Concerns over non-renewable fossil fuel supply and climate change have been driving the Renaissance of bio-based materials. To substantiate environmental claims, the impacts of bio-based materials are typically quantified by applying life cycle assessment (LCA). The internationally agreed LCA standards provide generic recommendations on how to evaluate the environmental impacts of products and services but do not address details that are specifically relevant for the life cycles of bio-based materials. Here, we provide an overview of key issues and methodologies explicitly pertinent to the LCA of bio-based materials. We argue that the treatment of biogenic carbon storage is critical for quantifying the greenhouse gas emissions of bio-based materials in comparison with petrochemical materials. We acknowledge that biogenic carbon storage remains controversial but recommend accounting for it, depending on product-specific life cycles and the likely time duration of carbon storage. If carbon storage is considered, co-product allocation is nontrivial and should be chosen with care in order to: (i) ensure that carbon storage is assigned to the main product and the co-product(s) in the intended manner and (ii) avoid double counting of stored carbon in the main product and once more in the co-product(s). Land-use change, soil degradation, water use, and impacts on soil carbon stocks and biodiversity are important aspects that have recently received attention. We explain various approaches to account for these and conclude that substantial methodological progress is necessary, which is however hampered by the complex and often case- and site-specific nature of impacts. With the exception of soil degradation, we recommend preliminary approaches for including these impacts in the LCA of bio-based materials. The use of attributional versus consequential LCA approaches is particularly relevant in the context of bio-based materials. We conclude that it is more challenging to prepare accurate consequential LCA studies, especially because these should account for future developments and secondary impacts around bio-based materials which are often difficult to anticipate and quantify. Although hampered by complexity and limited data availability, the application of the proposed approaches to the extent possible would allow obtaining a more comprehensive insight into the environmental impacts of the production, use, and disposal of bio-based materials.  相似文献

Environmental philosophies concerning our obligations to each other and the natural world too rarely address the aftermath of environmental injustice. Ideally we would never do each other wrong; given that we do, as fallible and imperfect agents, we require non-ideal ethical guidance. Margaret Walker’s work on moral repair and Annette Baier’s work on cross-generational communality together provide useful hermeneutical tools for understanding and enacting meaningful responses to intergenerational injustice, and in particular, for anthropogenic climate change. By blending Baier’s cross-generational approach with Walker’s emphasis on victim subjectivity and moral repair, I propose that a reparative model of intergenerational justice can provide some much needed direction on non-ideal moral issues comparatively neglected in climate-ethics debates today.  相似文献

The functions of packaging are derived from product requirements, thus for insight into the environmental effects of packaging the actual combination of product and package has to be evaluated along the production and distribution system. This extension to all related environmental aspects adds realism to the environmental analysis and provides guidance for design while preventing a too detailed investigation of parts of the production system. This approach is contrary to current environmental studies where packaging is always treated as an independent object, neglecting the more important environmental effects of the product that are influenced by packaging. The general analysis and quantification stages for this approach are described, and the currently available methods for the assessment of environmental effects are reviewed. To limit the workload involved in an environmental assessment, a step-by-step analysis and the use of feedback is recommended. First the dominant environmental effects of a particular product and its production and distribution are estimated. Then, on the basis of these preliminary results, the appropriate system boundaries are chosen and the need for further or more detailed environmental analysis is determined. For typical food and drink applications, the effect of different system boundaries on the outcome of environmental assessments and the advantage of the step-by-step analysis of the food supply system is shown. It appears that, depending on the consumer group, different advice for reduction of environmental effects has to be given. Furthermore, because of interrelated environmental effects of the food supply system, the continuing quest for more detailed and accurate analysis of the package components is not necessary for improved management of the environmental effects of packaging.  相似文献

Understanding the environmental effects of alternative fuel production is critical to characterizing the sustainability of energy resources to inform policy and regulatory decisions. The magnitudes of these environmental effects vary according to the intensity and scale of fuel production along each step of the supply chain. We compare the spatial extent and temporal duration of ethanol and gasoline production processes and environmental effects based on a literature review and then synthesize the scale differences on space–time diagrams. Comprehensive assessment of any fuel-production system is a moving target, and our analysis shows that decisions regarding the selection of spatial and temporal boundaries of analysis have tremendous influences on the comparisons. Effects that strongly differentiate gasoline and ethanol-supply chains in terms of scale are associated with when and where energy resources are formed and how they are extracted. Although both gasoline and ethanol production may result in negative environmental effects, this study indicates that ethanol production traced through a supply chain may impact less area and result in more easily reversed effects of a shorter duration than gasoline production.  相似文献

Since its establishment in 1903, the National Wildlife Refuge System (NWRS) has grown to 635 units and 37 Wetland Management Districts in the United States and its territories. These units provide the seasonal habitats necessary for migratory waterfowl and other species to complete their annual life cycles. Habitat conversion and fragmentation, invasive species, pollution, and competition for water have stressed refuges for decades, but the interaction of climate change with these stressors presents the most recent, pervasive, and complex conservation challenge to the NWRS. Geographic isolation and small unit size compound the challenges of climate change, but a combined emphasis on species that refuges were established to conserve and on maintaining biological integrity, diversity, and environmental health provides the NWRS with substantial latitude to respond. Individual symptoms of climate change can be addressed at the refuge level, but the strategic response requires system-wide planning. A dynamic vision of the NWRS in a changing climate, an explicit national strategic plan to implement that vision, and an assessment of representation, redundancy, size, and total number of units in relation to conservation targets are the first steps toward adaptation. This adaptation must begin immediately and be built on more closely integrated research and management. Rigorous projections of possible futures are required to facilitate adaptation to change. Furthermore, the effective conservation footprint of the NWRS must be increased through land acquisition, creative partnerships, and educational programs in order for the NWRS to meet its legal mandate to maintain the biological integrity, diversity, and environmental health of the system and the species and ecosystems that it supports.  相似文献

Virtually no business enterprise or government entity is immune from the potential for public interest in or concern about environmental issues. Within the public arena, environmental issues are rarely viewed only in terms of their scientific, technical, or regulatory merits. Instead, they are invariably intertwined with other issues and perceptions regarding health and safety, property values, social justice, and overall quality of life. As such, environmental issues have the potential to create significant controversy, concern, and opposition among community residents. Fortunately, in many cases, much, if not all, of the anger and fear that community residents feel can be relieved through a substantive dialogue that either corrects misinformation or provides a platform for discussing actions that could, should, or are taking place to remedy a situation. Promoting and sustaining such dialogues is the goal of community relations. This article covers the process of designing and implementing a community relations program plan to address serious or long-term environmental issues surrounding facilities, sites, or projects.  相似文献

Products or product lines (portfolio items) are often ranked and classified according to their market growth and profitability potentials. Such ranking does not typically address the potential for posing health and environmental risks, nor does it formally consider the current or future regulatory climate or the customer/consumer perception of the product. This article describes a product screening procedure—Health and Environmental Regulatory (HER) Index—that addresses all of the above issues in a qualitative to semiquantitative manner. For each of the eight products addressed during the development of this procedure, we reviewed three subsystems along the product life cycle—manufacturing, distribution, and the customer/consumer. We posed a series of questions and qualitatively scored each one based on relationships among portfolio items and overall corporate, industry, and regulatory benchmarks. Using these results, we developed a product score or index. The multidisciplinary project team provided expert input and a reality check on the results. We have found the HER Index to be a potentially important tool for product risk ranking and priority setting for environmental, health, and safety resource allocation and of significant use in Responsible Care product stewardship.  相似文献

Climate change presents a complex environmental health and justice challenge for the field of urban planning. To date, the majority of research focuses on measuring local climate efforts and evaluating the general efficacy of adopted climate action plans (CAPs). Cumulatively, these studies argue that socio-economic and demographic variables (such as the fiscal health of cities, city size, and median household income) are important factors in implementing climate policies. Less studied are issues of environmental justice and the impacts of climate change on population health. Through interviews with urban planners and a document analysis of CAPs, this study assesses how California cities with high levels of pollution and social vulnerability address climate change and public health. The findings of this study show that CAPs in these cities rarely analyse whether greenhouse gas reduction strategies will also yield health co-benefits, such as a reduction in the co-pollutants of climate change (i.e. ozone, particulate matter, and nitrogen oxides). In many instances, the net co-benefits of health are not monetised, quantified, or even identified by local governments. In California's most impacted cities, climate planning activities and work on public health are happening in a parallel manner rather than through an integrated approach. The results suggest a need for increased opportunities for interagency coordination and staff training to conduct health analyses, free and easily accessible tools, methods for prioritising funding streams, and the development of partnerships with community-based organisations for linking climate planning with public health.  相似文献

Community campaigns against local sources of pollution and environmental degradation form the building blocks of movements for environmental justice. They also constitute important locations for people to learn about the environment and obtain outlooks, knowledge and skills with which to tackle pollution and address sustainable alternatives. The learning which occurs is usually informal and involves collective learning for action. A challenge to formal educators is to be able to support such learning. This account is of the learning which has been achieved during a community campaign against fish farming in the community of Scoraig in Wester Ross, north-west Scotland. We identify a complex diversity of learning within the community, involving information-gathering and critical analysis, between those active in the campaign and those supportive but less active, and in interaction between formal and informal education.  相似文献

Each year governments and industry around the globe spend billions of dollars in search of treatments and cures for diseases that shorten lives, which often means gadgets, implants, radiation and pills. These “cures”, do not get to the root of the problem. Perhaps it is time for us to adjust our thinking to be more proactive instead of reactive in public health. Perhaps we need to consider confronting environmental pollution of air, soil and water at a local level. As the Physicians for Social Responsibility point out, we should be “preventing what we cannot cure”. One such preventive measure is ensuring that our communities, including our poor inner-city neighbourhoods, enjoy a clean environment. We challenge local and national policy-makers to respond to the global call and to take action to address environmental toxins; to take local action to ameliorate the pollution of the air, water and soil in so many of our nation’s neighbourhoods. A person’s neighbourhood, and the proximity of dangerous environmental contaminants within it, is a powerful predictor of how long s/he will live. While situations like the poisoning of the water in Flint, Michigan have gotten some attention, they are generally treated as the exception rather than a reflection of real environmental hazards that exist in the west. Moreover we wonder why more endemic issues of neighbourhood environmental contamination that shorten human lives are not a priority for local action or that it is not linked to disproportionate production of greenhouse gases that cause climate change/warming/chaos.  相似文献

This article examines the relevance of environmental justice (EJ) and climate change debates as points of articulation and mobilisation among community groups responding to a proposed refinery. It then compares media coverage of the refinery project, a bi-national pipeline and other energy and climate-related news events. The analytical frame joins the EJ paradigm with citizen mobilisation on issues of climate change and energy projects that emit greenhouse gases and that discourage development of renewable sources. Data were collected and analysed from websites, public message boards and media documents. Findings indicate that a community-based anti-refinery campaign combined local EJ struggles with climate activism, while challenging fossil fuel dependencies and calling for renewable regional energy. A climate justice community formed – yet their voices were in their blogs and websites, not in local or national media.  相似文献

Environmental or ‘ecological’ footprints have been widely used in recent years as indicators of resource consumption and waste absorption on the basis of biologically productive land area required per capita with prevailing technology. Such footprints represent a partial measure of the extent to which the planet, its regions, or nations are moving along a sustainable development pathway. They vary between countries at different stages of economic development and varying geographic characteristics. The determinants of environmental footprints in some 113 countries from around the world have been evaluated. Dimensional analysis techniques from engineering and the physical sciences are employed to determine the relative significance of population density, economic wealth, and intensity of pollutant emission. Variations about the resulting ‘power‐law’ correlation suggest the extent to which individual nations are currently frugal or profligate in terms of their resource use and environmental impacts. The scatter associated with footprints, or closely related parameters, also indicates the uncertainty inherent within the international datasets needed to compute them, as well as differences in local climate and terrain. Nevertheless, national footprints alert humanity to the necessity of living within the regenerative capacity of the biosphere in order to ensure ‘environmental sustainability’.  相似文献

A growing body of literature examines how human bonds with place influence engagement with climate change and other environmental issues. Yet, studies in this vein derive from a number of disconnected literatures with a variety of place concepts employed. We set out to assess the current state of knowledge in this field and provide a framework for analysing dimensions of relations to place and their links with environmental engagement. We systematically analysed the characteristics of 66 studies identified for: focus of research, location, methods, and findings, particularly whether relationships to place aided in environmental engagement. We also categorised the studies according to our dimensions of place relations framework, cultural and environmental contexts, and intensity of climate impacts experienced. The answer to our guiding research question – whether place attachment was an effective way to communicate with people about climate change and get them actively engaged with it – was yes (74.2%), but with considerable variation according to these characteristics and dimensions. Based on this analysis, we identify gaps in current research and suggest critical paths for future research, especially in terms of geography and demography because of their implications for justice and equity in the processes of climate change mitigation and adaptation. Needed future research includes studies of place relations in regards to climate change specifically, studies in the Global South, of minority populations, beyond rural areas, and qualitative or mixed-method studies able to draw out the complexities of relations to place.  相似文献

Past and present climate has shaped the valued ecosystems currently protected in parks and reserves, but future climate change will redefine these conditions. Continued conservation as climate changes will require thinking differently about resource management than we have in the past; we present some logical steps and tools for doing so. Three critical tenets underpin future management plans and activities: (1) climate patterns of the past will not be the climate patterns of the future; (2) climate defines the environment and influences future trajectories of the distributions of species and their habitats; (3) specific management actions may help increase the resilience of some natural resources, but fundamental changes in species and their environment may be inevitable. Science-based management will be necessary because past experience may not serve as a guide for novel future conditions. Identifying resources and processes at risk, defining thresholds and reference conditions, and establishing monitoring and assessment programs are among the types of scientific practices needed to support a broadened portfolio of management activities. In addition to the control and hedging management strategies commonly in use today, we recommend adaptive management wherever possible. Adaptive management increases our ability to address the multiple scales at which species and processes function, and increases the speed of knowledge transfer among scientists and managers. Scenario planning provides a broad forward-thinking framework from which the most appropriate management tools can be chosen. The scope of climate change effects will require a shared vision among regional partners. Preparing for and adapting to climate change is as much a cultural and intellectual challenge as an ecological challenge.  相似文献

Environmental justice research is predominately an anthropocentric endeavour, and it is unclear whether this research captures injustices to other species or the integrity of ecological systems that support all life on earth. The purpose of this article is three-fold. First, we systematically review the environmental justice literature to identify the epistemological perspectives from which environmental justice is conveyed. Second, we examine definitions of environmental justice to determine how the concept is operationalised across these paradigms. Third, we document under what conditions these definitions purposely acknowledge the interdependency of all species in order to elucidate the place (or absence) of ecological integrity in our understanding of environmental justice. We conclude with a discussion of the value of going beyond mainstream expressions of environmental justice that typically do not include ecological integrity as a way to begin addressing the problem in a more holistic way.  相似文献

Livestock production in both industrial systems, where livestock are packed tightly together, and in highly traditional systems, where a shepherd follows her herd in dispersed rangelands, are cited as key contributors in some of the most acute environmental problems around the globe. Israel is one of the few countries where both of these systems exist, with surprisingly little contact between them. The environmental impact of the sectors were examined along with Israel’s public policies in the field. While historically, much attention has been placed on the contribution of the Bedouin pastoralists to desertification and erosion, this may be linked to historic misapprehension about actual impacts of goats on local rangelands as well as political motivations and concerns about losing national sovereignty over large areas of rangelands. The true environmental effects appear to be minor. A far more critical concern is water pollution caused by the industrial sector of livestock production—an issue that recently has attracted considerable government attention and investment in a successful dairy infrastructure initiative. The divisions between governmental supports for the Jewish and Arab sectors of livestock management are inconsistent with efficient environmental management. Policies should be designed to encourage Bedouin to find ways to sustainably continue their traditional livestock husbandry practises, which today are largely associated with ecological benefits and constitute a unique cultural asset for Israel and the world.  相似文献

Adaptation to climate change has been reviewed in several developed nations, but in none where consideration of the effects of climate change is required by statute and devolved to local government. We examine the role of institutional arrangements, the players operating under them, the barriers and enablers for adaptation decision-making in the developed nation of New Zealand. We examine how the roles and responsibilities between national, regional and local governments influence the ability of local government to deliver long-term flexible responses to changing climate risk. We found that the disciplinary practices of law, engineering and planning, within legal frameworks, result in the use of static mechanisms which create inflexible responses to changing risk. Several enablers are identified that could create greater integration between the different scales of government, including better use of national policy instruments, shared professional experience, standardised information collection and risk assessment methods that address uncertainties. The framing of climate risk as dynamic and changing that differentiates activities over their lifetime, development of mechanisms to fund transitions towards transformational change, are identified as necessary conditions for delivering flexible responses over time.  相似文献

"十四五"时期,生态文明改革持续深入,生态环境治理将向精准治污、科学治污、依法治污转变,这对加快推进生态环境监测体系与监测能力现代化提出了迫切要求。因此,本文从网络建设、体制机制、服务效能等方面,对生态环境监测所取得的进展与成效进行了系统分析,并对国家生态环境监测面临的机遇与挑战进行了深入剖析。在此基础上,针对支撑评价排名、服务精准治污、有序衔接新职能、建设大数据平台、强化数据应用、深化综合评价、理顺体制机制、推动产学研用、提升基础能力等方面,提出了"十四五"期间国家生态环境监测发展的相关建议。  相似文献
