Environmental risks are a growing public concern in America. The threat of contaminated drinking water from municipal solid waste (MSW) landfills is receiving increased attention from citizens and from the United States Environmental Protection Agency (USEPA). Examination of USEPA data collected from MSW landfills reveals approximate risks posed by these landfills. USEPA research suggests that 60% of MSW landfills present less than a 1 in 10 billion risk of cancer incidence. Another 6% pose risks less than 1 in a billion, while 17% present risks less than 1 in a million. This study addresses the USEPA risk assessment techniques and models for estimating MSW landfill risks. USEPA data for toxic constituents of landfill leachate are also analysed in order to better understand the difficulties encountered in estimating landfill risks. The study also presents a brief discussion of public perceptions of risk as they relate to communicating the USEPA landfill model results to those who might be affected.  相似文献

Following years of progress in designing and executing cleanups of contaminants at waste sites, the U.S. Air Force, state regulatory groups, and others are crafting methods to evaluate broader considerations of risk in remedial decisions. Integrating worker and climate risks into remediation efforts may confer significant benefits, but challenges exist to identifying, assessing, and accounting for them in the remedial process. For sites where future risk posed by contamination far exceeds the risk posed to workers who may be exposed to the contaminants during the remedial process, limiting the range of decision inputs to those presented by the site conditions made sense and provided a net benefit to human health and the environment. There are other sites, however, where future risk posed by the in situ contamination are at levels comparable to the real risks posed to workers, ecology, and even emerging concerns about climate change. For these sites, a net risk reduction cannot be assumed to be a result of remedial action, challenging the remedial community to develop new approaches to ensure positive results. © 2009 Wiley Periodicals, Inc.  相似文献

The paper explores the application of a unit area loading (UAL) approach to address the requirements of the US Clean Water Act (CWA) and the EU Water Framework Directive (WFD) for the identification and quantification of diffuse urban pollution sources. The UAL approach defines the spatial distribution of pollutant loadings within an urban catchment as a basis for the assessment of in-stream hazards and the implementation of source control BMP measures. Calculated annual outflow concentrations for a specific catchment for two pollutants, zinc and hydrocarbons, illustrate the different levels of dilution/control, which can be required to achieve receiving water quality standards and objectives. Methodological issues relating to traditional volume-concentration probabilistic modelling on which the UAL approach is based are discussed, and the application of the UAL approach to non-point diffuse pollution load management is reviewed.  相似文献

Decisions made during the course of investigating and remediating a contaminated site, as well as the technology used, are most often driven exclusively by physical, technical, and health-based concerns. Additionally, in both determining and managing the potential risks posed by a remediation project, the focus tends to be placed primarily on health risks. However, a contaminated site and its remediation are neither static over time nor do they exist in a vacuum. Other elements of risk associated with the site and remedial activities include continuing regulatory oversight and compliance, public and agency relations, remedial technology costs, current and future land-use issues, and future technological/regulatory risks. Agencies, consultants, contractors, and facility management must consider these other non-health-related elements of risk. Additionally, efforts made to communicate a project's decisions, technologies, and risks are often made in a defensive or reactive posture, resulting in ineffective communication and an alienated, angry, or distrustful public. Proactive risk communication, as well as public involvement in the remedial process, are critical to the success of any remedial activity.  相似文献

Previous attempts to identify regions of Britain vulnerable to acidification have used sensitivity maps based on the distributionof soils, geology, and land cover across Great Britain. Additionally, a systematic survey of freshwaters undertaken as partof the U.K. critical loads mapping programme provides a regional assessment of both sensitivity (critical loads) and, in tandem withdeposition data, potential impact (critical load exceedance). Both approaches, while useful for identifying regional patterns, do not enable estimates of the number of affected water bodies to be made. Recent EU legislation (e.g., The Water Framework Directive) requires member states to set water quality objectives for all water bodies. We developed a GIS-based inventory of standing water bodies in response to the need for legislation-driven assessments of the status of the U.K. lake population. This paper describes how the inventory can be used to assess the number of standing water bodies in Britain that are vulnerable to acid deposition (at current levels), building on the sensitivity mapping undertaken previously. Using this approach, approximately 31% of all standing waters in Great Britain (excluding the Shetlands and Orkney) larger than 0.02 ha are identified as `at risk' from acidification. Higher proportions are vulnerable in Scotland and Wales. Additionally, large numbers of standing waters in areas designated for environmental protection purposes are also vulnerable.  相似文献

The soil and two aquifers under an active lumber mill in Libby, Montana, had been contaminated from 1946 to 1969 by uncontrolled releases of creosote and pentachlorophenol (PCP). In 1983, because the contaminated surface soil and the shallower aquifer posed immediate risks to human health and the natural environment, the U.S. Environmental Protection Agency placed the site on its National Priorities List. Feasibility studies in 1987 and 1988 determined that in situ bioremediation would help clean up this aquifer and that biological treatment would help clean up the contaminated soils. This article outlines the studies that led to a 1988 EPA record of decision and details the EPA-approved remedial plan implemented starting in 1989; EPA estimates a total cost of about $15 million (in 1988 dollars). The plan involves extensive excavation and biological treatment of shallow contaminated soils in two lined and bermed land treatment units, extraction of heavily contaminated groundwater, an aboveground bioreactor treatment system, and injection of oxygenated water to the contaminant source area, as well as to other on-site areas affected by the shallower aquifer's contaminant plume.  相似文献

In some recycled aggregates applications, such as component of new concrete or roads, the total content of soluble sulphates should be measured and controlled. Restrictions are usually motivated by the resistance or stability of the new structure, and in most cases, structural concerns can be remedied by the use of techniques such as sulphur-resistant cements. However, environmental risk assessment from recycling and reuse construction products is often forgotten. The purpose of this study is to analyse the content of soluble sulphate on eleven recycled aggregates and six samples prepared in laboratory by the addition of different gypsum percentages. As points of reference, two natural aggregates were tested. An analysis of the content of the leachable amount of heavy metals regulated by European regulation was included. As a result, the correlation between solubility and leachability data allow suggest a limiting gypsum amount of 4.4% on recycled aggregates. This limit satisfies EU Landfill Directive criteria, which is currently used as reference by public Spanish Government for recycled aggregates in construction works.  相似文献

Residual tetrachloroethene (PCE) contamination at the former Springvilla Dry Cleaners site in Springfield, Oregon, posed a potential risk through the vapor intrusion, direct contact, and off‐site beneficial groundwater uses. The Oregon Department of Environmental Quality utilized the State Dry Cleaner Program funds to help mitigate the risks posed by residual contamination. After delineation activities were complete, the source‐area soils were excavated and treated on‐site with ex situ vapor extraction to reduce disposal costs. Residual source‐area contamination was then chemically oxidized using sodium permanganate. Dissolved‐phase contamination was subsequently addressed with in situ enhanced reductive dechlorination (ERD). ERD achieved treatment goals across more than 4 million gallons of aquifer impacted with PCE concentrations up to 7,800 micrograms per liter prior to remedial activities. The ERD remedy introduced electron donors and nutrient amendments through groundwater recirculation and slug injection across two aquifers over the course of 24 months. Adaptive and mass‐targeted strategies reduced total remedy costs to approximately $18 per ton within the treatment areas. © 2010 Wiley Periodicals, Inc.  相似文献

Sustainable remediation is the elimination and/or control of unacceptable risks in a safe and timely manner while optimizing the environmental, social, and economic value of the work. Forthcoming International Organization for Standardization (ISO) Standard on Sustainable Remediation will allow countries without the capacity to develop their own guidance to benefit from work done over the past decade by various groups around the world. The ISO standard has progressed through the committee draft (ISO/CD 18504) and draft international standard (ISO/DIS 18504) stages. The risk‐based approach to managing the legacy of historically contaminated soil and groundwater has been incorporated into policy, legislation, and practice around the world. It helps determine the need for remediation and the end point of such remediation. Remediation begins with an options appraisal that short lists strategies that could deliver the required reduction in risk. A remediation strategy comprises one or more remediation technologies that will deliver the safe and timely elimination and/or control of unacceptable risks. The ISO standard will help assessors identify the most sustainable among the shortlisted, valid alternative remediation strategies. Practitioners presenting case studies claiming to constitute sustainable remediation should now report how they have aligned their work with the new standard. Indicators are used to compare alternative remediation strategies. The simplest metric that allows a characteristic to act as an indicator should be chosen. Weightings indicators can become a contested exercise and should only be undertaken where there is a clear desire for it by stakeholders and a clear need for it in identifying a preferred strategy. The simplest means of ranking alternative remediation strategies should be adopted.  相似文献

Polychlorinated biphenyls (PCBs) came onto the scene as an environmental threat quickly after they were discovered in humans and wildlife by Jensen in 1966. By October 1970, it was reported that PCBs were “truly ubiquitous pollutants” as PCBs were found at detectable concentrations in environmental samples throughout the world. Before 1971, the U.S. Environmental Protection Agency (EPA) reported that 26% of PCBs sold were used in open‐end use applications, such as caulks, sealants, plasticizers, surface coatings, ink, adhesive, and carbonless paper. Processing and distribution of PCBs in commerce were largely banned in the U.S. after July 1979 with certain continued uses authorized by the EPA. While PCBs were banned a long time ago, the ban had no immediate tangible effect on the continued use of regulated levels of PCBs in buildings constructed before the bans were implemented. Legacy buildings with PCB‐containing building materials continue to represent potential sources of indoor air, dust, outdoor air, and soil contamination. Where PCBs are present in building materials, they have the potential to pose a risk to building occupants. Proper removal of PCB‐containing materials is a highly effective approach to abating the risk. The removal can range from targeting specific building PCB‐containing materials through demolition of the building. Engineering and administrative controls can also be useful tools when addressing the risks posed by PCB‐containing materials.  相似文献

Directive 2000/53/EC sets a goal of 85% material recycling from end-of-life vehicles (ELVs) by the end of 2015. The current ELV recycling rate is around 80%, while the remaining waste is called automotive shredder residue (ASR), or car fluff. In Europe, this is mainly landfilled because it is extremely heterogeneous and often polluted with car fluids. Despite technical difficulties, in the coming years it will be necessary to recover materials from car fluff in order to meet the ELV Directive requirement. This study deals with ASR pretreatment and pyrolysis, and aims to determine whether the ELV material recycling target may be achieved by car fluff mechanical separation followed by pyrolysis with a bench scale reactor. Results show that flotation followed by pyrolysis of the light, organic fraction may be a suitable ASR recycling technique if the oil can be further refined and used as a chemical. Moreover, metals are liberated during thermal cracking and can be easily separated from the pyrolysis char, amounting to roughly 5% in mass. Lastly, pyrolysis can be a good starting point from a "waste-to-chemicals" perspective, but further research should be done with a focus on oil and gas refining, in order both to make products suitable for the chemical industry and to render the whole recycling process economically feasible.  相似文献

Probabilistic economic analysis, including uncertainty of probabilities and consequences of project risks, is not widely used in remediation projects. This article presents a project risk assessment (PRA) method to identify, quantify, and analyze risks in remediation projects. The suggested method is probabilistic and includes uncertainty analysis of input variables based on expert judgment. It was originally developed as a part of a sustainability assessment tool, but is viable as a stand‐alone tool for remediation projects. The method is applied to a case study: a former paint factory that is being redeveloped into a residential area. The PRA method is used for analyzing and comparing the project risks associated with four remediation options, all including excavation but with different degrees of onsite treatment. The result of the case study application shows which alternative has the lowest mean risk cost, the highest probability to have the lowest risk cost, and how the risk costs are distributed, but also, importantly, helps the user to prioritize between risk‐reduction measures. ©2015 Wiley Periodicals  相似文献

Until only recently fluff has been largely disposed of in controlled landfill sites. However, in Europe environmental regulations, including the EU Landfill Directive 1999/31/EC and ELV (End of Life Vehicle) Directive 2000/53/EC, have dramatically increased the pressure on all stakeholders to develop alternative solutions. As increasingly stringent legislation forces Shredder Residues (SR) to be diverted from landfilling, newly developed technologies will be in a position to compete for the market value of disposing of the waste.However, the fluff waste stream is so variable that it cannot be automatically assumed that processes developed for one type of fluff will prove to be suitable for other fluff streams. This situation has contributed towards convincing stakeholders to withhold investment funds or delay taking decisions as to how best to proceed; as a consequence, very few technologies have been fully developed on a commercial basis. It is of particular interest therefore that commercial alternatives to be used in dealing with this complex waste stream should be identified.The present paper illustrates the findings of a full-scale thermal treatment performed on SR samples obtained from various shredding plants. The outcome of the study provides an important contribution towards assessing the feasibility and reliability of the process, thus constituting a basic prerequisite for process performance evaluation. The full-scale plant, designed for the thermo-valorization of tyres, was purpose-modified to allow for fluff combustion. Three different fluff compositions (car fluff with different percentage of shredding, whites and 100% car fluff) were taken into consideration. Both the raw samples and solid products were thoroughly characterized. Combustion emissions were continuously analyzed during the test period, alternatively operating for tyre and fluff combustion. Classification of combustion residues for landfill disposal was carried out indicating only 2% (ashes) as hazardous waste. Preliminary results, obtained from a unsophisticated thermodynamic analysis of the process, indicated a value of 0.61 for energy efficiency parameter calculated in accordance with the Directive 2008/98/EC.To conclude, the thermal treatment investigated may be deemed an appropriate technique for use in managing fluff. Indeed, values obtained for all organic and inorganic contaminants released into the atmosphere were lower than legal limits prescribed, and a significant energy content was recovered from waste fractions.  相似文献

The news media and environmental groups are frequently blamed for public overreaction to unfortunate events like major oil spills; an example of the social amplification of risk. A disconnect between public views regarding spill consequences and necessary remedies on the one hand, and expert opinion on these same questions on the other, is a frequently identified consequence of this social amplification. A more comprehensive examination of the ways in which scientific messages can fail to inform the public or to rationalize public policy suggests however that a more complex phenomenology is at work. Perceived risks can be attenuated as well as amplified, and many organizations besides the news media contribute to the shaping of public risk attitudes. As a result, social and political questions of blame can prove difficult to disentangle from scientific questions of impact. Both social amplification and social attenuation of messages about the risks of oil production and transport are evident in public responses to the Exxon Valdez spill, and both continue to affect the debate about oil production and its transport by sea today. Oil-spill science has had mixed success in modulating these risk concerns, as the conduct of oil-spill science has itself felt the effects of risk amplification and attenuation. Because these difficulties are bound up in questions of social trust, institution building is seen as the best long-term strategy for redress. The Prince William Sound Regional Citizen’s Advisory Council offers a hopeful example that such institution building can occur, given sufficient motivation, resources and the means and time for diverse interests to develop a shared vision of the risks to be addressed.  相似文献

Potential health risks and cleanup costs are primary factors for measuring the effectiveness of a remediation project concerning a site contaminated with residual radioactive materials. Demanding cleanup of a contaminated site to its original condition, while eliminating any health risks after cleanup, can require prohibitive costs. However, by setting practical remediation objectives and by performing realistic but conservative risk assessments, health risks can be acceptable and cleanup costs can be reasonable. This article uses the South-Middle and Southeast Vaults Decontamination and Demolition Project at Argonne National Laboratory to demonstrate how negligible health risks can result after cleanup with minimal cleanup costs. Substantial cost savings of approximately $2 million was realized by implementing in-place decontamination and demolition (D&D) on the basis of acceptable risk, instead of requiring cleanup of the site to its original condition. By using the RESRAD computer program as a modeling tool, we show the maximum projected radiation dose (0.1 mrem per year) and the potential lifetime cancer risk (on the order of 106) to an individual from exposure to the residual radioactivities are negligibly small. In addition to aiding in the selection of a preferred remediation alternative, results of the RESRAD modeling were also used to guide the implementation of the selected alternative to reduce exposures from the dominant pathway and to ensure that exposures from all pathways would be as low as reasonably achievable.  相似文献

In this study we describe the development of an alternative methodology for hazard characterization of waste materials. Such an alternative methodology for hazard assessment of complex waste materials is urgently needed, because the lack of a validated instrument leads to arbitrary hazard classification of such complex waste materials. False classification can lead to human and environmental health risks and also has important financial consequences for the waste owner. The Hazardous Waste Directive (HWD) describes the methodology for hazard classification of waste materials. For mirror entries the HWD classification is based upon the hazardous properties (H1–15) of the waste which can be assessed from the hazardous properties of individual identified waste compounds or – if not all compounds are identified – from test results of hazard assessment tests performed on the waste material itself. For the latter the HWD recommends toxicity tests that were initially designed for risk assessment of chemicals in consumer products (pharmaceuticals, cosmetics, biocides, food, etc.). These tests (often using mammals) are not designed nor suitable for the hazard characterization of waste materials. With the present study we want to contribute to the development of an alternative and transparent test strategy for hazard assessment of complex wastes that is in line with the HWD principles for waste classification. It is necessary to cope with this important shortcoming in hazardous waste classification and to demonstrate that alternative methods are available that can be used for hazard assessment of waste materials. Next, by describing the pros and cons of the available methods, and by identifying the needs for additional or further development of test methods, we hope to stimulate research efforts and development in this direction. In this paper we describe promising techniques and argument on the test selection for the pilot study that we have performed on different types of waste materials. Test results are presented in a second paper.As the application of many of the proposed test methods is new in the field of waste management, the principles of the tests are described. The selected tests tackle important hazardous properties but refinement of the test battery is needed to fulfil the a priori conditions.  相似文献

The use of poplar tree systems (PTS) as evapotranspiration barriers on decommissioned landfills is gaining attention as an option for leachate management. This study involved field-testing the Simultaneous Heat and Water (SHAW) model for its ability to reliably estimate poplar transpiration, volumetric soil water content, and soil temperature at a landfill located in southern Ontario, Canada. The model was then used to estimate deep drainage and to ascertain the influence of a young PTS on the soil water balance of the landfill cover. The SHAW model tended to underestimate poplar transpiration [mean difference (MD) ranged from 0.33 to 3.55 mm on a daily total basis] and overestimate volumetric soil water content by up to 0.10 m3 m(-3). The model estimated soil temperature very well, particularly in the upper 1 m of the landfill cover (MD ranged from -0.1 to 1.6 x degrees C in this layer). The SHAW model simulations showed that deep drainage decreased appreciably with the presence of a young PTS largely through increased interception of rainfall, and that PTS have a good potential to act as effective evapotranspiration barriers in northern temperate climate zones.  相似文献

Organic wastes can be recycled as a source of plant nutrients, enhancing crop production by improving soil quality. However, the study of the dynamic of soil nutrient, especially the N dynamic, after soil application of any organic material is vital for assessing a correct and effective use of the material, minimizing the losses of nitrate in leachates and avoiding the negative environmental effects that it may cause in groundwater. To estimate the effect of three organic materials, a municipal solid waste compost (MWC), a non-composted paper mill sludge (PS), and an agroforest compost (AC) on the N dynamic of a sandy soil two experiments were carried out: an incubation experiment and a column experiment. The incubation experiment was conducted to estimate the N mineralization rate of the different soil-amendment mixtures. The soil was mixed with the organic amendments at a rate equivalent to 50,000 kg ha(-1) and incubated during 40 weeks at constant moisture content (70% of its water-holding capacity) and temperature (28 degrees C) under aerobic conditions. Organic amendment-soil samples showed an immobilization of N during the first weeks, which was more noticeable and longer in the case of PS-treated soil compared to the other two amendments due to its high C/N ratio. After this immobilization stage, a positive mineralization was observed for all treatment, especially in MWC treated soil. Contemporaneously a 1-year column (19 cm diameter and 60 cm height) experiment was carried out to estimate the nitrate losses from the soil amended with the same organic materials. Amendments were mixed with the top soil (0-15 cm) at a rate equivalent to 50,000 kg ha(-1). The columns were periodically irrigated simulating rainfall in the area of study, receiving in total 415 mm of water, and the water draining was collected during the experimental period and analysed for NO3-N. At the end of the experimental period NO3-N content in soil columns at three depths (0-20, 20-35 and 35-50 cm) was determined. The nitrate concentration in drainage water confirmed the results obtained in the incubation experiment: nitrate leaching was higher in soil treated with MWC due to its higher N-mineralization rate. Nevertheless, the nitrate losses represented a low amount compared with the total nitrogen added to soil. No clear signs of water-draining contamination were observed during the first year after the application of AC and PS; however, the nitrate leaching in soil treated with MWC slightly exceeded the limit allowed for the Drinking Water Directive 98/83/CE.  相似文献
