ABSTRACT: An analogue method of ex post evaluation is proposed as a method of measuring the effectiveness of small watershed projects in obtaining flood control and economic benefits. Two watersheds were compared on a “with vs. without” project basis by both direct and indirect measurement of economic benefits. Direct measurements indicated that small watershed flood control projects did not generate the expected economic benefits. However, the indirect measurements of the same watersheds using land value enhancement as a surrogate suggested that the expected economic benefits were reflected in differential land values. The economic efficiency of small watershed projects should be measured ex ante and ex post on a “with vs. without” project basis rather than on a “before vs. after” basis whether using direct or surrogate variables.  相似文献

ABSTRACT

British cities and residential suburbs were originally developed under a modernist growth logic: separating home from work, with little concern for energy use. But recent political and social priorities such as climate change and energy security have created an imperative to reduce domestic energy use, with many existing dwellings rendered “obsolete” on account of their poor energy efficiency. This precipitated a need to develop domestic retrofit – the modification of building fabrics and systems to improve their energy efficiency – as an urban infrastructure. The UK Government responded in 2011 with policies such as the “Green Deal”, through which coalitions of actors in cities including local authorities, voluntary sector organisations and private businesses were encouraged to experiment with place-based retrofit. This paper examines the challenges and effects of developing a domestic retrofit infrastructure in a North London borough under particularly challenging policy conditions. We develop a hybrid framework for understanding the process and product of this place-based experimentation and through this we ask two questions: 1. How did both local and national conditions enable and limit the development of this infrastructure? 2. Was the emerging urban infrastructure functional and equitable? In Haringey’s case, a strong local political agenda positioned retrofit as a development opportunity and vehicle for reducing inequality, but national priorities around market-making and technological fixes dominated emerging responses. Whilst Haringey’s efforts in a difficult policy context did result in retrofits and improvements to around a thousand properties, the emerging infrastructure of retrofit services was incomplete, inequitable and temporary.  相似文献

This article aims to measure the effects of a flood control project planned for the Chitose River Basin in Hokkaido Prefecture, Japan, using hedonic land price functions. In these functions, "annual expected depth of flood water" is introduced as an explanatory variable to represent the effect of the flood control project. Comparing the approach with the method of "the economic analysis of flood control projects", which has been a conventional evaluation method widely used in Japan, the efficiency and limitations of our approach are discussed.  相似文献

Previous research found that National Flood Insurance Program (NFIP) premiums collected in some U.S. states, including California, have far exceeded damage payments. However, this finding raises the question of whether such an imbalance represents systematically good flood management or, instead, merely short-term hydrologic good luck. This study investigated patterns in flood losses on structures that pre-date and post-date the first available flood maps (“pre-Flood Insurance Rate Map [FIRM]” vs. “post-FIRM”) in California, several peer states, and nationwide. California has a larger inheritance of pre-FIRM structures than the national average, apparently reflecting development during the latter half of the 20th Century but before most Federal Emergency Management Agency (FEMA) flood maps. Pre-FIRM properties are a disproportionate cost burden on the system, and the number of pre-FIRM policies has declined over time, but only slowly. Local patterns in pre-FIRM claims suggest targeted areas for enhanced mitigation efforts, including buyouts. Conversely, we find that claims on post-FIRM policies are a reasonable metric of good floodplain management and enforcement, and California's 38% of post-FIRM policies generated just 24% of the state's NFIP claims. Local “post-FIRM claim hotspots” suggest areas to examine more closely. California continues to be a net payer into the National Flood Insurance Program, with $102 million in payouts 2009–2018 versus $2.3 billion in premiums collected, or 4.5 cents of premiums collected for every dollar of premiums. In California, its peer states, and nationwide, future management of flood risk depends on: (1) continued investment in flood control and mitigation of existing floodplain structures, and (2) prudent planning and limitations on new floodplain and coastal development.  相似文献

Every year I try to choose the “word of the year”—that is, the word that will be the most topical and overused in the news, politics, and business. Past “words of the year” were leadership, excellence, quality, and so on. This year's, without a doubt, must be values. Just listen to any political speech and you'll be sure to hear it! Magazine article after magazine article makes reference to values—family values, social values, public values, personal values, etc. Business is beginning to experience first-hand the power of this word and the controversy it engenders, especially in the area of environmental issues. Corporations already heavily scrutinized by the public on operational issues like facility expansion, pollution, emissions, product acceptance, etc., are struggling to assess how best to manage competing public values. What do we do when the public has one value and business has another? Or, how can choices be made between two operating needs that compete for the same budget? It is the dilemma posed by values in conflict that this article explores. Once the domain of scholars and philosophers, this timely topic is now demanding the consideration and awareness of everyone in the business world.  相似文献

ABSTRACT: Planning for urban drainage and flood control requires the use of a rational procedure for setting priorities and allocating funds. An innovative procedure developed by the Los Angeles County Flood Control District is described. It consists of the use of bond election voting results as a surrogate for demand signals representing the public preference for project approval. A regression equation has been developed to relate project characteristics to the likelihood of approval. The procedure is implemented through a “funnel-screen” review procedure which results in a list of reviewed and approved projects.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00545.x Abstract: Modeling variations in flood risk due to climate change and climate variability are a challenge to our profession. Flood‐risk computations by United States (U.S.) federal agencies follow guidelines in Bulletin 17 for which the latest update 17B was published in 1982. Efforts are underway to update that remarkable document. Additional guidance in the Bulletin as to how to address variation in flood risk over time would be welcome. Extensions of the log‐Pearson type 3 model to include changes in flood risk over time would be relatively easy mathematically. Here an example of the use of a sea surface temperature anomaly to anticipate changes in flood risk from year to year in the U.S. illustrates this opportunity. Efforts to project the trend in the Mississippi River flood series beg the question as to whether an observed trend will continue unabated, has reached its maximum, or is really nothing other than climate variability. We are challenged with the question raised by Milly and others: Is stationarity dead? Overall, we do not know the present flood risk at a site because of limited flood records. If we allow for historical climate variability and climate change, we know even less. But the issue is not whether stationarity is dead – the issue is how to use all the information available to reliably forecast flood risk in the future: “Where do we go from here?”  相似文献

ABSTRACT: Integrated watershed management in the Lower Mississippi Alluvial Plain (Delta) requires blending federal, state, and local authority. The federal government has preeminent authority over interstate navigable waters. Conversely, state and local governments have authority vital for comprehensive watershed management. In the Delta, integrating three broad legal and administrative regimes: (1) flood control, (2) agricultural watershed management, and (3) natural resources and environmental management, is vital for comprehensive intrastate watershed, and interstate river basin management. Federal Mississippi River flood control projects incorporated previous state and local efforts. Similarly, federal agricultural programs in the River's tributary headwaters adopted watershed management and were integrated into flood control efforts. These legal and administrative regimes implement national policy largely in cooperation with and through technical and financial assistance to local agencies such as levee commissions and soil and water conservation districts. This administrative infrastructure could address new national concerns such as nonpoint source pollution which require a watershed scale management approach. However, the natural resources and environmental management regime lacks a local administrative infrastructure. Many governmental and non governmental coordinating organizations have recently formed to address this shortcoming in the Delta. With federal and state leadership and support, these organizations could provide mechanisms to better integrate natural resources and environmental issues into the Delta's existing local administrative infrastructure.  相似文献

Extreme climate events, floods, and drought, cause huge impact on daily lives. In order to produce society resilient to extreme events, it is necessary to assess the impact of frequent and high intensity storm events on design parameters. This article describes a methodology to develop future peak “design discharges” throughout the United States that can be used as a guidance to map future floodplains. In order to develop a lower and upper limit for anticipated peak flow discharges, two future growth scenarios — Representative Concentration Pathways (RCPs)‐RCP 2.6 and 8.5 were identified as the weak and strong climate scenario respectively based on the output from the global climate models. The Generalized Least Square technique in United States Geological Survey's Weighted Multiple Regression (WREG) program was used to develop regression equations that relate peak discharges to basin and climate parameters of the contributing watershed. The design discharges reflect the most recent climate model results. Number of frost days, heavy rainfall days, high temperature days, and snow depth were found to be the common extreme climate parameters influencing the regression equations. This methodology can be extended to other flood frequency events if rainfall data is available. The future discharges can be utilized in hydraulics models to estimate floodplains that can assist in resilient infrastructure planning and outline climate change adaptation strategies.  相似文献

A set of simulation and optimization tools capable of analyzing the development and operation of a complex, multi-basin, interconnected water resource are explained. These models provide valuable information regarding the important questions: (1) “When should new projects be build?” (2) “How big should they be?” and (3) “How should the system be operated?” Since these tools were developed by and for practicing engineers, their applicability to real-world problems is mandatory. Many Indian Protected Areas (PAs) act as a support system for the communities living in and around them. Large-scale human interventions in these PAs have resulted in biodiversity loss, threat to wildlife and habitat fragmentation. The Sariska Tiger Reserve (STR) is no exception. In this reserve, tiger (Panthera tigris) became extinct in 2004.To create inviolate space for the reintroduced tigers, government has planned voluntary relocation of villages located inside Critical Tiger Habitat. The voluntary relocation plan will be more challenging if people are not willing to get relocated from PAs. Therefore, we have empirically analysed the identified factors influencing local communities’ willingness in getting relocated outside the STR using logit model. Results revealed that “restriction of access” and “market access” are the most influential factors and positively associated while forest dependency is negatively associated with local communities’ willingness. Based on these results, it was recommended that policy should be directed towards restriction on accessing forest resources along with reduction in forest dependency by nurturing and strengthening villagers’ livelihood to ensure successful relocation. Displacement of existed small markets around the reserve will also persuade them to relocate in areas more connected to market and other facilities.  相似文献

ABSTRACT: A forester shares personal reflections on biodiversity, finding he must deal with the question of “What is biodiversity?” before dealing with “What is biodiversity good for?” Even before that, the complexity of the scientific and social aspects of biodiversity must be looked at to set a context. The author believes that biodiversity has scientific, recreational, wildness, natural history, and spiritual values and contributes to sustainability and productivity. Aesthetic values also are found to be very important, and the author concludes “that biodiversity has values that are worth protecting, even in the face of scientific uncertainty.” Personal reflection on environmental issues is necessary to fully understand what one believes, and to be an active participant in issues of environmental ethics.  相似文献

Neobiota as non-native species are commonly considered as alien species. The Convention on Biological Diversity (CBD) intends to “prevent the introduction of, control or eradicate those alien species which threaten ecosystems, habitats or species”. The European Union has financed the DAISIE research project for the first pan-European inventory of Invasive Alien Species (IAS), which is supposed to serve as a basis for prevention and control of biological invasions. This paper discusses the evaluation approach for classifying “100 of the Worst” IAS in Europe by the EU DAISIE research project. The main impact categories used by DAISIE for assorting “100 of the Worst” IAS are investigated and the texts of the “Wanted” species factsheets are examined. Two examples from the DAISIE factsheets of the “100 of the Worst” IAS [Tree of Heaven (Ailanthus altissima) and the Raccoon (Procyon lotor)] are discussed to illustrate DAISIE’s biodiversity evaluation approach in more detail. However, the classification criteria used by DAISIE do not allow for sufficiently differentiating these neobiota from an ecological behavior of native species with a similar ecological niche. In conclusion, neobiota evaluations are not comprehensive when they refer mainly to the successful expansion and competition with native species into available ecological niches. A comprehensive assessment of the impacts of neobiota on biodiversity and humans needs to take into account the different values of biodiversity as mentioned in the preamble of the CBD.  相似文献

Norm stability is an important issue to consider in using the normative approach as a component of resource management decision making. This study examines three major questions related to norm stability: (1) Do norms change over time? (2) Do existing conditions affect norms? (3) Do background characteristics and visitation patterns affect norms? Data used in this study were collected at a campground in the Jirisan National Park (JNP) of Korea in 1993, 1994, and 2003. A total of 396 subjects were used for the study (120 for 1993, 106 for 1994, and 170 for 2003). Changes in the standards for “quiet time” and “seeing others littering” were statistically significant, but there was no change in the standard for “number of other tents.” There was little change in norm agreement or norm prevalence. Existing conditions were strongly correlated with standards for number of other tents but results were mixed for the other two indicators. Users’ demographic characteristics and visitation patterns were not generally related to norms. Findings of the study are discussed.  相似文献

Addicks and Barker reservoirs were built in the 1940s to protect downtown Houston from flooding and have generally worked very well until 2017 when Hurricane Harvey devastated much of Houston and surroundings with up to 40 inches (102 cm) of rainfall causing flooding of 154,000 homes in over 22 watersheds in Houston/Harris County alone. However, the story of how Addicks and Barker flooded upstream residential areas from a hydrologic standpoint is a harsh lesson in flood infrastructure policy and funding. This failure to protect both downstream properties in Buffalo Bayou and upstream areas behind the dams ended up with tens of thousands of flooded homes and properties, with many having flood waters for over 10 days. This paper explores the main causes for the flooding and addresses the hydrologic issues upstream in both reservoirs. The main causes of flooding were not just related to a massive rainfall event, but also explosive urban expansion of land use upstream of reservoirs, altered and updated reservoir design issues, and lack of governmental action in the years leading up to the disaster. Potential long-term solutions to the flooding and design problems are addressed in this article as well.  相似文献

The rapid development of Green Infrastructure as an approach to planning has enabled landscape practitioners to implement a range of projects utilising its principles. Discussions though exist examining what Green Infrastructure is, how it should be planned, and whether it can be identified as only those elements of the landscape that are green. A further element of this argument examines the use of water within this process. Therefore, as planners, we can ask: can we tell a green field from a cold steel rail? Both may have a green or sustainable function with only the visual appearance differing. Debates, however, focus on practitioner selectivity of the interpretation of “green” infrastructure planning exploring whether physical landscape characteristics or the function of an investment is the main focus of discussion. Using the grey–green continuum developed by Davies et al. [2006. Green infrastructure planning guide project: Final report. Annfield Plain: NECF], this paper examines whether geographical differences exist in the application of the Green Infrastructure and examine how practitioners use the ambiguity of Green Infrastructure planning to guide investment. Drawing on academic and practitioner literature provides this paper with a balance of conceptual and process-based assessments evaluations of global Green Infrastructure focusing on the design and implementation of terrestrial and marine resources. This paper also examines whether the dominant landscape planning framework in each region could be considered contradictory to the wider application of Green Infrastructure principles.  相似文献

Domestic energy practices are a topical policy issue, with implications for climate change, energy security and fuel poverty. Accordingly, a growing body of literature examines ways of promoting energy conservation and generation by individuals. However, there has been relatively little discussion of how status and stigma are implicated in these practices, and may act as facilitators or barriers to “behaviour change”. To help address this gap, this article draws both on existing literature and a new UK-based study of people who are attempting to live sustainable lives, to provide insights into how domestic energy practices may be status-enhancing or stigmatising, and how these risks and opportunities can be managed. While energy practices are often understood as “inconspicuous”, it is argued here that in some circumstances individuals may actively manage the visibility of their energy practices. The discussion considers these findings with regard to social power relations, and identifies issues warranting further exploration within the emerging research agenda on energy and equity.  相似文献

Urban stormwater systems traditionally used “grey” infrastructure to manage runoff. Contemporary designs now incorporate “green” infrastructure, which offers additional potential benefits such as urban amenities and health. Understanding how green and grey infrastructure investments are distributed across urban areas is important for new goals of promoting environmental justice in planning. In California, for instance, public investments increasingly require a percentage of funds to be spent in disadvantaged communities. Recent advancements in the availability of high-detail geographic data in cities can support prioritising investments to fulfil these multiple benefits. This paper analyses the distribution of stormwater infrastructure in Los Angeles (LA) County in relation to design criteria, urban structure and sociodemographic information. It demonstrates an approach for identifying projects that simultaneously address engineering needs and promote equity. Statistical analysis of high-detail sewer locations reveals geographic correlations with key local design parameters, urban characteristics and sociodemographic indicators. Watershed areas in LA County were identified that support multi-benefit projects, meeting dual criteria for infrastructure improvements and disadvantaged community status. As stormwater systems are increasingly designed for multi-benefit outcomes, new design frameworks can emphasise both performance and social equity.  相似文献

ABSTRACT: Concern over the pollution of our lakes and streams has become a major issue in the United States. Sedimentation from sigricultural lands has been identified as a significant factor in water pollution. Some citizens suggest that government should force compliance with soil loss standards, while others suggest that we ask farmers to voluntarily comply. Related questions are “DO farmers think government should be involved in controlling erosion and protecting water quality?”“To what extent should government be involved?” What level of government should be involved? Federal? State? Local?“Why should pay for water quality projects?” Farmers from a small watershed in northeastern Indiana were interviewed before and after a major demonstration project. Their responses suggest that farmers feel that individual landowners should be responsible for controlling erosion and agricultural nonpoint source water pollution. However, over 60 percent of the study fanners indicated that the federal government should play an important role, in terms of both technical and financial assistance.  相似文献
