ABSTRACT: Fishing is a popular form of recreation in the state of Illinois. Despite seemingly endless varieties of fishing opportunities, limited public access, distant location of lakes with respect to population centers, chemical contaminants in some waters, and the desire for species not naturally found in Illinois have engendered an alternate form of recreational land use, the daily fee fishing area. A fee area is any privately controlled body of water or waters where a fee is charged for fishing. Such operations must Low licensed by the state of Illinois. Fee areas are almost entirely comprised of existing man-made impoundments, particularly farm ponds. They are usually stocked on a put and take basis. The most common species utilized in Illinois are carp and channel catfish. Fee areas are concentrated in the southwestern part of the state and near major metropolitan centers. Even though the number of fee areas has declined during the past decade, the role of such operations remains important to the overall picture of fishing in Illinois.  相似文献

/ Management of ecosystems has advanced by an improvement in our understanding not only of how ecosystems function, but of how people perceive their functioning and what they consider to be environmental problems within those systems. Central to such management is understanding how people view estuaries. In this article I explore the perceptions and attitudes of people about coastal recreation, environmental problems, and future land use along the New Jersey shore (USA) by interviewing people who attended a duck decoy and craft show on Barnegat Bay. The people who were interviewed engaged in more days of fishing than any other recreational activity and engaged in camping the least. There were significant differences in recreational rates as a function of gender and location of residence, with men hunting and fishing more than women and photographing less than women. Jet skis were perceived as the most severe environmental problem, with chemical pollution, junk, oil runoff and overfishing as second level problems. Birds were perceived as not an environmental problem at all. Fishing, hiking, preservation, and camping ranked as the highest preferred future land uses for the two sites examined (Oyster Creek Nuclear Generating Station, Naval Weapons Station Earle). The preferred future land uses for these two sites, which are not under consideration for land-use changes, were very similar to those of people living near the Department of Energy's Savannah River Site in South Carolina, despite the media attention and considerations of nuclear storage.KEY WORDS: Recreation; Perceptions; Environmental problem; Gender; Land use; Coastal  相似文献

Fishing gears have multiple impacts on the marine environment, and policies to reduce these impacts through modifying fishing gears are becoming common place. Different modifications result in different changes in the set of environmental impacts, and imply different sets of costs and benefits for different stakeholder groups. In this study, the analytic hierarchy process (AHP) is used to quantify the relative importance of the environmental impacts of fishing to different stakeholder groups. Forty eight individuals representing six different stakeholder groups (ecologists, biologists, economists, gear technologists, fishers and fisheries managers) were surveyed. As expected, fishers and gear technologists placed substantially greater importance on reducing discarding of commercial fish species than on habitat damage. Priorities of other stakeholder groups varied, but all placed greater priority on habitats than the commercial sector. The results suggest that management aimed at reducing environmental impacts of fishing broader than just discarding is appropriate, but such moves are likely to be opposed by the fishing industry. The derived weights also have a direct application to fisheries management, as they allow otherwise non-commensurate impacts to be aggregated into an overall impact to compare environmental benefits from alternative modifications of fishing gear.  相似文献

The fisheries of Lake Victoria have reached a critical stage in their development: catches are declining, and there is increasing evidence of hardship amongst the fishing communities. In an effort to countermand the reduction in the flow of economic benefits the lake's riparian states are collaborating with international agencies to develop a fisheries management strategy that would be based on a partnership between stakeholders. One possible area for such collaboration is via the devolution of certain access controls to fishing communities. This paper describes findings from recent research and argues that notions of access are linked to community perceptions of the resource, control over it and their own individual and collective manoeuvrings designed to retain and improve livelihoods.  相似文献

The coastal zone is a place of intense activity where resources, users, and resource-use practices interact. This case study of small-scale fisheries in Honda Bay, Palawan, Philippines shows that resources, space, and gender are intertwined. The study was conducted between June 1997 and July 1998. The data were gathered using free listing, pile sort, ranking, resource mapping, and key informant interviews. The results showed that women's knowledge about fishery resources and their fishing activities are associated with the intertidal zone whereas men's knowledge is associated with coral reefs. In classifying fishery resources, appearance is the main consideration for women whereas a combination of appearance, habitat, and type of fishing gear is the consideration used by men. Market price is very important because of its dependence on the demand of the export market as well as the local market. Women dominate the buying of fishery products. Many women market their husband's catch, process fish, or gather shells and sea cucumber for sale. Among the fishing households, type of fishing gear provides an indication of socioeconomic standing. This paper concludes that access to resources is shaped by gender and age. The differences in resource knowledge possessed by men and women lead to differential access to fishery resources. In addition, the differences in socioeconomic status also influence resource access. The socialization of children into fishing reinforces the gender division of labor and space in the coastal zone.  相似文献

This paper presents a hedonic property price model of rural land in a natural resource management region of the Murray-Darling Basin in Australia. In traditional hedonic models, the marginal value of environmental amenities is estimated using distance to or size of the environmental asset. The approach applied in this study offers the potential for a richer set of information, where environmental assets are described in terms of their 'recreational attractiveness'. The level of recreational attractiveness is represented as latent variables that are based on park facilities and recreational activities offered at each site. For a property in the study area that is 1?km away from the River Murray, moving half a kilometre closer will increase the property price by $245,000, holding every other variable constant at the mean. This value is magnified by $27,000 if the house is in an area where there is high river recreational attractiveness and drops by $14,000 if river recreational attractiveness is low. By including recreational quality indices in a typical hedonic framework that is corrected for spatial dependency, the model is able to capture how individuals value environmental amenities around their homes based on the site's natural characteristics as well as recreational services.  相似文献

The status of fisheries in Chilika lake on the east coast of India is in a critical state. Local fishing communities feel that catches have reduced significantly and they face more hardships now to sustain their livelihoods. The study presents findings from field research and argues that notions of access are linked to community perceptions of the resource, the extent of authority they have to make decisions related to access and use rights and the traditional management strategies. State interventions through mechanization and new regulations have undermined the traditional management strategies leading to conflicts between different stakeholders and decline in traditional fisheries. There is a growing realization that without traditional fishing community's participation it is not possible to ensure sustainable use of the lake resources. Legitimizing community access and use rights is one of the key factors for successful management of fisheries.  相似文献

The Philippine fisheries accounted for 3.7% of the gross national product at current prices. The sector employed about 990,872 persons. Of the divisions comprising the industry, municipal fisheries continued to contribute the largest share of fish production. However, the sector is beset with problems, many of which are best examplified by the case of San Miguel Bay (SMB). This paper presents the problems and constraints confronting SMB, a common property resource. This bay's open access condition has led to various problems, such as declining fishery resources, depressed socioeconomic conditions, illegal fishing, increasing population, and conflict among resource users. A poor marketing system, low level of fishing technology, fishermen's noncompliance and authorities' lax enforcement of rules and regulations, as well as lack of alternative sources of income further characterize the condition in SMB. Establishment of fishing rights, improvement of the marketing system, provision of alternative sources of income, and improvement of fishing technology were some of the solutions suggested. One major constraint, however, is financial, Comanagement complemented with other management tools has been proposed in addressing the problems in SMB.  相似文献

Lake Chad is a vitally important wetland in the semi-arid Sahel corridor. It provides the basis of many thousands of livelihoods which depend on its seasonal fluctuations to renew fish stocks, farmland and rangeland. This paper describes how access to farmland and fishing rights has evolved on the Nigerian shore of the lake. The paper aims to assess the applicability of different institutional approaches to natural resource management on the lake shore. Although many recent approaches to natural resource management have reflected a 'Tragedy of the Commons' approach, a growing literature both in support and critical of Hardin's (1968) thesis has followed. Four distinct approaches are considered: (1) institutional intervention to prevent 'tragedy'; (2) institution erosion brought about by such interventions; (3) models of institutional adaptation to resource scarcity; and (4) approaches which perceive institutions as a crucial determinant of social and economic development. In examining which institutional approaches may be relevant at Lake Chad, it is anticipated that this paper will provide insights which will be relevant to policy-makers, resource managers and students working in environments where resource fluctuation inhibits stable property rights and state resource management has proved neither feasible nor successful. The western shore of Lake Chad has been under the jurisdiction of Borno State in its various guises since the end of the fourteenth century and is currently one of 36 states in the Federal Republic of Nigeria. Although the administrative status of Borno itself has varied, it has been dominated by a Kanuri aristocracy for most of its existence. The Kanuri administration has continued to operate in a remarkably similar way over the past 150 years. Traditionally, it has played a crucial role in allocating access to farm land. In recent years, the 'Kanuri administration' has not only maintained its pre-colonial authority over farming on the lake shore, but has expanded it to cover new areas of the lake floor and the increasingly lucrative fishing opportunities which federal government has been unable to regulate. This success suggests that collaboration with the organisations which operate such institutions could be beneficial, if not essential, to the success of natural resource management.  相似文献

ABSTRACT: This paper describes the development of an interdisciplinary model that analyzes the effects of resource management decisions on New Mexico fishery production, yield, sportfishing effort, and economic benefit to anglers. The model recreates river flows and materials transported through reservoirs and their tailwaters from 1974 through 1987. Solar radiation, water temperature, phosphorus, nitrogen, suspended solids, and water exchange rates determine primary production. Organic loads from watershed sources, added to primary production, form a trophic base for sportfish forage. Fish production is partitioned into biomass and growth of each age class in sportfish and forage fish groups by differential responses to food type, light, water-level fluctuation and predation. Fish biomass, with angler population distribution and site condition, contributes to determining angler effort and economic benefits. Model users can vary and analyze water level and quality, stocking, fishing regulations, site access, site facilities, and site entry fees. The management of small-scale freshwater fisheries in Amazon has been based usually on surveys of urban markets, while fisheries of rural villages have gone unnoticed. We compared the fishing characteristics (catch, effort and selectivity) between an urban market and five small villages in the Lower Tocantins River (Brazilian Amazon), downstream from a large reservoir. We recorded 86 and 601 fish landings in the urban market and villages, respectively, using the same methodology. The urban fishers showed higher catch per unit of effort, higher amount of ice (related to a higher fishing effort, as ice is used to store fish catches) and larger crew size per fishing trip, but village fishers had a higher estimated annual fish production. Conversely, urban and village fishers used similar fishing gear (gillnets) and the main fish species caught were the same. However, village fishers showed more diverse strategies regarding gear, habitats and fish caught. Therefore, although it underestimated the total amount of fish caught in the Lower Tocantins River region, the data from the urban market could be a reliable indicator of main fish species exploited and fishing gear used by village fishers. Monitoring and management should consider the differences and similarities between urban and rural fisheries, in Amazon and in other tropical regions.  相似文献

The interrelationship of society and environment is addressed here through the study of a remote fishing village of 750 people. An interdisciplinary study evaluated demographic, economic, and social aspects of the community, and simulation modeling was used to integrate these societal characteristics with environmental factors.The population of the village had grown gradually until the 1960's, when a decline began. Out-migration correlated with declining fish harvests and with increased communications with urban centers. Fishing had provided the greatest economic opportunity, followed by logging. A survey was conducted to investigate the costs and revenues of village fishermen. Diversification characterized the local fleet, and analysis showed that rates of return on investment in the current year were equal between vessel types.The variable levels and rate parameters of the demographic, economic, and social components of the model were specified through static and time series data. Sensitivity analysis to assess the effects of uncertainty, and validation tests against known historical changes were also conducted. Forecast scenarios identified the development options under several levels of fish abundance and investment. The weight given to ecological versus economic resource management registered disproportionate effects due to the interaction between investment and migration rates and resource stochasticity. This finding argues against a golden mean rule for evaluating policy trade-offs and argues for the importance of using a dynamic, socio-ecological perspective in designing development policies for rural communities.  相似文献

The ability to access information for use in decision making is a well-recognized need within the context of management sciences. A similar need exists in order to make effective technical decisions pertaining to environmental resource management. Data bases are the principle vehicle by which scientists, engineers, and resource managers store and access environmental information. An integrated data-base mechanism is essential in order for federal agencies to manage programs such as enforcement of the Canadian Environmental Protection Act (CEPA), state of the environment (SOE) reporting, and the environmental assessment and review process (EARP). A data-base structure and data dissemination mechanism under current development within Environment Canada, Conservation and Protection, Atlantic Region, is presented along with some of its operational benefits and constraints.  相似文献

Tropical fisheries, which are considered multi-species, may show selectiveness. We analyzed the degree of selectivity of fish catches in 46 sites along the Amazon basin through the percentage of biomass corresponding to the most caught fish species. Amazonian fisheries were considered moderately selective, as 54% of the sites directed more than a quarter of fishing effort to one fish species and in 87% of the sites more than half the fishing effort was directed to five fish species. Commercial fisheries were more selective than subsistence fisheries. Eleven fish species (nine of them migratory) have received more fishing pressure in the studied Amazonian regions and the catch composition differed among regions. We thus recommend that fisheries management in the Amazon basin should distribute fishing effort among more fish species; incorporate the particularities of commercial and subsistence fisheries; evaluate fishing effects on ecosystem services; and consider the biological characteristics of preferred fish.  相似文献

An ecological and recreational use survey was made of the Luxapalila River in Mississippi. This study was made before channelization work was started by the Army Corps of Engineers. A follow-up study is planned after channelization work is completed. Four stations were located along a 10.5 mile stretch of river where certain chemical and biological measurements were taken during the four seasons of the year. The results of this study revealed that the river is an unpolluted, biologically productive waterway relatively high in chemical constituents. Eleven families and 37 different species of fish were collected. Biomass measurements of standing crops of invertebrates ranged from a low of 0.11 grams oven dry weight per square meter to a high of 18.89 grams per square meter, with larger biomass collected from eddy areas than from riffle areas. A survey of recreational use of the river indicated relatively light use was made of the river. Fishing was the major use followed by swimming.  相似文献

The responses of ecological computer simulations are significantly changed by the inclusion of human behavior patterns. Two computer simulations illustrate this principle for internal and external decision making. The Northwest Educational Trawler Simulation (NETS) models the interaction between fish populations, fishing effort, markets, and a fishing community. This simulation includes an internal decision making submodel for changing fishing effort based on observed behaviors of fishermen. NOGERO, a simulation of a mythical coastal fishing culture, uses external decision making where simulation users act as stewards. The patterns of model response vary depending on the attitudes and goals of decision makers. This shows how human behavior interacts with ecosystem dynamics to produce a variety of results.  相似文献

/ The Galilee region on the northern edge of Israel constitutes more than 15% of the state's territory, supplies more than half of its drinking water needs, and is an important recreational resource and destination for Israelis. One of the main objectives of the plan for the Galilee was to devise a regional physical and economic development strategy for the years 1992-2007 that would arrest the trend of emigration of its residents, attract newly arrived immigrants to the region, and at the same time protect natural resources and environmental quality. This paper is limited to discussion of the environmental aspects of the plan. It analyzes spatial concepts for distribution of projected population growth, evaluates environmental impacts of alternative plans, and proposes a decision-making framework and tools for minimizing natural resources loss from development at the local level. Assessment of potential environmental impacts generated quantitative data of natural resources areas. Application of the data in the plan evaluation stage showed that the alternative that concentrated most of the new development in central Galilee was the second-best choice environmentally, but was preferred as the best choice for overall qualities. The planning study offers an alternative environmental impact assessment (EIA) process to the one presently used in Israel by incorporating environmental considerations at the initial plan-making stage and not at the plan-approval stage. It demonstrated that in order to be effective, environmental assessment and land-use planning should be seen as one effort that is integrated from the start and in each stage of the plan-making process.KEY WORDS: Environmental assessment; Development planning; Galilee  相似文献

/ Regional resource use planning relies on key regional stakeholder groups using and having equitable access to appropriate social, economic, and environmental information and assessment tools. Decision support systems (DSS) can improve stakeholder access to such information and analysis tools. Regional resource use planning, however, is a complex process involving multiple issues, multiple assessment criteria, multiple stakeholders, and multiple values. There is a need for an approach to DSS development that can assist in understanding and modeling complex problem situations in regional resource use so that areas where DSSs could provide effective support can be identified, and the user requirements can be well established. This paper presents an approach based on the soft systems methodology for identifying DSS opportunities for regional resource use planning, taking the Central Highlands Region of Queensland, Australia, as a case study.  相似文献

Australia’s system of tropical rivers constitutes one of the largest and least changed drainage networks in the world. However increasing demand for water in parts of Australia, along with ongoing drought, is driving pressure to develop these rivers. This paper reports the results of a choice experiment (CE) to assess the benefits of different management strategies for three tropical rivers in northern Australia: the Daly, Mitchell and Fitzroy Rivers. The CE was carried out using a survey mailed to Australian urban populations. The results showed that 90% of Australians were willing to pay a once-off payment for the management of tropical rivers. Respondents who had visited or lived near the rivers were willing to pay more for cultural, recreational and environmental services than those who had not. Respondents classed as ‘developers’, who made up only 4% of the 684 respondents, considered a substantial income from irrigated agriculture as important. Unlike ‘environmentalists’ and ‘neutrals’, ‘developers’ were unwilling to pay for high quality recreational fishing or for having floodplains in good environmental condition. All groups, however, were willing to pay for high cultural values.  相似文献

This paper presents a case-study of valuation of public access to a woodland site owned by The Crown Estate in Windsor Forest. It supports the view that contingent valuation is an appropriate technique to use for assessing recreational benefits in the countryside and that consistent and useful results can be obtained. The study found that the recreational benefits far outweighed the costs of access provision, thus giving reassurance to the providers that their efforts are worthwhile.  相似文献
