In China, local governments of many areas prefer to give priority to the development of heavy industrial clusters in pursuit of high value of gross domestic production (GDP) growth to get political achievements, which usually results in higher costs from ecological degradation and environmental pollution. Therefore, effective methods and reasonable evaluation system are urgently needed to evaluate the overall efficiency of industrial clusters. Emergy methods links economic and ecological systems together, which can evaluate the contribution of ecological products and services as well as the load placed on environmental systems. This method has been successfully applied in many case studies of ecosystem but seldom in industrial clusters. This study applied the methodology of emergy analysis to perform the efficiency of industrial clusters through a series of emergy-based indices as well as the proposed indicators. A case study of Shenyang Economic Technological Development Area (SETDA) was investigated to show the emergy method’s practical potential to evaluate industrial clusters to inform environmental policy making. The results of our study showed that the industrial cluster of electric equipment and electronic manufacturing produced the most economic value and had the highest efficiency of energy utilization among the four industrial clusters. However, the sustainability index of the industrial cluster of food and beverage processing was better than the other industrial clusters.  相似文献

In this exploratory study we use existing in situ qualitative and quantitative data on biophysical and social indicators to compare two contrasting Swedish farming systems (low intensity and high intensity) with regard to ecosystem service supply and demand of a broad suite of services. We show that the value (demand) placed on a service is not necessarily connected to the quantity (supply) of the service, most clearly shown for the services recreation, biodiversity, esthetic experience, identity, and cultural heritage. To better capture this complexity we argue for the need to develop portfolios of indicators for different ecosystem services and to further investigate the different aspects of supply and demand. The study indicates that available data are often ill-suited to answer questions about local delivery of services. If ecosystem services are to be included in policy, planning, and management, census data need to be formatted and scaled appropriately.  相似文献

The purpose of this paper is to integrate the concepts of ecosystem services and disservices when assessing the efficacy of using urban forests for mitigating pollution. A brief review of the literature identifies some pollution mitigation ecosystem services provided by urban forests. Existing ecosystem services definitions and typologies from the economics and ecological literature are adapted and applied to urban forest management and the concepts of ecosystem disservices from natural and semi-natural systems are discussed. Examples of the urban forest ecosystem services of air quality and carbon dioxide sequestration are used to illustrate issues associated with assessing their efficacy in mitigating urban pollution. Development of urban forest management alternatives that mitigate pollution should consider scale, contexts, heterogeneity, management intensities and other social and economic co-benefits, tradeoffs, and costs affecting stakeholders and urban sustainability goals.  相似文献

Estonia has made relatively fast progress in developing its environmental policy and drafting legislation during the last decade. Strategic environmental documents and programmes have been elaborated, and Estonia has successfully started to implement the goals set in these documents. Implementation of agreed environmental policy goals requires significant financial resources as well as know-how, and international cooperation is one of the most important sources of them. Bilateral environmental cooperation with Northern and Central European countries, which is based on international regime-like arrangements and is well institutionalised, has been and still is an important source of know-how as well as financial assistance for the improvement of the state of the environment in Estonia. Experience acquired in this cooperation process has also helped Estonia to pave the way towards successful accession negotiations with the European Union.  相似文献

BACKGROUND, AIM AND SCOPE: With respect to the enormous increase of chemical production in the last decades and the tens of thousands of individual chemicals on the market, the permanent improvement of chemical management is a permanent target to achieve the goals of sustainable consumption and production set by the WSSD in Johannesburg 2002. MAIN FEATURES: Several approaches exist to describe sustainability of chemistry. However, commonly agreed criteria are still missing. There is no doubt that products of modern chemistry help to achieve important goals of sustainability and that significant improvements have occurred regarding direct releases from production sites, but several facts demonstrate that chemistry is far from being sustainable. Still too many chemicals exhibit hazardous characteristics and pose a risk to health and environment. Too many resources are needed to produce chemicals and finished products. RESULTS AND CONCLUSION: Therefore, a strategy for sustainability of chemistry should be developed which comprises the following main elements: 1. Sustainable chemicals: sustainable chemical management includes a regulatory framework which makes no difference between new and existing chemicals, contains efficient information flow through the supply chain which allows users to handle chemicals safely and offers an authorisation procedure and/or an efficient restriction procedure for substances of high concern. This regulatory scheme should promote the development of inherently safe chemicals. 2. Sustainable chemical production: Sustainable chemical production needs the development and implementation of emerging alternative techniques like selective catalysis, biotechnology in order to release less CO2 and less toxic by-products, to save energy and to achieve higher yields. Information exchange on best available techniques (BAT) and best environmental practices (BEP) may help to promote changes towards more sustainability. 3. Sustainable products: An integrated product policy which provides a framework for sustainable products promotes the development of products with a long-term use phase, low resource demand in production and use, low emission of hazardous substances and properties suitable for reuse and recycling. This may be promoted by eco-labelling, chemical leasing concepts and extended information measures to enhance the demand of consumers and various actors in the supply chain for sustainable products. RECOMMENDATION AND PERSPECTIVE: Important tools for the promotion of sustainable chemistry are the abolition of barriers for innovation in legislation and within the chemical industry, more transparency for all users of chemical products, a new focus on sustainability in education and research, and a new way of thinking in terms of sustainability.  相似文献

This study aims to establish a common Key Performance Indicators (KPIs) framework for reporting about the gypsum industry biodiversity at the European level. In order to integrate different opinions and to reach a consensus framework, an original participatory process approach has been developed among different stakeholder groups: Eurogypsum, European and regional authorities, university scientists, consulting offices, European and regional associations for the conservation of nature, and the extractive industry. The strategy is developed around four main steps: (1) building of a maximum set of indicators to be submitted to stakeholders based on the literature (Focus Group method); (2) evaluating the consensus about indicators through a policy Delphi survey aiming at the prioritization of indicator classes using the Analytic Hierarchy Process method (AHP) and of individual indicators; (3) testing acceptability and feasibility through analysis of Environmental Impact Assessments (EIAs) and visits to three European quarries; (4) Eurogypsum final decision and communication. The resulting framework contains a set of 11 indicators considered the most suitable for all the stakeholders. Our KPIs respond to European legislation and strategies for biodiversity. The framework aims at improving sustainability in quarries and at helping to manage biodiversity as well as to allow the creation of coherent reporting systems. The final goal is to allow for the definition of the actual biodiversity status of gypsum quarries and allow for enhancing it. The framework is adaptable to the local context of each gypsum quarry.  相似文献

To study future, sustainable production systems, a step-wise method was used to create three future scenarios for pig production based on different sustainability goals. The first scenario focused on animal welfare and the natural behavior of the animals. The second targeted low impacts on the environment and the efficient use of natural resources. The third scenario aimed at product quality and safety. Each scenario fulfilled different aspects of sustainability, but there were goal conflicts because no scenario fulfilled all sustainability goals. The scenarios were then parameterized. The environmental impact was calculated using the life-cycle assessment (LCA) methodology, and the economic cost was calculated from the same data set. The cost per kilo of pork was highest for the animal welfare scenario and similar for the other two scenarios. The environmental scenario had the lowest environmental impact, and the product-quality scenario the highest. The results are discussed based on different future priorities.  相似文献

Following formative work in the 1970s, disappearance in the 1980s, and reemergence in the 1990s, a chronological review shows that the past decade has witnessed increasing interest in the study of urban metabolism. The review finds that there are two related, non-conflicting, schools of urban metabolism: one following Odum describes metabolism in terms of energy equivalents; while the second more broadly expresses a city's flows of water, materials and nutrients in terms of mass fluxes. Four example applications of urban metabolism studies are discussed: urban sustainability indicators; inputs to urban greenhouse gas emissions calculation; mathematical models of urban metabolism for policy analysis; and as a basis for sustainable urban design. Future directions include fuller integration of social, health and economic indicators into the urban metabolism framework, while tackling the great sustainability challenge of reconstructing cities.  相似文献

BACKGROUND AND SCOPE: Since its inception two decades ago, the concept of sustainable development has suffered from a proliferation of definitions, such that it has increasingly come to mean many things to many different people. This has limited its credibility, called into question its practical application and the significance of associated achievements and, overall, limited the progress in environmental and social developments which it was designed to underpin. GOAL: This viewpoint article is intended to re-open the concept of sustainable development for discussion 20 years on from the Brundtland Report, in the context of the current state of the world, our growing understanding of ecosystems and their response to stressors and the parallel increase in recognition of inherent limitations to that understanding. APPROACH: Following a brief review of the diverse manner in which the concept has developed over time, we present the case for application of a series of simple conditions for sustainability, originally developed by The Natural Step in the early 90s, which nevertheless still provide a sound basis on which progress towards sustainable development could be monitored. The paper also highlights the unavoidable links between sustainability and ethics, including those in the sensitive fields of population and quality of life. DISCUSSION: Overall we argue the need for the concept of sustainable development to be reclaimed from the plethora of economically-focused or somewhat vague and un-measurable definitions which have found increasing favour in recent years and which all too often accompany relatively minor progress against 'business as usual'. RECOMMENDATIONS AND PERSPECTIVES: The vision encapsulated in the Brundtland Report was ground-breaking. If, however, true sustainability in human interactions with the biosphere is to be realised, a far stronger and more empirical interpretation of the original intent is urgently required. To be effective, such an interpretation must encompass and guide developments in political instruments and public policy as well as corporate decision-making, and must focus increasingly on addressing the root causes of major threats to sustainability rather than just their consequences.  相似文献

Policies at multiple levels pronounce the need to encompass both social and ecological systems in governance and management of natural capital in terms of resources and ecosystems. One approach to knowledge production and learning about landscapes as social–ecological systems is to compare multiple case studies consisting of large spaces and places. We first review the landscape concepts’ biophysical, anthropogenic, and intangible dimensions. Second, we exemplify how the different landscape concepts can be used to derive measurable variables for different sustainability indicators. Third, we review gradients in the three dimensions of the term landscape on the European continent, and propose to use them for the stratification of multiple case studies of social–ecological systems. We stress the benefits of the landscape concepts to measure sustainability, and how this can improve collaborative learning about development toward sustainability in social–ecological systems. Finally, analyses of multiple landscapes improve the understanding of context for governance and management.  相似文献

Aquaculture has been seen as a solution to food/protein availability in rural populations of poor countries. It is mainly based on exotic species, that produce changes in host system dynamics once introduced. Aquaculture not only changes the ecology of freshwater systems, but can also lead to modification of social relations. Until now, aquaculture programs have not been adequately analyzed no questioned enough. We evaluate both ecological effects and local social benefits of common carp aquaculture programs in shallow ponds of rural areas, using a municipality in Central Mexico as a case study. Using an "environmental entitlements" approach, our findings suggest that: i) carp aquaculture increases water turbidity and depletes native species reducing the poor people's access to them; ii) aquaculture mainly benefits pond owners rather than poor peasants. This mainly results from changes in fishing rights. We conclude that aquaculture policy goals and assumptions of benefits should be reviewed, if the negative ecological effects are to be decreased and conditions for people in rural areas are to be improved.  相似文献

Conservation efforts are increasingly supported by ecosystem service assessments. These assessments depend on complex multi-disciplinary methods, and rely on a number of assumptions which reduce complexity. If assumptions are ambiguous or inadequate, misconceptions and misinterpretations may arise when interpreting results of assessments. An interdisciplinary understanding of assumptions in ecosystem service science is needed to provide consistent conservation recommendations. Here, we synthesise and elaborate on 12 prevalent types of assumptions in ecosystem service assessments. These comprise conceptual and ethical foundations of the ecosystem service concept, assumptions on data collection, indication, mapping, and modelling, on socio-economic valuation and value aggregation, as well as about using assessment results for decision-making. We recommend future assessments to increase transparency about assumptions, and to test and validate them and their potential consequences on assessment reliability. Preventing food wastage is a key element of sustainable resource management. But as food waste is still generated at high volumes, priority is placed on its proper management as a resource, maximising sustainability benefits. This study, by integrating a multi-criteria decision analysis with a sustainability assessment approach, develops a screening and decision support framework for comparing the sustainability performance of food waste management options. A structured process for selecting criteria based on the consideration of environmental, economic and social aspects related to region-specific food waste system planning, policy and management has been developed. Two food waste management options, namely the use of food waste disposal units, which grind food waste at the household’s kitchen sink and discharge it to the sewer, and the anaerobic co-digestion of separately collected food waste with sewage sludge, were selected for comparison due to their potential to create synergies between local authorities, waste and water companies, with local circumstances determining which of the two options to adopt. A simplified process used for assessing and comparing the two food waste management options in the Anglian region in the UK, indicated that there are benefits in using the framework as a screening tool for identifying which option may be the most sustainable. To support decision-making, a detailed analysis that incorporates stakeholders’ perspectives is required. An additional use of the framework can be in providing recommendations for optimising food waste management options in a specific region, maximising their sustainability performance.  相似文献

The object of this paper is to investigate the sustainability of water use in human settlements. The water system of a small municipality in northern Italy is discussed as a case study. By measuring water exchanges between different sectors of activity within the municipal borders, and considering underground and surface waters as natural components of this system, a network of flows is built and successively investigated by network analysis, a tool that is comprised in the apparatus of ecosystem ecology. By calculating the reciprocal dependence of compartments, the amount of resource that is involved in cycling, the length of exchange pathways, and the organisation of flows, network analysis shows that the system does not use water in a sustainable manner and provides general criteria for improving sustainability. In this respect, options to improve sustainability are also discussed. The results of this study support the idea that the ecosystem approach can provide an interesting conceptual perspective in which sustainability issues can be framed, and that network analysis is a promising tool to handle these issues in practice.  相似文献

A hill station is a town or city situated in mountain regions in the tropics founded during the western colonization in the nineteenth and early twentieth centuries. Hill stations have moderate temperatures, and are known for their relatively good natural environments, which generate valuable ecosystem services that benefit the local population. However, rapid urbanization threatens the sustainability of these areas. This study evaluates the sustainability of the urbanization process of Baguio City, a hill station city in Southeast Asia and the summer capital of the Philippines, by determining the relationship between its velocity of urbanization and velocity of urban sustainability based upon various perspectives. From an equal weight perspective (of the triple bottom line of sustainability components, namely environmental, social, and economic) and a pro-economic perspective, the results revealed that the urbanization of Baguio City has been moving toward a “sustainable urbanization.” However, from the environmental and eco-sustainable human development perspectives, the results indicated that it has been moving toward an “unsustainable urbanization.” The paper discusses the implications of the findings for the planning of sustainable development for Baguio City, including some critical challenges in sustainability assessment and the applicability of the framework used for future sustainability assessments of the other hill stations in Southeast Asia.  相似文献

Applying sustainability at an operational level requires understanding the linkages between socioeconomic and natural systems. We identified linkages in a case study of the Lake St. Clair (LSC) region, part of the Laurentian Great Lakes system. Our research phases included: (1) investigating and revising existing coupled human and natural systems frameworks to develop a framework for this case study; (2) testing and refining the framework by hosting a 1-day stakeholder workshop and (3) creating a causal loop diagram (CLD) to illustrate the relationships among the systems’ key components. With stakeholder assistance, we identified four interrelated pathways that include water use and discharge, land use, tourism and shipping that impact the ecological condition of LSC. The interrelationships between the pathways of water use and tourism are further illustrated by a CLD with several feedback loops. We suggest that this holistic approach can be applied to other case studies and inspire the development of dynamic models capable of informing decision making for sustainability.

The ecosystem service concept is recognized as a useful tool to support sustainability in decision-making. In this study, we collaborated with actors in the Helge å catchment, southern Sweden, in an iterative participatory ecosystem service assessment. Through workshops and interviews, we jointly decided which ecosystem services to assess and indicators to use in order to achieve a sense of ownership and a higher legitimacy of the assessment. Subsequently, we explored the landscape-level interactions between the 15 assessed services, and found that the area can be described using three distinct ecosystem service bundles. The iterative, participatory process strengthened our analysis and created a shared understanding and overview of the multifunctional landscape around Helge å among participants. Importantly, this allowed for the generated knowledge to impact local strategic sustainability planning. This article confronts present main stream planning approaches against the perspective of ecological sustainability, as relevant for Rule of Law countries and based on a modern environmental law approach. It discusses the setting and implementation of environmental goals against the general experience of massive implementation deficits regarding environmental policies all over the world. In this confrontation, environmental planning, with at least some principles picked up from New Zealand's Resource Management Act, and much more taken from modern environmental law theory on legal operationalisation, is compared to adaptive management approaches which also allow for modifying the environment related goal if implementation fails or seems very difficult. The concept of adaptive environmental planning (AEP) is suggested as a possible road to choose for planning for sustainability, while maximizing development within the framework legally defined by means of environmental limits. This article presents five criteria, all of which must be met by AEP planning. One of these relates to a planning hierarchy which, among other things, leads to the conclusion that coastal planning, if it is intended to aim at sustainability, can not be dealt with in isolation, although such planning might have to meet very complex problems at the regional level.  相似文献

Environmental policies in industrialised countries are directed at phenomena like the greenhouse effect, acidification, eutrophication and waste accumulation. Environmental indicators, being a weighted average of individual emissions, measure each phenomenon. Since policymakers tend to have a preference for quantitative policy goals, improving the environment unarguably implies a reduction of emissions underlying the environmental indicators. The differences between environmental indicators are potentially large. Technical characteristics of emissions, determined by their relation to economic variables and the substitution possibilities of these economic variables, are very different. The policy simulations in this paper show these differences, which indicate the relevancy of adequate modelling efforts and sufficient detail with respect to the relation between emissions and human activity. Moreover, the results give an insight into the potential economic effects of improving the environment, which is relevant information for policymakers.  相似文献

The aim of this paper is to assess the adaptation costs associated with the transition to a sustainable development path, taking the example of carbon dioxide emissions in the French economy. The model used is based on systems dynamics modelling and energy input-output analysis. This type of approach has the interesting property of precisely defining the nature of interactions between the different economic sectors, and between the economic sectors and the environment. This provides a framework within which to test different types of economic, technology and environment policy. In effect, according to our interests, it is necessary to measure problems of resources allocation or sequential choices between different alternatives why and how a particular solution comes to be selected from a multiplicity of alternatives. First, we characterise the methodological and conceptual specification of the model. Secondly, we locate specific properties of the model linked with both ecological sustainability and economic feasability constraints. Thirdly, a sensitivity test is applied concerning different control policy scenarios for the case of carbon dioxide emissions in the French economy.  相似文献
