This paper examines how Australian land use plans incorporate provisions for sustainable urban form, design, biodiversity conservation, and climate change. Despite the long-standing sustainability objectives in state policy frameworks, a survey of 291 comprehensive plans finds implementation within local instruments is far from universal. Differences in patterns of policy adoption, as well as potential explanations for these differences, including geographical location, patterns of residential growth, the socio-economic composition of local communities, political forces, and policy evolution over time, are explored. Overall, areas experiencing more intensive growth tend to have newer plans, which in turn, contain more sustainability provisions, suggesting a responsive rather than repressive relationship between development pressures and regulatory development control.  相似文献

This paper assesses the credentials of the planning system in dealing with low-impact developments in the countryside. Forming part of the wider debate on sustainable development in the UK, low-impact developments challenge contemporary rural planning orthodoxy. A detailed case study of Brithdir Mawr in Pembrokeshire Coast National Park reveals the complexities and sensitivities inherent in operationalizing sustainability in this context. The results reveal a planning system reluctant to embrace unconventional lifestyles and methods claiming to be sustainable. It is concluded that the planning system and low-impact developments both need to demonstrate their sustainability credentials in a more direct and empirical manner. This paper steps into the minefield that is urban sustainability studies. It defends a rigorous definition of sustainable development called Environmental Space. This approach starts from the assumption that (1) there are limits to the biophysical capacity of the ecosystem and (2) that — within these limits — each individual has equal access rights to natural capital. On this basis, per capita sustainable consumption targets are calculated which can be (and are being) used as policy objectives. The paper explores how environmental space has influenced local sustainability politics in Edinburgh, Scotland. By doing so, it finds that environmental space targets are still far from being achieved. Reasons for this failure are investigated and Edinburgh's continued commitment to the material growth of her economy is identified as one key barrier. This point is illustrated through the investigation of recent policy decisions in Edinburgh which were justified as being necessary for growth, but which clearly contradict the aims of sustainable development.  相似文献

The aim of our article is to follow how global policy models affect local policy making. Each city has unique local challenges in promoting development, e.g. economic growth, but also needs to find a balance between these targets and demands for sustainable city solutions. In our empirical study, we follow how ideas of waterfront development – to attract new inhabitants and promote economic growth – and global demands of carbon control were used interactively in a strategic spatial planning process in the city of Tampere, Finland. During the six-year planning process, these two policy targets became interdependent, created a new policy-making domain, and led to a combinatorial development of sustainability elements arising from this domain. These findings demonstrate the serial use of global policy models in the creation of a local urban ‘sustainability fix’. To conclude, the intertwinement of diverse global policy models in a city planning process creates easily a recursive cycle that redefines urban sustainability within cities and intercity networks. This perspective makes local policy narratives and strategic planning highly important in urban sustainability research as promoting urban sustainability becomes an inherently ambivalent practice.  相似文献

Big data is gaining visibility and importance, and its use is attaining higher levels of influence within municipalities. Due to this proliferation smart cities are posed to deploy architectures toward managing energy for Electric Vehicles (EV) and orchestrate the production, consumption, and distributing of energy from renewable sources such as solar, wind etc. in communities also known as prosumption. In smart city domain, Enterprise Architecture (EA) can be employed to facilitate alignment between municipality goals and the direction of the city in relation to Information Technology (IT) that supports stakeholders within the city. Hence, the alignment between IT and goals of the city is a critical process to support the continued growth and improvement of city services and energy sustainability. However, despite several research effort focused on data architecture in smart city, there have been few studies aimed at exploring how EA can be applied in smart cities to support residential buildings and EV for energy prosumption in municipalities. Therefore, this study conducts an extensive review and develops an architecture that can be employed in smart city domain based on big data management for energy prosumption in residential buildings and EV. Furthermore, secondary data was employed to present a case study to show the applications of the developed architecture in promoting energy prosumption. Findings suggest that the architecture provides interoperable open real-time, online, and historical data in facilitating energy prosumption. Respectively, this study offers exchange of data for sharing energy resources and provides insights to improve energy prosumption services.  相似文献

This article describes a template for implementing an integrated community sustainability plan. The template emphasizes community engagement and outlines the components of a basic framework for integrating ecological, social and economic dynamics into a community plan. The framework is a series of steps that support a sustainable community development process. While it reflects the Canadian experience, the tools and techniques have applied value for a range of environmental planning contexts around the world. The research is case study based and draws from a diverse range of communities representing many types of infrastructure, demographics and ecological and geographical contexts. A critical path for moving local governments to sustainable community development is the creation and implementation of integrated planning approaches. To be effective and to be implemented, a requisite shift to sustainability requires active community engagement processes, political will, and a commitment to political and administrative accountability, and measurement.  相似文献

To be considered as sustainable, a mining community needs to adhere to the principles of ecological sustainability, economic vitality and social equity. These principles apply over a long time span, covering both the life of the mine and post-mining closure. The legacy left by a mine to the community after its closure is emerging as a significant aspect of its planning. Progress towards sustainability is made when value is added to a community with respect to these principles by the mining operation during its life cycle. This article presents a series of cases to demonstrate the diverse potential challenges to achieving a sustainable mining community. These case studies of both new and old mining communities are drawn mainly from Canada and from locations abroad where Canadian companies are now building mines. The article concludes by considering various approaches that can foster sustainable mining communities and the role of community consultation and capacity building.  相似文献

ABSTRACT

While local governance is widely acknowledged as an important element in the pursuit of sustainability, local action alone is insufficient to produce lasting change. One recent solution to this quandary has been the production of certification frameworks that encourage sustainable development at the neighbourhood scale by providing local actors with standardised definitions of sustainable practices. While these frameworks facilitate the spread of sustainable development strategies between local communities, there are significant contrasts between their approaches to encouraging local sustainable development that simultaneously fulfils global objectives. This article explores these contrasts through two neighbourhood-scale sustainability certification frameworks: LEED for Neighborhood Development (LEED-ND) and the EcoDistricts Protocol. Analysis of these frameworks in the context of two centrally-located neighbourhoods in Portland, Oregon, reveals substantial contrasts between the two frameworks in terms of the relative flexibility of their sustainability metrics, the time frame over which decisions regarding sustainable development are made, and community involvement in the process of pursuing specific objectives. Furthermore, it suggests that greater flexibility in the application of standards, continuous governance, and greater community involvement lead to more dynamic and holistic forms of sustainability that evolve as both local community needs and broader understandings of sustainability change over time.  相似文献

Social and environmental goals are often mutually reinforcing. Urban forms may encourage social sustainability as well as social inclusion or may have the potential to create areas of crime and social exclusion. The issues of relationship between sustainable development and urban form have given birth to new paradigms of design approach such as new urbanism, the compact city and the eco-city. This paper examines the impact of urban form on social sustainability at the neighbourhood level. It seeks to better understand the relationship between urban form and social sustainability by comparing three neighbourhoods with dissimilar urban forms in Delhi, India. Household surveys and observation surveys in these three neighbourhoods were conducted, and it was found that the urban form of a neighbourhood plays a very important role in creating a socially sustainable residential neighbourhood. The study established that social interactions within the communities are higher when dwelling units are placed around the public realm or common open space. The study demonstrated that provision of high quality and well-located open space at the precinct level, mixed land use and good accessibility to the public realm and social infrastructure play an important role in increasing the social sustainability of the neighbourhood.  相似文献

The connections between people, parks, and tourism have received significant attention in recent years, recognizing the potential for mutually beneficial relationships. Ecotourism has been promoted and widely adopted as a strategy for funding conservation initiatives, while at the same time contributing to the socioeconomic development of host communities and providing for quality tourism experiences. Parks are among the most common ecotourism destinations. Employing interviews, observations and secondary sources, this study assesses the current status of ecotourism at two protected areas in Hainan, China, where it is being promoted as a strategy for balancing regional economic growth and conservation objectives. Through an evaluation of the existing tourism–park–community relationships, opportunities and constraints are identified. Ecotourism development was found to be at an early stage at both study sites. Socioeconomic benefits for the local communities have been limited and tourism activity has not contributed revenues towards conservation to date. Community residents, nevertheless, generally support conservation and are optimistic that tourism growth will yield benefits. In light of the study findings and the salient literature, planning direction is offered with the intention of enhancing the capacity of ecotourism to generate benefits for both communities and the parks, and thus contribute to the sustainable development of the region more generally. Lessons derived have broad applicability for ecotourism destinations elsewhere.  相似文献

This paper sets out to show how urban sustainability issues have been addressed by social, political, and economic actors involved in housing production in Montréal. Specifically, it looks at how the environmental question has been incorporated into the practice and discourse of recent housing schemes. Principles of sustainable development such as adaptive reuse of industrial buildings and infill housing that allow for reinvestment in inner-city neighbourhoods, inclusion of affordable, or social housing in private housing developments to secure social mix, citizen participation, energy, water, and transportation matters have been increasingly circulated. By examining planning documents, design proposals, and briefs presented at public hearings on housing schemes in Southwest Montréal, a former working-class borough undergoing revitalisation, this paper shows that the values of sustainable development have been used by both private developers and local authorities to negotiate urban transformations with community groups.  相似文献

The premise of this article is that prevailing planning theory has emerged primarily from a Newtonian (modernist) social context and is not well integrated conceptually with current developments in sustainability theory as represented by its various contributory disciplines. Approaches in the biophysical sciences, for example, are increasingly based on nonlinear, complexly interrelated conceptions of revolutionary development, whereas planning approaches are typically more compartmentalised, mechanistic and linear in character. To construct more workable linkages for local community/environmental planning, revolutionary theory is employed in this article to deal with the epistemological and methodological differences indicated. The proposed synthesis combines mutually reinforcing conceptions of epistemology, cultural pluralism, community and progress. Implications for practice of local planning are drawn with reference to the long-term goal of socioenvironmental sustainability, defined as a balance of economic, environmental and equity considerations.  相似文献

Although planning scholars often argue that public participation improves implementation outcomes, this relationship is rarely empirically tested. This study investigates how public engagement, during planning and after plan adoption, impacts on the speed of local government sustainability plan implementation. It includes a correlation analysis of quantized in-depth interviews with sustainability planners in 36 American cities. The study finds that individual characteristics of public engagement, both during planning and after plan adoption, had statistically significant relationships to implementation speed, but in some cases this relationship was negative. The correlations imply that sustainability planners can make strategic choices to improve implementation speed through public participation in plan creation and after plan adoption. Alternatively, planners also make choices during participatory planning that slow implementation, a problematic outcome when the ultimate goal of a planning process is on-the-ground change.  相似文献

Advocates of sustainable urban development often privilege the region as a scale for coordinated action and investment. However, discourses of sustainability institutionalised through regional planning, and conflated with notions of liveability, lend themselves to recruitment by competing, and opposing, development interests. To be regionally sustainable, an individual land development should, both on-site and through its connections to other sites, contribute to overall sustainability of the region. Using examples of industrial waterfront redevelopment in metropolitan Vancouver, we show how particular urban spaces are misrepresented as lynchpins of regional sustainability. In a plan for residential redevelopment, it is claimed that sustainable redevelopment will reunite citizens with “their waterfront”, reframed as liveable, pure, clean, ecologically vital and non-industrial. At an adjacent site, it is claimed that waterfront industrial land should be protected to combat industrial sprawl. Yet, in both cases the developers have lobbied for the expansion of road transportation making the claims of regional sustainability doubtful.  相似文献

This paper examines the challenges of achieving sustainable management of the world's largest mangrove forest, the Sundarbans (SMF) in Bangladesh. During the past two decades, conflicts between mangrove maintenance and the pressure to provide economic livelihoods to forest-dependent communities (FDCs) have emerged and persisted. The SMF is currently managed by the Bangladesh Forest Department (BFD) under a state property rights regime. This study explores an alternative property rights regime which includes participatory approaches and co-management with FDCs to achieve sustainability, both economically and environmentally. Focus group discussions and a survey were the methods used to assess the prospects. The study finds that the absence of a management partnership between the BFD and FDCs is mainly responsible for the policy failures to achieve sustainable management of the SMF. However, evidence is presented that a ‘co-management’ property rights regime cannot be established until FDC capacity is enhanced through the formation of community level institutions.  相似文献

The roles of the citizen and of formal government are changing such that the implementation of sustainability praxis at the local level requires that citizens and governments reconsider both the meaning and techniques of governance. Indeed, how we are governed, participate in governing processes and internalise and accept the need for change will affect how local communities make constant and lasting a dynamic praxis of sustainability. Actors in local governments and communities may be crucial in this task—especially as facilitators, enablers, leaders and partners. In this paper we focus on the Huon Valley Council and some members of one of its communities. We examine how they are experimenting with partnerships as a form of governance to unify, control, mobilise and regulate the conduct of various actors, and how such partnerships may foster sustainability praxis in the Valley's diverse communities of place and interest.  相似文献

In contemporary planning discourse and practice, different planning ideas co-exists. How this affects the transition towards a sustainable development is an important question for both research and practice. The aim of this study is to explore potential conflicts between planning goals caught between growth-led planning and sustainability commitments in a case study of Fredericia, Denmark. The paper discusses the underlying, framing and controlling conditions for transition dynamics. The analysis builds largely on the formulated policies, strategies or national goal achievements towards sustainable futures. These are put in the context of planning and political practices, which are interpreted from a sustainability rationale. Here this study introduces hypocrisy as a theoretical-analytical perspective to dispute actual sustainability practices to respond to continuous ambivalent planning measures. The author concludes that disregarding the inherently different internal logics of growths and sustainability leads to planning paradoxes and impedes sustainable transitions pursued.  相似文献

The open space conservation sub-division offers an alternative to large-lot residential sub-divisions often seen as the culprit when urban sprawl transforms rural landscapes. Homes are sited on somewhat smaller lots, preserving natural areas for the local residents who share ownership of these communal areas and assume responsibility for their management. The article focuses on the experiences of residents of 13 relatively new open space communities. The interviews revealed that most of the communities have already confronted conflicting values with respect to natural areas, low resident participation and challenges in accessing appropriate information. While the open space conservation design holds great promise as a tool for innovative approaches to managing residential growth, it also calls for ways to anticipate and assist communities in caring for their local environment. Recommendations are offered for planning professionals based upon the experience of these open space community residents.  相似文献
