Improving Community-Based Conservation Near Protected Areas: The Importance of Development Variables

Community-based conservation projects implemented in conjunction with protected area management often struggle to meet expectations.
This article argues that outcomes will improve if project leaders pay closer attention to four development indicators—rights,
capacity, governance, and revenue—that are often taken for granted or considered beyond the scope of local conservation projects.
I make the case for focusing on these variables in four steps. First, I distinguish community-based conservation linked to
protected area management from community-based institutions studied by scholars of the commons. Second, I draw on the theory
and practice of international development to highlight the central relevance of the variables highlighted in this article
to development projects at all levels. Third, I discuss the four variables in some detail, considering problems of definition
and measurement and reviewing possible interactions among them. Fourth, to illustrate the influence of the variables in particular
cases, I review outcomes from community-based conservation projects implemented near protected areas in El Salvador and Zimbabwe. 相似文献

Protected areas are designated to protect species and other features known to be present at the time of designation, but over time the information about the presence of protected species may change and this should call for a continued review of conservation objectives. Published scientific literature is one of the possible information sources that would trigger a review of conservation objectives. We studied how published data on new discoveries of protected animal species were taken into account by the nature conservation authorities in updating species lists of Natura 2000 sites in the European Union, which are the basis for conservation planning at the site-level. Over the period studied (2000–2011) only 40 % of published new protected species records were recognized by the authorities. The two main reasons for this seem to be a reliance on other sources of information by authorities and the difficulty in finding relevant information in scientific papers. The latter is because published faunistic information is very fragmented among different journals, and often insufficient in details. We recommend better cooperation between authors, publishers, and nature conservation authorities in terms of information presentation, publishing policy, and a regular review of published information. 相似文献

The primary objective of planning in protected natural areas should be the conservation of their inherent natural values. With this idea in mind, a proposal of an objective method for the environmental planning of a protected natural area is presented. The method used was principal components analysis, a multivariate analysis technique that integrates the natural value and the state of conservation (the degree of alteration due to human activity) of the main characteristics of the environment. Despite the popularity of marine protected areas (MPAs) as a management tool, increasing evidence shows that many fail to
achieve conservation objectives. Although several MPAs exist in Sri Lanka, most are not managed, and resource extraction and
habitat degradation continue unabated. At present, the declaration and management of MPAs is carried out without adequate
consideration of the ecology, socioeconomic realities, or long-term management sustainability. Managers have focused more
toward the creation of new legislation and protected areas rather than ensuring the implementation of existing regulations
and management of existing protected areas. Poor coordination and a lack of serious political will have also hindered successful
resource management. As in other developing countries, MPA managers have to contend with coastal communities that are directly
dependant on marine resources for their subsistence. This often makes it unfeasible to exclude resource users, and MPAs have
failed to attract necessary government support because many politicians are partial toward the immediate needs of local communities
for both economic and political reasons. A more integrated approach, and decisions based on the analysis of all relevant criteria
combined with a concerted and genuine effort toward implementing strategies and achieving predetermined targets, is needed
for effective management of MPAs and the sustainable use of marine resources in Sri Lanka. 相似文献

This article examines the use of forests in a protected area by nearby agriculturalists in central Vietnam. Research indicates
that the majority of rural farmers interviewed who lived near a state designated protected area were receiving both subsistence
and cash incomes from forest-based activities, primarily from the collection of forest products. However, much of the collection
of forest produce was officially illegal, as it occurred in state protected forests, and interdiction efforts were on the
increase. Yet, little attention has been paid in Vietnam to the need for income substitution for households who lose access
to forest produce as a result of conservation enforcement, particularly in the case of farmers who live near, but not in,
protected areas; their resources use has been ‘invisible’ due to a lack of attention and research on the topic. This misunderstanding
of the importance of forests to rural farmers has the potential to result in households facing adverse welfare and livelihood
outcomes as protected areas boundaries are tightened, and local communities face increased opportunity costs due to stricter
conservation enforcement. The article concludes that substitution for loss of income due to conservation activities would
best be achieved through carefully targeted interventions to specific high-impact and high-dependency households. Additionally,
investments in new sources of wage labor and other low capital-input activities, rather than in agriculture, would likely

Marine protected areas are not established in an institutional and governance vacuum and managers should pay attention to the wider social–ecological system in which they are immersed. This article examines Islas Choros-Damas Marine Reserve, a small marine protected area located in a highly productive and biologically diverse coastal marine ecosystem in northern Chile, and the interactions between human, institutional, and ecological dimensions beyond those existing within its boundaries. Through documents analysis, surveys, and interviews, we described marine reserve implementation (governing system) and the social and natural ecosystem-to-be-governed. We analyzed the interactions and the connections between the marine reserve and other spatially explicit conservation and/or management measures existing in the area and influencing management outcomes and governance. A top-down approach with poor stakeholder involvement characterized the implementation process. The marine reserve is highly connected with other spatially explicit measures and with a wider social–ecological system through various ecological processes and socio-economic interactions. Current institutional interactions with positive effects on the management and governance are scarce, although several potential interactions may be developed. For the study area, any management action must recognize interferences from outside conditions and consider some of them (e.g., ecotourism management) as cross-cutting actions for the entire social–ecological system. We consider that institutional interactions and the development of social networks are opportunities to any collective effort aiming to improve governance of Islas Choros-Damas marine reserve. Communication of connections and interactions between marine protected areas and the wider social–ecological system (as described in this study) is proposed as a strategy to improve stakeholder participation in Chilean marine protected areas. 相似文献

The lack of scientific baseline information hinders appropriate design and management of protected areas. To illustrate the value of science to management, we consider five scenarios for the 202.0 km² Puerto Princesa Subterranean River National Park, Philippines: (1) closure to human activities, (2) and (3) two levels of increase in unplanned human activities, (4) creation of a forest corridor and (5) additional allocation of land for permanent or shifting agriculture. We then use habitat-specific bird density estimates to simulate the net effect of each scenario on 18 focal bird populations. Closure has significant benefits—populations of five species are predicted to increase by >50 % and nine by >25 %, but two secondary forest flycatchers, including the endemic and ‘Vulnerable’ Palawan flycatcher, decline dramatically, while the creation of a 4.0 km² forest corridor yields average increases across species of 2 ± 4 % (SD). In contrast, heavier unplanned park usage produces declines in all but a few species, while the negative effects of an extra 2.0 km² of shifting cultivation are 3–5 times higher than for a similar area of permanent agriculture and affect species whose densities are highest in primary habitats. Relatively small changes within the park, especially those associated with agricultural expansion, has serious predicted implications for local bird populations. Our models do not take into account the full complexities of bird ecology at a site, but they do provide park managers with an evidence base from which to make better decisions relating to biodiversity conservation obligations which their parks are intended to meet. 相似文献

This article discusses the current problems and issues associated with the implementation of a National System of Marine Protected
Areas in Brazil. MPA managers and higher governmental level authorities were interviewed about their perceptions of the implementation
of a national MPA strategy and the recent changes in the institutional arrangement of government marine conservation agencies.
Interviewees’ narratives were generally pessimistic and the National System was perceived as weak, with few recognizable marine
conservation outcomes on the ground. The following major flaws were identified: poor inter-institutional coordination of coastal
and ocean governance; institutional crisis faced by the national government marine conservation agency; poor management within
individual MPAs; problems with regional networks of marine protected areas; an overly bureaucratic management and administrative
system; financial shortages creating structural problems and a disconnect between MPA policy and its delivery. Furthermore,
a lack of professional motivation and a pessimistic atmosphere was encountered during many interviews, a malaise which we
believe affects how the entire system is able to respond to crises. Our findings highlight the need for a better understanding
of the role of ‘leadership’ in the performance of socio-ecological systems (such as MPA networks), more effective official
evaluation mechanisms, more localized audits of (and reforms if necessary to) Brazil’s federal biodiversity conservation agency
(ICMBio), and the need for political measures to promote state leadership and support. Continuing to focus on the designation
of more MPAs whilst not fully addressing these issues will achieve little beyond fulfilling, on paper, Brazil’s international

This paper discusses the complexity of the protected area mosaic that has evolved in the United Kingdom over the past 40 or so years. Experimental matrices have been used to assist in the analysis of the various types of protected areas. The trend has been towards the development of protected areas to serve multiple objectives, although categories of protected area introduced under European legislation are more narrowly defined. There has been a proliferation in the number of categories of protected area in the past ten years; since 1990 six new categories of protected area have been established, two resulting from European directives. Most of the protected areas operate indirectly through the planning system and/or voluntary agreements. However, a distinction is drawn between systems for nature conservation and landscape protection with the former relying more on direct controls (ownership and/or legal force). There is considerable potential overlap of protected areas. New categories of protected area have often been superimposed upon the existing system without consideration of whether they will result in duplication of effort, expenditure etc. We conclude that there is scope for some rationalization of the system. Ideally this would involve replacing existing protected areas with broader based ones but considerable simplification could be obtained in practice by making the powers of the agencies more flexible and changing the administrative arrangements for managing the various protected areas. 相似文献

Using resource-monitoring data from seven protected areas, the effectiveness of three campfire policies—campfire ban, designated campfires, and unregulated campfires—were assessed based on the number of fire sites and the amount of tree damage. Results indicate that unregulated campfire policies permitted substantial numbers of fire sites and tree damage in campsites, although fire bans did not eliminate or even substantially decrease these problems. A designated campfire policy was effective in decreasing number of fire sites, but little difference was found among policies regarding tree damage. Given the importance of campfires to visitor experiences, campfire prohibitions could be viewed as unnecessarily restrictive based on their limited success in preventing resource damage. Conclusions encourage protected-area managers to consider designated campfire policies and prohibitions on axes, hatchets, and saws to better meet resource protection and visitor experience mandates. 相似文献

Planning and management for recreational activities in protected areas involves an understanding of many complex factors.
Segmentation of recreation demand and of the main physical or sporting activities can contribute to the design of more efficient
management strategies, which may help to maintain or significantly enhance satisfaction with the recreation experience, and
this in turn could improve the interest in and appreciation of the natural environment. The current study examined the motivations
of hikers in three small Natura 2000 protected areas. It establishes a typology or categorization as a contribution to better
management based on a survey conducted through on-site personal interviews with a representative sample of 569 hikers. Through
an analysis of the principal intervening components by means of cluster analysis, we identified three groups of hikers based
on three motivational dimensions: (1) nature-minded hikers, (2) sporting hikers and (3) general-purpose hikers. The most striking
results were the significant differences among group variables related to visit behaviour (frequency and duration of visits
and number of people per group), previous knowledge (protection status of the areas) and recreational frequentation (trail
categories and protected areas visited). A positive correlation between the degree of sympathy for nature and the degree of
satisfaction with the recreational experience (including positive evaluation of the public facilities, signposting and services
offered) was also observed. The results are discussed in terms of their applicability and implications in hiking management
in protected natural areas such as those of Natura 2000. 相似文献

This paper proposes a method to select forest restoration priority areas consistently with the key principles of the Ecosystem
Approach (EA) and the Forest Landscape Restoration (FLR) framework. The methodology is based on the principles shared by the
two approaches: acting at ecosystem scale, involving stakeholders, and evaluating alternatives. It proposes the involvement
of social actors which have a stake in forest management through multicriteria analysis sessions aimed at identifying the
most suitable forest restoration intervention. The method was applied to a study area in the native forests of Northern Argentina
(the Yungas). Stakeholders were asked to identify alternative restoration actions, i.e. potential areas implementing FLR.
Ten alternative fincas—estates derived from the Spanish land tenure system—differing in relation to ownership, management,
land use, land tenure, and size were evaluated. Twenty criteria were selected and classified into four groups: biophysical,
social, economic and political. Finca Ledesma was the closest to the economic, social, environmental and political goals,
according to the values and views of the actors involved in the decision. This study represented the first attempt to apply
EA principles to forest restoration at landscape scale in the Yungas region. The benefits obtained by the application of the
method were twofold: on one hand, researchers and local actors were forced to conceive the Yungas as a complex net of rights
rather than as a sum of personal interests. On the other hand, the participatory multicriteria approach provided a structured
process for collective decision-making in an area where it has never been implemented. 相似文献

Partnerships between natural-area managers and the tourism industry have been suggested to contribute to sustainability in
protected areas. This article explores how important sustainability outcomes of partnerships are to their members, how well
they are realised and the features of partnerships leading to their achievement. In 21 case studies in Australia, interviews
(n = 97) and surveys (n = 100) showed that of 14 sustainability outcomes, improved understanding of protected areas values and improved biodiversity
conservation were the most important. Other highly ranked outcomes were greater respect for culture, heritage, and/or traditions;
improved quality of environmental conditions; social benefits to local communities; and improved economic viability of the
protected area. Scores for satisfaction with outcomes were, like those for importance, all high but were less than those for
importance for the majority, with improvement in quality of environmental conditions showing the largest gap. The satisfaction
score exceeded that for importance only for increased competitiveness of the protected area as a tourist destination. “Brown”
aspects of sustainability, i.e., decreased waste or energy use, were among the lowest-scoring outcomes for both importance
and satisfaction. The most important factor enabling sustainability outcomes was provision of benefits to partnership members.
Others were increased financial support, inclusiveness, supportive organisational and administrative arrangements, direct
involvement of decision makers, partnership maturity, creation of new relationships, decreased conflict, and stimulation of
innovation. Improving sustainability outcomes, therefore, requires maintaining these partnership attributes and also increasing

This paper examines the recent evolution in the governance of protected area tourism in China. China now sees cooperation
in the form of public-private partnerships occurring between authorized private tourism enterprises in various organizational
forms and the public managers from specific portfolio departments of governments at different levels. Three types of governance
models are visible: the Leasing Model, the Non-listed Share-holding Model, and the Public-listed Share-holding Model. Theories
of corporate governance were applied to these models to analyze the internal and external mechanisms of supervision and incentives
for both the government agencies and the authorized tourism enterprises for nature-based tourism operations. The Principal-Agent
problem and the supervision mechanism are the focus of the analysis. The emerging governance approaches for tourism in protected
areas of China are all theoretically viable, as explained by the theory of property rights and corporate governance, and practically
viable as elaborated in the cases of the three types of governance models summarized in this paper. 相似文献

/ An approach to evaluating the effectiveness of management of protected areas is proposed. This approach has been used in developing an evaluation strategy for the Fraser Island World Heritage Area in Australia. The main component of the strategy is built upon the desired outcomes specified in the management plan for the area and thus provides a basis for assessing the extent to which the plan's objectives are being achieved. A series of monitoring programs have been proposed to enable this assessment. Examples of monitoring programs developed as part of the evaluation strategy are presented. A second component of the strategy monitors the implementation of the management plan. A management information system has been developed to record and report on the extent to which the specific actions specified in the management plan have been implemented. The article analyses the possibilities of developing an integrated indicator and a model of the assessment of forests naturalness
using the data from the database of mountainous spruce forests situated in the Western Carpathians of Slovakia. The article
presents two variants of such a model, one based on discriminant analysis, while the second one using an additive approach.
The analysis of the data from mountainous spruce forests revealed significant indicators of forest naturalness degree: the
arithmetic mean of the ratio between crown length and tree height, the deadwood volume, the coverage of grasses, the coverage
of mosses and lichens, and the aggregation index. In addition, the coefficient of variation of tree diameters was included
in the final model, since its presence in the model had a positive influence on the correctness of the classification of the
forest naturalness degree. The correctness of the classification of the proposed discriminant model was 74.5%. For the additive
model, the ranges of the values of the integrated indicator were defined for every degree of forest naturalness by taking
into account the error ranges of the arithmetic mean values and the percentiles of the values in individual degrees of forest
naturalness. The overall correctness of the classification with the additive model was 63.4%. In the second step, the scheme
how to apply the classification model of the forest naturalness degree in the decision-making process of designating as a
forest protected areas was proposed. In this scheme, the degree of forest naturalness is considered as a basic criterion for
the determination of nature-conservation value of forest ecosystems. As further decision-making criteria we identified the
possibility to restore, or the possibility to improve the naturalness of less natural forest ecosystems, which are designated
as protected; the occurrence of the endangered species; and the occurrence of other natural values. 相似文献

There is now a wealth of international experience and lessons about options for managing environmentallysensitive zones. This paper1 provides a brief guide to two sets of options, regulatory instruments and incentive measures, that are commonly used to manage special areas. Managementapproachesthat combine both sets of tools are then reviewed, including integrated coastal zone management, municipal-level programmes and efforts to promote sustainable local development such as eco-tourism. The paper concludes that, regardless of which approach is applied to a protected area, the key threats to an area's sustainability must be identified and addressed. Examples and case studies of both good and poor practice are included to illustrate the use of different options. This article discusses how the concept of integrated learning systems provides a useful means of exploring the functional
linkages between the governance and management of public protected areas. It presents a conceptual framework of an integrated
learning system that explicitly incorporates learning processes in governance and management subsystems. The framework is
premised on the assumption that an understanding of an integrated learning system is essential if we are to successfully promote
learning across multiple scales as a fundamental component of adaptability in the governance and management of protected areas.
The framework is used to illustrate real-world situations that reflect the nature and substance of the linkages between governance
and management. Drawing on lessons from North America and Africa, the article demonstrates that the establishment and maintenance
of an integrated learning system take place in a complex context which links elements of governance learning and management
learning subsystems. The degree to which the two subsystems are coupled influences the performance of an integrated learning
system and ultimately adaptability. Such performance is largely determined by how integrated learning processes allow for
the systematic testing of societal assumptions (beliefs, values, and public interest) to enable society and protected area
agencies to adapt and learn in the face of social and ecological change. It is argued that an integrated perspective provides
a potentially useful framework for explaining and improving shared understanding around which the concept of adaptability
