Waste disposal is an important part of the life cycle of a product and is associated with environmental burdens like any other life-cycle stages. In this study, an integrated assessment for solid waste treatment practices, especially household solid waste, was undertaken to evaluate the impact contribution of household solid waste treatment alternatives towards the sustainable development by using Life Cycle Inventory Assessment method. A case study has been investigated under various possible scenarios, such as (1) landfill without landfill gas recovery, (2) landfill with landfill gas recovery and flaring, (3) landfill with landfill gas recovery and electric generation, (4) composting, and (5) incineration. The evaluation utilized the Life Cycle Inventory Assessment method for multiple assessments based on various aspects, such as greenhouse gas emission/reduction, energy generation/consumption, economic benefit, investment and operating cost, and land use burden. The results showed that incineration was the most efficient alternative for greenhouse gas emission reduction, economic benefit, energy recovery, and land use reduction, although it was identified as the most expensive for investment and operating cost, while composting scenario was also an efficient alternative with quite economic benefit, low investment and operating cost, and high reduction of land use, although it was identified as existing greenhouse gas emission and no energy generation. Furthermore, the aim of this study was also to establish localized assessment methods that waste management agencies, environmental engineers, and environmental policy decision makers can use to quantify and compare the contribution to the impacts from different waste treatment options.  相似文献

In this study, an interval-fuzzy two-stage chance-constrained integer programming (IFTCIP) method is developed for supporting environmental management under uncertainty. The IFTCIP improves upon the existing interval, fuzzy, and two-stage programming approaches by allowing uncertainties expressed as probability distributions, fuzzy sets, and discrete intervals to be directly incorporated within a general mixed integer linear programming framework. It has advantages in uncertainty reflection, policy investigation, risk assessment, and capacity-expansion analysis in comparison to the other optimization methods. Moreover, it can help examine the risk of violating system constraints and the associated consequences. The developed method is applied to the planning for facility expansion and waste-flow allocation within a municipal solid waste management system. Violations of capacity constraints are allowed under a range of significance levels, which reflects tradeoffs between the system cost and the constraint-violation risk. The results indicate that reasonable solutions for both binary and continuous variables have been generated under different risk levels. They are useful for generating desired decision alternatives with minimized system cost and constraint-violation risk under various environmental, economic, and system-reliability conditions. Generally, willingness to take a higher risk of constraint violation will guarantee a lower system cost; a strong desire to acquire a lower risk will run into a higher system cost.  相似文献

This paper introduces a new approach to prioritize urban planning projects according to their environmental pressure in an efficient and reliable way. It is based on the combination of three procedures: (i) the use of environmental pressure indicators, (ii) the aggregation of the indicators in an Environmental Pressure Index by means of the Analytic Network Process method (ANP) and (iii) the interpretation of the information obtained from the experts during the decision-making process.The method has been applied to a proposal for urban development of La Carlota airport in Caracas (Venezuela). There are three options which are currently under evaluation. They include a Health Club, a Residential Area and a Theme Park. After a selection process the experts chose the following environmental pressure indicators as ANP criteria for the project life cycle: used land area, population density, energy consumption, water consumption and waste generation. By using goal-oriented questionnaires designed by the authors, the experts determined the importance of the criteria, the relationships among criteria, and the relationships between the criteria and the urban development alternatives.The resulting data showed that water consumption is the most important environmental pressure factor, and the Theme Park project is by far the urban development alternative which exerts the least environmental pressure on the area. The participating experts coincided in appreciating the technique proposed in this paper is useful and, for ranking ordering these alternatives, an improvement from traditional techniques such as environmental impact studies, life-cycle analysis, etc.  相似文献

The precautionary principle is increasingly discussed in debates over appropriate measures to address complex and uncertain risks. The principle has generally been defined as having two main components: preventive action in the face of uncertainty and reversing the burden of proof. In isolation, these two components would suggest that precaution is primarily reactive to potential problems rather than proactive. More recent statements have suggested that thorough assessment of alternatives is critical to the effective implementation of the precautionary principle. Alternatives assessment—also referred to as options analysis and facility planning—redirects environmental science and policy debates from characterizing problems to identifying solutions. In this commentary, we examine the rationale for a focus on alternatives assessment in implementing the precautionary principle. We examine methods and examples of alternatives assessment, as well as opportunities for the principle's integration in environmental policy. We argue that a greater focus on alternatives assessment can enhance the ability of decision makers to make truly precautionary decisions, stimulate innovation toward sustainable production, and more effectively place burdens on to those creating risks. Such a focus forms an essential component of a shift from “problem-based” environmental policy to “solutions-based” policy. This shift requires adequate research resources, tools, and a government commitment to a new paradigm of environmental protection. We conclude that we will only reach the goal of sustainable production if we change our environmental protection focus from figuring out how bad the situation will be to seeking alternatives to problematic activities and designing the conditions for a more sustainable future.  相似文献

Photovoltaic (PV) power is expected to play an important role in reducing global warming and improving energy security. China promotes PV power development by implementing feed-in tariff policies. However, the economic and environmental impacts of substituting coal-fired electricity with PV power, particularly as the subsidy rate declines, are not well-known. This study estimates the economic and environmental impacts in different cases and scenarios by combining life-cycle assessment with input-output analysis. Results indicate that substituting PV power for coal-fired electricity has negative impacts on employment, household income, and tax revenue. Although this substitution can promote economic growth when PV power generation is subsidised, the impact of the substitution on GDP will gradually decline as the subsidy rate is reduced and finally becomes negative. Assuming that the levelized cost of PV power declines following the learning curve, the same results will hold even if PV power generation becomes profitable in the future. Despite its negative impacts on employment, household income and tax revenue, the substitution has huge external values. Therefore, policies are needed to internalise the external value and address the economic impacts of the substitution.  相似文献

初步探测重庆市住宅楼环境电磁辐射的现状及其影响因素,为建立人居环境电磁场特征数据库提供依据。按照国家标准的要求和方法,在重庆市选择4个典型居住小区,分别测量各小区住宅楼不同楼层电梯门口或楼梯间以及各住宅楼楼顶的电磁辐射水平,结果表明,本次横断面调查中,在1MHz~40GHz频段,各栋楼的综合场强为17.13~17.18V/m,已接近GB 8702-88《电磁辐射防护规定》的公众照射导出限值,各楼层间差异无统计学意义(P>0.05)。在5~1000Hz频段,各栋楼楼内综合场强分布差异无统计学意义(P>0.05),而临近高压线的住宅楼楼顶综合场强明显高于其他小区楼顶以及同一栋楼其他楼层的综合场强(P<0.05),并且该楼各楼层的磁场强度明显高于其他住宅楼(P<0.05)。所测住宅楼的环境电磁辐射水平未超出国家相应标准限制,不同楼层电磁辐射水平与极低频辐射源的分布有关。  相似文献

To comprehensively pre-evaluate the damages to both the environment and human health due to construction activities in China, this paper presents an integrated building environmental and health performance (EHP) assessment model based on the Building Environmental Performance Analysis System (BEPAS) and the Building Health Impact Analysis System (BHIAS) models and offers a new inventory data estimation method. The new model follows the life cycle assessment (LCA) framework and the inventory analysis step involves bill of quantity (BOQ) data collection, consumption data formation, and environmental profile transformation. The consumption data are derived from engineering drawings and quotas to conduct the assessment before construction for pre-evaluation. The new model classifies building impacts into three safeguard areas: ecosystems, natural resources and human health. Thus, this model considers environmental impacts as well as damage to human wellbeing. The monetization approach, distance-to-target method and panel method are considered as optional weighting approaches. Finally, nine residential buildings of different structural types are taken as case studies to test the operability of the integrated model through application. The results indicate that the new model can effectively pre-evaluate building EHP and the structure type significantly affects the performance of residential buildings.  相似文献

This research has developed mathematical models for computing lifetime greenhouse gas (GHG) emissions associated with materials. The models include embodied carbon (EC) emissions from the manufacture of materials, and GHG emissions from incineration, or landfill gas (LFG) production from landfill disposal of the material beyond their service lives. The models are applicable to all materials; however, their applications here are demonstrated for the lumber from a residential building with 50- and 100-year service lives, and with incineration, landfill, and deconstruction as end-of-life treatments. This paper introduces a new metric for lifetime GHG emissions associated with materials termed “Global Warming Impact of Materials (GWIM).” The GWIM is subdivided into two portions: (i) productive portion (GWIMp) that includes the materials’ emissions until the service life of the facility and (ii) non-productive portion (GWIMnp) which includes the materials’ GHG emissions beyond the service life until they are eliminated from the atmosphere. In place of the current, static, EC measurements (kgCO2e or MTCO2e), this model reports the GWIMs in units of kgCO2e-years or MTCO2e-years, which includes the effects of “time of use” of a facility. Using the models, this paper has computed GHG reductions by deconstruction, with material recoveries of 30%, 50%, and 70% at demolition for reuse, recycle, or repurpose. A 70% material recovery, after a 50-year service life of the building, affected a savings of 47% and 52% if the remaining 30% debris was incinerated or landfilled respectively. The septic-tank and tanker (STT) system is a traditional wastewater management practice commonly used in many developing countries. The system is based on septic tanks that are pumped out by sewage tankers on a regular basis. Although the STT system is gradually being replaced by conventional gravity sewers (CGS), the high capital cost of this shift remains a major obstacle. This research aims to investigate the economic feasibility and environmental footprint of an alternative wastewater management system compared to existing sanitation systems. The study examines the small-bore sewers (SBS) system which utilizes the existing septic tanks to separate solids from gravity-conveyed effluent. A comparative assessment of the three systems (STT, CGS, and SBS) along with their treatment facilities was conducted on a residential area in the United Arab Emirates. Local design criteria of the SBS system were proposed based on current CGS guidelines and international SBS standards. A cost-integrated life cycle assessment (LCA) was carried out in order to evaluate the environmental and economic aspects of the three management strategies. The total present value of the SBS strategy was found to be significantly higher than those of STT and CGS, respectively. Moreover, a 67% smaller treatment plant was sufficient to serve the SBS effluent. The LCA results revealed that the CGS strategy imparted the highest damage to the environment in all impact categories considered including global warming potential, whereas, the STT system produced a higher impact than SBS in six out of the eleven tested impact categories. Overall, while the STT strategy was the least financially feasible, the CGS had the largest environmental footprint. The eco-efficiency assessment revealed that the SBS strategy was the most favored among the examined strategies.  相似文献

The presence of contaminants in environmental media as well as the desire to maintain a high level of economic activity has led to an important and difficult decision‐making problem for both public policy decision makers and the general public. In one sense, all of the interested parties are likely to be concerned about the potential health risks posed by the presence of contaminants in environmental media and the need to design/implement policies for their mitigation and/or removal. At the same time, however, there also appear to be concerns about the cost of these policies. These costs could be measured in terms of the potential losses in economic activity that are likely to occur when a policy is adopted. The policy can be selected from a range of alternatives, with the choice being driven in part by the stakeholders represented in the policy decision problem. In this case, two general goals might be considered: minimizing environmental risk and minimizing the economic impact of the policy considered. These two objectives are likely to be viewed as conflicting goals, and the nature of the tradeoffs between them must be taken into account in the policy selection process. This paper presents the development of a zero–one weighted goal programming model that can be used to select a preferred policy that minimizes surface and groundwater contamination as well as the economic costs of environmental policy selection. A safety rule model is developed first and then extended to the zero–one weighted goal programming formulation. The stochastic aspects of these structures are emphasized throughout. The paper also addresses a number of issues related to implementation of the model.  相似文献

An environmental impact assessment is conducted by utilizing monitoring, meteorological, and physical modeling data. This information serves as input to a decision analysis of the environmental protection alternatives for the cement plant in Jeddah, Saudi Arabia. Utility theory provides the methodology underlying the Evaluation and Sensivity Analysis Program (ESAP) with which the alternatives are evaluated. Recommendation include: (1) installation of electrostatic precipitators of at least 99% efficiency, (2) institution of a 1.6 km nonresidential zone given the present 60 m chimneys, and (3) substitution of low sulphur fuel for the crude oil now consumed. By illustration this study suggests the general relevance of the ESAP program to environmental assessment and management.  相似文献

This paper unprecedentedly benchmarks the environmental and economic impacts of notable High-speed rail (HSR) networks. The goals are to (i) point out the environmental impacts from the HSR networks and (ii) evaluate the whole life cycle cost of HSR systems. The emphasis of this study is placed on five HSR networks from five countries to depict the effectiveness of sustainable transport policies in each particular country. Both life cycle assessment (LCA) and life cycle cost (LCC) models are adopted for a new critical framework capable of benchmarking the lifecycle sustainability of HSR networks. The new findings exhibit that CRC's system is the leader in energy-saving, who consumes only 67.55 GJ/km yearly, and emits lowest CO2 at an amount of 77,532.32 tCO2/km annually. These impressive results are stemmed from key enabling policies related to eco-friendly rolling stock design, sustainable construction, and green energy grids. With respect to the LCC analysis, the SCNF network takes advantage in the economy of scale and unleashes the lowest cost among other networks. It estimates that the SNCF network spends approximately 1,990,599.51 £/km annually at a % discount rate. The implications of these finding are discussed that the initial project has a high chance to be successful on economic than the late project due to an influence of the time value of money.  相似文献

We developed an integrated assessment (IA) using models for energy systems analysis and life-cycle assessment (LCA). Based on this assessment framework, we developed cost-benefit analysis (CBA) case studies for a hypothetical project designed to introduce advanced fossil-fired power generation technologies in China. Our MARKAL model for Japan confirmed that radical reductions (i.e., 80 % by 2050) of carbon dioxide (CO2) could be attained from energy systems alone and that credit for emission allowances was required. We evaluated life-cycle costs and emissions of carbon dioxide, sulfur oxide, and nitrogen oxide gases for the energy technologies using an LCA model. Further, we applied a power generation planning model for six Chinese grids to provide a power mix structure, potentially producing credit by installing fossil-fired power generation technology and by using baseline grid emission factors with an average cost of electricity. Finally, by using dynamic emission reductions and additional costs from the two models, we conducted case studies of CBA for a hypothetical project to install the technologies in China. This was accomplished by evaluating emission reductions in monetary terms and by applying a life-cycle impact assessment model. A unique feature of our IA is its dynamic (time-varying) assessment of costs and benefits.  相似文献

Sustainability is of paramount importance when facing the design of long lasting, maintenance demanding structures. In particular, a sustainable life cycle design for concrete structure exposed to aggressive environments may lead to significant economic savings, and to reduced environmental consequences. The present study evaluates 18 different design alternatives for an existing concrete bridge deck exposed to chlorides, analyzing the economic and environmental impacts associated with each design as a function of the maintenance interval chosen. Results are illustrated in the context of a reliability-based maintenance optimization on both life cycle costs and life cycle environmental impacts. Maintenance optimization results in significant reductions of life cycle impacts if compared to the damage resulting from performing the maintenance actions when the end of the service life of the structure is reached. The use of concrete with 10% silica fume has been shown to be the most effective prevention strategy against corrosion of reinforcement steel in economic terms, reducing the life cycle costs of the original deck design by 76%. From an environmental perspective, maintenance based on the hydrophobic treatment of the concrete deck surface results in the best performance, allowing for a reduction of the impacts associated with the original design by 82.8%.  相似文献

Actors in the built environment are progressively considering environmental and social issues alongside functional and economic aspects of development projects. Infrastructure projects represent major investment and construction initiatives with attendant environmental, economic and societal impacts across multiple scales. To date, while sustainability strategies and frameworks have focused on wider national aspirations and strategic objectives, they are noticeably weak in addressing micro-level integrated decision making in the built environment, particularly for infrastructure projects. The proposed approach of this paper is based on the principal that early intervention is the most cost-effective and efficient means of mitigating the environmental effects of development projects, particularly macro infrastructure developments. A strategic overview of the various project alternatives, taking account for stakeholder and expert input, could effectively reduce project impacts/risks at low cost to the project developers but provide significant benefit to wider communities, including communities of future stakeholders. This paper is the first exploratory step in developing a more systematic framework for evaluating strategic alternatives for major metropolitan infrastructure projects, based on key sustainability principles. The developed Strategic Project Appraisal (SPA) framework, grounded in the theory of Strategic Environmental Assessment (SEA), provides a means of practically appraising project impacts and alternatives in terms of quantified ecological limits; addresses the neglected topic of metropolitan infrastructure as a means of delivering sustainability outcomes in the urban context and more broadly, seeks to open a debate on the potential for SEA methodology to be more extensively applied to address sustainability challenges in the built environment. Practically applied and timed appropriately, the SPA framework can enable better decision-making and more efficient resource allocation ensuring low impact infrastructure development.  相似文献

In recent years, China's fisheries economy has expanded dramatically. As a result, environmental pollution caused at least partially by such an expansion has endangered human health and the sustainable development of fisheries in some coastal regions. This paper establishes an indicator system for fisheries economic growth and environmental quality and evaluates the coordinated level of the two systems in 12 regions in China. Results show that i) it is necessary to expand the relative scale of fisheries economy, optimize the structure of fisheries industry, and improve the utilization capacity of pollutants; ii) the selected regions are evaluated as half each the fisheries economic lagging type and the environmental lagging type; iii) most of the selected regions exhibit a high coupling coordination degree, and the highest of those is Shandong. A monitoring network of ground-level ozone (O3) concentration levels in Vojvodina Province, Serbia, has been established in several phases, resulting in nine sampling sites (monitoring stations). Because maintenance of a monitoring network is financially very demanding, identifying potentially redundant ozone sites and reducing the network to a cost-effective and functional one are challenging and complex tasks. To provide an easily applicable but reliable analytical framework that will allow decision-makers and other stakeholders to identify redundant ground O3 monitors, the reference point approach, presented by Cetinkaya and Harmancioglu (Journal of Hydrology, 2014), is adopted for a multi-objective assessment of the O3 monitoring network. The evaluation process of the stations’ performance and their ranking is implemented in several phases. Firstly, a comprehensive set of 13 performance attributes is defined and associated with location and environmental criteria, followed by defining the set of alternatives. Next, all required attribute data are collected and stations are evaluated using the reference point approach. Finally, verification of the results is performed by aggregation of ranks obtained using the ideal point multi-criteria methods compromise programing and Technique for Order of Preference by Similarity to Ideal Solution. The aggregation process is performed using the Borda count and Kemeny social choice theory methods. Results indicate that the number of stations can be significantly reduced by 67%. Also, selection of the three best performing stations enabled identification of a core network that is expected to be functionally and financially sustainable under growing environmental and economic pressure.  相似文献

The effectiveness of Environmental Impact Assessment (EIA) in the transport field is increasingly being contested. Apart from technical issues (e.g., impacts measurements), the literature highlights process-related barriers as key obstacles to effective EIA implementation in transport projects (e.g., lack of collaborative work, transparency, etc.). Nevertheless, most academic efforts to date have focused on technical improvements, paying limited attention to the relevance of process-related barriers. To address this shortcoming, the paper aims to explore and compare how EIA is experienced and perceived by professionals in three South-European countries (Italy, Portugal, and Spain), providing additional insights into EIA process-related barriers in transport projects. The findings were obtained through an online survey of 294 professionals, representing two main stakeholder groups: environmental consultants and transport planners. The results reveal four main types of process problems shared in all three countries: (i) EIA timing, (ii) assessment of alternatives, (iii) monitoring system, and (iv) public participation. The highest divergences are seen in Spain, where 42% of identified process-related barriers are shared with the rest of countries, while Italian and Portuguese respondents agree in the perception of 68% of process-related barriers. The main differences between the barriers identified by transport planners and environmental consultants are related to their assessment of the need for more collaborative work between key actors. It is finally discussed the added value of this research to progress towards the homogenization of EIA processes across countries.  相似文献

With an increasing importance of sustainability in construction, more and more clients and designers employ building environmental assessment (BEA) tools to evaluate the environmental friendliness of their building facilities, and one important aspect of evaluation in the BEA models is the assessment of carbon emissions. However, in the absence of any agreed framework for carbon auditing and benchmarking, the results generated by the BEA tools might vary significantly which could lead to confusion or misinterpretation on the carbon performance of a building. This study thus aims to unveil the properties of and the standard imposed by the current BEA models on evaluating the life cycle carbon emissions. The analyses cover the (i) weighting of energy efficiency and emission levels among various environmental performance indicators; (ii) building life cycle stages in which carbon is taken into consideration; (iii) objectiveness of assessment; (iv) baseline set for carbon assessment; (v) mechanism for benchmarking the emission level; and (v) limitations of the carbon assessment approaches. Results indicate that the current BEA schemes focus primarily on operational carbon instead of the emissions generated throughout the entire building life cycle. Besides, the baseline and benchmark for carbon evaluation vary significantly among the BEA tools based on the analytical results of a hypothetical building. The findings point to the needs for a more transparent framework for carbon auditing and benchmarking in BEA modeling.  相似文献
