Where floods are prevalent, decisions on how to mitigate vulnerability are made within a social-cultural context that includes values (and related customs, norms, beliefs, technology) of local people, which have evolved through interactions with the physical environment. Consequently, the success of floodplain management and flood mitigation activities is determined, at least in part, by the nature of values that impact the decision-making process. This paper explores this contention by considering the community values context surrounding flood risk management in two small Canadian communities in the Red River Basin. Using a qualitative methodology that includes semi-structured interviews with residents, community values are identified and accounted for in the context of flood vulnerability. Values discussions are organized around seven broad categories: community identity and community attributes; community economic development; technical and nonstructural approaches; civic engagement; flood legacy; personal rights and liberties; and shared values. Challenges posed by key identified values and their policy implications are considered. Some values are found to act as constraints if sustainable floodplain management practices are to be realized. 相似文献

It is now widely recognised that good communication between multi-disciplinary stakeholders is central to effective flood risk management. Recent developments in Geographical Information Systems, increased availability of accurate digital terrain models from remotely sensed data sources and improved graphical computer interfaces have made the outputs from computer models of flood inundation easily accessible to the stakeholder community. As a consequence, predictions from such models are now being used routinely as a means of communication between engineers and other stakeholders in flood risk management. This paper provides a review of the modelling methods most appropriate for flood risk communication. These are one-dimensional models which are suitable for simulating flood risk at a catchment or sub-catchment scale and appropriate for communicating the impact of strategic flood management decisions and two-dimensional models which can be applied across a range of scales but, are now being regularly applied at the relatively small scale, less than 10 km2, where they have the potential to inform and communicate disaster management decisions. The role of such models in communicating between modellers and non-modellers by providing a means for immediate visualisation of “the future” is discussed and illustrated by application to two case studies. 相似文献

防洪工程作为人类抵御洪灾的首选手段,为人们提供了保障,但人们对其风险认知还存在一定的偏差。本文从公众层面入手,在我国历史上洪灾最严重的两大流域—长江流域和黄河流域,分别选取岳阳沿洞庭湖区和开封沿黄河地区为研究区,调查公众对当地防洪工程的信赖状况和水灾风险认知情况,回收有效样本831份。据此分析影响防洪工程信赖的因素和工程信赖对公众风险认知的影响。研究发现,公众对防洪工程的信赖度较高,区域趋同性明显;公众对工程信赖的程度,因居住地与风险源的距离、性别、年龄和家庭劳动力结构的不同而存在差异;同时,对防洪工程的过于信赖,会降低公众对洪灾的恐惧心理和警惕性,并使得公众产生消极和积极并存的应对灾害的行为倾向。洪灾多发地区应建立大型洪灾、巨灾的风险防范和洪水保险机制,完善我国的再保险制度;政府在高风险区的分区域管理过程中,应以大局为重;构建"文化自觉"的科学防灾文化观,正确引导公众认识到工程措施能力的限度,扭转在工程信赖基础上的风险认知偏差。 相似文献

Environmental perceptions are central to individuals’ behavioural interactions with the environment. Cognitive maps, portraying a spatial representation of an individual’s environmental perception, can be aggregated to gain insight into the collective environmental perception of groups and populations. This paper uses cognitive mapping techniques to examine one aspect of environmental perception, flood risk perception, within a residential population (n?=?305). Flood risk perception was examined for the whole sample and six subgroup pairs. Using subgroups allowed examination of how factors previously shown to influence flood risk perception influence the cognitive map production in this population. We use a novel technique (slope analysis) to examine how the population’s perception of flood risk compares with expert assessments of flood risk, and compare the results of this novel technique with a commonly used cognitive map analysis technique (majority threshold method). Both methods identify areas where there is consensus within the population as to which areas are at risk of flooding. However, slope analysis usefully identifies areas where the population’s perception of flood risk lacks consensus, and is at odds with expert assessments of flood risk, without the loss of information inherent in the majority threshold method. Thus, this technique provides a novel approach to studies of environmental perception that can be widely applied within many fields. 相似文献

Risk communication and risk perception are critical factors in disaster management. Governments at all levels play a part in communicating risk, whereas the perception of risk entails active roles by community participants, including potential and actual victims of disasters. This paper discusses these matters in relation to the floods in Brisbane, Australia, in 2011. The findings are based on interviews with representatives of households whose dwellings or business premises were fully or partially inundated by the waters. The research shows how important it is to recognise the problems of institutional fragmentation in terms of communication and the active engagement of recipients in understanding and interpreting flood risk information (especially for slow‐onset riverine flooding, such as that suffered by Brisbane). Locally targeted information on risk is of vital importance in avoiding the misinterpretation of warning information in relation to environmental cues and in promoting adequate responses. Abstract The focus of this study is public participation in the water resource and associated hazards management decision-making processes. It explores the importance, feasibility, and effectiveness of public participation in the flood management, decision-making process, with particular attention to the case of the Red River Basin of Manitoba, Canada. The nature and efficacy of public participation in the hearings conducted by the International Joint Commission (IJC) in the aftermath of the 1997 Red River flood are critically reviewed. The results of the analysis suggest that the IJC has been more sensitive to the views of the public and concerned stakeholders than the Red River Basin Task Force. The IJC incorporated a substantial portion of the opinions, suggestions, and concerns expressed by the public into the final recommendations produced by the commission for the Canadian and American federal governments. Public participation was an integral component of the IJC hearings, and was expected to contribute to flood preparedness in the future. The reasons for such accommodation of public and the stakeholders' views in decision-makingare primarily attributed to making the proposed projects and programs socio-economically and politically feasible. Because of their general characteristics, the lessons from the case of the Red River Basin could be used as an effective tool in other resource and environmental hazard management areas. 相似文献

Household adjustment to flood risk: a survey of coastal residents in Texas and Florida,United States 下载免费PDF全文
Individual households have increasingly borne responsibility for reducing the adverse impacts of flooding on their property. Little observational research has been conducted, however, at the household level to examine the major factors contributing to the selection of a particular household adjustment. This study addresses the issue by evaluating statistically the factors influencing the adoption of various household flood hazard adjustments. The results indicate that respondents with higher‐value homes or longer housing tenure are more likely to adopt structural and expensive techniques. In addition, the information source and the Community Rating System (CRS) score for the jurisdiction where the household is located have a significant bearing on household adjustment. In contrast, proximity to risk zones and risk perception yield somewhat mixed results or behave counter to assumptions in the literature. The study findings provide insights that will be of value to governments and decision‐makers interested in encouraging homeowners to take protective action given increasing flood risk. 相似文献

Abstract Although Canadian flood management efforts have gained worldwide recognition, flood damages continue to increase. The current practice for preventing, responding to and recovering from floods in Canada is described by focusing attention on the 1997 Red River and 1996 Saguenay River floods. A set of cultures is identified that contribute to the trend of increasing flood damages. These include a culture of conflict, a culture of land development, a culture that impeded native people from easily implementing flood management programs, a culture of institutional fragmentation and a culture of dependency. These foster an inevitable cycle of increasing flood damages. The potential of recent proposals made by Emergency Preparedness Canada and the Insurance Bureau of Canada to address these cultures is assessed. While these documents represent significant progress, they continue to adopt an intermittent project rather an ongoing program perspective, fail to identify the need to adopt specific initiatives tailored for aboriginal communities, and ignore the need to enhance the operational capacity of relevant public and private participants. Flash floods are characterized by their suddenness, fast and violent movement, rarity, small scale but high level of damage. They are particularly difficult to forecast accurately and there is little lead time for warning. This makes motorists especially vulnerable. Assuming that these flash flood hazard specificities may be the significant factors leading to difficulties for drivers to perceive danger, we used cognitive mapping combined with GIS data processing to assess motorists’ flash flood risk perception on their daily itineraries. The analysis of 200 mental maps collected allows planners to have maps highlighting dangerous areas where risk perception is weak and to identify reasons for this. 相似文献
