/ The coastal zone of the Indian Ocean is coming under increasing pressure from human activities. Australia may be one of the few countries in this region that can afford to take adequate conservation measures in the near future. As it also has one of the longest Indian Ocean coastlines, Australia has the opportunity, and responsibility, to make a meaningful contribution to the conservation of Indian Ocean biodiversity. Threatened species, including marine turtles, inshore dolphins, and dugongs are an important component of that biodiversity. The dugong has been exterminated from several areas in the Indian Ocean, and it appears to be particularly threatened by mesh netting andhunting. Its long-term survival may depend on adequate protection in Australia, which contains the largest known Indian Ocean populations. This protection will require, in part, an appropriate system of marine protected areas (MPAs). This paper examines the adequacy of MPAs along Australia's Indian Ocean coast. Dugongs occur in two MPAs in Western Australia. The proposed expansion of the system of marine reserves is based primarily on representative samples of ecosystems from each biogeographic region. It is inadequate because it does not take into account the distribution and relative abundance of threatened species. If the conservation of biodiversity is to be maximized, the system of MPAs should incorporate both representativeness and the needs of threatened species. The level of protection provided by MPAs in Western Australia is low. Three different systems of designating protected areas in a Mediterranean region in southeastern Spain were studied, referring to their effectiveness and efficiency for protecting both the breeding territories and the suitable habitat of a set of ten raptor species. Taking into consideration the varying degrees of endangerment of these species, a map of multispecies conservation values was also drawn up and superimposed on the three protected-area systems studied. In order to compare the levels of protection afforded by the three systems, we considered two indices that measured their relative effectiveness and efficiency. The effectiveness estimated the proportion of territories or optimal habitat protected by the networks while efficiency implicitly considered the area of each system (percentage of breeding territories or optimal habitat protected per 1% of land protected). Overall, our results showed that the most efficient system was that formed by the set of regional parks and reserves (17 protected breeding territories per 100 km2), although, given its small total area, it was by far the least effective (only protecting the 21% of the breeding territories of all species and 17% of the area of high conservation value). The systems formed by the Special Protection Areas (designated under the EU “Birds Directive”) and by the Special Conservation Areas (designated under the EU “Habitats Directive”) notably increased the percentages of protected territories of all species (61%) and area of high conservation value (57%), but their efficiency was not as high as expected in most cases. The overall level of protection was high for all species except for the Lesser Kestrel (Falco naumanni), an endangered falcon that inhabits pseudo-steppe and traditional agricultural habitats, which are clearly underrepresented in the protected-area network of the study region.  相似文献

This study conducts a choice experiment to determine the willingness to pay for Palouse Prairie conservation. The giant Palouse earthworm (Driloleirus americanus), a rare species endemic to the Palouse region, is included as an attribute of conservation and serves as a method for determining the willingness to pay for protecting the species. This method evaluates the value of the earthworm as an attribute of an overall willingness to pay for threatened ecosystem preservation rather than a direct willingness to pay for protecting the species. This method is expected to yield a more accurate measure of willingness to pay for rare species. The annual willingness to pay per household for the giant Palouse earthworm is $20.45 based on the conditional logit model and $19.30 based on the mixed logit model. Ranking and relative importance are included as methods for representing a non-monetary value and importance of the giant Palouse earthworm.  相似文献

Recovery planning is a key component of many threatened species conservation initiatives and can be a powerful awareness raising tool. One of the largest impediments to conservation efforts in the Pacific region however, is the lack of ecological data and its subsequent effects on the development of feasible and useful recovery plans for threatened species. Without these plans, the understaffed, underfunded and often technically ill-equipped conservation agencies face huge difficulties in planning, prioritizing and conducting conservation activities to adequately protect biodiversity. The Fiji sago palm, Metroxylon vitiense, is an endemic endangered palm species whose survival is heavily dependent on a feasible species recovery plan. It is geographically restricted and threatened by habitat destruction and overexploitation for thatch for the tourism industry and palm heart consumption by local consumers. Despite its threatened status, M. vitiense is not currently protected by national or international legislation. Recent field surveys and extensive stakeholder consultation have resulted in the production of a species recovery plan highlighting the importance of the species and advocating sustainable harvesting rather than complete bans to promote conservation. This article summarizes the recovery plan and its current effects on the status of M. vitiense in Fiji. We also discuss the role of different stakeholders in the conservation of M. vitiense, including the absence of significant behavioral changes by the largest consumer - the tourism industry, and the importance of recovery plans for biodiversity conservation in the Pacific.  相似文献

Human-induced global climate change presents a unique and difficult challenge to the conservation of biodiversity. Despite increasing attention on global climate change, few studies have assessed the projected impacts of sea-level rise to threatened and endangered species. Therefore, we estimated the impacts of rising sea levels on the endangered Lower Keys marsh rabbit (Sylvilagus palustris hefneri) across its geographic distribution under scenarios of current conditions, low (0.3-m), medium (0.6-m), and high (0.9-m) sea-level rise. We also investigated the impacts of allowing vegetation to migrate upslope and not allowing migration and of two land-use planning decisions (protection and abandonment of human-dominated areas). Not surprisingly, under all simulations we found a general trend of decreasing total potential LKMR habitat with increasing sea-level rise. Not allowing migration and protecting human-dominated areas both tended to decrease potential LKMR habitat compared with allowing migration and abandoning human-dominated areas. In conclusion, conservation strategies at multiple scales need to be implemented in order to reduce the impact of global climate change on biodiversity and endangered species. At the regional level, managers must consider land-use planning needs that take into account the needs of both humans and biodiversity. Finally, at the local scale those agencies that are in charge of endangered species conservation and ecosystem management need to rethink static approaches to conservation or else stand by and watch ecosystems degrade and species go extinct. This can be accomplished by bioclimatic reserve systems where climatically underrepresented areas are included in conservation planning along with the standard concerns of threat, opportunity, connectivity, and viability.  相似文献

Nepal is considered a leader among developing nations with regard to conservation legislation and programs; it was among the first Asian nations to develop national conservation legislation, sign CITES, and develop a national conservation strategy. We review the history of modern conservation law in Nepal from the Rana period (early 1950s) to the present. The early legislation focused mainly on strict preservation of areas and species; this phase culminated in the National Parks and Wildlife Conservation Act of 1973. Subsequent legislation has evolved more in the direction of an integrated, holistic approach to conservation and is beginning to incorporate the participation of local people; subsequent amendments to the 1973 act allowed greater rights to rural villagers, and the designation of conservation areas in addition to the more strictly defined protected areas (national parks, wildlife reserves, etc.). Our review of conservation legislation suggests that Nepal has had many successes to date; the country has a protected area system covering over 10% of its land area, and many target species are recovering in parks and reserves. There are also some causes of concern, including staff shortages, financial constraints within the Department of National Parks and Wildlife Conservation, and the fact that there is little legal infrastructure outside of protected areas to enforce conservation laws; further, some aspects of hunting regulations are in need of revision. Primary needs include a comprehensive review of these policies and a nationalized strategy to ameliorate the shortcomings.  相似文献

The Gulf of California Biosphere Reserve (UGC&CRDBR) is a Marine Protected Area that was established in 1993 with the aim of preserving biodiversity and remediating environmental impacts. Because remaining vigilant is hard and because regulatory measures are difficult to enforce, harvesting has been allowed to diminish poaching. Useful management strategies have not been implemented, however, and conflicts remain between conservation legislation and the fisheries. We developed a transdisciplinary methodological scheme (pressure-state-response, loop analysis, and Geographic Information System) that includes both protected species and fisheries modeled together in a spatially represented marine ecosystem. We analyzed the response of this marine ecosystem supposing that conservation strategies were successful and that the abundance of protected species had increased. The final aim of this study was to identify ecosystem-level management alternatives capable of diminishing the conflict between conservation measures and fisheries. This methodological integration aimed to understand the functioning of the UGC&CRDBR community as well as to identify implications of conservation strategies such as the recovery of protected species. Our results suggest research hypotheses related to key species that should be protected within the ecosystem, and they point out the importance of considering spatial management strategies. Counterintuitive findings underline the importance of understanding how the community responds to disturbances and the effect of indirect pathways on the abundance of ecosystem constituents. Insights from this research are valuable in defining policies in marine reserves where fisheries and protected species coexist.  相似文献

Data needed for informed conservation prioritization are generally greater than the data available, and surrogates are often used. Although the need to anticipate threats is recognized, the effectiveness of surrogates for predicting habitat loss (or vulnerability) to land-use change is seldom tested. Here, we compared properties of two different vulnerability surrogates to validated vulnerability—validated prediction of habitat conversion based on a recent assessment of land-use change. We found that neither surrogate was a particularly effective predictor of vulnerability. Importantly, both surrogates performed poorly in places most imminently threatened with habitat conversion. We also show that the majority of areas protected over the last two decades have low vulnerability to the most active threatening process in this biome (habitat conversion). The contrary patterns of vulnerability and protection suggest that use of validated vulnerability would help to clarify protection needs, which might lead to the improvement of conservation decisions. Our study suggests the integration of validated vulnerability into conservation planning tools may be an important requirement for effective conservation planning in rapidly changing landscapes. We apply our results to discuss the practical considerations and potential value of incorporating validated vulnerability into conservation planning tools both generally and in the context of New Zealand’s indigenous grasslands.  相似文献

Commonly used methods of evaluating the degree of consistency of protected area ecosystems with social and ecological carrying capacities are likely to result in decision errors. This occurs because such methods do not account for imprecision and uncertainty in inferring the degree of ecosystem consistency from an observed ecosystem indicator. This paper proposes a fuzzy adaptive management approach to determine whether a protected area ecosystem is consistent with ecological and social carrying capacities and, if not, to identify management actions that are most likely to achieve consistency when there is uncertainty about the current degree of consistency and how alternative management actions are likely to influence that consistency. The proposed approach is illustrated using a hypothetical example that uses an ecosystem indicator that reflects combinations of different levels of user satisfaction and conservation of threatened and endangered species. Application of the proposed fuzzy adaptive management approach requires a protected area manager to: (1) identify alternative management actions for achieving ecosystem consistency with social and ecological carrying capacities in each of several management zones in a protected area; (2) randomly assign alternative management actions to management zones; (3) define fuzzy sets for the ecosystem indicator and degree of ecosystem consistency, and fuzzy relations between the ecosystem indicator and the degree of ecosystem consistency; (4) monitor the indicator in each management zone; (5) define fuzzy sets based on the observed indicator in each management zone; and (6) combine the fuzzy sets defined on the observed indicator and the fuzzy relations between the indicator and the degree of ecosystem consistency to reach conclusions about the most likely degree of consistency for alternative management actions in each management zone. The fuzzy adaptive management approach proposed here is advantageous when the benefits of avoiding the decision errors inherent with crisp and stochastic decision rules outweigh the added cost of implementing the approach.  相似文献

Urban sprawl in Virginia has led to the loss of wildlife habitat and agricultural land, reduced water quality, and to severe traffic congestion. We conducted a survey to identify the tools being used by the state's localities to manage growth and protect land from development, and the factors that influence interest in particular planning goals and strategies. More specifically, we sought to explore the level of interest in using the transfer of development rights (TDR). Almost every locality in Virginia has stated goals of protecting green space and agricultural land but very few have pursued a TDR programme since it became legal to do so in 2006. However, the main tools being used by planning departments are of limited effectiveness, particularly with regard to ensuring permanent or even long-term land preservation. More broadly, they are reflective of a reactive response to individual development proposals rather than a proactive, comprehensive approach to planning.  相似文献

A Global Analysis of Protected Area Management Effectiveness   总被引:7,自引:2,他引:5  
We compiled details of over 8000 assessments of protected area management effectiveness across the world and developed a method for analyzing results across diverse assessment methodologies and indicators. Data was compiled and analyzed for over 4000 of these sites. Management of these protected areas varied from weak to effective, with about 40% showing major deficiencies. About 14% of the surveyed areas showed significant deficiencies across many management effectiveness indicators and hence lacked basic requirements to operate effectively. Strongest management factors recorded on average related to establishment of protected areas (legal establishment, design, legislation and boundary marking) and to effectiveness of governance; while the weakest aspects of management included community benefit programs, resourcing (funding reliability and adequacy, staff numbers and facility and equipment maintenance) and management effectiveness evaluation. Estimations of management outcomes, including both environmental values conservation and impact on communities, were positive. We conclude that in spite of inadequate funding and management process, there are indications that protected areas are contributing to biodiversity conservation and community well-being.  相似文献

Fish habitat loss has been prevalent over the last century in Canada. To prevent further erosion of the resource base and ensure sustainable development, Fisheries and Oceans Canada enacted the habitat provisions of the Fisheries Act in 1976. In 1986, this was articulated by a policy that a “harmful alteration, disruption, or destruction to fish habitat” (HADD) cannot occur unless authorised with legally binding compensatory habitat to offset the HADD. Despite Canada’s progressive conservation policies, the effectiveness of compensation habitat in replicating ecosystem function has never been tested on a national scale. The effectiveness of habitat compensation projects in achieving no net loss of habitat productivity (NNL) was evaluated at 16 sites across Canada. Periphyton biomass, invertebrate density, fish biomass, and riparian vegetation density were used as indicators of habitat productivity. Approximately 63% of projects resulted in net losses in habitat productivity. These projects were characterised by mean compensation ratios (area gain:area loss) of 0.7:1. Twenty-five percent of projects achieved NNL and 12% of projects achieved a net gain in habitat productivity. These projects were characterised by mean ratios of 1.1:1 and 4.8:1, respectively. We demonstrated that artificially increasing ratios to 2:1 was not sufficient to achieve NNL for all projects. The ability to replicate ecosystem function is clearly limited. Improvements in both compensation science and institutional approaches are recommended to achieve Canada’s conservation goal.  相似文献

A major task related to conservation is to predict if planned infrastructure projects are likely to threaten biodiversity. In this study we investigated the potential impact of planned infrastructure in Spain on amphibian and reptile species, two highly vulnerable groups given their limited dispersal and current situation of population decline. We used distribution data of both groups to identify areas of high herpetofauna diversity, and compared the locations of these areas with the locations of the planned road, high-speed train railway and water reservoir network. Four criteria were used for this identification: species richness, rarity, vulnerability, and a combined index of the three criteria. From a total of 1441 cells of 20 x 20 km, areas of high diversity were defined as those cells whose ranked values for the different criteria included either all species or all threatened species. The combined index provided the smallest number of cells needed to retain all threatened species (1.7 and 2.6% of the cells for amphibian and reptile species, respectively). Coincidences between these high diversity areas and cells including planned infrastructures-denominated 'alert planning units'-were 35.4% for amphibians and 31.2% for reptiles. Mitigation of the potential impacts would include actions such as barriers to animal access to roads and railways and ecoducts under these constructions. Our approach provides conservation authorities information that can be used to make decisions on habitat protection. A technique that identifies threats to herpetofauna before they occur is also likely to improve the chance of herpetofauna being protected.  相似文献

Current political conditions, primarily budgetary uncertainty, and the related reluctance to make funding commitments for future generations, have raised questions about the costs of conservation and environmental protection that have not previously been asked. As Federal investments are scrutinized and budgets become ever more constrained, the costs associated with environmental requirements could begin to be of greater importance and to influence decisions on Federal projects. In response to concerns about the U.S. Army Corps of Engineers (Corps) spending under the Endangered Species Act (P.L. 93-205) (ESA), a limited investigation was performed to determine the accuracy of reported Corps expenditures. The investigation showed that, for particular groups of species, actual conservation costs for threatened and endangered species may be twice the amounts previously reported in the annual ESA expenditure reporting to the U.S. Fish and Wildlife Service. In light of this finding, the Corps has sought a means to provide more accurate and consistent reporting of expenditures for addressing threatened and endangered species. A Species Costs Template (template) has been developed to identify the types and magnitude of costs related to the ESA and to counteract the impediments (legal, institutional, and practical) to underreporting costs. The template will be used by the Corps for reporting ESA costs beginning with Fiscal Year 2005 (FY05) (reported in January 2006). Five broad categories of expenditures (effects determination costs, ESA protection and conservation costs, equipment costs, opportunity costs, and other species costs) are identified by the template.  相似文献

Environmental pollution and degradation of ecosystems considerably affect the natural resources. The Turkish Government is aware of the importance of the preservation of natural ecology and thereby the environmental conservation of many species in their natural habitat. This paper provides critical assessments of the problems and possible solutions in the identification, implementation and management of the Specially Protected Areas (SPAs) system by giving basic information about stakeholders and their responsibilities that currently offer nature conservation in Turkey. The goals of the article are to analyze how the SPAs interface with the local people, especially the villagers who have dwelt there before SPA designation and how people-SPA conflicts resolved; to show how effective the SPA conservation objectives have been; to outline the significance of informing and empowering people in nature conservation for the protected area management and to show the importance of planning at all levels during protection of the natural, archeological and cultural values of the SPAs.  相似文献

The American crocodile is a rare and endangered species, the range of which has contracted to disjunct locations such as Hispaniola, Jamaica, Cuba, Panama, and southern Florida. In an attempt to determine what factors might be limiting population growth, an extensive collaborative research program was conducted in 1978–82 in southern Florida. Limiting factors explicitly studied included climate, hurricanes, population dispersion, nesting habitat, fertility, predation, nest chamber environment, juvenile survivorship, artificial mortality, disturbance, and environmental contamination. No single natural factor limits the population, although in concert various factors result in low adult recruitment rates. Such natural limitations explain the natural rarity of this tropical species at the temperate limits of its range. Two artificial sources of mortality are death of adults on roads and the flooding of nests by high groundwater tables. These sources of mortality are potentially controllable by the appropriate management agencies. Active management, by such means as protection of individuals, habitat preservation and enhancement, nest site protection, and captive breeding, is also appropriate for assuring the survival of a rare species. The American crocodile has survived in southern Florida in face of extensive human occupancy of parts of its former nesting habitat, demonstrating the resilience of a threatened species. This case history illustrates the efficacy of conducting research aimed at testing specific management hypotheses, the importance of considering biographical constraints limiting population status in peripheral populations, the need for active management of rare species, and the role of multiple reserves in a conservation and management strategy.  相似文献

/ Whereas habitat conservation plans (HCPs) have been intended to provide comprehensive environmental mitigation for multiple species, they often narrow in focus to one species and either one mitigation site or unspecified sites. We developed an indicators framework from which to rate land units for their ecological integrity, collateral values (nonbiological qualities that can improve conservation), and restoration and conservation opportunities. The ratings of land units were guided by the tenets of conservation biology and principles of landscape and ecosystem ecology, and they were made using existing physical and floral information managed on a GIS. As an example of how the indicators approach can be used for HCPs, the 29 legally rare species targeted by the Yolo County HCP were each associated with vegetation complexes and agricultural crops, the maps of which were used for rating some of the landscape indices. The ratings were mapped so that mitigation can be directed to the places on the landscape where the legally rare species should benefit most from conservation practices. The most highly rated land units for conservation opportunity occurred along streams and sloughs, especially where they emerged from the foothills and entered the Central Valley and where the two largest creeks intersected the Sacramento River flood basin. We recommend that priority be given to mitigation or conservation at the most highly rated land units. The indices were easy to measure and can be used with other tools to monitor the mitigation success. Future conservation efforts will need to transcend geopolitical boundaries in efforts to protect entire landscapes and ecosystems. Neotropical migratory birds are as a group a useful conservation tool for linking diverse landscapes and people due to their dependence on multiple habitats, sensitivity to habitat changes, and universal public appeal. The conservation of neotropical migrants can therefore function as a powerful hemispheric umbrella for ecosystem protection. Efforts to protect neotropical migratory birds on their nonbreeding grounds have traditionally been focused on Mexico, Central America, and the Caribbean. To assess the importance of South America to neotropical migrants, an ecoregional classification system was used to determine species distributions in the Andean/Southern Cone Region (Bolivia, Colombia, Ecuador, Paraguay, Peru, and Venezuela). The occurrence of migrants in protected areas that are part of The Nature Conservancy's Parks in Peril program was also assessed. Of the 406 neotropical migrant species, nearly one third (132) occur as regular nonbreeding residents in the region and for almost half of these species (53), South America is their main nonbreeding ground. All Parks in Peril sites were found to harbor neotropical migrants. Forty-eight species (36%) have declining longterm North American Breeding Bird Survey population trends and/or high Partners in Flight concern scores and thus are of significant conservation concern. Most importantly, 29 species (22%) of conservation concern use South America as their primary nonbreeding ground, indicating a need for focused conservation action. The nature of the ecoregional approach used in this endeavor makes future prioritization of ecoregions and conservation strategies for neotropical migrants across national boundaries possible. The ability to link diverse landscapes using a common element such as migratory birds allows for unique transboundary partnerships and opportunities for habitat conservation, which support the goal of the Conservancy's new Migratory Bird Initiative.  相似文献
