In this study we evaluate the accuracy of four global and regional forest cover assessments (MODIS, IGBP, GLC2000, PROARCA) as tools for baseline estimation. We conduct this research at the national scale for Costa Rica and for two tropical dry forest study sites in Costa Rica (Santa Rosa) and Mexico (Chamela-Cuixmala). We found that at the national level, the total forest cover accuracy of the four land cover maps was inflated due to an overestimation of forest in areas with an evergreen canopy. However, the four maps greatly underestimated the extent of the deciduous forest (dry forest); an ecosystem that faces high deforestation pressure and poses complications to the mapping of its extent from remotely sensed data. For the tropical dry forest sites, all maps have low forest cover accuracies (mean for Santa Rosa: 27%; mean for Chamela-Cuixmala: 56%). This has implications for policy implementation.  相似文献

This paper applies the concept of welfare environmentality to analyse Indonesia’s emerging national and project-based incentive frameworks, a key component to the climate programme reducing emissions from deforestation and forest degradation (REDD+). The paper adapts governmentality theory to explore the rationale and design of various incentive instruments, including government institutions to disburse financial payments and co-benefits to multiple recipients, as well as a local demonstration project in Central Kalimantan Province. These REDD+ incentives are often conflated with the neoliberalisation of the climate agenda, focused on the adoption of market instruments and the commodification of forest carbon. However, REDD+ incentives in Indonesia include diverse policy mechanisms and encompass multiple objectives – such as the delivery of social services and employment schemes aimed at improving community livelihoods. These incentives employ a welfare environmentality, where government agencies and their partners deliver certain rights and socio-economic security for communities in return for adopting practices that improve carbon and forest management. The application of welfare environmentality shows how incentive frameworks operate as a state intervention designed to restructure relations between people and environmental resources.  相似文献

Tropical deforestation provides a significant contribution to anthropogenic increases in atmospheric CO2 concentration that may lead to global warming. Forestation and other forest management options to sequester CO2 in the tropical latitudes may fail unless they address local economic, social, environmental, and political needs of people in the developing world. Forest management is discussed in terms of three objectives: carbon sequestration, sustainable development, and biodiversity conservation. An integrated forest management strategy of land-use planning is proposed to achieve these objectives and is centered around: preservation of primary forest, intensified use of nontimber resources, agroforestry, and selective use of plantation forestry. The information in this document has been wholly funded by the US Environmental Protection Agency. ABSTRACT: Australia's extremely limited water resources highlight the need for policy guidelines for management. During the 1970s, there was the gradual evolution of a national water resources policy, facilitated by a nationally agreed statement of objectives and culminating in a federal policy statement presented in 1979. However, the Australian constitution gives major responsibility for water resources to the states. Further, the federal policy statement seems to assume that each state has a water resources policy and that it accords with the nationally agreed objectives. This is not the case, and the practical management of Australia's water resources falls short of the principles set out in the policy document. The River Murray, the nation's major water resource, provides ample evidence of this fact. With very limited water resources, Australia urgently needs to reduce the disparity between principle and practice in their management.  相似文献

Sources of Deforestation in Tropical Developing Countries   总被引:8,自引:0,他引:8  
/ Key causes of tropical deforestation are investigated using cross-sectional data for 90 developing countries for the period 1981-1990. Regression results reveal that deforestation is associated with both development and scarcity. Deforestation accelerates with expanding infrastructure, trade, debt, investment in the human capital base, and resource-based economic expansion. On the other hand, absolute and relative scarcities-manifested by growing population pressures, food and land shortages, fuelwood dependency, and inequalities in access to land-are also key factors explaining forest loss. Thus, results point to a fundamental environmental conundrum: Development is required if countries are to alleviate scarcity-driven forms of forest exploitation but is itself a major cause of deforestation. Can countries balance development goals with forest protection? Setting aside the issue of its practical realization, the paper concludes that forest sustainable development cannot be achieved by implementing simple technical improvements in land-use practices alone. Securing the foundations for the sustainability of the forest base will require that countries address the underlying social processes driving tropical forest loss as well.KEY WORDS: Tropical deforestation; Developing countries; Rural land-use practices; Development; Scarcity.  相似文献

The problem of forest depletion needs to be given serious consideration in developing countries due to the preponderance of exploitative factors over regenerative factors. In most of the developing countries there is over-exploitation of forest resources and, unless an integrated forest resource policy is formulated and implemented, forest resources of the Third World will become the greatest ‘tragedy of the commons’.  相似文献

伴随着生态文明建设被确立为国家战略,环境规划成为一项保障城市与区域可持续发展的重要公共政策工具。为从主观判断转向客观计量分析评价我国环境规划研究领域的知识生产特征和趋势取向,以更好地促进高质量发展,本研究引入CiteSpace软件对中国知网数据库中与环境规划相关的1170篇论文文献进行分析,全面梳理了我国1992-2017年环境规划文献脉络演进轨迹,归纳其中演进特征与趋势取向。研究发现:①从环境规划的概念提出开始,我国在该领域的研究一直处于不断完善与扩展的状态,高被引论文关注方向较为广泛,反映出研究热点议题的多元;②研究学者合作网络初步浮现,但研究的学科多元交叉性仍有待提高,"高产"机构研究持续性较好,合作较为多元,但地域分布的不均衡性对我国多样环境问题解决所需的近域知识有效供给带来制约;③环境规划领域的研究以与生态环境或环境规划相关的具体问题为对象,多结合当期的经济社会与国家政策环境来进行开展,呈现出持续性与时效性相结合的特点,并逐渐由方法技术视角转向政策工具视角,即由仅解决环境问题为取向的研究转向将环境规划作为解决公共政策问题的研究;近期研究热点指向多规合一与空间规划,以及绿色发展理念的探讨,更加强调其与城市与区域规划之间的密切联系。  相似文献

Forest policy decisions are often a source of debate, conflict, and tension in many countries. The debate over forest land-use decisions often hinges on disagreements about societal values related to forest resource use. Disagreements on social value positions are fought out repeatedly at local, regional, national, and international levels at an enormous social cost. Forest policy problems have some inherent characteristics that make them more difficult to deal with. On the one hand, forest policy decisions involve uncertainty, long time scales, and complex natural systems and processes. On the other hand, such decisions encompass social, political, and cultural systems that are evolving in response to forces such as globalization. Until recently, forest policy was heavily influenced by the scientific community and various economic models of optimal resource use. However, growing environmental awareness and acceptance of participatory democracy models in policy formulation have forced the public authorities to introduce new participatory mechanisms to manage forest resources. Most often, the efforts to include the public in policy formulation can be described using the lower rungs of Arnstein’s public participation typology. This paper presents an approach that incorporates stakeholder preferences into forest land-use policy using the Analytic Hierarchy Process (AHP). An illustrative case of regional forest-policy formulation in Australia is used to demonstrate the approach. It is contended that applying the AHP in the policy process could considerably enhance the transparency of participatory process and public acceptance of policy decisions.  相似文献

This paper presents a decision support framework for environmental planning in developing countries. The interest in protecting the natural environment from pollution gained increased importance in the 1990s with a push by world communities for sustainable development. Developing countries as well as the industrialized nations are expected to cut down on pollution and control the use of non-renewable natural resources. Although the concept of sustainable development sounds plausible, it is difficult to implement in many countries due to their conflicting goals. The world-wide targets on emissions, use of fossil fuels, reduction in water and atmospheric pollution require the participation of every nation. These goals are not easily achievable by some of the poorer developing countries partly because of their economic dependence on natural resources and partly because of their inability to afford more modern and efficient technologies. Thus, environmental planning goals are often in conflict with the development,social and economic needs of a country. In this paper, we develop a decision support framework that utilizes multicriteria and optimization models to address environmental planning problems. This framework is based on identifying the priorities of conflicting goals by working through and reducing the conflicts. A strategic planning framework is introduced into the decision support system since national planning is a strategic issue and these goals can only be achieved by adopting a systemic view.  相似文献

It is evident that river basin development in Africa can do much to provide environmental stability to wildly erratic hydrologic and climatic cycles, to produce more food and to contribute to economic growth. The experience to date of river basin development in Africa has not proven as positive as in many developing countries. There are too many examples of ill-conceived and ill-suited schemes that contribute to further environmental degradation, social dislocation and hardship, and weaken already stressed national economies. The experience in Africa suggests that the real challenge for Africans to achieve environmentally self-sustaining water resources development lies in establishing the appropriate social and environmental context for physical development to take place. Attention needs to focus on regional development, multi-objective planning, community participation, environmental resiliency, the institutional arrangements for regional development, and the political and economic conditions within the basin states.  相似文献

The current use and management of freshwater is not sustainable in many countries and regions of the world. If current trends are maintained, about two-thirds of the world's population will face moderate to severe water stress by 2025 compared to one-third at present. This water stress will hamper economic and social development unless action is taken to deal with the emerging problems. The Comprehensive Assessment of the Freshwater Resources of the World, prepared by the United Nations and the Stockholm Environment Institute, calls for immediate action to prevent further deterioration of freshwater resources. Although most problems related to water quantity and quality require national and regional solutions, only a global commitment can achieve the necessary agreement on principles, as well as financial means to attain sustainability. Due to the central and integrated role played by water in human activities, any measures taken need to incorporate a wide range of social, ecological and economic factors and needs. The Assessment thus addresses the many issues related to freshwater use, such as integrated land and water management at the watershed level, global food security, water supply and sanitation, ecosystem requirements, pollution, strengthening of major groups, and national water resource assessment capabilities and monitoring networks. Governments are urged to work towards a consensus regarding global principles and guidelines for integrated water management, and towards their implementation in local and regional water management situations. The alternative development options available to countries facing water stress, or the risk thereof, needs to be considered in all aspects of development planning.  相似文献

Jamaica is a small island that is losing its forest cover at a rapid rate. Due to the dependency of its largely poor population on the many services and functions its forests provide, this loss threatens to have substantial socioeconomic and ecological consequences for the country. Despite these basic facts, the problem of Jamaican deforestation has received very little attention from the scientific community. This article presents results of an island-wide, satellite-based study of forest change for Jamaica for the period 1987–1992, which was supplemented by a field trip to the island in 1999 to assess the overall accuracy of the estimate. Landsat MSS images, which are available only up until 1992, have proved to be an invaluable and cost-effective resource for mapping forest change in the tropics, particularly in large areas. A supervised classification indicates that Jamaica experienced an average annual deforestation rate of 3.9% for this period, a figure higher than existing estimates based on partial ground surveys but lower than the FAO's 1990 Tropical Forest Assessment of 5.3% for 1981–1990. Deforestation estimates for Jamaica's 14 parishes are also presented, based on the integration of satellite-derived forest classification maps with a parish administrative boundaries map of the island in a GIS. A correlation analysis between parish deforestation estimates and socioeconomic and land use/quality indicators derived from official sources suggests that deforestation is occurring most rapidly in highly populated areas possessing large numbers of small farmers who live and work under resource-poor conditions. By providing a sense of the magnitude of and main forest loss hotspots, it is hoped that these national and subnational level forest estimates will draw scientific attention to the problem of deforestation on the island. In addition, the socioeconomic analysis may provide policy-makers and planners with some sense of the relative contribution of underlying driving process in this deforestation as a first step toward the creation of effective social programs to combat the problem.  相似文献

For the past two decades, planners and researchers have struggled to define concepts of sustainable development, but most definitions are too general. Goals need to be more specific and will vary to reflect the different conditions and national development policies across countries. A national Delphi survey, using two sequential questionnaires, was conducted in Zimbabwe during late 1992 with a broad cross-section of stakeholders. The survey identified, clarified and ranked 34 national objectives for environmentally sustainable development in Zimbabwe. Survey respondents weighted environmental objectives in development planning higher than both economic and social objectives. The ranked objectives will help guide the country's efforts to implement environmentally sustainable development and associated policy measures.  相似文献

随着国家政策导向提出实现生物多样性整体性、系统性保护的要求,新时期背景下的生物多样性保护除了注重实现生物多样性在自然生态系统、生物物种、遗传资源(基因)三方面的协同性整体性保护以外,还强调了实现自然生态系统平衡、维护国家安全等总体性目标。在此背景下,本文建议,生物多样性保护法律体系也应当在推动立法实践、提升国家安全治理能力、整合现有立法资源等方面发挥其应有价值。从系统性的角度出发,明确法律体系贯彻生物多样性整体性保护理念、执行国家战略部署以及平衡多元化利益的应有定位,并在此基础上从整体性目标的树立、网格联动性的体系构建、合理配置现行法律制度等方面探寻系统性法律体系的构建路径,将有效发挥我国生物多样性保护法律体系在服务社会需求、回应国家政策导向等方面的制度支撑价值。  相似文献

Data used in quantitative studies of global tropical deforestation are typically of poor quality. These studies use either cross-sectional or panel data to measure the contribution of social and land use factors to forest decline world wide. However, there are pitfalls in the use of either type of data. Panel data studies treat each year's observation as a distinct, reliable, data point, when a careful examination of the data reveals this assumption to be implausible. In contrast, cross-sectional studies discard most of the time series information in the data, calculating a single average deforestation rate for each country. In this paper, we argue for a middle road between these two approaches: one that does not treat the time series information as completely reliable but does not disregard it altogether. Using a well-known global forest data set (FAO's Production Series Yearbooks), we argue that the most the data can reliably tell us is whether a country's deforestation rate falls into one of four categories or country 'path choices'. We then use the data categorised in this way in a small empirical investigation of the socio-economic causes of deforestation. This multinomial logit framework allows for the determination of the influence of independent variables on the probability that a country will follow one deforestation path vs. another. Results from the logit analysis of key social and land use indicators chosen for their importance in the literature in driving deforestation suggest that the effect of these variables will differ for countries depending on the particular set of deforestation trajectories in question.  相似文献

The Nigerian forests have been subjected to unguarded exploitation over the years. Although there is overwhelming empirical evidence, which show that Nigeria's forest, may soon vanish, available statistics have shown its increasing importance in the energy sector. With increasing population come the attendant demands on the biotic environment through increased land clearing, deforestation, devegetation, decertification, with attendant soil erosion, flooding, sand dune formation, and changes in the micro-climate with consequent loss of biological productivity and associated socio-economic and socio-political problems in the country. There is therefore the need to adopt measures that will shift the attention of the Nigerian populace from the forest to satisfy their energy needs. However, such measures that will address the challenges confronting the forestry, forest-based energy systems and the environment should be consistent with the development needs, resources and priorities of the nation. Hence, for sustainable forest-energy-environment interactions, a holistic and integrated strategy that can be adopted to minimise the observed forest depletion must take cognisance of options from various land use practices, energy and forest sectors. The focus of this paper is on a strategy of options from both the energy and forest sectors. Based on the socio-economic, socio-political and environmental analyses of various options from the energy and forest sectors, the philosophy behind the mosaic approach to sustainable development has been considered in developing the proposed strategy. Policy measures to implement this strategy of options in the national development programs are also suggested.  相似文献

Recent state of forest biodiversity at the European level was reviewed and analysed with respect to the current requirements from the environmental policies as well as with respect to scientific findings in the field. The analysis reveals the main deficits and development needs, and outlines some possible courses for future action. Specific reference is given to the boreal, Atlantic and continental regions of Europe.Especially the operational definition of biodiversity, the selection of the scale and consideration of the most appropriate indicators and data collection methods are of primary importance when defining a monitoring approach. The results of a recent assessment at national scale contribute to an improved understanding, but show some shortcomings with respect to the level of detail. The high variability of the distribution, structure and composition of forests in Europe can be comprised only partially when the monitoring follows national borders. To detect changes in time for corrective measures and to be able to apply appropriate threshold values for biodiversity indicators a more detailed approach, which takes into account different bio-geographical regions and forest ecosystem types, is needed. Technically, this could be based on aggregation national forest inventories or European-wide sampling scheme combined with remote sensing data and distinct forest types or categories.  相似文献

ABSTRACT Water resources planning in India since the First Five-Year Plan (1951-1956) has been a very important part of national development planning. However, records show that the results of such planning in the last three decades have fallen short of expectations because of various complex factors. Most of the limiting factors are administrative, political, legal, and philosophical, involving premature comprehensive planning, arbitrary selection of plan targets, administrative “red-tape,” ineffective coordination among water resources related departments, and water ownership conflicts among various states and with neighboring countries. Other constraints are related to a lack of adequate dependable data, the inadequacy of project feasibility studies, and a lack of social and political discipline necessary for adequate mobilization of financial resources.  相似文献

The problem of forest degradation and loss has become the concern of many countries. To address this challenge, some collaborate in sustainable forest management. The most successful outcomes, however, are observed where local participation is an essential part of conservation efforts. In Ghana, forests have experienced various degrees of exploitation over the years, resulting in their ecological decline. Despite its designation as a protected area for biodiversity and ecosystem services, the Atewa Range Forest Reserve in Ghana has been significantly impacted by deforestation, illegal mining, and other destructive activities. The purpose of this paper is to examine ecologically based management approaches that could be adopted to generate beneficial outcomes for all forest stakeholders and actors in Ghana. The study sampled forest stakeholders in Kwabeng, the administrative capital of the Atewa West District, to understand forest governance challenges and outline strategies for overcoming them. The study revealed that a bottom-up all-inclusive approach to managing forest resources is necessary. This paper, therefore, proposes an integrated forest governance that prioritizes the UN Sustainable Development Goal 15—Life on Land-related to forest preservation.  相似文献

Across the Americas, biofuels production systems are diverse due to geographic conditions, historical patterns of land tenure, different land use patterns, government policy frameworks, and relations between the national state and civil society, all of which shape the role that biofuels play in individual nations. Although many national governments throughout the Americas continue to incentivize growth of the biofuels industry, one key challenge for biofuels sustainability has been concern about its social impacts. In this article, we discuss some of the key social issues and tensions related to the recent expansion of biofuels production in Mexico, Colombia, and Brazil. We argue that a process of “simplification” of ecological and cultural diversity has aided the expansion of the biofuels frontier in these countries, but is also undermining their viability. We consider the ability of governments and non-state actors in multi-stakeholder initiatives (MSI) to address social and environmental concerns that affect rural livelihoods as a result of biofuels expansion. We analyze the tensions between global sustainability standards, national level policies for biofuels development, and local level impacts and visions of sustainability. We find that both government and MSI efforts to address sustainability concerns have limited impact, and recommend greater incorporation of local needs and expertise to improve governance.  相似文献
