Today, environmental managers are learning new ways of adding value to their organizations. Before, the environmental department was an overhead expense—an indirect support group required for complying with burdensome regulations. Now, such departments add insights and value during strategic planning sessions, identify efficiency improvement opportunities, provide a superior return on investment, and—bottom line—improve profits. The primary approach to meeting the challenge is a new environmental management system (EMS) that identifies, measures, and manages a diverse set of internal and external customer needs. These needs include environmental cleanups, regulatory compliance, pollution prevention, and design for the environment—and each represents a potential improvement opportunity. Unfortunately, most organizations have so many such needs that all cannot be addressed at once, given the resource constraints of a competitive business climate. Thus, priority is a key concept of an effective EMS. This article describes an innovative application of consensus-building tools that quickly identify and set priorities for diverse environmental programs. The article also shows how appropriate performance measures will align these programs with corporate goals and objectives.  相似文献

ISO 14001:2015 is an international standard that specifies the requirements of environmental management systems (EMS). This study assessed the influence of top management commitment, applications of compliance and other requirements, operational control, monitoring and measurements, resource management and improvements as critical factors on successful implementation and the operation of the ISO 14001:2015, by considering organizations in Sri Lanka as a case study. A data collection was conducted via questionnaires and structured interviews from stakeholders who are directly responsible for the EMS such as environmental managers, quality mangers and general managers of the organizations, who are certified with ISO 14001:2015, and comparisons were undertaken. The statistical analysis of the critical factors has shown a significant positive effect on both large‐scale organizations and export‐oriented organizations on EMS implementation. Furthermore, the results indicate that the EMS adoption has created significant positive impacts on efficient energy and resource consumption within organizations.  相似文献

Environmental Management System (EMS) has been one of the important tools for sustainable construction for around two decades. However, many issues concerning sustainable development have not been properly addressed, and there is a need for the introduction of green specifications to advance green performance in construction through contract management. This paper defines green specifications, identifies the reasons for adopting green specifications and highlights the environmental issues that may not be addressed by solely adopting EMS. It also presents the results of a recent survey of practitioners concerning their opinions towards green specifications and possible impacts arising from their adoption. From the results of the survey, a framework for developing green specifications is deemed valuable for the cities striving for sustainability. Interestingly, the level of acceptable changes brought about by green specifications as perceived by different industry stakeholders is found to be unrelated to whether they were from organizations implementing EMS or not.  相似文献

Many anticipate that over the next decade, voluntary environmental management system (EMS) standards will take on the same importance in the marketplace as the ISO 9000 quality standards; the draft international EMS standard (ISO 14001) is on pace to be completed by mid-1996. In the United States, despite rapidly growing interest in EMS standards, most companies and regulatory agencies are uncertain about their potential benefits and about the process of developing an EMS. Case studies of EMS implementation, particularly in small and medium-sized companies, are needed to demonstrate the process and identify areas in which further EMS guidance is needed for environmental managers. This article presents seven case studies of EMS implementation in small, medium-sized, and large companies. Each company is participating in an EPA-sponsored Demonstration Project in which a variety of organizations are piloting the implementation of EMS standards (the project is being coordinated by NSF International, a not-for-profit company specializing in environmental and public health standards and certification). The case studies, written by the companies themselves, share experiences of EMS assessment, planning, and implementation, and discuss challenges that are special to particular industries.  相似文献

With ISO 14000 expected to roll out in 1996, have you begun to evaluate how well your current environmental management policy, programs, procedures, and objectives conform to published national and evolving global Environmental Management System (EMS) standards?. The ISO expects to adopt a final standard by mid-1996 which specifies requirements for an EMS (e.g., ISO 14001). In addition, national EMS standards have already been developed and published by organizations such as The British Standards Institute and, in the United States, NSF International, for example, BS 7750 and NSF 110–1995, respectively. This article shows how managers can begin assessing their operations to prepare for these new standards and improve overall environmental performance.  相似文献

This article introduces the concept of ISO 14001 registration, outlines related assessment processes, and reviews the drivers behind developing an ISO-14001-concordant environmental management system (EMS) and seeking third party registration of that EMS. It focuses on registration strategies for larger organizations and considerations in choosing a registrar, including: auditor qualifications, standards for the conduct of EMS audits, and some issues for audit and registration service providers. The authors conclude that it is beneficial to pursue an ISO-14001-concordant EMS and that the value of the system can be enhanced through registration. However, some thought should be given to choosing the appropriate registrar, in particular to their EMS and audit approaches and to the qualifications of their audit team. Service providers are also cautioned to remember that ISO 14001 is not the same as ISO 9000, and that the registrar's standard of care in the discharge of their work should reflect that. © 1998 John Wiley & Sons, Inc.  相似文献

Many companies are using ISO 14001 as a guide in formalizing their environmental management system (EMS). This article presents Mead Coated Board, Mahrt Mill's experiences in this process, which involved undertaking a gap analysis and developing the key elements and specific procedures that comprise the EMS. Specific issues addressed include the various techniques and approaches used for developing procedures based on the type and level of procedure required; the interaction between the consultants and the mill personnel; the methods for capitalizing on the experience and expertise of the consultant and the internal personnel to achieve the desired results and lessons learned in the process.  相似文献

Less than four years after publication of ISO 14001, thousands of organizations worldwide have adopted the standard. In this article, researchers working with the National Database on Environmental Management Systems (NDEMS) review some preliminary data on organizations' experiences with EMS adoption and implementation. Their findings indicate that, although organizations may face hurdles in implementing EMSs, the majority believes the benefits outweigh the drawbacks. © 2000 John Wiley & Sons, Inc.  相似文献

The ISO 14000 standards for environmental management systems (EMS) are voluntary standards intended to aid companies that wish to improve their environmental performance. The standards owe their existence, at least in part, to three widely shared views: (1) that existing environmental management systems are either inadequate or ineffective; (2) that companies will want to improve environmental performance for economic or social reasons; and (3) that governments and stakeholders will require companies to exercise greater control of the impacts to the environment through new regulations. ISO 14000 offers a solution—an ?integrated”? EMS, with components designed to effect sound management in any size organization and in any country. The standards are an embodiment of both the policy and practice of environmental management. This article is a consideration of the business implications of the ISO 14000 series of standards. How will a movement toward an integrated EMS be realized? Who will be in the best position to respond? ISO 14000 is a management system, and it carries with it business consequences.  相似文献

Environmental management systems (EMS) have been introduced globally to reduce environmental degradation issues brought about by industrial development. The research discussed in this paper is aimed at identifying the benefits and motivations of the implementation of EMS in compliance with the International Organization for Standardization (ISO) 14001 standard in Malaysian industries by using the pairwise comparison method. Experts in EMS from the Scientific and Industrial Research Institute of Malaysia were invited to participate in the research panel. Based on the experts’ input, data analysis was carried out by using multi‐criteria pairwise comparisons. The findings showed the ranked benefits and motivations of the implementation of the ISO 14001 standard for businesses. The results can indicate to policy‐makers and business advisors how businesses can be encouraged to implement the ISO 14001.  相似文献

An increasing number of organizations across the world have adopted Environmental Management Systems (EMSs) based on certifiable standards, notably the European Eco-Management and Audit Scheme (EMAS) and the ISO 14001 standards. Although the specialized literature has studied the motivations, obstacles and benefits of the adoption of these standards for EMSs extensively, the impact of the public incentives on the adoption of such environmental management tools has been overlooked. In order to fill this gap in the literature, this article aims to shed light on the level of companies' knowledge and application of the main regulatory relief initiatives provided by public administrations around the EU for organizations with a certified EMS. For that purpose, this article summarizes the main findings of a survey carried out with the participation of 244 European EMAS-registered organizations. The findings of the survey highlight the fact that most of the surveyed companies have adopted or benefitted from some form of regulatory relief, mainly by making use of the measures granting an extended duration of some permits (44%), reductions in financial guarantees in the waste-treatment sector (31%) and tax reductions (26%). Moreover, it emerges that, among countries, the role of regulatory relief to support companies in the path to the adoption of EMSs is not univocal.  相似文献

Sustainable forest management (SFM) or ecosystem management is now the stated goal of forest managers in most countries. SFM takes a longer-term, broader perspective on forest values than timber production or the narrow multiple use regimes of the past. As a result of international activities including the International Tropical Timber Organization, the Ministerial Council on Protection of Forests in Europe and the Montreal Process for temperate and boreal forests outside Europe, there are now sufficiently specific and agreed principles, criteria and indicators (C&I) to guide policy makers towards SFM. To achieve SFM requires holistic assessments of forest management systems in terms of these C&I to ensure the delivery of sustainable outcomes across forest regions. This paper focuses on the implementation of SFM as defined by the C&I, and, in particular, how to identify needed reforms in forest management systems. The paper explains and evaluates the International Standards Organization's (ISO's) environmental management systems (EMS) ISO14000/EMS approach adopted for this purpose in Australia to assess the adequacy of forest management systems. The approach was applied as a key element in the regional forest agreements prepared to meet the Australian National Forest Policy Statement. The ISO14000/EMS, in conjunction with the SFM criteria, provides a systematic approach to assessing forest management systems to reveal the adequacy of the legislative, planning, implementation, monitoring and review of all-tenure forest management as required by SFM.  相似文献

At long last, the ISO 14000 environmental auditing guidelines have been issued in final form and have been accepted in the United States and elsewhere as official national standards. The auditing guidelines consist of: Guidelines for environmental auditing—General principles (ISO 14010: 1996(E)) Guidelines for environmental auditing—Audit procedures—Auditing of environmental management systems (ISO 14011: 1996(E)) Guidelines for environmental auditing—Qualification criteria for environmental auditors (ISO 14012: 1996(E)) Unlike the environmental management system (EMS) standard (ISO 14001), the auditing guidelines are just that, guidelines. Sustainable management of landscapes with multiple competing demands such as the Ruaha Landscape is complex due to the diverse preferences and needs of stakeholder groups involved. This study uses conjoint analysis to assess the preferences of representatives from three stakeholder groups—local communities, district government officials, and non-governmental organizations—toward potential solutions of conservation and development tradeoffs facing local communities in the Ruaha Landscape of Tanzania. Results demonstrate that there is little consensus among stakeholders about the best development strategies for the Ruaha region. This analysis suggests a need for incorporating issues deemed important by these various groups into a development strategy that aims to promote conservation of the Ruaha Landscape and improve the livelihood of local communities.  相似文献

Companies today are continuously improving their efforts to incorporate an environmental management system (EMS) in their everyday operations and work practices, with an emphasis on identifying and reducing risks. Risks may include the cost of enforcement penalties, potential workplace dangers to employees, or cleanup liabilities due to past or present practices. Environmental auditing is an effective tool commonly used to enhance an EMS. Typically, there are two levels of auditing: (1) a review of management systems and (2) a review of compliance with regulatory requirements. There is yet another intermediate level of auditing that is more focused than management systems or compliance audits—compliance delivery systems (CDS) audits. This article examines the elements making up these systems for improving compliance performance and provides a ?ready to use”? checklist of items for managers to begin implementation.  相似文献

Environmental Management Systems (EMS) are being trialed for Australian agricultural industries as society becomes more concerned about agricultures environmental performance. EMS is a structured approach used by farm businesses to assess, monitor, and improve environmental performance. Use of EMS in conjunction with other policy tools (such as financial incentives and regulation) in agriculture could enhance management of both on-farm and off-farm environmental issues. Based on the international standard ISO14001, EMS was designed to be applied at the individual business level. However, governments in Australia are exploring its potential to be applied at a catchment scale, among other things, for the purpose of linking farm-level actions to catchment targets. In Australia, governments and catchment management bodies are using Integrated Catchment Management (ICM) as the framework to try to achieve environmental targets set out in catchment plans. In this article, we compare aspects of the EMS and ICM frameworks and comment on the potential of using EMS to achieve catchment-scale environmental outcomes. We conclude that EMS could be a useful policy tool to improve farm management and to contribute, in part, to better off-site outcomes at the catchment/landscape scale. Recommendations on the use of EMS at the catchment scale are discussed. These include using an educational approach for EMS delivery, linking the EMS process to catchment targets, and ensuring catchment targets are realistic and achievable.  相似文献

As environmental management responsibilities expand beyond regulations to address business issues such as design for the environment, total cost accounting, and strategic planning, it is tempting to plan for expanded information systems (EMIS) to handle new responsibilities. The author argues that we should pursue exactly the opposite course: shrink the EMIS to the minimum size possible. It would be impossible to feed the self-standing EMIS with all the data it needs—replicas of almost any data tracked by the organization. The EMS and EMIS should be “meta-systems” that store the organization's knowledge about how EH&S relates to various business processes, and what should be measured and reported to assure that EH&S objectives are met. The author provides examples of how companies are creating these EMS “metasystems” by leveraging enterprise systems implemented for accounting, business planning, groupware, maintenance, and process control.  相似文献
