The ability of an organisation to recognise the value of new external information, acquire it, assimilate it, transform, and exploit it, namely its absorptive capacity (AC), has been much researched in the context of commercial organisations and even applied to national innovation. This paper considers four key AC-related concepts and their relevance to public sector organisations with mandates to manage and conserve freshwater ecosystems for the common good. The concepts are the importance of in-house prior related knowledge, the importance of informal knowledge transfer, the need for motivation and intensity of effort, and the importance of gatekeepers. These concepts are used to synthesise guidance for a way forward in respect of such freshwater management and conservation, using the imminent release of a specific scientific conservation planning and management tool in South Africa as a case study. The tool comprises a comprehensive series of maps that depict national freshwater ecosystem priority areas for South Africa. Insights for implementing agencies relate to maintaining an internal science, rather than research capacity; making unpublished and especially tacit knowledge available through informal knowledge transfer; not underestimating the importance of intensity of effort required to create AC, driven by focussed motivation; and the potential use of a gatekeeper at national level (external to the implementing organisations), possibly playing a more general ‘bridging’ role, and multiple internal (organisational) gatekeepers playing the more limited role of ‘knowledge translators’. Policy scholars have indicated that the quality of the solution to a perceived social problem depends on the adequacy of its framing. This paper examines how policy stakeholders and local residents frame the issue of the radioactive waste storage facility in Taiwan, the limits of institutional mechanisms in decision-making processes, and the implications of the deliberative forums undertaken by the national Stop Nukes Now organisation. The controversy illustrates the problems of a knowledge gap and the top-down procedures as well as the challenges that Taiwan faces in becoming a nuclear-free country. This case demonstrates civic society organisations’ efforts to challenge the ‘social–technical divide’ and technical experts’ prior definition of the ‘problems’ and selection of a ‘solution’. Deliberative forums enable the participation of affected communities to shape public discourses, which helps to strengthen public communication, improves citizen consciousness of nuclear waste issues, and attempts to link wider communities and public interests.  相似文献

Social learning is a process suited to developing understanding and concerted action to tackle complex resource dilemmas, such as freshwater management. Research has begun to recognise that in practice social learning encounters a variety of institutional challenges from the shared habits and routines of stakeholders (organised by rules, norms and strategies) that are embedded in organisational structures and norms of professional behaviour. These institutional habits and routines influence the degree of willingness to engage with stakeholders, and expectations of behaviours in social learning processes. Considering this, there has been a call to understand how institutions influence social learning and emergent outcomes. We addresses this by presenting a heuristic for implementing social learning cognisant of institutional context to answer three questions: (i) How institutional influences impact implementation of social learning design; (ii) how implementation of social learning design modifies institutions influencing social learning; and (iii) how these changes in design and institutions together shape social learning outcomes? To answer these questions a freshwater planning exercise was designed, implemented and evaluated as a social learning process with community groups in two New Zealand catchments. Incorporating participatory reflection enabled the project team to modify social learning design to manage institutional influences hindering progress toward outcomes. Findings emphasise that social learning is underpinned by participants’ changing assumptions about what constitutes the institution of learning itself—from instruction to a dynamic, collective and emergent process. Reflecting on these assumptions also challenged participants’ expectations about their own and others’ behaviours and roles in freshwater planning.  相似文献

Increasingly commonplace in cities, extreme heat events introduce multi-stress vulnerability, affecting people’s health and well-being, financial situation, mobility, social relations, and access to basic services. Planning to reduce heat vulnerability has become part of government business and to some extent community-level responses, cutting across a number of sectors including public health, emergency management, social services, critical infrastructure, and housing. This planning is often framed around heat as an emergency, focusing on preventing loss of life and severe health impacts, yet a vulnerability perspective also draws attention to the chronic and persistent impacts of heat. Our research, based on interviews and desktop research in Melbourne, Australia, found tensions between addressing heat as an emergency and heat as a source of chronic stress, with emergency responses taking precedence over responses addressing the chronic dimensions of heat. Each approach results in different but nonetheless related programmatic priorities for reducing vulnerability. In complex institutional settings, improving relations between policy and programme managers, non-government organisations, and vulnerable people themselves would enable the multiple stresses associated with extreme heat to be more effectively addressed. Policy and institutional responses that better appreciate the interconnections between the emergency and chronic aspects of heat would likely reduce vulnerability and contribute to more just approaches to urban sustainability.  相似文献

In developing countries, planning in the forestry sector has been seen as an appropriate instrument to prepare and implement government policies and programs. Despite its potential and recent advancements in, for example, remote sensing and infrastructure, tropical forest land-use planning is often formal and non-integrated with agriculture. It rarely involves all legitimate stakeholders and neglects taking into account actual land-use. The socio-economic and environmental consequences of these shortcomings emphasise the need for alternative ways of approaching planning. This article summarises the idea, structure and current status of the Area Production Model (APM), originally developed in the 1980s, which is now gaining interest as a land-use planning tool in Africa and Asia. It describes the development over time of production and consumption in agriculture and forestry within a defined geographical area operating under different assumptions on management, land use and socio-economic and macro-economic changes. From a narrow perspective, the APM is a fairly simple computerised tool for generating scenarios. In a broad sense, it is a concept comprising the whole planning process including organisation, inventory, data analysis, consensus building and strategy. A case-study in Laos, based on verified data for a historical period of 45 years, and a review of different APM applications in the world over the last 15 years are presented as a base for conclusions about its potential and shortcomings. In some cases where the APM concept was used in training courses and planning exercises involving stakeholders, it generated a strong interest in collecting and analysing relevant information. It provides the means of addressing a number of shortcomings in current planning.  相似文献

In 2002 the International Institute of Environment and Development published the landmark report Breaking New Ground: Mining, Minerals and Sustainable Development (MMSD). The report portrayed an industry distrusted by stakeholders and under threat from opposition groups. When read closely, the MMSD report reveals an inextricable link between industry's ‘survival’ instincts and the notion of a social licence. Within the context of a growing divergence around the expectations of minerals-led development, social licence has emerged as an industry response to opposition and a mechanism to ensure the viability of the sector. The objective of this article is to reinvigorate discussion and debate over how best to frame the industry's social and environmental obligations and how these obligations can be met by the sector. Where social licence has contributed to raising the profile of social issues within a predominantly industrial discourse, a primary failure is its inability to articulate a collaborative developmental agenda for the sector or a pathway forward in restoring the lost confidence of impacted communities, stakeholders, and pressure groups. We argue that a necessary first step in this process is for industry to reconcile its internal risk-orientation with external expectations which requires a less defensive and more constructive approach to stakeholder engagement and collaboration.  相似文献

This paper proposes a method to be used in environmental reviews as an initial tool for estimating upstream environmental pressures from material use in organisations dealing mostly with construction materials. Upstream environmental pressures are often omitted in environmental reviews from organisations and instead tend to be site specific, with a limited life-cycle perspective. This paper uses the Swedish National Rail Authority as a case to present the approach. An energy indicator is used to estimate the environmental pressure of material use.In the studied building project, a small set of products contribute to a major part of the material use and the material-related energy use. The energy use is almost exclusively of nonrenewable energy carriers. The three most important products are all homogenous and non-complex, which makes the energy indicator well suited for the analysis. The organisation can use the results to focus on the most important products and also to see which parts of the organisation contribute to the material-related energy use. Rail traffic in Sweden is almost exclusively from non-fossil-based energy carriers. This highlights the importance of the infrastructure to the overall environmental pressure of the railway. Consequently, if road transport were to shift away from fossil fuels, railways earlier environmental advantages would diminish, since research suggests that railway infrastructure is more energy intensive than road infrastructure.  相似文献

This paper includes the findings of MMI Thornton Tomasetti’s investigation into the measurement of resilience within infrastructure using systems thinking and focussed on value delivery. This paper provides a review of current practise across critical infrastructure sectors, based on a series of interviews undertaken with stakeholders from various UK infrastructure organisations. Gaps and opportunities were identified and an outline for a value-based approach to diagnosing, measuring and building resilience suggested. The performance of critical infrastructure sectors was also comparatively assessed using the suggested approach value metrics.  相似文献

Social capital helps communities respond positively to change. Research in agricultural businesses and into managing change through learning in communities has highlighted the importance of relationships between people and the formal and informal infrastructure of communities to the quality of outcomes experienced by communities, businesses and individuals. Communities can be geographic communities—the data drawn on in this paper are from an island community, for example—or communities-of-common-purpose, such as agricultural organisations. This paper reviews research into managing change through learning and social capital, presents a model of the simultaneous building and use of social capital and explores the ways in which learning as part of an agricultural community can be used to bring benefits to geographic communities such as islands. The model presented in this paper stems from studies of the informal learning process that builds resilient communities. It conceptualises the way in which social capital is used and built in interactions between individuals. There are two stages to the model. The first stage depicts social capital at the micro level of one-on-one interactions where it is built and used. The second stage of the model is about the interrelationship of micro-level social capital processes with the community and societal-level social capital resources.  相似文献

Community Renewable Energy (CRE) has been defying conventional energy systems for decades, though only recently it started to feature in academic and institutional discourses. Despite its new appeal, the literature on the impacts and factors influencing CRE projects is still scarce and builds mostly on studies in Europe and North America. In developing countries, where electricity access is low and energy poverty is prevalent, CRE can offer interesting opportunities for rural electrification and added benefits. The objective of this study is to assess the impacts of community-owned renewable energy projects and identify the internal and external drivers and barriers to their success. An exploratory case-study approach was used for collecting data, through interviews and observations, in two community micro-hydro projects in Indonesia. The results showed positive socio-economic impacts that exceed electrification benefits, and the reported success of community energy projects can be traced back to a combination of community-level as well as external factors. Yet, particularly important is the role of the intermediary organisation (Ibeka) in building communities’ ownership, enhancing (technical, entrepreneurial and managerial) capacities, transferring knowledge and technology, establishing innovative financing models and shaping policy. Such organisations are critical in bridging external and internal factors and thus represent a key element in integrating the proposed analytical frameworks.  相似文献

Urine diversion (UD) has great potential to contribute to sustainably managing wastewater by separating urine at the source and recovering nutrients for reuse in agriculture. While factors enabling the UD technology in Sweden are thought to involve policies supporting nutrient recovery/reuse, on closer inspection, the variable success of UD systems has revealed that critical factors for success also relate to human-centred issues of social organisation, participation and incorporation of social knowledges of a variety of stakeholders into the decision-making process in which new technologies are trialled and adopted. Through the analytical lens of strategic niche management, we consider how early experimentation in UD has involved user participation and whether internal processes of learning, networking and visioning have been consciously considered and to what effect. As niche experiments are enabled/disabled not only by informal institutions such as values and social norms but also formal regulatory institutions, we have concurrently analysed the broader environment in which policies and institutions influence, to varying degrees, the uptake of UD.  相似文献

This paper examines the extent to which institutional provisions for participation were implemented in Czech communities during the transition period, the types of participatory practices that emerged and the role that NGOs played in fostering community involvement in environmental decision-making. The results indicate that there was virtually no relationship between community action and the presence of active social, cultural, professional and religious organisations. In contrast, participation and mobilisation were more likely to emerge in communities where local, national or international environmental organisations were active. These patterns suggest that specialised NGOs may be instrumental in promoting public participation in local environmental policy and planning processes in states that historically have not had a non-profit sector.  相似文献

环境社会治理是现代环境治理体系和治理能力中的重要组成部分,但同时也是突出短板。2020年11月13日,环境社会治理专委会2020年年会成功召开,多位专家学者从多种角度围绕“新时代环境社会治理体系的构建和创新”进行了分享与讨论,对推动环境社会治理工作带来启示:一是环境社会治理是调整环境治理主体和客体之间关系的一系列制度手段,需要在新时代背景下完成从“物理”到“人文”的转变,体现平等参与的价值观。二是在转型期社会力量博弈变迁的背景下,环境问题须通过社会力量解决,并配套相应的环境社会治理新策略和手段,提高治理效率、降低治理成本。三是坚持系统性思维,以目的为导向、理清治理主体和客体作用,协调布局环境社会治理的制度安排,以环境社会治理核心要素、重点关注内容为抓手,构建环境社会治理体系。面对当前深刻变化的内外部环境,有必要进一步重点加强环境与社会相互关系与影响研究、环境社会风险防范体系研究、全民行动体系研究、关键理论和技术创新研究等内容。  相似文献

Sustainable urban water infrastructure planning is vital for all cities in developing countries, where rapid urbanization has exacerbated the increasingly burdened environment. Water sustainability is a prerequisite for economic growth, social equity, and living quality in urban areas. This paper documents the current challenges and summarizes the solutions adopted in water infrastructure planning and management. Then, case studies of how multilateral financial institutions have promoted sustainable water infrastructure planning through economic appraisal and the novel approaches adopted for sustainable water infrastructure planning and asset management, are presented for the three cities of Jiaozhou, Cixi, and Fangchenggang. Conclusions are made based on the comparison and analysis of the experiences drawn from the case studies of how economic analysis could help promote sustainable water infrastructure planning and management. It is illustrated that economic analysis that considers ecosystem services supply should be employed more in water infrastructure planning, operation, and management in China.  相似文献

This article discusses the current framework of coastal decision making which tends to exclude participation by individuals and those without a strong institutional representation. A distinction is drawn between institutional and local stakeholders to illustrate weaknesses in the existing decision framework. It is argued that particularly in the coastal environment, the relationship between changes in physical form and changes in social welfare is critical to understanding how decision making may engage more fully with local stakeholders and ultimately improve decision outcomes. A reordering of stakeholder engagement in decision systems at the coast is proposed and a framework is outlined which enhances the capacity of local stakeholders to influence decision making.  相似文献

The amount of household refuse has steadily increased in Sweden. Strategies for household waste reduction include sorting, recycling, re-use and repair. Two categories of motivational factors determine disposal behaviour, external and internal. The external factors include administrative, economic, information and physical measures. The internal factors include knowledge, values and attitudes of individuals. Environmentally friendly disposal behaviour is best achieved when both external and internal motivational factors argue for performing activities benign to the environment. The data were collected by interviewing households and stakeholders in a metropolitan area and by studying the facilities for recycling and re-use there. The results show that over 80% of the inhabitants sorted most paper and glass; they were satisfied with the facilities and considered the behaviour important for the environment. The external motivational factors for this behaviour were very strong, with numerous bins and ample information. National policy, formulated in the eco-cycle bill with specified achievement levels, local responsibilities for organising waste management, supporting citizens with physical facilities, information and moti vational arguments, seems to be a successful combination when implementing environmental policy in this sector.  相似文献

Decisions about energy in developing communities are challenging from a technical standpoint, and because of the unique characteristics that typify them, e.g. limited infrastructure and government budgets, complex social and political arrangements, and economic vulnerability. Against the backdrop of these challenges, the government of Canada's Northwest Territories (NWT) is attempting to reform the region's energy system. This paper provides insights from the decision sciences, stemming from our work on the NWT's energy planning process, about how to structure decisions about energy development and delivery so as to effectively meet a range of stakeholders’ objectives in a transparent and inclusive manner.  相似文献

This paper reviews key challenges and opportunities addressed by the New York City Environmental Justice Alliance's (NYC-EJA) Waterfront Justice Project, a citywide campaign to promote climate resilience and sustainability in urban industrial waterfront communities of New York City. NYC-EJA is a non-profit membership-driven network linking grassroots organisations from low-income neighbourhoods and communities of colour in their struggle for environmental justice. The Waterfront Justice Project is documenting community vulnerability in the context of climate change impacts, sources of industrial pollution, and demographic and socio-economic trends. This campaign is enabling community-based organisations, environmental justice communities, city planners, local and state government agencies, local business-owners, and other stakeholders to work in partnership to achieve community resilience while advocating for local jobs and promoting best practices in pollution prevention. New York City's waterfront policies ease the siting and clustering of public infrastructure, water pollution control plants, waste transfer stations, energy facilities, and heavy manufacturing uses in six areas designated as Significant Maritime and Industrial Areas (SMIAs). The SMIAs are located in environmental justice communities, largely low-income communities and communities of colour, in the South Bronx, Brooklyn, Queens, and Staten Island. New York City's local waterfront land use and zoning policies create cumulative risk exposure not only to residents and workers in the host waterfront communities, but also, in the event of storm surge or sea-level rise, to neighbouring, upland communities.  相似文献
