A disaster such as floods can have a drastic impact on interdependent infrastructure and economic sectors. The resilience or the ability of the critical sector to recover quickly from the disruption can also reduce the consequences of the disaster. In this paper, through resilience and recovery time Dynamic Inoperability Input-Output model (DIIM) is applied. Thus, Input-Output (I-O) table is constructed for Pakistan's economic system and a case study is performed on the flooding in Pakistan 2011–12. The purpose of this study is to provide a ballpark estimate of the system-wide impact and ripple effect on the sectors that lasted for several days after the disruption. Furthermore, to analyze the inoperability and economic loss in the sectors caused by the disaster in a developing country. The findings of the research show that most of the critical sectors are associated with agriculture and service sector in terms of inoperability and economic loss respectively. The outcome of the study will be essential for the policy makers, disaster management authorities and health departments to respond accordingly.  相似文献

The sinking of the Prestige oil tanker on 18 November 2002 off the coast of Galicia, Spain, had important economic, environmental and social ramifications. The aim of this paper is to carry out an initial analysis of the costs related to a halt in fishing activities in Galicia between November 2002 and December 2003. This involves three different steps: an assessment of the cost of the preventative and palliative measures introduced by Spanish public administrations (compensation for affected fishermen and shellfish fisherman); an indirect evaluation of the implications of the disaster (via a study of data on production); and a direct appraisal of the economic impact of the event (reduction in income), using questionnaires completed by a representative sample of fishermen and shellfish fisherman. The results obtained from these three methods of estimating losses are compatible. By December 2003, losses to the Galician fishing sector stood at an estimated EUR 76 million.  相似文献

The controversial form in which the oil industry is run has once more caused a huge disaster--this one affecting the Galician coastal environment and economy. Oil-spill clean-up operations have been managed in Europe with some success but with considerable economic, environmental and social costs. The oil industry often avoids fully or even partially compensating those affected. The lack of both political will and political power has let the culprit (the oil industry) off the hook. This paper considers the spill of the Prestige to assess whether the balance of power between affected people and the oil industry can be changed. The paper examines the growing awareness of environmental issues among ordinary people in Spain, through the massive involvement of volunteers concerned with the damage done to the environment and to the livelihoods of fishing communities in Galicia. To understand these growing public concerns and the strength of opinion, the paper examines the details of the decisions taken by the central Spanish and local governments and the way these have informed the clean-up operations, the character of the oil companies involved and the feeling of impotence in the face of such disasters. The conclusion here is that the operations of the oil industry should be tightly regulated through EU legislation, and that this can come about as a result of organised political pressure from those affected by the oil spill, from the mass of volunteers, as well as from public opinion at large.  相似文献

灾害损失评估是灾害风险管理、科学防灾减灾规划的基础。除了直接经济损失外,间接经济损失是反映灾害影响强度及社会经济系统脆弱性的重要指标。经济越发达,经济系统关联程度越高,经济系统的脆弱性就越大,灾害间接经济影响也越大。已有研究表明,灾害间接经济损失往往与直接经济损失为同一量级,甚至是直接经济损失的数倍。间接经济损失评估是科学评价灾害影响不可或缺的组成部分,其中,产业部门间接经济损失和灾后恢复重建期的评估,可以为灾后恢复重建决策和防灾减灾规划提供有效的决策工具。政府决策者、学术界应重视灾害,特别是重大灾害(或巨灾)对地区经济长期可持续发展可能造成的影响,从而为减轻灾害的影响做好充分准备。  相似文献

This case study examines the coastal hazard adaptation strategies of a fishing community in a village in Kerala, India. It shows that formal adaptation strategies are highly techno‐centric, costly, and do not take into account the vulnerabilities of the fishing community. Instead, they have contributed to ecological, livelihood, and knowledge uncertainties. The adaptation strategies of the fishing community are a response to these uncertainties. However, they may not lead to the fishing community's recovery from its vulnerability contexts. This case study is primarily qualitative in nature. Data were collected through in‐depth interviews. Insights reveal that when actors with diverse values, interests, knowledge, and power evolve or design their respective adaptation strategies, the resulting interface often aggravates existing uncertainties associated with hazards. Furthermore, the study demonstrates that local discourses on coastal hazards are livelihood‐centric and socially constructed within the struggle of the fishing community to access resources and to acquire the right to development.  相似文献

The focus of most disaster management programmes is to deploy resources-physical and human-from outside the disaster zone. This activity can produce a delay in disaster mitigation and recovery efforts, and a consequent loss of human lives and economic resources. It may be possible to expedite recovery and prevent loss of life by mapping out disaster proneness and the availability of resources in advance. This study proposes the development of two indices to do so. The Indian census data of 2001 is used to develop a methodology for creating one index on disaster proneness and one on resourcefulness for administrative units (tehsils). Findings reveal that tehsil residents face an elevated risk of disaster and that they are also grossly under-prepared for such events. The proposed indices can be used to map regional service provision facilities and to assist authorities in evaluating immediate, intermediate, and long-term disaster recovery needs and resource requirements.  相似文献

The Indian Ocean tsunami of 2004 galvanized world attention like no other natural disaster before. Unprecedented amounts of aid were given and a record number of international aid agencies were involved in relief and recovery operations. Major reviews of the response to the disaster have suggested that the immediate relief effort was better than expected. However, weaknesses in the longer term recovery work were identified within months of the disaster and yet the same weaknesses were being confirmed four and five years later. Even though many studies have been published on the tsunami disaster there are still many lessons to be learnt, particularly in relation to social recovery as distinct from the restoration of destroyed or damaged infrastructure. This paper presents an overview of the findings of a study that was conducted over a period of four years across five different tsunami-affected local areas of Sri Lanka and southern India. The study focused on lessons to be learnt in relation to rebuilding community, restoring livelihoods, recreating an appropriate tourism industry and providing relevant housing and planned settlements for disaster survivors. The paper argues that ‘build back better’ is possible, but only if ‘asset replacement’ strategies are replaced by integrated physical and social planning to address local needs in culturally appropriate ways. Much of what the authors advocate may seem to be little more than ‘common sense’ and many of our findings echo those of many other post-tsunami evaluations. Yet patient and well-integrated approaches to disaster recovery are all too rare in a world that is experiencing so many natural disasters. Because the 2004 tsunami evoked an unprecedented global response it is important to ensure that the lessons of the recovery effort are clearly learnt and this paper aims to convert research findings into a clear strategy for long-term social recovery.  相似文献

Rural and remote areas of countries such as Australia and the United States are less well‐resourced and often poorer than their city counterparts. When a disaster strikes, therefore, their long‐term recovery can be impeded by being situated ‘over the horizon'. Nonetheless, they are likely to enjoy higher social capital, with ‘locals’ banding together to help restore economic and social life in the wake of a calamitous incident. At the same time, a repeat of extreme events, springing in part from alteration to the landscape through intense human occupation, threatens to derail sustainable recovery processes everywhere, suggesting that renewed emphasis needs to be placed on preparedness. Improved metrics are also required, spanning both pre‐ and post‐disaster phases, to determine effectiveness. Moreover, a focus on the ‘hardening’ of towns offers a better return in limiting damage and potentially hastens the speed of recovery should these places later fall victim to extreme events.  相似文献

Health sector recovery in post‐conflict settings presents an opportunity for reform: analysis of policy processes can provide useful lessons. 1 The case of southern Sudan is assessed through interviews, a literature review, and by drawing on the experience of former technical advisers to the Ministry of Health. In the immediate post‐conflict phase, the health system in southern Sudan was characterised by fragmentation, low coverage of health services, dismal health outcomes and limited government capacity. Health policy was extensively shaped by the interplay of context, actors and processes: the World Bank and the World Health Organization became the primary drivers of policy change. Lessons learned from the southern Sudan case include the need for: sustained investment in assessment and planning of recovery activities; building of procurement capacity early in the recovery process; support for funding instruments that can disburse resources rapidly; and streamlining the governance structures and procedures adopted by health recovery financing mechanisms and adapting them to the local context.  相似文献

Sand and dust storms (SDS) are wind erosion events typically associated with dryland regions, although they can occur in most environments and their impacts are frequently experienced outside drylands because desert dust haze often is transported great distances. SDS represent hazards to society in numerous ways, yet they do not feature prominently in the disasters literature. This paper considers SDS in a hazard context by examining their ramifications in economic, physical, and social terms, with a focus on agriculture, health, transport, utilities, households, and the commercial and manufacturing sector. There are few assessments of the economic consequences of SDS and those studies that have been conducted lack consistency in data collection methods and analysis. SDS do not result in the significant damage to infrastructure usually associated with many disasters, but the cumulative effects on society can be significant because SDS occur more commonly than most other types of natural hazard.  相似文献

This paper is the result of a social and economic survey of four villages in the Gediz region of South West Anatolia, Turkey, which was undertaken in two phases, October/November 1982 and March/April 1984. The specific aims of this survey were to define what was perceived as recovery in the local social, cultural and economic context and to measure recovery in communities which had suffered different degrees of distress and loss following the earthquake and, consequently, had received different amounts and kinds of assistance from the government. Essentially, therefore, the survey sought to answer the question – how far did the government programme of assistance promote recovery and over what period of time? The implications of such an inquiry concern what constitutes appropriate assistance following earthquake in rural communities. It is hoped that studies of this kind can help to guide decision making of both national governments and international humanitarian organizations on the role of material aid in the process of recovery. This is particularly urgent in view of the fact that preliminary investigations of other small rural and under-developed communities struck by earthquake suggest that material aid may actually preclude recovery in the longer term.  相似文献

Abstract

Recent hazard literature frequently refers to sustainability and resilience as the guiding principles behind effective hazard planning. Certainly, structurally organizing communities to minimize effects of disasters and to recover quickly by restoring socio-economic vitality are laudable goals. However, while anticipating such outcomes is relatively easy from a theoretical standpoint, practical implementation of comprehensive plans is much more elusive. Indeed, relationships between community sustainability/resilience and hazards are complex involving many social, economic, political and physical factors. A conceptual framework for analysis of sustainability and resilience, then, is described based on three theoretical models, a mitigation model, a recovery model, and a structural-cognitive model. This framework is examined using data from Florida, USA, where local context, social and political activities, and economic concerns present difficulties in application. The question remains, therefore, to what extent can communities truly develop sustainable and resilient characteristics?  相似文献

How livelihoods determine vulnerability to disasters is a recent topic of inquiry. Few quantitative works have been produced to date. The empirical analysis that follows draws on household‐level data available for Nicaragua, preceding and following Hurricane Mitch, a devastating Category 5 storm that made landfall in Central America in October 1998, to examine differentials in disaster recovery outcomes vis‐à‐vis household livelihood profiles. Livelihoods are distinguished according to economic sector along with ownership of productive means, a central mechanism of vulnerability under sociological labour frameworks. The findings indicate uneven recovery outcomes in relation to livelihoods. During the year immediately following the event, agricultural wage earners and agricultural owner‐producers experienced marked losses owing to the disaster, whereas business owners saw an improvement in condition. Analysis of long‐term recovery reveals that households reliant on agricultural wage employment exhibit lagged recovery relative to other livelihood profiles. The findings are discussed with respect to the dynamic pressures posed by contemporary developmental processes.  相似文献

This paper examines the role of remittances, provided by a large global diaspora of migrant workers and refugees, in post-war Somaliland. Based on field-work conducted in Somaliland under the COPE project in 1998/9, the paper discusses trends in the size, source, means of transfer, distribution and use of remittances, their role in livelihoods and in the country's economic recovery and future prospects. The total value of remittances, originating mainly from migrant labour in the Gulf and more recently an exodus of refugees to the West, and greatly facilitated by the growth of telecommunications in Somaliland and of remittance agencies, is estimated at some US$500 million annually--around four times the value of livestock exports and much more significant than hitherto appreciated. Contrary to the prevailing view that remittances are mainly used for consumption and unproductive investments such as housing and land, this study suggests that in Somaliland they have contributed to the rapid growth of a vibrant private sector. On the other hand, remittance flows have been associated with a number of negative side-effects such as the loss of the country's most educated and skilled labour, increased income inequality and booming sector effects, and their positive impact is limited by the present lack of credit schemes and facilities for saving.  相似文献

Mexico's vast human and environmental diversity offers an initial framework for comprehending some of the prevailing great disparities between rich and poor. Its socio-economic constructed vulnerability to climatic events serves to expand this understanding. Based on a spatial econometric model, this paper tests the contribution of natural disasters to stimulating the emigration process in vulnerable regions of Mexico. Besides coping and adaptive capacity, it assesses the effects of economic losses due to disasters as well as the adverse production and trade conditions of the 1990s on emigration rates in 2000 at the municipality level. Weather-related disasters were responsible for approximately 80 per cent of economic losses in Mexico between 1980 and 2005, mostly in the agricultural sector, which continues to dominate many parts of the country. It is dramatic that this sector generates around only four per cent of gross domestic product but provides a livelihood to about one-quarter of the national population. It is no wonder, therefore, that most emigration from this country arises in vulnerable rural areas.  相似文献

ABSTRACT

Globally, fisheries are important economic resources and support many coastal communities, but the people that rely on fishing experience a range of environmental hazards. This research surveyed 300 fishing households on Kutubdia Island, Bangladesh, regarding their fishing activities and the conditions and perceptions of risk while fishing at sea. This is an artisanal fishery of small boats used for day trips, and larger but still simple boats used for multi-day trips farther offshore. Many households (62%) reported sickness or health problems while at sea. Medicine or first aid kits are carried by only 35% of the boats. Hazards encountered at sea included bad weather (69%), pirates (60%), unfriendly encounters with larger boats (20%), and engine failure (13%). The 300 households reported that 109 fishers had been lost at sea during the past 21 years. From this we estimate an annual death rate of 1335 per 100,000 fishers here, making it among the most dangerous in the world. Bangladesh needs a regulatory framework for its fisheries to include environmental, economic, political, cultural, and social components. Such a regulatory arrangement would support the Kutubdia fishers and should be incorporated into Bangladesh’s national policy for achieving its sustainability goals.  相似文献

The economic devastation resulting from recent natural disasters has spawned intense interest in programmes that promote regional resilience. The economic impacts of Hurricane Ike (September 2008) endured long beyond the storm's landfall, compounded by a national recession. This study analyses the pattern of post‐Ike industrial growth in eight coastal counties of Texas, United States, and identifies sources of resilience and potential drivers of recovery. The results indicate that post‐disaster growth patterns differ from established growth patterns. Levels of resilience vary across industrial sectors, and service sectors tend to lead a recovery. The resilience of the hotel and restaurant sector, for instance, suggests that the presence of relief workers might immunise certain sectors against a post‐disaster economic downturn. Besides the sectors that are generally resilient, each county has its own distinct sectors that, depending on the extent of the damage suffered, tend to perform strongly after a disaster, owing to the characteristics of the respective county's economy.  相似文献

Insurance is widely acknowledged to be an important component of an organisation's disaster preparedness and resilience. Yet, little analysis exists of how well current commercial insurance policies and practices support organisational recovery in the wake of a major disaster. This exploratory qualitative research, supported by some quantitative survey data, evaluated the efficacy of commercial insurance following the sequence of earthquakes in Canterbury, New Zealand, in 2010 and 2011. The study found that, generally, the commercial insurance sector performed adequately, given the complexity of the events. However, there are a number of ways in which insurers could improve their operations to increase the efficacy of commercial insurance cover and to assist organisational recovery following a disaster. The most notable of these are: (i) better wording of policies; (ii) the availability of sector‐specific policies; (iii) the enhancement of claims assessment systems; and (iv) risk‐based policy pricing to incentivise risk reduction measures.  相似文献
