This paper explores the level of vulnerability to the hazard of fire that exists in Makola Market in Accra, Ghana, and assesses how this threat can be reduced through a community‐based risk assessment. It examines the perceptions of both market‐stall occupants and primary stakeholders regarding the hazard of fire, and analyses the availability of local assets (coping strategies) with which to address the challenge. Through an evaluation of past instances of fire, as well as in‐depth key stakeholder interviews, field visits, and observations, the study produces a detailed hazard map of the market. It goes on to recommend that policymakers consider short‐to‐long‐term interventions to reduce the degree of risk. By foregrounding the essence of holistic and integrated planning, the paper calls for the incorporation of disaster mitigation measures in the overall urban planning process and for the strict enforcement of relevant building and fire safety codes by responsible public agencies.  相似文献

近年来,城市重大危险源的安全问题日益突出,对城市的健康安全发展构成了极大威胁,因此,如何进行城市重大危险源选址成为现代社会研究的重要内容。利用GIS空间分析技术,对影响重大危险源选址布局的空间信息进行处理,将道路图、土地利用规划图、城市遥感影像、城市基础设施等与城市区划图相结合,以获取适宜选址的可行域。利用模糊综合评价理论,选出影响选址的因素集和评语集,通过模糊运算评判可行域,并由实例验证了该选址方法,最终得出城市重大危险源最优选址方案。因此,进行城市重大危险源的选址研究具有现实可行的意义,有助于提高城市的整体安全水平。  相似文献

为了将模糊支持向量机应用于滑坡灾害危险性评价工作,并进行验证,进行了研究区滑坡现状的调查,评价指标的选取,隶属函数的确定和基于FSVM的滑坡灾害危险性评价.选取了高程指标、坡度指标、岩土体指标、地表湿度指标及植被覆盖指标等5个指标作为滑坡灾害危险性评价指标,最后以莆田市为例,结合Rs和GIS技术,进行了滑坡危险性评价的研究.评价结果与实地验证和莆田市国土局提供的地质灾害现状图基本吻合.  相似文献

Coastal hazard management involves the assessment of vulnerability in natural and human environments. Indices incorporating a diversity of indicators have therefore been used extensively to provide spatial analyses of the degree of vulnerability. Such indices are typically applied at global and national scales, and they involve varying degrees of simplification and aggregation of information. The degree of simplification that is desirable depends on the management scale, and higher resolution is required at the local compared to the global scale. To investigate the implications of spatial scale in depicting coastal hazard risk, coastal vulnerability indices were developed at national (Northern Ireland), local authority and site levels. Variables were separated into three sub-indices: a coastal characteristics sub-index concerned with the resilience and susceptibility of the coast to erosion, a coastal forcing sub-index to characterize the forcing variables contributing to wave-induced erosion and a socio-economic sub-index to assess the infrastructure potentially at risk. The three sub-indices were merged to calculate the overall index, which is portrayed in the form of colour-coded vulnerability maps. While a common tripartite index could be employed at national, regional and local scales, the nature of the data used to quantify many of the variables varies according to the scale of management. Some important local variations in vulnerability are masked by simplifications at the national scale. For some variables more detailed information is available as the spatial resolution of the study increases, while others become obsolete as data are of insufficient resolution to differentiate real variability at more detailed scales. The results highlight the importance of spatial scale in developing indices of vulnerability: while a common index architecture can be applied, the selection of variables must take account of the scale at which the hazard is to be assessed. It is likely that limits on index development will also be imposed by data availability at various scales.  相似文献

本文从自然致灾因子危险性和承灾体易损性2个方面选取评价指标,在南通市基础图件的基础上,通过GIS软件分析分别得到南通市自然致灾因子危险性分区图和社会经济易损性分区图.两图叠加后,生成南通市自然灾害风险区划基本单元,采用自下而上的定量区划方法,合并得到自然灾害风险区划图,最后分别论述了每个风险区的自然灾害和社会经济的特征.通过对风险区划指标和区域划分的探讨,以期为南通市防灾减灾工作提供科学依据.  相似文献

旱灾研究中,地形导致的水热再分配容易造成地域间旱灾灾情的明显差异,因此地形因子对于旱灾风险的准确评价及灾情的客观评估至关重要。采用气象站点观测数据和DEM数据,通过模拟复杂地形影响下的下垫面真实水分情况,加入地形因子的影响,建立了以干旱致灾因子(水分条件)、孕灾环境(地形)、承灾体(农作物脆弱性曲线)综合的旱灾风险评价三度模型;并以地形复杂、旱灾多发的西南地区为例,编制了旱灾风险等级图,以期为客观评估旱灾灾情,有效开展区域旱灾风险防范提供科学依据。  相似文献

北京山区泥石流灾害保险的风险评判方法研究   总被引:4,自引:0,他引:4  
泥石流是北京山区主要的自然灾害,在1989-1999年期间,泥石流灾害造成的经济损失高达3.09亿元.对泥石流灾害保险风险的评判是首先按北京山区各区县的泥石流危险度分区划分风险区,然后对各风险区进行灾害危险性和灾害易损性评判.在危险性评判中,按各风险区的泥石流危险度等级赋予危险度评判指标值.在易损性评判中,选择国内生产总值、固定资产、人口密度和人口自然增长率等4个因素作为评判指标,并分为两个层次进行评判.第一层次是经济易损性与社会易损性评判,第二层次是泥石流灾害易损性评判.最后用泥石流灾害保险风险分析数学模型,计算出各风险区的泥石流灾害保险风险度,并由此绘制了北京山区泥石流灾害保险风险区划图.  相似文献

以吉林省地级城市为研究对象,从造成城市干旱缺水的致灾因子危险性,承灾体的暴露性、脆弱性和防旱抗旱能力四个方面着手,利用自然灾害指数法、加权综合评价法和层次分析法,建立了城市干旱缺水风险评价模型,引用城市干旱缺水风险指数(UDRI),对城市干旱缺水风险程度进行了评价,并借助GIS技术绘制了吉林省城市干旱缺水风险分布图,以期为实现吉林省水资源可持续利用、保障区域经济可持续发展和老工业基地改造战略实施提供科学依据.  相似文献

Environmental sanitation programmes are vital for tackling environmental-related disease and ensuring human dignity in emergency situations. If they are to have maximum impact they must be planned in a rapid but systematic manner. An appropriate planning process comprises five key stages: rapid assessment and priority setting; outline programme design; immediate action; detailed programme design; and implementation. The assessment should be based on carefully selected data, which are analysed via comparison with suitable minimum objectives. How the intervention should be prioritised is determined through objective ranking of different environmental sanitation sector needs. Next, a programme design outline is produced to identify immediate and longer-term intervention activities and to guarantee that apposite resources are made available. Immediate action is taken to meet acute emergency needs while the detailed programme design takes shape. This entails in-depth consultation with the affected community and comprehensive planning of activities and resource requirements. Implementation can then begin, which should involve pertinent management and monitoring strategies.  相似文献

In response to increasingly frequent and severe flooding events, tracking the explanatory elements of integrative planning effort can provide useful assessment of initiatives that foster improved community disaster resiliency. In this research, we address the effect of local hazard mitigation plan quality on mitigating disaster risk with an emphasis on the relationship between plan quality and community resilience. Using content analysis and principles of plan quality metrics, we evaluate local hazard mitigation plans to determine how well they support disaster risk reduction. Analytically, these metrics and relevant controls were incorporated into both a log-linear two-stage least squares model and a quantile regression model to explain flood loss at the county level for the US Mississippi River Basin. Findings suggest that better plan quality and high levels of community resilience result in reducing disaster losses.  相似文献

由于震害预测空间数据具有图多面广和二次生产数据的特点,数据更新的问题还没有根本解决。指出我国空间数据封闭式管理方式是导致其数据类型和格式不一致、坐标系统不一致、比例尺不一致的原因,震害预测空间数据更新的困难是没有建立统一的空间数据管理平台、城市电子地图不能共享及标准不统一、与基础属性数据脱节、震害预测分析程序未实现模块化嵌入、防震减灾信息系统的管理跟不上等因素所致。提出了震害预测空间数据的更新策略,包括建立统一的空间数据管理平台、建立城市信息共享、预测结果数据的更新、建立数据编码对照表、建立完善的管理和数据更新机制等,并详细介绍了建立统一的空间数据管理平台的功能。  相似文献

地质灾害的发生是由地层岩性、地质构造、地形地貌、气象条件和人类工程活动等诸多因素综合作用的结果,依靠知识与监测无法完全认识其复杂的演变机制,是一种典型的"灰色系统"。基于灰色理论的模型在区域地质灾害危险性评价中得到了广泛的应用,但是由于地质灾害的复杂性,这种以模型为核心的评价方法难以抽象或概化出模型所需的条件,因此出现了评价方与评价对象之间的"不兼容"现象。传统的方法是利用人为的主观判断来获取评价模型所需的条件,不可避免地带来评价的随意性与主观性。通过引入信息熵理论,对传统的灰色模型进行修正,建立了基于信息熵的灰色模型,很好地解决了这个问题。以四川青川县为例,对该模型的正确性进行了应用,取得了较好的效果。  相似文献

从泥石流体流变特性的分析入手,深入地探讨了蒋家沟泥石流阵性流的淤积和冲刷特征。其冲淤变化特征与泥石流体的浓度特性和规模大小的发展过程有很大的关系。根据这些分析,可以将泥石流的危害划分为侵蚀和堆积两大类,并可能进一步完善泥石流危险度的评估。  相似文献

以辽西北29个农业县(市、区)为研究区域,选取辽西北最主要的玉米作物作为研究对象,从造成农业干旱灾害的致灾因子危险性、承灾体暴露性、脆弱性和抗旱减灾能力4个方面着手,利用自然灾害风险指数法、加权综合评价法和层次分析法,建立了农业干旱灾害风险指数(ADRI),用以表征农业干旱灾害风险程度;借助GIS技术,绘制辽西北农业干旱灾害风险评价区划图,将风险评价区划图与2006年辽西北受干旱影响粮食减产系数区划图对比,发现两者可以较好的匹配。研究结果可为当地农业干旱灾害预警、保险,以及有关部门的旱灾管理、减灾决策制定提供理论依据和指导。  相似文献

Global maps of natural hazard occurrence and risk are useful tools for policy makers and international development organizations. The ranking of countries or regions by relative exposure provides a metric for prioritizing strategies for natural hazard mitigation and risk management, and for planning for response and recovery. However, the calculations underlying global natural hazard risk mapping depend on the availability and quality of geophysical and socio-economic data, which are highly variable from region to region, and may impede the application of global rankings to regional decision making. This paper summarizes a recent synthesis of natural hazard occurrence, exposure and loss data—the World Bank's “Hotspots” project—and describes the advantages and difficulties in such an approach. Several suggestions for more highly resolved, regional and sub-national analyses are made.  相似文献

为了建立健全我国突发公共事件应急管理体制,提高各级政府应对突发事件的能力,分析和研究各级政府在突发公共事件应急管理过程中存在的问题显得非常重要。本文通过对九江地区5.7级地震发生后灾区某市政府在应急救灾抢险方面所展开的各项管理工作的调查研究,对灾区政府从启动初动体制到全面展开应急救灾工作的应急管理过程进行了详细分析。在此基础上,以灾区某市政府地震灾害应急管理为例,就我国各级政府在灾害管理过程中普遍存在的有应急预案但没有相应的防灾规划实施细则、灾后受灾应急评估体系不健全、应急避难与应急救灾物资缺少规划管理等问题进行了探讨和分析,并就如何加强我国地方政府灾害应急管理能力提出了相应的建议和方法。  相似文献
