Solid waste recycling and recovery approach can be a sustainable and effective waste management system in many growing cities of the least developed countries. In the course of achieving proper solid waste management, a lot of efforts in these countries have, however, been focused more on collection and disposal and ignored waste recycling which can result into income generation, employment creation and reduction of the waste quantities that will finally require disposal in the existing municipal landfills or disposal sites. This paper reports the findings of a study on solid waste recycling in a selected semi-planned settlement in Dar es Salaam City, Tanzania. The objective of the study was to describe the existing solid waste management in the study area with a view to identifying the waste generation rates, types of the wastes and determine the amount of waste from the settlement that can be recycled for the purpose of income generation and reduction of the total amount of waste to be disposed of. Findings from this study revealed that waste generation rate in the study area was 0.36 kg per person per day, and that out of the 14 600 kg of recyclable waste generated per year, 8030 kg or 55% can be recycled and generate a per capita income of Tsh 834 000 for waste recyclists which is more than twice the official minimum annual wage (Tsh 360 000) in Tanzania at the time of the study. The study also revealed that effective waste recycling in the study area would result in the reduction of the total waste that need to be transported for final disposal by 11%.  相似文献

With the annual increase in waste generation and heavy reliance on landfilling as disposal, method in Malaysia, it is just a matter of time before significant problems of space limitations, health, and environmental issues hit the nation severely. This paper attempts to develop an overview on solid, waste recycling in Malaysia at the most basic level of a community or nation which is the household, unit. Households are the main primary source of municipal solid waste in Malaysia, consisting of, recyclable materials at most 70% to 80% of the total waste composition as found placed in the, landfills. Overview on the existing household solid waste recycling policy and program status in, Malaysia is relevant in enhancing solid waste management measure from recycling perspective. Despite the high potential and opportunities for solid waste recycling, wastes are still simply being, dumped in an open area of ground without any attempt for recovery and recycling. Comparing to, recycling rates of neighboring countries, Malaysia is falling back at merely 5% which proves how, uncommon recycling practice is. The government is committed to significantly improve the national's, solid waste management services especially in waste minimization. Fortunately the emphasis on, recycling as a sustainable waste management strategy has taken a shift in paradigm as wastes, separation and recycling are part of the major changes in the current policy implementation. With, issues and challenges in recycling practice that were highlighted in this context especially from the, aspects of information availability and other loopholes within solid waste management policies and, related recycling program within the community, the question on whether the goals in 2020 can be, met remains unsure of but there is a possibility for a successful implementation of sustainable solid, waste management particularly in recycling.  相似文献

This paper sets out a few results of research on waste prevention, recycling and disposal in The Netherlands. First, an outline is given of the actual waste disposal. Secondly, a projection is made of the different waste categories as a result of independent developments for the year 2000. Finally, a scenario is presented in which recent Dutch policy on the prevention and recycling of waste, as well as incineration, play important roles. The waste policy will be based on the long-term objective of sustainable development, as mentioned in the Brundtland Commission report. In policy support of municipal solid waste (MSW) management, life cycle assessment (LCA) can serve to compare the environmental or economic impacts of two or more options for waste processing. The scope of waste management LCAs generally focuses less attention on future developments, e.g., where will recycling take place, and more on the environmental performance of prototypes, e.g., the incineration of all waste compared to recycling. To provide more robust support for Swiss waste glass-packaging disposal, scenarios of Swiss waste glass-packaging are assessed from a life cycle perspective. The scenarios consist in schemes for the disposal of the total amount of Swiss waste glass-packaging, i.e., different combinations of recycling and downcycling in Switzerland or abroad developed in Part I, Meylan et al. (2013). In this article (Part II), the disposal schemes are assessed with respect to eco-efficiency, an indicator that combines total environmental impacts and gross value added in Switzerland. Results show that no policy alternative guarantees environmental impact reductions and gross value added gains under all developments of exogenous constraints. Downcycling to foam glass in Switzerland is not only an environmentally sound disposal option, but it also buffers gross value added losses in case domestic recycling (and thus glass-packaging production in Switzerland) ceases in the future. The substitution of products based on raw materials other than Swiss cullet is the main responsible for change in environmental and economic impacts. Hence, an eco-efficiency maximizing policy should consider the products of disposal schemes. The combination of scenario analysis and eco-efficiency assessment as presented in this paper can be applied to other contexts (i.e., countries, waste fractions).  相似文献

The state of solid waste recycling by scavengers in Onitsha, a heavily commercial city in Anambra State, and some other urban areas such as Nsukka, Enugu, and Port Harcourt was analyzed. Data were obtained through interviews of scavengers who deal with recyclables. Although the activities of scavengers are sub-optimal, they can have a great impact on Nigerian economy with respect to resource conservation, creation of job opportunities, and reduction of the magnitude of waste disposal problems. A cost analysis is presented to compare the different forms of recycling utilized by municipal solid waste management. It is shown that a well-planned recycling program with recycling and composting would result in 18.6% savings in waste management costs and 57.7% in landfill avoidance costs. However, if the compost materials are not recycled, the corresponding savings in cost become 8.6% and 28.6%, respectively. The option with the lowest cost involves encouraging individual households to separate at the source their recyclables, which are bought by scavengers. This results in 78.0% savings in waste management cost and 79.5% landfill avoidance cost. A low-cost approach aimed at the integration of scavenging activities into conventional solid waste management is presented.  相似文献

Attaining recycling goals of 25 to 50% over the next few years will require substantial recycling of residential wastes. A combined program of curbside recycling of conventional post-consumer materials and collection and composting of both leaves and grass will yield a composite diversion rate of 12 to 21% by weight. But in many communities, particularly in the west central and south central states of the American heartland, implementation of such programs will result in a net increase in solid waste management costs. Case studies of four communities in Oklahoma are used to estimate the potential increase in first-year net costs that would result from implementing a combined recycling and yard waste composting program. The results are compared to survey data from Oklahoma and Florida that define the amount residents are likely to be willing to pay for the benefits of recycling. The potential to close the apparent willingness-to-pay gap through state subsidies is then assessed. Where state capital grants programs are insufficient to bridge the gap, and local officials are reluctant to impose costs that are not publicly supported, public education efforts will be needed to increase the value residents ascribe to the nonexclusive positive externalities and local nonmarket benefits of recycling.  相似文献

Construction and demolition wastes (CDW) have increasingly serious problems in environmental, social, and economic realms. There is no coherent framework for utilization of these wastes which are disposed both legally and illegally. This harms the environment, contributes to the increase of energy consumption, and depletes finite landfills resources. The aim of this paper is to evaluate the impacts of two alternatives for the management of CDW, recycling and disposing. The evaluation is carried out through developing a dynamic model with aid STELLA software by conducting the following steps: (1) quantifying the total cost incurred to mitigate the impacts of CDW landfills and uncollected waste on the environment and human health; (2) quantifying the total avoided emissions and saved energy by recycling waste; (3) estimating total external cost saved by recycling waste and; (4) providing a decision support tool that helps in re-thinking about waste disposal. The proposed evaluation methodology allows activating the stringent regulations that restrict waste disposal and developing incentives to encourage constructors to recycle their wastes. The research findings show that recycling CDW leads to significant reductions in emissions, energy use, global warming potential (GWP), and conserves landfills space when compared to disposal of wastes in landfills. Furthermore, the cost of mitigating the impact of disposal is extremely high. Therefore, it is necessary to recycle construction and demolition wastes.  相似文献

Sanitary landfilling is considered to be the most appropriate means of final disposal of solid wastes. Currently in Tanzania, the cheapest method of developing a landfill is by making use of natural depressions or former borrow pits and mine pits. This paper examines the impacts associated with the relocation of a waste disposal site from a crude disposal site at Vingunguti to a new landfill site at New MECCO quarry in Kunduchi area, both in Dar es Salaam, Tanzania. The paper focuses on the fate of scavenging and solid waste recycling which are currently taking place at Vingunguti site and mining as well as food vending activities at the proposed new landfill site. Scavenging and waste recycling were found to be important sources of income for some individuals in the city. Various items collected for recycling were found to be an important source of raw materials for some industries in Dar es Salaam. A total of 94% of all the miners were entirely dependent on stone mining and crushing as a sole means of income generation, and 68% of the miners had practised this activity for between 1 and 9 years. Finally the paper recommends that, selection of a waste disposal site should favour abandoned mines or borrow pits rather than operational ones. It also recommends that, waste recycling and scavenging be accommodated in other stages of the waste stream since they can not be practised at a sanitary landfill.  相似文献

The collection and management of waste electrical and electronic appliances around the world, and the possible negative environmental consequences have been an issue of current debate. Cathode ray tubes (CRTs) used as display screen for computer monitors and televisions contains large quantities of lead, estimated at between 0.5 and 4 kg, depending on the size of the CRT and has been identified as the most polluting of all electronic waste components. Having failed the tests used in the toxicity characterization of solid wastes, CRTs have been declared ‘hazardous’ and subsequently banned from landfills and incinerators in most developed countries. Presently, large quantities of CRTs are generated globally with only few developed countries having effective take back and sound management program. Meanwhile, large quantities of CRT-containing devices are being moved across frontiers into developing countries in the name of ‘reuse’ and ‘bridging the digital divide’. With near absence of recycling infrastructure for electronic wastes in most developing countries, waste CRTs are disposed of with MSW at open dumps and unsanitary landfills. This paper reviews the current practices in the management of CRTs around the world, with emphasis on the role of regulations, availability of recycling infrastructure, recycling/reuse routes, and export into developing countries. Inappropriate disposal of waste CRTs creates the opportunity for large-scale environmental contamination with heavy metals, especially lead. Appropriate disposal routes are required globally in the management of CRTs in order to mitigate environmental contamination and human exposure to toxins.  相似文献

This paper analyzes the effect of price uncertainty and irreversible investment on the decision of municipalities to switch from landfill waste disposal to recycling by developing a model to predict recycling adoption behavior and applying it to empirical data. It is shown that uncertainty regarding the price of recycled materials may induce a risk neutral municipality to prefer landfill disposal, even when recycling is less expensive. A model is developed to describe the switching process and estimate its parameters using empirical data from 79 municipalities in Israel. The model is then used to predict municipalities' recycling adoption decisions under various assumptions regarding price uncertainty. The results support the hypothesis that price uncertainty is a major obstacle for recycling. Finally, several options for price stabilization are sketched and it is argued that these policies may be effective in establishing viable recycling markets.  相似文献

Material flows of concrete from construction and demolition (C&D) waste in Taiwan have grown considerably over the last two decades, Hsiao et al. (2001). This increased flow puts pressure on limited national disposal capacity and has indirectly caused ecological damage to domestic riparian zones used as sources of natural aggregate. Using existing statistics and literature sources for C&D waste generation in Taiwan we have developed a dynamic model of domestic material flows of concrete waste and employ statistical analyses to obtain projections of future material flows. Our major findings are: (1) Taiwan’s rate of waste concrete generation in 2001 for the residential and commercial construction industry was approximately 2.4 Million Metric Tons (MMT) per year, averaging 0.11 metric tons of waste concrete generated annually by each Taiwanese; (2) Around the year 2009, the national rate will more than triple to exceed the spike in C&D concrete waste generation that occurred after the Chi Chi earthquake 9/21/99, 8.5 MMT. (3) Aside from pilot-scale development of waste concrete utilization technology, nationwide recycling rates remain negligible. Without resource recovery, the volume of C&D waste generation by 2009 is projected to occupy nearly 7% of all existing and planned domestic landfill capacity. A target is established to raise resource recovery rates for waste concrete to 50% by 2005 and a 100% nationwide recycling rate by 2009.  相似文献

The selective collection and recycling of municipal solid waste are presented as stages of an integrated program of solid waste management to minimize the environmental impact of the treatment and final disposal of solid waste. Therefore, this program aims to save natural resources, such as energy and raw materials, in the manufacture of new products and to conserve areas for sites, such as to minimize the use of existing landfill sites, and to minimize the need for new waste treatment sites. A university is composed of educational professionals aware of their societal responsibilities, and, therefore, they play a fundamental role in the management of the university's solid waste. This study presents the design and implementation of a Permanent Selective Collection Program (PSCP) at the Federal University of Itajubá (Universidade Federal de Itajubá, UNIFEI), Itajubá-MG, Brazil. The material requirements for initiating the PSCP have been identified, and an action plan for continuous program improvement, which is initially based on the collection of performance indicator data for the PSCP campus, has been developed. Finally, the data from the PSCP performance indicators and software from the United States Environmental Protection Agency, the Landfill Gas Generation Model (LandGEM) and the Waste Reduction Model (WARM), were used to evaluate the impact of implementing PSCP in terms of energy and the generation of greenhouse gases (GHG). The results were promising, showing that there has been an improvement, since the inception of PSCP in 2006, in separating materials for selective collection, even though paper (41.00 wt%), plastic (6.00 wt%) and organic matter (26.00 wt%) are still highly generated wastes. The WARM simulations for a scenario in which 90% of the waste is sent for recycling resulted in an economy of −7 tCO2 or −74.91 GJ (on an energy basis). The LandGEM (USEPA) simulations estimated 1424.60 kWh of energy in the peak production year.  相似文献

In Mauritius, solid waste disposal has been a cause for concern since the 1980s. Currently, there is no segregation of waste and some 1200 tonnes of solid waste are generated daily by the 1.24 million inhabitants of the island. As processes such as recycling and composting are still in their infancy stage, most of the waste generated have to be disposed of at the sole landfill. The solid waste management practices of 1980s and early 1990s are no longer compatible with the changing composition and quantity of wastes now generated. As a result, there is an urgency to review the whole waste management system and come forward with sustainable solutions.This paper presents an overview of the disposal of non-hazardous solid waste in Mauritius and provides recommendations for improving the current disposal system.  相似文献

Municipalities everywhere are coping with increasing amounts of solid waste and need urgently to formulate efficient and sustainable solutions to the problem. This study examines the use of economic incentives in municipal waste management. Specifically, we address the issue of recycling, if and when this waste management option is—on social welfare grounds—a preferred solution.A number of studies have recently assessed the monetary value of the externalities of alternative solid waste management options. In the present context, these subsidies could be interpreted as the implicit value of the benefits from reducing environmental externalities associated with landfilling as perceived by local government authorities. We surmise that the difference between mean households willingness to pay (WTP) for recycling services, via the purchase of a subsidized waste disposal facility, and the above (proxy) value of externalities reflects the difference between private and public perception regarding the negative externality associated with landfilling. We believe that this information is useful in determining the level of subsidization needed (if at all) to sustain any recycling program.The study is unique in the sense that its conclusions are based on revealed household behavior when faced with increased disposal costs, as well as information on WTP responses in hypothetical but related (and, therefore, familiar) scenarios. The article also explores the influence of the subsidization schemes on recycling rates. It was found that with low levels of effort needed to participate in a curbside recycling program, households participation rates are mainly influenced by economic variables and age, and households are willing to pay a higher price for the recycling scheme. When the required effort level is relatively high, however, households would pay a lower price, and the rate is influenced mainly by their environmental commitment and by economic considerations. We found that in both cases a subsidy would be required in order to achieve an efficient level of recycling. The median price that households are willing to pay for recycling devices is found to be about NIS 370 (New Israeli Shekel, approximately $90).  相似文献

/ Surveys focusing on solid-waste-related issues, conducted over a period of several years, provided data from independent samples of residents of a Midwestern, USA, community. The collection of these data yielded useful information about the relationship between residents' recycling motives and their attitudes toward solid waste management in light of several changes in the solid waste infrastructure of the community over that time. The initial survey assessed baseline beliefs and attitudes, while later surveys were conducted after the implementation of a community educational program and a curbside recycling program. The findings indicated that for recyclers and nonrecyclers, different motives predicted endorsement of solid waste programs and policies. Although a similar percentage of recyclers and nonrecyclers were in support of various proposed programs and policies, concern for the environment was found to be positively related to nonrecyclers' support of proposed programs, particularly before these programs were implemented. Prior to program implementation, motives other than environmental altruism were found to be related to recyclers' support of the programs. Additional findings support the idea that educational programs and increased accessibility to recycling opportunities affect the relationship between people's attitudes toward solid waste management and their recycling motives.  相似文献

All municipal solid waste (MSW) management systems—even “high quality systems” or those employing “best practices”—face multiple challenges, e.g., decreasing prices of secondary raw materials recovered by municipalities, increasing complexity of waste composition, technological lock-ins. Policy-making involves translating these challenges into goals that are generic in nature and implementing them on MSW fractions thanks to tailor-made policy tools, e.g., anticipated disposal fees. Anticipating the impacts of policies can provide valuable insights into the adequacy of policy tools with respect to economic, political, and social contexts of MSW. The goal of this paper is to construct consistent, future scenarios of Swiss waste glass-packaging disposal based on literature and stakeholder knowledge, including the allocation of waste to different disposal routes. These scenarios are future states to which the current system could transit to due to alternative policies in line with waste policy goals and varying societal constraints (e.g., commodity prices). Results of scenario construction show that policy has a limited effect on waste glass-packaging disposal because of economic constraints, preventing goals from consistently being achieved. For instance, increases in energy prices can impede a policy favoring recycling over downcycling to foam glass, an energy-saving product. The procedure applied to construct possible scenarios suits well the ambition of considering uncertain future developments affecting MSW management as it integrates qualitative and quantitative knowledge of various sources and disciplines.  相似文献

Taiwan is an island nation with high population density: 23 million people living in a total land area of 30 000 sq. km. The island has transformed from an agricultural society to an industrial one in the past three decades. Coming with the transformation is a cumulated waste problem. Taiwan produces nearly 5 million tons of waste each year, of which 10% is of glass materials. Bureau of Highway Department funded a research program to investigate ways of recycling the glass waste. This report presents information on the program and laboratory/field test data. Materials used in the test program included 85/100 asphalt, Type II modified asphalt, and treated glass waste. Four glass contents: 0, 5, 10, and 15%, in terms of the total aggregate weight, were used in the mixture designs for casting series of 10 cm diameter by 6.35 cm disk specimens. Tests including Marshall stability value, dry/wet moisture damage, skid resistance, light reflection, water permeability, and compaction were carried out in accordance with the ASTM and AASHTO procedures. The test results reveal that glass waste is a viable material for asphalt concrete that has been widely used in pavement that offers profound engineering and economic advantages.  相似文献

我国将生活垃圾分类收集定位为重要民生工程和生态文明建设的工作内容,并对实施生活垃圾强制分类的示范城市明确提出了"生活垃圾回收利用率"的绩效考核目标。由于城市生活垃圾处理和再生资源回收利用由不同职能部门负责管理,不同来源的生活垃圾回收利用统计数据未有效整合,目前还缺乏我国城市生活垃圾回收利用率指标测算的相关研究。本文界定了"生活垃圾回收利用率"的科学内涵,并以城市建设、再生资源利用等统计资料和物质流分析文献为基础,初步测算了全国尺度的城市生活垃圾回收利用率。研究表明,我国2006—2015年的城市生活垃圾回收利用率从12.1%上升至17.0%,然后又缓慢下降至15.6%,由于数据缺乏,该数值可能在-28%~+32%波动。生活垃圾中回收利用量较大的可再生资源分别为废纸、废塑料、废钢铁、废玻璃等。本文还分析了目前测算生活垃圾回收利用率的数据不确定性和局限性,提出了面向生活垃圾分类管理实际评价的统计数据收集对策。  相似文献
