This research article describes the construction of vulnerability to natural hazards in the Dieng Plateau of Central Java, Indonesia. The Dieng Plateau is a volcanically hazardous landscape, featuring a series of craters with a history of recurrent phreatic eruptions and emission of poisonous gases. Drawing on four months of in-depth fieldwork, this article applies the ‘hazardscape’ as a conceptual lens to describe how economic necessity and political processes frame volcanic risk, and how this influences vulnerability. Vulnerability in Dieng is linked to its history of upland settlement, the unequal spatial distribution of land prices, and the impact of internal state-led territorialisation strategies. Territorialisation strategies are characterised by the spatial designation of certain areas as ‘hazardous’, a process that historically led to the relocation of upland Javanese farmers to the outer islands as part of the politically significant transmigration programme. However, these territorial zones were locally contested, leading to the reoccupation of hazardous land with mixed outcomes for conditions of vulnerability. By unpacking the political construction of risk, through the concepts of territoriality and the hazardscape, this article demonstrates how the utilisation of hazardous land can bring economic opportunity alongside disadvantage in Java’s volcanic landscapes.  相似文献

Abstract

This paper explores the failure of historians to properly engage the study of natural hazards. It argues that by focusing mainly on individual calamities, historians have overlooked the larger social and economic forces that have shaped the response to natural disaster over the last century. Two important trends, real estate capitalism and the entry of the state into the political economy of hazards after World War II, are singled out as crucial for understanding US society's response to natural disaster. Abstract

This paper sets out an examination of natural disaster amongst small island developing states (SIDS), and presents a framework for assessing the interaction of global pressures and local dynamics in the production of human vulnerability. Change at the global level is found to be a source of new opportunities as well as constraints on building local resilience to natural disaster. Much depends on the orientation of the state in global economic and political systems. The United Nations is a key global actor with relevance to shaping vulnerabilityin island states, and the impact of the UN Decade for Natural Disaster Reduction is reviewed. It is concluded that this is a critical time for SIDS which must contend with ongoing developmental pressures in addition to growing pressures from risks associated with global environmental change and economic liberalisation that threaten their physical and economic security.  相似文献

Abstract

The scale and severity of environmental deterioration in Russia—and its accompanying hazards—constitute a true environmental crisis. Its characteristic features are a gradual continuing loss of environmental quality accompanied by acute environmental impacts associated with industrial accidents and related emergencies. The underlying causes are a mixture of political and social factors in association with the unbridled technological development. These were along the main driving forces of environmental hazard in the former Soviet Union and they continue to play that role in contemporary Russia. But the current environmental crisis is not only a time of adversity; it also has the potential to provide the necessary conditions for improvements in the economic wellbeing and environmental quality.  相似文献

Abstract

During the past two decades it has become increasingly common to attribute “naturala” disasters and other damaging environmental events to proximate or underlying causes that are socially produced. Through an examination of three cases, two of them historical, this paper demonstrates that underlying causes within the geophysical domain are also important. Few types of environmental damage or disaster stem from unalloyed human causes or geophysical ones; complex intermixtures are the rule.  相似文献

Abstract

El Niño events from the 1970s through the 1990s caused extended droughts in Ethiopia. These droughts were followed by famine and political turmoil that resulted in radical changes of government, secession, and a massive program of population redistribution. Cartographic analysis of Ethiopian census data from 1984 and 1994 shows changes in demographic patterns. The consequences of government-imposed migration policies, whose catalyst was the climate variability caused by repeated El Niño events, were changes in the ethnic composition of certain Ethiopian regions and changes in the geographic pattern of population growth.  相似文献

Abstract

The Rhine and the Oder rivers have many similarities. Both are subject to comparable hydroclimate regimes, are flood prone, are international waterways and have been extensively modified by humans over many hundreds of years. Yet the recent history of flooding on the German sections of these rivers is distinctively different. Most communities along the Rhine seem to take floods in stride whereas along the Oder they have been highly disruptive. The disruption has provided a mechanism for helping to integrate disparate parts of the newly reunified German states emergency management system and has highlighted continuing differences between Polish and German flood experiences.  相似文献

ABSTRACT

Globally, fisheries are important economic resources and support many coastal communities, but the people that rely on fishing experience a range of environmental hazards. This research surveyed 300 fishing households on Kutubdia Island, Bangladesh, regarding their fishing activities and the conditions and perceptions of risk while fishing at sea. This is an artisanal fishery of small boats used for day trips, and larger but still simple boats used for multi-day trips farther offshore. Many households (62%) reported sickness or health problems while at sea. Medicine or first aid kits are carried by only 35% of the boats. Hazards encountered at sea included bad weather (69%), pirates (60%), unfriendly encounters with larger boats (20%), and engine failure (13%). The 300 households reported that 109 fishers had been lost at sea during the past 21 years. From this we estimate an annual death rate of 1335 per 100,000 fishers here, making it among the most dangerous in the world. Bangladesh needs a regulatory framework for its fisheries to include environmental, economic, political, cultural, and social components. Such a regulatory arrangement would support the Kutubdia fishers and should be incorporated into Bangladesh’s national policy for achieving its sustainability goals.  相似文献

Abstract

Recent hazard literature frequently refers to sustainability and resilience as the guiding principles behind effective hazard planning. Certainly, structurally organizing communities to minimize effects of disasters and to recover quickly by restoring socio-economic vitality are laudable goals. However, while anticipating such outcomes is relatively easy from a theoretical standpoint, practical implementation of comprehensive plans is much more elusive. Indeed, relationships between community sustainability/resilience and hazards are complex involving many social, economic, political and physical factors. A conceptual framework for analysis of sustainability and resilience, then, is described based on three theoretical models, a mitigation model, a recovery model, and a structural-cognitive model. This framework is examined using data from Florida, USA, where local context, social and political activities, and economic concerns present difficulties in application. The question remains, therefore, to what extent can communities truly develop sustainable and resilient characteristics?  相似文献

In this paper, we present a method to assess social vulnerability through the creation of an Open Source Vulnerability Index (OS-VI). The OS-VI provides context to environmental hazards and allows NGOs and local agencies to better tailor services and provide targeted pre-emptive vulnerability reduction and resilience-building programmes. A deductive indicator-based approach is utilised to incorporate a wide range of vulnerability indicators known to influence vulnerability. Unlike many vulnerability indices, the OS-VI incorporates flood risk as well as the loss of capabilities and the importance of key services (health facilities and food stores) through the measurement of accessibility when determining an area's level of social vulnerability. The index was developed using open-source mapping and analysis software and is composed completely of open-source data from national data sets. The OS-VI was designed at the national level, with data for all proxy indicators available across the entirety of England and Wales. For this paper, a case study is presented concerned with one English county, Norfolk.

ABSTRACT

The electricity grid is susceptible to numerous threats, especially severe weather events that have the potential to cause large-scale power outages. This has resulted in an increased emphasis on resilience against these events. Microgrids, small standalone power grids that have the ability to function independently from the greater electricity grid, have significant potential to improve response to environmental and anthropogenic crises. The vast majority of extant microgrids are generally small in scale, and operated under a conventional model of single operator, owner, and user. We argue that the ultimate potential of this approach will be in the development of multi-stakeholder microgrids which can combine a diversity of renewable and conventional power resources to respond to environmental hazards. The addition of stakeholders allows for increased diversification of generation sources, economies of scale, and other increased operational benefits and opportunities. However, there are significant challenges that arise with the additional layer of stakeholders in terms of governance, cost, and technical operations that can cause the multi-stakeholder model to be more difficult to implement. We develop the case for multi-stakeholder microgrids as a response to environmental hazards, and outline the challenges and questions facing the development of this form of microgrid.  相似文献

The problem is that disaster risk reduction (DRR) is still more a zone of political darkness than of light. Therefore, the purpose of our contribution to this theme issue is to illuminate at least some of that zone of political darkness and to suggest a more proactive, but for many career professionals a personally problematic, way forward for DRR. The career problematic derives from the fact that the way forward would involve moving from applauding the emergence of elected and/or appointed champions (from mayors to cabinet ministers to presidents/prime ministers) for action to raising the political costs of inaction by leaders not otherwise disposed. The essential element of this way forward would be greatly enhanced public accountability. We will draw preliminary accountability lessons from the Haiti earthquake catastrophe and the Chile earthquake disaster 2010 events towards the conclusion of this paper as we outline a possible future paradigm.  相似文献

Abstract

Hazards take place in multiple contexts, contributing to the decisions we make in the face of a threat. Religious belief is considered an important contextual factor in how people understand and respond to environmental hazards. The objective of this paper is to examine one aspect of religious affiliation, biblical orientation, for its influence on the perception of hazard events. Using a survey of individual Christian clergy in South Carolina, the variation in hazard perception and anticipated mitigation responses among the clergy are explored. Geographic location and past hazard experience were found to be strong indicators of hazard concern, while an adherence to a particular theological doctrine was much less conclusive. The hazard mitigation choices voiced by the clergy were also consistent with little variation across the denominations investigated. While considerable differences were noted between the clergy regarding their view of hazard frequency, hazards and the second coming, and biblical orientation, few connections were established between these variables, hazard perception, and future mitigation behavior. Although past research has established that religious orientation influences one's view of their environment, this study demonstrates that this viewpoint is not necessarily extended to environmental extremes. Future opportunities to investigate the complexity of the religion-hazard nexus, such as whether the same results would have occurred in a different geographic region or if these results of individual clergy perceptions can shed light on larger religious attitudes toward hazards, are also discussed.  相似文献

Abstract

The Ganges, Brahmaputra and Meghna/Barak rivers are lifelines for millions of people in South Asia in Nepal, India, Bhutan and Bangladesh. They supply water for food and fibre production and for industrial and domestic purposes. They are also sources of disastrous floods that cause substantial damage to agriculture and infrastructure in these countries. There are claims that flood discharges, areal extent, and damage-costs are getting worse in the Ganges, Brahmaputra and Meghna/Barak basins. The validity of these claims was examined by applying four different statistical tests to the peak discharge time series and flooded areas. The results indicate that no conclusive changes have occurred over the last few decades. Reports of increased flood damage may be due to a combination of other factors, such as improved damage assessment techniques, and the expansion and intensification of settlement in flood-prone areas, but this was not tested in this paper and should be top priority for future research.  相似文献

Abstract

This paper examines the spatial distributions of industrial facilities emitting toxic substances in the Phoenix, Arizona metropolitan region. The analysis relies on geographic information system mapping of hazardous facilities listed in the Environmental Protection Agency's Toxic Release Inventory (TRI) to assess the spatial distribution of polluting industries in relation to the demographic composition of host neighborhoods. The research addresses four questions: (1) Are there differences between the socioeconomic characteristics of neighborhoods with and without polluting industrial facilities? (2) Is there a relationship between the volume of toxic chemicals released from industrial facilities and the socioeconomic characteristics of host neighborhoods? (3) Is there a relationship between the toxicity of the chemicals released from industrial facilities and the socioeconomic characteristics of those living in proximity? (4) Do alternative methods for determining the distribution of potentially affected populations produce different observed patterns of environmental inequities? The study concludes that there is a clear pattern of environmental inequity in Phoenix based on the location and volume of emissions of TRI facilities. Analysis of the toxicity of emissions found a more equal distribution of risk, reflecting the suburbanization of high-technology industries into predominantly white middle-class communities.  相似文献

ABSTRACT

While a growing body of research within the environmental hazards scholarship examines how disability affects human responses to major, sudden-onset environmental disasters, little attention has been given to understanding how disability affects responses to long-term, pervasive environmental hazards. Research analysing human responses to land and groundwater legacy contamination in residential areas has identified the significance of demographic and psychosocial determinants of worry, however the question of how living with a disability affects resident worry about contamination remains unanswered. This article provides a cornerstone study for exploring the relation between worry about environmental contamination and disability. A study of 486 adults living in 13 urban residential areas in Australia affected by a range of contaminants was undertaken in 2014. Ordinal logistic regression analysis found respondents with a disability were significantly more likely to worry about contamination than those without. People living with a disability had significantly higher amounts of worry about the contamination than those living without. Changes to residents’ daily habits in response to the contamination and perceptions of personal control over exposure to the contamination present important considerations for understanding the implications of worry for people living with and without a disability in the environmental contamination context.  相似文献

Abstract

The most dynamic demographic process of the past 250 years has been the movement of people from rural areas to cities. For most of this period urbanisation has been concentrated in economically more developed parts of the world, but during the last 50 years the focus has shifted to economically less developed regions. Urbanisation, particularly in developing countries, has led to increasing global exposure to a variety of natural hazards, not the least of which are risks posed to large cities by volcanoes. In this paper we monitor these demographic changes and detail the various types of volcanic hazard to which cities are exposed. A major eruption affecting a city in a developing country could cause widespread loss of life and regional disruption. Effective response, however, might minimise casualties in a city within a developed nation affected by a major eruption, but the economic impact could have global consequences. We argue that global hazard exposure is often subtle and involves not only the size of a city and the types of volcanic product that may occur, but also the strategic position of the threatened city within the economy of a country and/or region and the fact that volcano-induced tsunami and other consequences of eruptions, such as climatic change, may affect cities far removed from a given eruption site. Mitigation measures informed by both specifc prediction (surveillance) and general prediction (hazard mapping) are providing the potential to reduce hazard exposure. The paper concludes with a consideration of ongoing research, in particular the emphasis currently being placed on conflating hazard analysis with studies of place, economy, society and culture.  相似文献

The controversial form in which the oil industry is run has once more caused a huge disaster--this one affecting the Galician coastal environment and economy. Oil-spill clean-up operations have been managed in Europe with some success but with considerable economic, environmental and social costs. The oil industry often avoids fully or even partially compensating those affected. The lack of both political will and political power has let the culprit (the oil industry) off the hook. This paper considers the spill of the Prestige to assess whether the balance of power between affected people and the oil industry can be changed. The paper examines the growing awareness of environmental issues among ordinary people in Spain, through the massive involvement of volunteers concerned with the damage done to the environment and to the livelihoods of fishing communities in Galicia. To understand these growing public concerns and the strength of opinion, the paper examines the details of the decisions taken by the central Spanish and local governments and the way these have informed the clean-up operations, the character of the oil companies involved and the feeling of impotence in the face of such disasters. The conclusion here is that the operations of the oil industry should be tightly regulated through EU legislation, and that this can come about as a result of organised political pressure from those affected by the oil spill, from the mass of volunteers, as well as from public opinion at large.  相似文献

This paper explores religious perceptions of disasters and their implications for post-disaster processes of religious and cultural change. Based on ethnographic fieldwork in post-tsunami Samoa, this study investigates how people in two tsunami-affected villages make sense of the tsunami, its causes and impact based on different Christian understandings: the tsunami as divine punishment or as a sign of the Second Coming. I argue that these different perceptions of the tsunami are used in bringing about or opposing religious and cultural change based on different ideals of continuity and change.  相似文献

ABSTRACT

Heatwaves are an increasing environmental hazard and an important public health issue in Australia. Heat-health warnings are being adopted widely to promote protective behaviours, but there has been limited evaluation of public responses. This study used a household telephone survey to examine public attitudes and responses to heat-health warnings in regional areas in two Australian states, South Australia and Victoria. The results indicate a high level of recall of heat-health warnings and awareness about managing extreme heat. Respondents viewed heat-health warnings positively, but the effects on behaviour change were variable. Our findings suggest that the warnings may be reinforcing existing protective behaviours more than promoting change. Perceptions of heat risks were higher among women than men, but lower in older age groups. Evidence of this nature is important to identify ways to improve heat-health warnings and more effectively address the public health risks.  相似文献
