This research develops a method to transform the Oregon Benchmarks, a set of internationally recognized quantitative indicators designed to measure a broad array of state-level trends, into indices of social, economic, and environmental sustainability. Through multiple means, an original set of 90 Oregon Benchmarks has been narrowed into a smaller set of sustainability indicators in order to gain an integrated view of statewide sustainability as well as the capacity to look at social, environmental, and economic sustainability in isolation. The three-domain sustainability indices presented here are designed both to understand the current sustainability situation and to create a useful and informative tool for state-level policy makers interested in incorporating sustainability principles into their decision making.  相似文献

A model is presented for evaluating waste management systems for their contribution to a sustainable development, including environmental, economic and social aspects. The model was tested in a case-study, where groups of long-term unemployed people were offered both education on environmental issues and practical work with the recovery and recycling of building and demolition waste as a form of vocational development. Application of the suggested model revealed the overall effects on sustainability of different methods of waste management. In addition, negative aspects of the systems analysed were identified, which led to discussions about possible improved practices within the waste management systems. Two of the waste management systems investigated (the recycling of steel and re-use of sanitary porcelain) showed a potential contribution to sustainable development in all of the aspects studied. Preparing bricks for re-use showed the largest potential for eco-efficiency, but had negative effects on sustainability from the social perspective of health and the working environment. The possibility of further use of the model and the remaining obstacles to such analyses are discussed. One observation is that the data collection needed to perform this kind of sustainability analysis is resource-demanding, and that it would therefore be better to identify a smaller number of key indicators.  相似文献

This article contributes to the debate on the role of local sustainability indicators in ongoing democratisation efforts. We examine the extent to which five different systems of local sustainability indicators within two Swedish municipalities—Stockholm and Sundsvall—are either expert or citizen oriented, and relate these findings to the indicator systems' profile, function and political/ administrative context. Even though three of the indicator systems can be classified as citizen oriented, there are few signs of true engagement and dialogue with the citizens over a longer period of time. The remaining two indicator systems are expert oriented with an environmental focus. Hence, we conclude that the systems in use are largely symbolic responses to the demands for democracy within the agenda for sustainable development albeit attempts to include environmental, economic, social and democratic perspectives of sustainability. Despite the fact that Stockholm and Sundsvall show differences in governing styles in their approaches to sustainability indicators it seems difficult for both municipalities to put sustainable development into practice in terms of citizen participation.  相似文献

The modern environmental management literature stresses the need for community involvement to identify indicators to monitor progress towards sustainable development and environmental management goals. The purpose of this paper is to assess the impact of participatory processes on sustainability indicator identification and environmental management in three disparate case studies. The first is a process of developing partnerships between First Nations communities, environmental groups, and forestry companies to resolve conflicts over forest management in Western Canada. The second describes a situation in Botswana where local pastoral communities worked with development researchers to reduce desertification. The third case study details an on-going government led process of developing sustainability indicators in Guernsey, UK, that was designed to monitor the environmental, social, and economic impacts of changes in the economy. The comparative assessment between case studies allows us to draw three primary conclusions. (1) The identification and collection of sustainability indicators not only provide valuable databases for making management decisions, but the process of engaging people to select indicators also provides an opportunity for community empowerment that conventional development approaches have failed to provide. (2) Multi-stakeholder processes must formally feed into decision-making forums or they risk being viewed as irrelevant by policy-makers and stakeholders. (3) Since ecological boundaries rarely meet up with political jurisdictions, it is necessary to be flexible when choosing the scale at which monitoring and decision-making occurs. This requires an awareness of major environmental pathways that run through landscapes to understand how seemingly remote areas may be connected in ways that are not immediately apparent.  相似文献

Continuous deterioration of the natural resource base has become a serious threat to both the ecological systems and economic production in Ethiopia. Many of these problems have been attributed directly or indirectly to the rapid dwindling of the country's forest cover which is associated with unsustainable forest use and management. Closing community woodlands from human and livestock intervention to promote natural regeneration of forests has been one of the environmental restoration strategies pursued in the degraded highland areas of northern Ethiopia. However, local pressure to use reforested community lands for economic benefit has become a major threat to forest sustainability.Using locally identified sets of criteria and indicators for sustainable community forest management, this paper applies a multi-criteria decision analysis tool to evaluate forest management problems in the northern province of Tigray, Ethiopia. Three MCA methods – ranking, pair-wise comparison, and scoring – were used in evaluating the sets of criteria and indicators and alternative forest management scenarios.Results from the study indicate a number of noteworthy points: 1) MCA techniques both for identifying local level sustainability criteria and indicators and evaluating management schemes in a participatory decision environment appear to be effective tools to address local resource management problems; 2) Evaluated against the selected sets of criteria and indicators, the current forest management regime in the study area is not on a sustainable path; 3) Acquainting local people with adequate environmental knowledge and raising local awareness about the long-term consequences of environmental degradation ranked first among the set of sustainability criteria; and 4) In order to harmonize both environmental and economic objectives, the present ‘ecological-biased’ forest management regime needs to be substituted by an appropriate holistic scheme that takes into account stakeholders' multiple preferences and priority rankings.  相似文献

The core requirement of sustainability is that current economic activities should not result in an excessive burden on future generations. This criterion is general enough to imply different decision rules for the preservation of environmental assets. Neoclassical economics does not have a sustainability criterion for environmental assets independent of the intertemporal efficiency criterion, which allocates environmental and man-made capital based on projected monetary benefits and costs. This criterion is examined in terms of the feasibility of valuing the benefits of environmental assets, the substitution possibilities between natural and man-made capital, and the ethical grounds for using efficiency as the sole determinant of the allocation of environmental assets. An alternative ecological sustainability criterion is the preservation of safe minimum levels of environmental assets in physical terms rather than the dollar value of a composite of natural and man-made capital. Safe minimum standards for environmental assets constrain the efficiency criterion in order to ensure the sustainability of economic systems. It is argued that the ecological approach to sustainability should limit the economic approach for decisions involving the allocation of environmental assets.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00559.x Abstract: To evaluate water resources sustainability at the watershed scale within a river basin’s context, the Water Resources Sustainability Evaluation Model is developed. The model employs 4 criteria (economic efficiency, social equity, environmental conservation, and maintenance capacity) and has 16 indicators, integrating them using their relative weights. The model is applied to evaluate the water resources sustainability of watersheds in the Geum River basin, South Korea. A geographic information system is employed to efficiently build a database for the indicators, and the values of the indicators are normalized using the probability distribution functions fitted to the datasets of the indicators. The evaluation results show that, overall, the water resources sustainability of the watersheds in the upper basin is better than other areas due to the good environmental conditions and the dam management policies of South Korea. The analysis of the correlations among the model’s components and the comparison between the results of the model and the Water Poverty Index show that the model can provide reasonable evaluation results for the water resources sustainability of watersheds. Consequently, it is concluded that the model can be an effective tool for evaluating the states of water resource management from the perspective of sustainable development and provide a basis on which to create policies for improving any inadequacies in watersheds.  相似文献

This paper reports the formulation and application of a framework of catchment-level water resource management indicators designed to integrate environmental, economic and social aspects of sustainability. The framework of nine indicators was applied to the River Dee and River Sinos catchments in Scotland and Brazil, respectively, following an indicator selection process that involved inputs from water management professionals in both countries, and a pilot exercise in Scotland. The framework was found to capture a number of key sustainability concerns, and was broadly welcomed by water resource managers and experts as a means of better understanding sustainable water resource management. Issues relating to poor water quality and public water supply were particularly prominent in the findings for the Sinos, while findings for the Dee suggested that more attention might be focused on building institutional capacity and public participation in catchment management. The use of some proxy indicators was required in both catchments due to poor data availability, and this problem may hinder the further development of indicator frameworks that attempt to better integrate environmental, economic and social dimensions of sustainability.  相似文献

Solid bioenergy from forests plays — and is expected to continue to play — a key role to fulfil the renewable energy targets at the European Union level. When the Renewable Energy Directive was enacted, sustainability criteria were incorporated solely for biofuels and bioliquids. Sustainability criteria for solid bioenergy are also needed in order to prevent wood and primary forest residues from posing additional environmental risks to ecosystems. Acknowledging this, the European Commission has been working on extending the biofuels and bioliquids provisions to solid biomass. An internal draft was circulated in August 2013 which addressed the ways to both balance and mitigate the risks in three main topics: biodiversity; sustainable forest management; and greenhouse gases. This paper presents a set of criteria and indicators, developed during workshops with experts from Governments, scientific institutions, businesses and NGOs, that may be considered by the EU to assure that solid biomass from forests is obtained in an environmentally sustainable way.  相似文献

When planning interventions, water and land resource managers increasingly need to take the opinions of stakeholders into account. In the present study, stakeholders’ concerns in a multifunctional water system are assessed, with a focus on the debate about the sustainability of irrigation projects in stressed and competing water contexts. The selected case study pertains to the Segarra‐Garrigues irrigation canal (Spain), the promotion of which has generated social debate and mobilization, as well as pronouncements from European authorities for ensuring its environmental sustainability. Data was collected through semi‐structured interviews and analysed by means of a new codification system for identifying the affinities and conflicts arising from existing water demands. Results show that sustainability concepts are more present in civil society than in public administration and private services or the rural community. However, social sustainability and environmental sustainability are a priority for most stakeholders, while the economic perspective of sustainable development has been conditioned by the first two. These results can be used by relevant authorities as a first step in customizing their interventions, as they provide a clear initial idea of what stakeholder priorities are in the framework of sustainable development.  相似文献

The current debate on indicators for sustainability and life-cycle assessment of materials relies heavily on universalised systems theory, first developed by Bertalanffy in the 1950s. Various ecolabelling and environmental auditing schemes have attempted to account for all the variables required to measure the sustainability of a given product or material in relation to its resource use. The aim has always been to try and harmonise standards used to facilitate trade regardless of location and using a standard neo-classical economic framework. This paper questions the hegemonic position that synchronic systems analysis currently enjoys by proposing an alternative approach that recognises evolving and relative standards based on localised cultural and economic valuation. This alternative approach is underpinned by the concept of bioregionalism which combines physical, economic and cultural mapping of local resources using local parameters and evaluation methods. Recent bioregional research into local information on environmentally benign materials in Aberdeenshire, Scotland is used to illustrate one way of bringing a meaningful regional framework back into the debate on indicators of sustainability in relation to materiality.  相似文献

Single territories contribute in different ways to the transition towards a more environmentally sustainable development (SD), according to their structural features. This study returns a multi-dimensional picture of the territorial divides of environmental sustainability across Italy, analysing how it correlates with rurality, with a focus on the urban–rural continuum. Italy represents an interesting case study because of its peculiar territorial urban–rural structure. We first assess the environmental sustainability targets across Italian NUTS 3 regions and their capital cities using two composite sustainability indexes, by referring to both standard values (i.e. conforming to legislation) and optimum values (i.e. desired values). Then, we investigate the relationship between environmental sustainability and rurality. Results suggest that a positive link between the two exists, being stronger at city level. Among major policy implications, the environmental dimensions of territorial cohesion should be integrated more strongly in key European policies to reach a more balanced SD.  相似文献

This article provides a timely review of the interdisciplinary and disjointed literature on social sustainability and identifies some readily available measures of this concept for American cities. Based upon a comprehensive review of the literature, four broad dimensions are identified as being reflective of social sustainability: equal access and opportunity, environmental justice, community and the value of place, and basic human needs. Breaking these four dimensions into measurable indicators, this research provides a method for researchers and for American cities to begin to evaluate and to assess social sustainability efforts within their jurisdictions.  相似文献

Management of river basins involves the making of informed choices about the desired levels of economic activities and ecosystem functioning in the catchment. Information on the economic and ecological effects of measures as well as their spatial distribution is therefore needed. This paper proposes the following instruments to support decision-making in river basins: (1) the linking of models and indicators to describe the economic and ecological effects of management actions and their spatial distribution and (2) an extended evaluation framework that aims to evaluate management actions on three objectives for sustainable river management. These are cost-effectiveness, spatial equity, and environmental quality. This paper illustrates the potential of these instruments for river basin management by a case-study on nutrient management in the Rhine basin. In this case-study four nutrient abatement strategies are formulated, based on policies of the International Commission for the Protection of the Rhine and the North Sea Commission. These strategies are analysed and evaluated on their contribution to the three management objectives. Results show that none of these strategies score highest on cost-effectiveness, spatial equity and environmental quality simultaneously. It appears that cost-effectiveness is in conflict with environmental quality, whereas spatial equity and cost-effectiveness show quite close correspondence. This means that a trade-off has to be made between costs and spatial equity on the one hand, and environmental standards on the other hand. This paper offers a framework to make these trade-offs more explicit and provides quantitative information on cause-effect relationships, economic and environmental effects and the spatial distribution of these effects for various management strategies. This information can be particularly useful in the development of compromises required to establish international agreement and co-operation.  相似文献

In this paper, I develop an optimization model for integrated urban planning for land use at the municipality level, in which decisions arise from an area-based weighted-GDP maximisation algorithm whose weights represent the sustainability and implementability of the land uses. The model favours the involvement of stakeholders in urban governance, but does not use complicated assessment procedures for non-economic indicators or relative weights to combine economic, social and environmental indicators; instead, the integration between economic activities and environmental status is represented objectively and non-linearly by referring to initial and sustainability conditions. The model accounts for both human and environmental dynamics by adopting a spatial structure that permits compromises between economic information (available at a macro level) and ecological information (available at a micro level). A single value is attached to each urban governance, with an elicitation of future decisions (including acceptance of the status quo) and the ability to provide an evaluation of past decisions: some environmental policies are considered. The model’s predictions are based on reasonably reliable knowledge that can be easily collected, with reliability determined by calculating the confidence level. The resulting urban governance can then be presented and further analysed within a geographical information system. A case study of the model’s application to Algeria’s Regha?a and Heraoua municipalities provides insights into optimal urban governance, with and without water quantity or quality policies, in terms of resource sustainability, sectoral development, and pollution sustainability. I also assess the previous master plan in terms of the land uses suggested by the model.  相似文献

Governments everywhere are recognising environmental sustainability as a major driver of technological and economic development—with innovative direction being found at the interface of our efforts to become more socially and environmentally sustainable. Rural communities, faced with the pressures of unprecedented change, have an opportunity to embrace the principles of sustainable development, to create a new future at the leading edge of global change—but they need help. They need both knowledge and skills to enable them to self-evaluate and strategically plan, and they need a highly motivated, creative, and coherent community to carry it through. Small Towns: Big Picture is a community development process designed to foster creative, energetic, and collaborative action by five small rural communities in central Victoria—focusing on the development of social, environmental, and economic sustainability indicators. The project bought together artists, researchers and local communities to produce a coherent and shared understanding of the sustainability issues and opportunities. This paper presents Small Towns: Big Picture, focusing specifically on the social dimension and the development of a Community Cohesion indicator through an arts-led community engagement process.  相似文献

For the past 20 years, the European context has been policy-driven by several directives to reduce pollution, one of the most important for industries being the industrial emissions directive (IED). The IED's objective is to minimise pollution from various industrial sources throughout the European Union. One means of attaining the objective is to implement techniques which have at least the same performance as reference techniques called best available techniques (BAT) given at European level. The study of existing methodologies on performance assessment of proven or emerging techniques has made it apparent that there are none taking into account the 12 criteria proposed by the Annex III of the IED to evaluate technique performances. Even if innovative techniques are not considered by the IED, support to (public or private) researchers in their development in terms of assessment methodology must be proposed. This is what we present in this article.The methodology based on a tree-structured information system (objectives, criteria, indicators) and a qualitative assessment of indicators (environmental, technical, economic and social) is an initial approach to an innovative technique assessment method considering BAT on laboratory or industrial scales. In an aim to adapt the criteria and indicators to a specific process, assessment methodologies must be adaptable. Our method allows for choosing indicators to comply perfectly with the process studied. Only the first level of the tree is fixed. The other branches could be adapted to the case studied. Performance assessment is based on a five-level scale coupled with a simple multi-criteria analysis (MCA) method. Three different applications (sludge valorisation, urban wastewater treatment, soil remediation) were carried out to validate the methodology, two of them are presented. Applications of this methodology show its usefulness in the validation of techniques for specific process and local application of the BAT concept and the performance assessment regarding BAT definition. It can then be used to detect innovative and emerging techniques to be proposed for the reviewing of the European BREF documents.  相似文献

Progress in the greening of UK local government has been hampered by uncertainty about the relationship between resource use and environmental protection. Ecological modernizationmay offer the most appropriateparadigm to reconcile economic, social and environmentalinterpretationsof sustainability. The transition from corporate to strategic environmental management currently being attempted by some 'green' authorities can be construed as an attempt to promote ecological modernization in the form of institutional learning. Fife Council in Scotland provides an interesting case study. Progress with corporate environmental management has become bound up with a radical devolution of decision making. Efforts to link the authority's Sustainable Development Policy to a Local Agenda 21 programme have been initiated with the piloting of sustainability indicators.  相似文献
