Many conservation conflicts are scientifically complex yet are rooted in value conflicts, which result in an impasse. Additional biological information alone is insufficient to resolve this type of conflict. Conceptual models that articulate the material aspects of a system are increasingly used to identify areas where parties disagree. Yet, modeling processes typically follow the conveners’ rules for discussing and assessing the topic, which can exacerbate conflict. Researchers have identified a need for processes that require participants to reflect on the limits of their own philosophical assumptions and acknowledge other perspectives. Cultural models are a promising tool for this purpose because they include nonmaterial beliefs, morals, and values that guide people's understanding of how to interact with an issue, sometimes subconsciously. We explored how cultural models used with conceptual models can improve understanding of value conflicts and used outdoor cat management as a case study. We conducted interviews and focus group discussions with wildlife conservation and cat welfare professionals involved in outdoor cat policy discussions in Hawaii and Washington, D.C. From these conversations, we developed a conceptual model of the outdoor cat management system and cultural models that led stakeholders to weigh elements of the conceptual model differently. Although wildlife conservation professionals generally spoke about outdoor cats as invasive species, cat welfare professionals spoke about them as homeless pets. These conflicting conceptualizations of what an outdoor cat is may help explain the root of many long-standing disagreements. Examining how and when stakeholders invoke different cultural models allowed us to identify management actions that work with, rather than challenge, those models. Dialogue that embraces conflicting cultural models can be difficult and uncomfortable, but has great potential to overcome conservation impasse and achieve lasting conservation results.  相似文献

ABSTRACT

Land-use decisions can change abruptly in response to shocks, and warfare and armed conflicts are among the most drastic and globally frequent shocks. Yet, our understanding of where armed conflict affects land systems, how land-use patterns are impacted, and how far-reaching and persistent these changes are, is partial. We used a spatially detailed dataset on armed conflict and a literature review to explore these questions. A number of key insights emerged from our study: (1) warfare and armed conflict affect land systems mainly in more densely populated areas, regardless of the dominating land use; (2) warfare and armed conflict can impact land systems in major ways, but these effects are diverse and not unidirectional; (3) warfare and armed conflict primarily affects land systems locally, but can forge telecouplings; and (4) although the impact of warfare and armed conflict is often immediate, it can instigate long-lasting land-use legacies.  相似文献

ABSTRACT

Deforestation driven by agricultural expansion is a major threat to the biodiversity of the Amazon Basin. Modelling how deforestation responds to environmental policy implementation has thus become a policy relevant scientific undertaking. However, empirical parameterization of land-use/cover change (LUCC) models is challenging due to the high complexity and uncertainty of land-use decisions. Bayesian Network (BN) modelling provides an effective framework to integrate various data sources including expert knowledge. In this study, we integrate remote sensing products with data from farm-household surveys and a decision game to model LUCC at the BR-163, in Brazil. Our ‘business as usual’ scenario indicates cumulative forest cover loss in the study region of 8,000 km2 between 2014 and 2030, whereas ‘intensified law-enforcement’ would reduce cumulative deforestation to 1,600 km2 over the same time interval. Our findings underline the importance of conservation law enforcement in modulating the impact of agricultural market incentives on land cover change.  相似文献

SUMMARY

A cross-section survey of five states in Nigeria was derived through a stratified random sampling technique in 1999–2000 to assess the contribution of traditional knowledge in environmental conservation. Data were collected through a combination of questionnaire survey and discussions with stakeholders, with field assessment of herb gardens. Interviews were held with 1953 respondents composed of women, men and youths drawn from 20 settlements in 10 local government areas in the savanna and rainforest ecological zones.

The results derived from data analysis indicated that: (i) the rural communities were willing to accept integrated rural land-use practices that would conserve species and habitats, sustain the rural economy and the socio-cultural lifestyles of the people; (ii) the people at the local level had some basic knowledge about species and habitats, and have been conserving the forests with traditional land tenure rights; and (iii) environmental projects acceptable to the rural communities must be beneficial to the people, participatory, integrated with traditional knowledge and based on local needs.  相似文献

ABSTRACT

In forest frontiers, smallholder agrarian livelihoods remain uneasily juxtaposed with conservation interests. Agricultural intensification is often considered a viable means of reconciling competing environmental and livelihood objectives given its potential to concentrate production on less land. However, intensification may have unintended consequences, including loss of resilient agricultural systems. The risks of smallholder agricultural intensification warrant a better understanding of its drivers. This study uses the case of Calakmul, Mexico, to examine the critical role of the state in intensification processes. Drawing on household surveys and key-informant interviews, it traces the linkages between state institutions and local farming practices. Statistical and qualitative analyses reveal how intensification is both incentivized and imposed by prevailing policies, the former via subsidies and the latter via regulations against field rotations. The outcome – increased external inputs and longer cultivation periods between fallows – may undermine the sustainability of smallholders’ agroecosystems, an undesirable consequence amid limited livelihood alternatives.  相似文献

SUMMARY

This paper examines how remote-sensing data and regional social and economic data can be used together to identify changes in land-use patterns in particular regions. Study of the spatiotemporal dynamics of remote-sensing data can identify trends in competing uses of land, water and other natural resources for agriculture, industrial development and urban settlements. When combined with information on trends in industrial production, population, agricultural production, pollutant releases, water usage and natural forest coverage, these data reveal patterns of anthropogenic disturbance that can provide early signals of problems in resource decline or land-use management. This study focuses on land-cover changes in southern Jiangsu Province of the People's Republic of China between 1976 and 1984. This region, to the west of Shanghai and to the south of the Yangtze River, experienced unprecedented economic growth after the end of the Cultural Revolution. Remote-sensing imagery reveals the rapid growth of urban centres, commensurate declines in surface water area, and changing patterns of agriculture. The observed changes cast doubt on the ability of the region to sustain such rapid and intense land-use conflicts over a long period.  相似文献

This paper presents research currently being conducted in Central Queensland, Australia to understand conflicts between coastal zone resource users and the associated sociocultural and political issues surrounding coastal zone management. Conflict occurs between stakeholders in the coastal zone over values, conservation and development trade-offs, access, and resource use rights. Decisions are currently made within a multi-stakeholder framework where there is limited understanding among stakeholders of each groups values and aspirations, and few, mechanisms for negotiation, or to ensure transparency of decisions and feedback on consultation. This paper reports on the contribution of stakeholder analysis and social mapping to conflict management and findings from their application. As it is applied here, stakeholder analysis and social mapping have been successful participatory tools used to document and feed back the values, interests, attitudes and aspirations of stakeholders. Understanding stakeholder conflict is essential in progressing a whole catchment approach to decision-making that secures the cooperation of a diverse range of social groups.  相似文献

Conservation conflicts are gaining importance in contemporary conservation scholarship such that conservation may have entered a conflict hype. We attempted to uncover and deconstruct the normative assumptions behind such studies by raising several questions: what are conservation conflicts, what justifies the attention they receive, do conservation-conflict studies limit wildlife conservation, is scientific knowledge stacked against wildlife in conservation conflicts, do conservation-conflict studies adopt a specific view of democracy, can laws be used to force conservation outcomes, why is flexibility needed in managing conservation conflicts, can conservation conflicts be managed by promoting tolerance, and who needs to compromise in conservation conflicts? We suggest that many of the intellectual premises in the field may defang conservation and prevent it from truly addressing the current conservation crisis as it accelerates. By framing conservation conflicts as conflicts between people about wildlife or nature, the field insidiously transfers guilt, whereby human activities are no longer blamed for causing species decline and extinctions but conservation is instead blamed for causing social conflicts. When the focus is on mitigating social conflicts without limiting in any powerful way human activities damaging to nature, conservation-conflict studies risk keeping conservation within the limits of human activities, instead of keeping human activities within the limits of nature. For conservation to successfully stop the biodiversity crisis, we suggest the alternative goal of recognizing nature's right to existence to maintenance of ecological functions and evolutionary processes. Nature being a rights bearer or legal person would imply its needs must be explicitly taken into account in conflict adjudication. If, even in conservation, nature's interests come second to human interests, it may be no surprise that conservation cannot succeed.  相似文献

In this study, soil samples were collected to a depth of 100?cm from different land-uses, including maize field (MZ), wheat field (WT), paddy field (PD), apple orchard (OC), grassland (GL) and wetland (WL) in the Ili River Valley in northwest China, to investigate the effects of land-use on vertical distributions of soil carbon (C) and nitrogen (N) fractions, and examine whether such effects were different between topsoil (0–40?cm) and subsoil (40–100?cm). The results showed that soil organic C, water-extractable organic C, microbial biomass C, total N and microbial biomass N of croplands (MZ, WT, PD and OC) were significantly lower than those of natural lands (GL and WL) in both topsoil and subsoil, indicating that contents of soil C and N fractions can be reduced by agricultural land-uses, and the reductions are not limited to topsoil. However, the contents of soil ammonium N and nitrate N showed complex trends under different land-uses, possibly due to that the plant species and agricultural practices (e.g. application rate of fertiliser and irrigation) are considerably different among land-uses. Therefore, we suggest that more nutrient inputs should be applied to croplands to improve soil fertility in the Ili River Valley.  相似文献

ABSTRACT

This article, through the use of political ecology perspectives on coercive conservation, aims to explain how in two separate Colombian Natural Parks and buffer zones, environmental policies designed to (re)take control of the frontier, have produced a similar territorial differentiation in the contention of illicit activities. Los Farallones in the Colombian Pacific and La Macarena/Puerto Rico in the Ariari region have experienced different stages of the armed conflict and are at the center of this analysis. I argue that in the contexts of both conflict escalation (1998–2007) and conflict de-escalation (2008–2016), the State in its attempt to control the frontier has not only had military intervention in areas of conservation but has also reinforced environmental programs that attack illegal mining and coca, producing both a territorially differentiated containment of illicit activities and an uneven progression of the illicit frontier.  相似文献

Conflicts between the interests of agriculture and wildlife conservation are a major threat to biodiversity and human well-being globally. Addressing such conflicts requires a thorough understanding of the impacts associated with living alongside protected wildlife. Despite this, most studies reporting on human–wildlife impacts and the strategies used to mitigate them focus on a single species, thus oversimplifying often complex systems of human–wildlife interactions. We sought to characterize the spatiotemporal patterns of impacts by multiple co-occurring species on agricultural livelihoods in the eastern Okavango Delta Panhandle in northern Botswana through the use of a database of 3264 wildlife-incident reports recorded from 2009 to 2015 by the Department of Wildlife and National Parks. Eight species (African elephants [Loxodonta africana], hippopotamuses [Hippopotamus amphibious], lions [Panthera leo], cheetah [Acinonyx jubatus], African wild dogs [Lycaon pictus], hyenas [Crocuta crocuta], leopards [Panthera pardus], and crocodiles [Crocodylus niloticus]) appeared on incident reports, of which 56.5% were attributed to elephants. Most species were associated with only 1 type of damage (i.e., either crop damage or livestock loss). Carnivores were primarily implicated in incident reports related to livestock loss, particularly toward the end of the dry season (May–October). In contrast, herbivores were associated with crop-loss incidents during the wet season (November–April). Our results illustrate how local communities can face distinct livelihood challenges from different species at different times of the year. Such a multispecies assessment has important implications for the design of conservation interventions aimed at addressing the costs of living with wildlife and thereby mitigation of the underlying conservation conflict. Our spatiotemporal, multispecies approach is widely applicable to other regions where sustainable and long-term solutions to conservation conflicts are needed for local communities and biodiversity.  相似文献

Conflict between people and carnivores can lead to the widespread killing of predators in retaliation for livestock loss and is a major threat to predator populations. In Kenya, a large, rural, pastoralist population comes into regular conflict with predators, which persist across southern Kenya. We explored the social and psychological backdrop to livestock management practices in this area in a process designed to be easy to use and suitable for use across large areas for the study of conflict and transboundary implementation of wildlife conflict reduction measures, focusing on community involvement and needs. We carried out fully structured interviews of livestock managers with a survey tool that examined how social and psychological factors may influence livestock management behavior. We compared survey responses on 3 sites across the study area, resulting in 723 usable responses. Efficacy of individuals’ livestock management varied between and within communities. This variation was partially explained by normative and control beliefs regarding livestock management. Individual livestock managers’ self-reported management issues were often an accurate reflection of their practical management difficulties. Psychological norms, control beliefs, and attitudes differed among sites, and these differences partially explained patterns associated with conflict (i.e., variation in livestock management behavior). Thus, we conclude that a one-size-fits-all approach to improving livestock management and reducing human–predator conflict is not suitable.  相似文献

Because of the significant impacts on both human interests and bird conservation, it is imperative to identify patterns and anticipate drivers of human–bird conflicts (HBCs) worldwide. Through a global systematic review, following the PRISMA 2020 guidelines, we analyzed the socioeconomic factors and bird ecological traits driving the degree of knowledge and extent of HBCs. We included 166 articles published from 1971 to 2020 in our analyses through which we built a profile of the socioeconomic conditions of 52 countries with reported conflicts and the ecological traits of the 161 bird species involved in HBCs. Although HBC expanded worldwide, it had the greatest impact in less-developed countries (estimate 0. 66 [SE 0.13], p< 0.05), where agriculture is critical for rural livelihoods. Species with a relatively greater conflict extent had a relatively broader diet (estimate 0.80 [SE 0.22], p<0.05) and an increasing population trend (estimate 0.58 [SE 0.15], p<0.05) and affected human interests, such as agriculture and livestock raising. In countries with greater biodiversity, HBCs caused greater socioeconomic impacts than in more developed countries. Our results highlight the importance of understanding and addressing HBCs from multiple perspectives (ecological, sociocultural, and political) to effectively protect both biodiversity and local livelihoods.  相似文献

SUMMARY

A participatory research programme was conducted in the groundnut basin of Senegal, where there was a need to intensify the local farming systems. The research yielded a set of technical references and profitable innovations, which were introduced through specific development actions. The technology transfer aims at the establishment of sustainable farming systems and takes into account the climatic risks and innovation costs. Identification of research themes and implementation of results was based on various analyses: climatic analysis at regional level (establishment of climatic zones) and identification of constraints at farm level. Farmers' interests and the research results were combined to define suitable interventions for each surveyed farm, with the aim of increasing farm income and restoring soil fertility. The research also yielded elements for formulating an appropriate and realistic agricultural policy for the region. Clearly, the development of livestock farming activities is essential in bringing new economic life into the region and increasing the sustainability of farming systems in erratic climatic conditions.  相似文献

Biodiversity conservation strategies are increasingly focused on regions outside national protected areas, where animals face numerous anthropogenic threats and must coexist with human settlements, livestock, and agriculture. The effects of these potential threats are not always clear, but they could have profound implications for population viability. We used savannah elephants (Loxodonta africana) as a case study to assess the physiological stress associated with living in a human‐livestock‐dominated landscape. We collected samples over two 3‐month periods in 2007 and 2008. We used fecal DNA to identify 96 individual elephants in a community conservation area (CCA) and measured fecal glucocorticoid metabolite (FGM) concentrations as a proxy for stress. The CCA is community Maasai land managed for livestock and wildlife. We compared the FGM concentrations from the CCA to FGM concentrations of 40 elephants in Amboseli National Park and 32 elephants in the Maasai Mara National Reserve, where human settlements and intense livestock grazing were absent. In the CCA, we found no significant individual differences in FGM concentrations among the elephants in 2007 (p = 0.312) or 2008 (p = 0.412) and no difference between years (p = 0.616). The elephants in the CCA had similar FGM concentrations to the Maasai Mara population, but Amboseli elephants had significantly lower FGM concentrations than those in either Maasai Mara or the CCA (Tukey pairwise test, p < 0.001), due primarily to females excreting significantly lower FGM relative to males (p = 0.025). In the CCA, there was no relation among female group size, average pairwise group relatedness, and average group FGM concentration. We found no clear evidence of chronic stress in elephants living on CCA communal land, which is encouraging for conservation strategies promoting the protection of animals living outside protected areas. Abstract: To understand how a highly contentious policy process influenced a major conservation effort, I examined the origins, compromises, and outcomes of the Alaska National Interest Lands Conservation Act of 1980 (ANILCA) for the Tongass National Forest. Tongass wilderness designation was among the most controversial issues in the ANILCA debate, and it faced strong opposition from influential lawmakers, land managers, and Alaska residents. To investigate the influence of this opposition on Tongass conservation outcomes, I conducted a gap analysis of Tongass reserves and a policy analysis of the ANILCA debate and traced the influence of specific interests through the amendments, negotiations, and resulting compromises needed to enact ANILCA. Overall, I found that Tongass reserves comprise a broadly representative cross‐section of ecosystems and species habitats in southeastern Alaska. Redrawn reserve boundaries, industry subsidies, and special access regulations reflected compromises to minimize the impact of wilderness conservation on mining, timber, and local stakeholder interests, respectively. Fragmentation of the Admiralty Island National Monument—the most ecologically valuable and politically controversial reserve—resulted from compromises with Alaskan Native (indigenous peoples of Alaska) corporations and timber interests. Despite language to accommodate “reasonable access” to wilderness reserves, ongoing access limitations highlight the concerns of Alaska residents that opposed ANILCA several decades ago. More broadly, the Tongass case suggests that early and ambitious conservation action may offset strong political opposition; compromises needed to establish key reserves often exacerbate development impacts in unprotected areas; and efforts to minimize social conflicts are needed to safeguard the long‐term viability of conservation measures.  相似文献

Abstract:  Conservation in Europe (including the establishment of protected areas) is undertaken mainly through legislation and on densely populated private land. Consequently, conflicts of interest arise between human economic activities and biodiversity conservation. We used a systematic approach to conservation planning to explore different conservation scenarios for the Apennine populations of wolves (Canis lupus) and bears (Ursus arctos marsicanus) in Italy. The conservation measures we considered were electrified fences and guard dogs to prevent wolves and bears from preying on sheep. We used habitat suitability models of the two species as an estimate of their distributions. Across the study area, we estimated the potential intensity of conflict caused by predation on sheep and the cost of the antipredator measures. We examined scenarios for the conservation of wolves and bears that identified systems of sites where antipredator measures should be applied to either minimize the economic cost of the plan or tackle a predetermined amount of conflict. The overall cost of the conservation plans ranged between €1,486,000 and €16,876,000, depending on the scenario and on the size of the conservation target. Because potential conflict intensity (i.e., potential predation) and cost of conflict resolution were correlated, the scenarios that minimized cost also minimized the amount of conflict that was addressed. Conserving these two species by addressing their predation on sheep was up to 4.36 times more expensive than conserving them by providing suitable habitat in areas of low conflict. Yet avoiding conflicts is not always desirable because it can drastically reduce the options for conservation. Choosing a conservation plan requires consideration of the level of threat to the target species and their sensitivity to conflicts.  相似文献

The allocation of land to biological diversity conservation competes with other land uses and the needs of society for development, food, and extraction of natural resources. Trade‐offs between biological diversity conservation and alternative land uses are unavoidable, given the realities of limited conservation resources and the competing demands of society. We developed a conservation‐planning assessment for the South African province of KwaZulu‐Natal, which forms the central component of the Maputaland–Pondoland–Albany biological diversity hotspot. Our objective was to enhance biological diversity protection while promoting sustainable development and providing spatial guidance in the resolution of potential policy conflicts over priority areas for conservation at risk of transformation. The conservation‐planning assessment combined spatial‐distribution models for 646 conservation features, spatial economic‐return models for 28 alternative land uses, and spatial maps for 4 threats. Nature‐based tourism businesses were competitive with other land uses and could provide revenues of >US$60 million/year to local stakeholders and simultaneously help meeting conservation goals for almost half the conservation features in the planning region. Accounting for opportunity costs substantially decreased conflicts between biological diversity, agricultural use, commercial forestry, and mining. Accounting for economic benefits arising from conservation and reducing potential policy conflicts with alternative plans for development can provide opportunities for successful strategies that combine conservation and sustainable development and facilitate conservation action. This paper presents a case study of land-use/land-cover (LULC) changes from 1975 to 2014 in the central highlands of Ethiopia and traces out its impact on socioeconomic conditions of the local community in the study area. We used four time series Landsat satellite images, that is, Landsat MSS (1975), Landsat Thematic Mapper (1986), Enhanced Thematic Mapper (2000), and Landsat 8 OLI scenes (2014), to investigate the changes in LULC. In addition, individual interviews with 51 randomly selected households, discussions with focus group and key informants, and field observations were also incorporated for the study. The image classification indicated four categories of LULC classes: Natural forest, eucalyptus plantations, cropland/settlements, and grasslands. Between 1975 and 2014, cropland/settlements and eucalyptus plantations considerably increased, whereas grassland cover drastically decreased. According to the results, the area under cropland/settlements and eucalyptus plantations increased by 62 and 335%, respectively, with 74% concomitant decrease in the area of grasslands in the same period. Survey results showed that deterioration of soil fertility (41.2%) followed by shortage of land (35.3%) is the major constraint for crop production for poor farmers in the study area. However, better-off farmers ranked deterioration of soil fertility (64.7%) followed by lack of credit (17.6%) as priority constraints for crop production. Interviews mainly focused on selected women group revealed that the expansion of eucalyptus in the area greatly curbed the burdens of collecting fuel woods from long distances in the past. The availability of too many religious holidays (on average 16 days/month) directly or indirectly contributes to the current seasonal food shortages of the community. Generally, our results show that the community in the study area is beset with a host of social, economic, and institutional challenges. As a result, majority of the farming households are destitute, unable to make a livelihood from their small plot of land and live in absolute poverty. Therefore, in light of these finding, it is imperative that timely interventions by government and other development stakeholders are needed to come to grips with problems of soil fertility, land-use change, and food insecurity in the study area.  相似文献
