Corporations often become potentially responsible parties (PRPs) at hazardous waste sites because of their past transportation or disposal of hazardous substances at such sites. Determining a PRP's potential liability for the assessment and cleanup of hazardous waste sites is a challenging effort and often results in disputes among other PRPs regarding appropriate allocation of response action costs to each party. Further, public companies have an obligation to report probable and reasonably estimable costs under Generally Accepted Accounting Principles (GAAP) for environmental liabilities at their current or prior hazardous waste sites. The first step in such an evaluation is to determine whether or not a PRP can extricate themselves from any association with the subject site or, alternatively, demonstrate de minimis status. This article describes the methods by which PRPs can extricate themselves from liability associated with response action costs at contaminated sites, including: evaluating a PRP's prior settlements or indemnifications with other PRPs; identifying insurance coverage or other financial assurance instruments for the disposal facility; and examining applicable statutes of limitations against when a PRP received notification from the regulatory agency. The article also presents a case study discussing how a PRP with a portfolio of 72 hazardous waste disposal sites was able to extricate itself from the majority of these sites, resulting in only four sites where the PRP was determined to be a PRP and where an associated allocable share was assigned. © 2014 Wiley Periodicals, Inc.  相似文献

Near surface disposal facility design and management are examined and compared using a systems approach that defines facility performance as a function of three components (or subsystems): the disposal facility design (cover systems and bottom liners); the properties of the waste (waste composition, waste form and waste package); and the site‐specific environmental features (climate, geology, and hydrology). We report an evaluation of five DOE near surface disposal facility case studies, selected to provide a “representative” sample that included disposal sites with a range of waste and environmental characteristics across the DOE. The facilities selected were the Savannah River E‐Area Engineered Trenches, Hanford Integrated Disposal Facility, Idaho Radioactive Waste Management Complex, Oak Ridge Environmental Management Waste Management Facility, and Nevada National Security Site Area 5. ©2015 Wiley Periodicals, Inc.  相似文献

Environmental professionals are often tasked with projecting the cost to bring a contaminated site or portfolio of sites to regulatory closure. Fortunately, there are a number of useful guidance documents and industry publications available to assist in such cost projections. However, the usefulness of such tools is limited when adequate costing information is lacking, such as (a) the nature and extent of contamination; (b) regulatory requirements; (c) the remedial approach to be implemented; and/or (d) the duration of operation, maintenance, and monitoring activities. Despite the lack of such information, cost‐to‐closure estimates are nevertheless routinely needed and generated for internal assessments or audits, regulatory disclosures, property acquisitions, insurance claims, litigation, and other business transactions. Cost estimates are also often needed in bankruptcy proceedings where the trier of fact must estimate the total future costs associated with an environmental legacy portfolio to determine the overall value (or solvency in the case of evaluating the potential bankruptcy) of a company. This article presents a solution for developing cleanup costs for single sites or a portfolio of sites using a comprehensive, three‐tiered method that is effective over a wide range of site information. Real‐world examples of the successful application of this method are then provided, based on detailed environmental analyses that were completed for a recent bankruptcy proceeding and a case in which an estimated cleanup cost was needed in a legal proceeding. © 2013 Wiley Periodicals, Inc.  相似文献

Greenhouse gas emissions assessments for site cleanups typically quantify emissions associated with remediation and not those from contaminant biodegradation. Yet, at petroleum spill sites, these emissions can be significant, and some remedial actions can decrease this additional component of the environmental footprint. This article demonstrates an emissions assessment for a hypothetical site, using the following technologies as examples: excavation with disposal to a landfill, light nonaqueous‐phase liquid (LNAPL) recovery with and without recovered product recycling, passive bioventing, and monitored natural attenuation (MNA). While the emissions associated with remediation for LNAPL recovery are greater than the other considered alternatives, this technology is comparable to excavation when a credit associated with product recycling is counted. Passive bioventing, a green remedial alternative, has greater remedial emissions than MNA, but unlike MNA can decrease contaminant‐related emissions by converting subsurface methane to carbon dioxide. For the presented example, passive bioventing has the lowest total emissions of all technologies considered. This illustrates the value in estimating both remediation and contaminant respiration emissions for petroleum spill sites, so that the benefit of green remedial approaches can be quantified at the remedial alternatives selection stage rather than simply as best management practices. ©2015 Wiley Periodicals, Inc.  相似文献

Waste management in the building industry in Hong Kong has become an important environmental issue. Particularly, an increasing amount of construction and demolition (C&D) waste is being disposed at landfill sites. In order to reduce waste generation and encourage reuse and recycling, the Hong Kong Government has implemented the Construction Waste Disposal Charging Scheme (CWDCS) to levy charges on C&D waste disposal to landfills. In order to provide information on the changes in reducing waste generation practice among construction participants in various work trades, a study was conducted after 3 years of implementation of the CWDCS via a structured questionnaire survey in the building industry in Hong Kong. The study result has revealed changes with work flows of the major trades as well as differentiating the levels of waste reduced. Three building projects in the public and private sectors were selected as case studies to demonstrate the changes in work flows and the reduction of waste achieved. The research findings reveal that a significant reduction of construction waste was achieved at the first 3 years (2006–2008) of CWDCS implementation. However, the reduction cannot be sustained. The major trades have been influenced to a certain extent by the implementation of the CWDCS. Slight improvement in waste management practices was observed, but reduction of construction waste in the wet-finishing and dry-finishing trades has undergone little improvement. Implementation of the CWDCS has not yet motivated subcontractors to change their methods of construction so as to reduce C&D waste.  相似文献

Chemical recycling of polyamide waste in water was studied using 0.5 L high pressure autoclave at temperatures of 150, 200, 210, 220,230 and 240 °C and at various pressures of 100, 200, 300, 400, 500, 600 and 700 psi (pound per square inch). Viscosity average molecular weight of the polyamide waste sample was determined by Ostwald method and recorded as 1.928 × 103. The reaction was found to be first order with velocity constant in order of 10−2 min−1. The velocity constant and percent conversion of depolymerization reaction at 240 °C and 700 psi pressure were recorded as 2.936 × 10−2 min−1 and 99.99% respectively. The velocity constant was obtained on the basis of measurement of amine value. Kinetic and thermodynamic parameters such as energy of activation, frequency factor, enthalpy of activation were found to be 10.6 kJ mole−1, 0.3719 min−1 and 6.3 kJ mole−1 respectively, at the optimum conditions for maximum depolymerization of polyamide waste.  相似文献

The U.S. Department of Energy's (US DOE's) environmental challenges include remediation of the Hanford Site in Washington State. The site's legacy from nuclear weapons “production” activities includes approximately 80 square miles of contaminated groundwater, containing radioactive and other hazardous substances at levels above drinking water standards. In 1998, the U.S. General Accounting Office (US GAO), the auditing arm of Congress, concluded that groundwater remediation at Hanford should be integrated with a comprehensive understanding of the “vadose zone,” the soil region between the ground surface and groundwater. The US DOE's Richland Operations Office adjusted its program in response, and groundwater/vadose‐zone efforts at Hanford have continued to develop since that time. Hanford provides an example of how a federal remediation program can be influenced by reviews from the US GAO and other organizations, including the US DOE itself. © 2008 Wiley Periodicals, Inc.  相似文献

Investigations conducted at three inactive hazardous waste sites in New York State have confirmed the co‐presence of polychlorinated hiphenyls (PCBs) and polychlorinated terphenyls (PCTs) in soils, sediments, and biota. The PCTs at all three sites were positively identified as Aroclor 5432, with the most probable source being the hydraulic fluid Pydraul 312A utilized for high‐temperature applications. The identification of the lower‐chlorinated PCT formulations in environmental samples is problematical, since PCT Aroclors 5432 and 5442 are not chromatographically distinct from the higher‐chlorinated (PCB) Aroclors 1254, 1260, 1262, and 1268 using conventional gas chromatography–electron capture detection. Results from this study indicate that U.S. Environmental Protection Agency (USEPA) approved PCB methods routinely utilized by most commercial laboratories based on Florisil adsorption column chromatography cleanup are inadequate to produce valid chromatographic separation and quantitative results with soils, sediment, and biota samples containing both PCBs and PCTs. The presence of co‐eluting PCBs and PCTs precludes accurate quantitation due to significant differences in PCB/PCT electron capture detector response factors, and the potential for misidentification of PCT Aroclors as higher chlorinated PCB Aroclors. A method based on alumina column adsorption chromatography was used, allowing for the accurate identification and quantitation of PCB and PCT Aroclors. The results of this study suggest that the utilization of alumina adsorption column separation may have applicability and regulatory significance to other industrially contaminated sites which historically used Pydraul 312A. Chemical recycling of poly(ethylene terephthalate) PET waste in the melt state through alcoholysis with multifunctional alcohol—pentaerythrytol (PENTE)—was performed in a internal mixer Haake Rheomix 600, at 250 °C, 60 rpm, for 10 min, in presence of zinc acetate. The following PET:PENTE molar ratios 1:0; 1:0.16; 1:0.48 and 1:3.4 were studied. The chemical structure of the end-products was characterized by FT-IR. Thermal properties and X-ray diffractograms were also assessed. The esterification and alcoholysis reactions took place and were dependent on the molar ratio. The first one is dominant in compositions rich in PET leading to the formation of star-branching copolymer. The second one brings about the PET oligomerization and an oligoester named herein bis(tri-hydroxylneopentyl) terephthalate (BTHNPT) was obtained. The end-products have potential application as asphalt additive or adhesive.  相似文献

This article reviews a comprehensive marine environmental effects monitoring program (MEEMP) comprised of components capable of detecting changes in the marine environment over short or extended temporal scales during remediation of one of Canada's most polluted sites at the Sydney Tar Ponds. The monitoring components included: water and sediment quality, amphipod toxicity testing, mussel tissue, crab hepatopancreas tissue, and benthic community assessments. The MEEMP was designed to verify the impact predictions for the remediation project (i.e., no immediate damage to the marine ecosystem through remediation activities). Some components were capable of providing conclusive data (e.g., sediment and water quality), while others only yielded data that were inconclusive or difficult to attribute to remediation activities (e.g., intertidal community assessments and amphipod toxicity testing). Components that provided only inconclusive results or were difficult to attribute to remediation activities were discontinued, resulting in substantial cost savings during the project, but without compromising the overall objectives of the program, which was to monitor for potential adverse environmental effects of remediation on the marine environment in Sydney Harbor and to verify environmental effects predictions made in the Environmental Impact Statement for the project. The rationale for discontinuing certain MEEMP components and discussion of conclusive results are incorporated into “lessons learned” for environmental remediation practitioners and regulators working on similar large‐scale multiyear remediation projects. © 2014 Wiley Periodicals, Inc.  相似文献

The degradation of cellulosic materials, differing mainly in the degree of polymerization and the number of reducing end groups, was studied under the alkaline conditions similar to those existing in a cementitious repository for low- and intermediate-level radioactive waste (pH 13.3, T = 25°C). The kinetics of alkaline degradation (peeling-off reaction) were studied and the data analyzed by the model of Haas et al. [13]. The observed kinetic parameters for the propagation reaction and overall stopping reaction were compared with literature data. Although measured under different experimental conditions, literature data and data from this study show a consistent picture. Differences in the extent of degradation observed for the different cellulosic materials could be satisfactorily explained by differences in reducing end group content and, consequently, by differences in the degrees of polymerization. Besides the number of reducing end groups, the degree of amorphousness also plays an important role. The main degradation products formed under the experimental conditions used are - and -(gluco)isosaccharinic acid. This is in agreement with many other studies on alkaline degradation of cellulose. The two isomers are formed in roughly equal amounts.  相似文献

An evaluation of lateral landfill gas migration was carried out at the Saint-Michel Environmental Complex in Montreal, City of Montreal Landfill Site, Canada, between 2003 and 2005. Biogas concentration measurements and gas-pumping tests were conducted in multilevel wells installed in the backfilled overburden beside the landfill site. A migration event recorded in autumn 2004 during the maintenance shutdown of the extraction system was simulated using TOUGH-LGM software. Eleven high-density instantaneous surface monitoring (ISM) surveys of methane were conducted on the test site. Gas fluxes were calculated by geostatistical analyses of ISM data correlated to dynamic flux chamber measurements. Variograms using normal transformed data showed good structure, and kriged estimates were much better than inverse distance weighting, due to highly skewed data. Measurement-based estimates of yearly off-site surface emissions were two orders of magnitude higher than modelled advective lateral methane flux. Nucleodensimeter measurements of the porosity were abnormally high, indicating that the backfill was poorly compacted. Kriged porosity maps correlated well with emission maps and areas with vegetation damage. Pumping tests analysis revealed that vertical permeability was higher than radial permeability. All results suggest that most of the lateral migration and consequent emissions to the atmosphere were due to the existence of preferential flow paths through macropores. In December 2006, two passively vented trenches were constructed on the test site. They were successful in countering lateral migration.  相似文献

Characterizing and remediating contaminated groundwater in fractured rock are often the most difficult challenges facing environmental professionals. The U.S. Environmental Protection Agency (EPA), other U.S. federal agencies, and the Ontario Ministry of Environment recently supported a workshop, held an international conference, and developed a Web site to promote the understanding of the state of the practice. Field practitioners and researchers were surveyed and questioned concerning their experiences. 采用化学沉淀与高级氧化(UV/H2O2)法去除乙烯裂解废碱液中的硫化物及有机物。考察了影响效果的各种因素。试验结果表明:化学沉淀在反应温度为20℃、反应时间为30min、CuO与Na2S的摩尔比为1.45:1;高级氧化反应温度为40℃、反应时间为120min、H2O2的加入量(H202/COD质量比)为0.8的条件下,废碱液中S^2-的去除率可达98%以上,COD总去除率可达87%,BOD5/COD由处理前的0.21提高至0.54。  相似文献
