In 1998 the Washington State Legislature enacted the Watershed Planning Act, which encourages local governments to develop watershed plans using collaborative processes. Objectives of the statute are to address water resource and water quality issues, salmon habitat needs and to establish instream flows. This exploratory study sought to examine two aspects of how local governments are implementing the Act: challenges and benefits associated with collaborative watershed planning and the capacity of local governments to conduct collaborative watershed planning. Using documents and interview data from four cases, it was found that all planning groups experience similar challenges, although newer planning groups experienced more challenges than groups with previous planning experience. Challenges include issues surrounding the collaborative process, interagency co-ordination and trust. Local governments struggle with building capacity to plan, particularly in the areas of funding, technical expertise, incentives for participation, adequate time to conduct planning and questions regarding appropriate scale and scope of their planning efforts. Despite the challenges, collaborative watershed planning is well underway, with more than 37 planning units conducting planning under the Act.  相似文献

Watershed analysis and watershed management are developing as tools of integrated ecological and economic study. They also assist decision-making at the regional scale. The new technology and thinking offered by the advent of the Internet and the World Wide Web is highly complementary to some of the goals of watershed analysis. Services delivered by the Web are open, interactive, fast, spatially distributed, hierarchical and flexible. The Web offers the ability to display information creatively, to interact with that information and to change and modify it remotely. In this way the Internet provides a much-needed opportunity to deliver scientific findings and information to stakeholders and to link stakeholders together providing for collective decision-making. The benefits fall into two major categories: methodological and educational. Methodologically the approach furthers the watershed management concept, offering an avenue for practical implementation of watershed management principles. For educational purposes the Web is a source of data and insight serving a variety of needs at all levels. We use the Patuxent River case study to illustrate the web-based approach to watershed management. A watershed scale simulation model is built for the Patuxent area and it serves as a core for watershed management design based on web applications. It integrates the knowledge available for the Patuxent area in a comprehensive and systematic format, and provides a conceptual basis for understanding the performance of the watershed as a system. Moreover, the extensive data collection and conceptualisation required within the framework of the modeling effort stimulates close contact with the environmental management community. This is further enhanced by offering access to the modeling results and the data sets over the Web. Additional web applications and links are provided to increase awareness and involvement of stakeholders in the watershed management process. We argue that it is not the amount and quality of information that is crucial for the success of watershed management, but how well the information is disseminated, shared and used by the stakeholders. In this respect the Web offers a wealth of opportunities for the decision-making process, but still to be answered are the questions at what scale and how widely will the Web be accepted as a management tool, and how can watershed management benefit from web applications.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00574.x Abstract: Nutrient input to the Laurentian Great Lakes continues to cause problems with eutrophication. To reduce the extent and severity of these problems, target nutrient loads were established and Total Maximum Daily Loads are being developed for many tributaries. Without detailed loading information it is difficult to determine if the targets are being met and how to prioritize rehabilitation efforts. To help address these issues, SPAtially Referenced Regressions On Watershed attributes (SPARROW) models were developed for estimating loads and sources of phosphorus (P) and nitrogen (N) from the United States (U.S.) portion of the Great Lakes, Upper Mississippi, Ohio, and Red River Basins. Results indicated that recent U.S. loadings to Lakes Michigan and Ontario are similar to those in the 1980s, whereas loadings to Lakes Superior, Huron, and Erie decreased. Highest loads were from tributaries with the largest watersheds, whereas highest yields were from areas with intense agriculture and large point sources of nutrients. Tributaries were ranked based on their relative loads and yields to each lake. Input from agricultural areas was a significant source of nutrients, contributing ~33‐44% of the P and ~33‐58% of the N, except for areas around Superior with little agriculture. Point sources were also significant, contributing ~14‐44% of the P and 13‐34% of the N. Watersheds around Lake Erie contributed nutrients at the highest rate (similar to intensively farmed areas in the Midwest) because they have the largest nutrient inputs and highest delivery ratio.  相似文献

DOI: 10.1111/j.1752-1688.2010.00436.x Abstract: The Soil and Water Assessment Tool (SWAT) does not fully simulate riparian buffers, but has a simple filter function that is responsive to filter strip width (FILTERW). The objectives of this study were to (1) evaluate SWAT hydrology and water quality response to changes in watershed subdivision levels and different FILTERW configurations and (2) provide guidance for selecting appropriate watershed subdivision for model runs that include the riparian buffer feature through the FILTERW parameter. Watershed subdivision level is controlled by the critical source area (CSA) which defines the minimum drainage area required to form the origin of a stream. SWAT was calibrated on a 15.7 km2 subdrainage within the Little River Experimental Watershed, Georgia. The calibrated parameter set was applied to 32 watershed configurations consisting of four FILTERW representations for each of eight CSA levels. Streamflow predictions were stable regardless of watershed subdivision and FILTERW configuration. Predicted sediment and nutrient loads from upland areas decreased as CSA increased when spatial variations of riparian buffers are considered. Sediment and nutrient yield at the watershed outlet was responsive to different combinations of CSA and FILTERW depending on selected in-stream processes. CSA ranges which provide stable sediment and nutrient yields at the watershed outlet was suggested for avoiding significant modifications in selected parameter set.  相似文献

Impacts of climate change on the severity and intensity of future droughts can be evaluated based on precipitation and temperature projections, multiple hydrological models, simulated hydrometeorological variables, and various drought indices. The objective of this study was to assess climate change impacts on future drought conditions and water resources in the Chesapeake Bay (CB) watershed. In this study, the Soil and Water Assessment Tool (SWAT) and the Variable Infiltration Capacity model were used to simulate a Modified Palmer Drought Severity Index (MPDSI), a Standardized Soil Moisture index (SSI), a Multivariate Standardized Drought Index (MSDI), along with Coupled Model Intercomparison Project Phase 5 (CMIP5) climate models for both historical and future periods (f1: 2020‐2049, f2: 2050‐2079). The results of the SSI suggested that there was a general increase in agricultural droughts in the entire CB watershed because of increases in surface and groundwater flow and evapotranspiration. However, MPDSI and MSDI showed an overall decrease in projected drought occurrences due to the increases in precipitation in the future. The results of this study suggest that it is crucial to use multiple modeling approaches with specific drought indices that combine the effects of both precipitation and temperature changes.  相似文献

Ecological risk assessment (ERA) evaluates potential causal relationships between multiple sources and stressors and impacts on valued ecosystem components. ERAs applied at the watershed scale have many similarities to the place-based analyses that are undertaken to develop Total Maximum Daily Loads (TMDLs), in which linkages are established between stressors, sources, and water quality standards, including support of designated uses. TMDLs focus on achieving water quality standards associated with attainment of designated uses. In attempting to attain the water quality standard, many TMDLs focus on the stressor of concern rather than the ecological endpoint or indicators of the designated use that the standard is meant to protect. A watershed ecological risk assessment (WERA), at least in theory, examines effects of most likely stressors, as well as their probable sources in the watershed, to prioritize management options that will most likely result in meeting environmental goals or uses. Useful WERA principles that can be applied to TMDL development include: development and use of comprehensive conceptual models in the Problem Identification step of TMDLs; use of a transparent process for selecting Numeric Targets for TMDLs based on assessment endpoints derived from the management goal or designated use under consideration; analysis of co-occurring stressors likely to cause beneficial use impairment based on the conceptual model; use of explicit uncertainty analyses in the Linkage Analysis step of TMDL development; and frequent stakeholder interactions throughout the process. WERA principles are currently most applicable to those TMDLs in which there is no numeric standard and, therefore, indicators and targets need to be developed, such as many nutrient or sediment TMDLs. WERA methods can also be useful in determining TMDL targets in situations where simply targeting the water quality standard may re-attain the numeric criterion but not the broader designated use. Better incorporation of problem formulation principles from WERA into the TMDL development process would be helpful in improving the scientific rigor of TMDLs.  相似文献

Abstract: Systematic consideration of uncertainty in data, model structure, and other factors is generally unaddressed in most Total Maximum Daily Load (TMDL) calculations. Our previous studies developed the Management Objectives Constrained Analysis of Uncertainty (MOCAU) approach as an uncertainty analysis technique specifically for watershed water quality models, based on a synthetic case. In this study, we applied MOCAU to analyze diazinon loading in the Newport Bay watershed (Southern California). The study objectives included (1) demonstrating the value of performing stochastic simulation and uncertainty analysis for TMDL development, using MOCAU as the technique and (2) evaluating the existing diazinon TMDL and generating insights for the development of scientifically sound TMDLs, considering uncertainty. The Watershed Analysis Risk Management Framework model was used as an example of a complex watershed model. The study revealed the importance and feasibility of conducting stochastic watershed water quality simulation for TMDL development. The critical role of management objectives in a systematic uncertainty assessment was well demonstrated. The results of this study are intuitive to TMDL calculation, model structure improvement and sampling strategy design.  相似文献

Watershed vulnerability predictions for the Ozarks using landscape models   总被引:1,自引:0,他引:1  
Forty-six broad-scale landscape metrics derived from commonly used landscape metrics were used to develop potential indicators of total phosphorus (TP) concentration, total ammonia (TA) concentration, and Escherichia coli bacteria count among 244 sub-watersheds of the Upper White River (Ozark Mountains, USA). Indicator models were developed by correlating field-based water quality measurements and contemporaneous remote-sensing-based ecological metrics using partial least squares (PLS) analyses. The TP PLS model resulted in one significant factor explaining 91% of the variability in surface water TP concentrations. Among the 18 contributing landscape model variables for the TP PLS model, the proportions of a sub-watershed that are barren and in human use were key indicators of water chemistry in the associated sub-watersheds. The increased presence and reduced fragmentation of forested areas are negatively correlated with TP concentrations in associated sub-watersheds, particularly within close proximity to rivers and streams. The TA PLS model resulted in one significant factor explaining 93% of the variability in surface water TA concentrations. The eight contributing landscape model variables for the TA PLS model were among the same forest and urban metrics for the TP model, with a similar spatial gradient trend in relationship to distance from streams and rivers within a sub-watershed. The E. coli PLS model resulted in two significant factors explaining 99.7% of the variability in E. coli cell count. The 17 contributing landscape model variables for the E. coli PLS model were similar to the TP and TA models. The integration of model results demonstrates that forest, riparian, and urban attributes of sub-watersheds affect all three models. The results provide watershed managers in the Ozark Mountains with a broad-scale vulnerability prediction tool, focusing on TP, TA, and E. coli, and are being used to prioritize and evaluate monitoring and restoration efforts in the vicinity of the White River, a major tributary to the Mississippi River and Gulf of Mexico.  相似文献

Urbanization and the Loss of Resource Lands in the Chesapeake Bay Watershed   总被引:3,自引:0,他引:3  
We made use of land cover maps, and land use change associated with urbanization, to provide estimates of the loss of natural resource lands (forest, agriculture, and wetland areas) across the 168,000 km2 Chesapeake Bay watershed. We conducted extensive accuracy assessments of the satellite-derived maps, most of which were produced by us using widely available multitemporal Landsat imagery. The change in urbanization was derived from impervious surface area maps (the built environment) for 1990 and 2000, from which we estimated the loss of resource lands that occurred during this decade. Within the watershed, we observed a 61% increase in developed land (from 5,177 to 8,363 km2). Most of this new development (64%) occurred on agricultural and grasslands, whereas 33% occurred on forested land. Some smaller municipalities lost as much as 17% of their forest lands and 36% of their agricultural lands to development, although in the outlying counties losses ranged from 0% to 1.4% for forests and 0% to 2.6% for agriculture. Fast-growing urban areas surrounded by forested land experienced the most loss of forest to impervious surfaces. These estimates could be used for the monitoring of the impacts of development across the Chesapeake Bay watershed, and the approach has utility for other regions nationwide. In turn, the results and the approach can help jurisdictions set goals for resource land protection and acquisition that are consistent with regional restoration goals.  相似文献

While researchers and decision-makers increasingly recognize the importance of public participation in environmental decision-making, there is less agreement about how to involve the public. One of the most controversial issues is how to involve citizens in producing scientific information. Although this question is relevant to many areas of environmental policy, it has come to the fore in watershed management. Increasingly, the public is becoming involved in the sophisticated computer modeling efforts that have been developed to inform watershed management decisions. These models typically have been treated as technical inputs to the policy process. However, model-building itself involves numerous assumptions, judgments, and decisions that are relevant to the public. This paper examines the politics of public involvement in watershed modeling efforts and proposes five guidelines for good practice for such efforts. Using these guidelines, I analyze four cases in which different approaches to public involvement in the modeling process have been attempted and make recommendations for future efforts to involve communities in watershed modeling.  相似文献

Recent findings in the Umpqua River Basin in southwestern Oregon illustrate a tension in the rise of both community-based and watershed-based approaches to aquatic resource management. While community-based institutions such as watershed councils offer relief from the government control landowners dislike, community-based approaches impinge on landowners' strong belief in independence and private property rights. Watershed councils do offer the local control landowners advocate; however, institutional success hinges on watershed councils' ability to reduce bureaucracy, foster productive discussion and understanding among stakeholders, and provide financial, technical, and coordination support. Yet, to accomplish these tasks current watershed councils rely on the fiscal and technical capital of the very governmental entities that landowners distrust. Adaptive management provides a basis for addressing the apparent tension by incorporating landowners' belief in environmental resilience and acceptance of experimentation that rejects “one size fits all solutions.” Therefore community-based adaptive watershed management provides watershed councils a framework that balances landowners' independence and fear of government intrusion, acknowledges the benefits of community cooperation through watershed councils, and enables ecological assessment of landowner-preferred practices. Community-based adaptive management integrates social and ecological suitability to achieve conservation outcomes by providing landowners the flexibility to use a diverse set of conservation practices to achieve desired ecological outcomes, instead of imposing regulations or specific practices.  相似文献

Collaborative efforts are increasingly being used to address complex environmental problems, both in the United States and abroad. This is especially true in the growing field of collaborative watershed management, where diverse stakeholders work together to develop and advance water-quality goals. Active citizen participation is viewed as a key component, yet groups often struggle to attract and maintain citizen engagement. This study examined citizen participation behavior in collaborative watershed partnerships by way of a written survey administered to citizen members of 12 collaborative watershed groups in Ohio. Results for the determination of who joins such groups were consistent with the dominant-status model of participation because group members were not demographically representative of the broader community. The dominant-status model, however, does not explain which members are more likely to actively participate in group activities. Instead, individual characteristics, including political activity, knowledge, and comfort in sharing opinions with others, were positively correlated with active participation. In addition, group characteristics, including government-based membership, rural location, perceptions of open communication, perceptions that the group has enough technical support to accomplish its goals, and perceived homogeneity of participant opinions, were positively correlated with active participation. Overall, many group members did not actively participate in group activities.  相似文献

Healthy watersheds provide valuable services to society, including the supply and purification of fresh water. Because these natural ecosystem services lie outside the traditional domain of commercial markets, they are undervalued and underprotected. With population and development pressures leading to the rapid modification of watershed lands, valuable hydrological services are being lost, which poses risks to the quality and cost of drinking water and the reliability of water supplies. Increasing the scale and scope of programmes to protect hydrological services requires policies that harmonize land uses in watersheds with the provision of these important natural services. This article summarizes key attributes of hydrological services and their economic benefits; presents a spectrum of institutional mechanisms for safeguarding those services; discusses programmes in Quito (Ecuador), Costa Rica and New York City; and offers some lessons learned and recommendations for achieving higher levels of watershed protection.  相似文献

Nutrient load allocations and subsequent reductions in total nitrogen and phosphorus have been applied in the Chesapeake watershed since 1992 to reduce hypoxia and to restore living resources. In 2010, sediment allocations were established to augment nutrient allocations supporting the submerged aquatic vegetation resource. From the initial introduction of nutrient allocations in 1992 to the present, the allocations have become more completely applied to all areas and loads in the watershed and have also become more rigorously assessed and tracked. The latest 2010 application of nutrient and sediment allocations were made as part of the Chesapeake Bay total maximum daily load and covered all six states of the Chesapeake watershed. A quantitative allocation process was developed that applied principles of equity and efficiency in the watershed, while achieving all tidal water quality standards through an assessment of equitable levels of effort in reducing nutrients and sediments. The level of effort was determined through application of two key watershed scenarios: one where no action was taken in nutrient control and one where maximum nutrient control efforts were applied. Once the level of effort was determined for different jurisdictions, the overall load reduction was set watershed‐wide to achieve dissolved oxygen water quality standards. Further adjustments were made to the allocation to achieve the James River chlorophyll‐a standard.  相似文献

One of the major factors contributing to surface water contamination in agricultural areas is the use of pesticides. The Soil and Water Assessment Tool (SWAT) is a hydrologic model capable of simulating the fate and transport of pesticides in an agricultural watershed. The SWAT model was used in this study to estimate stream flow and atrazine (2-chloro-4-(ethylamino)-6-(isopropylamino)-s-triazine) losses to surface water in the Cedar Creek Watershed (CCW) within the St. Joseph River Basin in northeastern Indiana. Model calibration and validation periods consisted of five and two year periods, respectively. The National Agricultural Statistics Survey (NASS) 2001 land cover classification and the Soil Survey Geographic (SSURGO) database were used as model input data layers. Data from the St. Joseph River Watershed Initiative and the Soil and Water Conservation Districts of Allen, Dekalb, and Noble counties were used to represent agricultural practices in the watershed which included the type of crops grown, tillage practices, fertilizer, and pesticide application rates. Model results were evaluated based on efficiency coefficient values, standard statistical measures, and visual inspection of the measured and simulated hydrographs. The Nash and Sutcliffe model efficiency coefficients (E(NS)) for monthly and daily stream flow calibration and validation ranged from 0.51 to 0.66. The E(NS) values for atrazine calibration and validation ranged from 0.43 to 0.59. All E(NS) values were within the range of acceptable model performance standards. The results of this study indicate that the model is an effective tool in capturing the dynamics of stream flow and atrazine concentrations on a large-scale agricultural watershed in the midwestern USA.  相似文献

A study of a watershed planning process in the Cache River Watershed in southern Illinois revealed that class divisions, based on property ownership, underlay key conflicts over land use and decision-making relevant to resource use. A class analysis of the region indicates that the planning process served to endorse and solidify the locally-dominant theory that landownership confers the right to govern. This obscured the class differences between large full-time farmers and small-holders whose livelihood depends on non-farm labor. These two groups generally opposed one another regarding wetland drainage. Their common identity as “property owner” consolidated the power wielded locally by large farmers. It also provided an instrument – the planning document – for state and federal government agencies to enhance their power and to bring resources to the region. The planning process simultaneously ameliorated conflicts between government agencies and the large farmers, while enhancing the agencies’ capacity to reclaim wetlands. In this contradictory manner, the plan promoted the environmental aims of many small-holders, and simultaneously disempowered them as actors in the region’s political economy.
