Domestic energy practices are a topical policy issue, with implications for climate change, energy security and fuel poverty. Accordingly, a growing body of literature examines ways of promoting energy conservation and generation by individuals. However, there has been relatively little discussion of how status and stigma are implicated in these practices, and may act as facilitators or barriers to “behaviour change”. To help address this gap, this article draws both on existing literature and a new UK-based study of people who are attempting to live sustainable lives, to provide insights into how domestic energy practices may be status-enhancing or stigmatising, and how these risks and opportunities can be managed. While energy practices are often understood as “inconspicuous”, it is argued here that in some circumstances individuals may actively manage the visibility of their energy practices. The discussion considers these findings with regard to social power relations, and identifies issues warranting further exploration within the emerging research agenda on energy and equity.  相似文献

Assessing the impact of climate change on species and associated management objectives is a critical initial step for engaging in the adaptation planning process. Multiple approaches are available. While all possess limitations to their application associated with the uncertainties inherent in the data and models that inform their results, conducting and incorporating impact assessments into the adaptation planning process at least provides some basis for making resource management decisions that are becoming inevitable in the face of rapidly changing climate. Here we provide a non-exhaustive review of long-standing (e.g., species distribution models) and newly developed (e.g., vulnerability indices) methods used to anticipate the response to climate change of individual species as a guide for managers grappling with how to begin the climate change adaptation process. We address the limitations (e.g., uncertainties in climate change projections) associated with these methods, and other considerations for matching appropriate assessment approaches with the management questions and goals. Thorough consideration of the objectives, scope, scale, time frame and available resources for a climate impact assessment allows for informed method selection. With many data sets and tools available on-line, the capacity to undertake and/or benefit from existing species impact assessments is accessible to those engaged in resource management. With some understanding of potential impacts, even if limited, adaptation planning begins to move toward the development of management strategies and targeted actions that may help to sustain functioning ecosystems and their associated services into the future.  相似文献

Transboundary issues, like climate change, threaten the health of natural ecosystems. To address these problems, management is taking place at larger geographic scales and across political boundaries. Although landscapes are considered the suitable scale for conservation, limited research exists on how members of large landscape conservation organizations (LLCOs) define success. The Crown Managers Partnership (CMP) and the Southern Appalachian Man and the Biosphere Cooperative (SAMAB) are two LLCOs that support collaboration for the conservation of the Northern Rockies and the Southern Appalachian regions. We analyze the diverse interpretations of success among SAMAB and CMP participants during different stages of the organizations’ life cycle. Of particular importance is how members emphasize intangible successes such as relationships and the cascading effects LLCOs can have on other projects and organizations. This research provides insight into the distinct niche LLCOs fill in transboundary ecosystem management.  相似文献

As the international community debates long‐term strategies to address global warming, the issue is one of increasing concern for small island developing states. Collectively, these countries account for less than 1% of greenhouse gas emissions, yet their vulnerabilities are particularly high. This paper reviews international efforts including a regional effort on the part of 12 Caribbean countries to address this issue. For many countries and especially countries of the Caribbean and other small island developing states, vulnerabilities already exist and will only be exacerbated by accelerated global warming. Dealing with global environmental change will require good, reliable information to monitor change and assess the physical and economic impact of that change. It also will require an institutional and managerial framework that incorporates dynamic change into individual and collective decision‐making processes. Small island developing states must be active players affecting long‐term solutions to climate change. In the interim, targeted investments to address high priority vulnerabilities are likely to lead to no‐regrets outcomes with high environmental and economic benefits.  相似文献

The challenges currently facing resource managers are large-scale and complex, and demand new approaches to balance development and conservation goals. One approach that shows considerable promise for addressing these challenges is adaptive management, which by now is broadly seen as a natural, intuitive, and potentially effective way to address decision-making in the face of uncertainties. Yet the concept of adaptive management continues to evolve, and its record of success remains limited. In this article, we present an operational framework for adaptive decision-making, and describe the challenges and opportunities in applying it to real-world problems. We discuss the key elements required for adaptive decision-making, and their integration into an iterative process that highlights and distinguishes technical and social learning. We illustrate the elements and processes of the framework with some successful on-the-ground examples of natural resource management. Finally, we address some of the difficulties in applying learning-based management, and finish with a discussion of future directions and strategic challenges.  相似文献

Calls for more stakeholder participation and cooperation, the acknowledgement of uncertainties as well as for flexible and robust solutions have become frequent in the literature on climate change adaptation. Recent studies show that these calls are taken up only reluctantly in local adaptation compared to sectoral and technical solutions. The aim of this study is to examine to which extent adaptation as an embedded process within the local context allows for stakeholder participation, cooperation and the robustness and flexibility of adaptation measures. It applies an analytical approach, combining an action framework of adaptation and document-based discourse analysis, to assess both the procedural and the substantive viewpoint of an adaptation case in Finland. This twofold approach provides insight into how the adaptation process and content influence and condition each other. The analysis highlights how new approaches to adaptation have to compete with prevailing discourses and institutionalised practices, as public authorities take the dominant role in adaptation, striving for certain and safe solutions. This process has few participatory elements and leaves little leeway to address uncertainty.  相似文献

This article investigates the approaches of the various discourses operating in the water sector and how they address the issues of scarcity and equitable access under projected climate change impacts. Little synergy exists between the different approaches dealing with these issues. Whilst being a sustainable development and water resources management issue, a holistic view of access, scarcity and the projected impacts of climate change is not prevalent in these discourses. The climate change discourse too does not adequately bridge the gap between these issues. The projected impacts of climate change are likely to exacerbate the problems of scarcity and equitable access unless appropriate adaptation strategies are adopted and resilience is built. The successful delivery of accessible water services under projected climate change impacts therefore lies with an extension of the adaptive water management approach to include equitable access as a key driver.  相似文献

Exploring spatial and temporal scales provides a way to understand human alteration of landscape processes and human responses to these processes. We address three topics relevant to human-landscape systems: (1) scales of human impacts on geomorphic processes, (2) spatial and temporal scales in river restoration, and (3) time scales of natural disasters and behavioral and institutional responses. Studies showing dramatic recent change in sediment yields from uplands to the ocean via rivers illustrate the increasingly vast spatial extent and quick rate of human landscape change in the last two millennia, but especially in the second half of the twentieth century. Recent river restoration efforts are typically small in spatial and temporal scale compared to the historical human changes to ecosystem processes, but the cumulative effectiveness of multiple small restoration projects in achieving large ecosystem goals has yet to be demonstrated. The mismatch between infrequent natural disasters and individual risk perception, media coverage, and institutional response to natural disasters results in un-preparedness and unsustainable land use and building practices.  相似文献

Assessing Land-Use Impacts on Natural Resources   总被引:3,自引:1,他引:2  
/ Much information is available on changes that occur in natural resources from both spatially-explicit data on environmental conditions and models of the interactions of these conditions and resources with human activities. The strategy for assessing land-use impacts on natural resources developed in this paper provides a framework for using relevant data and models to address questions of how management practices can promote both use and protection of resources. This assessment strategy integrates spatially explicit environmental data using geographic information systems (GIS) with computer models that simulate changes in land cover in response to land-use impacts. The computer models also simulate susceptibility of species to changes in habitat suitability and landscape patterns. The approach is applied to management of limestone barrens on the Oak Ridge Reservation in East Tennessee. Potential limestone barrens habitats are identified by overlaying appropriate soils, geology, slope, and land-use/land-cover conditions. Their validity is tested against known sites containing rare species that occur in these habitats. The location of habitats at risk in the aftermath of human activities is determined by using an available area model that identifies the size and proximity of sites that particular types of species can no longer use as habitat. The resulting risk map can be used in land management planning. The approach uses readily available in situ and remotely sensed data and is applicable to a wide range of locations and land-use scenarios. Faced with the prospects of a changing climate, a small but increasing number of countries are developing legal and regulatory frameworks that explicitly address climate change. Moreover at least some of these laws and policies carve out substantial roles for local governments. The present paper surveys three countries from different regions in the Global South that have developed or are developing such laws and policies: the Philippines (Asia-Pacific), Mexico and more specifically its State of Chiapas (Latin America), and South Africa (Africa). It examines those experiences through two different lenses. The paper first reviews the steps by which those laws or policies were developed. For this review, criteria for effective consultative processes are proposed. The study then examines the three climate change laws or policies per se. To this end, a framework including four modes of multi-level urban climate governance (governing by regulation, governing through enabling, governing by provision, governing with representation and consultation) is utilised. The paper ends with synthetic conclusions as to which experiences represent promising practices, and what other lessons are relevant for countries embarking on such processes.  相似文献

This paper presents an in-depth analysis of a multi-stakeholder process, the Banff Bow Valley Round Table (BBVRT) convened by a federally appointed task force in 1995 to provide public input and participation in the Banff Bow Valley Study (BBVS). The purpose of this initiative was to address environmental concerns and conflict over governance, development and growth in Banff National Park, Canada. A key finding from the analysis discussed in this paper is how various participants struggled for legitimation at the negotiation table, and how the discourses of science and instrumental reason served to empower certain interests and agendas in the process. While the discursive appropriation of ecological science enabled some interests to dominate and to legitimize their concerns, this strategy may have intangible and costly consequences for consensus-based processes and for society overall. Analysis of these discursive struggles demonstrates the challenge of bringing ecology and the general public to the same negotiating table in a meaningful way. It shows the conflicting roles and identities of environmental groups who aspire to re-present nature (as a stakeholder) at the negotiating table. Recommendations for multi-stakeholder processes in planning and governance of national parks are presented, along with social implications in the context of historic human-environment dualism and conflict.  相似文献

A Typology of Collaboration Efforts in Environmental Management   总被引:4,自引:1,他引:3  
Collaboration involves stakeholders and the public in a process of consensus building to address some of the most difficult environmental management problems facing society today. Collaborative groups vary widely, ranging from small watershed councils to regional ecosystem collaboratives to groups addressing large-scale policy issues. While these collaboratives all match the common principles of collaboration, a closer examination reveals many differences. Using institutional theories about levels of decision making provides a way of classifying collaboratives along a spectrum from action level to organizational level to policy level. This typology is applied to thirty-six collaboration case studies in Australia and the United States that were investigated over a series of years through interviews, observation, document analysis, and surveys. The application reveals different tendencies among the case types in terms of population, size, problem significance, institutional setting, and focus of activities. The typology also reveals functional differences in the types of stakeholders involved, the management arrangements for implementation, and the approaches to implementing change. This typology can help practitioners better understand the challenges and appropriate types of collaborations for different settings. It helps highlight differences in the role of government and decentralization of power. It distinguishes the different theoretical foundations for different types of collaboratives. Finally, it elucidates the different evaluation approaches for different types of collaboratives.  相似文献

The language of decision theory is used to model the perspectives of two parties in the management of an environmental hazard. These are (a) individuals whose homes are polluted by radon by-products which thereby pose an uncertain health hazard and (b) the public authorities concerned about those individuals' welfare. The analysis provides a way of anticipating ways in which the perceptions and decisions of these parties are intertwined, as well as how they can come into conflict. It also suggests ways in which these difficulties might be ameliorated by altering the respective decision problems. The heuristic value of modeling decision problems in other contexts is discussed, with brief consideration of the substantive issues arising with acid rain and seatbelt usage.  相似文献

In this article, we examine how issues of scale affect the integration of recreation management with the management of other natural resources on public lands. We present two theories used to address scale issues in ecology and explore how they can improve the two most widely applied recreation-planning frameworks. The theory of patch dynamics and hierarchy theory are applied to the recreation opportunity spectrum (ROS) and the limits of acceptable change (LAC) recreation-planning frameworks. These frameworks have been widely adopted internationally, and improving their ability to integrate with other aspects of natural resource management has significant social and conservation implications. We propose that incorporating ecologic criteria and scale concepts into these recreation-planning frameworks will improve the foundation for integrated land management by resolving issues of incongruent boundaries, mismatched scales, and multiple-scale analysis. Specifically, we argue that whereas the spatially explicit process of the ROS facilitates integrated decision making, its lack of ecologic criteria, broad extent, and large patch size decrease its usefulness for integration at finer scales. The LAC provides explicit considerations for weighing competing values, but measurement of recreation disturbances within an LAC analysis is often done at too fine a grain and at too narrow an extent for integration with other recreation and resource concerns. We suggest that planners should perform analysis at multiple scales when making management decisions that involve trade-offs among competing values. The United States Forest Service is used as an example to discuss how resource-management agencies can improve this integration.  相似文献

Given the projected threat that climate change poses to biodiversity, the need for proactive response efforts is clear. However, integrating uncertain climate change information into conservation planning is challenging, and more explicit guidance is needed. To this end, this article provides a specific example of how a risk-based approach can be used to incorporate a species’ response to climate into conservation decisions. This is shown by taking advantage of species’ response (i.e., impact) models that have been developed for a well-studied bird species of conservation concern. Specifically, we examine the current and potential impact of climate on nest survival of the Lewis’s Woodpecker (Melanerpes lewis) in two different habitats. To address climate uncertainty, climate scenarios are developed by manipulating historical weather observations to create ensembles (i.e., multiple sequences of daily weather) that reflect historical variability and potential climate change. These ensembles allow for a probabilistic evaluation of the risk posed to Lewis’s Woodpecker nest survival and are used in two demographic analyses. First, the relative value of each habitat is compared in terms of nest survival, and second, the likelihood of exceeding a critical population threshold is examined. By embedding the analyses in a risk framework, we show how management choices can be made to be commensurate with a defined level of acceptable risk. The results can be used to inform habitat prioritization and are discussed in the context of an economic framework for evaluating trade-offs between management alternatives.  相似文献

Defra's approach to influencing people to live sustainably has evolved considerably since 2005 when the Sustainable Consumption Roundtable called for greater efforts by Government to better understand people, and how to influence changes in the way they behave. In response, Defra has developed a substantial evidence base devoted to improving understanding of the drivers for sustainable behaviours and how these can be applied to develop more effective environmental policies and programmes.A core focus of Defra's research programme has been to identify and build on existing research and evidence which has the potential to inform new and innovative policy approaches. In some cases, this has involved work which looks at particular behavioural drivers, such as habits and norms, considering how these insights can inform and improve outcomes from policies that aim to influence citizen's behaviours. Other work has focused on operationalising this knowledge through trials and demonstration projects with an aim of understanding the practical implications of applying them, and measuring the benefits they can provide.This paper reviews the key strands of Defra's behavioural research programme and some of the tools the department has used to apply this research. It considers Defra's work in building an evidence base that can be embedded into policy making and concludes with some insights drawn from this evidence. These address both why people are likely to act and why they might not, and best practice principles for delivering change.  相似文献

A promising program to address water contamination from nutrients is water quality trading (WQT), whereby entities with high abatement costs purchase credits from entities with lower abatement costs. The concept has found some success with point source water pollution, but very few trades have occurred in over 50 programs in the United States (U.S.) that have focused on nonpoint sources (NPSs). To understand why success has been slow, we identified three environments needed for programs to succeed: physical, economic, and institutional. We estimate that only 5% of watersheds in the U.S. currently listed as nutrient impaired provide a viable physical environment for trading nitrogen; 13% are suitable for phosphorus. Economic and institutional challenges would shrink that domain even further. Therefore, we find places with the ideal physical, economic, and institutional environments necessary for feasible WQT programs are virtual policy utopias — rare places with ideal environments. Fortunately, a growing literature provides the tools necessary to identify where these policy utopias are and to expand that domain through a better understanding about how to manage WQT programs more effectively.  相似文献

ABSTRACT: The thesis of this paper is that the citizen participation process provides necessary, but not sufficient conditions to affect substantive change in federal water resource management agencies' planning and decisionmaking. That is, in its present form, the citizen participation process has been observed to occur outside of the normal decision arenas of federal resource management agencies. The paper reviews concepts of citizen participation and defines some theoretical problems inherent with them. Then, a strategy for the structuring of a citizen participation process is proposed. This strategy is based upon the notion that citizen support for federally sponsored programs are essential if such projects are to be implemented. Therefore, an approach which integrates citizen valves with those held by other institutions and the agency is suggested. In conclusion, the relevancy of actively developing and including citizen input to the water resource planning process is illustrated by a discussion of three cases of the Corps of Engineers and Urban Studies planning process, in different metropolitan regions.  相似文献

Many countries in sub‐Saharan Africa have adopted similar approaches to tackle the challenges of rural water supply, including community‐based management, community participation and the demand‐responsive approach. These are often combined with nationwide programmes of capacity‐building and decentralization. This paper first shows how Uganda has adopted these approaches in its rural water supply programme. Based on Government documents, we construct an organizational framework that illustrates the overall programme and outlines the roles and responsibilities which actors are expected to fulfil. Second, based on interviews with sector staff and a review of Government documents, the paper examines challenges to successfully “walk the talk”; that is, it provides insight into challenges affecting programme implementation. Among numerous difficulties, two key issues are highlighted: local political interference and the weak capacity of local governments. Concerning local political interference, local planning processes need to be reformed so that local politicians commit more strongly to improving water supply. Regarding local government capacity, the Government department responsible for the programme has established eight regional units that provide support to local governments. This promising strategy, combined with more appropriate engagement and the commitment of local politicians, should help to improve the implementation of the rural water supply programme in Uganda.  相似文献

With more and more organizations seeking opportunities to generate benefits beyond compliance from environmental management activities, the challenges for environmental directors today is to develop and implement an environmental strategy that links environmental performance with the overarching strategic business goals of the organization. Organizations today are looking for opportunities to develop environmental management solutions that not only address the concerns of regulatory stakeholders, but also provide opportunities to improve operating efficiency and financial performance, enhance customer satisfaction, sustain market growth, and enhance goodwill, to satisfy the demands of a broader set of stakeholder groups including customers, investors, and employees. To achieve broader benefits from environmental management investments, this article shows how organizations must first develop a methodology for aligning their environmental management activities with the organization's strategic business goals and create a plan for systematically managing continuous improvement to achieve these goals. The second challenge is to implement this strategy at the business unit and facility level in a manner which integrates environmental management activities with an organization's core business processes to achieve improved product and service performance.  相似文献
