当人们对一些经典概念和模式,如经济最优化模式、生态最适模式、最低安全标准、承载力概念等提出疑问之后,环境与发展规划的方法论也随之面临着严峻的挑战。本文指出:①以经济最优化和生态最适模式指导规划都是非常局限和困难的,规划决不是一个环境和经济决定论的过程,而是一个可辩护的过程;②环境可能会对发展产生所谓的“顶极的”“绝对的”制约,对此,规划必须服从。但是,这种“顶极的”和“绝对的”界线是很难确切定义的,也往往是难以操作的,因而其在环境与发展规划中的意义是相当有限的。必须寻找一些新的有效的战略使规划过程具有可辩护性和可操作性。如何寻求和设计这种辩护战略是可持续发展规划方法论的一个重要领域。生态安全格局途径正是在这一方向上所做的努力。  相似文献

After 30 years of economic reform since opening to the outside world in 1978, China's Gross Domestic Product (GDP) has increased by 150% over the past 15 years. The sustainability of such intense economic activity has been questioned from the perspectives of the social, environmental, and economic dimensions of sustainability. In this study, we assessed the spatial and temporal trends in sustainable development in two sensitive agricultural areas of China: Dezhou district, a well-developed region, and Guyuan district, an underdeveloped region. We used the pressure–state–response (PSR) model and a participatory approach that involved local experts to select and evaluate 27 area-specific indicators, then calculated changes in their values from 1985 to 2002. We aggregated these indicators into dimension- and PSR-specific indices to assess the sustainability of development in both regions. There two regions differed greatly in sustainability, but the current status of sustainable development raises concerns in both areas, especially from the perspective of balancing the three dimensions of sustainability. In 2002, Dezhou district performed well economically, with an index value of 0.78 (where 1.0 = sustainable), followed by environmental and social sustainability (both with index values of 0.48). All three indices have increased since 1985 (by 0.17, 0.25, and 0.13, respectively). In Guyuan district, environmental sustainability was highest (with an index value of 0.73), followed by economic and social sustainability (values of 0.55 and 0.37, respectively), but economic sustainability has decreased by 0.04 since 1985, whereas environmental and social sustainability increased by 0.18 and 0.12, respectively. To promote sustainable regional development, development priorities should be determined by considering both the regional and temporal variation in the three sustainability indices.  相似文献

The relationship between economy and environmental impacts has been an essential topic in the discussion on environmental problems for a long time. From the 1990s, this relationship has gained a position in environmental policy as well. De-coupling the use of natural resources from economic growth has been set as one of the policy goals in the sixth Environmental Action Programme by the European Commission. In the scientific discussion, the concept of environmental Kuznets curve deals closely with the de-coupling or de-linking phenomenon. Aggregated material flows, on the other hand, have often been considered as a macro-level proxy of environmental degradation. Different methods or approaches have been designed for “sustainability” or “carrying capacity” evaluation as well. The objective of this article is (i) to discuss the possibilities and limitations of using environmental and economic indicators in the sustainability analysis at the macro level, (ii) to present a theoretical framework for the linking analysis including a classification of the degrees of de-linking/re-linking environmental impacts from/to economic growth, and (iii) to give an empirical example by using indicators of direct material flows as a proxy of environmental degradation and by applying the framework into the European Union and its 15 member countries. The results show that the trend in the European Union is a weak de-linking of material flows from economic growth during the years 1980–2000. In other words, material intensity of the economy has generally decreased due to increased efficiency, but the absolute amount of material use has increased, although at a lower rate of increase than economic growth. On the other hand, there is a quite large variation between different EU member countries. However, absolute decrease in the use of materials cannot be found as a continuous trend between the years 1980 and 2000 in any of the studied EU member countries.  相似文献

实现长江大保护环境与经济可持续发展对打好长江保护修复攻坚战、持续推动长江经济带实现高水平保护和高质量发展具有重要意义.为了系统研究长江大保护的环境与经济可持续性,探索以生态优先、绿色发展为导向的高质量发展新路子,在查阅分析文献资料和对政府相关部门和企业开展实地调研访谈的基础上,梳理长江经济带11省市大保护工作的基本情况,分析环境与经济可持续发展面临的问题与挑战,并提出有针对性的对策建议.结果表明:①当前长江大保护各项工作稳步高效推进,取得了阶段性进展和成效.②长江大保护面临生态环境保护系统性不足、资金缺口大且渠道窄、运营效率低、政策支持力度不足等问题.③建议长江经济带在规划、管理、模式等方面系统推进,拓宽长江大保护资金渠道,增强规模化运营效益,加大对长江大保护的政策支持和倾斜.研究显示,长江大保护虽已取得初步成效,但环境与经济可持续发展形势依然严峻,需要在生态环境系统保护、投融资、项目建设运营、政策支持等方面进一步加强.   相似文献

Sustainability has arisen as an alternative to the dominant socio-economic paradigm (DSP). However, it is still a difficult concept for many to fully understand. To help to communicate it and make it more tangible visual representations have been used. Three of the most used, and critiqued, sustainability representations are: (1) a Venn diagram, i.e. three circles that inter-connect, where the resulting overlap that represents sustainability can be misleading; (2) three concentric circles, the inner circle representing economic aspects, the middle social aspects, and the outer environmental aspects; and (3) the Planning Hexagon, showing the relationships among economy, environment, the individual, group norms, technical skills, and legal and planning systems. Each has been useful in helping to engage the general public and raising sustainability awareness. However, they all suffer from being highly anthropocentric, compartmentalised, and lacking completeness and continuity. These drawbacks have reduced their acceptance and use by more advanced sustainability scholars, researchers and practitioners. This paper presents an innovative attempt to represent sustainability in three dimensions which show the complex and dynamic equilibria among economic, environmental and social aspects, and the short-, long- and longer-term perspectives.  相似文献

对接经济系统和环境系统是支撑循环经济决策的关键,而可持续性评价以及在传统生命周期影响评价(LCA)基础上发展起来的生命周期可持续性评价(LCSA)是重要决策支撑工具.近年来对可持续性评价的关注使得生命周期成本分析(LCC)及其在资源循环决策中的应用得以快速发展.大量研究表明LCC是有效的经济决策支撑工具.但是由于"生命周期成本分析"的其他相关称谓与LCC术语上模糊,以及成本效益分析(CBA)等相关成本评估工具在方法用途上的类似,使得在实际研究中LCC的相关概念混淆甚至错误使用的现象时有发生.针对如上研究背景,本文采用文献研究法和案例分析法,旨在厘清LCC及相关术语的概念和内涵,并为LCC以及LCSA在未来的研究提出实用性建议.首先,通过文献研究回顾了LCC的发展脉络,厘清了在人们对社会和环境问题关注下,LCC逐渐从普通的成本评估发展成为LCSA核心部分的发展路径.同时,使用Citespace对国内和国际2000-2017年LCC相关论文发表情况进行图谱分析,发现和国内相比,国际期刊的LCC相关研究已经从概念探索和企业成本控制发展到了特定领域系统的成本优化研究.进一步,引入"可持续性三支柱"的概念来阐释LCSA的经济、环境、社会三个维度以及它与LCC的关系,然后区分了LCC的类似术语的定义和成本范围,并阐述了与传统CBA方法的差别.在此基础上,以欧盟VEEP项目为案例,从定性和定量两个维度阐释了LCC的分析视角和计算过程.最后,对LCC在中国未来的研究方向提出了具体建议,包括:扩大运用领域,标准化,研究方法间的结合,以及数据库和软件工具的开发.  相似文献

Support for the notion that policy should embrace sustainability is widespread but the actual incorporation of the concept into policy is proving to be difficult. To insert the word into a policy document, accompanied by some marginal changes, is enough to allow policy makers to claim that sustainability has been considered. The novel research reported here has applied sustainability analysis to the case of aviation which is one of the areas of policy where the conflict between environmental and economic objectives is most intense. It was found that sustainable policy options are blocked whilst sustainability is regarded as an add-on to existing policy. The policy stalemate exists because it is neither understood nor accepted that sustainability requires systemic change. The empirical stage of the research comprised 28 stakeholder interviews and identified four categories of action with the potential to break the stalemate in aviation which could be applied also to other areas of policy: long-term strategic planning; facilitation of dialogue between stakeholders; government support for innovation; and educating the public. The study concluded that fundamental change to the process of crafting policy is required if sustainability is to fulfil its potential to reconcile environmental and economic objectives.  相似文献

Increasing competition has been forcing the modern manufacturing organisations to adopt advanced manufacturing paradigms. Agile Manufacturing (AM) is an advanced manufacturing paradigm that enables an organisation to survive in the competitive business environment. Agility is the performance measure of AM practices. Simultaneously, modern business organisations are forced to evolve environmental friendly products. Sustainability is regarded as an important concept for survival by the modern organisations. In this context, agility and sustainability are regarded as performance measures for contemporary organisations. This paper reports a case study which has been carried out in an Indian rotary switches manufacturing organisation. The candidate product is the knob of rotary switch. Initially Computer Aided Design (CAD) has been used to digitalise the baseline model. Keeping the baseline model as reference, five new knob models have been evolved. Then the sustainability analysis has been carried out to determine the environmental impact of the knob models. The analysis results indicated that the proposed knob models possess minimal environmental impact. The conduct of case study has lead to an inference that there is a significant improvement of agility and sustainability in the design and development of knob of rotary switch.  相似文献

Evaluation of sustainability in various facets of life is gaining increasing importance. Traditionally, different multi-criteria decision-making methods have been used for sustainability assessment. “Sustainability” can be a qualitative concept, and as such several researchers have attempted fuzzy logic for the quantitative assessment of sustainability. This paper outlines a new evaluation model based on fuzzy multi-criteria decision-making. The model is tested for sustainability assessment of higher education institutions (HEIs). It is based on a driving force–pressure–state–exposure–effect–action (DPSEEA) framework and is called uncertainty-based DPSEEA-Sustainability index Model (uD-SiM). The uD-SiM is a causality-based model in which the sustainability index is an outcome of nonlinear impacts of sustainability indicators in different stages of DPSEEA. The percent contribution of driving forces on the sustainability index of HEI is investigated using sensitivity analysis. The study reveals that education in sustainability and global and local research trends are the major driving forces for achieving sustainability in HEI, followed by financial and economic growth rate, social equity, energy requirements rate, and institutional enhancement, in descending order. The results of uD-SiM were found to be more realistic and rational than our earlier proposed approach, D-SiM.  相似文献

Awareness of the complex and interrelated environmental, economic and social problems in our world is increasing; the sustainability debate no longer focuses on whether changes are necessary but on what kind of changes are needed and how they can be carried out. Engineers are increasingly looked to for sustainable solutions yet find themselves less than adequately prepared to provide answers. Education is consistently identified as one of the key strategies for facilitating sustainable development; the required shift in the thinking, values and actions of individuals and institutions calls for efforts to make sustainability concerns a central theme of all education. Educators recognize the ecological, economic, and social components of environmental sustainability. For community-based programs, there is another sustainability trio that, if neglected, will lead to a decline in program quality and function. To be sustainable over the long term, community-based programs must have superior educational quality, clear organizational structure, and continued financial stability. Many educational outreach programs that have neglected this sustainability trio have been weakened or eliminated as they are not seen as priority items during budget reductions. The Master Gardener Program exemplifies this premise, representing a cadre of tens of thousands of university-trained volunteer educators who deliver environmental education to their communities. Over the years, the vision for educational quality, use of clear organizational structures fitting an increased reliance on volunteers, and securing of outside funding for sustainability education have waned in many states, resulting in a lack of university leadership and programmatic devolution. We propose revising outreach education to align with the best practices in adult pedagogy and science by developing a centralized organizational structure and by looking outside traditional university resources for funding opportunities. These strategies can easily be adapted for other community-based outreach programs.  相似文献

The development of eco-industrial parks (EIPs) is an emerging concept that is being spread worldwide as a new industrial model that can reconcile the three dimensions of sustainability: social, economic and environmental. In Rio de Janeiro, Brazil, EIPs were launched through formal legislation as a means to foster sustainable development and to ameliorate the distress caused by unplanned urban and industrial development. The objective of this study is to present and analyze the development of EIPs in Rio de Janeiro, focusing on two of the initiatives launched. We argue that Rio de Janeiro has the potential for developing a sustainable industrial system through EIP implementation, but the continuity of EIPs will only be successful if there is convergence of interests among the actors involved.  相似文献

The implementation of urban sustainability practices is affected by political obstacles, and diverse political ideologies may defend different city models. Sustainable policy design could also be affected by several factors that cause the deflection of resources initially allocated to other groups that are contrary to the concerns pursued and have the power to veto sustainable plans by exerting pressure on the party in power.In this sense, the aim of this paper is to show the impact that political factors have on cities’ sustainability, and the effect of both on cities’ economic development. To do so, we used the 78 Spanish cities with a population over 100,000 studied by MERCO (Spanish Corporate Reputation Monitor) as regards their levels of sustainability for the fiscal years 2008 and 2009. Both relationships have been tested empirically through two dependence models using linear regression techniques.The results obtained show that political competition improves cities’ sustainability, while a leftist ideology has an inverse impact. On the other hand, a significant direct relationship has been observed between urban sustainability and municipal economic activity.  相似文献

The current need for assessing sustainable processes and states is a driving assumption for this article, having as objective to present preliminary results of a new assessment approach, the Compass of Sustainability (CompasSus), applied to administrative regions of Brazil. Its methodological approach is based on a combination of existing assessment methodologies, such as the Human Development Index and the Ecological Footprint. CompasSus is elaborated under the perspective of rather complementary operational concepts of sustainable development, namely weak and strong sustainability, which are often seen as competing ones. In spite of the advances on the perspective of sustainable development perceived in international agreements for conservation of nature, as well as in the implementation of national policies aiming at sustainability, there still exists an operational ambiguity of the concept of sustainability. Thus, its fuzzy theoretical consolidation for clear definition of objectives and lines of action still leads to different assumptions for diverse stakeholders and authors. Looking at the Brazilian case, conservation strategies are needed to protect the world's largest tropical rainforest against a predatory business – as-usual frontier expansion. As for addressing trade-offs between environmental conservation and regional development demands the CompasSus introduces a combined hemispheric assessment of sustainability. In 2006, the state in which the sustainability index had the best performance was DF (Distrito Federal). This, the seat of the capital city, presents an economy based on the public and the service sectors, both very little carbon and energy intensive. Furthermore, the high income per capita, and good social indicators associated with the small relevance of the agrarian sector grants it the best sustainability index, which is determined by performances in two components representing strong and weak sustainability. In the other extreme is São Paulo (SP) where a high population density and major impacts on waterways have implied a worse performance in weak sustainability index, whereas the high consumption of energy together with high carbon emissions have also determined a low performance in strong sustainability index.  相似文献

This paper proposes the concept of cumulative eco-intensity with which environmental or sustainability indicators are related to the added value of economic activities. The intensities are passed on recursively from supplier to supplier and thus make it possible to include upstream and downstream effects along the supply and waste disposal chain. The process is applied to whole companies and (by contrast with LCA) not to individual products. At comparatively low expenditure for the individual companies, it allows vertical comparisons along the value-adding chain and horizontal comparisons among companies or production locations. This provides a decision-making aid for a company seeking to fulfil its ecological or sustainability responsibility in the entire production and supply chains.  相似文献

Sustainable development and the definition of indicators to assess progress towards sustainability have become a high priority in scientific research and on policy agendas. In this paper, we propose a consistent and comprehensive framework of principles, criteria and indicators (PC&I) for sustainability assessment of agricultural systems, referred to as the Sustainability Assessment of Farming and the Environment (SAFE) framework. In addition we formulate consistent and objective approaches for indicator identification and selection. The framework is designed for three spatial levels: the parcel level, the farm level and a higher spatial level that can be the landscape, the region or the state. The SAFE framework is hierarchical as it is composed of principles, criteria, indicators and reference values in a structured way. Principles are related to the multiple functions of the agro-ecosystem, which go clearly beyond the production function alone. The multifunctional character of the agro-ecosystem encompasses the three pillars of sustainability: the environmental, economic and social pillars. Indicators and reference values are the end-products of the framework. They are the operational tools that are used for evaluating the sustainability of the agro-ecosystems. The proposed analytical framework is not intended to find a common solution for sustainability in agriculture as a whole, but to serve as an assessment tool for the identification, the development and the evaluation of agricultural production systems, techniques and policies.  相似文献

根据基于能值分析理论改进的生态足迹计算模型——能值足迹和能值承载力模型,在空间尺度上从地区一级上升到国家尺度,探讨能值足迹和能值承载力在国家层面上若干年时间序列的变化趋势,并以中国和韩国为例,对两国在1980~2006年(韩国1980~2004年)期间的能值足迹和能值承载力进行了计算与分析,探讨中国和韩国的可持续发展状况.结果表明,中国人均能值承载力由1980年的2.7362hm2下降到2006年的2.0547hm2,同时,人均能值足迹却由1980年的1.7715hm2上升到2006年的5.7903hm2.中国自1987年以来出现能值足迹赤字,且赤字数额逐年增加,到2006年已达到-3.7356hm2.韩国人均能值承载力由1980年度3.1871 hm2下降到2004年度2.5271 hm2,人均能值足迹由1980的1.1339 hm2上升到2004年的4.2419 hm2,韩国自1992年出现能值足迹赤字,之后虽有小幅波动,但总体趋势与中国类似,赤字数额逐年上升,到2004年已达-1.7147hm2.目前,中国已不能满足基本可持续性的要求,而韩国能够满足这一要求.  相似文献
