Least‐cost implementation of the mitigation hierarchy of impacts on biodiversity minimizes the cost of a given level of biodiversity conservation, at project or ecosystem levels, and requires minimizing costs across and within hierarchy steps. Incentive‐based policy instruments that price biodiversity to alter producer and consumer behavior and decision making are generally the most effective way to achieve least‐cost implementation across and within the different hierarchy steps and across all producers and conservation channels. Nonetheless, there are circumstances that favor direct regulation or intrinsic motivation. Conservatory offsets, introduced within the conservatory first three steps of the mitigation hierarchy, rather than the fourth step to compensate the residual, provide an additional incentive‐based policy instrument. The least‐cost mitigation hierarchy framework, induced through incentive‐based policy instruments, including conservatory offsets, mitigates fisheries bycatch consistent with given targets, the Law of the Sea, and the Convention on Biological Diversity.  相似文献

Van Schaik’s socioecological model predicts interrelations among food distribution, competitive regimes, and female social relationships. To test the internal consistency of the model, feeding competition was examined in three differently sized groups of a forest-dwelling population of Hanuman langurs (Semnopithecus entellus). The nutritional condition of females was used as a direct indicator of feeding competition and related to the seasonal variation in resource distribution and abundance. Female dominance hierarchies were characterized by displacements. Dominance hierarchies were significantly linear and relatively stable, but less so with increasing group size. Physical condition correlated with dominance rank and high-ranking females were in the best condition, indicating within-group contest competition. The strength of this relationship became less pronounced with increasing group size. The females of the medium-sized group were in the best physical condition indicating between-group contest plus within-group scramble competition. Closer examination revealed variable costs and benefits of group foraging with a predominance of within-group scramble competition when food was more abundant. The results support some basic predictions of the model. Limiting food abundance was bound to ubiquitous within-group scramble competition. The use of clumped resources translated into differences in net energy gain based on dominance. In contrast to the predictions, group-size-related costs and benefits were related to food abundance instead of food distribution. As predicted, within-group contest competition was linked to a linear dominance hierarchy. The absence of nepotism and coalitions in Hanuman langurs may be attributed to dominance hierarchies that are unstable through time, probably minimizing fitness gain via kin support. Food distribution is hypothesized to be important in determining the nature of female relationships within social groups of primates. When food limits female reproductive success, spatially clumped foods are expected to produce strong, linear dominance hierarchies within groups, whereas more spatially dispersed foods are expected to produce weaker or non-existent dominance hierarchies. The association between food distribution and competitive relationships presumably occurs because clumped foods are usurpable but dispersed foods are not. We examined the spatial distribution of food patches (trees) and patch size relative to feeding behavior and agonistic interactions in vervets and patas monkeys, two closely related and sympatric species that nonetheless differ in the strength of the female dominance hierarchy. Food patches of both patas monkeys and vervets were small in size and randomly distributed in Acacia drepanolobium habitat. In contrast, in A. xanthophloea woodland, the habitat type that was exclusively used by vervets, food patches were larger and more spatially clumped. These similarities and differences between and within species were correlated with similarities and differences in the strength and linearity of their dominance hierarchies. Patas monkeys and vervets in A. drepanolobium habitat had dominance hierarchies that were weakly defined because there were relatively few agonistic interactions between females. By contrast, in A. xanthophloea habitat, vervets had a stronger, linear dominance hierarchy characterized by a higher rate of agonistic interactions over food. The covariation of agonistic interactions with patch size is discussed in relation to depletion time, another characteristic that may covary with food distribution, and resource renewal rate, an important determinant of agonistic interactions in insectivorous birds, fishes, insects, and mammals. The evolving concept of ecosystem management is the focus of much current debate. To clarify discussion and provide a framework for implementation, I trace the historical development of ecosystem management, provide a working definition, and summarize dominant themes taken from an extensive literature review. The general goal of maintaining ecological integrity is discussed along with five specific goals: maintaining viable populations, ecosystem representation, maintaining ecological process (ie., natural disturbance regimes), protecting evolutionary potential of species and ecosystems, and accommodating human use in light of the above. Short-term policy implications of ecosystem management for several groups of key actors (scientists, policymakers, managers, citizens) are discussed. Long-term (> 100 years) policy implications are also reviewed including reframing environmental values, fostering cooperation, and evaluating success. Ecosystem management is not just about science nor is it simply an extension of traditional resource management; it offers a fundamental reframing of bow humans may work with nature.  相似文献

从政策、流域综合治理、经济发展和技术进步、农民认知态度等4方面对影响大凌河流域土地利用变化的驱动力进行了分析。同时运用农户问卷调查和驱动力分析结果,选取影响耕地变化的社会经济和人口因子,运用主成分分析和多元迭代回归分析确定影响耕地变化的主要因子,并拟合出耕地变化的最优度模型。研究结果表明:在1987—2002年期间,农田和未利用荒地面积在不断减小,而林地、果园、草地在不断增加,但1995年后变化边际度大大减小;主成分分析表明影响土地利用变化主要影响因子是农业人口(A-POP)、总人口(T-POP)、农村经济收入(TIRE)、农林牧渔收入(IAFAF)和第三产业总产值(GTI);多元迭代回归分析表明耕地面积变化的最优回归模型中主变量是农业人口(A-POP)、总人口(T-POP)、农村经济收入(TIRE),这些变量能够解释95.1%的耕地变化。  相似文献

Summary. Queens in colonies of the small myrmicine ant, Leptothorax gredleri Mayr 1855 (Hymenoptera, Formicidae) engage in dominance interactions and form social hierarchies, in which typically only the top-ranking queen lays eggs. Occasionally, queen antagonism escalates to violent mandible fighting, during which the sting is used to apply Dufour gland secretions onto the cuticle of the opponent. Contaminated queens often are attacked by nestmate workers. Here we show that the chemical composition of the Dufour gland is colony-specific and that workers can discriminate between secretions from their own and other colonies. Our findings suggest that Dufour gland secretions are involved in the establishment of hierarchies within a colony. When invading an alien colony the queen presumably employs the secretions during the expulsion of the resident queen. Apparently, Dufour gland secretions play a role in intraspecific queen competition similar to that in slave-making and inquiline formicoxenine ants, where they function as "propaganda substances" in an interspecific context. In this study, China’s current macro-environmental policies as well as their implementation and management tools are analyzed. By using the basic economic methodology, detailed studies are conducted focusing on the implementation effect of contemporary China’s typical environmental policy of the total pollutant discharge quantity control type, and also the two types of environmental management tools are compared from the perspective of implementation costs and policy uncertainty. By introduction of distributed management tools into the implementation of environmental policies, market-oriented means and the methods of economic analysis are introduced into environmental policy decision-making mechanisms, which could afford a new method for changing the current relatively low efficiency of environmental policy, solving the problem of “government failure” in environmental policy implementation, and providing a new way to make environmental policy system more flexible and more efficient. It is of great practical significance to solve China's current structural, complex and accumulative environmental problems.  相似文献

Unintended consequences of a pre-announced climate policy are studied within a framework that allows for competition between polluting and clean energy sources. We show that early announcement of a carbon tax gives rise to a “green-paradox,” in that it increases emissions in the interim period (between announcement and actual implementation), irrespective of the scarcity of fossil fuels. The paradoxical outcome is driven by consumption-saving tradeoffs facing households who seek to smooth consumption over time and holds both when the announced implementation date is taken as a credible threat and when households are skeptical about the (political) will or capability of the government to implement the policy as announced.  相似文献

The Integrated Coastal Zone Management (ICZM) Protocol in the Mediterranean means the coastal zone can be better protected and problems can be targeted in a coordinated manner. This research developed a model to improve Integrated Coastal Management (ICM) implementation in the region. The methodology collected data from Mediterranean coastal zone experts via semi-structured interviews and a review of Mediterranean Coastal Foundation ICM Conferences in 2007, 2008 and 2009. Results identified issues and recommended solutions at various points in the policy process and these were used to propose a model for the implementation of ICM. Research demonstrated the need for non symbolic engagement with science especially during the ex-ante, interim and ex-post reports of implementation. Improved and considered horizontal governance and capacity building was highlighted as crucial. Findings also emphasised the importance of legislatively supported bottom-up policy implementation for the Mediterranean to help develop local coastal management ownership. Finally, the particular complexity of coastal policy in an administratively and culturally diverse region was identified as the main difficulty for successful implementation of coastal policies.  相似文献

Considering the significant roles of the policies in developing environmental finance, an overview is conducted on the environmental finance policies (EFPs) in China. This paper analyzed the definition, scope, evolution and main instruments of EFPs. The implementation progress of financial activities on each instrument are investigated respectively. Then the experiences learned from and failures discovered in the development of the EFPs are discussed well recommendations for further improvement of the EFPs and their implementation are provided. Our study found that the EFPs have been established in China after a four-phase evolution since the early 1980s. The policies have played a critical role in leading to a rapid development in environmental finance by involving more financial instruments to accomplish the objective-led environmental plans. Driven by the policies, the new green credit (GC), green security (GS), and green insurance (GI) instruments have been phased in as supplements to the conventional command and control approaches to improve the environmental governance of financial activities and pollution sources. However, the market mechanism of financial institution is limited due to their defensive and incapable performance on implementation some of EFP instruments. To further strengthen the effectiveness of EFPs in facilitating environmental man- agement, recommendations are made mainly on the aspects including developing more specific policy guidelines, enhancing information sharing and disclosure, providing sufficient economic incentives, establishing environmental liabilities with financial activities, and involving issues related to climate change, and biodiversity and ecosystem service.  相似文献

Biodiversity offsetting is the practice of using conservation actions, such as habitat restoration, management, or protection, to compensate for ecological losses caused by development activity, including construction projects. The typical goal of offsetting is no net loss (NNL), which means that all ecological losses are compensated for by commensurate offset gains. We focused on a conceptual and methodological exploration of net positive impact (NPI), an ambitious goal that implies commitment beyond NNL and that has recently received increasing attention from big business and environmental nongovernmental organizations. We identified 3 main ways NPI could be delivered: use of an additional NPI multiplier; use of slowly developing permanent offsets to deliver additional gains after NNL has first been reached during a shorter offset evaluation time interval; and the combination of permanent offsets with partially temporary losses. An important and novel variant of the last mechanism is the use of an alternate mitigation hierarchy so that gains from the traditional third step of the mitigation hierarchy (i.e., onsite rehabilitation) are no longer be counted toward reduced offset requirements. The outcome from these 3 factors is that for the same ecological damage, larger offsets will be required than previously, thereby improving offset success. As a corollary, we show that offsets are NNL only at 1 ephemeral point in time, before which they are net negative and after which they become either NPI or net negative impact, depending on whether permanent offsets are combined with partially temporary losses or if temporary offset gains are combined with partially permanent losses. To achieve NPI, offsets must be made permanent, and they must achieve NNL during an agreed-upon offset evaluation period. An additional NPI-multiplier and use of the modified mitigation hierarchy will deliver additional NPI gains. Achieving NPI is fully conditional on prior achievement of NNL, and NNL offsets have been frequently observed to fail due to inadequate policy requirements, poor planning, or incomplete implementation. Nevertheless, achieving NPI becomes straightforward if NNL can be credibly reached first.  相似文献

During recent decades the northern shores of the Mediterranean have experienced a rapid transformation; mainly due to touristic development. At present, more than 25% of the worldÕs hotel accommodation is found in the Mediterranean. This paper presents some figures illustrating the related growth of different sectors of coastal economy, such as housing, tourism, industry and traffic. A better control of these developments is urgently needed. To this end a spatial planning policy should be elaborated which fully incorporates environmental issues. The concept of integrated coastal (zone) management has only recently been introduced in regional and national policies. A classification of spatial dynamics including settlement-environment relationships can stimulate the implementation of integrated planning policies in the coastal belt of the Mediterranean region.  相似文献

In response to the pressing global challenges of climate change, initiatives under the auspices of ‘reducing emissions from deforestation and forest degradation’ (REDD) have been implemented in over 30 developing and least-developed countries since 2005. The initiatives cover nearly every significant and vulnerable forest ecosystem worldwide. In this study we review six representative initiatives, two each from Africa, Asia and Latin America. Strength, weakness, opportunity and threat analysis is done to evaluate each initiative's policy framework, design, implementation and results thus far. The main policy and project implementation factors that appear to lead to effective and successful REDD project outcomes include having clearly formulated project design; governance, land tenure rights and capacity; equity and transparency; indigenous peoples' rights and knowledge; local–international coordination; and enhancing local and institutional capacities. Based on these findings, we provide recommendations for future REDD policy action and project implementation to make it work for the poor and achieve its intended goals.  相似文献

Many animal societies contain few breeders and many helpers. In some species, individuals can become either helpers or breeders, and breeding is often restricted to high rankers in a dominance hierarchy. In social Hymenoptera with no morphological queen caste, all females have the potential to become dominant and reproduce. In our model, females involved in the hierarchy do not work and gain direct fitness if they become alpha following death of the current alpha, while females not in the hierarchy gain indirect fitness by working. Using an inclusive-fitness model combined with models of alpha replacement in slightly different types of near-linear hierarchies, we determined the critical rank (i.e., optimal hierarchy length) for which the gain in fitness by entering the hierarchy as a hopeful reproductive equals the cost caused by a reduced worker force. High relatedness decreases the hierarchy length by lowering the potential benefit of entering the hierarchy. In contrast, large colony size increases the hierarchy length because the cost of each non-working high ranker is relatively lower. The model predicts a hierarchy of five workers in the queenless ant Dinoponera quadriceps, close to empirical data which show that in a colony of about 100 females, the top 5 carry out 72.8% of the aggressive interactions. The model is also used to make several testable predictions about the effect on hierarchy length of (1) variation in colony size and (2) variation in worker reproductive options between species of the queenless ants genus Diacamma. Cyanobacterial bloom events in South Taihu Lake cause serious water quality problems and disturb aesthetic view of lake’s environment. In this study, correlations between cyanobacterial blooms and hydro-meteorological factors, including water quality, temperature and precipitation were investigated. Results demonstrated that South Taihu Lake was heavily affected by cyanobacteria and the proliferation of cyanobacteria due to variations in hydro-meteorological factors and water quality conditions. Water quality parameters, including COD, NH3-N, TN and TP improved significantly since 2008 even at an elevated cyanobacterial bloom situation. Correlation analyses have shown that the development of cyanobacterial density and chlorophyll a concentration was sensitive to a wider temperature variation. The optimum temperature for cyanobacteria was 20°C, while extremely low and high temperatures were found to suppress their growth. Moreover, unusual rainfall patterns were measured during the study period (2003–2009), which showed an adverse impact on cyanobacterial development. Findings from this study suggested that seasonal lake’s water quality monitoring; suitable treatment of cyanobacterial blooms and strict policy implementation can solve the water quality issues in highly eutrophic lakes like Taihu.  相似文献

Due to rapid urbanization and the implementation of ecological civilization construction in China, many industrial factories have been closed or relocated. Therefore, numbers of contaminated sites were generated with contaminated soils which may pose a risk to receptors living nearby. This study presented a spatial health risk assessment and hierarchical risk management policy making for mercury (Hg) in soils from a typical contaminated site in the Hunan Province, central China. Compared with the second class value (0.3 mg/kg) of the Chinese Environmental Quality Standard for Soils, the mean concentrations of Hg in the three soil depths exceeded the second class value. The non-carcinogenic risk of Hg probably posed adverse health effects in 41, 30 and 36 % of the surface soil, the moderate soil and subsoil, respectively, under a sensitive land scenario. The non-carcinogenic risk temporarily posed no adverse health effects in most areas under an insensitive land scenario except for the area around sampling site S29. Spatially, the central, southwest and northeast parts of the contaminated land under a sensitive land scenario should be regarded as the priority regions. For non-carcinogenic effects, the exposure pathways that resulted in the higher levels of exposure risk were ingestion and inhalation of vapors, followed by dermal contact and inhalation of particles. A risk-based integrated risk management policy including the hierarchical risk control values for different soil depths and the calculated remediation earthwork was proposed with consideration of the cost-benefit effect for the related decision-makers.  相似文献

There is increasing concern about the conservation status of sharks. However, the presence of numerous different (and potentially mutually exclusive) policies complicates management implementation and public understanding of the process. We distributed an online survey to members of the largest professional shark and ray research societies to assess member knowledge of and attitudes toward different conservation policies. Questions covered society member opinions on conservation and management policies, personal histories of involvement in advocacy and management, and perceptions of the approach of conservation nongovernmental organizations (NGOs) to shark conservation. One hundred and two surveys were completed (overall response rate 21%). Respondents considered themselves knowledgeable about and actively involved in conservation and management policy; a majority believed scientists have a responsibility to advocate for conservation (75%), and majorities have sent formal public comments to policymakers (54%) and included policy suggestions in their papers (53%). They believe sustainable shark fisheries are possible, are currently happening today (in a few places), and should be the goal instead of banning fisheries. Respondents were generally less supportive of newer limit‐based (i.e., policies that ban exploitation entirely without a species‐specific focus) conservation policy tools, such as shark sanctuaries and bans on the sale of shark fins, than of target‐based fisheries management tools (i.e., policies that allow for sustainable harvest of species whose populations can withstand it), such as fishing quotas. Respondents were generally supportive of environmental NGO efforts to conserve sharks but raised concerns about some NGOs that they perceived as using incorrect information and focusing on the wrong problems. Our results show there is an ongoing debate in shark conservation and management circles relative to environmental policy on target‐based natural resources management tools versus limit‐based conservation tools. They also suggest that closer communication between the scientific and environmental NGO communities may be needed to recognize and reconcile differing values and objectives between these groups.  相似文献

The goal of this paper is to determine the likely effect on a firm's control actions of alternative implementation and enforcement policies available to the control agency. Three alternatives are studied, legal enforcement through the new source performance standards set forth by EPA, and two effluent fee enforcement alternatives. First, a generalized model of the effects of implementation and enforcement policies on the firm's control action is developed. This model assumes that the firm is an expected cost minimizer. The model is then applied to the case of particulate matter discharges from coal-fired power plants in order to estimate empirically the effect of policy alternatives on the firm's control efforts. Finally, the results of the model and its empirical application are used to develop policy functions which relate control to the values of various policy parameters. These results lead us to several policy recommendations.  相似文献
