In this paper, we report on our efforts to develop a research framework that can be used to quantify waste flows for different geographical areas in the face of limited waste data availability. We demonstrate this framework in our case study of obsolete computers in the Atlanta metropolitan area. We develop computer obsolescence rates at the national metropolitan level, and couple this data with economic information at the census tract level to generate product inventory estimates (PIE) of the stock of obsolete computers from both business and household sectors in the Atlanta metropolitan area. We seek to improve the accuracy of waste flow estimates for specific geographic areas over those of previous studies, provide an easily replicable and cost effective methodology, highlight the ensuing spatial implications for collection and recycling systems using GIS, and demonstrate the potential economic benefits from diverting electronic wastes within a region. The modeling framework we have developed is intended to be applicable to other regions and to other medium range durable goods discarded by households, businesses, or obtained from buildings.  相似文献

This paper has three primary objectives. First, it seeks to demonstrate that recycling is an important component of sustainable human systems, particularly in the case of electronics, where environmental impacts of disposal are potentially severe. Second, it presents a methodology that could be used to estimate the volumes of electronics or other consumer durable goods that are available for recycling. Third and last, it illustrates, through a case study of Atlanta focused on computers, that metropolitan areas may fruitfully be viewed as opportune centres from which to mine, recycle and reuse cast-off electronic goods. From an environmental and economic development policy perspective, doing so presents an important opportunity to provide new economic opportunities in the most distressed portions of metropolitan areas which have been disproportionately impacted by previous environmentally destructive industrialization practices.  相似文献

A time series of estimates of irrigated area was developed for the Lower Rio Grande valley (LRG) in New Mexico from the 1970s to present day. The objective of the project was to develop an independent, accurate, and scientifically justifiable evaluation of irrigated area in the region for the period spanning from the mid‐1970s to the present. These area estimates were used in support of groundwater modeling of the LRG region, as well as for other analyses. This study used a remote‐sensing‐based methodology to evaluate overall irrigated area within the LRG. We applied a methodology that involved the normalization of vegetation indices derived from satellite imagery to get a more accurate estimation of irrigated area across multiple time periods and multiple Landsat platforms. The normalization allows more accurate evaluation of vegetation index data that span several decades. An accuracy assessment of the methodology and results from this study was performed using field‐collected crop data from the 2008 growing season. The comparisons with field data indicate that the accuracy of the remote‐sensing‐based estimates of historical irrigated area is very good, with rates of false positives (areas identified as irrigated that are not truly irrigated) of only about 4%, and rates of false negatives (areas identified as not irrigated that are truly irrigated) in the range of 0.6‐2.0%.  相似文献

/ Sociologist Robert Bullard challenged the prevailing paradigm of environmentalism as a consensual issue in the United States by developing the concept of environmental racism. As he claims, ethnic minorities have been put "at greater environmental risk" than has the Caucasian majority in most areas of the country. This study of the Tucson metropolitan area examines this proposition by utilizing data from several sources: interviews with elected officials and other opinion leaders, GIS-generated socioeconomic data, articles in the press, and a literature review. We conclude that Bullard's concept has validity for this metropolitan area but that there also exist widely divergent differences of opinion on the subject. We explain why this is so. ABSTRACT: The Phoenix metropolitan area has a unique combination of circumstances which makes it one of the prime areas in the Nation for waste water reuse. Overriding all of these conditions is the long-term inadequacy of the existing water supplies. The Salt River Valley has a ground water overdraft of about 700,000 acre feet per year. To help alleviate this situation, the Corps of Engineers in conjunction with the MAG 208 is looking at ways to reuse a projected 2020 waste water flow of 340,000 acre feet per year. Reuse options identified include ground water recharge, agricultural irrigation, turf irrigation, recreational lakes, fish and wildlife habitats, and industrial cooling. These look nice on paper but before they can be implemented, some hard questions have to be answered, such as: How acceptable are local treatment plants when 15 years ago there was a major push to eliminate local plants; is the Phoenix area ready for reuse in urban areas; what are people willing to pay for water; who benefits if a city goes to ground water recharge; how much agriculture will be left in the area by 2020? These and other questions must be resolved if reuse is to become a viable option in water resource planning in the Phoenix area. Summary. Large scale reuse of waste water conforms with the national goal of better resource management through recycling. The Phoenix metropolitan area has a unique combination of circumstances which makes it one of the prime areas in the nation for waste water reuse. Some of the most notable conditions are: the existence of a large and rapidly growing urban area which is in the process of planning for future waste water management systems; the existence of agricultural areas which are projected to be farmed well into the future, and the existence of constructed and planned major recreational systems such as Indian Bend Wash which can use recycled waste water; the existence of extensive depleted ground water aquifers; the need for a dependable source for the cooling of the Palo Verde Nuclear reactors; and finally, overriding all of this, the long-term inadequacy of the existing water supplies. Given this, one would expect to find total reuse within the Phoenix metropolitan area. Reuse is taking place with irrigation and nuclear power cooling to the west but there is no long term plan which looks at the Valley as a whole and considers waste water as part of the Valley's water resources. The Corps 208 plan is looking at waste water in this manner but initial analysis shows that although reuse is technically feasible there are many financial, social, institutional, and political questions still to be answered. These include: determining the value of existing diminishing water sources and what people are willing to pay for the next source of water; are people willing to identify priority uses of water for the area so that water of varying quality is put to its highest and best use; will the present institutional boundaries remain to create water-rich and water-poor areas; and will legislation be forthcoming to simplify the complex surface and ground water laws that presently exist? The Corps 208 study will not be able to answer these questions, but the goal at the moment is to identify feasible reuse systems along with decisions the public, owners, agencies, and politicians must make to select and implement them. If some sort of logical process is not developed and public awareness not increased, the chance for a long-term plan to utilize waste water as a major element in the Phoenix area water resource picture, may be missed.  相似文献

在府际层面构建环境治理网络是实现区域可持续发展的必要保障,以往研究缺乏对异质性结构下的强度网络特征的关注,难以揭示地方政府治理网络的深层运作规律。基于府际合作的结构逻辑和工具逻辑,本文从“结构—特征”的二维视角构建了府际合作网络的交互分析框架。在结构上,考察上级政府参与下的纵向合作和城市间自主性横向协作网络演变;在特征上,构建府际合作强度模型,进而形成数量网络和强度网络。通过以长三角城市群2011—2019年的环境治理实践为研究样本,本文发现,基于数量的合作网络中,长三角城市群环境治理形成了纵向权威力量参与下的集体行动与横向小范围自主协作相互嵌合的合作机制;基于强度的合作网络中,上海都市圈和南京都市圈是两大强度重心区域,上级政府参与的纵向合作制约力更强,行政干预是目前地方政府环境治理集体行动得以深入发展的重要推进力量。  相似文献

Carbon storage by urban soils in the United States   总被引:4,自引:0,他引:4  
We used data available from the literature and measurements from Baltimore, Maryland, to (i) assess inter-city variability of soil organic carbon (SOC) pools (1-m depth) of six cities (Atlanta, Baltimore, Boston, Chicago, Oakland, and Syracuse); (ii) calculate the net effect of urban land-use conversion on SOC pools for the same cities; (iii) use the National Land Cover Database to extrapolate total SOC pools for each of the lower 48 U.S. states; and (iv) compare these totals with aboveground totals of carbon storage by trees. Residential soils in Baltimore had SOC densities that were approximately 20 to 34% less than Moscow or Chicago. By contrast, park soils in Baltimore had more than double the SOC density of Hong Kong. Of the six cities, Atlanta and Chicago had the highest and lowest SOC densities per total area, respectively (7.83 and 5.49 kg m(-2)). On a pervious area basis, the SOC densities increased between 8.32 (Oakland) and 10.82 (Atlanta) kg m(-2). In the northeastern United States, Boston and Syracuse had 1.6-fold less SOC post- than in pre-urban development stage. By contrast, cities located in warmer and/or drier climates had slightly higher SOC pools post- than in pre-urban development stage (4 and 6% for Oakland and Chicago, respectively). For the state analysis, aboveground estimates of C density varied from a low of 0.3 (WY) to a high of 5.1 (GA) kg m(-2), while belowground estimates varied from 4.6 (NV) to 12.7 (NH) kg m(-2). The ratio of aboveground to belowground estimates of C storage varied widely with an overall ratio of 2.8. Our results suggest that urban soils have the potential to sequester large amounts of SOC, especially in residential areas where management inputs and the lack of annual soil disturbances create conditions for net increases in SOC. In addition, our analysis suggests the importance of regional variations of land-use and land-cover distributions, especially wetlands, in estimating urban SOC pools.  相似文献

Changes in land use can potentially reduce the quality of fish habitat and affect the economic value of commercial and sport fisheries that rely on the affected stocks. Parks and protected areas that restrict land-use activities provide benefits, such as ecosystem services, in addition to recreation and preservation of wildlife. Placing values on these other benefits of protected areas poses a major challenge for land-use planning. In this paper, we present a framework for valuing benefits for fisheries from protecting areas from degradation, using the example of the Strait of Georgia coho salmon fishery in southern British Columbia, Canada. Our study improves upon previous methods used to value fish habitat in two major respects. First, we use a bioeconomic model of the coho fishery to derive estimates of value that are consistent with economic theory. Second, we estimate the value of changing the quality of fish habitat by using empirical analyses to link fish population dynamics with indices of land use in surrounding watersheds. In our example, we estimated that the value of protecting habitat ecosystem services is C$0.93 to C$2.63 per ha of drainage basin or about C$1322 to C$7010 per km of salmon stream length (C$1.00=US$0.71). Sensitivity analyses suggest that these values are relatively robust to different assumptions, and if anything, are likely to be minimum estimates. Thus, when comparing alternative uses of land, managers should consider ecosystem services from maintaining habitat for productive fish populations along with other benefits of protected areas.  相似文献

In the past few decades, solid waste management systems in Europe have involved complex and multi-faceted trade-offs among a plethora of technological alternatives, economic instruments, and regulatory frameworks. These changes resulted in various environmental, economic, social, and regulatory impacts in waste management practices which not only complicate regional policy analysis, but also reshape the paradigm of global sustainable development. Systems analysis, a discipline that harmonizes these integrated solid waste management strategies, has been uniquely providing interdisciplinary support for decision making in this area. Systems engineering models and system assessment tools, both of which enrich the analytical framework of waste management, were designed specifically to handle particular types of problems. Though how to smooth out the barriers toward achieving appropriate systems synthesis and integration of these models and tools to aid in the solid waste management schemes prevalent in European countries still remains somewhat uncertain. This paper conducts a thorough literature review of models and tools illuminating possible overlapped boundaries in waste management practices in European countries and encompassing the pros and cons of waste management practices in each member state of the European Union. Whereas the Southern European Union (EU) countries need to develop further measures to implement more integrated solid waste management and reach EU directives, the Central EU countries need models and tools with which to rationalize their technological choices and management strategies. Nevertheless, considering systems analysis models and tools in a synergistic way would certainly provide opportunities to develop better solid waste management strategies leading to conformity with current standards and foster future perspectives for both the waste management industry and government agencies in European Union.  相似文献

Site selection is an important and necessary issue for waste management in fast-growing regions. Because of the complexity of waste management systems, the selection of the appropriate solid waste landfill site requires consideration of multiple alternative solutions and evaluation criteria. Based on actual conditions of the study area, we considered economic factors, calculated criteria weights using the analytical hierarchy process (AHP), and built a hierarchy model for solving the solid waste landfill site-selection problem in Beijing, China. A geographic information system (GIS) was used to manipulate and present spatial data. All maps are graded from 1 (lowest suitability) to 5 (highest suitability) using spatial information technologies. The candidate sites were determined by aggregation based on the criteria weights. The candidate sites are divided by ‘best’, ‘good’ and ‘unsuitable’ landfill areas. Best landfill areas represent optimal sites; good landfill areas can be used as back-up candidate sites. Our work offers a siting methodology and provides essential support for decision-makers in the assessment of waste management problems in Beijing and other rapidly developing cities in developing countries.  相似文献

The diversion of biodegradable waste from landfill is of key importance in developing a sustainable waste strategy for the next decade and beyond. The proliferation of waste treatment technologies such as Mechanical Biological Treatment, Anaerobic Digestion and Composting will be paramount in achieving this strategic goal. This paper evaluates the scientific information needed to undertake an effective assessment of the potential public health risks from exposure to bioaerosols in the vicinity of commercial composting activities. Knowledge gaps currently exist in the scientific and regulatory community that limit our ability to effectively characterise source-term emissions, develop reliable dose–response data and accurately model the dispersion of bioaerosols. Consequently reliable risk estimates cannot be developed to inform the management of these potential risks. This uncertainty may prove a barrier to progress in achieving waste diversion and composting targets in Wales and the rest of the UK. A robust and extensive evidence base is required to inform the risk assessment process. This paper advocates the need for further, more focussed research into hazard characterisation of viable and non-viable organisms, improved dose–response data, exposure assessment techniques and an evaluation of the existing risk control and mitigation measures currently adopted. It is hoped that his will enable effective, timely and proportional risk management and mitigation measures to be developed that will foster the confidence required in composting technologies to achieve waste diversion targets and develop sustainable waste strategies.  相似文献

Recycling of household waste has become a very problematic area of British local government policy-making in which central government has set ambitious targets. Although local government can provide facilities for recycling, the attitudes of residents will be crucial if these targets are to be met. Accordingly, this paper outlines a framework for studying how households decide to recycle or not. The framework has been tested in Exeter in south-west England where a major survey found that respondents were much more likely to recycle if they had access to a structured kerbside recycling scheme. Many other factors influenced their attitudes and behaviours towards recycling, including their acceptance of the activity and their perception of the benefits and problems of recycling as a whole. The research uses the quantitative and qualitative data from the survey to demonstrate how individual attitudes can impact on recycling and how such research can yield useful data to enable policy-makers to adapt measures accordingly.  相似文献

Abstract: A present and future challenge for water resources engineers is to extend the useful life of our dams and reservoirs. Ongoing reservoir sedimentation in impoundments must be addressed; sedimentation in many reservoirs already limits project benefits and effective project life. Sustainability requires that incoming sediment be moved downstream past the impounding dam. We use Lewis and Clark Lake, the most downstream of the six Missouri River main stem reservoirs, to demonstrate how a reservoir in advanced stages of its project life could be converted to a sustainable system with local benefits exceeding costs by a factor of 1.5. Full consideration of benefits would further enhance project justification. The proposed strategy involves four phases that will take about 50 years to complete. Cost estimates for this potential project range from the quantitative to the plausible, but it is clear that the results justify a full engineering, environmental, and economic study of this model project. If implemented, the project will create scientific knowledge and develop technologies useful for achieving sustainability at many other reservoirs in the Mississippi River basin and beyond.  相似文献

The reported research seeks to answer several questions regarding energy conservation within urbanizing areas. As a practical matter, to what extent can dependence upon exhaustible resources be reduced? Can these reductions be achieved without severely impairing social well-being and environmental quality? And, what seem to be the prevailing institutional constraints limiting energy conservation within urbanizing areas? The study area was the proposed “downtown” of The Woodlands, a new town north of Houston, Texas. Two plans were developed for this area. In one, no particular attempt was made to conserve energy (conventional plan), while in the other, energy conservation was a primary consideration (conservation plan). For both plans, estimates were made of energy consumption within buildings, in the transportation sector, and in the actual production of building materials themselves (embodied energy). In addition, economic and environmental analyses were performed, including investigation of other resource issues such as water supply, solid waste disposal, stormwater management, and atmospheric emissions. Alternative on-site power systems were also investigated. Within the bounds of economic feasibility and development practicality, it was found that application of energy-conserving methods could yield annual energy savings of as much as 23%, and reduce dependence on prime fuels by 30%. Adverse economic effects on consumers were found to be minimal and environmental quality could be sustained. The major institutional constraints appeared to be those associated with traditional property ownership and with the use of common property resources. The resistance to change of everyday practices in land development and building industries also seemed to constrain potential applications.  相似文献

The quality of scientific information in policy-relevant fields of research is difficult to assess, and quality control in these important areas is correspondingly difficult to maintain. Frequently there are insufficient high-quality measurements for the presentation of the statistical uncertainty in the numerical estimates that are crucial to policy decisions. We propose and develop a grading system for numerical estimates that can deal with the full range of data quality—from statistically valid estimates to informed guesses. By analyzing the underlying quality of numerical estimates, summarized as spread and grade, we are able to provide simple rules whereby input data can be coded for quality, and these codings carried through arithmetical calculations for assessing the quality of model results. For this we use the NUSAP (numeral, unit, spread, assessment, pedigree) notational system. It allows the more quantitative and the more qualitative aspects of data uncertainty to be managed separately. By way of example, we apply the system to an ecosystem valuation study that used several different models and data of widely varying quality to arrive at a single estimate of the economic value of wetlands. The NUSAP approach illustrates the major sources of uncertainty in this study and can guide new research aimed at the improvement of the quality of outputs and the efficiency of the procedures.  相似文献

ABSTRACT: The full range of environmental and economic services of ground water need to be accounted for in policy decisions. Non-recognition of these services imputes a lower value for the ground water resource in establishing policies. We describe a conceptual framework for identifying and measuring the economic value of groundwater. The valuation framework links changes in physical characteristics of ground water to services provided by ground water and the economic effects of changes in ground water services. In addition to the framework, we develop a general protocol to follow for assessing the benefits of ground water policies. Application of the protocol will aid in establishing structure and consistency across policy assessments and improve the accuracy and completeness of benefit estimates, avoid double-counting problems, and eliminate duplication of ground water valuation efforts.  相似文献

Approximately 37% of forestlands in the conterminous United States are publicly owned; they represent a substantial area of potential carbon sequestration in US forests and in forest products. However, large areas of public forestlands traditionally have been less intensively inventoried than privately owned forests. Thus, less information is available about their role as carbon sinks. We present estimates of carbon budgets on public forestlands of the 48 conterminous states, along with a discussion of the assumptions necessary to make such estimates. The forest carbon budget simulation model, FORCARB2, makes estimates for US forests primarily based on inventory data. We discuss methods to develop consistent carbon budget estimates from inventory data at varying levels of detail. Total carbon stored on public forestlands in the conterminous US increased from 16.3 Gt in 1953 to the present total of 19.5 Gt, while area increased from 87.1 million hactares to 92.1 million hactares. At the same time the proportion of carbon on public forestlands relative to all forests increased from 35% to 37%. Sustainable development goals are achievable through the installation of Material Recovery Facilities (MRFs) in certain solid waste management systems, especially those in rapidly expanding multi-district urban areas. MRFs are a cost-effective alternative when curbside recycling does not demonstrate long-term success. Previous capacity planning uses mixed integer programming optimization for the urban center of the city of San Antonio, Texas to establish that a publicly owned material recovery facility is preferable to a privatized facility. As a companion study, this analysis demonstrates that a MRF alleviates economic, political, and social pressures facing solid waste management under uncertainty. It explores the impact of uncertainty in decision alternatives in an urban environmental system. From this unique angle, waste generation, incidence of recyclables in the waste stream, routing distances, recycling participation, and other planning components are taken as intervals to expand upon previous deterministic integer-programming models. The information incorporated into the optimization objectives includes economic impacts for recycling income and cost components in waste management. The constraint set consists of mass balance, capacity limitation, recycling limitation, scale economy, conditionality, and relevant screening restrictions. Due to the fragmented data set, a grey integer programming modeling approach quantifies the consequences of inexact information as it propagates through the final solutions in the optimization process. The grey algorithm screens optimal shipping patterns and an ideal MRF location and capacity. Two case settings compare MRF selection policies where optimal solutions exemplify the value of grey programming in the context of integrated solid waste management.  相似文献

In this study, we develop a general mathematical framework and algorithm for routing cumulative precipitation excess through depressional fill–spill cascade networks in a landscape using only information about depression morphology, local contributing areas, and potential overland flow pathways. The framework also allows for the classification of depressions according to their landscape position within a network, and calculation of precipitation- and non-precipitation-dependent network properties, including measures of network complexity and runoff connectivity. To demonstrate its use, we applied our framework to the 167,287 drained depressions of the Des Moines Lobe of Iowa, a sub-region of the Prairie Pothole Region of North America, over a large range of historically observed precipitation amounts for scenarios both neglecting and incorporating infiltration in runoff generation. Our results show that 85.3% of depressions in this region form 18,851 unique depressional runoff cascade networks, with the remainder being disjunct features. Most of the properties of the region's networks appear to conform to either a truncated power-law or lognormal distribution. For a given rainfall amount, surface runoff connectivity between depressions within networks, and between networks and off-network areas, is controlled primarily by available aggregate depressional volumetric storage and contributing area, and to a lesser degree, network complexity.  相似文献

Biodiversity policies in the European Union (EU) are mainly implemented through the Birds and Habitats Directives as well as the establishment of Natura 2000, a network of protected areas throughout the EU. Considerable resources must be allocated for fulfilling the Directives and the question of optimal allocation is as important as it is difficult. In general, economic evaluations of conservation targets at most consider the costs and seldom the welfare economic benefits. In the present study, we use welfare economic benefit estimates concerning the willingness-to-pay for preserving endangered species and for the aggregate area of heathland preserved in Denmark. Similarly, we obtain estimates of the welfare economic cost of habitat restoration and maintenance. Combining these welfare economic measures with expected species coverage, we are able to estimate the potential welfare economic contribution of a conservation network. We compare three simple nonprobabilistic strategies likely to be used in day-to-day policy implementation: i) a maximum selected area strategy, ii) a hotspot selection strategy, and iii) a minimizing cost strategy, and two more advanced and informed probabilistic strategies: i) a maximum expected coverage strategy and ii) a strategy for maximum expected welfare economic gain. We show that the welfare economic performance of the strategies differ considerably. The comparison between the expected coverage and expected welfare shows that for the case considered, one may identify an optimal protection level above which additional coverage only comes at increasing welfare economic loss.  相似文献
