Public Perception of Blue-Algae Bloom Risk in Hongze Lake of China   总被引:1,自引:0,他引:1  
In this work we characterize the public perception of one kind of ecological risk—blue-algae bloom in Hongze Lake, China, based on the psychometric paradigm method. In the first survey of May 2008, 300 respondents of Sihong County adjacent to Hongze Lake were investigated, with a total of 156 questionnaires returned. Then in a second survey of July 2008, 500 respondents from the same research area were investigated, with 318 questionnaires collected. This research firstly attempted to explore the local respondents’ degree of concern regarding ecological changes to Hongze Lake in the last ten years. Secondly, to explore the public perception of blue-algae bloom compared to three typical kinds of hazards including earthquake, nuclear power and public traffic. T-test was used to examine the difference of risk perception in these four hazards over time. The third part of this research, with demographic analysis and nonparametric statistical test, predicted the different groups of respondents’ willingness to accept (WTA) risk of blue-algae bloom in two surveys. Using multiple linear regression analysis, the risk perception model explained 28.3% of variance in the WTA blue-algae bloom risk. The variables of Knowledge, Social effect, Benefit, Controllability and Trust in government were significantly correlated with WTA, which implied that these variables were the main influencing factors explaining the respondents’ willingness to accept risk. The results would help the Chinese government to comprehend the public’s risk perception of the lake ecosystem, inducing well designed communication of risks with public and making effective mitigation policies to improve people’s rational risk judgment.  相似文献

Several attempts to conceptualize farm animal welfare have been criticized for diverging reasons, among them often the failure to incorporate the public concern and opinion. This paper’s objective is to develop a conception of farm animal welfare that starts from the public’s perception and integrates the opinion of different stakeholder representatives, thus following a fork-to-farm approach. Four qualitative citizen focus group discussions were used to develop a quantitative questionnaire, which has been completed by a representative sample of Flemish citizens (n = 459). Exploratory and confirmatory factor analyses were applied to develop a conception of farm animal welfare starting from an extended list of aspects that relate to animal production and associate with farm animal welfare in the public’s perception. In depth interviews with stakeholder representatives were used to match and adapt the structure of the animal welfare conception model. The resulting conception revealed seven dimensions grouped in two different levels. Three dimensions were animal-based: “Suffering and Stress,” “Ability to Engage in Natural Behavior,” and “Animal Health.” Four dimensions were resource-based: “Housing and Barn climate,” “Transport and Slaughter,” “Feed and Water,” and “Human-Animal Relationship.” This conception is distinct from earlier attempts since it is based on public perceptions; it addresses the opinion of different stakeholders, and it distinguishes empirically between animal-based and resource-based dimensions in the conceptualization of farm animal welfare. The relevancy of a popular definition is supported by the present demand oriented economy, in which animal welfare is a non-trade concern, and mainly left to the market where consumers still mainly act as individuals who calculate and weigh pros and cons.  相似文献

Carbon Dioxide Capture and Storage (CCS) technology has the potential to enable large reductions in global greenhouse gas emissions, but one of the unanswered questions about CCS is to what extent it will be accepted by the public. To provide insight regarding risk perception as an important component that will influence the public acceptance of CCS, this study discusses different notions of risk and their varying uses by the public, who generally use a social constructivist risk perspective, and risk experts, who generally use a realist perspective. Previous studies discussing the public acceptance of CCS have relied on survey response data and/or focus groups. This study instead uses the psychometric theory of public risk perception to postulate how the public is likely to respond to efforts to use geologic storage of CO2, a component of the CCS architecture. Additionally this paper proposes further actions that could favorably impact the public's perception of risk from geologic storage projects. Through the psychometric analysis this study concludes that the risks of geologic storage are likely to eventually be considered no worse than existing fossil fuel energy technologies. However, since geologic storage of CO2 is a new technology with little operational experience, additional field tests and a demonstrated ability to mitigate problems should they arise will be necessary to improve the public's perception of risk from CCS technologies.  相似文献

The Great Lakes watershed is home to over 40 million people (Canadian and U.S.) who depend on a healthy Great Lakes ecosystem for economic, societal, and personal vitality. The challenge to policymakers and the public is to balance economic benefits with the need to conserve and replenish regional natural resources in a manner that ensures long term prosperity. Nine critical broad-spectrum stressors of ecological services are identified, which include pollution and contamination, agricultural erosion, non-native species, degraded recreational resources, loss of wetlands habitat, climate change, risk of clean water shortage, vanishing sand dunes, and population overcrowding. Many of these stressors overlap. For example, mining activities alone can create stress in at least five of these categories. The focus groups were conducted to examine the public’s awareness of, concern with, and willingness to expend resources on these stressors. This helped generate a grouping of stressors that the public is especially concerned about, those they care little about, and everything else in between. Stressors that the respondents have direct contact with tend to be the most important to them. This approach of using focus groups is a critical first step in helping natural resource managers such as Trustees and NGOs understand what subsequent steps to take and develop policy measures that are of most interest and value to the public. Skipping or glossing over this key first task could lead to difficulties with respect to survey design and model development in a non-market valuation study. The focus group results show that concern related to pollution and contamination is much higher than for any of the others. It is thus clear that outreach programs may be necessary to educate the public about the severity of some low-ranked stressors including climate change.  相似文献

In this study, we extract factors by using factor analysis and then adopt them in a regression analysis to investigate the public perception and acceptance of hydrogen energy in Taiwan. Six reliable factors were extracted from the exploratory factor analysis of 29 5-point Likert-type items. Our regression results show that the public perception of hydrogen energy as a green energy, public belief in domestic hydrogen industries being able to conform to international safety standards, and public perception of the cost advantage of hydrogen gas over petroleum have significantly positive effects on support for the development of hydrogen energy in Taiwan. While people have a high level of concern about the safety of hydrogen and its associated technologies, the unsafe perceptions of hydrogen and its associated technologies have no significant effects on their support. In particular, public belief in domestic hydrogen industries being able to conform to international safety standards is a powerful factor that enhances support for hydrogen energy development.  相似文献

Large nuclear waste management, laboratory and electric power generating complexes are a daunting challenge for state, regional and local planners. A survey of 2101 residents who lived near 11 nuclear power plants and US Department of Energy (DOE) nuclear waste management sites and laboratories was conducted to determine how much nearby residents worried about accidents and chronic emissions at the nuclear sites, how much they trusted the sites’ responsible parties, and actions that they wanted responsible parties to take to reduce public concern. Six hundred other people who lived elsewhere in the US were a comparison group. Nuclear site-related issues were a greater concern among the 2101 who lived near the sites than the comparison group. Yet many were more concerned about global warming, traffic congestion, and loss of open space than nuclear technologies. Monitoring the environment and people were the actions deemed most likely to reduce public concern. The results pose a challenge to owner-operators of nuclear facilities, government entities and especially to locally based environmental planners and managers to establish partnerships with each other and diverse communities that will allow them to manage some of these risks for decades and in some cases into perpetuity.  相似文献

Understanding public risk perception related to possible consequences of climate change is of paramount importance. Not only does risk perception have an important role in shaping climate policy, it is also central in generating support for initiatives for adaptation and mitigation. In order to influence public knowledge and opinion, there is a need to know more about why people have diverging attitudes and perceptions related to climate change and its possible consequences. By using representative survey data for Norway and multivariate analysis, the authors of this article show that differences in attitudes and perceptions are partially explained by factors such as gender, educational background, and people's political preferences. However, an important factor explaining people's perception of climate change and its possible consequences is their direct personal experience of damage caused by climate-related events such as flooding or landslide. Furthermore, the results show that personal experience of damage has the largest impact on the respondents' belief that there will be more natural-resource hazards locally than in Norway or globally. The results also show that merely living in a more exposed area but not having a personal experience of damage does not affect the respondents' concern towards climate change.  相似文献

Summary The risks of radioactivity are a really complicated matter, yet they are much better known than are the risks relating to thousands of chemical poisons that occur in our environment. The greatest mistakes are probably made in the definition of safety margins. Except for the bombs dropped in Japan and one other case in the Marshall Islands, there has always—luckily—been a wide safety margin between fallout radiation and doses dangerous to health; the margin has actually been about 1000-fold. The Chernobyl dose of 0.5 mGy/year that we received is only 1/1000 of the acute dose of 0.5 Gy which would cause a slight and nonpermanent change in the blood picture.There is no such safety margin with respect to many air pollutants. The safety standards for sulfuric or nitric oxides, ozone and so on, have been set only just below the level that already causes a health hazard, and these standards are exceeded once in a while. Otherwise, traffic would have to be forbidden and many industrial plants, especially power stations using coal, would have to stop working whenever a low-temperature inversion occurred. Environmental radioactivity does not represent a likely health risk in Finland unless a nuclear war breaks out. Air pollutants, on the contrary, are a real and almost daily health risk that should be carefully considered when decisions about our energy production are being made.In spite of what happened at Chernobyl, global consumption of nuclear power will double by the year 2000, since there are about 140 nuclear power plants presently under construction. It is not likely that another catastrophe like Chernobyl will happen, yet nuclear plant accidents are of course possible, even if their likelihood is diminished by improving reactor safety and even if any eventual damage could be expected to be smaller. If a reactor is hooded by a containment structure, no significant release of radioactive materials should be possible even in case of an accident. However, we must be prepared to protect the population with carefully planned civil defense and radiation protection measures.I would like to sum up all of this as follows: The risks of radiation are a fact, but the fear they arouse is often disproportionate. There are risks related to all other methods of energy production as well; nuclear power is no exception in that respect. It is good that we aim at greater safety, but I hope that false presumptions will not lead us to mistaking a less safe alternative for a safer one.  相似文献

Summary During the last ten years environmental quality and energy have emerged as important national issues right along with the economy. The central proposition appears to be that environmental concerns are inversely related to concern about energy and the economy. The common assumptions about public perception of the trade-offs between environmental quality, economic growth, and energy production are shown to be invalid. In any event it is unlikely that public policy makers will find themselves strongly pulled by a highly polarized public.David J. Not much is known about lay public perceptions of non-native species and their underlying values. Public awareness and engagement, however, are important aspects in invasive species management. In this study, we examined the relations between the lay public’s visions of nature, their knowledge about non-native species, and their perceptions of non-native species and invasive species management with a survey administered in the Netherlands. Within this framework, we identified three measures for perception of non-native species: perceived risk, control and engagement. In general, respondents scored moderate values for perceived risk and personal engagement. However, in case of potential ecological or human health risks, control measures were supported. Respondents’ images of the human–nature relationship proved to be relevant in engagement in problems caused by invasive species and in recognizing the need for control, while images of nature appeared to be most important in perceiving risks to the environment. We also found that eradication of non-native species was predominantly opposed for species with a high cuddliness factor such as mammals and bird species. We conclude that lay public perceptions of non-native species have to be put in a wider context of visions of nature, and we discuss the implications for public support for invasive species management.  相似文献

Attitudinal differences regarding the use of nuclear energy were investigated. Results obtained in a random sample drawn from the population of four communities in The Netherlands within 30 miles of a nuclear power plant showed a strong relationship between subjects' attitudes towards nuclear energy and their perceptions of the possible consequences of nuclear energy. ‘Pro’- and ‘con’-subjects showed marked differences in the importance attached to the different possible consequences and their endorsement of the salience of more general social issues. Results provide support for the view that individuals perceive a false consensus with respect to the relative prevalence of similar attitudes among other people. Finally, subjects' perceptions of others with similar or opposing attitudes towards the issue of nuclear energy showed marked differences in evaluation especially for the extreme attitude groups.  相似文献

In seeking to determine whether climate change mitigation strategies are effective, researchers and policy-makers typically use energy consumption as an indicator. UK government data show that energy use amongst the public is rising, despite measures to encourage energy conservation. Yet, research to date has not explicitly asked which actions the public are taking with the express intention of mitigating climate change. Using Stern's classification of impact-oriented and intent-oriented behaviour research, the research described in this paper examines both actions taken ‘out of concern for climate change’ and energy conservation practices amongst the UK public. The findings show a clear divergence between actions prescribed by policy-makers (i.e. energy conservation) and those taken by the public to mitigate climate change (e.g., recycling). Furthermore, those who take action to conserve energy generally do so for reasons unconnected to the environment (e.g., to save money). Regression analyses highlight the distinct determinants of these two behavioural categories. These findings imply that surveys using energy reduction as an indicator of public response to climate change falsely assume that these can be equated; consequently, they will provide a distorted picture of behavioural response. Possible reasons for the asymmetry of intentions and impacts, and policy implications, are discussed.  相似文献

The meltdown and release of radioactivity (ionizing radiation) from four damaged nuclear reactors at the Fukushima Nuclear Facility in Japan in March 2011 continues to contaminate air and ocean water even 1 year later. Chronic exposure to low-dose ionizing radiation will occur over large populations well into the future. This has caused grave concern among researchers and the public over the very long period of time expected for decommissioning alone (current estimate from official sources is 30–40 years based on TEPCO in Mid-and long-term roadmap towards the decommissioning of Fukushima Daiichi nuclear power units 1–4, 2011) and the presumed adverse effects of chronic, low-dose ionizing radiation on children, adults and the environment. Ultimately, radioactive materials from Fukushima will circulate for many years, making health impacts a predictable concern for many generations (Yasunari et al. in PNAS 108(49):19530–19534, 2011). There is long-standing scientific evidence to suggest that low-dose ionizing radiation (LD-IR) and low-intensity non-ionizing electromagnetic radiation (LI-NIER) in the form of extremely low-frequency electromagnetic fields and radiofrequency radiation (RFR) share similar biological effects. Public health implications are significant for reconstruction efforts to rebuild in post-Fukushima Japan. It is relevant to identify and reduce exposure pathways for chronic, low-dose ionizing radiation in post-Fukushima Japan given current scientific knowledge. Intentional planning, rather than conventional planning, is needed to reduce concomitant chronic low-intensity exposure to non-ionizing radiation. These are reasonably well-established risks to health in the scientific literature, as evidenced by their classification by World Health Organization International Agency for Research on Cancer as Possible Human Carcinogens. Reducing preventable, adverse health exposures in the newly rebuilt environment to both LD-IR and LI-NIER is an achievable goal for Japan. Recovery and reconstruction efforts in Japan to restore the communications and energy infrastructure, in particular, should pursue strategies for reduction and/or prevention of both kinds of exposures. The design life of buildings replaced today is probably 35–50 years into the future. Cumulative health risks may be somewhat mitigated if the double exposure (to both chronic low-dose IR from the Fukushima reactors and LI-NIER [EMF and RFR] in new buildings and infrastructure) can be dealt with effectively in early planning and design in Japan’s reconstruction.  相似文献

Investigating local people’s environmental perceptions can produce useful information that could be incorporated into decision making processes that help resolve environmental problems. Although China is undergoing severe desertification, the perceptions of the local people toward their degraded environment and the related issues have so far not been actively solicited. This article, which is a supplement to Lee and Zhang’s (2004, 2005) studies, seeks to further investigate the lay public’s general environmental attitudes, perceptions of desertification, interpretations of land-degrading activities, and particularly their interrelations in severely desertified areas. Minqin County in Gansu Province, northern China, was chosen to be the study area. Data was collected via a questionnaire survey (n = 1138) administered in December 2002. Major findings were: (1) Most respondents had only weak altruistic environmental attitudes, with educational level to be a significant determinant. (2) Respondents’ perceptions of desertification and interpretations of land-degrading activities were contingent on personal attributes, general environmental attitudes, and other conceptions related to desertification. It is recommended that the interrelations between the various aspects of the public’s environmental perceptions should be thoroughly examined to facilitate their participation in environmental management.  相似文献

Many countries are confronting climate change that threatens agricultural production and farmers’ lives. Farmers’ perceived risks of climate change and factors influencing those perceived risks are critical to their adaptive behavior and well-planned adaptation strategies. However, there is limited understanding of these issues. In this paper, we attempt to quantitatively measure farmers’ perceived risks of climate change and explore the influences of risk experience, information, belief in climate change, and trust in public adaptation to those perceived risks. Data are from structured interviews with 598 farmers in the Mekong Delta. The study shows that perceived risks to production, physical health, and income dimensions receive greater priority while farmers pay less attention to risks to happiness and social relationships. Experiences of the events that can be attributed to climate change increase farmers’ perceived risks. Information variables can increase or decrease perceived risks, depending on the sources of information. Farmers who believe that climate change is actually happening and influencing their family’s lives, perceive higher risks in most dimensions. Farmers who think that climate change is not their concern but the government’s, perceive lower risks to physical health, finance, and production. As to trust in public adaptation, farmers who believe that public adaptive measures are well co-ordinated, perceive lower risks to production and psychology. Interestingly, those who believe that the disaster warning system is working well, perceive higher risks to finance, production, and social relationships. Further attention is suggested for the quality, timing, and channels of information about climate change and adaptation.  相似文献

Investigation into local peoples’ perceptions can produce useful information that could be incorporated into the decision-making process to help resolve environmental problems. Within the arena of land degradation, a number of studies have also been conducted to explore local peoples’ views of the problem. However, the perceptions of land-degrading practices of the general public have so far not been actively solicited. This study aimed to contribute to this area of research by adopting the psychometric scaling technique to empirically explore the lay public’s ecological risk perceptions of land-degrading activities in Minqin County in Gansu Province, northern China. The primary data were collected via a questionnaire survey (n = 1,138) administered between 14 and 31 December 2002. The major findings of the survey were: (1) Respondents perceived the ecological risks posed by different land-degrading activities to be different. (2) There was a considerable incongruence in the way in which mining of groundwater was conceived by experts and laymen, respectively. (3) Respondents were pretty unsure of expert knowledge. (4) Respondents’ ecological risk perceptions were significantly affected by their personal attributes. As far as the policy implications of these findings are concerned, this study accentuates that we must be aware of, and involved in, the environmental perceptions of the lay public in order to succeed in guiding any human-environment tensions along more sustainable trajectories and navigating the transition to sustainability.  相似文献

This interview study focused on urban early adolescents' conscious experiences of high density conditions. Thirty children residing in apartments in two boroughs of New York City (Brooklyn and Manhattan), participated in this study. Control variables included income level, age, family constellation, and length of residence. Sex, apartment density, building size and neighbourhood density served as classification variables. The interview lasted approximately forty minutes and addressed the following issues.Personal conceptualizations and definitions of crowding.Evaluation of the children's perceived neighbourhood.Peer relationships.Perceived social and physical opportunities and constraints.Interviews were tape recorded, transcribed and content analyzed.The children's conceptualizations of crowding emphasized large numbers of people, spatial restriction and an aversive experience of the situation as relevant components of the crowding construct. The restriction of behavioural choice as it relates to goal postponement and the child's efforts to come to terms with larger organizational social structures, underlined the interpretation of crowding as a socio-physical stressor. While information overload was depicted as another relevant characteristic of crowding situations, its aversive experience was mediated by the presence of known others. Even though this diversity on social and physical levels was often experienced as stressful, it was also positively viewed in situations where interpersonal contact or a sense of familiarity were not overriden by other situation demands.Boys tended to spend more time in their neighbourhood engaged in a broader range of activities than girls. In this sample, boys also took less part in structured group activities and rated their neighbourhoods somewhat more positively than girls. Girls experienced less freedom and more social restrictions in exploring and actively interacting with their extended surroundings than boys.The issues of movement and situationally imposed behavioural restriction were central themes in children's conscious experiences of high density situations. Emphasis was placed on physiological arousal linked to the perception of aversive social qualities of high density situations. It appears that an increase in the need to act out is more a function of the child's awareness of having to conform to external norms, or experiencing a loss of perceived social control in situations where vigilance is required, than a clear cognisance of spatial restrictions.The investigation of the impact of high density conditions on the child's sociocognitive development and identity formation is viewed as potentially fruitful directions for future research.  相似文献
