Governance regimes that assign exclusive access to support collective action are increasingly promoted to manage common-pool resources under the premise that they foster environmental stewardship. However, experimental evidence linked to existing policies that support this premise is lacking. Overlapping access policies in small-scale fisheries provide a unique opportunity to test the effects of access regimes on users’ stewardship behaviors. We performed a lab-in-the-field experiment to assess how fishers’ previous experience with access regimes relates to compliance and peer enforcement (n = 120). Fishers’ compliance and peer-enforcement decisions were compared in a common-pool-resource game. Treatments differed in framing to represent exclusive access and pseudo-open access regimes, both of which fishers face in real life. To contrast behavior in the game with real-life observations, we compared fishers’ associations that have shown relatively high and low management performance under exclusive access policies. Compliance and peer enforcement were higher under the exclusive access treatment than under the pseudo-open access treatment only for fishers’ associations with high management performance in real life. Behaviors in the game reflected differences between associations in real life. Our results support previous research on ocean governance by experimentally assessing the role of access regimes in determining users’ stewardship and suggest potential mechanisms for stewardship internalization. 相似文献

Marine protected areas (MPAs) are key tools in addressing the global decline of sharks and rays, and marine parks and shark sanctuaries of various configurations have been established to conserve shark populations. However, assessments of their efficacy are compromised by inconsistent terminology, lack of standardized approaches to assess how MPAs contribute to shark and ray conservation, and ambiguity about how to integrate movement data in assessment processes. We devised a conceptual framework to standardize key terms (e.g., protection, contribution, potential impact, risk, threat) and used the concept of portfolio risk to identify key attributes of sharks and rays (assets), the threats they face (portfolio risk), and the specific role of MPAs in risk mitigation (insurance). Movement data can be integrated into the process by informing risk exposure and mitigation through MPAs. The framework is operationalized by posing 8 key questions that prompt practitioners to consider the assessment scope, MPA type and purpose, range of existing and potential threats, species biology and ecology, and management and operational contexts. Ultimately, MPA contributions to shark and ray conservation differ according to a complex set of human and natural factors and interactions that should be carefully considered in MPA design, implementation, and evaluation. 相似文献

Many conservation interventions are hypothesized to be beneficial for both the environment and people's well-being, but this has rarely been tested rigorously. We examined the effects of adoption or nonadoption of a conservation intervention on 3 dimensions of people's well-being (material, relational, and subjective) over time. We focused on a fisheries bycatch management initiative intended to reduce environmental externalities associated with resource extraction. We collected panel data from fishers (n = 250) in villages with (adopters and nonadopters) and without (control) the conservation intervention 3 times over 2 years. We found no evidence that adoption reduced any of the 3 dimensions of well-being in the local populations affected by the intervention. There were modest improvements in material (t = –1.58) and subjective livelihood well-being (p = 0.04) for adopters relative to nonadopters over time. The variations in well-being experiences (in terms of magnitude of change) among adopters, nonadopters, and controls across the different domains over time affirmed the dynamic and social nature of well-being. 相似文献

What happens when those who provide conservation advice are required to take policy and management action based on that advice? Conservation advocates and scientists often try to prompt regulatory change that has significant implications for government without facing the challenge of managing such change. Through a case study, we placed ourselves in the role of the government of Thailand, facing obligations to seahorses (Hippocampus spp.) under the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). These obligations include ensuring that its exports of seahorses do not damage wild populations. We applied a CITES-approved framework (which we developed) to evaluate the risks of such exports to 2 seahorse species. We used the framework to evaluate the pressures that put wild populations of the species at risk; whether current management mitigates the risk or offsets these pressures; and whether the species is responding as hoped to management policy. We based our analysis on information in published and grey literature, local knowledge, citizen science data, results of government research, and expert opinion. To meet CITES obligations, exports of both species would need to be prohibited until more precautionary adaptive management emerged. The risk of any exports of Hippocampus trimaculatus was above a tolerable level because of a lack of appropriate management to mitigate risks. In contrast, the risk of any exports of Hippocampus kuda could become tolerable if monitoring were put in place to assess the species’ response to management. The process we developed for Authorities to determine risk in response to CITES guidelines was challenging to implement even without the need for government to consider social implications of conservation action. Despite the imperfections of our risk evaluation, however, it still served to support adaptive management. Conservationists need to keep implementation in mind when offering advice. 相似文献

Marine-protected areas (MPAs) are vital to marine conservation, but their coverage and distribution is insufficient to address declines in global biodiversity and fisheries. In response, many countries have committed through the Aichi Target 11 of the Convention on Biological Diversity to conserve 10% of the marine environment through ecologically representative and equitably managed MPAs by 2020. The rush to fulfill this commitment has raised concerns on how increasing MPA coverage will affect other elements of Target 11, including representation and equity. We examined a Philippines case study to assess and compare 3 MPA planning approaches for biodiversity representation and equitable distribution of costs to small-scale fishers. In the opportunistic approach, MPAs were identified and supported by coastal communities. The donor-assisted approach used local knowledge to select MPAs through a national-scale and donor-assisted conservation project. The systematic conservation planning approach identified MPA locations with the spatial prioritization software Marxan with Zones to achieve biodiversity objectives with minimal costs to fishers. We collected spatial data on biodiversity and fisheries features and performed a gap analysis to evaluate MPAs derived from different approaches. We assessed representation based on the proportion of biodiversity features conserved in MPAs and distribution equity by the distribution of opportunity costs (fishing areas lost in MPAs) among fisher stakeholder groups. The opportunistic approach did not ineffectively represent biodiversity and resulted in inequitable costs to fishers. The donor-assisted approach affected fishers disproportionately but provided near-optimal regional representation. Only the systematic approach achieved all representation targets with minimal and equitable costs to fishers. Our results demonstrate the utility of systematic conservation planning to address key elements of Target 11 and highlight opportunities (e.g., integration of local and scientific knowledge can address representation and equity concerns) and pitfalls (e.g., insufficient stakeholder considerations can exacerbate social inequalities) for planning MPAs in similar contexts. 相似文献

Spatial management is a valuable strategy to advance regional goals for nature conservation, economic development, and human health. One challenge of spatial management is navigating the prioritization of multiple features. This challenge becomes more pronounced in dynamic management scenarios, in which boundaries are flexible in space and time in response to changing biological, environmental, or socioeconomic conditions. To implement dynamic management, decision-support tools are needed to guide spatial prioritization as feature distributions shift under changing conditions. Marxan is a widely applied decision-support tool designed for static management scenarios, but its utility in dynamic management has not been evaluated. EcoCast is a new decision-support tool developed explicitly for the dynamic management of multiple features, but it lacks some of Marxan's functionality. We used a hindcast analysis to compare the capacity of these 2 tools to prioritize 4 marine species in a dynamic management scenario for fisheries sustainability. We successfully configured Marxan to operate dynamically on a daily time scale to resemble EcoCast. The relationship between EcoCast solutions and the underlying species distributions was more linear and less noisy, whereas Marxan solutions had more contrast between waters that were good and poor to fish. Neither decision-support tool clearly outperformed the other; the appropriateness of each depends on management purpose, resource-manager preference, and technological capacity of tool developers. Antarctic specially protected areas (ASPAs) are a key regulatory mechanism for protecting Antarctic environmental values. Previous evaluations of the effectiveness of the ASPA system focused on its representativeness and design characteristics, presenting a compelling rationale for its systematic revision. Upgrading the system could increase the representation of values within ASPAs, but representation alone does not guarantee the avoided loss or improvement of those values. Identifying factors that influence the effectiveness of ASPAs would inform the design and management of an ASPA system with the greatest capacity to deliver its intended conservation outcomes. To facilitate evaluations of ASPA effectiveness, we devised a research and policy agenda that includes articulating a theory of change for what outcomes ASPAs generate and how; building evaluation principles into ASPA design and designation processes; employing complementary approaches to evaluate multiple dimensions of effectiveness; and extending evaluation findings to identify and exploit drivers of positive conservation impact. Implementing these approaches will enhance the efficacy of ASPAs as a management tool, potentially leading to improved outcomes for Antarctic natural values in an era of rapid global change. Fisheries bycatch is a critical threat to sea turtle populations worldwide, particularly because turtles are vulnerable to multiple gear types. The Canary Current is an intensely fished region, yet there has been no demographic assessment integrating bycatch and population management information of the globally significant Cabo Verde loggerhead turtle (Caretta caretta) population. Using Boa Vista island (Eastern Cabo Verde) subpopulation data from capture–recapture and nest monitoring (2013–2019), we evaluated population viability and estimated regional bycatch rates (2016–2020) in longline, trawl, purse-seine, and artisanal fisheries. We further evaluated current nesting trends in the context of bycatch estimates, existing hatchery conservation measures, and environmental (net primary productivity) variability in turtle foraging grounds. We projected that current bycatch mortality rates would lead to the near extinction of the Boa Vista subpopulation. Bycatch reduction in longline fisheries and all fisheries combined would increase finite population growth rate by 1.76% and 1.95%, respectively. Hatchery conservation increased hatchling production and reduced extinction risk, but alone it could not achieve population growth. Short-term increases in nest counts (2013–2021), putatively driven by temporary increases in net primary productivity, may be masking ongoing long-term population declines. When fecundity was linked to net primary productivity, our hindcast models simultaneously predicted these opposing long-term and short-term trends. Consequently, our results showed conservation management must diversify from land-based management. The masking effect we found has broad-reaching implications for monitoring sea turtle populations worldwide, demonstrating the importance of directly estimating adult survival and that nest counts might inadequately reflect underlying population trends. 相似文献

The International Union for Conservation of Nature (IUCN) Red List of Threatened Species, a species extinction risk assessment tool, has been guiding conservation efforts for over 5 decades. It is widely assumed to have been instrumental in preventing species from moving closer to extinction and driving recoveries. However, the impact of the IUCN Red List in guiding conservation has not been evaluated. We conducted, transcribed, and coded interviews with experts who use the IUCN Red List across a range of sectors to understand how the list is used in conservation. We developed a theory of change to illustrate how and why change is expected to occur along causal pathways contributing to the long-term goal of the IUCN Red List and an evaluation framework with indicators for measuring the impact of the IUCN Red List in generating scientific knowledge, raising awareness among stakeholders, designating priority conservation sites, allocating funding and resources, influencing development of legislation and policy, and guiding targeted conservation action (key themes). Red-list assessments were the primary input leading to outputs (scientific knowledge, raised awareness), outcomes (better informed priority setting, access to funding and resource availability, improved legislation and policy), and impact (implemented conservation action leading to positive change) that have resulted in achievement of IUCN Red List goals. To explore feasibility of attributing the difference made by the IUCN Red List across themes, we studied increased scientific knowledge, raised awareness, access to funding and resource allocation, and increased conservation activity. The feasibility exploration showed increased scientific knowledge over time identified through positive trends in publications referring to the IUCN Red List in the literature; raised awareness of the list following high IUCN activity identified by peaks in online search activity; an increased proportion of conservation funding bodies requesting IUCN Red List status in the application process; and, based on interviews with Amphibian Specialist Group members, red-list assessments were essential in connecting relevant stakeholders and ensuring conservation action. Although we identified the IUCN Red List as a vital tool in global conservation efforts, it was challenging to measure specific impacts because of its ubiquitous nature. The unsustainable trade in wildlife is a key threat to Earth's biodiversity. Efforts to mitigate this threat have traditionally focused on regulation and enforcement, and there is a growing interest in campaigns to reduce consumer demand for wildlife products. We aimed to characterize these behavior-change campaigns and the evidence of their impacts. We searched peer-reviewed and grey literature repositories and over 200 institutional websites to retrieve information on demand-reduction campaigns. We found 236 campaigns, mainly in the grey literature. Since the 1970s, the number of campaigns increased, although for over 15% a start date could not be found. Asia was the primary focus, although at the national level the United States was where most campaigns took place. Campaigns most often focused on a single species of mammal; other vertebrates groups, with the exception of sharks, received limited attention. Many campaigns focused on broad themes, such as the wildlife trade in general or seafood. Thirty-seven percent of campaigns reported some information on their inputs, 98% on strategies, 70% on outputs, 37% on outcomes (i.e., changes in the target audience), and 9% on impacts (i.e., biological changes or threat reduction). Information on outcomes and impacts was largely anecdotal or based on research designs that are at a high risk of bias, such as pre- and postcampaign comparisons. It was unclear whether demand-reduction campaigns had direct behavioral or biological impacts. The lack of robust impact evaluation made it difficult to draw insights to inform future efforts, a crucial part of effectively addressing complex issues, such as the wildlife trade. If demand-reduction campaigns are to become a cornerstone of the efforts to mitigate the unsustainable trade in wildlife, conservationists need to adopt more rigorous impact evaluation and a more collaborative approach that fosters the sharing of data and insights. 相似文献

There is a growing trend of nation states invoking national security and emergency declarations to build state-sponsored infrastructure projects for border defense, energy production, and transportation. Established laws, regulations, and agreements for the protection of nature and cultural heritage within and between countries are becoming secondary to national security, compromising the function of protected areas, such as national parks, wilderness areas, and biosphere reserves that safeguard biodiversity, climate, and human health. We considered cases where decades-long multinational cross-border endangered species recovery programs have been jeopardized by waivers of environmental protection laws to facilitate rapid construction of border barriers that impede the movement and migration of animals, such as at the US–Mexico and Poland–Belarus borders. Renewable energy megaprojects, such as the Pinacate solar plant in Mexico, coupled with power transmission lines and road networks likewise cast a large footprint on the land and are being carried out with minimal to no environmental compliance under the guise of national security. National sovereignty likewise has been used as justification for bypassing laws to proceed with similar projects, such as Mexico's Dos Bocas refinery and Poland's Vistula Spit canal. Emphasis on security is also apparent in increasing military expenditure by the world's largest economies, which has created a mismatch with improvement in environmental policy stringency. Decisions to prioritize security can undermine democratic principles and environmental review protocols, trivialize humanity's dependence on functioning ecosystems, and contradict the United Nation's resolution on the human right to a healthy environment. Framing infrastructure projects as matters of national security also foments civil and political unrest by the labeling and casting of dissenters, including conservation scientists and environmental defenders, as antinational. World leaders must refrain from misusing extraordinary powers, adhere to laws and international agreements, and consult experts and local people before taking unilateral action on projects that affect ecological and human communities. 相似文献

Restoration of foundation species promises to reverse environmental degradation and return lost ecosystem services, but a lack of standardized evaluation across projects limits understanding of recovery, especially in marine systems. Oyster reefs are restored to reverse massive global declines and reclaim valuable ecosystem services, but the success of these projects has not been systematically and comprehensively quantified. We synthesized data on ecosystem services associated with oyster restoration from 245 pairs of restored and degraded reefs and 136 pairs of restored and reference reefs across 3500 km of U.S. Gulf of Mexico and Atlantic coastlines. On average, restoration was associated with a 21-fold increase in oyster production (mean log response ratio = 3.08 [95% confidence interval: 2.58–3.58]), 34–97% enhancement of habitat provisioning (mean community abundance = 0.51 [0.41–0.61], mean richness = 0.29 [0.19–0.39], and mean biomass = 0.69 [0.39–0.99]), 54% more nitrogen removal (mean = 0.43 [0.13–0.73]), and 89–95% greater sediment nutrients (mean = 0.67 [0.27–1.07]) and organic matter (mean = 0.64 [0.44–0.84]) relative to degraded habitats. Moreover, restored reefs matched reference reefs for these ecosystem services. Our results support the continued and expanded use of oyster restoration to enhance ecosystem services of degraded coastal systems and match many functions provided by reference reefs. 相似文献

The prey naivety hypothesis posits that prey are vulnerable to introduced predators because many generations in slow gradual coevolution are needed for appropriate avoidance responses to develop. It predicts that prey will be more responsive to native than introduced predators and less responsive to introduced predators that differ substantially from native predators and from those newly established. To test these predictions, we conducted a global meta-analysis of studies that measured the wariness responses of small mammals to the scent of sympatric mammalian mesopredators. We identified 26 studies that met our selection criteria. These studies comprised 134 experiments reporting on the responses of 36 small mammal species to the scent of six introduced mesopredators and 12 native mesopredators. For each introduced mesopredator, we measured their phylogenetic and functional distance to local native mesopredators and the number of years sympatric with their prey. We used predator and prey body mass as a measure of predation risk. Globally, small mammals were similarly wary of the scent of native and introduced mesopredators; phylogenetic and functional distance between introduced mesopredators and closest native mesopredators had no effect on wariness; and wariness was unrelated to the number of prey generations, or years, since first contact with introduced mesopredators. Small mammal wariness was associated with predator-prey body mass ratio, regardless of the nativity. The one thing animals do not seem to recognize is whether their predators are native. 相似文献

Developing-world shark fisheries are typically not assessed or actively managed for sustainability; one fundamental obstacle is the lack of species and size-composition catch data. We tested and implemented a new and potentially widely applicable approach for collecting these data: mandatory submission of low-value secondary fins (anal fins) from landed sharks by fishers and use of the fins to reconstruct catch species and size. Visual and low-cost genetic identification were used to determine species composition, and linear regression was applied to total length and anal fin base length for catch-size reconstruction. We tested the feasibility of this approach in Belize, first in a local proof-of-concept study and then scaling it up to the national level for the 2017–2018 shark-fishing season (1,786 fins analyzed). Sixteen species occurred in this fishery. The most common were the Caribbean reef (Carcharhinus perezi), blacktip (C. limbatus), sharpnose (Atlantic [Rhizoprionodon terraenovae] and Caribbean [R. porosus] considered as a group), and bonnethead (Sphyrna cf. tiburo). Sharpnose and bonnethead sharks were landed primarily above size at maturity, whereas Caribbean reef and blacktip sharks were primarily landed below size at maturity. Our approach proved effective in obtaining critical data for managing the shark fishery, and we suggest the tools developed as part of this program could be exported to other nations in this region and applied almost immediately if there were means to communicate with fishers and incentivize them to provide anal fins. Outside the tropical Western Atlantic, we recommend further investigation of the feasibility of sampling of secondary fins, including considerations of time, effort, and cost of species identification from these fins, what secondary fin type to use, and the means with which to communicate with fishers and incentivize participation. This program could be a model for collecting urgently needed data for developing-world shark fisheries globally. The current loss of biodiversity has put 50,000 plant species at an elevated risk of extinction worldwide. Conserving at-risk species is often complicated by covariance or nonadditivity among threats, which makes it difficult to determine optimal management strategies. We sought to demographically quantify covariance and nonadditive effects of more threats on more rare plant species than ever attempted in a single analysis. We used 1082 population reports from 186 populations across 3 U.S. states of 27 rare, herbaceous plant species collected over 15 years by citizen scientists. We used a linear mixed-effects model with 4 threats and their interactions as fixed predictors, species as a random predictor, and annual growth rates as the response. We found a significant 3-way interaction on annual growth rates; rare plant population sizes were reduced by 46% during the time immediately after disturbance when populations were also browsed by deer (Odocoileus virginianus) and had high levels of encroachment by woody species. This nonadditive effect should be considered a major threat to the persistence of rare plant species. Seascape connectivity (landscape connectivity in the sea) can modify reserve performance in low-energy marine ecosystems (e.g., coral reefs, mangroves, and seagrass), but it is not clear whether similar spatial linkages also shape reserve effectiveness on high-energy, exposed coastlines. We used the surf zones of ocean beaches in eastern Australia as a model system to test how seascape connectivity and reserve attributes combine to shape conservation outcomes. Spatial patterns in fish assemblages were measured using baited remote underwater video stations in 12 marine reserves and 15 fished beaches across 2000 km of exposed coastline. Reserve performance was shaped by both the characteristics of reserves and the spatial properties of the coastal seascapes in which reserves were embedded. Number of fish species and abundance of harvested fishes were highest in surf-zone reserves that encompassed >1.5 km of the surf zone; were located < 100 m to rocky headlands; and included pocket beaches in a heterogeneous seascape. Conservation outcomes for exposed coastlines may, therefore, be enhanced by prioritizing sufficiently large areas of seascapes that are strongly linked to abutting complementary habitats. Our findings have broader implications for coastal conservation planning. Empirical data to describe how the ecological features of high-energy shorelines influence conservation outcomes are lacking, and we suggest that seascape connectivity may have similar ecological effects on reserve performance on both sheltered and exposed coastlines. 相似文献

Biodiversity loss is driven by human behavior, but there is uncertainty about the effectiveness of behavior-change programs in delivering benefits to biodiversity. To demonstrate their value, the biodiversity benefits and cost-effectiveness of behavior changes that directly or indirectly affect biodiversity need to be quantified. We adapted a structured decision-making prioritization tool to determine the potential biodiversity benefits of behavior changes. As a case study, we examined two hypothetical behavior-change programs––wildlife gardening and cat containment––by asking experts to consider the behaviors associated with these programs that directly and indirectly affect biodiversity. We assessed benefits to southern brown bandicoot (Isoodon obesulus) and superb fairy-wren (Malurus cyaneus) by eliciting from experts estimates of the probability of each species persisting in the landscape given a range of behavior-change scenarios in which uptake of the behaviors varied. We then compared these estimates to a business-as-usual scenario to determine the relative biodiversity benefit and cost-effectiveness of each scenario. Experts projected that the behavior-change programs would benefit biodiversity and that benefits would rise with increasing uptake of the target behaviors. Biodiversity benefits were also predicted to accrue through indirect behaviors, although experts disagreed about the magnitude of additional benefit provided. Scenarios that combined the two behavior-change programs were estimated to provide the greatest benefits to species and be most cost-effective. Understanding whether assemblages of species respond more strongly to bottom-up (availability of trophic resources or habitats) or top-down (predation pressure) processes is important for effective management of resources and ecosystems. We determined the relative influence of environmental factors and predation by humans in shaping the density, biomass, and species richness of 4 medium-bodied (10–40 cm total length [TL]) coral reef fish groups targeted by fishers (mesopredators, planktivores, grazer and detritivores, and scrapers) and the density of 2 groups not targeted by fishers (invertivores, small fish ≤10 cm TL) in the central Philippines. Boosted regression trees were used to model the response of each fish group to 21 predictor variables: 13 habitat variables, 5 island variables, and 3 fishing variables (no-take marine reserve [NTMR] presence or absence, NTMR size, and NTMR age). Targeted and nontargeted fish groups responded most strongly to habitat variables, then island variables. Fishing (NTMR) variables generally had less influence on fish groups. Of the habitat variables, live hard coral cover, structural complexity or habitat complexity index, and depth had the greatest effects on density, biomass, and species richness of targeted fish groups and on the density of nontargeted fishes. Of the island variables, proximity to the nearest river and island elevation had the most influence on fish groups. The NTMRs affected only fishes targeted by fishers; NTMR size positively correlated with density, biomass, and species richness of targeted fishes, particularly mesopredatory, and grazing and detritivorous fishes. Importantly, NTMRs as small as 15 ha positively affected medium-bodied fishes. This finding provides reassurance for regions that have invested in small-scale community-managed NTMRs. However, management strategies that integrate sound coastal land-use practices to conserve adjacent reef fish habitat, strategic NTMR placement, and establishment of larger NTMRs will be crucial for maintaining biodiversity and fisheries. 相似文献
