As the Anthropocene proceeds, regional and local sustainability problems are ever more likely to originate at multiple levels of the earth system. The rate of global environmental change is now vastly outpacing our policy response, and social-ecological systems analysis needs to support global environmental governance. To respond to this challenge, this paper initiates the development of a coastal social-ecological typology and applies it in an exemplary fashion to nine coastal and marine case studies. We use an explicit distinction between the definitions of scale and level and a problem or issue-specific approach to the delineation of social-ecological units. A current major challenge to social-ecological systems analysis is the identification of the cross-level and cross-scale interactions and links which play key roles in shaping coastal and marine social-ecological dynamics and outcomes. We show that the regional level is the best point of departure to generate sustainability-oriented cross-scale and multi-level analyses and offers the outline of a typology in which different disciplinary and other forms of knowledge can be integrated as both part of regionally grounded analysis and action which engages with global sustainability challenges.  相似文献

An attempt is made to develop a coastal and marine social-ecological typology. An explicitly regional focus is taken to explore how a regionally grounded, multi-scale analysis may support multi-level local to global sustainability efforts. A case study from Indonesia exemplifies this approach. Social-ecological sustainability problems, caused by drivers at different earth system levels, lead the way into the proposed typology. A social-ecological system consists of a biogeophysical territory, an identified issue and the associated social agents. It can extend across disciplines as well as across spatial and institutional levels and scales. A global sustainability research matrix, which is based on ecozones and problem types, can thus be constructed and serves as a research-driven multi-level typology. The regional application links directly to stakeholder agendas at the problem level. It is argued that some of the central functions of coastal and marine social-ecological systems are resource provision, livelihood access, and storm and erosion protection, which need special attention in a coastal and marine social-ecological typology, as exemplified in the Indonesian case study used. This contribution is an exploratory research to propose steps toward such a typology. It is extended to the social-ecological subsystems—natural, social, governance—and applied to additional cases. A two-dimensional, hierarchical typology is proposed as a tool to analyze, compare and classify coastal and marine systems. A policy typology is added to assess changes. A governance baseline is assumed to foster normative sustainability goals. A subsystems appraisal typology is meant to evaluate action results. At the nexus of watersheds, land, coastal areas, oceans, and human settlements, river delta regions pose specific challenges to environmental governance and sustainability. Using the Amazon Estuary-Delta region (AD) as our focus, we reflect on the challenges created by the high degree of functional interdependencies shaping social–ecological dynamics of delta regions. The article introduces the initial design of a conceptual framework to analyze delta regions as coupled social–ecological systems (SES). The first part of the framework is used to define a delta SES according to a problem and/or collective action dilemma. Five components can be used to define a delta SES: social–economic systems, governance systems, ecosystems-resource systems, topographic-hydrological systems, and oceanic-climate systems. These components are used in association with six types of telecoupling conditions: socio-demographic, economic, governance, ecological, material, and climatic-hydrological. The second part of the framework presents a strategy for the analysis of collective action problems in delta regions, from sub-delta/local to delta to basin levels. This framework is intended to support both case studies and comparative analysis. The article provides illustrative applications of the framework to the AD. First, we apply the framework to define and characterize the AD as coupled SES. We then utilize the framework to diagnose an example of collective action problem related to the impacts of urban growth, and urban and industrial pollution on small-scale fishing resources. We argue that the functional interdependencies characteristic of delta regions require new approaches to understand, diagnose, and evaluate the current and future impacts of social–ecological changes and potential solutions to the sustainability dilemmas of delta regions.  相似文献

Abstract

Evidence shows that some conceptual ideas relevant to both local and global sustainability have been adopted in some official documents in northeast Asian nations, particularly China, South Korea, and Japan. This seems to be a very positive signal for the future development of sustainability science in this region. However, studyes show that there are still some major gaps there. One is the problem of how to build up the regional research capacity of sustainability science among northeast Asian research institutes across different disciplines as well as different political systems. Another is how to shift the conceptual frameworks of sustainability science into the operational policy frameworks. There are four major obstacles to the enhancement of regional research capacity-building in sustainability science. In order to build up the regional research capacity in sustainability science and to realize both local and global goals of the sustainable development in northeast Asia, this paper proposes some basic frameworks, including regional institutional innovations, establishment of a regional sustainability information network, initiatives of the regional assessment programme, and focus on the regional education and training of sustainability knowledge.  相似文献

过去10年间,可持续发展理论和实践都取得重大进展。在这些进展当中,本文辨识出3个核心的概念:地球系统观、生态文明思想、低碳经济概念,对这3个看起来没有直接关联的概念分析了其中十分密切的理论联系。地球系统观的发展深刻地改变了人类对自身和所处地球环境的认识,被称为"第二次哥白尼革命",从而强化了可持续发展理论的科学基础;生态文明思想从根本上颠覆了工业文明的思想基础,深化了可持续发展理论的哲学和伦理学内涵;低碳经济概念是全球应对气候变化过程中提出的新的理念,以提高能效、减少排放和发展可再生能源为特征的经济发展模式是可持续发展理论在实践的具体化,并具有可操作性。3个概念都突出了地球系统作为一个整体来研究、开发、利用和保护;同时也都强调了对地球表层这个自然与社会剧烈交互作用的生态圈和人类圈的理解必须运用全新的视角和多学科的研究方法。深入理解这3个概念的内涵及相互关系是把握可持续发展理论10年进展的关键。  相似文献

全球可持续发展涉及可持续经济、可持续环境和可持续社会三方面的协调统一,要求人类在发展中讲究经济效率、关注环境和谐与追求社会公平,最终达到人的全面发展。自1992年联合国环境与发展大会以来,国际社会积极推动实施《关于环境与发展的里约宣言》、《21世纪议程》和《可持续发展首脑会议执行计划》,各种形式的国际和区域环发合作深入开展,各个国家为促进可持续发展付出了巨大努力,在消除贫困和实现千年发展目标方面取得一些成绩。但是,全球在经济、环境和社会发展方面正在面临着越来越复杂的形势,全球可持续发展事业依然面临严峻的挑战。本文从经济、环境与社会三个方面,系统分析了全球可持续发展面临的挑战。分析表明:全球经济发展依然不平衡,不稳定性在加大,而且世界贫富差距明显,发达国家对发展中国家的官方援助不足;全球能源结构没有根本性改变,CO2排放不断增加,气候变化问题突出,而且一些国家生态环境问题较为严重;世界总人口数不断增加,各国就业水平难以提高,各国教育水平非常不均衡,而且欠发达国家人均医疗卫生支出水平低,居民健康状况堪忧。针对全球可持续发展面临的挑战,本文提出了相应的对策:①坚持"共同但有区别的责任"原则。可持续发展没有统一的模式,各国的发展阶段、条件和能力的不同必须予以正视;要区别发达国家和发展中国家的不同国情,要充分尊重发展中国家的发展权利;要为发展中国家向可持续发展转型提供技术、资金和能力建设方面的强有力支持。②加强各国政府在环境领域的交流与合作。不仅要重视全球性环境问题,而且更要优先考虑区域性环境问题,特别是发展中国家和最不发达国家面临的生态环境问题。③积极推动全球社会朝向均衡、普惠和共赢的方向发展。世界上所有国家都应有权以平等的身份参与全球治理过程以及不断改进和优化治理机制,而且全球治理结构应该向发展中国家倾斜;要积极消除贫困、减少不平等现象、使增长具有包容性、使生产和消费更可持续;要增强人们做出可持续选择的权利,特别是妇女、年轻人、失业者以及社会最弱势和最脆弱群体的权利等。  相似文献

Since United Nations adopted the global Sustainable Development Goals (SDGs) for the next 15 years (2016–2030), sustainable development will further become a core concept and main principle to guide global and national economic and social development. According to this background, strengthening the integrative research on the theories and methodologies of sustainable development has been a strategically important mission. This article provided an analytic framework for sustainability science, named the object-subject-process (OSP) framework for examining the key issues encountered during the theoretical research and policy analysis. This study emphasized that, on the object dimension, sustainable development means to seek for economic and social development within biophysical limits of the earth and the relationship of environment, society, and economy should be containing and complementary rather than parallel and substitute; on the process dimension, sustainable development should adopt both the responsive and proactive strategies for the whole process management which employing pressure-state-response (PRS) model rather than dealing with one part of them; on the subject dimension, sustainable development research should involve the key stakeholders who are kind of collaborate governance rather than separate each other. From the perspective of sustainability science, green economy was utilized as a case study to explore the issues of object, process and subject and also the significance of green economy was discussed in this study.  相似文献

This article discusses the role of knowledge governance arrangements in the mainstreaming of sustainable practices, in particular, in the creation, sharing and use of integrated and contextualized knowledge. That is, knowledge which accounts for the social, economic, institutional, and ecological dimensions of potentially sustainable practices, and which considers the need to adapt generic practices to the sustainability requirements of specific places. An actor-centered approach is proposed for the study of the historical evolution of knowledge governance arrangements in order to understand their role in the adoption of sustainable practices. The approach is applied to explain the rapid adoption of no-till agriculture in the Argentine Pampas. A radical knowledge governance transformation occurring in this region during the 1990s led to increasing knowledge exchange and pushing sustainability practices to the top of key actors’ agendas. This embracing of no-till agriculture illustrates the crucial role played by farmers’ associations as boundary organizations: linking farmers with actors specialized in the generation of scientific knowledge and technology. This case reveals that sustainability transitions can be fostered through knowledge governance arenas characterized by: (a) promoting public–private collaboration through boundary organizations, (b) assigning private actors a leading role in the adoption of sustainability practices at the production unit scale, (c) fostering the public sector competence in regional and socio-ecological research, and (d) addressing the heterogeneous needs of knowledge users. However, the case also shows that the success of no-till agriculture in the Pampas is pushing the agriculturization of surrounding areas where this practice is largely unsustainable. This finding suggests that present knowledge governance arrangements fail to contextualize practices that are potentially sustainable.  相似文献

The global sustainability crisis facing humanity is a cultural crisis with neoliberal culture, the primary driver. The necessity for global change away from neoliberal systems is well established with cultural systems pursued through sustainability seen as the most viable options to alleviate this global crisis. Whilst the goals of neoliberalism and sustainability are systemic and universal, those implementing them work at a specific level with individuals, groups and/or collectives. The literature fails, however, to provide specific examples of why, on a practical level, social change agents often struggle to implement sustainability goals. One of the primary reasons for these struggles can be found in an examination of human behaviour, for instance personality types, group dynamics and/or interpersonal or group communication skills (or lack thereof). This exploratory paper will investigate the existence of a nexus between neoliberalist and adult bullying behaviours to initiate discussion on the barriers this combination may have on social change for sustainability and global citizenship. This examination is warranted as the propensity in the neoliberalist system to support the use of bullying behaviours by its advocates is a complex, nuanced and underresearched topic. There are implications here for policy development, social and urban planning, education and governance for sustainability and global citizenship.  相似文献

Resilience has emerged as a prominent paradigm for interpreting and shaping human–environment connections in the context of global environmental change. Resilience emphasizes dynamic spatial and temporal change in social–ecological systems where humans are inextricably interwoven with the environment. While influential, resilience thinking has been critiqued for an under-theorized framing of socio-cultural dynamics. In this paper, we examine how the resilience concepts of planetary boundaries and reconnecting to the biosphere frame human–environment connection in terms of mental representations and biophysical realities. We argue that focusing solely on mental reconnection limits further integration between the social and the ecological, thus countering a foundational commitment in resilience thinking to social–ecological interconnectedness. To address this susceptibility we use Tim Ingold’s ‘dwelling perspective’ to outline an embodied form of human–environment (re)connection. Through dwelling, connections are not solely produced in the mind, but through the ongoing interactivity of mind, body and environment through time. Using this perspective, we position the biosphere as an assemblage that is constantly in the making through the active cohabitation of humans and nonhumans. To illustrate insights that may emerge from this perspective we bring an embodied connection to earth stewardship, given its growing popularity for forging local to global sustainability transformations.  相似文献

This paper examines the relationship between the development of the dominant industrial food system and its associated global economic drivers and the environmental sustainability of agricultural landscapes. It makes the case that the growth of the global industrial food system has encouraged increasingly complex forms of “distance” that separate food both geographically and mentally from the landscapes on which it was produced. This separation between food and its originating landscape poses challenges for the ability of more localized agricultural sustainability initiatives to address some of the broader problems in the global food system. In particular, distance enables certain powerful actors to externalize ecological and social costs, which in turn makes it difficult to link specific global actors to particular biophysical and social impacts felt on local agricultural landscapes. Feedback mechanisms that normally would provide pressure for improved agricultural sustainability are weak because there is a lack of clarity regarding responsibility for outcomes. The paper provides a brief illustration of these dynamics with a closer look at increased financialization in the food system. It shows that new forms of distancing are encouraged by the growing significance of financial markets in global agrifood value chains. This dynamic has a substantial impact on food system outcomes and ultimately complicates efforts to scale up small-scale local agricultural models that are more sustainable.  相似文献

Past extreme hydrological events, future climate change scenarios and approaches for lake management were studied in the Argentinean Pampa. Anthropogenic climate change will impact water bodies and create enormous challenges for water management. Adaptation strategies are needed urgently to deal with the uncertainties originated by climate change on inland or coastal basins. Only a few studies have addressed practical strategies to mitigate global change impacts on lakes and practically none in South America. The purpose of this work was to discuss management options and seek better adaptive alternatives for the nature reserve Lake Chasicó, and to propose future management experiments and actions at a regional level. The ecohydrological approach is likely to increase the ecological resilience of the lake, dampen climate-driven hydrological variations and reduce eutrophication problems. Future projects should include wetland creation, fish management, water quality control, engineering work studies and education programs. Ecohydrology as an integrative natural science should be considered as a water management strategy to build ecological resilience into water bodies. The building of social-ecological resilience is also crucial for the stability of coupled human-ecological systems. The integration of natural and social sciences into sustainability approaches represents a robust strategy for adapting to climate change.  相似文献

This editorial sets the scene for a special issue on climate governance entrepreneurship at the local and regional levels. To make climate governance work, much policy activity is needed at the local and regional levels. Entrepreneurs are actors who aim to affect change by using their agency. They target policy decisions at the local and regional levels, which might subsequently turn to other governance levels to expand their influence. The scientific discussion about governance entrepreneurs is characterized by a lack of conceptual clarity, by methodological challenges, and by several research gaps. Regarding the latter, at present, it is especially unclear when and why entrepreneurs become active, which factors they take into account when they select their strategies, and what explains the effects of entrepreneurial activity on the emergence of innovations in climate governance. All contributions to this special issue engage with one or several of these conceptual, methodological, and empirical challenges, thus advancing the state of art in the field. Highlights from the special issue include the development of a simple conceptual frame that connects actors, contexts, strategies, and outcomes in a systematic way. Some promising methodological avenues are described, since the special issue contains not only some qualitative case studies but also some studies that take a long-term perspective by following policy development for decades, and a study that proposes a census approach. Empirically, the contributions in this special issue shed light on a range of factors explaining levels of entrepreneurial activity, and they carefully trace impacts over time. We conclude by sketching an agenda for further work in this realm.

Cities play a prominent role in our economic development as more than 80 % of the gross world product (GWP) comes from cities. Only 600 urban areas with just 20 % of the world population generate 60 % of the GWP. Rapid urbanization, climate change, inadequate maintenance of water and wastewater infrastructures and poor solid waste management may lead to flooding, water scarcity, water pollution, adverse health effects and rehabilitation costs that may overwhelm the resilience of cities. These megatrends pose urgent challenges in cities as the cost of inaction is high. We present an overview about population growth, urbanization, water, waste, climate change, water governance and transitions. Against this background, we discuss the categorization of cities based on our baseline assessments, i.e. our City Blueprint research on 45 municipalities and regions predominantly in Europe. With this bias towards Europe in mind, the challenges can be discussed globally by clustering cities into distinct categories of sustainability and by providing additional data and information from global regions. We distinguish five categories of sustainability: (1) cities lacking basic water services, (2) wasteful cities, (3) water-efficient cities, (4) resource-efficient and adaptive cities and (5) water-wise cities. Many cities in Western Europe belong to categories 3 and 4. Some cities in Eastern Europe and the few cities we have assessed in Latin America, Asia and Africa can be categorized as cities lacking basic water services. Lack of water infrastructures or obsolete infrastructures, solid waste management and climate adaptation are priorities. It is concluded that cities require a long-term framing of their sectoral challenges into a proactive and coherent Urban Agenda to maximize the co-benefits of adaptation and to minimize the cost. Furthermore, regional platforms of cities are needed to enhance city-to-city learning and to improve governance capacities necessary to accelerate effective and efficient transitions towards water-wise cities. These learning alliances are needed as the time window to solve the global water governance crisis is narrow and rapidly closing. The water sector can play an important role but needs to reframe and refocus radically.  相似文献

Conditions for successful common-pool resources management institutions have been systematized by Elinor Ostrom as a set of “design principles for robust governance”. The comparison of two attempts to developing a local informal managing institution for shrimp trawling, 30 years apart (the late 1970s and 2010 attempts), and in the same community (therefore, the same socioecological system—SES) in Southern Brazil, provides a convenient ground to test the hypothesis that the degree of success of each attempt is related to the degree of adherence to Ostrom’s principles. Moreover, the comparison allows investigating how conditions and changes in the SES affect management institutions. Our institutional analysis showed that the 1970s attempt followed a local rule that best fitted almost all principles, which may explain its relative success and longer-lasting activity. However, changes such as the emergence of new technologies and increased fishing activity gradually led to an erosion of the local rule. A low level of group cohesion, regional socioeconomic changes, increased fishing effort, and lack of legal provisions for fishers to develop local managing institutions were the main factors that led to institutional failure in the two evaluated attempts. Additionally, the lack of ability to adapt to changing conditions weakened the continuity of the management regime. Although Brazil has created new fishery co-management policies, strategies to enable institutions at local levels are urgently needed for improved performance.  相似文献

Abstract

Shandong Peninsula, as a more developed region in Shandong Province even the east coast of China, is facing challenges from resources and environment pressures. This paper tried to track and assess the coordination status and the dynamic between resource-environment and economy-society systems in Shandong Peninsula during 2001—2008 in order to provide decision support for regional sustainability. An appraisal index system was built including five aspects of harmony degree (A), sustainability degree (B), opening degree (C), stability degree (D) and controllability degree (E). The results showed that: 1) The coordination level of resource-environment and economy-society in Shandong Peninsula has continuously grown, and it has undergone three stages: no coordinated degree (2001–2002), weak coordinated degree (2003–2006) and basically coordinated degree (2007– 2008). 2) Five indexes of criterion hierarchy also increased overall, but each index showed different trends. Harmony degree, sustainability degree and opening degree rose all the time, while stability degree and controllability degree alternately rose and fell. The improvement of controllability degree was the slowest. 3) The aggravating trend of environmental pollution was slowing down. The economic growth was driven by industrial growth and urbanization typically and investment was still the main force to pull the regional economic growth. At the same time, technology and education were becoming more and more important for economic growth. The level of foreign capital utility declined and the geographical advantage of Shandong Peninsula was exerted. Meanwhile some characteristics of knowledge economy were presenting. Water resources become the main constraint factor of fast development in Shandong Peninsula. It is necessary to further strengthen the coordination ability of government on regional sustainable development.  相似文献

为评价、监控和考核生态示范区可持续发展水平、进程和成效,构建了一套量化评价指标体系和指数叠加、功效系数、模糊综合评价等三种数学模型,并以安徽省岳西县国家级生态示范区为例研究生态示范区多时空尺度的可持续发展态势。结果表明在基准水平年(2000)、近期目标年(2005)和远景目标年(2010)生态示范区复合系统的可持续发展度(0.268、0.541、0.859)、可持续功效系数(0.711、0.812、0.949)和可持续发展隶属度(0.129、0.332、\{0.671\})都逐步增加,而且在不同规划年限中均以自然子系统可持续发展态势为最优,这与该县生态环境优越、经济社会水平低、发展潜力大的客观实际非常符合。  相似文献

The new English regional governance framework presents fresh opportunities to direct regional development in a more sustainable direction. However, for the North West region it is yet to be seen how these aspirations can be reconciled with the strong 'pro-growth' aims of the regional economic strategy. Within this context, the nature and findings of two interlinked projects which aimed to investigate and model regional development processes are presented. The first, 4-sight, is a resource flow audit for the promotion of sustainable resource management. Focusing on mineral flows, a mass balance methodology is used to facilitate a clearer connection between the use of resources and the generation of waste. Findings from 4-sight were then used in a second project, AtlasNW, involving the development of a digital atlas and future scenario model. Both projects make a useful contribution to the regional sustainability agenda through providing data and tools to underpin decision-making. Electronic Publication  相似文献
