ABSTRACT: This work presents a flexible system called GIS‐based Flood Information System (GFIS) for floodplain modeling, flood damages calculation, and flood information support. It includes two major components, namely floodplain modeling and custom designed modules. Model parameters and input data are gathered, reviewed, and compiled using custom designed modules. Through these modules, it is possible for GFIS to control the process of flood‐plain modeling, presentation of simulation results, and calculation of flood damages. Empirical stage‐damage curves are used to calculate the flood damages. These curves were generated from stage‐damage surveys of anthropogenic structures, crops, etc., in the coastal region of a frequently flooded area in Chia‐I County, Taiwan. The average annual flood damages are calculated with exceedance probability and flood damages for the designed rainfalls of 2, 5, 10, 25, 50, 100, and 200 year recurrence intervals with a duration of 24 hours. The average annual flood depth in this study area can also be calculated using the same method. The primary advantages of GFIS are its ability to accurately predict the locations of flood area, depth, and duration; calculate flood damages in the floodplain; and compare the reduction of flood damages for flood mitigation plans.  相似文献

The damage caused by flooding is a major obstacle in improving the economic and social well-being of people in developing countries. Consequently, there is an urgent need for effective flood disaster prevention and preparedness in those countries. Disaster relief from losses, damage, adverse social and cultural consequences and demand on emergency services resulting from flooding can only be achieved through planned flood loss prevention and management techniques, involving the recognition of flooding characteristics and the implementation of appropriate mitigation measures. Guidelines are necessary to plan and implement flood loss prevention and management measures on a rational, systematic and technically sound basis. Some guidelines have been prepared primarily for members of the Typhoon Committee (ESCAP), but they may be found generally useful to developing countries. These guidelines, which are presented here, have been prepared based on information collected in the field and a series of expert group meetings organized from November 1987 to July 1990 .  相似文献

ABSTRACT: With implementation of the Flood Insurance Act of 1968 many additional local flood protection projects are being considered. Consulting engineers and local agencies need consistent methods to estimate flood damage in order to perform feasibility studies. Federal agencies have a great deal of data and long experience in making damage estimates but no comprehensive guides are available at the local level. Curves of flood damages to different residential structure types are presented. The relationships in use by the U. S. Federal Insurance Administration are shown to be reasonable and are recommended for use as approximate guides. Additional research is recommended and discussion of the paper is invited in order to make additional data available in the literature.  相似文献

Floodplain soils along the river Rhine in the Netherlands show a large spatial variability in pollutant concentrations. For an accurate ecological risk characterization of the river floodplains, this heterogeneity has to be included into the ecological risk assessment. In this paper a procedure is presented that incorporates spatial components of exposure into the risk assessment by linking geographical information systems (GIS) with models that estimate exposure for the most sensitive species of a floodplain. The procedure uses readily available site-specific data and is applicable to a wide range of locations and floodplain management scenarios. The procedure is applied to estimate exposure risks to metals for a typical foodweb in the Afferdensche and Deestsche Waarden floodplain along the river Waal, the main branch of the Rhine in the Netherlands. Spatial variability of pollutants is quantified by overlaying appropriate topographic and soil maps resulting in the definition of homogeneous pollution units. Next to that, GIS is used to include foraging behavior of the exposed terrestrial organisms. Risk estimates from a probabilistic exposure model were used to construct site-specific risk maps for the floodplain. Based on these maps, recommendations for future management of the floodplain can be made that aim at both ecological rehabilitation and an optimal flood defense.  相似文献

This article provides an overview of the use of risk-based analysis (RBA) in flood damage assessment, and it illustrates the use of Geographic Information Systems (GIS) in identifying flood-prone areas, which can aid in flood-mitigation planning assistance. We use RBA to calculate expected annual flood damages in an urban watershed in the state of Rhode Island, USA. The method accounts for the uncertainty in the three primary relationships used in computing flood damage: (1) the probability that a given flood will produce a given amount of floodwater, (2) the probability that a given amount of floodwater will reach a certain stage or height, and (3) the probability that a certain stage of floodwater will produce a given amount of damage. A greater than 50% increase in expected annual flood damage is estimated for the future if previous development patterns continue and flood-mitigation measures are not taken. GIS is then used to create a map that shows where and how often floods might occur in the future, which can help (1) identify priority areas for flood-mitigation planning assistance and (2) disseminate information to public officials and other decision-makers.  相似文献

ASSTRACT: As part of its mission, the U.S. Geological Survey conducts water-resources research. Site-specific and aggregate water-use data are used in the Survey's National Water-Use Information Program and in various hydrologic investigations. Both types of activities have specific requirements in terms of water-use data access, analysis, and display. In Kansas, the Survey obtains water-use information from several sources. Trpically, this information is in a format that is not readily usable by the Survey. Geographic information system (GIS) technology is being used to restructure the available water-use data into a format that allows users to readily access and summarize site-specific water-use data by source (i.e., surface or ground water), type of use, and user-defined area.  相似文献

ABSTRACT: The aim of this paper is to compare two views of flood management and thus add to the present thinking of living with floods as opposed to the traditional approach of flood control. The traditional pathway has widely been adopted in developed countries and aims to control floodwaters by means of dams and dikes. The alternative pathway tends towards a policy whereby society lives with the floods by being prepared and having the right damage reduction measures in place. In this paper two pathways are tentatively compared for the Lower Incomati Basin, Mozambique. In the design cultural theory is considered, as is how the design of each path may look according to different management perspectives. The Lower Incomati Basin provides an interesting case study as it is in a relatively undeveloped state. Hence, it is an ideal area for conducting research into the application of alternative flood management strategies. The preliminary results suggest that both pathways are feasible. However, considering recent hydrological extremes such as the 2000 floods, the resilient pathway may ultimately be a more appealing flood management strategy.  相似文献

In this article a GIS method is presented for riparian environmental buffer generation. It integrates a scientifically tested buffer width delineation model into a GIS framework. Using the generally available data sets, it determines buffer widths in terms of local physical conditions and expected effectiveness. Technical burdens of data management, computation, and result presentation are handled by the GIS. The case study in which the method was used to evaluate the stream buffer regulations in a North Carolina county demonstrates its capability as a decision support tool to facilitate environmental policy formulation and evaluation, and environmental dispute resolution.  相似文献

ABSTRACT: A flood control reservoir protects valuable developments on the downstream flood plain by storing flood waters and releasing them at a rate that will reduce the downstream damage. The water surface level of the flood pool behind the dam can fluctuate considerably during the occurrence of a large magnitude flood causing the inundation of trees, low vegetation, and water based recreation facilities located in those areas of the flood pool area that are normally well above the water level. The amount of damage that will occur in the upper levels of the flood storage area will depend on the depth and duration of the inundation that occurs. This, in turn, is directly related to the operating policy for the reservoir. A dynamic programming optimization model of flood control reservoir operation is presented. This model determines the reservoir operating schedule that minimizes downstream flood damages. Various constraints are added to the model to account for the environmental impacts of long periods of flood storage.  相似文献

ABSTRACT: Public awareness of the importance of protecting the nation's water supplies is growing. Recent studies have shown a substantial increase in the perceived value of protecting water supplies for future use. In the Northeast, much of the water supply comes from ground water. This paper examines three test cases, each with different approaches for using geographic information systems (GIS) for ground water protection planning. In Wellfleet, Massachusetts, build-out scenarios were used to support regulatory and land acquisition decisions for siting a public water supply well. In Hadley, Massachusetts, the focus was on a decision support model for septic suitability assessment in support of regulatory efforts and infrastructure expansion. For Cortland County, New York, an interactive graphic user interface was created to facilitate the manipulation and recombination of a large volume of data by county officials to target ground water pollution prevention efforts. As personal computers become more powerful and inexpensive, and GIS data become more readily available, community and county governments are turning to GIS as a tool for developing comprehensive resource protection plans. Once appropriate data are input, a GIS can effectively and efficiently be used to derive outcomes of various land use plans and regulations.  相似文献

This paper describes a methodology for modelling light pollution using geographical information systems (GIS) and remote sensing (RS) technology. The proposed approach attempts to address the issue of environmental assessment in sensitive suburban areas. The modern way of life in developing countries is conductive to environmental degradation in urban and suburban areas. One specific parameter for this degradation is light pollution due to intense artificial night lighting. This paper aims to assess this parameter for the Athens metropolitan area, using modern analytical and data capturing technologies. For this purpose, night-time satellite images and analogue maps have been used in order to create the spatial database of the GIS for the study area. Using GIS advanced analytical functionality, visibility analysis was implemented. The outputs for this analysis are a series of maps reflecting direct and indirect light pollution around the city of Athens. Direct light pollution corresponds to optical contact with artificial night light sources, while indirect light pollution corresponds to optical contact with the sky glow above the city. Additionally, the assessment of light pollution in different periods allows for dynamic evaluation of the phenomenon. The case study demonstrates high levels of light pollution in Athens suburban areas and its increase over the last decade.  相似文献

ABSTRACT: The Rational Method continues to be the most widely used approach for estimating P-year return frequency peak flow rates for small catchments of about one square mile or less in area. The Balanced Design Storm unit hydrograph method is perhaps the second most widely used technique for estimating peak flow rates (and is the most widely used method for developing runoff hydrographs) but is generally considered to be more accurate than the Rational Method. In this paper, both of these T-year return frequency peak flow rate estimators are shown to be mathematically comparable. The close similarity between these two approximators may help explain why the Rational Method continues to be widely used even though other more computationally sophisticated techniques are readily available due to widespread computer software.  相似文献

Geographic information systems (GIS) use is presented in the problem of sitting areas for construction of natural systems such as stabilization ponds (SPs) for domestic wastewater treatment. For this purpose, several variables, such as topography, land use, type of geological formation, distance to major rivers or lakes, distance to existing cities and villages, existence of environmentally protected areas, mean minimum monthly temperatures and required wastewater effluent characteristics were analyzed with the GIS, in order to accept or reject a particular area within a region. The method is applied in the region of Thrace (Northeast Greece) at the municipal level. The required area for SP systems was calculated in each of the 36 municipalities of Thrace (including two islands, Thassos and Samothraki) as a function of the population of each municipality, temperature and local wastewater effluent discharge criteria. Based on the GIS analysis, suitable locations were identified in each municipality first, and then the total required surface area of these systems was compared to the available surface area of each municipality, in order to decide whether SP systems could be a viable solution to the wastewater management problem in the particular region. In that way the present methodology offers a fast and simple method to check the suitability of new areas for construction of such systems.  相似文献

Wetlands, like any other environmentally sensitive resource, require very careful evaluation. While it is accepted that all wetlands may be equally valuable in terms of maintaining global life-support systems, individual areas may be ranked according to their uniqueness or the irreplaceability of the resource should the wetland be developed. The various techniques available for evaluating the wetland resource in the development versus conservation conflict situation are critically assessed. Indirect appraisal via the opportunity cost method can generate valuable data which have contributed to the mitigation of such conflict situations. The Broadland, in Norfolk, England, recently designated an environmentally sensitive area (ESA), provides a case study example of wetland management. The search for an acceptable flood alleviation strategy for the ESA is examined in detail. The economic and environmental asset structure of the study area is examined at two levels. A basic screening system is applied to each of the identified flood protection planning units to enable the rank ordering of the units. A more detailed appraisal is then made of the value of selected units so that the cost-effectiveness of any planned expenditure on flood protection works can be assessed. Specific management issues and their likely effect on the environment, in terms of land use for example, are also addressed. The 1986 Agriculture Act marks a potential watershed in British conservation policy. The ESA policy encompasses a dual management strategy that attempts to stimulate compatible agricultural and conservation practices and activities. Other countries that still retain significant unspoiled wetland resources may find that preemptive regulatory government intervention in favor of conservation would help to avoid the worst aspects of the British experience.  相似文献

ABSTRACT: Rainfall runoff of six watersheds was modeled via the Soil Conservation Service runoff curve number model in two ways: conventionally (manually) and via a geographic information system (GIS). Input data (elevation, soils, and landcover) were digital for the latter method. In contrast to previous studies, the GIS was ised for all phases of the modeling process, including watershed delineation and routing of runoff. A comparison between the two methods was consistent with results reported by others and indicates that the use of a GIS is an acceptable alternative to the conventional method for watersheds lacking relatively flat terrain. Given this limitation, the GIS method may prove advantageous over manual methods when study areas are large or numerous, runoff is modeled repetitively, alternative landcover scenarios are explored, or a digital database already exists for the study area.  相似文献

Regional procedures to estimate flood magnitudes for ungaged watersheds typically ignore available site-specific historic flood information such as high water marks and the corresponding flow estimates, otherwise referred to as limited site-specific historic (LSSH) flood data. A procedure to construct flood frequency curves on the basis of LSSH flood observations is presented. Simple inverse variance weighting is employed to systematically combine flood estimates obtained from the LSSH data base with those from a regional procedure to obtain improved estimtes of flood peaks on the ungaged watershed. For the region studied, the variance weighted estimates of flow had a lower logarithmic standard error than either the regional or the LSSH flow estimates, when compared to the estimates determined by three standard distributions for gaged watersheds investigated in the development of the methodology. Use of the simple inverse variance weighting procedure is recommended when “reliable” estimates of LSSH floods for the ungaged site are available.  相似文献

Site selection is an important and necessary issue for waste management in fast-growing regions. Because of the complexity of waste management systems, the selection of the appropriate solid waste landfill site requires consideration of multiple alternative solutions and evaluation criteria. Based on actual conditions of the study area, we considered economic factors, calculated criteria weights using the analytical hierarchy process (AHP), and built a hierarchy model for solving the solid waste landfill site-selection problem in Beijing, China. A geographic information system (GIS) was used to manipulate and present spatial data. All maps are graded from 1 (lowest suitability) to 5 (highest suitability) using spatial information technologies. The candidate sites were determined by aggregation based on the criteria weights. The candidate sites are divided by ‘best’, ‘good’ and ‘unsuitable’ landfill areas. Best landfill areas represent optimal sites; good landfill areas can be used as back-up candidate sites. Our work offers a siting methodology and provides essential support for decision-makers in the assessment of waste management problems in Beijing and other rapidly developing cities in developing countries.  相似文献

ABSTRACT: The probability distributions of annual peak flows used in flood risk analysis quantify the risk that a design flood will be exceeded. But the parameters of these distributions are themselves to a degree uncertain and this uncertainty increases the risk that the flood protection provided will in fact prove to be inadequate. The increase in flood risk due to parameter uncertainty is small when a fairly long record of data is available and the annual flood peaks are serially independent, which is the standard assumption in flood frequency analysis. But standard tests for serial independence are insensitive to the type of grouping of high and low values in a time series, which is measured by the Hurst coefficient. This grouping increases the parameter uncertainty considerably. A study of 49 annual peak flow series for Canadian rivers shows that many have a high Hurst coefficient. The corresponding increase in flood risk due to parameter uncertainty is shown to be substantial even for rivers with a long record, and therefore should not be neglected. The paper presents a method of rationally combining parameter uncertainty due to serial correlation, and the stochastic variability of peak flows in a single risk assessment. In addition, a relatively simple time series model that is capable of reproducing the observed serial correlation of flood peaks is presented.  相似文献

ABSTRACT: The impact of man made change on the hydrology of developing watersheds is frequently measured in terms of the ratio: flood peak after development to flood peak before development over a range of return periods. However, the analysis of urbanization effects on flood frequency presents a vexing problem because of a general lack of flood data in urban areas and also because of nonstationarity in the development process. Clearly, the flood peak ratio depends on the impervious fraction and percent of basin sewered and these factors have been taken into account in recent urban flood peak models. In genral, these models are developed either by: (1) split sample analysis of available annual flood data, or (2) by computer simulation using mathematical watershed models capable of representing man made changes. The present paper discusses the results of work in progress to characterize the impact of urbanization on small developing watersheds in Pennsylvania.  相似文献

Summary To solve environmental problems a vast amount of manpower, material and financial resources has been spent. Some people consider that this is necessary, and a reasonable price which human beings must pay for development, especially industrialisation. Maybe it is true. But can people solve the environmental problems of developing countries better when they have learned the experiences and lessons of developed countries? One possible way is proposed in this paper, which makes a special reference to the real situation in China. The fundamental idea is to develop and apply appropriate technologies in the phase of national industrialisation. This will help developing countries to achieve desired environmental effects more economically. The appropriate technologies mentioned in the paper are of two kinds: appropriate industrial production technologies and appropriate environmental technologies. The development of the former will help to reduce environmental pollution and other problems caused by industrialisation. The development of the latter will enable developing countries to keep an acceptable environmental quality within a controlled cost. In the paper the definition of appropriate technologies is clarified, and the criteria for the selection and evaluation of appropriate technologies are proposed. The possibility of a realisation of developing the economy and protecting the environment at same time is then analysed. The conclusion is that development and application of appropriate technologies is an optimal strategy when the real conditions of developing countries like China are considered. Finally, some of the initial appropriate environmental technologies which should be developed are suggested.Professor Ranjie Hou has recently been working as a Research Fellow at the Alexander von Humboldt Foundation in Karlsrube University, Federal Republic of Germany.  相似文献
