Detailed analysis of an energy conservation program implemented on a 46 story government building is presented. Conservation was achieved by reduced lighting, changes in building operating hours, thermostat settings of 20C (68F) in the winter and 27C (80F) in the summer, and the elimination of air conditioning reheat. As a result, energy consumption in the summer was reduced by 54 percent. A survey of the occupants' thermal comfort and the insulating value of thei r clothing was taken. In the summer 68 percent were comfortable compared with 80 percent in the winter. The insulating value of the clothing worn by the women was consistently less than that of the men; the difference was largest in the summer. Though the temperatures in the occupied spaces were not as cold or as warm as the thermostat settings, the survey indicates that comfort could be improved if occupants dressed more appropriately for the expected thermal environment of the work place.An energy analysis with a building simulation program (NBSLD) was also undertaken. The simulated energy consumption was within 5 percent of the measured values. Additional large savings may be achieved in this and similar buildings through a reduction in the energy cost of transporting air and chilled and hot water around the building for the environmental control systems.  相似文献

Summary Biosphere reserves are protected areas of representative environments internationally recognised for their value for conservation and for their ability to provide the scientific knowledge, skills and human values to support sustainable development. Biosphere reserves — as a part of the UNESCO programme Man and the Biosphere (MAB) — make up a world-wide network sharing research information on ecosystem conservation, management and development. They include strictly protected core-areas — representative examples of natural or minimally disturbed ecosystems. Core areas are surrounded by buffer zones in which research, environmental education and training and recreation can take place. Buffer zones are, in turn, surrounded by transition areas, large open areas where the aim is to ensure rational development of the natural resources of the region. At present, twelve biosphere reserves are designated in Germany, covering in all an area of 11,589 km2. Scholarly critics such as Wendell Berry, as well as the popular media, frequently refer to problems associated with agriculture as the agricultural crisis or the farm crisis. Despite the identification of a problem or problems as symptomatic of this crisis, scant attention is paid to why the situation is a social crisis as opposed to a problem, tragedy, trend, or simple change in the structure of agriculture. This paper analyzes the use of social crisis as applied to the state of modern agriculture and, by extension, other crises such as those in legitimation and morality. It concludes that, although important social values associated with farming as a way of life may be in danger of being lost, the crisis we may be facing with respect to agriculture is more properly understood as a sociopolitical crisis that has broader implications than simply the loss of farms or traditional farming values. Indeed, what is in danger of being lost is our ability to affect a secure and sustainable political-economic system.  相似文献

Relative to manufacturing, service activities are often considered by planners and officials to generate considerably less environmental pollution. This hypothesis is tested by means of an examination of the economic linkages of both manufacturing and service activities and of the resulting direct and indirect emissions of five air pollutants per dollar of output in the California statewide air basin and in four regional basins within the state. Overall acceptance or rejection of the hypothesis depends in part on the particular pollutant and air basin considered but, most importantly, on the judgement as to what activities are to be considered as service activities.This paper is based on research sponsored by the California Air Resources Board under Agreement A7-143-30.  相似文献

Bioassessment is used worldwide to monitor aquatic health but is infrequently used with risk-assessment objectives, such as supporting the development of defensible, numerical water-quality criteria. To this end, we present a generalized approach for detecting potential ecological thresholds using assemblage-level attributes and a multimetric index (Index of Biological Integrity—IBI) as endpoints in response to numerical changes in water quality. To illustrate the approach, we used existing macroinvertebrate and surface-water total phosphorus (TP) datasets from an observed P gradient and a P-dosing experiment in wetlands of the south Florida coastal plain nutrient ecoregion. Ten assemblage attributes were identified as potential metrics using the observational data, and five were validated in the experiment. These five core metrics were subjected individually and as an aggregated Nutrient–IBI to nonparametric changepoint analysis (nCPA) to estimate cumulative probabilities of a threshold response to TP. Threshold responses were evident for all metrics and the IBI, and were repeatable through time. Results from the observed gradient indicated that a threshold was 50% probable between 12.6 and 19.4 g/L TP for individual metrics and 14.8 g/L TP for the IBI. Results from the P-dosing experiment revealed 50% probability of a response between 11.2 and 13.0 g/L TP for the metrics and 12.3 g/L TP for the IBI. Uncertainty analysis indicated a low (typically 5%) probability that an IBI threshold occurred at 10 g/L TP, while there was 95% certainty that the threshold was 17 g/L TP. The weight-of-evidence produced from these analyses implies that a TP concentration > 12–15 g/L is likely to cause degradation of macroinvertebrate assemblage structure and function, a reflection of biological integrity, in the study area. This finding may assist in the development of a numerical water-quality criterion for TP in this ecoregion, and illustrates the utility of bioassessment to environmental decision-making.  相似文献

Wetlands, like any other environmentally sensitive resource, require very careful evaluation. While it is accepted that all wetlands may be equally valuable in terms of maintaining global life-support systems, individual areas may be ranked according to their uniqueness or the irreplaceability of the resource should the wetland be developed. The various techniques available for evaluating the wetland resource in the development versus conservation conflict situation are critically assessed. Indirect appraisal via the opportunity cost method can generate valuable data which have contributed to the mitigation of such conflict situations.The Broadland, in Norfolk, England, recently designated an environmentally sensitive area (ESA), provides a case study example of wetland management. The search for an acceptable flood alleviation strategy for the ESA is examined in detail. The economic and environmental asset structure of the study area is examined at two levels. A basic screening system is applied to each of the identified flood protection planning units to enable the rank ordering of the units. A more detailed appraisal is then made of the value of selected units so that the cost-effectiveness of any planned expenditure on flood protection works can be assessed. Specific management issues and their likely effect on the environment, in terms of land use for example, are also addressed. The 1986 Agriculture Act marks a potential watershed in British conservation policy. The ESA policy encompasses a dual management strategy that attempts to stimulate compatible agricultural and conservation practices and activities. Other countries that still retain significant unspoiled wetland resources may find that preemptive regulatory government intervention in favor of conservation would help to avoid the worst aspects of the British experience.  相似文献

The physicochemical characteristics of the recipient environment into which chemical contaminants are deposited may influence their chemical speciation, mobility, bioavailability, and toxicity. In formulating Water Quality Criteria, the Environmental Protection Agency of the United States (EPA) considered the modifying effect of abiotic environmental factors on pollutant toxicity in an innovative regulatory approach. Scientific knowledge of the interactions and correlations between pollutant toxicity and abiotic factors remains limited. Recognition of the influence of the physicochemical characteristics of the recipient environment on pollutant toxicity has implications for the eventual formulation of regional, rather than uniform and national, criteria. In addition, in developing Water Quality Criteria that incorporate the effects of pollutants on aquatic life, EPA primarily focused on toxicity to aquatic animals and plants (including unicellular algae). The effects of pollutants on microbe-mediated ecological processes that are necessary for maintaining the state and quality of the ecosphere (such as biogeochemical cyclings, litter decomposition, and mineralization) were not included in the formulation of the Water Quality Criteria. To facilitate the recognition and quantification of adverse effects of pollutants on these ecological processes, the development of a computation, termed the ecological dosage 50% (EcD50) is recommended. Such a formulation could also be applied to setting environmental quality criteria for terrestrial ecosystems.  相似文献

It is possible to develop large quantities of energy by installing a comprehensive regional insulation program. This paper develops a computer model for examining the quantity of energy that may be saved in a region if such a program is undertaken. The program requires data on: number of houses, type of houses and present degree of insulation. The results indicate that in the region under consideration it is possible to make available more energy, far cheaper, through insulation than by the alternative of constructing a large power plant.  相似文献

Colorado, USA, developed the Joint Review Process (CJRP) in 1978 to coordinate the application and review of permits required for major development projects. Since then, the state has used the process on over 20 projects. This study examined whether the CJRP has achieved its primary goals—enhanced coordination of agencies, enhanced public participation, and strengthened communication between agencies and project sponsors— and several related secondary goals. The success of the process was measured through a survey of 54 key people who had been directly involved with the process. Those surveyed included federal and state agency staff, local agency managers, corporate officers, private consultants, and environmental leaders. All groups, with one exception, agreed that the process achieved its primary goals and that it should be retained. Environmental leaders were neutral about whether the process enhanced public participation and about retaining the process. The report concludes with a review of recommended improvements to and applications of the CJRP.  相似文献

This article describes and illustrates an accounting method to assess and compare early carbon sequestration investments and trades on the basis of the number of standardized CO2 emission offset credits they will provide. The gold standard for such credits is assumed to be a relatively riskless credit based on a CO2 emission reduction that provides offsets against CO2 emissions on a one-for-one basis. The number of credits associated with carbon sequestration needs to account for time, risk, durability, permanence, additionality, and other factors that future trade regulators will most certainly use to assign official credits to sequestration projects. The method that is presented here uses established principles of natural resource accounting and conventional rules of asset valuation to score projects. A review of 20 early voluntary United States based CO2 offset trades that involve carbon sequestration reveals that the assumptions that buyers, sellers, brokers, and traders are using to characterize the economic potential of their investments and trades vary enormously. The article develops a universal carbon sequestration credit scoring equation and uses two of these trades to illustrate the sensitivity of trade outcomes to various assumptions about how future trade auditors are likely to score carbon sequestration projects in terms of their equivalency with CO2 emission reductions. The article emphasizes the importance of using a standard credit scoring method that accounts for time and risk to assess and compare even unofficial prototype carbon sequestration trades. The scoring method illustrated in this article is a tool that can protect the integrity of carbon sequestration credit trading and can assist buyers and sellers in evaluating the real economic potential of prospective trades. An important goal of the Reagan administration has been to shift responsibility for many public programs from the US federal government to the states. This New Federalism seeks to restore a proper balance to the federal system and to ensure an effective working partnership between the states and the federal government. Such a partnership is especially important for many environmental laws because these laws often give states primary responsibility for the control and abatement of pollution.This research examines the extent to which the Reagan administration has succeeded in improving intergovernmental environmental relations in terms of state implementation of the Clean Water Act. Data from a 1985 survey of directors of state water quality control programs are compared with responses to a similar survey that the US General Accounting Office conducted in 1979. The latter survey found considerable dissatisfaction on the part of state directors with the quality of their relations with the US Environmental Protection Agency. Although some improvement can be noted between 1979 and 1985, the Reagan administration's efforts to improve intergovernmental relations appear to have been of limited consequence, to the possible detriment of effective implementation of the Clean Water Act.  相似文献

Conservation scientists are arguing whether naturalness provides a reasonable imperative for conservation. To clarify this debate and the interpretation of the term natural, I analyze three management strategies – ecosystem preservation, ecosystem restoration, and ecosystem engineering – with respect to the naturalness of their outcomes. This analysis consists in two parts. First, the ambiguous term natural is defined in a variety of ways, including (1) naturalness as that which is part of nature, (2) naturalness as a contrast to artifactuality, (3) naturalness as an historical independence from human actions, and (4) naturalness as possession of certain properties. After that, I analyze the different conceptions with respect to their implications for the three management strategies. The main conclusion is that there exists no single conception of naturalness that could distinguish between the outcomes of the three management methods. Therefore, as long as the outcomes of the different methods are regarded as being of a different value in conservation, we should either abandon the idea of naturalness as the guiding concept in conservation or use the term natural only in the ways that take both its historical and feature dependent meanings into consideration.  相似文献

Summary In spite of the increased awareness about many environmental problems, degradation and pollution of the natural environment by human actions still continue on a large scale. Some of the main reasons for man's continued abuse of the natural environment are the short-term nature of the economic planning process, which largely ignores the negative long-term effects of economic production on the environment (e.g. pollution), and the fact that the pricing system mainly concentrates on man-made goods and services while considering most natural resources to be free goods.This paper argues that environmental functions (i.e. natural goods are services) are at least as important to human welfare as man-made goods and services and should, therefore, be included in economic accounting procedures. To this end, it is suggested to replace the term natural resources by the concept of environmental functions and, efforts should be undertaken to increase our understanding of the ecological and socio-economic benefits of environmental functions to human society. The virtue of trust is often spoken of as central to the work of dietitians working in nutrition counseling, especially in the context of disordered eating/eating disorders nutrition therapy. Indeed, dietitians are purported to be the most trusted source of information on nutrition and food by professional associations such as Dietitians of Canada. Here trust is explored through educational, relational, and virtue theory in order to elucidate trusts meaning and relevance to dietitians work and interactions with each other, including the general public. If dietitians are to continue to be trusted during times of skepticism in expert knowledge, reflexivity, active contestation, and moral testing in the context of our socio-political milieu need be employed so that we as a profession may respond to clients in respectful, authentic, meaningful ways; practices worthy of our trust.  相似文献

A three-tiered structure of land-use and environmental management is here proposed for Australia. The structure is based on the idea that environment means the environment of people, and that environmental problems arise when a change in the interaction between people and their environment leads to conflicts about the use of land and resources. The heterogeneity of society means that a range of human aspirations and value systems must be satisfied by environmental managers. Existing methods of environmental management fail to achieve these objectives, due to inadequate perception of environmental problems by decision-makers, and the inability of currently available impact assessment techniques to resolve human conflicts associated with the use of land and resources. The main work of planning and managing land use and the environment would be carried out by regional authorities, supported by federal and state policy. Examples are given of moves towards regional administration in England and Wales, Western Australia, Australia and New Zealand. Community participation in the decision-making process is essential and can be achieved by electoral representation to the authoritative bodies and through procedures that ensure informed public comment on planning proposals.  相似文献

The recent resolution of the seventh Conference of the Parties to the Climate Convention (COP7) indicates that if a country is required to comply with the pollution limit, part of the required reduction in levels of emission will have to be achieved domestically. With this status quo, policy practitioners may opt to design emission level standards along with the provision of allowing access to the international permit market that may facilitate carbon offset crediting to the country. In policy formulation cognate to electricity generation through coal combustion, it is suggested that end-users will pay emission compliance costs in terms of the price of electricity usage and the companies will offer a rebate on reduction to those who curtail the level of usage of electricity. Under the scheme proposed, the generating company(s) will face the consequences if it fails to comply to domestic emission standards. In practice, the proposed method can ensure Pareto efficiency and exhibit Pareto improvement in two-party cases where both parties have joint interest in profit maximization, but they may have dichotomy in their activities. In dealing with domestic greenhouse gas issues, the proposal becomes appealing to parties for reducing the level of emissions. Moreover, it may produce a greater degree of abatement of CO2 emissions over the levels of abatement resulting from policies of consumer or producer liability assignments.  相似文献

Due to assimilation of recycled CO2 from litter decomposition and photosynthetic changes in carbon fractionation at low light levels, the foliage at the base of a forest is often more depleted in13C compared to that exposed to the atmosphere in either the canopy or in open clearings. This is referred to as the canopy effect. African research has indicated that these habitat differences in foliar 13C can be substantial enough to affect the carbon isotope ratios of resident fauna. Previous work documenting a 30-year chronology on moose teeth from Isle Royale National Park indicated a progressive depletion in13C and suggested that this could be due to forest regrowth following extensive burning. The present study examined the assumption implicit in this hypothesis that foliar 13C varies between open and closed boreal forest sites. I found a marginal canopy effect of 2 13C difference between upper canopy and ground flora for a forest in northwestern Ontario and an average difference of 1.2 in under- and mid-story vegetation between closed forests and open clear-cuts. Because of these small differences, the utility of carbon isotope analysis in quantifying temporally integrated exploitation of deforested habitats will be low for northern boreal locations. In denser forests, such as those in the tropics or western North American where the canopy effect can be expected to be much greater, 13C analysis may still offer some promise for determining selection by wildlife of disturbed habitats.  相似文献

Six separate but related strains of thought have emerged prominently since 1950 in discussions of such phenomena as the interrelationships among rates of population growth, resource use, and pressure on the environment. They are the ecological/carrying capacity root, the resources/environment root, the biosphere root, the critique of technology root, the no growth/slow growth root, and the ecodevelopment root.Each of these strains of thought was fully developed before the word sustainable itself was used. Many of the roots are based on fundamentally opposing assessments of the future of mankind. Many of the roots, such as the ecology/carrying capacity root, are based on physical concepts, and they exclude normative values. Others, such as the ecodevelopment root, include such values as equity, broad participation in governance, and decentralized government.When the word sustainability was first used in 1972 in the context of man's future, in a British book,Blueprint for Survival, normative concepts were prominent. This continued to be the case when the word was first used in 1974 in the United States to justify a no growth economy.Sustainability was first used in a United Nations document in 1978. Normative concepts, encapsulated in the term ecodevelopment, were prominent in the United Nations publications.After about 1978, the term sustainability began to be used not only in technological articles and reports but also in policy documents culminating in the use of the term in the report of the summit meeting of the Group of Seven in 1989.The roots of the term sustainability are so deeply embedded in fundamentally different concepts, each of which has valid claims to validity, that a search for a single definition seems futile. The existence of multiple meaning is tolerable if each analyst describes clearly what he means by sustainability.  相似文献

National park resource management planning requires ecological information describing the objectives to be achieved. This information must be quantitative and unambiguous. Since most acts creating United States national parks, beginning with the Yellowstone National Park Act of 1872, specify that these parks should be maintained in a natural condition, resource management objectives for each national park must be defined in terms of quantitative standards of naturalness. Such quantitative standards of naturalness do not yet exist for any national park in the United States. Although this article focuses on US national parks, the same problem exists in national parks, reserves, and wilderness areas throughout the world. The physical evidence needed to develop quantitative standards of naturalness is rapidly disappearing because of the effects of management fires, wildfires, decomposition, successional changes, and other disturbances. Therefore, a nationwide rescue ecology program is recommended to recover as much remaining ecological information as possible before it is lost. This information is essential for developing quantitative standards to restore naturalness to national parks.  相似文献
