The chemical process industries (CPI) handling hazardous chemicals can be rather attractive targets for deliberate adversarial actions by terrorists, criminals and disgruntled employees. The damage inflicted may include casualties, economic loss and political fallout. There is an urgent need for each facility to have a security management programme. Its essential components are security risk assessment, security countermeasures and emergency response.

Security risk assessment can be carried out qualitatively by threat analysis, vulnerability analysis and developing a Security Risk Factor Table (SRFT). All these are discussed at length. Security countermeasures are the steps taken to strengthen the weak points in a system, either by lessening vulnerabilities or by hardening the facilities. Various security countermeasures are suggested for improving security of CPI. Appropriate emergency response measures that could mitigate the consequences of a successful attack are also discussed in the paper. It is recommended that many of the conventional safety and security measures adopted thus far may have to be modified in light of the enhanced and complex nature of the present security threats.  相似文献

The oil and gas industry forms a vital and large part of the economy of any country. It provides crucial support to transport, manufacturing and energy sectors, produces valuable exports and provides huge employment. This industry along with fertilizer plants, petrochemical plants, etc., which handle hazardous chemicals, are potential targets for deliberate actions by terrorists, criminals and disgruntled employees. The process industries face different levels of threats. It is imperative to analyze the entire threat scenario before taking steps to counter it, otherwise each and every threat will have to be treated as most severe, thus resulting in a huge and wasteful expenditure.The Security Risk Factor Table (SRFT) and a Stepped Matrix Procedure (SMP) have been developed to assess the security risk of oil and gas industry as well as the other chemical process industries. While the SRFT deals with the effects of individual threats, the SMP deals with the cascading/domino effects which a lone, low probability event can cause. A case study of a refinery has been performed to show the application of the ideas presented.  相似文献

国外已经对火电厂的安全评价工作进行了一定的研究,但是国内对此项工作的研究还是比较匮乏,尤其对火电厂危险化学品更缺乏相关的安全评价方法及研究。在火力发电厂实际生产中,需使用到大量易燃、易爆危险化学品,由于使用、存储不当,极易造成重大事故。根据某火电厂实际情况,结合安全评价的基本程序,运用道(DOW)化学火灾、爆炸危险指数评价法对火电机组氢冷系统(GRH)单元进行了评价。结果显示,GRH单元的本质危险性很大,经过安全措施补偿后危险性较轻,说明利用道氏法对火电厂危险化学品使用状况进行评价,能够比较准确地反映被评价单位的实际情况,根据评价结果和存在的问题提出有针对性的对策措施,进一步改善火电机组运行环境的安全。评价结果可为火电厂提高安全管理水平提供有价值的参考。  相似文献

通过分析城市危险化学品的基本情况和典型事故引发的严重后果,借鉴、总结城市危险化学品应急救援演练和事故现场应急救援的实践经验,参考城市危险化学品潜在危险性评估的结果,笔者提出危险化学品事故的类别及其3种紧急情况的应对方法;阐述了制定危险化学品事故应急救援预案的目的、依据、指导思想和原则;指出城市危险化学品事故应急救援预案应包括的主要内容和构成要素,即应急救援的策划、应急响应机制、应急救援的机构与职责、任务与形式、应急响应程序、预案管理与评审改进等;提供了制定城市危险化学品事故应急救援预案的方法。  相似文献

为提升危化品事故应急救援能力,保障消防救援队员救援时安全,基于2015年天津港“8·12”瑞海公司危险品仓库特别重大火灾爆炸事故教训,从应急管理生命周期的角度构建危化品应急管理体系,研究危化品事故应急救援能力提升方法。结果表明:事故发生及特大伤亡与预防和应急准备工作不足有密切关系。构建基于应急管理生命周期的危化品企业、有关监管部门、技术服务机构、消防队联动应急管理体系是提升危化品应急救援能力的重要方法。危化品企业、有关监管部门、技术服务机构、消防队应做好危化品事故预防与应急准备工作,通过充足的预防和准备工作促使有效应急响应。事故发生后,危化品企业做好早期处置利于消防队采取针对性应急救援方案。对于复杂性危化品事故,及时成立抢险救援指挥部,科学应急响应,可保障消防救援的安全有效。  相似文献

为加强危险化学品储存的环境安全性,在深入调研危化品储存环节主要风险的基础上建立评价指标体系,采用层次分析法与模糊综合评价法相结合的风险评估模型对低温乙烯罐储存过程进行风险评估,并提出可行的控制措施。研究结果表明,储罐环境安全处于安全级内;针对低温乙烯罐存在的风险建立EHS一体化管理模式,建立全厂应急预案及一系列的风险预防措施,以缓解其储存过程的风险。  相似文献

The hazardous chemical accidents remain a matter of major concern. However, there is a dearth of practical measures about the emergency management of hazardous chemicals leakage. Therefore, in order to provide more accurate management plan, quantitative risk assessment has become a critical issue in chemical industry. The main aim of this study is to quantify the risk of hazardous chemicals leakage, and take precautions against the accidents. In this study, a Fire-Explosion-Poisoning Quantitative Probability Model (FEPQPM) has been established. The paper introduced the probability analysis methods to analyze derivative accidents caused by hazardous chemicals leakage, established quantitative risk assessment models, and made acceptable risk level analysis. This model has been applied to quantitatively assess an enterprise’s storage tank at Changshou Chemical Industrial Distripark (CID) in Chongqing, China. Evaluation results are in line with the actual situation of the CID. It is shown that the probability of poisoning is very large, causing more economic loss than the other two types of accidents, and death toll of leakage accident increases over time, resulting in greater economic losses. The risk level of leakage accident involving poisoning is unacceptable.  相似文献

为快速提高危化品道路运输事故应急救援能力,降低事故后果,文章基于目前应急救援中心选址模型的不足,提出了一种新的双目标决策救援中心选址模型。通过综合考虑应急响应时间及应急处理能力对救援能力的影响,建立了救援中心点的最大网络覆盖模型;并采用较优的邻域搜索算法求解救援中心点的合理位置。最后以某地危化品运输路网为例,利用所建模型对事故应急救援中心的合理布局计算求解。结果表明:考虑应急响应时间及应急处理能力限制的应急救援中心选址模型,能够有效提高救援中心的综合应急能力,为有关部门合理规划危化品道路运输事故应急救援中心布局提供理论参考和决策依据。  相似文献

In the past two decades, there has been continuous investment and expansion of semiconductor, photoelectric panel, or solar cell plants in the high-tech industry. For example, establishing a semiconductor plant costs about US$ 3 billion. In addition, the output value of integrated circuits (IC) of Taiwan as a whole is estimated to be about US$ 5.215 billion, and globally of US$ 275.2 billion in 2008. A large amount and a variety of specialty gases or chemicals are applied during processes in high-tech facilities and these chemicals are characterized by inflammability, toxicity, and corrosiveness. Accidents may result once errors or leaks occur in any part of the supply chain, which consists of storage facilities, supply equipment, process machines, and tail gas elimination devices. Personnel casualties can result in serious situations. This study discusses the emergency response procedures and common response defects in semiconductor plants with a view to enhancing emergency response effects and capabilities, avoiding casualties, reducing property loss and shortening operation interruption.  相似文献

The photoelectric, semiconductor and other high-tech industries are Taiwan's most important economic activities. High-tech plant incidents are caused by hazardous energy, even when that energy is confined to the inside of the process machine. During daily maintenance procedures, overhauling or troubleshooting, engineers entering the interior of the machines are in direct contact with the source of the energy or hazardous substances, which can cause serious injury. The best method for preventing such incidents is to use inherently safer design strategies (ISDs); this approach can fully eliminate the dangers from the sources of hazardous energy at a facility.This study first conducts a lithography process hazard analysis and compiles a statistical analysis of the causes of the fires and losses at high-tech plants in Taiwan since 1996, the aim being to establish the necessary improvement measures by using the Fire Dynamics Simulation (FDS) to solve relevant problems. The researchers also investigate the lithography process machine in order to explore carriage improvement measures, and analyse the fires' causes and reactive materials hazardous properties, from 1996 to 2012. The effective improvement measures are established based on the accident statistics. The study site is a 300 mm wafer fabrication plant located in Hsinchu Science Park, Taiwan.After the completion of the annual maintenance jobs improvement from September 2011 to December 2012, the number of lithography process accidents was reduced from 6 to 1. The accident rate was significantly reduced and there were no staff time losses for a continuous 6882 h. It is confirmed that the plant safety level has been effectively enhanced. The researchers offer safety design recommendations regarding transport process appliances, chemical storage tanks, fume cupboard devices, chemical rooms, pumping equipment, transportation pipelines, valve manual box (VMB) process machines and liquid waste discharge lines. These recommendations can be applied in these industries to enhance the safety level of high-tech plants, facilities or process systems.  相似文献

为了对危险化学品港口装卸过程中泄漏危险度进行量化评定,基于泄漏扩散模型提高港口的应急处理技术,对危险化学品泄漏扩散模型的研究现状从理论研究、试验研究、应用研究3方面进行深入分析。着重对高斯模型(Gaussian model),BM模型,Sutton模型,FEM3模型,箱及相似模型,P-G模型等模型从理论描述方法、适用对象和范围、计算精度和难易、参数选取等方面进行优缺点的对比研究,认为:由于危险化学品泄漏和扩散行为的复杂性,影响因素的多样性,使各类模型在具备一定的理论价值和现实意义的同时,还存在着参数选取不确定性、试验模拟差异性以及实际应用局限性的问题和不足,运用计算机技术完善试验结果数据库、改进数学仿真模型是其进一步研究发展的趋势。  相似文献

2006年安全生产工作取得了较好的成绩,呈现总体稳定趋向好转的发展态势,事故死亡人数总量也较大幅度下降。但是,在危险化学品行业非但没有得到扭转,事故死亡人数反而上升了16.2%。对此,我们有必要加强对危险化学品的安全管理。在安全评价方面,危险化学品企业实施安全评价后是否对企业的发展有实际的绩效,对此,我们对全国320家实施过安全评价的危险化学品企业进行了调研分析,尤其在安全设施、安全管理水平、事故发生频率等方面,并从中得出结论,进而了解评价过程中存在的不足,以及提出合理的对策措施。  相似文献

Under the new threat situation it is necessary to impede and if necessary detect ingress by unauthorised persons into the relevant establishment. It may be necessary to take additional measures to protect installations or parts thereof that are especially hazardous or at risk from terrorist attacks from interference by unauthorised persons.

It is the duty of the state to take precautionary and preventive measures to impede or prevent external terrorist attacks or entry by force into establishments. The necessary resources for this purpose must be made available even in times of limited budgets.

Since total protection can never be guaranteed, external emergency measures have a particularly important role to play. The competent authorities in this sector must receive the necessary information from the operators and must take the measures within their sphere of responsibility without delay.

Much of the information necessary for assessment of the risk situation by the operators and the authorities is already available under the provisions on the safety report and the external alarm and emergency plans according to European Seveso II Directive (96/82/EC).

It is recommended that a restriction of disclosure of information on the grounds of public safety should only be permitted for establishments/installations which are to be regarded as security-relevant on the basis of the hazard and the risk analysis.

本文在搭建移动式承压类特种设备应急联动系统的背景下,重点开发移动式承压类特种设备应急平台.该平台是应急联动系统的核心控制部分,可实现危化品车辆管理、在线监测、事故分析、应急救援、统计分析、基础数据管理、系统管理等功能.应急联动系统融入“平战结合”理念,危险发生时,首先,平台从现场侦测装置自动采集数据;其次,启动事故分析和应急救援模块,必要时自动开启喷淋装置;第三,基于模型预测结果生成相应的应急救援方案;最后,发送到手持终端.该系统可以提升移动式承压类特种设备突发事件应急的及时性、科学性和有效性.  相似文献

本文基于"十一五"期间我国危险化学品事故统计数据,从事故类别、事故发生区域、事故发生时间、企业经济类型、危险化学品类别、危险化学品事故发生环节等方面进行分析,结果表明,中毒与窒息事故和爆炸事故占危险化学品事故主要类型,易燃液体、易燃气体、爆炸品和腐蚀性物质是引发危险化学品事故的主要危险物质类型,生产环节是事故发生的主要环节,违反操作规程或劳动纪律与设备设施工具附件有缺陷是导致事故的重要原因。从落实企业安全生产主体责任、提升本质安全化水平、开展重大危险源普查、建立安全监管网络、加强危险化学品产业布局、提高事故应急救援能力等方面提出了预防和控制危险化学品事故的对策建议。  相似文献
