringing together management organizations, researchers and decision-makers to improve the management of natural resources. The keystones of such ecosystem monitoring are long-term data records that provide the basis for analysis of environmental assessment objectives, predictions and analysis of outcomes which in-turn can be used to modify and improve future projects. Management organizations that initiate long-term monitoring programs are urged to use monitoring actions and information to facilitate decision-making processes that pertain to conserving and allocating resources for future beneficial uses. Recommendations are provided for careful planning and definition of interactive activities of monitoring programs and that should provide information feedbacks that can be used to evaluate issues pertaining to beneficial uses of resources. Procedural requirements and literature sources are suggested for developing long-term stream monitoring programs. They include reviews of background and historical information to provide precise definitions of long-term objectives, planning considerations and monitoring methods. Examples are given of specific procedures that need to be identified during the planning process. They include the application of management standards to variable conditions encountered within natural ecosystems and the detection of the timing of recovery phases of stream ecosystem development following a disturbance. These procedures are viewed as being essential for improving applications of management standards and perceived thresholds to stream and watershed ecosystems monitoring programs.  相似文献

阐述了编制生态影响型建设项目竣工验收调查报告的重点和内容。该报告的编制重点应是施工期为减轻施工对周围生态环境影响采取的保护措施调查、竣工后环境恢复措施调查和工程建设前后周围环境质量变化调查与监测;该报告的编制内容包括介绍验收调查任务的由来、验收调查的依据、确定验收调查重点和采用的评价标准,对工程概况和环境概况也需进行简要描述。指出生态环境影响调查水、气、声环境质量调查和环境管理制度调查是调查报告的核心部分,并且环境影响报告结论及有关批复内容和对公众意见调查所起的作用也不容忽视。  相似文献

A microwave-assisted solvent extraction (MASE) technique was developed for the quantitative extraction of gasoline- and diesel-range petroleum hydrocarbons (PHs) from soil and marine sediment samples. The influence of different extracting solvents, extraction temperature and duration of extraction on the recoveries of PHs was evaluated using a two-level orthogonal array design (OAD) with a OA8(27) matrix. Gas chromatographic-mass spectrometry (GC-MS) in multiple selective ion monitoring (MSIM) mode was used for the analysis of the PHs in environmental samples. The spiking range of the PHs in the environmental samples was between 1 to 1000 g/g. Good recoveries (>80%) could be obtained for most of the PHs using the optimum MASE conditions. The limit of detection (LOD) achieved by the GC-MS-MSIM was 0.02 g/g. A preliminary survey for the levels of PHs in marine sediment and soil samples from different parts of Singapore was carried out using the method.  相似文献

Public awareness of soils contamination has increased in recent years due in part to the notoriety associated with the indiscriminate release, packaging, transporting and disposal of hazardous materials. In 1980, and again in 1982, the U.S. Environmental Protection Agency (EPA) was responsible for designing, implementing and conducting environmental monitoring programs at Love Canal in Niagara Falls, New York, and in Dallas, Texas, that dealt with suspected contaminated soils. Both of these monitoring programs were conducted over a relatively short time with the collection and analysis of over 4000 soil samples. The methods employed by the Environmental Protection Agency for providing soil data that was scientifically valid and of defensible quality for each of these monitoring programs are presented. Also, methods for identifying data bias, its precision and its uncertainty are identified.  相似文献

In many environmental monitoring and impact assessment processes, Indigenous communities are treated as intellectually homogenous and intracultural variation in environmental knowledge often goes unaccounted for. This not only poses obvious risks to the effectiveness of environmental impact assessments but also gives standing to those who question the credibility of traditional ecological knowledge and its contribution to environmental monitoring and assessment programs altogether. In this paper we describe the steps that were taken to account for intracultural variability in First Nation knowledge of fish and the potential impacts associated with the Peace River oil sands development in Alberta, Canada. Involving the delivery of a household survey to 1,127 First Nation households in 11 Peace River communities, our approach was successful in identifying regional, community, and household variability in fishing activity, and has allowed us to differentiate novice from expert knowledge holders. This research demonstrates the need to account for intracultural variability in First Nations environmental knowledge in order for traditional ecological knowledge to make meaningful contributions to environmental monitoring and assessment programs.  相似文献

We used variance components to assess allocation of sampling effort in a hierarchically nested sampling design for ongoing monitoring of early life history stages of the federally endangered Devils Hole pupfish (DHP) (Cyprinodon diabolis). Sampling design for larval DHP included surveys (5 days each spring 2007–2009), events, and plots. Each survey was comprised of three counting events, where DHP larvae on nine plots were counted plot by plot. Statistical analysis of larval abundance included three components: (1) evaluation of power from various sample size combinations, (2) comparison of power in fixed and random plot designs, and (3) assessment of yearly differences in the power of the survey. Results indicated that increasing the sample size at the lowest level of sampling represented the most realistic option to increase the survey’s power, fixed plot designs had greater power than random plot designs, and the power of the larval survey varied by year. This study provides an example of how monitoring efforts may benefit from coupling variance components estimation with power analysis to assess sampling design.  相似文献

Understanding the relationship between human disturbance and ecological response is essential to the process of indicator development. For large-scale observational studies, sites should be selected across gradients of anthropogenic stress, but such gradients are often unknown for a population of sites prior to site selection. Stress data available from public sources can be used in a geographic information system (GIS) to partially characterize environmental conditions for large geographic areas without visiting the sites. We divided the U.S. Great Lakes coastal region into 762 units consisting of a shoreline reach and drainage-shed and then summarized over 200 environmental variables in seven categories for the units using a GIS. Redundancy within the categories of environmental variables was reduced using principal components analysis. Environmental strata were generated from cluster analysis using principal component scores as input. To protect against site selection bias, sites were selected in random order from clusters. The site selection process allowed us to exclude sites that were inaccessible and was shown to successfully distribute sites across the range of environmental variation in our GIS data. This design has broad applicability when the goal is to develop ecological indicators using observational data from large-scale surveys.  相似文献

Although exposure assessments cannot be completed remotely, remote sensing techniques provide an invaluable adjunct in exposure monitoring programs. Exposure can be defined as the summation over time, in all media, of the amount of a pollutant available at the exchange boundaries of the receptor during a specified period. This paper describes a few remote monitoring techniques that provide direct measurement input into an exposure assessment and several that furnish quantitative or qualitative information leading to decisions regarding how to monitor, such that the source-exposure-dose relationships can be fully defined. Two general classes of remote sensing systems are included in this discussion-passive and active. Passive systems depend on a measurement of the energy reflected or emitted by a target and active systems use an energy source, e.g., a laser to perform the environmental interrogation. Airborne as well as ground-based remote monitoring measurements or systems are also considered in this paper.  相似文献
