Hong Kong has enjoyed more than 20 years of almost uninterrupted economic growth and the territory is widely recognized as one of the most successful of the newly industrializing economies. Economic success has, however, brought with it a variety of environmental problems including deterioration of air and water bodies and the loss of terrestrial and marine habitats. Environmental degradation also poses a serious threat to local biodiversity. Despite its stated commitment to environmental protection, the Hong Kong Government is still strongly growth-oriented and the territory's environmental institutions and policies often seem ineffective in resolving the conflicts that arise between development and the environment. To illustrate some of the contradictions inherent in Hong Kong's current approach to environmental and conservation issues, this paper focuses on the controversy surrounding the fate of the local population of the Indo-Pacific humped-back dolphin, or, as it is locally known, the Chinese white dolphin (Sousa chinensis). The dolphin's habitat has been disrupted by major development projects, marine pollution and fishing and shipping activity. It is possible that the species will be extinct in Hong Kong waters by the beginning of the next century. The paper examines the background to the controversy that has arisen surrounding the future of the dolphins and evaluates the Government's attempts to develop a conservation strategy to protect them. The preferred option—the creation of a dolphin sanctuary within a designated marine park area—has been strongly criticized by some local marine biologists and conservationists as being inadequate and inappropriate. The failure to address effectively the problems faced by the Chinese white dolphin may be attributed to the lack of an overall conservation strategy in Hong Kong, shortcomings in the territory's environmental impact assessment system and limited local scientific knowledge concerning the dolphin population.  相似文献

Summary Over 180 environmental protection bureaucrats in the People's Republic of China were individually interviewed to determine their environmental awareness and their attitudes towards the environment. The study indicates that environmental protection bureaucrats in China have conflicting attitudes towards the relationship between man and nature, and between economic growth and environmental protection. However, they show a strong faith in science and technology's ability to solve environmental problems. The perception that too-harsh environmental protection regulations would reduce the growth potential of the economy is so predominant that it poses a serious threat to the environment of the three municipalities under investigation. It is argued that environmental management is a matter of managing human beings. The discrepancy between verbal and actual commitment in waste recycling and environmental behavior is thought to have attenuated the effectiveness of many environmental policy and measures. Studies purport to show the existence of such a value-action gap in environmental issues has been largely based on matching the verbal commitment to environmental value through self-reported environmental behavioral data. Therefore, there is a lack of direct evidence to prove that such a discrepancy exists. This study demonstrates a methodology (contrasting on-site observation with self-reported results) to measure the gap between verbal commitment and actual recycling behavior and provides an explanation on the recycling behavior of students at Hong Kong Baptist University in the hope that the lessons learnt can be generalized to a wider context. Our findings indicate that a gap between verbal recycling commitment and corresponding action does exist in waste recycling on this university campus. By using multiple linear regression analysis, we found that the self-reported recycling behavior of undergraduates cannot be meaningfully explained by most variables previously suggested in the general value-action model.  相似文献

Within the context of political democratization, this article explores environmental protection in Hong Kong since the government lauched a ten-year program to “save the environment” in 1989. Examining environmental management by law from a social-choice perspective, it argues that the government has yet to reach an integrative policy orocess. Hence the preconditions for an integrative set of environmental legislation are absent. Institutionally, without a comprehensive green policy, the current arrangements lack a vision as an integrative force to promote effective coordination among various sectoral environmental coordination among various sectoral environmental programs. The dominant approach of policy and law enforcement through consultation has rendered impossible strict enforcement of environmental rules and regulations as local economic growth enjoys a priority over environmental protection. At a time of environmental awakening, the people of Hong Kong are not yet prepared awakening, the people of Hong Kong are not yet prepared to participate in environmental management in a strict legal manner. The overall observation is that Hong Kong has yet to see more mature political, legal, administrative, and social conditions for managing its environment within a legal framework.  相似文献

The Pearl River (Zhujiang) is the largest river system in southern China. The river, which is approximately 2200 km long, discharges into the South China Sea through an extensive deltaic area to the west of Hong Kong. Water quality in the river is under threat from a variety of sources associated with industrializationand urbanization in the Pearl River Delta Region (PRDR). Hong Kong's location on the eastern bank of the Pearl River estuary means that the quality of its western marine waters is likely to be increasingly influenced by the Pearl's pollution burden. Little published material exists on pollution in the Pearl River, or the potential impacts of transboundary pollution on marine water quality in Hong Kong. This paper focuses on this issue of transboundary water pollution between the Delta Region and Hong Kong. Specifically, we present the results of a preliminary analysis of water quality data for the Pearl River. The paper demonstrates that the major potential problem affecting the Pearl River is organic pollution, and that the principal sources of pollution affecting the Pearl River estuary, and consequently Hong Kong's western waters, are the Shenzhen River, the upstream Guangzhou section of the Pearl River, and the Dongguan Canal. We estimate that less than 5% of untreated domestic sewage discharges affecting the estuary derive from Hong Kong itself. The paper also discusses the implications of transboundary pollution in the context of environmentalpolicy making in Hong Kong and argues that more extensive and effective co-operation and collaboration between Hong Kong and mainland agencies should be developed to address these concerns.  相似文献

Summary A postal survey of 992 secondary students in Hong Kong using the Weigel and Weigel environmental concern scale was conducted to investigate their environmental attitudes which were reflected in a readiness to engage in various pro-environmental behaviours including paper recycling at school and at home and the use of less tissues and plastic bags. The results indicated that students' expressed great concern about the environment and exhibited a strong willingness to participate in pro-environmental behaviour. However, students' overoptimism towards technological development and the perceived importance of the benefits of modern consumer goods were two major factors that contradicted their concern for environment. The Pearson correlation coefficient between environmental concern and comprehensive behavioural intention was strong and positive (0.52). Television and school were cited as major sources of environmental information. Mass media were more important than personal media in the dissemination of environmental information. Female students, older students and students living in private housing held more positive environmental attitudes and were more willing to engage in pro-environmental behaviour. Factor analysis indicated that the environmental concern scale was composed of two factors, personal sacrifice and optimism/issue.Ms Kara K.W. A number of social surveys on environmental issues have been conducted in Hong Kong over the past 20 years but none has investigated processes of environmental reform from a stakeholder perspective. This paper reports on the findings of a survey of 120 representatives of eight stakeholder groups conducted in 2003. This exploratory study had two main objectives. First, it investigated stakeholder views on environmental policy making in Hong Kong including policy objectives and priorities, the policy instruments employed, the discourse surrounding environmental policy making and sustainable development, and the effectiveness of local environmental institutions. Second, it explored the extent to which Hong Kong is undergoing environmental reform processes consistent with the principles of ecological modernization.

The results indicate that a conventional command-and-control model focusing on pollution control drives environmental policy making in Hong Kong. Government is seen as a relatively unresponsive, ‘controller’ regime relying heavily on laws and regulation to pursue its policy objectives. Support exists among stakeholders for the use of new environmental policy instruments (NEPIs), particularly those of an economic nature, but there is scepticism about the potential effectiveness of voluntary environmental agreements. Local environmental discourse is characterized by the counter-positioning of economic development and the environment. Most stakeholders share the view that the debate surrounding sustainable development has been poorly informed and that the concept is not well-understood. Stakeholder responses suggest that there is considerable divergence between the potential and actual effectiveness of important local environmental institutions. While there is empirical evidence indicating that some environmental initiatives have produced technical outcomes consistent with ecological modernization, our findings suggest these do not reflect a conscious change in the direction of environmental policy and that the social and institutional transformations that also underpin ecological modernization have yet to become embedded in Hong Kong.  相似文献

The changing political environment in Hong Kong is likely to accelerate the transition in environmental policy discourse. Opportunities for critical public involvement are increasing and new environmental discourses are emerging. Yet, previous social surveys did not explore the range of these discourses and few focused on climate change. The paper outlines the public discourses of climate change in Hong Kong. Using Q-methodology, four distinctive discourses were identified, namely Pure Environmentalism, Political Pragmatism, Popular Optimism, and Fair Rationalism. While the first one is climate-centric, the other three are political or social in nature and do not indicate a clear or coherent climate orientation. This suggests that the climate change concern of the Hong Kong public is not tightly embedded into a coherent narrative of social and institutional transformation. Effective climate change governance and policies require strengthening the link between such concern and the public desires for social and institutional transformation. Bringing together the ongoing social movements and environmental campaigns will be instrumental to nurture an active climate citizenry.  相似文献

A systematic postal survey of 449 schools in Hong Kong (including kindergartens, primary and secondary schools) was conducted to investigate the use of environmental education teaching kits and to obtain feedback from teachers about the view and comments in using these kits. Results indicated that kindergartens used teaching kits more frequently than secondary and primary schools. Most of the schools found the existing teaching kits helpful. Appropriate content, updated information, attractiveness to students and inclusion of a teachers' guide were considered important criteria in deciding the use of the teaching kits. Good illustrations, quality production and appropriate duration for the class were considered important factors too. The tight teaching schedule was the major hindrance for secondary and primary schools in the use of the environmental teaching kits. However, the main hindrance for using environmental teaching kits in kindergartens was that they did not have sufficient copies. Hong Kong schools would like to see new teaching kits about waste recycling, energy conservation, green behaviour, air pollution, noise pollution, sewage treatment and wildlife endangering, focusing on Hong Kong and China.  相似文献

Integrated and collaborative approaches to environmental management are being advocated as a more appropriate and effective approach to decision-making. It is based on collaboration among a range of individuals and organizations that have a stake, role, or responsibility in management outcomes. However, researchers have found that implementation of this approach has encountered difficulties. This paper focuses on the role of organizations and their commitment to implementation. Based on case study and survey research in the United States and Australia, the author examines organizational constraints and the range of strategies used to secure commitment. It is argued that participants must more explicitly address the commitment issue and design implementation strategies that respond to organizational constraints.  相似文献

Cross-city analysis in environmental regulation within non-democratic political systems is a neglected area. Taking policy convergence and styles of regulation as the focus, this paper has taken an initial step to compare the environmental impact assessment (EIA) regulation in Hong Kong and Shanghai. In this comparative exercise, it is identified that policy convergence occurs more explicitly in policy ideology and policy consequences, whereas divergence takes place in policy content, regulatory process and public consultation. Convergence, however, is only superficial whereas divergence is substantial. Indeed EIA systems of these two jurisdictions have displayed contrasting styles of regulation. The formal EIA system in Shanghai is dominated by the environmental agency, which regulates informal politics in the EIA process within a legal format. The informal EIA system in Hong Kong is co-ordinated by the environmental agency, which seeks active co-operation with the clients in a consultative EIA process in an informal and discretionary manner. What makes the Hong Kong system superior to the Shanghai system is the existence of institutional channels for public consultation. Within a non-democratic political setting, the EIA process in Hong Kong is more transparent and the EIA system is more accountable to the public, whereas the EIA process in Shanghai is lacking in transparency and the EIA system is under tight bureaucratic control.  相似文献

The interactions between humans, animals and the environment have shaped human values and ethics, not only the genes that we are made of. The animal rights movement challenges human beings to reconsider interactions between humans and other animals, and maybe connected to the environmental movement that begs us to recognize the fact that there are symbiotic relationships between humans and all other organisms. The first part of this paper looks at types of bioethics, the implications of autonomy and the value of being alive. Then the level of consciousness of these relationships are explored in survey results from Asia and the Pacific, especially in the 1993 International Bioethics Survey conducted in Australia, Hong Kong, India, Israel, Japan, New Zealand, The Philippines, Russia, Singapore and Thailand. Very few mentioned animal consciousness in the survey, but there were more biocentric comments in Australia and Japan; and more comments with the idea of harmony including humans in Thailand. Comparisons between questions and surveys will also be made, in an attempt to describe what people imagine animal consciousness to be, and whether this relates to human ethics of the relationships. This paper discusses the increasing importance of the environment to social scientists. A multidisciplinary approach is highlighted and it is argued that the social sciences have a more significant role to play in understanding and responding to environmental deterioration than has hitherto been the case. The need for harmonizing multidisciplinarity in appreciating impact assessments is emphasized. A framework for analyzing and containing environmental impacts in Hong Kong is also proposed.  相似文献

This paper compares the public attitudes of three southern Chinese cities/towns, namely Guangzhou, Dongguan, and Yuanzhou on waste recycling and avoidance, and the New Environmental Paradigm (NEP). The latter describes the concept of treating the resources and the ecosystems on Earth as things having their own rights rather than being subordinate and subservient to humans. These three places are chosen to represent areas in different stages of urbanization in the Guangdong province. As Hong Kong is also a southern Chinese city, where data of similar nature are available, comparison with Hong Kong is also made. It was found that the support for source separation of household waste in the rural and urban areas in mainland China was greater than that found in Hong Kong. Concerning actual practices on waste separation, about 85% of the respondents in the cities and almost all of the rural household surveyed have the habit of saving up and selling the recyclables. It is estimated that about 11-13% of the household waste was diverted in such a way. This is higher than the estimated 8% household waste recovery rate of Hong Kong. The majority of the respondents in the three surveyed cities have recovered household recyclables in the past but with higher family incomes, it was now less common. On the contrary, the lower income group tended to recover greater portion of their waste for selling to the waste depots. These findings have implications on the future waste management policy formulation in China. Regarding the acceptance of the New Environmental Paradigm, it was found that the rural population scored better than the urban population and they tended to agree more frequently with the NEP. However, the rural population perceives a greater potential for industrial and urban development without dampening environmental quality. It was also found that the NEP scores of the mainland Chinese are higher, in general, than their Hong Kong counterparts as measured in early 1990s. Insufficient public support has often been a concern for source separation programmes in all countries despite the obvious waste management benefits of recycling. This study shows that there is overwhelming support for source separation of waste in Mainland China, whether it is in rural or urban communities, and that most people are already undertaking source separation due to the redemption value of the recyclables. Therefore, for policy-makers, the concern should not be on whether the public knows how to separate the waste but rather on how to motivate them to separate waste for the good of society, and how to maintain an effective market for recyclables.  相似文献

Occupational noise exposure has been linked with a range of negative health effects, with recent research emphasizing the need to understand the full context of sound events in explaining these relationships. An emerging theme within environmental psychology argues that physical features of the environment might work both directly on outcomes and interactively with either psychosocial work elements. In the present study, the interaction of noise with psychosocial job stress was explored for 128 office workers employed by a government agency in a city in the Midlands region of the UK. The results showed no direct effect of ambient noise levels upon job satisfaction, well-being or organizational commitment. However, lower levels of ambient noise were found to buffer the negative impact of psychosocial job stress upon these same three outcomes. Psychosocial job stress is, therefore, seen as a valuable heuristic in operationazing the context of sound events at work.  相似文献

A postal survey on a random cluster sample of 1032 secondary school students in Hong Kong was conducted to investigate what and how much students know about the environment and how their knowledge is related to use of mass media. Results indicated that students were very knowledgeable on general and local environmental issues. The average score for environmental knowledge was 60.7 on a 100-point scale. There was some indications that students' environmental knowledge was shaped and limited by the reporting of environmental news in Hong Kong. Television news viewership had positive correlation with students' environmental knowledge while Chinese newspaper readership had a positive but weak correlation. Male students and students in higher forms were more knowledgeable about the environment. The study established a comprehensive measure for both general and local environmental knowledge with an acceptable level of internal consistency for subsequent studies.  相似文献

Disposal of more than 300 tonnes waste glass daily derived from post-consumer beverage bottles is one of the major environmental challenges for Hong Kong, and this challenge continues to escalate as limited recycling channels can be identified and the capacity of valuable landfill space is going to be saturated at an alarming rate. For this reason, in the past ten years, a major research effort has been carried out at The Hong Kong Polytechnic University to find practical ways to recycle waste glass for the production of different concrete products such as concrete blocks, self-compacting concrete and architectural mortar. Some of these specialty glass-concrete products have been successfully commercialized and are gaining wider acceptance. This paper gives an overview of the current management and recycling situation of waste glass and the experience of using recycled waste glass in concrete products in Hong Kong.  相似文献

In a street survey conducted in Hong Kong, it was found that Hong Kong people generally support waste recycling and minimization measures. The results showed that statistically there are associations between sex, accommodation type, education levels and age on one hand and people's attitude toward some waste recycling and minimization measures on the other. A significant number of the surveyed subjects would feel uneasy during the generation of waste if they knew that the recyclable materials would not be recycled. However, this feeling of uneasiness will lessen considerably if the materials are being recycled. With the feeling of uneasiness being lessened, a deterring factor on consumption was weakened. Thus it is plausible that when recycling is more widely carried out, the actual volume of consumption will increase if the urgency of waste minimization is not widely understood. It was also discovered that in an economically prosperous Hong Kong, people can be more supportive to slightly more expensive green products than in Western countries in recession.  相似文献

This paper extends prior research on risk perceptions in the West to the Hong Kong Chinese context by studying the nature of the responses of 229 Hong Kong Chinese to an adapted environmental appraisal inventory (EAI-C), which consisted of three scales with one related to the self and the other two related to the local and global environments, respectively. Results lent support to a local–global dichotomy: hazards were appraised to be more threatening in the global than the local context. Responses to the three-scale adaptation were factor analysed and three subscales were extracted for each of the EAI scales. As with findings reported in a previous study with an Irish sample, the subscales could be considered to represent techno-human, everyday-life and natural hazards. Results also indicated that Hong Kong Chinese appraised environmental hazards as more threatening than did Western samples surveyed in prior studies. This was most striking when hazards were appraised in relation to the self. Similar findings have also been reported in recent studies with Japanese samples. It was suggested that the accentuated threat to self observed in the current study might stem from a heightened sensitivity to environmental hazards in the Chinese people, which is determined by self-construction processes specific to Asian cultures. Using the EAI as a measurement for hazard appraisal may provide insights to how people from different cultures construe the impact of environmental hazards in various contexts.  相似文献

Since the 1980s, green purchasing/green procurement has increasingly been recognised as an effective means of addressing and reducing negative environmental impacts related to product production and consumption around the world. This paper reviews the procurement practices and policies of five Asian countries and Hong Kong, in the context of an international overview of green purchasing and practices. The extent of government involvement in green procurement is found to directly determine its overall effectiveness, and up-to-date information resources clearly enhance delivery and performance. A case study in Hong Kong demonstrates how public leadership on green procurement has advanced green procurement in the private sector.  相似文献
