IUCN保护区分类系统与中国自然保护区分类标准的比较   总被引:2,自引:0,他引:2  
通过对世界自然保护联盟(IUCN)和我国分类系统的比较,提出应该根据我国生物多样性、自然及其相关文化资源保护和维持的现状及特点,参照IUCN保护区分类系统,尽快制定出我国新的保护区分类系统。新分类系统应该以保护区主要管理目标为基本依据,同时综合考虑保护对象的特点及人类干扰程度来确定保护区类型,从而促进保护区的规范管理和进一步发展,实现自然保护与可持续发展的双重目标。  相似文献

本文在总结国内外自然保护区级别划分背景的基础上,根据我国自然保护区建设和管理的现状,提出保护区级别划分应遵循的原则,如以定性方法为主,与现行行政体制相一致等。根据这些原则,研究制定了我国自然保护区级别划分的标准。该标准将自然保护区划分为国家级、省级、市级和县级。并对其标准进行了详细描述和定义。此外,本文还对保护区级别划分的依据和确定保护区重要性的评价指标进行了阐述和讨论。此标准的研究对于当前我国自然保护区的建设和规范化管理具有重要的意义。  相似文献

为了解各自然保护区的管理基础状况,从客观条件、人员机构、经费与设施3个方面,选取范围与功能区划、保护区内人口密度、保护区拥有使用权属证的土地面积、管理机构类型、管理机构级别、人员编制、事业经费、生态保护资金和基础设施9个代表性指标,构建自然保护区管理基础定量评价模型,并将其应用于浙江省所有自然保护区的管理基础状况评价.评价结果表明,浙江省自然保护区平均得分为64.82,表明该省自然保护区管理基础状况总体处于中等水平;国家级和大部分省级自然保护区得分较高,而县级自然保护区得分极低,表明其管理基础较为薄弱.该模型可有效地定量评价自然保护区管理基础状况,有助于保护区管理部门找出其工作中的薄弱环节.  相似文献

SUMMARY

This work is devoted to analyzing the pros and cons of the proposed San Ignacio Lagoon (SIL) salt production project in Baja California Sur, México. The analysis of the project was done taking into account the technical data of the main potential effects of the SIL project, and by comparing the SIL proposed actions with the data of Ojo de Liebre Lagoon, where an almost identical salt production project has been operating for more than 44 years. The analysis was done from the following perspectives: biodiversity, biosphere reserve management, and socioeconomic development. The resulting analysis of the pros and cons of the SIL salt production project addresses key aspects of sustainable development in Third World nations. The resulting analysis indicates that the SIL salt production project is compatible with the biodiversity conservation of the zone. The SIL salt production project seems to be one of the best options to attain the sustainable use of natural resources of the most arid and isolated zone of all México.  相似文献

The practice of coastal zone management in Portugal is very recent. Key issues and considerations about natural shoreline dynamics, main policy instruments, and lessons learned from the EU Demonstration Programmes on Integrated Coastal Zone Management in Portugal will be outlined in this paper in an attempt to understand how the practice of ICZM and its prospects are. Coastal zone management problems and their associated side effects, as well as national and international evolution patterns will be drawn. Some means of achieving better coastal zone management practices and ways of addressing some of its forefront issues are also identified. Special attention will go to erosion problems. The pressure induced by urban development and economic activities on coastal areas is increasing. Poor sediment availability combined with years of neglected management and over-exploitation of resources have had a negative impact, and there are many areas showing evidence of coastal erosion. There is a need to improve policies and instruments of coastal planning and management. Coastal zone management plans are being developed for the nine sectors of the continental Portuguese coast, providing a full analysis of coastal systems and a delimitation of uses in relation to the carrying capacity of the shoreline.  相似文献

Bandon Bay (Surat Thani Province) is one of the most productive coastal areas in southern Thailand. The Tapi River and 18 channels are the main sources of freshwater, nutrients, organic matter and sediment to the bay and the loading of freshwater and nutrients provide essential support for the production of phytoplankton in the estuarine ecosystem. Bandon Bay is important as natural spawning, nursery and feeding grounds for shellfish such as oysters, blood cockles, green mussels, short-necked clams, mud crabs and shrimps, and the estuary also serves as an excellent area for mariculturing of shellfish. In fact, oysters and blood cockles cultured in Bandon Bay are now being exported worldwide. However, Bandon Bay is also a textbook example of overexploitation of coastal resources in the tropics including all the derived changes in the estuarial ecosystem with severe socio-economic consequences. Hence, there is an urgent need for setting up an integrated management plant for a sustainable use of shellfish resources in Bandon Bay. The present study attempts to integrate water quality simulation results, socio-economic data and information on existing shellfish resource use in the process of proposing a set of sustainable management strategies for shellfish resources in Bandon Bay. These strategies involve: (1) using water quality modeling to monitor ecological and environmental changes in shellfish culture beds and their natural habitats in the process of setting up a master plan for management of waste water discharge into Bandon Bay; (2) zoning of shellfish mariculture in the coastal area in order to solve conflicts between resource users; (3) setting up a clear system for taxation of mariculture where the revenue may be used for (4) setting up and managing mangrove strips as filters of pollution and sediment around Bandon Bay; and finally (5) it is suggested to form a committee with members representing all relevant stakeholders plus the local government in order to work on resolving the existing and potential future conflicts over resource usage in Bandon Bay. This methodology may be seen as an important contribution towards a Bandon Bay sustainable management approach, based on the principles of integrated coastal zone management because it is science-based and takes into consideration the needs and perceptions of people involved in coastal resource extraction.  相似文献

Abstract: Conservation biologists have developed powerful tools for reserve selection and design over the past two decades, yet seldom are protected areas actually designed on scientific grounds. Using fundamental biological and socioeconomic principles of conservation science, we designed a new protected area and its multiple-use zone on the Masoala Peninsula in the humid forest zone of Madagascar. The explicit design criteria determined the data gathered for the work, which included (1) spatial distribution and quality of habitat, (2) the areas and species at greatest risk, (3) the relationship between environmental gradients and species distributions, (4) current and predicted human settlement and land and resource use, and (5) the economic potential of natural forest management as an alternative to deforestation. We used a geographic information system to integrate these data layers and applied the design criteria to develop a park proposal that balanced human and wildlife needs. The proposal won the approval of local residents, and a national decree in 1997 designated 2100 km2 of rainforest and three satellite marine reserves as the Masoala National Park, with a surrounding multiple-use zone of approximately 1000 km2. The new park is Madagascar's largest protected area and protects more lowland (<400 m) humid forest habitat than the entire reserve system combined, a significant step forward in conserving a globally important ecoregion. Consideration of local needs and the national economy was a key element in gaining approval for the Masoala Park. Such an approach toward reserve design could be applied elsewhere to improve chances of establishing and maintaining protected areas over the long term.  相似文献

Artisanal fishing is an activity which has long occupied an important place on the West African coast. In less than 20 years, the increasingly widespread use of motors in fishing boats and cold storage facilities both on board and on land have enabled fishermen to master the constraints of space and time. Furthermore, globalization has created a demand for new products, thus influencing the behaviour of fishermen and consequently the status of some fish, turtle and marine mammal species. Development policies for artisanal fishing do not adequately reflect the importance of these changes. They tend to use inappropriate scales of reference, be it spatially (national borders take precedence over ecosystems) or temporally (the long-term consequences of development plans are seldom considered). Some international conservation organizations are testing promising new approaches to managing resources more sustainably and restoring degraded ecosystems, and their recent experiences can serve as useful examples to others. It is recommended to grant special rights of access to resident fishermen. In defending ‘their’ resources, they will also protect the ecological functions of the area. Close collaboration with administrations and development assistance agencies is needed to assess consequences of political decisions on the use of resources. The important role of marine protected areas as a tool for fishing management should be better documented and strengthened. These areas should not be considered as isolated units but rather as vital parts of a comprehensive system for improved coastal zone management. Consistent with the ecosystem approach, fishermen and their communities, being the main users of coastal resources, should also play a major role in the design and implementation of any fishing management actions.  相似文献

Coastal dunes are delicate systems that are under threat from a variety of human and natural influences. Groundwater modelling can provide a better understanding of how these systems operate and can be a useful tool towards the effective management of a coastal dune system, e.g. by identifying strategically important locations for flora and fauna and guiding the planning of management operations through predicting impacts from climatic change, sea level rise and land use management. Most dune systems are small, typically of the size 10–100 km2, compared with inland groundwater systems. Applying conventional groundwater modelling approaches to these small systems presents a number of challenges due to the local scale of the system and the fact that the system boundaries (sea, drains, ponds etc.) are close to the main body of the aquifer. In this paper, two case studies will be presented using different modelling approaches to understand the groundwater balance in two dune systems in the UK. The studies demonstrate that, although conventional hydraulic models can describe the general system behaviour, a fuller understanding of the recharge mechanisms and system boundaries is needed to represent adequately system dynamics of small groundwater systems.  相似文献

Production of marketed commodities and protection of natural systems often conflict. A focus on only one goal can result in large losses in other goals and may result in inefficient and unsustainable outcomes. In this paper, we develop a method that combines economic and ecological models in a dynamic and spatial analysis to evaluate land use decisions and find cost-effective alternatives for which it is not possible to do better on one objective without harming another objective. The method is demonstrated using timber production and species conservation on a forested landscape over a 100-year planning horizon. Current land use strategies are simulated and compared with cost-effective alternatives. The approach is compared to a static reserve approach, similar to previous studies, and found to produce substantially more efficient management strategies for the case study landscape.  相似文献
