This article explores the special features of the rural–urban transformation in East Asia in the last 30 years within the broader context of the development strategies of Asian governments. Despite an ongoing commitment to the rhetoric of concern with rural development, food security and the alleviation of rural poverty, these policies have emphasised the important role of urbanisation as the prime process influencing economic growth. This is supported by the economic argument that the economies of scale, the creation of mass urban markets and the higher productivity that occur in urban places make them crucial to development. This paper argues that this approach creates a false dichotomy between rural and urban areas, whereas development should aim to increase the linkages between rural and urban areas aimed at producing societal transformations rather than separate rural and urban transitions. The paper then explores the empirical evidence of rural–urban transitions in East Asia with a more detailed case study of China, which is considered to be a crucial example because of the size of its population, the special conditions of market socialism and its institutional capacity to manage the rural–urban transformation. The final section focusses on the importance of developing spatial sensitivity to the management of the rural–urban transformation in the 21st century. Old divisions between rural and urban sectors must be replaced by planning that integrates urban and rural activities so that they adopt sustainable management strategies which utilise concepts of eco-systems in which rural and urban activities are linked, so as to create sustainable urban regions, cities and societies.

Studies of multiple stressors in Africa often focus on vulnerable inland communities. Rising concentrations of the world’s poor live in coastal rural–urban areas with direct dependencies on marine as well as terrestrial ecosystem goods and services. Using participatory methods we elicited perceptions of stressors and their sources, impacts and consequences held by coastal communities in eastern Africa (Mtwara in Tanzania and Maputo in Mozambique). Respondent-informed timelines suggest wars, economic policies and natural increase have led to natural resource-dependent populations in marginal, previously little-inhabited lowland coastal areas. Respondents (n = 91) in interviews and focus groups rank climate stressors (temperature rise/erratic rain) highest amongst human/natural stressors having negative impacts on livelihoods and wellbeing (e.g., cross-scale cost of living increases including food and fuel prices). Sources of stress and impacts were mixed in time and space, complicating objective identification of causal chains. Some appeared to be specific to coastal areas. Respondents reported farms failing and rising dependence on stressed marine resources, food and fuel prices and related dependence on traders and credit shrunk by negative global market trends. Development in the guise of tourism and conservation projects limited access to land–sea livelihoods and resources in rural–urban areas (coastal squeeze). Mental modelling clarified resource user perceptions of complex linkages from local to international levels. We underline risks of the poor in marginal coastal areas facing double or multiple exposures to multiple stressors, with climate variability suggesting the risks of climate change.  相似文献

In Africa, the land and water resources quality are key factors for sustainable development. The degradation of the quality of these resources leads to scarcities and conflicts, which together threaten the sustainability of rural livelihoods. This work investigated and analysed the livelihoods conflicts over the land and water resources and their scarcities, policies that contributed to the land and water scarcities and the livelihood conflicts and linkage of the conflicts to the resources scarcities and degradation. Implications of degradation of the resources, development policies and livelihoods conflicts on sustainable development are discussed. Literature study, visits and discussions, participatory assessments, observations and questionnaire survey were used tools to collect data. Interviews of the 266 households revealed that, those experiencing the land and water scarcities and conflicts over these resources are significantly (p < 0.001) higher than those not experiencing the scarcities and conflicts. Crop-livestock competition, over the land and water resources causes prominent conflicts. A significant, (p < 0.05) associations of livelihoods conflicts to water shortage and period of water shortage for crop and livestock production were found. Improved accessibility to soil and water management technologies, wildlife–livestock co-existence, recognition of needs and land rights for pastoralists are recommended to minimize scarcities and herders versus farmers’ conflicts.  相似文献

2015年底,我国全面放开了二孩政策,势必对我国的人口总量和增长态势产生深刻影响,进而影响我国的资源需求和环境压力。在采用队列元素法预测全面放开二孩后我国总人口及各省(市、自治区)人口的基础上,运用城乡人口比增长法预测未来城镇化水平,本文依据这两种预测结果系统探讨人口政策变动对我国资源消费、环境污染的定量预测和具体影响。假定未来的人均资源环境消耗量保持现状不变,按照预测的未来人口总量和增量,得出人口增长对我国资源环境的需求变动。通过计算新增的资源环境需求量,对比需求总量与我国的资源环境供给能力,进一步分析人口增长对资源环境各方面的压力大小。研究发现:全面放开二孩政策后,我国的粮食、生活用能源、生活用水、城乡建设用地的需求量和生活污染物排放量均逐年递增,但变化速率有所差异。为满足未来人口增长所产生的需求,粮食和能源的自给率明显降低,未来将需要更多地依赖进口。全国的供水能力和保障水平急需提高,其中北京、河南、江苏、青海、四川的现状供水能力与未来生活用水需求差距较大。各省建设用地需求差异明显,吉林、湖北、山东、四川、江苏、湖南、新疆、广东、黑龙江、贵州等省市的城市建设用地新增需求量将快速释放,但已有的建设用地储备无法满足预测需求。生活污染物的治理压力加大,环境保护与治理能力应该继续加强。  相似文献

Negative effects of land use change on water resources are among the most important environmental problems widely found in rapidly developing urban areas. Preserving green open spaces, including peri-urban agriculture, has been emphasized in urban planning to maintain or enhance the water catchment capacity of a landscape. However, the effect of agriculture on water-related landscape functions varies depending on the type, distribution, and management of farmland. This paper analyzes the dynamics of agricultural land and its effect on runoff and soil erosion, in order to support agricultural land management in Jabodetabek Metropolitan Area (JMA) with Indonesia’s capital Jakarta at its core. In 2012, agricultural land in JMA covered 53% of the total area, mostly located in the peri-urban zone. Peak Flow and Universal Soil Loss Equation (USLE) models were used to quantify the increase of runoff and soil erosion in the three most important water catchment areas in JMA caused by an expansion of dryland agriculture and mixed gardens from 1983 to 2012. Critical zones, which generate most of the runoff and soil erosion, were identified in each of the catchment areas. While reforestation of farmland in these zones will be only an option on steep slopes given the great food demands and rural livelihood, adoption of soil and water conservation practices can make a substantial contribution to reduce flood risks and conserve the productivity of agricultural land. A specific set of policy incentives is recommended considering agricultural land use types distribution and their impact on runoff and soil erosion.  相似文献

Land-use change is one of the major factors that alter local and regional hydrology. For areas experiencing fast expansion of urban and agriculture areas, land-use changes often adversely affect stream flow and water resources at the local and watershed scale. The Sekong, Sesan, and Srepok (3S) Sub-basins are a part of the Lower Mekong River Basin and include land in Cambodia, Lao People’s Democratic Republic (Laos), and Viet Nam. The region is experiencing a dynamic land-use transition because of rapid changes in its economy, society, and environment. Major land-use changes include deforestation of native rain forest, expansion of agricultural and urban areas, and expansion of commercial plantation such as rubber trees. These land-use alterations have affected local and regional hydrologic processes, resulting in stream flow shortages during the dry season and flash flooding due to deforestation. In this research, deforestation in the 3S Sub-basins over the period 1993–1997 was analyzed using multi-logistic regression. The regression analysis indicated that density of agricultural cells within a 5-km radius from each forest cell and slope strongly affected the deforestation process. A land-use forecast model to simulate deforestation and urbanization sites was developed in GIS based on local land-use change trends. The model was applied to 2003 land use to forecast 2033 land use and future water demand, which was further compared with present stream flow measurements during the dry season at various places in the region. The entire approach from the land-use forecast to its impact assessment on stream flow could help local stakeholders understand watershed-wide future water resources risks and develop future water resources plans. With the 3S Sub-basins being used as a case study area, this article presents a land-use forecast tool; simulated 2033 land-use and water demand; and the estimation of the impact of the forecasted future water demand on the local stream flow.  相似文献

参与式社区评估法既兼顾了景观管理中的地理变量,同时还将社会经济因素纳入了考虑范畴,是深入进行问题分析客观有效的方法之一。本文采用参与式社区评估法,运用问题矩阵和问题树分析,对泾河流域景观管理中存在的问题和利益相关者的认知进行了分析。研究发现,绝大多数利益相关者认为土壤侵蚀已成为第一严重的问题,其次是土地生产力低下、自然灾害、植被破坏等。尽管当地公众已经认识到了土壤侵蚀的严重危害,但在安排土地利用方式时,却很少考虑土壤侵蚀带来的危害,仍然从事着自给自足的粮食生产活动。  相似文献

Urban development has important implications for farmland preservation and natural resource management in local peri-urban communities. Social science research on recent changes in rural landscape of mega-cities tends to be limited to case studies in Latin-American nations. This study analyses the socioecomic dynamics of farming land use and the interactions between multiple cultural variables and the environment. Fieldwork was carried out during the 2002–2003 period in rural livelihoods of the five high mountain towns of south Mexico City. Data obtained from participatory survey and ethnographic techniques were integrated to assess changes in rural landscape and resource management and how urbanization, deforestation and market oriented agricultural production result in different livelihoods within a similar urban fringe context. The dynamic of mixture of urban and rural landscapes is based on farm productivity and social capital factors. The study concludes that policy support for regional agricultural production systems through enhancing ecosystems services, environmental protection and economic development is needed for sustainable development of local communities. With the increasing population in the urban cities of the world,the demand for food from distant areas has been on the rise but at the expense of scarce natural resources like oil,water and forest,etc.However,producing food locally in urban centers provides a sustainable mechanism of reducing the carbon,food or ecological footprints of these cities in particular and environmental degradation in general.It creates a circular metabolic system in which the natural inputs are efficiently harnessed rather than the linear metabolic system in which resources flow in and wastes flow out.This article analyzes some urban agricultural local initiatives in urban centers of the worlds that promote a circular metabolic systems and proposes the procedure that can be adopted to promote urban agriculture.  相似文献

The study presents three scenarios of land use and cover change (LUCC), the most important factor for environmental degradation in southern Mexico. We developed story lines and quantitative projections for regional scenarios based on historic LUCC processes, environmental policies, socioeconomic drivers, stakeholder consultations and official planning documents to gain a better understanding of drivers of LUCC, and quantitative scenarios were modeled with DINAMICA-EGO. Regionally specific interactions between social and natural systems are recognized, and detrimental policies and policy options for landscape conservation and management for sustainability are acknowledged in a base line, variant and alternative scenario. Incongruent policies and ineffective ground implementation of conservation actions were identified as the critical underlying drivers of deforestation and forest degradation that could lead to a severe reduction in natural forests, while the local socioeconomic situation stays precarious. The baseline scenario parts from an analysis of historic LUCC processes and shows the consequences of LUCC tendencies: 73% of temperate forests and 50% of tropical forests would get deforested until 2030. In the variant scenario, these tendencies are adjusted to planning goals extracted from official documents and recent changes in public policies. The alternative scenario further addresses policy options for fostering conservation and sustainable development, but because of the time lag of implementation, still 59% of temperate forests and 36% of tropical forest would get lost until 2030. Nevertheless, this represents a reduction of 13% of forest loss and 11% less pastureland due to the proposed measures of conservation, and sustainable management, including strategies for reforming agricultural systems, agricultural and forestry policies and trade, land tenure and livelihood risk management.  相似文献

The rural livelihood system in Zambia is essentially agriculture, and agriculture is the main link between people and their environment. Through agricultural activities, people seek to husband the available soil, water and biological resources so as to ‘harvest’ a livelihood for themselves. The aim of this study is to examine Zambian farmers’ awareness and attitude toward the degradation of the environment and their relationships with a set of beliefs to evaluate their perceived capacity to take actions to improve the environment. Results of the study revealed that perception of the severity of environmental degradation had a positive influence on both awareness of and attitude toward land degradation (β = 0.47; p < .001). Perception of susceptibility and benefits significantly influence farmers’ attitude toward environmental degradation (β = 0.51; p < .001). Awareness of environmental degradation is a significant precursor of environmental self-efficacy and behavior (β = 0.38; p < .001). Increasing severity of environmental degradation tends to promote a positive attitude of Zambian farmers toward the environment (β = 0.27; p < .001). Greater awareness of environmental degradation enhances farmers’ capacity in making decisions to improve the situation. Greater environmental awareness leads to greater involvement in land management programs. Greater awareness of the degradation of the environment leads to a more positive environmental behavior. The more individuals are aware of the existence of the degradation of the environment and of its consequences, the more likely they are to do something about it in order to ameliorate the situation (β = 0.36; p < .001). Farmers’ environmental self-efficacy also plays a significant role in their decision to change their behavior. Greater perception of one’s capability to improve the environment is significantly associated with a more positive environmental behavior (β = .39; p < .001).  相似文献

Vietnam, in the ongoing transition to market economies, has to cope with high rural poverty and a dramatic process of forest loss and environment degradation, particularly in the mountainous regions. The government considers rural poverty as the main cause of environment degradation, associated with slash-and-burn cultivation and to an unclear definition of property rights on forest land. In 1993, the government launched a Forest Land Allocation programme aiming to lease forest lands to individual households and, on this basis, to solve food security problems, halt the increasing environment degradation and preserve the remaining forests.To evaluate the results of this land reform policy, two upland pilot communes have been intensively monitored. The environmental and economic impacts of the forest land reform allocation in the two study areas are presented, after providing a background on the Vietnamese situation of mountain zones. On the basis of these findings, it is discussed as to whether the current forest land allocation process may actually promote local development and natural resources conservation, and under what conditions. Deforestation problems must be tackled also with new macroeconomic policies (e.g. credit programmes to support sustainable agriculture practices) and social policy (e.g. reduction of demographic pressure), together with the reform of the State institutions (e.g. State Forest Enterprises) involved in management of the forest areas.  相似文献

The southern Yucatán Peninsular Region project was designed from the outset as an integrative, multidisciplinary program of study examining tropical deforestation in the largest track of seasonal tropical forest remaining in Mexico and in which smallholder agriculture and a major biosphere reserve are juxtaposed in regard to land uses and covers. Treating land as a coupled human–environment system, the project joins the remote sensing, environmental, social, and modeling sciences in a way that is now recognized as land change science. This paper introduces the project, the study region, and six papers that explore some of the coupled system dynamics in the region. These include the sub-regional variation in deforestation, the pan-regional adoption or anticipation of cattle ranching, the emergence of divergent household agricultural and overall livelihood strategies, the roles of cultural and household histories in agricultural livelihood choices, the temporal intensification of swidden cultivation and its implications for forest species, and carbon stocks across cultivation units, including a new econometric modeling application to forecast changes in these stocks.  相似文献

Sustainable development advocates for a balance between socio-economic development and the environment in the pursuit of human advancement. In Africa, high population growth and inadequate infrastructure in urban areas exert pressure on the environment and this threatens the health and wellbeing of urban residents. The population of the African continent until the 1960s was predominantly rural. This scenario has taken a swift turn and some of the major shifts in the global urbanisation process are taking place on the continent. Factors including natural increase in the population, rural–urban migration, strife and hunger leading to the internal displacement of populations have exacerbated the urbanisation process in Africa. The situation has been worsened by the imposition of Western development policies, including structural adjustment programmes on African nations, which has eroded the subsistence base of rural agricultural communities and further ignited rural urban migration. The failure of industry to absorb the increasing labour force has created massive unemployment and deepening poverty crisis in urban centres. Inadequate provision of infrastructure and services to meet the growth in urban populations has resulted in inefficient spatial development of urban centres, the proliferation of squatter settlements, inadequate basic amenities including potable water, sanitation and waste disposal. Poor environmental sanitation has resulted in the upsurge of infectious diseases and deteriorating urban health. Urban populations in Africa are also the worst affected by newly emerging diseases, particularly HIV/AIDS. The poor bear a disproportionately large share of the problems due to their particular vulnerability to environmental and health risks. 生态文明城市是新型城镇化建设的目标,是实现经济发展、民生改善与生态保护协调统一的最佳方式。适度的人口容量、科学的城市规划和有效的城市治理是避免和减轻城市病的根本途径。本文从生态经济学和系统工程学跨学科的视角出发,构建了一个基于适度人口容量,人口流动和城乡均衡发展的生态文明城市建设路径的理论分析框架,并以广东省惠州市为例,根据土地功能定位和主体功能区定位,分别测算了惠州市的适度人口容量;基于人口自然变动和人口机械变动的趋势,预测了惠州市未来人口发展状况。研究发现,惠州市常住人口已略微超过基于土地功能定位测算的适度人口容量,但基于主体功能定位的人口密度模型测算表明,惠州市未来人口发展规模远低于适度人口容量,进而从总体上剖析了惠州市生态文明城市建设中适度人口容量和人口均衡发展方面带有普遍性的问题和原因。由此,揭示出生态文明城市的创建,必须基于人口承载力,走动态规划调控路子,协同推进经济建设、民生改善、生态保护、环境优化和制度改革,真正地促进流动人口市民化、城乡公共服务均等化和社会保障公平化。  相似文献

人口增多,耕地减少,部分地区供水不足,是我国人口与资源矛盾的基本格局。由于人口的压力,对资源实行超强度的利用,使较大范围的地区生态环境恶化,严重威胁农业生产,并成为许多地区多灾、低产、贫困的根本原因,较低的食物人均占有水平,将继续成为中国国民经济发展和人民生活水平提高的严重限制因素。增加食物,必须挖掘资源的潜力,开源与节流相结合,以内涵挖潜为主。首先是要立足现有的耕地,致力于提高单产;同时,合理开发水域、山地、草地等资源,广辟食物来源,提高非耕地资源的生产力,提高林牧渔业的发展水平。耕地应以深度开发为主,走资源节约型(节地、节水、节时、节能)的集约化道路。  相似文献

Global tropical deforestation continues to occur at high rates despite political attention. National-level forest baselines are being established all over the world to guide the implementation of several policy mechanisms. However, identifying the direct and indirect drivers of deforestation and understanding the complexity of their interlinkages are often difficult. We first analyzed deforestation between 1990 and 2005 at the national level and found an annual deforestation rate of 0.62 %. Next, we performed separate analyses for four natural regions in Colombia and found annual deforestation rates between 0.42 and 1.92 %. Using general linear models, we identified several direct causes and underlying factors influencing deforestation at the national level: rural population density, cattle, protected areas, and slope. Significant differences in deforestation rates and causes were found across regions. In the Caribbean region, drivers of loss are urban population, unsatisfied basic needs, slope, and precipitation and four land use variables (illicit crops, pastures, cattle, and fires). In the Orinoco region, crops are the main driver of forest loss, and in the Amazonian region, deforestation is primarily due to fires related to the colonization front. Policy mechanisms will have to take into account regional patterns to successfully balance development and forest preservation in Colombia.  相似文献

There has been a concerted effort by the international scientific community to understand the multiple causes and patterns of land-cover change to support sustainable land management. Here, we examined biophysical suitability, and a novel integrated index of “Economic Pressure on Land” (EPL) to explain land cover in the year 2000, and estimated the likelihood of future land-cover change through 2050, including protected area effectiveness. Biophysical suitability and EPL explained almost half of the global pattern of land cover (R 2 = 0.45), increasing to almost two-thirds in areas where a long-term equilibrium is likely to have been reached (e.g. R 2 = 0.64 in Europe). We identify a high likelihood of future land-cover change in vast areas with relatively lower current and past deforestation (e.g. the Congo Basin). Further, we simulated emissions arising from a “business as usual” and two reducing emissions from deforestation and forest degradation (REDD) scenarios by incorporating data on biomass carbon. As our model incorporates all biome types, it highlights a crucial aspect of the ongoing REDD + debate: if restricted to forests, “cross-biome leakage” would severely reduce REDD + effectiveness for climate change mitigation. If forests were protected from deforestation yet without measures to tackle the drivers of land-cover change, REDD + would only reduce 30 % of total emissions from land-cover change. Fifty-five percent of emissions reductions from forests would be compensated by increased emissions in other biomes. These results suggest that, although REDD + remains a very promising mitigation tool, implementation of complementary measures to reduce land demand is necessary to prevent this leakage.  相似文献
