Water scarcity is a highly contested concept. The dominant narratives of water scarcity in policy debates have been criticised for prioritising purely quantitative metrics and eliding questions of inequality and power. While much scholarship on water scarcity examines contexts in the global South where potable water infrastructures do not reach most residents, this article examines conflict over commercial water extraction in a Northern setting where access to potable tap water is nearly universal, yet local water supplies are increasingly constrained. It addresses three main questions: (1) How are narratives or discourses of water scarcity mobilised by a range of actors in local conflicts over groundwater extraction for water bottling?; (2) To what extent do these discourses invoke biophysical versus socially produced scarcity, current versus future scarcity, and local versus regional or global scales of scarcity?; and (3) What are the implications of the findings for efforts by environmental advocates and communities to protect local water supplies? We explore these questions by analysing a local case study of conflict over groundwater extraction by the leading bottled water firm, Nestlé Waters, in southwestern Ontario, Canada. We find that the scarcity narratives deployed by local residents, activists, public officials, and bottling industry representatives illustrate the use of several forms of figurative conflation involving geographic and temporal scales of water scarcity, and economic and volumetric forms of scarcity. We argue that this conflation illuminates deeper issues of economic and social justice at the heart of the conflict, which transcend reductionist hydrological assessments of scarcity or abundance.  相似文献

Understanding nature as an outcome of organising discourses generated through relative experiences of our surroundings has been the groundwork of a political ecology that deals with the distribution of environmental justice among people with different degrees of power. In this paper, we examine how the environmental legislation and the tourism industry have constructed the term Caiçara as a way to categorise the inhabitants of the Atlantic Forest Coast of Brazil, in ways that meet their goals, but in turn occludes the discourse of the Caiçara themselves. Ethnographic research conducted in Ponta Negra, a small coastal community located at the heart of the Juatinga Ecological Reserve (Paraty, Rio de Janeiro State), as well as a review of key legislation, management plans and tourism materials form the empirical basis of this research. First, we offer a critical examination of the historical origin of the term Caiçara. We then compare contradictory ideas of Caiçara produced by Brazilian environmental legislation and the tourism industry. While the environmental legislation has characterised the Caiçara as fallen angels who are no longer conservation allies, the tourism industry has profited by selling them as ecologically noble savages who still live in harmony with the environment. Our analysis shows how Ponta Negra people have become objects of powerful discourses of nature that hinder the recognition of their collective rights and weaken their position to negotiate for their own desires and aspirations related to their identity and livelihoods.  相似文献

This article aims at comparing power resources that opponents to environmental policy apply in shaping and constructing discourses that contest the implementation of marine and terrestrial area protection. Document analyses and qualitative interviews have been undertaken with key actors and documents in two case areas to show how actors, knowledge, and financial and organisational capacities are introduced in the planning processes in order to contest the dominating environmental discourse established by environmental authorities. The results demonstrate how opponents to the terrestrial case were rather fragmented, consisting of a wide range of local and regional actors with various interests and agendas, and without substantial financial and organisational strength. Here, the environmental administration managed to create a partnership with local authorities that eventually proclaimed the national park as a win–win situation for local society. As a contrast, the opponents to the marine case had strong organisational, financial and even scientific capacities that were effectively unified with local authorities in the Skjerstad fjord. Here, the win–win situation was not accepted by the local parties. Together, these resources seemed to explain some of the variance in institutional responses in environmental administration, and finally different outcomes of the two cases.  相似文献

Although there is continuing debate surrounding biofuel cultivation (especially in developing nations) in relation to issues of exploitation, land grabbing, poverty alleviation and energy security, there is a lack of empirical evidence to assess how these debates are playing out in practice on the ground. Drawing on political ecology discourse, this paper examines case studies of biofuel production in Zambia and the effects they have on environmental and social sustainability. During April and May 2011, data were collected on two case study projects involving Jatrophacurcas feedstock cultivation in Zambia. Semi‐structured interviews were used to ascertain views from affected stakeholders (local farmers, local environmental, social, and agronomic experts, and investors) on the biofuel projects and their environmental and social impacts. The findings suggest that the uneven distribution of costs and benefits are brought about by imbalances in knowledge, access to resources and the allocation of social and political influence (often associated with broader discourses of development), and this provides a likely rationale for a lack of sustainability in biofuel projects. Drawing on these viewpoints, as well as on field observations, this paper outlines the barriers and opportunities linked to Jatrophacurcas project sustainability.  相似文献

This study analyzed discourses influencing the meaning of Sustainable Forest Management in Catalonia (Spain) and the effects of the European Natura 2000 policy on these discourses. It focused on the Montseny area and on the Administration and Practitioner stakeholder groups. Based on literature review and interviews, we found six discourses influencing the meanings of Sustainable Forest Management. Two of these discourses underwent changes due to the effects of Natura 2000 implementation while the others did not, showing the substantial role played by local elements and actors in shaping the discursive framework of Sustainable Forest Management. Based on empirical findings, the study provided conclusions valid at European level: (1) implementing Natura 2000 does not mean revolutionizing local nature conservation systems, but rather adapting them to European requirements; (2) in order to increase local policy impact, the implementation of European environmental policies needs to be backed up by economic compensation of local actors.  相似文献

It is widely known that watershed hydrology is dependent on many factors, including land use, climate, and soil conditions. But the relative impacts of different types of land use on the surface water are yet to be ascertained and quantified. This research attempted to use a comprehensive approach to examine the hydrologic effects of land use at both a regional and a local scale. Statistical and spatial analyses were employed to examine the statistical and spatial relationships of land use and the flow and water quality in receiving waters on a regional scale in the State of Ohio. Besides, a widely accepted watershed-based water quality assessment tool, the Better Assessment Science Integrating Point and Nonpoint Sources (BASINS), was adopted to model the plausible effects of land use on water quality in a local watershed in the East Fork Little Miami River Basin. The results from the statistical analyses revealed that there was a significant relationship between land use and in-stream water quality, especially for nitrogen, phosphorus and Fecal coliform. The geographic information systems (GIS) spatial analyses identified the watersheds that have high levels of contaminants and percentages of agricultural and urban lands. Furthermore, the hydrologic and water quality modeling showed that agricultural and impervious urban lands produced a much higher level of nitrogen and phosphorus than other land surfaces. From this research, it seems that the approach adopted in this study is comprehensive, covering both the regional and local scales. It also reveals that BASINS is a very useful and reliable tool, capable of characterizing the flow and water quality conditions for the study area under different watershed scales. With little modification, these models should be able to adapt to other watersheds or to simulate other contaminants. They also can be used to study the plausible impacts of global environmental change. In addition, the information on the hydrologic effects of land use is very useful. It can provide guidelines not only for resource managers in restoring our aquatic ecosystems, but also for local planners in devising viable and ecologically-sound watershed development plans, as well as for policy makers in evaluating alternate land management decisions.  相似文献

Groundwater is a key resource for global agricultural production but is vulnerable to a changing climate. Given significant uncertainty about future impacts, bottom-up approaches for developing adaptive capacity are a more appropriate paradigm than seeking optimal adaptation strategies that assume a high ability to predict future risks or outcomes. This paper analyses the groundwater management practices adopted at multiple scales in East Anglia, UK, to identify wider lessons for developing adaptive capacity within groundwater management. Key elements are (1) horizontal and vertical integration within resource management; (2) making better use of water resources, at all scales, which vary in space and time; (3) embedding adaptation at multiple scales (from farm to national) within an adaptive management framework which allows strategies and management decisions to be updated in the light of changing understanding or conditions; (4) facilitating the ongoing formation through collective action of local Water Abstractor Groups; (5) promoting efficient use of scarce water resources by these groups, so as to increase their power to negotiate over possible short-term license restrictions; (6) controlling abstractions within a sustainable resource management framework, whether at national (regulatory) or at local (Abstractor Group) scales, that takes account of environmental water needs; and (7) reducing non-climate pressures which have the potential to further reduce the availability of usable groundwater.  相似文献

People in the Arctic face uncertainty in their daily lives as they contend with environmental changes at a range of scales from local to global. Freshwater is a critical resource to people, and although water resource indicators have been developed that operate from regional to global scales and for midlatitude to equatorial environments, no appropriate index exists for assessing the vulnerability of Arctic communities to changing water resources at the local scale. The Arctic Water Resource Vulnerability Index (AWRVI) is proposed as a tool that Arctic communities can use to assess their relative vulnerability-resilience to changes in their water resources from a variety of biophysical and socioeconomic processes. The AWRVI is based on a social-ecological systems perspective that includes physical and social indicators of change and is demonstrated in three case study communities/watersheds in Alaska. These results highlight the value of communities engaging in the process of using the AWRVI and the diagnostic capability of examining the suite of constituent physical and social scores rather than the total AWRVI score alone.  相似文献

While in many cases the benefits of ecosystem services (ES) can be enjoyed on different scales, the provision of ES requires engagement and commitment at the local scale. Therefore, the local level becomes important when thinking about compensation schemes or payments for ecosystem services (PES) as an approach to managing ES. The difficult task of bringing together different actors and institutions at different scales for specific conservation projects at the local level often remains in the hands of intermediaries. In this paper, we investigate the role of a civil society organisation (CSO) as an intermediary organisation in a PES scheme, the Community Blue Carbon Project (CBCP) in Costa Rica. To assess the role of intermediaries in a PES scheme, we rely on social network analysis and examine the position and role of the intermediary organisation. Based on Net-Map interviews, which is an interview-based mapping tool that helps people understand, visualise, discuss and improve situations in which many different actors influence outcomes, we find that the intermediary organisation in the CBCP is composed of several institutional and individual intermediaries who create both formal networks for connecting the international to the local level and informal networks for creating trusting relationships among the actors. Different spatial levels are reflected within the CSO’s organisational structure, and the CSO mitigates the distributional, procedural, recognition and contextual aspects of environmental justice.  相似文献

This paper extends prior research on risk perceptions in the West to the Hong Kong Chinese context by studying the nature of the responses of 229 Hong Kong Chinese to an adapted environmental appraisal inventory (EAI-C), which consisted of three scales with one related to the self and the other two related to the local and global environments, respectively. Results lent support to a local–global dichotomy: hazards were appraised to be more threatening in the global than the local context. Responses to the three-scale adaptation were factor analysed and three subscales were extracted for each of the EAI scales. As with findings reported in a previous study with an Irish sample, the subscales could be considered to represent techno-human, everyday-life and natural hazards. Results also indicated that Hong Kong Chinese appraised environmental hazards as more threatening than did Western samples surveyed in prior studies. This was most striking when hazards were appraised in relation to the self. Similar findings have also been reported in recent studies with Japanese samples. It was suggested that the accentuated threat to self observed in the current study might stem from a heightened sensitivity to environmental hazards in the Chinese people, which is determined by self-construction processes specific to Asian cultures. Using the EAI as a measurement for hazard appraisal may provide insights to how people from different cultures construe the impact of environmental hazards in various contexts.  相似文献

The literature on sustainable development has burgeoned. Over the past decade, concern about sustainability has been raised within such a wide range of social and natural science discourses that a comprehensive overview of this work is hard to find. Literature reviews that are available typically have a disciplinary focus-such as ecological economics or environmental science-or they have an applied social science/ policy emphasis. This paper bridges the multiple discourses by arraying them as interlocked parts of a grand puzzle. Ten fields of discourse are identified and conceptually mapped. The review is critical, yet constructive. It outlines a political ecology of sustainable development by articulating four key challenges concerning: (1) holism and co-evolution; (2) social justice and equity; (3) empowerment and community building; and (4) sustainable production and reproduction.  相似文献

We develop indicators showing the relative environmental burdens that human activities place on locales for a given level of economic benefits. The main purpose is to develop tools that allow us to examine the potential vulnerabilities within economies to changes in resource conditions. The indicators of pollution emission or resource consumption per job can be used to identify potential challenges to resource and industry managers and to compare areas in terms of their ability to adapt to change. For example, if a large number of area jobs are dependent on abundant water, this indicates a vulnerability to a reduction in water availability for industrial use. We develop a case study for 23 counties and 1 city in Maryland to examine the usefulness and limitations of the indicators. Our case study demonstrates that the indicators provide an informative view into patterns of local economic activity and use of an area’s environmental goods and services. In contrast to patterns for total environmental burdens (e.g., total SO2 emissions) that are typically reported, the rates of environmental burden per job are not simply correlated with high or low economic output. Thus, the indicators represent distinct patterns of environmental burdens per job that reflect reliance on environmental services. The indicators have some limitations when used at this fine scale because they can misrepresent conditions in counties in which economic sectors are dominated by one or a few businesses. For this reason, the indicators are best used as a regional screening tool.  相似文献

In-depth interviews were undertaken with 49 people living in two conurbations in north-east England. The findings highlight the importance of the local context (local history, experience, local knowledges and everyday existence) as an arena in which environmental meanings and concerns are constructed and negotiated, and how global environmental issues are also contextualised, and made sense of, within an explicitly local framework. These findings are used as a basis upon which to critically reflect upon the emphasis on globalisation within theoretical debates on 'risk society'.  相似文献

This paper describes a ‘win–win’ discourse on local sustainable development and global climate change mitigation regarding Kachung, a Swedish–Norwegian climate forestry investment in Uganda certified under the Clean Development Mechanism (CDM). In many ways, this investment is a typical example of how private interests and capital accumulation are prioritised over local concerns in natural resource management under neoliberalism. This study, however, indicated that investors had genuine intentions of creating mutual benefits for the global environment and local people. Drawing on Li (2007), we show that this ‘will to improve’ was nevertheless constructed in ways that resulted in prioritisation of global climate change mitigation over local context-specific concerns.

We identify three core factors making the win–win discourse around Kachung plantation especially resilient: (i) the perceived urgency of climate change mitigation, (ii) the apolitical framing of ‘sustainability’ as an environmental issue that can be fixed through external technical interventions and (iii) the devaluation of local and context-specific knowledge. We end by suggesting that research on the neoliberalisation of nature focus more on analysing the rationales behind specific interventions. This would leave us better equipped to suggest how such interventions should be modified to produce true wins for local contexts.  相似文献

Anthropogenic impairment of water bodies represents a global environmental concern, yet few attempts have successfully linked fish performance to thermal habitat suitability and fewer have distinguished co-varying water quality constraints. We interfaced fish bioenergetics, field measurements, and Thermal Remote Imaging to generate a spatially-explicit, high-resolution surface of fish growth potential, and next employed a structured hypothesis to detect relationships among measures of fish performance and co-varying water quality constraints. Our thermal surface of fish performance captured the amount and spatial-temporal arrangement of thermally-suitable habitat for three focal species in an extremely heterogeneous reservoir, but interpretation of this pattern was initially confounded by seasonal covariation of water residence time and water quality. Subsequent path analysis revealed that in terms of seasonal patterns in growth potential, catfish and walleye responded to temperature, positively and negatively, respectively; crappie and walleye responded to eutrophy (negatively). At the high eutrophy levels observed in this system, some desired fishes appear to suffer from excessive cultural eutrophication within the context of elevated temperatures whereas others appear to be largely unaffected or even enhanced. Our overall findings do not lead to the conclusion that this system is degraded by pollution; however, they do highlight the need to use a sensitive focal species in the process of determining allowable nutrient loading and as integrators of habitat suitability across multiple spatial and temporal scales. We provide an integrated approach useful for quantifying fish growth potential and identifying water quality constraints on fish performance at spatial scales appropriate for whole-system management.  相似文献

Non-point-source pollution of surface and groundwater is a prominent environmental issue in rural catchments, with major consequences on water supply and aquatic ecosystem quality. Among surface-water protection measures, environmental or landscape management policies support the implementation and the management of buffer zones. Although a great number of studies have focused on buffer zones, quantification of the buffer effect is still a recurring question.The purpose of this article is a critical review of the assessment of buffer-zone functioning. Our objective is to provide land planners and managers with a set of variables to assess the limits and possibilities for quantifying buffer impact at the catchment scale. We first consider the scale of the local landscape feature. The most commonly used empirical method for assessing buffers is to calculate water/nutrient budgets from inflow–outflow monitoring at the level of landscape structures. We show that several other parameters apart from mean depletion of flux can be used to describe buffer functions. Such parameters include variability, with major implication for water management. We develop a theoretical framework to clarify the assessment of the buffer effect and propose a systematic analysis taking account of temporal variability. Second, we review the current assessment of buffer effects at the catchment scale according to the theoretical framework established at the local scale. Finally, we stress the limits of direct empirical assessment at the catchment scale and, in particular, we emphasize the hierarchy in hydrological processes involved at the catchment scale: The landscape feature function is constrained by other factors (climate and geology) that are of importance at a broader spatial and temporal scale.Published on line  相似文献

This paper explores the promotion of environmentally sustainable travel and the ways in which individual citizens engage with exhortations to adopt environmentally responsible travel modes. In local contexts, the arguments for promoting modal shifts have focused on issues like congestion, noise reduction and the improvement of local environmental quality. However, in recent years, concerns about global climate change have reframed the promotion of sustainable travel around carbon emissions reductions and more fundamental changes to lifestyle choices as a way of combating climate change. Within this context, this paper considers the ways in which individuals frame sustainable travel through using focus group data collected as part of a wider research project on travel behaviour in the UK. The paper will demonstrate that notions of “sustainable” travel are still largely dominated by localised environmental concerns that have resonances with the everyday experiences and practices of individuals, with many of the factors underlying established discourses of travel behaviour being focused on pragmatic issues like convenience and cost. In contrast, the issue of climate change presents a number of challenges for policy-makers seeking to change behaviour because of the contestations surrounding climate science, political leadership and the perceived role of individual consumers in tackling climate change.  相似文献

Global and continental scale flood forecast provide coarse resolution flood forecast, but from the perspective of emergency management, flood warnings should be detailed and specific to local conditions. The desired refinement can be provided by the use of downscaling global scale models and through the use of distributed hydrologic models to produce a high‐resolution flood forecast. Three major challenges associated with transforming global flood forecasting to a local scale are addressed in this work. The first is using open‐source software tools to provide access to multiple data sources and lowering the barriers for users in management agencies at local level. This can be done through the Tethys Platform that enables web water resources modeling applications. The second is finding a practical solution for the computational requirements associated with running complex models and performing multiple simulations. This is done using Tethys Cluster that manages distributed and cloud computing resources as a companion to the Tethys Platform for web app development. The third challenge is discovering ways to downscale the forecasts from the global extent to the local context. Three modeling strategies have been tested to address this, including downscaling of coarse resolution global runoff models to high‐resolution stream networks and routing with Routing Application for Parallel computatIon of Discharge (RAPID), the use of hierarchical Gridded Surface and Subsurface Hydrologic Analysis (GSSHA) distributed models, and pre‐computed distributed GSSHA models.  相似文献

Abstract: The spatial scale and location of land whose development has the strongest influence on aquatic ecosystems must be known to support land use decisions that protect water resources in urbanizing watersheds. We explored impacts of urbanization on streams in the West River watershed, New Haven, Connecticut, to identify the spatial scale of watershed imperviousness that was most strongly related to water chemistry, macroinvertebrates, and physical habitat. A multiparameter water quality index was used to characterize regional urban nonpoint source pollution levels. We identified a critical level of 5% impervious cover, above which stream health declined. Conditions declined with increasing imperviousness and leveled off in a constant state of impairment at 10%. Instream variables were most correlated (0.77 ≤ |r| ≤ 0.92, p < 0.0125) to total impervious area (TIA) in the 100‐m buffer of local contributing areas (~5‐km2 drainage area immediately upstream of each study site). Water and habitat quality had a relatively consistent strong relationship with TIA across each of the spatial scales of investigation, whereas macroinvertebrate metrics produced noticeably weaker relationships at the larger scales. Our findings illustrate the need for multiscale watershed management of aquatic ecosystems in small streams flowing through the spatial hierarchies that comprise watersheds with forest‐urban land use gradients.  相似文献
