process of resource allocation among stakeholders, rather than on the presence of resource stocks. The insecurities are strongly
tied not only to allocation changes, but also to multiple factors (environmental, technological, and demographic factors).
Based on the Chilika lagoon experience, this article develops a pathway toward a clear understanding of the linkage between

Extensive forests in Croatia represent an important biological and economic resource in Europe. They are characterised by heterogeneity in forest management practices dating back to the socialist planned economy of the pre-1991 era. In this study we investigated the difference in rates of deforestation and reforestation in private- and state-owned forests during the post-socialist period and the causal drivers of change. The selected region of Northern Croatia is characterised by a high percentage of privately owned forests with minimal national monitoring and control. We used a mixed-methods approach which combines remote sensing, statistical modelling and a household-based questionnaire survey to assess the rates of forest cover change and factors influencing those changes. The results show that predominantly privately owned forests in Northern Croatia have recorded a net forest loss of 1.8 % during the 1991–2011 period, while Croatia overall is characterised by a 10 % forest cover increase in predominantly state-owned forests. Main factors influencing forest cover changes in private forests are slope, altitude, education structure, population age and population density. The results also show that the deforestation in private forests is weakening overall, mostly due to the continuation of the de-agrarisation and de-ruralisation processes which began during socialism. 相似文献

There has been a concerted effort by the international scientific community to understand the multiple causes and patterns of land-cover change to support sustainable land management. Here, we examined biophysical suitability, and a novel integrated index of “Economic Pressure on Land” (EPL) to explain land cover in the year 2000, and estimated the likelihood of future land-cover change through 2050, including protected area effectiveness. Biophysical suitability and EPL explained almost half of the global pattern of land cover ( R 2 = 0.45), increasing to almost two-thirds in areas where a long-term equilibrium is likely to have been reached (e.g. R 2 = 0.64 in Europe). We identify a high likelihood of future land-cover change in vast areas with relatively lower current and past deforestation (e.g. the Congo Basin). Further, we simulated emissions arising from a “business as usual” and two reducing emissions from deforestation and forest degradation (REDD) scenarios by incorporating data on biomass carbon. As our model incorporates all biome types, it highlights a crucial aspect of the ongoing REDD + debate: if restricted to forests, “cross-biome leakage” would severely reduce REDD + effectiveness for climate change mitigation. If forests were protected from deforestation yet without measures to tackle the drivers of land-cover change, REDD + would only reduce 30 % of total emissions from land-cover change. Fifty-five percent of emissions reductions from forests would be compensated by increased emissions in other biomes. These results suggest that, although REDD + remains a very promising mitigation tool, implementation of complementary measures to reduce land demand is necessary to prevent this leakage. 相似文献

Climate change will increasingly impact large areas of South America, affecting important natural resources and people’s livelihoods. These impacts will make rural people disproportionately more vulnerable, given their dependency on ecosystem services and their exposure to other stressors, such as new rules imposed by agribusiness and trends toward the commodification of natural resources. This paper focuses on the vulnerability of rural communities in Andean drylands of Argentina, Bolivia, and Chile, showing how different economic and political pathways lead to different levels of vulnerability. The paper begins with a brief discussion of the methodological and theoretical concept of vulnerability, which framed the research. Starting from the premise that global environmental change impacts are strongly linked to styles of development, the discussion explores the diverse institutional capital and governance schemes as well as different development styles in the case studies and their role in increasing or reducing local vulnerability to climate and water scarcity. Using a comparative perspective, the exposures and adaptive capacities of rural actors in three river basins are discussed, emphasizing situations that speak for the ways in which development styles counteract or magnify conditions of vulnerability. The analysis considers irrigated and non-irrigated agriculture, water property interests, different productive structures (viticulture, horticulture, etc.), producer typologies (large/small, export, etc.), and geographical location. Finally, the paper offers some insights about development style and adaptive capacities of rural people to overcome those vulnerabilities. 相似文献

Many people would be increasingly affected by living under critical conditions in Latin America if, as expected, global warming aggravates disease and pest transmission processes. Heat waves and air pollution would increase heat-related diseases and illness episodes in large cities. Fire smoke has been associated with irritation of the throat, lung and eyes, and respiratory problems. Climate extreme increases associated with climate change would cause physical damage, population displacement, and adverse effects on food production, freshwater availability and quality. It would also increase the risks of infectious and vector-borne diseases. Climate change impacts the geographical range, seasonality, and the incidence rate of vector-borne diseases, such as malaria. Climate-related ecological changes may expand cholera transmission, particularly among populations in low-laying tropical coastal areas. El Niño conditions may affect the incidence of infectious diseases, such as malaria. Ocean warming would increase temperature-sensitive toxins produced by phytoplankton, which could cause more frequent contamination of seafood. A clearer understanding on the current role of climate change in disease patterns will be able to improve forecasts of potential future impacts of projected climate change and support action to reduce such impacts. 相似文献

Social learning can be a vital tool in assisting communities to adapt to change. Local governments can be a conduit between the communities they serve and the policy that they are trying to implement. Social learning in this context can be an iterative, often organic process. Based on a case study of coastal planning in South Australia, Australia, this paper presents the results of a qualitative mixed-method approach that documents the aspects of social learning within coastal management and evaluates the various lessons learned by local governments in South Australia. The role of social learning and adaptive governance is discussed. The paper concludes that by deliberatively incorporating the notion of communities of practice into learning frameworks, local governments can more effectively manage their coastal zones in response to global change. 相似文献

Analyses of environmentally persistent pollutants like polychlorinated biphenyls (PCBs), hexachlorocyclohexane (HCH) isomers, and dichlorodiphenyltrichloroethane (DDT) and its metabolites in seawater and sediment samples collected from six locations along the east coast of India were carried out using High-Resolution Gas Chromatograph with High-Resolution Mass Spectrometer (HRGC-HRMS). Sediment and water from Chennai harbour and Cuddalore fishing harbour contained higher concentration of all the compounds. The highest concentration (6570 pg/g dry weight) of total PCB was found in sediment from Chennai harbour followed by sediments sampled in Chennai (opposite to Cooum River mouth) (505 pg/g), Cuddalore fishing harbour (335 pg/g) and Mandapam (251 pg/g). Concentrations in other locations were two orders of magnitude lower than Chennai harbour. A distinct PCB distribution pattern in sediment was observed between harbours and other locations. Greater concentrations of tetra-, penta- and hexachlorobiphenyls were observed in sediments of harbours and opposite to Cooum river mouth, but in other locations lower chlorinated biphenyls (di, tri and tetra-) were more. In seawater, HCH concentration was greater than DDT, but it was quite opposite in sediments. Elevated levels of DDT in sediment were observed only at highly populated urban locations, reflecting the local usage and input of this pesticide. Based on sediment/water quality criteria/guidelines, some coastal locations of the Bay of Bengal could be designated as being polluted by DDTs and gamma-HCH (lindane), but not by PCBs. This investigation reveals the declining trend on the environmental burden of persistent pesticides in Indian marine environment. Data on the organochlorine concentrations found in this survey can be used as reference levels for future POPs monitoring programme. 相似文献

The study presents three scenarios of land use and cover change (LUCC), the most important factor for environmental degradation in southern Mexico. We developed story lines and quantitative projections for regional scenarios based on historic LUCC processes, environmental policies, socioeconomic drivers, stakeholder consultations and official planning documents to gain a better understanding of drivers of LUCC, and quantitative scenarios were modeled with DINAMICA-EGO. Regionally specific interactions between social and natural systems are recognized, and detrimental policies and policy options for landscape conservation and management for sustainability are acknowledged in a base line, variant and alternative scenario. Incongruent policies and ineffective ground implementation of conservation actions were identified as the critical underlying drivers of deforestation and forest degradation that could lead to a severe reduction in natural forests, while the local socioeconomic situation stays precarious. The baseline scenario parts from an analysis of historic LUCC processes and shows the consequences of LUCC tendencies: 73% of temperate forests and 50% of tropical forests would get deforested until 2030. In the variant scenario, these tendencies are adjusted to planning goals extracted from official documents and recent changes in public policies. The alternative scenario further addresses policy options for fostering conservation and sustainable development, but because of the time lag of implementation, still 59% of temperate forests and 36% of tropical forest would get lost until 2030. Nevertheless, this represents a reduction of 13% of forest loss and 11% less pastureland due to the proposed measures of conservation, and sustainable management, including strategies for reforming agricultural systems, agricultural and forestry policies and trade, land tenure and livelihood risk management. 相似文献

Drying of an inland river’s terminal lake in arid regions is an important signal of environmental degradation in downstream regions. A long-term, high-resolution understanding of the lake’s retreat and expansion and the driving mechanisms will inform future adaptive water management strategies, ecosystem restoration, and government decision-making in the context of a growing water scarcity in the inland river basin. The shrubs that grow along the shore of a lake often provide evidence of lake retreat or expansion. The chronological results showed that the earliest germination dates of the lakeshore shrubs, tamarisk, were in 1901, 1943, 1966, 2009, and 1990 from the higher terrace to the lower terrace of East Juyan Lake, a terminal lake of China’s Heihe River. Coupled with river and lake hydrological data, six obvious lake’s fluctuations were identified: shrinkage from 1900 to 1940s and during the early 1990s, expansion and retreat in the late 1950s and early 1970s, continued expansion from 2002 to 2008, and stabilization at a water area of around 40 km 2 from 2009 to the present. The water elevation in the 1900s was below 905 m a.s.l., resulting in a water area <80 km 2, but decreased to 40 km 2 after 1960 and dried up completely by the 1990s. By analysing climatic and hydrological records since 1950, tree-ring climate proxy data, river runoff outside the observation period, and water resource consumption in the middle and lower reaches of the Heihe River, we found that the periodic expansion and retreat of East Juyan Lake was influenced by both climate change and human activities, but especially by human activities. The lake’s recent recovery and stability was achieved by government policy designed to provide environmental flows to the lake. 相似文献

This editorial sets the scene for a special issue on climate governance entrepreneurship at the local and regional levels. To make climate governance work, much policy activity is needed at the local and regional levels. Entrepreneurs are actors who aim to affect change by using their agency. They target policy decisions at the local and regional levels, which might subsequently turn to other governance levels to expand their influence. The scientific discussion about governance entrepreneurs is characterized by a lack of conceptual clarity, by methodological challenges, and by several research gaps. Regarding the latter, at present, it is especially unclear when and why entrepreneurs become active, which factors they take into account when they select their strategies, and what explains the effects of entrepreneurial activity on the emergence of innovations in climate governance. All contributions to this special issue engage with one or several of these conceptual, methodological, and empirical challenges, thus advancing the state of art in the field. Highlights from the special issue include the development of a simple conceptual frame that connects actors, contexts, strategies, and outcomes in a systematic way. Some promising methodological avenues are described, since the special issue contains not only some qualitative case studies but also some studies that take a long-term perspective by following policy development for decades, and a study that proposes a census approach. Empirically, the contributions in this special issue shed light on a range of factors explaining levels of entrepreneurial activity, and they carefully trace impacts over time. We conclude by sketching an agenda for further work in this realm. 相似文献

The idea that integration and synthesis are critical for designing climate change adaptation and mitigation is well entrenched conceptually. Here, we review the concepts of adaptation, synthesis and integration and apply them to the case study of coastal wetlands in South East Queensland, Australia. The distribution and condition of coastal wetlands will change as climate changes. This will create conservation challenges and economic costs, but these can be minimised by drawing from a broad sectoral perspective in undertaking adaptation planning and by ensuring integration into policy. Our review indicates that adaptations to sea level rise that are focussed on wetland and biodiversity conservation are likely to have impacts for urbanisation patterns. Planning regulations that provide spatial buffering around wetlands may give rise to more compact urban forms that may lead to reductions in the cost of defence against sea level rise, reduce energy usage per person and provide more green space. However, more compact urban forms could exacerbate heat island effects and place greater burden on the economically disadvantaged as, for example, single-family homes become more expensive. Planning for climate change needs to balance these equity and cross-sectoral issues in order to reduce the likelihood of unforeseen negative consequences. 相似文献

Located in a relatively dry region and characterized by mainly sandy soils, the German Federal State of Brandenburg (surrounding the capital city of Berlin) is especially vulnerable to climate change impacts (e.g., summer droughts) and cascading effects on ecological systems (e.g., decreasing ground water tables, water stress, fire risk, productivity losses) with socioeconomic implications. Furthermore, a complex interplay of unemployment, rural exodus, and an aging population challenges this structurally weak region. We discuss adaptation measures that are either implemented or planned, as well as research into adaptation strategies to climate change for the sectors forestry, agriculture, and water management as well as in nature conservation in light of socioeconomic and ecological challenges and benefits. In doing so, we adopt a systemic view of Brandenburg where the sectors discussed are seen as subsystems embedded in a larger regional system. This at least partially holarchical approach enables the identification of conflicts between adaptation measures, but also of synergies among the sectors that pertain to successful adaptation to climate change. The insights gained ultimately highlight the need for cross-sectoral, adaptive management practices that jointly target a sustainable regional development. 相似文献

Social-ecological traps are theorized to be present when human actions affect feedbacks and drivers in social-ecological systems, which, in turn, lead to regime shifts that may alter ecosystem capacity to generate services on which human wellbeing depends, and this, in turn, triggers societal responses, where actors and institutions interact with ecological dynamics and unwittingly lock development into a vulnerable pathway. The key dynamic in this theorization seems to be that human action often predicates or initiates the series of cascading affects that determine the presence of, and, perhaps, the effectiveness of, social-ecological traps. However, what drives human action in this context? What logic, assumptions, decisions, world views, and other processes are implicated in this configuration? This paper first briefly reviews ecological identity and the problems of anthropocentricism, human exceptionalism, and human exemptionalism and introduces the term ecological disenfranchisement. Building upon this, the author invokes Horn’s logic and dialectical traps as a lens for understanding human roles and the prevalence of issues with ecological identities, within social ecological traps. Drilling further down, the paper illustrates these traps with short vignettes, in each case, attempting to link the human logical traps with larger system dynamics. Finally, the author proposes a chain of reasoning to serve as an example of how the presence of human logic traps (or entrapment) in a number of different spheres has an impact upon the larger system, and, perhaps, even predicts entrapment of the larger system. Future efforts to either understand social-ecological traps or navigate away or out of them must first take stock of the human logical traps that actors within the systems are influenced by, and that influence the large system(s).This paper argues that failing to account for human traps within will render most efforts to avoid or escape social-ecological traps futile. 相似文献

Mediterranean viticulture could suffer from hotter and drier growing seasons over the coming decades. The present article focuses on the wine-producing area Côtes-du-Roussillon-Villages near Perpignan, in southern France. We used observational daily data (1925–2010) from Perpignan weather station and daily outputs (2001–2060) of the regional climate model ARPEGE-RETIC-V4 from Météo-France with scenarios A2, A1B and B1, to assess the exposure of the regional wine system to changes in temperature and precipitation, both in the recent past and the coming decades (1925–2060). Temperatures during the growing season and summer temperature extremes have been increasing continuously since the mid-1980s and are projected to increase faster from the mid-2040s. Precipitation is highly variable and very low in summer, and projections suggest greater uncertainty, and more extreme drought events could be expected. The analysis of climate data was complemented by thirty-two in-depth interviews with local actors of the wine industry to assess the impacts of climate change on their activities and potential adaptive options. Producers reported negative impacts of recent changes in climate in conjunction with a difficult economic situation. Analyses of historical, social and economic backgrounds are important to fully conceptualize the nature and extent of climate change risks in the region. This case study provides important insights into the roles of non-climatic factors in the generation of vulnerability for Mediterranean agricultural systems facing rapid climate change. 相似文献
